PORT ANGELES, Wash. (AP) A site sacred to a Washington state tribe has been found among the 1,100 acres of land that emerged after the Elwha Dam was removed and waters receded. Now, the Lower Elwha Klallam Tribe would like to have that land back, The Seattle Times reported Aug. 11. “A group of us walked to the site and actually stood on the rock known to us as the creation site,” said tribe chairwoman Frances Charles. “It was eerie in some ways. We were walking on the soil that had been underwater for 100 years, and witnessing the old cedars. It was emotional, with joy and happiness.” Charles was notified by National Park Service cultural-resources staff that they had found the site in July. Long passed on in oral tradition, the sacred site is where, by tribal teaching, the Creator bathed and blessed the Klallam people, and where tribal members for generations uncounted sought to learn their future. When Congress authorized removal of the dam southwest of Port Angeles in 1992, the so-called project lands were to be set

Stricter EPA Soot Standards Could Put Transportation Projects in Jeopardy Stricter standards for particulate matter (PM) or soot proposed by the United States Environmental Protection Agency (EPA) could endanger transportation improvements by placing federal highway funds in jeopardy, the American Road & Transportation Builders Association (ARTBA) told members of Congress. Testifying before the House Subcommittee on Energy and Power, Marc Herbst, executive director of the Long Island Contractors’ Association (LICA) and chairman of ARTBA’s Council of State Executives, explained that EPA’s proposed new standards come at a time when counties are still struggling to comply with existing regulations. The proposed regulation “creates a counterproductive cycle where new standards delay needed improvements to the nation’s highway and bridge network, which has already reached ‘critical mass’ in terms of being able to serve the needs of our citizens and economy,” Herbst explained. He went on to describe the impact of EPA’s proposal noting, “States and counties need predictability and time to develop transportation plans which achieve PM reduction and create jobs. Adding a new layer of requirements on top of existing standards that have not been fully implemented
only complicates these ongoing efforts. Specifically, existing projects deemed to be in compliance with the Clean Air Act when first undertaken could be thrown out of compliance if new standards are approved, exposing project owners to costly, time-consuming litigation.” Herbst also explained how EPA’s actions are counterproductive to current efforts to reauthorize the federal surface transportation program, saying, “It is ironic that members of both chambers and parties have made streamlining the environmental review and approval process for transportation projects a priority of the transportation bill, yet few talk about how EPA’s PM proposal will severely disrupt the very process they are trying to make more effective.” The testimony builds on many years’ worth of regulatory comments, legislative efforts and litigation by ARTBA on the subject of EPA Clean Air Act standards. ARTBA will continue to work towards a regulatory system that allows the nation to make progress towards cleaner air without sacrificing the ability to pursue desperately needed transportation improvements vital to our economy, public health and safety. AGC Reports Shrinking Construction Employment Numbers in Metro Areas Construction employment declined in 162 out of 337 metropolitan areas between June 2011 and June 2012, increased in 127 and stayed stagnant in 48, according to a new analysis of federal employment data released July 31 by the Associated General Contractors of America. Association officials said that construction employment declined or remained unchanged in most metro areas as the public sector continued to cut back on investments in new construction and infrastructure and economic growth slowed. “The construction sector continues to shrink or stagnate in most metro areas as demand for new construction remains weak in too many places,” said Ken Simonson, the association’s chief economist. “It is hard to see how the construction employment picture will improve significantly in the short term until the economy picks up more steam.” The largest job losses were in Chicago-Joliet-Naperville, Ill. Other areas experiencing large percentage declines in construction employment included Montgomery, Ala. (minus 20 percent, minus 1,300 jobs), Wilmington, N.C. (minus 20 percent, minus 2,000 jobs); Columbus, Ind. (minus 19 percent, minus 300 jobs) and Springfield, Mass.-Conn. (minus 19 percent, minus 2,000 jobs). Bakersfield-Delano, Calif. added the highest percentage of new construction jobs (23 percent, 3,300 jobs) followed by Fargo, N.D.-Minn. (17 percent, 1,200 jobs); Knoxville, Tenn. (16 percent, 2,700 jobs) and Washington, D.C. (16 percent, 1,900 jobs). Houston-Sugar Land-Baytown, Texas (7,500 jobs, 4 percent) added the most jobs. Other areas adding a large
number of jobs included Los AngelesLong Beach-Glendale, Calif. (6,200 jobs, 6 percent); Phoenix-MesaGlendale, Ariz. (6,200 jobs, 7 percent); Indianapolis-Carmel, Ind. (5,400 jobs, 13 percent) and Baton Rouge, La. (5,200 jobs, 14 percent). Association officials said they were becoming increasingly concerned that a combination of slower private sector growth and declining public sector construction investments will continue to undermine construction employment for months to come. They urged officials in Washington to act quickly to eliminate uncertainty about future tax rates and to pass long-delayed water and other infrastructure measures. “A lot more metro areas are likely to experience construction job losses if economic growth continues to slow,” said the association’s chief executive officer, Stephen E. Sandherr. “Giving employers some certainty about future tax rates and investing in aging infrastructure will give a needed boost to our flagging economy.”

they finished, U.S. Army engineers from Fort Lewis, Wa., came in and began the final compacting, prepping and pouring concrete. More than half of the 2,227-ft. (679 m) road, with a lookout point, is built on slopes with grades between 17 and 25 percent atop a peak known locally as Bunkers Hill for the World War II army bunkers still standing at the top. The fence between the U.S. and Mexico crosses the top of the peak and ends, standing open for 25 yds. (23 m) because the terrain is so challenging. For years, U.S. Border Patrol agents have fought with a short stretch of land — less than a half mile — where the terrain is so difficult that it has become a focal point for illegal border crossers willing to run down the steep peak with the border fence built across the top. The Border Patrol’s only route up has been from the west side — and then only to the small flat area at the top. The entire east side was inaccessible except on foot. U.S. Border Patrol spokeswoman Blanca Guerra said patrol agents have
lost precious minutes in apprehensions and emergencies driving around the peak to climb to the west mesa and come back east, and worried about agent safety when any movement on the east side meant they had to head into the treacherous terrain on foot. “For our agents’ safety, this project is huge,” Guerra said. “We can cut response time from minutes to seconds, whether it involves responding to an emergency or apprehending illegal border crossers. It lets us put deterrents in place proactively.” The project is a federal miracle: the Army Corps of Engineers designed it, the U.S. Marine Corps did the grading and preparation and the U.S. Army is finishing the concrete work. The Army and Marine Corps crews rented equipment from Hertz, and noted they enjoyed the maintenance package that came with the rentals. Komatsu Equipment Breaks Ground on New Branch Groundbreaking on the new Komatsu Equipment Company branch in Rock Springs, Wyo., was held Aug 8. State, local and company officials all gathered at the future site of Komatsu Equipment’s newest branch location to celebrate the event. The company is building its new facility on five acres of land, located at the intersection of Jonah Drive and Yellowstone Road. The new handler boasts a 214 hp (160 kW) engine, 8 percent more power output than the MHL350 D. At the same time, specific fuel consumption of the engine is reduced by 11 percent. Economical and environmentally friendly, the MHL350 E runs cleaner and more efficiently than ever before. tion catalyst (DOC) and diesel particulate filter (DPF) to offer the latest in emissions control technology. Regeneration of the particulate filter cleaning occurs automatically, without impacting machine performance. The regeneration process can be temporarily interrupted, if necessary, by pressing an indicator button located on the control panel. Engine start/stop is now push-button controlled to properly manage engine shutdown while under critical load conditions or during DPF regeneration. A new high-performance main hydraulic pump increases pump capacity by 3 percent. Combined with improved engine performance, the increased oil flow provides greater handling efficiency of the MHL350 E. Both the engine
and hydraulic system incorporate larger cooling systems protected by vented panels that provide increased airflow. The engine’s new hydraulically powered fan is designed to automatically adjust airflow based on operating conditions to provide an optimal level of cooling. Controls inside the spacious cab have been updated to improve operator efficiency and comfort. At 23 percent larger than previous designs, the wide video graphics array (WVGA) display includes a higher resolution and higher contrast screen with an antiglare shield and scratch-resistant coating. Intuitive controls make for a short learning curve of MHL350 E operation, and the ergonomic multifunction button delivers effortless
fingertip navigation through the display. The man machine interface (MMI) box for the standard 20 kW on-board generator system is now incorporated into the cab display for improved efficiency. The MHL350 E offers four operating modes for the magnet attachment — small, medium and large parts handling and a jogging mode for sorting. Machine filters and central lubrication system are accessed via a stow-away ladder leading to the machine’s centrally located service platform. The handler’s fuel prefilter is now mounted on top of the fuel tank for easier servicing. The large coolers for the engine and hydraulic system are lockable and readily accessed from ground
level. Additional CAN Bus connections found on the MHL350 E expand diagnostic capabilities, so service technicians can identify and address underlying issues. Hydraulically height-adjustable, the handler’s cab offers a maximum eye-level elevation of up to 18.4 ft. (5.6 m) above ground level, improving performance during loading/unloading procedures. Its cushioned cab elevation system provides absorption of shocks and jolts for operator comfort. The new MHL350 E is equipped with a standard rear-view camera system. Color video of the area behind the machine is visible on the WVGA display, providing an expanded view of the work area around the machine. The handler’s contoured counterweight is designed to protect the camera from damage during operation. Purpose-built to withstand the extreme operating conditions encountered in scrap handling and recycling applications, the new Terex Fuchs MHL350 E also incorporates many features found on its predecessor that deliver reliable operation. Rigid hydraulic pipes on the stick, boom and undercarriage offer protection from damage. Steel plates shielding the hydraulic lines at the end of the stick offer additional protection against damage to improve system reliability. Inverted hydraulic cylinder mounting provides protection during truck and rail car loading/unloading and reduces exposure to debris and moisture to improve longevity. The MHL350 E’s rugged double-row slewing ring design disperses forces over two rows of bearings to improve component service life and durability, according to the manufacturer. fence, according to 2nd Lt. Tara Middlebrooks, from the 864th Engineer Battalion of the 555th Engineer Brigade. “We have really old equipment at Ft. Lewis,” Middlebrooks said. “Here it was all joystick — back home it’s all eight-levers. So that’s another thing our people got experience on — when they transition out of the military, if they choose to, they’re up to date on construction equipment.” The 10-speed water distribution truck couldn’t take the daily climbs, she said. “It kept breaking down on the terrain and we found five speed works better.” The Marines quickly learned that even utility equipment faced challenges on the steep grades — until you got the tires right. “We had a lot of trouble with it until we got one designed for this kind of work. The tracked vehicles worked really well up here, they were important to us being able to get in and out on some of the slopes,” said Martino. The first cuts were slow and precariously perched on the edge of the hill as the Marines cut into the sides — in some areas as deeply as 30 ft. (9.1 m), to make a wider road. All the soil they cut had to be hauled down to the base of the hill. “It was a great experience, you never get to work on grades like that,” Martino said. It took about three weeks of intense effort to get close to half subgrade, Martino said. “The west side is mostly clay and the middle section of the road is clay, but the east side, the steepest and curviest part of the road was all sand — it was like a beach,” he said. “We had to pull the sand out and bring up some of the clay we cut out of the middle section to get to 90 percent compaction.”
The Marines also cut a drainage culvert into the inside of the road, sloped into the hill to keep water off the road and off the hillside. Sgt. Matthew Rhodes led the crew that ran power lines 2,200 ft. from the nearest transformer which sounds easy until you see the terrain. The 0.38-mi. (0.6 m) run involved two steep ascents, crossing a mesa and avoiding the Border Patrol’s sensor and monitoring equipment to bring light to the top of the peak. With the road cut and the wiring done, the Army came in to finish the job. “A lot of our equipment is top-heavy and you have to pay attention to that when you’re on a 25 percent grade,” Middlebrooks said. “The backhoes, for example, you can see them getting at a bad angle and tumbling down the hill.” For the grading and pouring however, the track vehicles are mostly out of the picture because they shouldn’t be driven over concrete. When the trucks came to pour concrete, they found themselves facing the same challenging grades. “We got some trucks to back up the slope, the ones with really nice drivers,” Middlebrooks said. “But we also laid 800 feet of 5-inch metal pipe to push the concrete up the hill. That’s exhausting work for any crew.” Throughout the process, work crews found themselves dealing with would-be border crossers standing at the fence on the Mexican side. “They would use our trench to hide,” Martino said. “And a few tried to blend in with us, wearing safety vests.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Secretary Gary Ridley said. “It is a monumental task,” Ridley told state transportation commissioners. “Direct recycling of these beams is a big deal.” Ridley said officials hope to replace more than 300 50-ft. (15 m) long county bridge spans. Each span will cost about $160,000, and Ridley said the state is saving as much as $8 million by using the recycled steel beams. In June, Gov. Mary Fallin signed legislation that will increase funding for the County Improvements for Roads and Bridges fund to construct new bridges with the recycled steel beams. Among other things, the measure increased the fund’s share of revenue from motor vehicle excise taxes,
licenses and fees from 15 percent to 20 percent over three years. The fund will begin receiving additional revenue in January. When fully in effect in 2015, the additional revenue will generate about $45 million for recycled beam bridge construction, officials said. Projects that will be funded with the new revenue will be included in a five-year construction plan that the Transportation Commission will consider in October. Transportation officials believe that contracts for all of the recycled steel beam projects will be awarded by June 2015. The legislation also provides enough funding for the Transportation Department to carry out Fallin’s plan to repair or replace all structurally defi-
cient bridges on the state highway system by 2019. Ridley said 634 bridges were rated as structurally deficient at the end of 2011. The original I-40 Crosstown Expressway was completed in 1966, and designed to carry up to 76,000 vehicles a day. When ground was broken for the new highway in 2005, the expressway carried as many as 125,000 vehicles a day. The recycled steel beams are being delivered to 22 county governmentsponsored staging areas across the state for county bridge projects. Ridley said deconstruction of the I-40 Crosstown Expressway is ahead of schedule and should be complete by the end of the year.

aside either for use as a state park, a national park or a national wildlife refuge, or be transferred to the Lower Elwha Klallam Tribe. So far, the tribe is the only eligible party that has a plan and a desire for the land. But the site was covered by the waters behind Elwha Dam, and had not been seen by anyone in the tribe since construction of the dam between 1910 and 1913. The park service also reported finding a site in another location within a former reservoir that documents human use as far back as 8,000 years ago, establishing it as one of the oldest known archaeological sites on the Olympic Peninsula. The park service collected material for analysis and reburied the site. The National Park Service intends to launch a public process to decide the longterm disposition of the land, but at the moment has no funding to pay for an environmental assessment or environmentalimpact statement, noted Todd Suess, acting superintendent of Olympic National Park. The agency is aware the tribe wants the land but can’t just turn it over.
“We need to have a public process,� Suess said. For now, the park service, which already manages 85 percent of the Elwha watershed, is managing the lands. Park rangers are providing law enforcement and offering interpretive walks on some of the project lands, excluding the archaeological sites, which are confidential and protected. No matter who ends up owning the land, more than 700 acres of it along the river and in its flood plain will remain in its natural state in perpetuity, with public access maintained, according to the requirements of the 1992 Elwha Act, passed by Congress. But the tribe, if it comes to steward the lands, also would like to use some portions of the remaining property outside the archaeological sites and river corridor for housing or economic development, said Robert Elofson, director of river restoration for the tribe. In addition to protecting the tribe’s cultural resources, transfer of the property to the tribe would help the Lower Elwha Klallam realize a long unmet need for an adequate land base, Elofson said.

Chicago Pneumatic Expands Handheld Hydraulic Line Chicago Pneumatic has updated its line of medium, heavy and super-heavy duty high back pressure (HBP) breakers. HBP models are designed to accept the higher return pressure that is found on skid steers. HBP breakers work from the auxiliary output of most skid steers when used in conjunction with an oil flow divider. The oil flow divider is necessary to ensure that the correct oil flow and pressure is sent to the breaker at all times. This combination maximizes flexibility and optimal equipment utilization. market, and they have performed flawlessly.” Able to accept up to 515 psi (35 bar) of back pressure — standard breakers accept 147-220 psi (10-15 bar) — their high pressure tolerance also permits the use of much longer hoses on job sites where space and access can be an issue. BRK 55 HBP A medium weight, multi-purpose breaker, the BRK 55 HBP is a reliable choice for road building and maintenance applications such as asphalt, brickwork, frozen soil or concrete. Used in conjunction with an oil flow divider, The BRK 55 HBP can be used from the PTO outlet of most skid steers, and can be easily adjusted to work with both 8 and 5 gpm (30 and 20 Lpm) power packs.

Case Skid Steer Attachments Focus on Tough Applications Case Construction Equipment offers a full range of hydraulic-powered attachments for its versatile Alpha Series skid steers and compact track loaders. In-Cab Enhancements Introduced for Mack Pinnacle Models
New interior enhancements were recently introduced to the Mack Pinnacle series to increase driver comfort and productivity.
Mack Trucks unveiled a suite of driver-focused enhancements for its Mack Pinnacle highway models designed to improve comfort and productivity. The new interior enhancements include: • An optional center storage console, located between the seats in Pinnacle day cab models, provides nearly one cubic foot of convenient space for large-item storage. The console includes interior lighting and a 12-volt power supply; • Optional ambient red floor lighting, subtle or indirect, for use at night when driving or when stationary. Either the driver’s footwell area or the entire floor can be illuminated; • A standard “dead pedal” for the driver’s left foot to maximize comfort while driving and to help the driver maintain an ergonomically correct seating position; • A standard dash-mounted ergonomically designed single DIN MACK mDRIVE automated manual transmission shifter keypad; • Improved functionality for Mack PowerLeash+ engine
brake controls, standard on all models, enabling the driver to set and maintain a target downhill braking engagement speed, in or out of cruise control. When equipped with mDRIVE, the new MaxBrake function on the transmission’s keypad uses mDRIVE’s downshift strategy to automatically keep the engine in its optimum RPM range for maximum engine braking efficiency; • A remote in-dash sleeper auxiliary HVAC switch, allowing the driver to pre-warm or pre-cool the sleeper from the driver’s seat while the truck is in operation. This feature is standard for 70 and 60-in. sleepers and optional for the 56 and 48-in. sleepers; and • Self-cancelling turn signals, which are standard on trucks and optional on tractors. “Driver retention is critical, and one way to positively impact that is to improve driver comfort,” said Jerry Warmkessel, Mack highway marketing manager. “A comfortable driver is also a more productive, safer driver.
