When officials with the Oregon Department of Transportation talk about the two wildlife migration underpasses they recently built and a third proposed migration overpass, it tends to sound a little touchy-feely, inspiring comments along the lines of “Aw, isn’t that sweet.” And it’s true, it does save wildlife. But that’s not the only thing it saves. “The concept is protection of wildlife,” said Jay Davenport, construction project manager of the Oregon Department of Transportation. “But it is also for motorists. If you look at the cost per incident in a motor vehicle/animal accident, it’s estimated to cost $750,000 in the long term effects of people who get killed in collisions. Is it saving wildlife or people? It is both.” The underpasses are located on Highway 97 near Lava Butte, south of Bend. For more than 10 years, engineers at the Oregon Department of Transportation have tried to come up with a solution to a congested stretch of U.S. 101 in a historic tourist area on the central Oregon Coast. Shop owners feared widening the two lane stretch would increase traffic and further jeopardize pedestrians crossing the highway to reach shops on both sides. There also was concern that widening the road would harm the historic charm of the Nelscott
The project involves about a 1 mi. (1.6 km) stretch of highway, bounded on both sides by about 20 businesses. When finished, the highway — a designated scenic byway — will feature two 12-ft. (3.6 m) lanes, a 14-ft. (4.6 m) median, 6 ft. (1.8 m) shoulders and 6 ft. sidewalks on each side.

Ceremony Marks Production of One Million Bobcat Loaders Producing one million Bobcat loaders is not only an unparalleled industry achievement that has impacted the livelihood of compact equipment users worldwide it also has touched the lives of thousands more who have designed, built and backed generations of the most popular compact loaders for nearly 60 years. Bobcat Company marked this tremendous milestone with a formal ceremony on July 12, sharing the occasion with its valued employees and the community of Gwinner, N.D., home to Bobcat’s primary production facility. The company also celebrated with family members of those who invented the original loader, perfected the design, brought it to market and created the brand five decades ago. Past organizational leaders and hundreds of others who have been part of the Bobcat success story also were present at the event. The ceremony was held at the Gwinner The millionth Bobcat skid steer loader rolls off the line and out of the factory and featured remarks from Rich Gwinner factory. Goldsbury, president of Bobcat and Doosan (parent company of Bobcat) of North America; Gwinner Mayor Dan McKeever; North Dakota Lt. Gov. Drew Wrigley; North Dakota Sen. John Hoeven and North Dakota Congressman Kevin Cramer. Sylvan Melroe, one of the organization’s first marketing managers, talked about the perseverance of the Melroe family, who owned Melroe Manufacturing, and built the first Bobcat loaders. He reflected upon the early days of the loader — as it transitioned from the original three-wheeled version to the skid steer loader we know today — and how Melroe Manufacturing improved the design that became increasingly tested by challenging jobs the more the machine grew in popularity. Cyril Keller, one of the brothers who invented the original three-wheeled loader and soon after partnered with Melroe Manufacturing, was on-hand as well. The Loader That Launched An Industry The million-loader celebration honors the revolutionary three-wheeled loader engineered by brothers Cyril and Louis Keller of Rothsay, Minn., designed to clean turkey manure out of barns. Second-generation Melroe Manufacturing Company leaders — sons of founder Edward Gideon “E.G.” Melroe — Clifford, Lester, Roger and Irving Melroe; and their brother-in-law Eugene Dahl saw strong potential for the machine to meet the needs of any livestock farmer. In 1958, the Gwinner-based manufacturer bought the rights to this innovative three-wheeled loader, and Louis and Cyril Keller became employees of the Melroe Manufacturing Company, assigned to put the loader into production. The Keller Loader, as the original machine was called, was improved with a larger 9- hp engine, and a new product line for the Melroe Company was born — the M-60, a three-wheeled Melroe selfpropelled loader. It was the forerunner of what became the Bobcat skid steer loader and ultimately launched the compact equipment industry. Then, in 1960 the company built the first true skid steer loader with four-wheel drive. In 1962, the loaders were branded “Bobcat” after the “tough, quick and agile” prairie animal. Today, the Bobcat name still matches the performance qualities of the enduring international brand. Bobcat Company has become North Dakota’s largest manufacturer with more than 2,000 employees in the state. Bobcat products have representation through more than 900 dealers in more than 100 countries with production facilities in Gwinner, Bismarck and Wahpeton, N.D.; Litchfield, Minn.; France and the Czech Republic. “This entire celebration is about much more than a single loader, the actual millionth machine,” Goldsbury said. “It represents everything Bobcat has accomplished as an organization over six decades, and it signifies our vision for the future. We embrace and honor our history, so it was particularly special to have some of the company’s pioneers and early leaders here. But we wanted to bring them together with those who are moving us forward into the new era — those who will help us build the next million loaders.”

Concrete Bridge Design Survives Series of Tests RENO, Nev. (AP) A 52-ton (47 t) concrete bridge survived a series of 10 earthquakes in the first multiple-shaketable experiment at the University of Nevada’s new Earthquake Engineering Lab in Reno. The 70-ft. (21 m) bridge was shaken in a series of simulated earthquakes, culminating in the large ground motions similar to those recorded in the deadly and damaging 1995 magnitude 6.9 earthquake in Kobe, Japan. University of Washington researcher John Stanton said the test was a complete success. He said the bridge withstood the design standard and actually exceeded it by 2.2 times. The rocking, pre-tensioned concrete bridge support system is a new bridge engineering design the team has developed with the aim of saving lives, reducing onsite construction time and minimizing earthquake damage. It’s the newest addition to UNR’s world-renowned earthquake/seismic engineering facility. Midco Demolition Tool to Co-Sponsor ‘Old Stewball’ Midco Demolition Tool Co. announced that it will co-sponsor a race car at the famous Bonneville Salt Flats in Wendover, Utah. Joining with Dallas, Texasbased USO and dealer Six and Mango of Grand Prairie, Texas, Midco Demolition Tool will help bring a 1957 Chevy named “Old Stewball” out of retirement for the race, which will be held from Aug. 9 to 15. Midco manager (and one-time dragster owner) David Spainhour said he and his company have participated in sponsoring all types of racing cars for 30 years, but he always wanted to sponsor a Bonneville racer. “We will be at the Bonneville Salt Flats in Wendover to watch the ’57 Chevy try to break the 250 mile-per-hour record,” said Spainhour. “When this happens, ‘Old Stewball’ will be the fastest stock-bodied 1957 Chevy in existence.” The vehicle and Six and Mango’s Tom Hurley, the driver, will have to do qualifying runs to

both civilian and military instruction techniques. Hurley also is an EMT with vast experience in search and rescue operations with Search One Rescue Team. He is certified in confined space, trench, high angle and swift water rescue. In addition to his role at Six and
Mango, Hurley currently is a military emergency management specialist. Hurly has been racing since 1960. He has extensive experience as a drag racer, top fuel, off-road, circle track and now gas class. Spainhour is not only looking forward to the event but he also will share the excitement with Midco’s hydraulic hammer customers and race enthusiasts. “We determined that this would be an exciting and fun event to help promote our new line of Midco designed and produced hydraulic hammers,” said Spainhour. “We are inviting all our customers to join us for the event scheduled for August 9, 2014 to August 15, 2014. Mack Expands Customer Support Network Mack Trucks recently announced further investment and growth in its extensive customer support network with a new dealership in Cotulla, Texas, scheduled to open late August. Valley Truck Centers’s new 40,000 sq. ft. facility also features the world’s largest Mack Trucks pylon, measuring in at 17 ft. 2 in. tall and 29 ft. 6 in. wide. The sign was recently installed in preparation for the grand opening. Colorado Company Finds Solutions With Bagela Recycler M. Leeder Construction’s recycle yard.

M. Leeder Construction wanted to be able to produce hot asphalt for pothole work during the winter. Cold patch, which had been used for repairing holes in the winter once the asphalt plants close is expensive, not particularly reliable, and has to be dug out and replaced with hot patch once spring returns and the asphalt plants open. Leeder also needed a reliable source of asphalt in early spring when asphalt plants do not run every day depending on the temperature. A Bagela BA 10000 asphalt recycler solved both issues. “In the spring and at times in the fall our capability of doing work often relies on the weather and whether or not the asphalt plants are open. With the help of the Bagela, this year we were able to produce 400 tons of hot asphalt during periods when the plants were closed. The Bagela produces a very acceptable 5/8 mix that we use for pothole repair and a finished course mix that we use on our paving projects,” said Matt Leeder, president and founder of M. Leeder Construction. Located in Durango, Colo., which is in the southwest corner of Colorado not far from Albuquerque, N.M., M.
Leeder Construction’s primary focus is on asphalt paving and asphalt maintenance. Over the last few years the company has moved heavily in the direction of recycling asphalt and using the recycled product, thus dramatically decreasing their costs and producing savings for their customers. “Last year we won the bid on a significant sized gas line replacement project in the city of Durango. The asphalt plants closed early and we were able to produce 200 tons of patch material right through the heart of the winter to get the project completed. “As we have grown into the asphalt recycling business we developed a permanent site that allows other contractors to bring the asphalt that they have torn up or milled at other projects and dump it at our yard. We have set up the Bagela on an elevated pad, which allows it to dump the recycled product directly into asphalt trucks and trailers below. We also accept from area contractors waste concrete that we process into a ¾ inch aggregate, which we use as a base on new driveway and parking lot projects. We also accept dirt from excavation projects that we process and mix with
manure and sell as a fertilized top soil.” A lot of the company’s work is utility work that would typically involve digging up and replacing sewer, water and utility lines within a city or village. When these utilities run underneath streets Leeder uses an “asphalt zipper” (a small portable milling machine) to dig up the surface asphalt, which is collected and either stockpiled on site or taken back to its recycle yard. Because of the Bagela’s mobility the company can bring the Bagela to the project and recycle the millings on site. This not only saves in the cost of asphalt material, but it also eliminates a lot of material hauling, Leeder said. The company was founded in 1985 as a small owner/operator business doing asphalt maintenance primarily sealcoat work and some asphalt patching. Today, it has grown to 12 full-time employees and up to 17 employees during the peak season. “This year, with the help of the Bagela, we were able to see BAGELA page 30

operate year around and had our material costs drop by 25 percent. Forty percent of the product that we laid in 2013 was recycled asphalt versus virgin asphalt. The growth has been good and we are currently looking into expanding our operation. “When we first purchased the Bagela we experienced about a three month learning curve. We had to test compaction rates and learn what temperatures the Bagela had to operate with specific materials for maximum efficiency. Today we are making a very high quality product from a machine that only requires a single operator. “We are very happy with the Bagela’s production rates. We can currently generate up to 10 tons of material per hour. We are enjoying the flexibility of being able to reduce and have a ready supply of product when we need it and not being at the mercy of the asphalt plants. There is nothing that prevents us from paving into the night when need be. The economic impact on our company was immediate. Our overall profitability increased by 12 percent. Wacker Neuson Expands Vibratory Rammer Line Wacker Neuson has expanded its vibratory rammer line to include two models powered by a 4-cycle Honda engine. The BS 50-4As and BS 60-4As are equipped with a 3.2-hp GX 100 Honda engine. The new BS 50-4As and BS 60-4As offer low oil shutoff technology that protects the engine. When starting the unit, a sensor will detect if machine has no oil or low oil and does not allow the engine to start. Additionally, starting the engine is easy due to a purge bulb that evacuates air from the fuel line. A compensated carburetor maintains optimum air-fuel ratio for up to three times longer air filter change intervals. Wacker Neuson offers the most complete line of vibratory rammers in the industry. Dealers and contractors can choose the engine type to best fit their business preference. The new Honda powered models join the Wacker Neuson powered 4-cycle rammers as well as the 2-cycle, oil injection models. Also available are the pre-

This system includes a main element with 20 percent more capacity than the previous design and still uses the rammer’s motion to self-clean, an improved cyclonic pre-filter designed for more efficient dirt removal and a fourth stage “last chance” filter that prevents dust ingestion during filter changes. Dust is an inherent enemy of engines, so this new filtration system will provide for a virtually dust free engine for longer life and improved durability. W730A’s Hopper Capacity Keeps Material Flowing Weiler’s W730A road widener has a large hopper capacity and high-production conveyor to keep material flowing. “This machine sets the bar for production in a high-volume application,” said Ben Sherod, Weiler territory manager. The W730A features a hopper capacity of 3.5 cu. yds. (2.7 cu m). It covers ground quickly and is capable of working at speeds of 350 ft. per minute (106 m per minute) and widths of 14 ft. (4.3 m). The W730A can work 12 in. (30.5 cm) above or below grade. The Cat C6.6 engine, with 174 hp (130 kW), provides plenty of power to keep the road widener moving smoothly and steadily. A high-speed friction drive conveyor and its 30 in. (76 cm) width also are essential to the high volume of material placed by the W730A. Applications include placement of base materials, lane additions, shoulder paving/maintenance, trench filling, service roads and bike paths/lanes. The W730A provides high production while retaining the proven performance of smaller Weiler road widener models. • The ability to place, in a single pass, material that previously took two or three passes. • Handling is accomplished in “one touch.” A haul truck deposits material in the hopper, and the conveyor discharges it through a side chute. • A strike-off tool levels the material and grading is completed as the widener makes its pass. • The ability to work above or below grade, and to hold exact grade/slope specifications. “Our series of road wideners has been popular in the industry,” Sherod said. “They reduce waste, enable contractors to place more material in less time, and help crews to precisely place a wide variety of aggregate and asphalt materials. The strike-off tool levels the material — eliminating the need for grading.” “The W730 provides those same benefits, but with an ability to place a higher volume of material more quickly.” The Latest Improvements As the most recent addition to the Weiler road widener lineup, the W730A includes several enhancements from the previous W730: • A hydraulic front dump hopper that enables simplified loading and unloading from increased clearance, and an ability to match trucks. • Updated control configuration for better
visibility and simplified operation • Electronic controller for diagnostics and calibrations • Rotary potentiometer for more belt speed precision • Bi-directional ground-drive joystick • A pause feature that enables stopping and restarting without having to reset working speeds • Repositioning of the operator station for increased visibility of the hopper and tooling • Lowering of the engine to improve rear visibility • Enabling the control panel to slide an additional 8 in. Easy to Use All Weiler road wideners are engineered for convenience of operators, cleanup crews and service personnel. The self-cleaning head, tail and return pulleys minimize material buildup. Hamm GRW 280i Series Offers Tier IV-Interim Technology The GRW 280i series of pneumatic compactors from Hamm incorporates Tier IV-interim emissions technology in a variety of weights for every application. The new GRW 280i pneumatic or rubber-tired roller was introduced at Bauma 2013. The GRW 280i updates the popular predecessor with subtle design changes and new engines complying with EPA Tier IVi.emissions controls. While each model can be acquired in its own weight, the revised ballast compartment allows users to vary the operating weight even more easily and flexibly than before, according to the manufacturer. New technical details include prefitting for its high-speed tire inflation system A standard oil service valve for lossless oil change ensures improved environmental protection. Hamm’s GRW 280i rubber-tired roller platform offers enhanced compacting quality, plenty of driving comfort, good visibility conditions, and the highest of safety standards, according to the manufacturer. Viewing channels in the frame structure offer a view of the edges and the tires of the outer wheels and a novel suspension of the front wheels allows for an uninterrupted view towards the front. The new GRW 280i’s operator’s platform rests in a versatile position, on a newly designed, asymmetrical frame. Innovations with respect to ballasting, drive concept and operating philosophy are not visible from the exterior, but their effects are evident as they make compacting better and more convenient. A single driver’s seat — which optionally can be moved and pivoted at the side towards the machine’s outer edges and along with the console — has replaced two seats, two steering wheels and two control consoles in older models, which could restrict freedom of movement. Operation and display elements are positioned on the console, and thus always are in the driver’s field of vision. Also, the speed is no longer controlled by an accelerator pedal in the foot space; in the GRW series it’s controlled by joysticks, which signifies a considerable boost in convenience for the driver. In total, this operating concept corresponds to that of a tandem roller. Thus, cost-effectiveness is increased because in the future, operators can switch flexibly between roller types without any adaptation time.

Higher Speeds for Transport, Compaction A hydrostatic rear-axle drive for the GRW 280i allows for higher speeds during transport and compaction. To match it, the newly conceived steered axle at the front with disk brakes — which is standard on all models 20-ton (18 t) and over — ensures the necessary braking force and thus considerable safety when braking suddenly, even with maximum load. In total, sensitive control of the rear axle and an extraordinarily good view of the site and the wheels’ edges enable high compaction quality. The operator’s platform — with enveloping ROPS — is located in front of the center of the machine, while the Deutz 114-hp, Tier IVi-compliant engine is situated in the rear of the machine. This ensures a view of all relevant points. The view of the area directly in front of the front axle also is unobstructed. There, hydraulic cylinders for level compensation of the front suspension used to protrude out of the frame into the driver’s field of vision. They have been replaced with two swing arms between the front pairs of wheels, which require very little space and are not visible to the driver. The track offset between the front and rear
wheelsets is one of the basic features of pneumatic rollers. Hamm utilized this fact in the design of the new GRW and designed the machine frame in symmetry with the wheelsets. This intelligent design offers one crucial advantage because, for the first time ever, the driver can see the wheels on all outer sides. Moreover, viewing channels in the frame structure offer a view of the tires of the outer wheels. Flexible Weight Loading The new GRW 280i rubber-tired roller is being launched in the market with various basic weight ratings. The machines can accommodate different amounts of ballast depending on the basic weight. The outer dimensions are identical for all variants. Rubber-tired rollers need to be able to have their weight modified swiftly and easily. To this end the GRW 280i offers large ballast spaces between the wheelsets, and a serrated frame that is open in the downward direction. It can be filled with steel or concrete using a forklift truck. And regardless of how much ballast a GRW 280i carries, due to the intelligent ballasting system, the distribution of weight to the front and rear axles always remains constant. The generously dimensioned brake sys-
tem ensures the higher-than-average safety standard during driving. When the machine is idle, the access steps to the cab afford additional safety. They are integrated in the outer contour and can be folded out. Thus, they offer convenient and safe access to the maintenance platform next to the engine. In this position, they lie on the outer contour, but constitute a visual interference contour. As a result, after completing maintenance work, the operator is reminded to swivel the access steps back into position. At the same time, the maintenance accesses, which would otherwise have to be carried along separately, are eliminated. Hamm also has made provisions for efficient maintenance, as all maintenance points are on the engine’s right-hand side. No matter how much the version of the GRW 280i weighs, its machine height is always under 10 ft. (3 m). Hyundai’s H930C Backhoe to Reach North America in 2015 Hyundai’s H930C backhoe has an operating weight of 14,881 lbs (6,750 kg) and is powered by an 87 hp (65 kW) Tier II Perkins 1104C-44T engine.
Hyundai Construction Equipment Americas Inc.’s H930C backhoe is currently available to the Latin America market but will be released in North America towards the end of 2015. This versatile machine is practical for heavy duty jobs in various applications such as small trenching projects, site preparation and road and utility work, according to the manufacturer. Hyundai’s H930C backhoe has an operating weight of 14,881 lbs (6,750 kg) and is powered by an 87 hp (65 kW) Tier II Perkins 1104C-44T engine. The engine combines new combustion technology with internal exhaust gas recirculation (EGR), long oil change interval (600 hr) and an air grid heater as a cold start aid. The H930C boasts a loader bucket capacity of 28.3 cu. ft. (0.8 cu m), a trenching bucket capacity of 6 cu. ft. (0.2 cu m) and a backhoe dig depth of 14 ft. 3 in. (4.3 m). The H930C’s loader boom is integrally welded with a large diameter tube, dual lift and tilt cylinders for maximum strength and power. A strong and rigid loader frame allows for greater lift capacity, improved line
of site and overall visibility. The H930C’s four wheel drive system improves mobility and loader performance in ground conditions underfoot and can be activated on the go. The loader attachment is equipped with an automatic return to dig function, designed to reduce loading cycle times. The return to dig function returns the loader to the dig position when the operator pulls the lever. The H930C’s backhoe boom also has a robust design, perfect for heavy duty applications. The boom allows for enhanced visibility into the trench when the operator is digging around buried obstructions such as water mains, sewer pipes and utility lines. Pilot controls offer the operator improved precision when excavating. An optional extendable dipper significantly increases the machine’s versatility. Heavy duty front and rear axles are designed to withstand the most demanding applications. Outboard, planetary gears improve serviceability while multi wet disc brakes eliminate possible external contamination. The parking brake can easily be acti-
vated from within the cab by the push of an electric switch. Hyundai’s H930C backhoe is available with optional hydraulic performance features such as a load sensing hydraulic system, which matches the engine power to the appropriate hydraulic flow based on the load demand required. An adjustable flow control system option allows the operator to divert any unused hydraulic fluid from the second pump to the hydraulic reservoir. Lastly, a control pattern selection option allows operators to change from ISO to SAE control patterns simply by pressing a button. Operators can look forward to a large, spacious cab in the H930C backhoe, which was designed for maximum comfort, safety and low noise. Standard features include a tilting, adjustable steering column, hingedtype side windows for excellent ventilation, conveniently located gauges, switches and levers for quick and easy use and a suspension seat with full adjustment for improved operator ride. One piece rounded front glass and large windows around the cab provide the operator with a full 360 degree range of
visibility. An AM/FM radio with MP3 input also contributes to a pleasant working environment. An optional climate control system allows for full heating and defrosting and an optional air conditioning system provides the operator with optimum temperature regardless of the weather. Service is hassle-free on the H930C backhoe with convenient access to key machine components. A tilt-up hood makes the engine compartment easily accessible. The one-piece hood tilts away for easy ground line access to all critical service and grease points for reduced maintenance time and operator safety. The hydraulic oil sight gauge is installed on the side of the hydraulic tank for quick inspection from ground level. TLB840 Backhoe Loader Now Available in North America Powered by an electronic, Tier IV interim Perkins 1204E-E44TA engine and an optional 4-speed servo power synchro transmission with automatic shifting, the 94-hp (70 kW) Terex TLB840 backhoe loader is now available in North America. Engineered to excel in digging, reaching, lifting and loading applications, North American customers will notice the TLB840 boasts high torque, powerful performance, as well as strong climbing and digging capabilities, according to the manufacturer. The Tier IVi-compliant engine on the TLB840 is designed with EGR (exhaust gas recirculation) technology, which is well-suited for lower horsepower engines operating in high-duty applications. EGR engines incorporate diesel oxidation catalyst (DOC) systems and sometimes diesel particulate filters (DPF) to reduce nitrogen oxide (NOx) and particulate matter exhaust emissions. The new Perkins Stage III B/Tier IVi EGR engines, like the one in the Terex TLB840, include a DPF and allow auto-idle to be incorporated in machine. “The Perkins DPF has a 10,000-hour service life, so maintenance needs are reduced,” said Jon
Beckley, Terex global product manager of backhoe loaders. “This backhoe loader does not require diesel exhaust fluid, also known as AdBlue, or forced regeneration. Also, we have had a long heritage of strong global support with Perkins.” Also according to Beckley, “The Tier IVi TLB840 offers 14.6 to 36.9 foot-pound higher torque through the rev range than the previous model. This means it is more responsive on pick-up under load and handling while transporting materials.” The curved boom design on the TLB840 offers operators greater clearance to reach over obstacles and the ability to load closer into trucks for greater pro-
ductivity. With a dig depth of 14 ft. 9 in. (4.5 m) — extended to 18 ft. 1 in. (5.5 m) and a reach up of 18 ft. 9 in. (5.7 m) — extended 21 ft. 11 in. (6.7 m) — the TLB840 is designed with a slew system that provides high torque for easier backfilling and slewing uphill. For high-productivity trenching, this backhoe loader brags 7,958 lbf dipper tearout and 11,892 lbf bucket tearout forces. With a loading height of 11 ft. 3 in. (3.4
m), the Tier IVi Terex TLB840 can easily load high-sided trucks, and with a 10,485 lbf bucket breakout force, a loader lift capacity of 7,291 lbf and bucket capacity of 1.32 cu. yds. (1 cu m), this backhoe loader offers high-capacity production. With “return to dig” feature at the press of a button, the Tier IVi TLB840 reduces cycle times and provides quick loading capability. The hydro mechanical selfleveling feature on the TLB840 enables the operator to avoid spillage and allows for load retention at full height. The Equipment Leasing & Finance Foundation (the Foundation) released the July 2014 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI) July 22. Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $827 billion equipment finance sector. Overall, confidence in the equipment finance market is 61.4, unchanged from the June MCI-EFI. When asked about the outlook for the future, MCI-EFI survey respondent Adam D. Warner, president, Key Equipment Finance and chairman of the Equipment Leasing and Finance Association (ELFA), said, “I don't believe that the dramatic contraction of the U.S. economy in Q1 should be blamed on winter weather. There are underlying concerns by businesses and consumers that real unemployment has been too high for too long and not enough of the federal incentives are around job creation. Additionally, the federal government’s inability to collaborate on growth initiatives is having a lasting toll on confidence.” July 2014 Survey Results The overall MCI-EFI is 61.4, unchanged from the June index. • When asked to assess their business conditions over the next four months, 28.6 percent of executives responding said they believe business conditions will improve over the next four months, up from 23.5 percent in June. 68.6 percent of respondents believe business conditions will remain the same over the next four months, down from 70.6 percent in June. 2.9 percent believe business conditions will worsen, down from 5.9 percent who believed so the previous month. • 25.7 percent of survey respondents believe demand for leases and loans to fund capital expenditures (capex) will increase over the next four months, up from 17.6 percent in June. 68.6 percent believe demand will “remain the same” during the same four-month time period, down from 79.4 percent the previous month. 5.7 percent believe demand will decline, up from 2.9
percent who believed so in June. • 25.7 percent of executives expect more access to capital to fund equipment acquisitions over the next four months, down from 26.5 percent in June. 74.3 percent of survey respondents indicate they expect the “same” access to capital to fund business, an increase from 73.5 percent in June. No one expects “less” access to capital, unchanged from the previous month. • When asked, 37 percent of the executives reported they expect to hire more employees over the next four months, a decrease from 44 percent in June. 60 percent expect no change in headcount over the next four months, up from 50 percent last month. 2.9 percent expect fewer employees, down from 5.9 percent who expected fewer employees in June. • 5.7 percent of the leadership evaluates the current U.S. economy as “excellent,” up from 2.9 percent last month. 88.6 percent of the leadership evaluates the current U.S. economy as “fair,” a decrease from 91.4 percent in June. 5.7 percent rate it as “poor,” unchanged from the last three months. • 22.9 percent of the survey respondents believe that U.S. economic conditions will get “better” over the next six months, a decrease from 29.4 percent who believed so in June. 74.3 percent of survey respondents indicate they believe the U.S. economy will “stay the same” over the next six months, an increase from 70.6 percent in June. 2.9 percent believe economic conditions in the United States will worsen over the next six months, up from none last month. • In July, 25.7 percent of respondents indicate they believe their company will increase spending on business development activities during the next six months, a decrease from 35.3 percent in June. 74.3 percent believe there will be “no change” in business development spending, an increase from 61.8 percent last month. Contractors Work With Locals to Maintain Historic Charm HIGHWAY from page 1
cooperative,” said Ray Cranston, assistant project manager of ODOT. “We involved the different businesses during the project development phase, so they knew the project goals and had the chance to offer input. The contractor notified local businesses of the construction and discussed how that will impact them. We have scheduled a meeting with the contractor and the small business owners to share input about the project schedule and hear concerns from the businesses. And we’ll have traffic control to allow customers to access the businesses during construction.” The project involves about a 1 mi. (1.6 km) stretch of highway, bounded on both sides by about 20 businesses. When finished, the highway — a designated scenic byway — will feature two 12-ft. (3.6 m) lanes, a 14-ft. (4.6 m) median, 6 ft. (1.8 m) shoulders and 6 ft. sidewalks on each side. The twoyear project is scheduled to be completed in spring of 2016. “I think it’s really going to improve the appearance of that part of town,” Cranston said. “We’re trying to make it look as attractive as we can when it is finished.” Excavators will first move about 14,000 cu. yd. (10,704 cu m) of dirt. They’ll do that with some fairly new technology that allows the equipment operators with K&E Excavation to monitor their progress by computer. “We made a digital model of the project and they can load that information into a program and have it displayed in the equipment so operators know what elevation they need to dig to just by looking at a computer screen in the equipment,” said Brady Pauls, ODOT construction coordinator. “These guys have been using the technology for a few years and are probably the leaders in the state with it. Even though it’s pretty large upfront cost for them to install all the equipment, they see it as being a real advantage in their production.” Crews also will build two mechanically stabilized earth walls on the east side of the highway, as well as seven other retaining walls, all designed to protect the wetlands and Baldy Creek, stabilize banks and provide room for the expanded highway.
The new sidewalks and all curbs will be ADA accessible, and there will be a new parking lot at the historical Nelscott Shopping center, as well as a significant amount of new landscaping, including trees and shrubs. From a transportation perspective, this project will help manage the heavy U.S. 101 traffic of this area in a safer and more efficient way.
The two-year project is scheduled to be completed in spring of 2016.

“Even with the retaining walls there were questions about long term stability,” Cranston said. “So ODOT purchased two of the houses. There were minor settlement concerns. We weren’t comfortable having houses already on steep ground above a wall like that.” They’ll also replace two existing concrete box culverts with large arch pipe crossings, and build a water retention facility so that the expanded roadway doesn’t channel more storm water into the creek and cause it to flood. “The retention facilities are large pipes that store water during flood events,” Cranston said. “They allow the water to flow out at a controlled rate rather than contributing to a flood event.” Finally, crews will realign east 32nd Street to track with west 32nd Street and add a traffic signal both for pedestrians and vehicles. When pedestrians enter the roadway flashing lights will signal traffic of their presence. No Easy Task...
Effort to Repair Seattle Tunnel Machine Delayed SEATTLE (AP) An effort to repair the giant tunneling machine stuck under downtown Seattle is going more slowly than expected. The state Transportation Department said July 28 it had been informed by the contractor, Seattle Tunnel Partners, that it’s taking longer than expected to construct an underground shaft that will allow crews to reach the machine’s damaged cutter head. The DOT said it’s “no easy task” to build a concrete ring that’s 80 ft. (24 m) wide and 120 ft. (36.5 m) deep. Work on the shaft was expected to be done in July, but could take until the end of August. After the pit is finished, crews will use a massive crane to lift the head of the machine to the surface to repair seals and bearings. The contractor still expects to resume digging next March and hopes to have the tunnel open in November 2016. Association officials noted that signs of uncertainty about a range of federal infrastructure and construction programs could undermine future construction employment growth. They urged Congress to quickly pass a “continuing resolution” that would set federal spending levels for next year and to enact long-term surface transportation legislation. Having these measures in place would make it easier for many construction firms to make hiring, purchasing and expansion plans, they added. “Even as the overall economy continues to recover, many firms that work on federally-funded projects are having a hard time making hiring, equipment purchasing and expansion plans,” said Stephen E.
