Now completed and open to traffic, the rehabilitation of the busy I-10/I-25 interchange in Las Cruces, N.M., has not only addressed structural deficiencies but also ensures motorists will enjoy a safer ride through this aesthetically pleasing interchange. According to the Federal Highway Administration (FHWA), 27 percent of annual accidents at that location are caused by vehicles overturning on associated ramps, which are not designed to current standards. I-25 handles traffic from El Paso, Texas, and southern New Mexico, while I10 —widened last year from four lanes to six — is a major highway for Mexican and southwestern traffic. “The best feature of the I-10/I-25 Interchange Reconstruction Project is improving the overall traffic safety by constructing an interchange that meets current American Association of State Highway and Transportation [AASHTO] design criteria,” said a spokesperson of the New

Mexico Department of Transportation (NMDOT). “The I-10/I-25 interchange was built almost 50 years ago and no longer met the demands of increasing vehicle traffic. There also were several safety deficiencies, such as inadequate deceleration and acceleration lanes and tight ramp turning radii which resulted in vehicles exiting the interstate at 65 mph and quickly reducing to 25 mph to avoid overturns, especially for trucks, on the connecting ramps.” An additional safety improvement included constructing new I-10 bridges that cross I-25. The old bridges, were limited to the amount of load weight they could safely carry, the NMDOT spokesperson said, adding that “Other best features of the overall project are measures to reduce traffic noise experienced within the project corridor. One measure was removing the existing concrete pavement and adding a course of rubberized asphalt to aid in reduction of traffic noise. “Other measures to reduce traffic noise include constructing an elevated ramp to connect I-10 eastbound to I-25 northbound and a noise abatement wall located near the south end of the project area.” According to the spokesperson, the I10/I-25 Interchange Reconstruction Project was the result of a corridor study

Moore Paying $80.78 Per Ton to Clear Debris Housing Foreclosure Decline MOORE, Okla. (AP) The city of Moore is paying a local contractor three times what neighboring Oklahoma City is being charged by vendors from out-of-state to remove debris left over from late May’s deadly tornadoes. The disparity comes as a surprise to Moore-based Silver Star Construction, which is charging the suburb south of Oklahoma City $80.78 per ton to clear an estimated 112,000 tons of debris left behind by storms that killed 24 and injured hundreds. see DEBRIS page 57

Spells Good News for Industry By Lori Tobias CEG CORRESPONDENT

A new report putting the so-called shadow inventory of houses at a three-year low, and showing a decrease in foreclosures spells good news for the construction industry, economists said. According to a report by CoreLogic, a

provider of business data and analytics, “The overall shadow inventory is down 34 percent from its peak in 2010, when it reached 3 million homes, and down 18 percent from a year ago, when it was at 2.4 million.” The shadow market is generally defined as the homes that are in foreclosure, but not on the market, or homes that the bank or mortgage see HOUSING page 60

Duck Commander Chooses Hyster Lift Truck for Duck Call Hyster Company has supplied one of its Hyster J35XN lift trucks to the duck-men of Duck Commander, makers of world-famous duck calls. The Duck Commander business experienced significant growth in 2012 as a result of its popular television show, and needed to make significant operational improvements. They asked the local Hyster dealer, Deep South Equipment, to help them make their facility more productive. Deep South Equipment installed racking in the warehouse, and recommended the electric Hyster J35XN lift truck for its tight turning radius, its low cost of operation and its durability. “There is no doubt that Willie, Phil and the other duck-men are tough guys,” said John Parsons, president/owner of Deep South The employees of Duck Commander — and stars of the popular Duck Dynasty TV series — are using a Hyster Equipment. “That’s why it J35XN lift truck in their warehouse.

makes sense that Duck Commander chose a tough Hyster forklift to help move their business forward.” “At Duck Commander, we love our Hyster forklift that we got from Deep South Equipment,” said Willie Robertson. “When running my family business here at Duck Commander, I don't always get a choice of employees because it’s family. However, I do get to choose the equipment we have, and the Hyster forklift is efficient and easy to drive. This ease gives my guys maximum productivity and that is what I am looking for. It’s versatile and so easy to run that even Jase and Godwin can run the thing.” For more information, visit www.hyster.com. Demo Contractors Ask for Bigger Role in Disaster Response Demolition contractors can strengthen government’s response to natural and man-made disasters by getting highly involved during the planning stages for emergencies, not after the tragedies occur, said Jeff Kroeker, president of the National Demolition Association at its annual convention in San Diego this spring. Kroeker’s comments followed a compelling presentation by three demolition professionals who were at ground zero in Christchurch, New Zealand, following a magnitude-6.3 quake in 2011. Since Christchurch is the country’s second largest metropolitan area, the experiences of the demolition experts and the city’s leadership can provide valuable lessons to others responsible for emergency management, especially in earthquake-prone areas. John Weber, former president of Iconco/LVI Demolition Services in Oakland, Calif. — who travelled to Christchurch to handle the disaster response — described the “immense and widespread” damage the quake did to the large city. Mark Loizeaux, president of Controlled Demolition Inc., one of the world’s leading implosion contractors, explained how government entities should remove dangerous buildings by whatever means is in the public interest to promote both worker and public safety. Peter Ward, president of Ward Demolition Ltd. headquartered in Auckland, NZ, focused on how conventional demolition means were used to take down several damaged structures, including a 26-story hotel. The presentation showed the damage of the city, comparing the damage to other quakes and earthquake zones here in the United States, including greater Los Angeles, the San Francisco Bay area, and potentially even Seattle. The National Demolition Association is intent on alerting communities in the United States that may be unprepared for a Christchurch-like event, said

Michael R. Taylor executive director of the association. To this end, the association has formed a disaster response committee, which has prepared a disaster response manpower and equipment survey for local and state governments to use to help them prepare in advance to help save lives, facilitate faster response, and avoid the consequences of delayed decision making. The survey is available on the association Web site in its new disaster response section. “The U.S. Geological Survey, the science organization of the U.S. government, has predicted with a 99 percent certainty that there will be a similar magnitude earthquake in California in the next 30 years,” said Taylor. “Our committee, including those experts who have been working in Christchurch for

the last two years dealing with everything from downed utilities, lack of food, housing, and power, hazardous materials disposal, and the safe demolition of damaged structures can share some invaluable lessons with other communities needing assistance with disaster planning.” The National Demolition Association Web site also has made available for public viewing the convincing video produced by Ward Demolition Co. showing the damage of the earthquake, as well as the presentation he made at the convention. JCB Debuts Tier IV, Tier IVi JCB Ecomax Powered Backhoe Range Marking the 60th anniversary of the invention of the backhoe loader by Mr. JCB, the company that bears his initials now introduces the world’s most productive, efficient, powerful and comfortable backhoe loader available. JCB’s solution to Tier IV and Tier IV interim emissions legislation are on display as the expanded JCB backhoe loader range, with the introduction of the new entry level specification 3CX, powered by the JCB Ecomax engine make their debut. JCB, with its Ecomax engine, is the only leading equipment manufacturer in the world to have met the stringent Tier IVF (74 HP) and Tier IV interim (91 and 109 hp) emissions legislation without the use of diesel particulate filter (DPF) or after-treatment, according to the manufacturer. JCB has met the legislation through the use of in-cylinder technologies resulting in a cleaner, more efficient combustion process. This has eliminated the need for any external exhaust after-treatment meaning no diesel particulate filter (DPF) or additives such as Ad-Blue, significantly reducing operating costs. History of Innovation The JCB Ecomax builds on the success of the original Dieselmax engine and retains the same key characteristics such as high torque at low engine revs, robustness and reliability as well as low noise and vibration. It has been developed following a $126 million investment program and has undergone more than 110,000 hours of testing across a range of diverse applications, machines and environments. Customer Benefits As well as the obvious environmental benefit with the reduction in emissions, the JCB Ecomax engine also will offer customers improved torque throughout the rev range coupled with noticeably reduced fuel consumption and lower running and ownership costs. JCB Ecomax engines can run on standard engine oils, unlike engines with after treatment solutions, which require a more expensive heat resistant lube oil to function correctly resulting in lower serving costs. The no-after treatment approach also allows for a recalibration option that makes it possible for JCB dealers to recalibrate the Ecomax engine to a non emmissionized state, without any hardware changes. In effect, this recalibration takes the engine out of the EPA emissions tier system, and opens it up for export to non-legislated countries that only offer lower quality, higher sulfur content fuels. This maximizes the residual value of the machine for customers, without sacrificing the Ecomax advantages. With no DPF or other after-treatment solution required, this also means that the dimensions of the engine and its space claim on the machine are unchanged from Tier III. This removes the need for any increase in mainframe length or hood size maintaining the machines’ maneuverability and visibility. The JCB Ecomax engine range has been extended, both up and down in terms of power output, and will be fitted into machines spanning the 74 hp (Tier IVF) and 91 to 173 hp (Tier IVi) range, including JCB backhoe loaders, Loadall telescopic handlers, wheel loaders, the TM range of telescopic boom wheel loaders, JS excavators, rough terrain forklifts and skid steer loaders.

Backhoe Loader The introduction of the Tier IVF (74 hp) and Tier IVi (91 and 109 hp) solution sees an expansion of the JCB backhoe loader range, with the introduction of the new entry level specification 3CX-14. This new entry level 3CX is powered by the Tier IV Final compliant 74 hp JCB Ecomax engine, providing a 5 percent reduction in fuel usage, as well as the new dual synchro JCB SynchroShuttle transmission as standard giving the operator smoother and easier gear changes all while being a quieter transmission. The new 3CX retains the triple gear pump EcoDig hydraulic system, allowing the operator to drop the engine revs while operating the backhoe and still maintain the high flow rate needed for fast cycles times and productivity but using up to 16 percent less fuel than its competitors, added benefits of this system are lower engine noise and wear and tear to the engine. The cab height on the 3CX is 6 in. (15 cm) lower than that of the deluxe model 3CX Supers, without sacrificing the operator space. From there, the deluxe end of the range starts with the family of 3CX Supers, powered with the larger 91 hp and 109 hp Tier IVi compliant JCB Ecomax engine and coming standard with the JCB Powershift transmission along with the new 44 gpm (166 Lpm) variable flow hydraulic pump. These pumps are configured to perfectly match hydraulic flow and pressure to the demands placed on the system yielding up to 6 percent fuel efficiency improvement on top of improved efficiency already achieved by the Ecomax engine itself. The new variable flow pump also results in lower lever efforts, reduced noise levels and rapid control response for up to 30 percent faster cycle times, according to the manufacturer. Rounding out the top of the range are the four-wheel steer 4CX Supers, coming in at 109 hp, and also featuring the JCB Powershift transmission and the new 44 gpm variable flow hydraulic system. All of the new Ecomax engines offer increased, usable torque over their Tier III predecessors. The increased torque is low in the rev range, where it is needed for pushing into a pile with the loader end of the machine and where the hydraulic pumps are tuned to provide good digging power at a lower engine rpm with good torque backup for tough digging applications. All of these advantages come with sizeable fuel savings. The growth of the backhoe range also sees an expansion in the types of controls offered. All machines will have JCB’s classic controls (mechanical “wobble stick” style) to operate the backhoe as standard, while the 3CX Super and 4CX Super will see two additional control options. With JCB Easycontrol, the excavator is controlled via two seat mounted joysticks, giving the operator the same feel and feedback as the classic controls, but with the added benefits of low lever efforts and short throws. With the introduction of the Tier IVi Super range, JCB also has launched its new JCB Advanced Easycontrol, which offers many of the same features as JCB EasyControl, while incorporating the loader controls into the right hand seat controller, giving the operator a low lever effort and short throw servo loader control, as well as simplifying overall operation. A new in cab monitor is standard on all models, reporting fuel consumption and also allowing operator to bypass daily checks by automatically reporting any fluid levels that are below acceptable levels. TLB840 Backhoe Loader Now Available in North America Powered by an electronic, Tier IV interim Perkins 1204E-E44TA engine and an optional 4-speed servo power synchro transmission with automatic shifting, the 94-hp (90 kW) Terex TLB840 backhoe loader is now available in North America. Engineered to excel in digging, reaching, lifting and loading applications, North American customers will notice the TLB840 boasts high torque, powerful performance, as well as strong climbing and digging capabilities, according to the manufacturer. The Tier IVi-compliant engine on the TLB840 is designed with EGR (exhaust gas recirculation) technology, which is well-suited for lower horsepower engines operating in high-duty applications. EGR engines incorporate diesel oxidation catalyst (DOC) systems and sometimes diesel particulate filters (DPF) to reduce nitrogen oxide (NOx) and particulate matter exhaust emissions. The new Perkins Stage III B/Tier IVi EGR engines, like the one in the Terex TLB840, include a DPF and allow auto-idle to be incorporated in machine. “The Perkins DPF has a 10,000-hour service life, so maintenance needs are reduced,” said Jon Beckley, Terex global product manager of backhoe loaders. “This backhoe loader does not require diesel

that was conducted by Molzen Corbin following the NMDOT location study procedures. During the study several design alignment alternatives, including the no-build alternative, were developed based on roadway design criteria recommended by AASHTO. The result of the study was the preferred project design ultimately used for the interchange. Several public meetings were held during the study to inform the public of the study and design progress including presentations of the preferred design and requests for public input for bridge aesthetics. Upon completion of the study, the construction plans for the I10/I-25 Interchange Reconstruction Project were developed and the project bid on December 9, 2011. It was awarded to A.S. W 60i Cold Mill Offers Big Performance in Restricted Spaces The Wirtgen W 60i cold mill offers big performance in restricted spaces, but also is suited for medium-sized jobs. This new rear-loading cold mill cuts 24 in. (61 cm) wide and 12 in. (30.5 cm) deep, and meets U.S. Tier IVi emission requirements while maintaining productivity and profitability. Its six-cylinder Deutz engine generates 215 hp (160 kW) and is ideal for removing pavement strips or trenches, milling around manhole covers, and detail work left behind by the big mills. It’s available in three- or four-wheel models, and a fold-in support wheel and detachable loading conveyor are standard features. Soundproofing of the machine’s engine compartment reduces noise emission levels to a minimum. Wide opening service flaps permit convenient access to all filters, hydraulic components and the

engine. And WIDRIVE, Wirtgen’s fully electronic machine control system, is responsible for governing the diesel engine speed, turning the water spray system on or off, governing the conveyor belt speed or assisting the machine driver in operating the leveling system. The conveyor belt speed can be adjusted continuously to ensure optimum loading of the milled material at minimum wear and tear. When part of the milled material is to remain in the trench, the scraper blade can be raised and locked hydraulically at the required height. The remaining milled material is loaded on trucks via the discharge conveyor. Users can choose from two discharge conveyor options: the standard discharge conveyor, or a folding discharge conveyor, which considerably shortens the machine’s overall transport length.

The Wirtgen W 60i cold mill cuts 24 in. (61 cm) wide and 12 in. (30.5 cm) deep, and meets U.S. Tier IVi emission requirements.

The discharge conveyor can be adjusted in height and slewed to either side, enabling the machine operator to adjust loading of the

milled material to the position of the loading truck. Mounting or removing the conveyor is a matter of minutes and can be carried out

by one person only, according to the manufacturer. The machine’s all-wheel drive with engageable hydraulic flow divider ensures optimum traction on almost any type of ground. The large locking angle of the machine’s front wheels permits an extremely small turning radius, which enables it to easily mill around manhole covers. The available Level Pro system for the W 60i is an acclaimed automatic leveling system with two wire-rope sensors, and the available FCS/Flexible Cutter System Light option permits the use of milling drums with different tool spacings. Bomag BW90AD-5 Designed for Highly Efficiency Designed for more efficient operation, Bomag’s BW90AD-5 tandem vibratory roller features intuitive controls and optimum all-around visibility. Highly maneuverable and fuel-efficient, the roller is an ideal solution for a wide variety of small and medium asphalt compaction projects, according to the manufacturer. The newly developed driver’s platform is highlighted by a multifunctional travel lever and the smart drive steering wheel, which has a smaller diameter that provides comfortable space for the operator, as well as a clear view of all controls. The dashboard contains modern circular instrumentation with warning signals, hour meter and fuel level indicator. An adjustable operator seat also provides added comfort and an enhanced view of the drums. The BW90AD-5 is powered by a 20.2-hp Kubota diesel engine that features ECOMODE, a system that automatically idles the engine to conserve fuel during inactivity. Offering a working width of 35.4 in. (90 cm), the roller delivers 3,822 lbs. of centrifugal force at a frequency of 3,780 vpm. Additionally, the roller is equipped with Bomag’s intelligent vibration control to achieve consistent compaction quality Built with travel motors contained within the vibratory drums, the unit’s compact design is well-suited for operation in tight spaces, thereby eliminating the need for additional compaction with vibratory plates near obstructions. The BW90D-5 includes a 26.4-gal. (100 L) water tank and pressurized spray sys-

tem. The water spray nozzles are windscreen protected and triple filtered to ensure the drums receive sufficient water coverage even in strong winds. Maintenance is simple, due to a durable composite hood that allows easy access to the engine and a steering column that can be quickly opened to view central electronics. A bolt-on articulating and oscillating joint is maintenance free, and each drum includes two flexible scrapers. Front, center and rear lift points help simplify transport and reduce unloading times. Standard safety features on the BW90AD-5 include a spring-applied, hydraulically released parking brake, ROPS with retractable seat belt, back-up alarm, emergency stop button, and front and rear working lights for night operation. Additionally, the engine hood and instrument panel are lockable to protect against vandalism. For more information, 800/782-6624 or visit www.bomag.com/canada. GOMACO’s Unveils New G+ Connect for GHP-2800 G+ Connect is GOMACO’s new CANbased network on GOMACO products that allows fast, two-way communication between all accessories and the exclusive G+ controller. The GOMACO G+ control system has been used around the world on the GOMACO T/C-600 texture/cure machine, IDBI, GT-3200 curb and gutter machine, 4400 barrier machine, and GP2400 paver, and is now ready to be unveiled for the GOMACO GHP-2800 and mainline paving. GOMACO’s G+ Connect is a closed-loop control system for both the electronics and hydraulics on GOMACO pavers. The closed-loop system between the paver’s valves and various sensors means increased accuracy. The sensored feedback ensures tighter, faster, and more accurate machine corrections. G+ Connect utilizes a CAN (controller area network) network allowing all of the components of the system to easily communicate with each other for precision setup and paving. At the heart of G+ Connect is the G+ control system and GOMACO’s new paving software. The new G+ control system’s interface hardware includes simple but durable dials and push buttons for machine control. It features a flat-panel 6.5 in. anti-glare display screen with sensor-controlled backlight levels for visibility in all operating conditions. Its rugged, shock resistant construction protects it against dust, moisture and rain. The G+ control system has been programmed to operate in most of the world’s major languages to accommodate the customer’s choices. The operator can easily toggle between English and another language on the G+ screen while paving or troubleshooting. A “run” screen on the control panel illustrates the various aspects of the paver. It includes leg positioning, paving speed and percentage of drive, steering, travel information, grade information, deviation meters, and more. Newly designed icons and color graphics make it easy to understand and easy to identify the targeted functions. G+ now features a detailed fault history with a time stamp date and information to track when each fault occurred. “After we introduced the G+ system, there was an explosion in unforeseen control technology shifts. Our customers, our engineering staff and our service personnel kept saying, if it can do this, can we make it do that? And our controls team would say, yes,” Kevin Klein, GOMACO’s vice president of engineering/research and development, said. “The majority of the breakthrough innovations for mainline paving have come about since its introduction on our smaller paver in 2010. What we have is a living control system that will continuously grow with our ability to change, improve and enhance the

G+ Ground Control offers the ability of a viewing screen at ground level. The remote operator’s screen features the same G+ graphical display as the operator’s station. Ground personnel can see everything on the screen that the operator can see and also have the ability to fine tune the machine, make settings adjustments and monitor the operation from the ground.

system and the G+ Connect network inhouse.” All of the software for the G+ control system has been designed in-house by GOMACO’s own control specialists. G+ Connect allows all the components of a GOMACO paver to be easily interfaced. Simply “connect” the 3D stringless control system, IDBI, tie bar inserter (TBI), power

transition adjustors (PTA), GOMACO smoothness indicator (GSI) and more, and then pave the project with ease and accuracy. G+ Connect also allows the ability to easily share machine resources. For example, pulse pick-up sensors on the tracks of the paver can log the distance the machine has traveled. This allows the odometer in the G+ controls to share accurate speed and distance

measurements with any GOMACO bar insertion system, from TBIs to IDBIs, to manage bar placements. G+ features an entire library of sensor capabilities for controlling slope, grade and steer with set-up configurations for any project requirement. This includes paving with 3D stringless systems, laser control, sonic sensors, rotary sensors, slope sensors and all of their set-up requirements. Just connect to G+ Connect and the G+ controls automatically recognize them and communicates with them. Unique applications such as fillin lanes, tunnel paving, half-width concrete overlays, and sonar steering off an existing barrier wall are examples of projects that can be accomplished through a variety of solutions from the sensor library, according to the manufacturer. Digital slope control is now also a reality on GOMACO pavers. Long and cross slope can now be configured using high-resolution, dual-slope sensors. A new option for GOMACO pavers this year is the A.I.R., the new aluminum instrument rail for quick attachment and mounting of multiple CANbased and rotary sensors from the sensor library. G+ Ground Control offers the ability of a viewing screen at ground level. The remote operator’s screen features the same G+ graphical display as the operator’s station. Ground personnel can see everything on the screen that the operator can see, and also have the ability to fine tune the machine, make settings adjustments and monitor the operation from the ground. The new MiniMote available with the G+ controls provides on-the-spot assistance for fine adjustment of the GOMACO paver’s set up. The small, handheld remote control is tethered to the machine and can be used to swing each of the paver’s legs into the transport or paving position. The MiniMote has the ability to jog or vertically adjust one leg at a time, the two legs on either the right or left side of the paver, or all four legs at one time (All Jog). All four legs, two legs, or each individual leg can be traveled in forward or reverse for exacting leg placement. “We put together a controls team, tied in our 3D team, and developed the G+ with all of GOMACO’s concrete paving expertise,” Kent Godbersen, GOMACO’s vice president of worldwide sales and marketing, said. “We are now able to harness the hardware and software of our digital age and control a concrete paver with simple sophistication to maximize performance and achieve excellent rideability. G+ truly separates us from our competition and is technology developed by GOMACO Corporation for contractors who choose to pave with pride.” For more information, visit www.gomaco.com.
