Ten years ago Washington Department of Transportation officials began an early design and environmental review in regards to widening State Road 502 from two to four lanes between Interstate 5 and the city of Battle Ground to the east. The city, which lies north of Portland and west of I-5, is a growing area that’s home to

18,000 people, a medical clinic, hotels and shopping. The combination of a growing community and a new interchange connecting 502 and I-5, built in 2007-09, is bringing more traffic to the area. Prior to that project, the highway ended before it reached I-5, with no direct access. With the new interchange in place, predictions over the next 20 years indicate that traffic on SR 502 is expected to increase from 20,000 to 33,000 daily drivers. When presented with three design options —

widen the existing roadway, shift to the north or shift to the south — the community lobbied for widening. “We started with multiple options for where to align the wider highway and had to consider impacts to the community, drivers and the environment,” said Abbi Russell, communications manager of WSDOT Southwest Region. Design work on the 502 project continued through 2007, with a federally required environmental analysis undertaken in 2008-09, after see WIDENING page 32

Construction employment increased in 191 out of 339 metropolitan areas between June 2012 and June 2013, declined in 97 and was flat in 51, according to a new analysis of federal employment data released July 30 by the Associated General Contractors of America. Association officials welcomed the construction employment gains but cautioned that demand

remained spotty amid continued efforts to cut federal investments in vital infrastructure projects, including for clean water systems. “Although construction activity remains extremely spotty, with strong residential activity offsetting lackluster private nonresidential investment and shrinking public construction spending, workers are being hired in more and

more metro areas,” said Ken Simonson, the association’s chief economist. “There is widespread good news for now but the industry remains far below previous employment peaks in most markets.” The number of metro areas with construction employment increases rose for the fifth see EMPLOYMENT page 50

Holt CAT Employees Team Up to Save 159,000-lb., 75-Year-Old Pecan Tree Employees of Holt CAT, the Caterpillar Equipment and Engine dealer of south, central, north and northeast Texas, came together in an effort to save a 159,000-lb. (72,121 kg) Texas pecan tree, estimated to be 75 years old. The tree was located in an area where Holt is going to build a new shop facility. Although the tree could have been replaced with smaller trees, Holt went to great effort and expense to save it. The $30,000 project included hiring an arborist to move the tree several hundred yards from behind the main service shop to near the executive leadership office building on the Holt headquarters campus. This move will allow for expansion of the shop service operations this fall, while making sure this tree continues to thrive in its natural habitat. Allyn Archer, chief operations officer, and other leadership solidified their support behind the project. Archer said, “Losing a great tree like this one during an expansion of our service facilities was something that we did not want to have happen. The transplant costs were reasonable, and the prospect of success was very good. Our company value of ethics made this a simple decision. The tree, now in its new home, will continue to provide shade and fruit for generations to come.” Under the care and supervision of arborist David Etter of Etter Tree

Terex Attachments Work With Compact Track Loaders Using compact track loaders with different attachments can revolutionize a small business, enabling it to bid on larger projects and to work in all weather and ground conditions. By carefully selecting the right attachments, customers can maximize their profits — the attachments pay for themselves. Because compact track loaders use the same attachments (buckets, dozer blades, mulchers, augers, trenchers, levelers, box rakes, snow blowers, backhoes, etc.) and perform in the same applications as skid steers (construction, landscaping, rental forestry and agricultural applications), the most distinct advantage of a compact track loader (CTL) is its maneuverability in adverse ground conditions. CTLs provide exceptional operation in muddy or snowy conditions where skid steers would not be able to work at all. Dozer blades are an excellent example of an attachment that normally isn’t used with skid steers due to their limited tractive effort, according to Terex. A compact track loader has an advantage over a skid steer for dozing especially on uneven terrain, slopes, and muddy or snowy

ground conditions, which can be very challenging and tough on skid steer loaders. CTLs are designed and built to handle these types of conditions. Most operators start out by hitting the high points in the first passes so that they have a more even surface to work on for completing the finish grade. A Terex dozer blade, attached to a Terex compact track loader, gives precision control and visibility for a wide range of earthmoving and site prep applications. The Terex loader’s traction, flotation and stability enables you to work in ground conditions that prevents other machines — even other compact track loaders — from working at all, according to the manufacturer. Two different models match the blade to the width of the machine. Hydraulic connections for power tilt and angle are via quick disconnect fittings to the machine’s low flow auxiliary hydraulics. ConExpo 1975 — Chicago, Ill. Road Shows From Past to ‘Present’ CEG Gears Up for ConExpo 1975 These ConExpo articles were published in Construction Equipment Guide (CEG) on Feb. 5, 1975. These and other ConExpo articles to follow will be part of a continuing series that take a look back at ConExpos past through the reporting of CEG. We hope you enjoy these retros as much as we did searching for them deep in our archives.

Fifty years ago, in 1925, when the first formal road show was conducted in Chicago, the crowd of approximately 15,000 people was thought to be spectacular. Now, a half century later, the ConExpo, formally known as the Road Show, is anticipating a Chicago crowd of at least 150,000 to wander through the International Amphitheatre and McCormick Place to view practically every piece of construction equipment that is manufactured in the world. The first known road show was actually nothing more than a trade show conducted in Chicago in 1909 — at least these are the earliest available records of a meeting of this type. In 1925, the first major show was held in Chicago and was repeated again in 1926. In those years, crowds of 15,000 to 16,000 were considerable and the exhibit area available at that time was less than 100,000 square feet, which by today’s standards would only accommodate the three largest exhibitors at this year’s ConExpo. The early 1930s precluded any shows because of the condition of the economy, but by 1936 the construction industry association felt more confident and conducted a show in Cleveland. With over 14,000 visitors in attendance it made the show a great success. In 1938 another show was staged, using both indoor and outdoor space, also in Cleveland. The success of that year’s show provided the impetus to stage a show in San Francisco in 1939 to tie in with the Golden Gate Exposition. The advent of World War II prevented any road shows until 1948, when a show was held back in Chicago for the first time since 1926. That year’s production was staged at Soldier Field in Chicago and was the first totally outdoor show and also was the last summer time show that the association ever attempted. Regardless of the conditions, however, the magnitude of the show far exceeded any previous ones. It was at this show that there was in excess of a million square feet of exhibit space available, with over 75 percent of this used for equipment exhibits. It also was the first time that all exhibitors had as much space as they cared to use and the city of Chicago also had enough accommodations for

all of the visitors. After the 1948 success, the association changed their name to CIMA and scheduled the next road show for Chicago in February of 1957. Once again, even though it was nine years after the last voyage to Chicago, the show proved to be tremendously successful. The number of exhibitors and visitors, as well as the size of equipment on display, was larger than anything previously staged. However at this time it also became apparent that as the show got bigger, the cost and money involved was getting to be enormous. Regardless of the cost, the 1957 show was a huge success and as a result, 1963 was scheduled for the date

of the next show. The 1963 show was even bigger as the Amphitheatre, the largest exhibition hall in the country, was once again utilized. This show was the biggest ever and proved one thing … that the preparations, the costs and the time involved for such a show meant that a long period of preparation time had to be granted to all the exhibitors. The board at that time resolved on a six-year interval between shows. This would provide the industry, construction equipment manufacturers and their engineering departments with an adequate amount of time to develop and announce new equipment. It was at this time that the theme of the show was changed to ConExpo and 1969 was scheduled for the next show. The 1969 show turned more international in flavor as countries from all over the world were represented by well over 10,000 overseas visitors to Chicago. The ConExpo ’69 registered 124,000 guests and exhibitors invested an estimated $100 million, including the value of the equipment on display, cost of exhibits and the preparation and staging expenses of the show. Of the $100 million, approximately 60 percent was the cost of all the equipment on display. ConExpo ’75, which will be staged February 9 through the 14, will be housed in two buildings as the 1969 show was. The International Amphitheatre will be open from 9 a.m. until 5 p.m. and McCormick

ConExpo 1975 — Chicago, Ill. ConExpo ’75 Attracts Visitors From Across the Globe

Place will be open from 10 a.m. until 6 p.m. As to exhibitors, it could very briefly and correctly be stated that everyone will be there. As far as the major exhibitors are concerned, the dominating space of ConExpo ’75 will be taken by JI Case, Caterpillar Tractor Co., Clark Equipment Co., John Deere, Fiat-Allis, International Harvester, Challenge Cook, Poclain, Terex, MasseyFerguson, and Wabco, to mention a few. The exhibitors will number in excess of 200, to give you a good idea of the scope of this year’s ConExpo. In addition to equipment, you can also expect to see an extravaganza that will rival some Broadway productions. The entertainment will range from movies to miniature models of equipment working from computers and also being worked by electronics from nearby remote units. A laser manufacturer will give free training in leveling their laser units, the manufacturer of a large rear dump will allow you to lounge in the bed of the truck and listen to some narrators discuss the features of the vehicle. Various entertainers will be utilized including an ESP mental telepathy act, magicians will be on hand, as well as famous entertainers, athletes, and others who will all contribute to the construction industry on parade. (Editor’s note: This article was published in CEG Feb. 19, 1975.) ConExpo, the show everyone involved in the construction equipment industry has been waiting for, opened this past week in Chicago. Held every six years by CIMA, ConExpo is the world’s largest privately sponsored indoor trade show. The doors opened as Mayor Richard Daley cut the ribbon and the crowd poured in. And a crowd it was as 75,000 braved sub-zero temperatures on opening day to see and marvel at the latest developments in construction equipment. It was the largest opening day crowd in the 50year history of ConExpo and it didn’t stop there. By Monday night, only the second day of the event, the crowd had exceeded the most optimistic predictions of 125,000 for the entire week. The crowd was as varied as it was large, ranging from the mid-western excavator in his working clothes to some dressed in cowboy hats and boots, while others were in their Wall Street business suits; it seemed that all types of people came to see the exhibits. Over 15,000 people came from overseas representing about 80 countries. England, Europe, Japan, Australia, the Middle East and even some communist countries were among the many represented. There was plenty to see — 230 exhibitors displayed the latest in construction equipment, methods and accessories, for every segment of the construction industry. Thousands of pieces of equipment ranging in weight from many pounds to many hundreds of tons, were on exhibit in the two halls, McCormick Place and the International Amphitheatre, that offered over two million feet of space. The total value of the equipment on display was in excess of $150 million. The display was awesome. One of the attractions was a huge rubber-tire loader with a 24 cu. yd. bucket. It was so big it had to be displayed out of doors — a tall man could easily walk under it. Some manufacturers such as Fiat-Allis, John Deere and Massey Ferguson entered the heavy crawler market with many new models. The big scoop bucket was featured on several of the many excavators displayed. Articulated graders, huge rubber-tire loaders, a large electronic wheel dozer, all types of cranes and much foreign

made equipment were just some of the fascinating exhibits. The exhibitors themselves put on a first-class show. In addition to the dazzling array of equipment there were other attractions to pep up the weary eye. Shows, movies, comedy sketches, and stars all had a part in making this a great event. Football players, coaches and golfers were on hand to help promote. Jack Nicklaus, George Blanda, Ken Stabler, Roger Staubach and Don Shula were all there. Towmaster Holds 4th Annual Equipment, Education Expo

owmaster Inc., manufacturer of equipment trailers and truck bodies/equipment, held its 4th Annual Equipment and Education Expo on July 16. More than 300 key people from MN-DOT, multiple county, township, and city agencies, attended this event, which featured more than 30 exhibitors, and included four educational seminars all focused on the needs of the local and statewide transportation field. “This expo has become a huge event for Towmaster and its partners,” said Tim Erickson, Towmaster Truck Equipment sales manager. “It builds and solidifies relationships between us, our suppliers, and our customers, as well as offers ongoing education and information vital to the various

maintenance departments of cities, townships, counties, and the state of Minnesota.” Towmaster partnered with representatives from Omaha Standard/Palfinger, Falls Plows, Valley Blades Ltd., Force America, Whelen, Astleford International, Boyer Trucks, and Swenson Products, by sponsoring this event. Attendees learned about trailer payload and GVWR requirements, DOT Commercial Motor Vehicle regulations, upcoming crane operator certification requirements, and cutting edges, from attending the educational seminars. A lunch was provided and prizes were given away, including a $4,000 Swenson Spreader to one lucky municipality. “This event has grown over the last four years and it’s something unique to Towmaster,” said Len Stulc, president of Towmaster. “Our employees pull together as a team and work hard to make this event positive and successful. Our partners help in a tremendous way and all the exhibitors told me it was a great event for them.” Towmaster uses this event as an opportunity to network and build positive and ongoing relationships with both supplier partners and customers.

Work shut down as WSDOT worked with regional tribes and the state historic office on plans for preservation and documentation. An archeologist was brought in to verify and record findings, some of which are commemorated on a plaque in a rest area. Truly historic farms were then included on the historic register, Tams adds. Mitigation was done on some, and one is slated for a possible move because the setting is also historic. “We worked with the county preservation office on this,” Tams said.

which the final environmental permitting and design process was accompanied by an extensive Right-of-Way process, which became one of the project’s many challenges. “We have acquired about 150 of 170 properties or portions of properties needed to construct the project,” Russell said. “Because we’re just widening, we only need a strip along many properties,” she continued. “We’re down to the last few.” Sadly, she said, property values have declined since the project began, resulting in some home owners in “upsidedown mortgages” when WSDOT purchased their properties. The long, drawn-out, difficult process of acquiring ROW delayed Phase 2, which was originally slated to begin in summer 2013 but was postponed a year so WSDOT could complete acquisition of more than 170 parcels needed for widening.

Phase 2 Plans Several decisions for Phase 2 have yet to be made, but the plan for the second portion of the project includes expanding the current road’s two 12-ft. (3.7 m) lanes with 4-ft. (1.2 m) shoulders to two 12-ft. lanes in each direction with 10-ft. (3 m) shoulders and a center median barrier to help reduce the severity of collisions along the corridor. “We’re currently considering highperformance barrier or something else to prevent crossover collisions,” Tams says. The wide shoulders will provide space for pedestrians and bicyclists along both sides of SR 502 for the entire length of the corridor. Sidewalks and bike lanes also will be constructed in the unincorporated, commercial zone near Dollars Corner, a suburban center in Clark County located at the intersection of SR 502 and NE 72nd Avenue between I5 and Battleground. Other improvements include installing signals at four intersections where county roads intersect the corridor: Northeast 29th, 50th, 72nd and 92nd avenues. “It’s a safety issue,” Russell indicates. In the name of safety, 72nd Avenue also will be widened to one lane in each direction plus two left turn lanes and one right turn lane off 502 to alleviate backups of north-south traffic during peak hours. It’s one of the significant improvements for Dollars Corner, Russell said. The three-year project is budgeted at $88 million, with funding coming from a mixture of sources: $80 million from the 2005 gas tax; $7.7 million from the 2003 gas tax and $200,000 from pre-existing state funds. Phase 2 construction is scheduled to begin in summer 2014. All phases of construction are expected to be complete by late 2016. The contract will be let to bid in early 2014. Once a contractor is chosen, final decisions will be made about the bog and other aspects of the job. “We’re still looking at traffic control methods,” Tams said. “We’re leaning to keeping one lane in each direction open — we’re widening so much, the contractor can manage it. We could have lane restrictions during certain hours, use a flagger, have only one lane or do night work. The contractor will pick how to stage it. We leave a lot of innovation for the contractor. Once work gets underway, Tams says crews will be laying rock, a base course, culvert and 100,000 tons (90,718 t) of asphalt. When work is completed, WSDOT envisions safer, faster travel on SR 502 between I-5 and Battle Ground.

Phase 1 Phase 1 started construction in July 2012 and was completed four months later in November 2012 under direction of general contractors Tapani Underground Inc. of Battle Ground, Wash., and C&R Tractor and Landscaping of Longview, Wash. Because this phase was mainly earthwork, no materials were needed. Russell said equipment such as loaders, graders, backhoes and dump trucks were used on the job. One of six new stormwater facilities was built in Phase 1. “Due to the delay (of Phase 2), it’s had a chance for the vegetation to fill in, so it’s ready when construction is completed,” said Chris Tams, project engineer. “There was no stormwater treatment previously, so this is a significant improvement.” A Draining Challenge Drainage is a concern in the corridor. The highway bisects a peat bog (Manor Trough) and splits two watersheds (North Fork of the Lewis River and Salmon Creek). “The bog required heavy thinking about what to do with the soil,” Russell says. Because the peat soil in Manor Trough is like a sponge that the road sinks into, Phase 2 will require some innovation. “We have two possible approaches to addressing the need for stability on this segment of highway,” Russell continued. They can choose to remove the peat and replace it with good fill, or install a geosynthetic pile-supported embankment to bolster the ground beneath the highway and keep it from sinking over time. The second option involves driving 1500-1600 piles that are 1,000 ft. (305 m) long by 90 ft. (27 m) wide down to confident material beneath the peat, then add fill. “For every 10 feet of fill, we’re left with four after settling,” Tams elaborates on the problem. “We can either dig it out and put in 100,000 yards of good fill or we can install the geosynthetic pile-supported embankment. It’s ground improvement without digging and removing soil.” WSDOT is letting the contractor decide which option to pursue. “It will be whichever is cheapest,” Tams said. Phase 2 contracts will be let to bid in fall/winter 2013-14. “There will be an A versus B bid in the contract.” If the embankment is chosen, he says it would be the first one in Washington, making for a unique aspect of the project. might be opportunities to use this design elsewhere, it’s effective here due to the rare overall length of the bog and might not be suitable for other locations. After indicating that WSDOT is “fine with either method,” Tams said they just want to make sure a contractor is on board by May. Western Washington has a short dry season, which makes it challenging to do earthwork, utility relocation and paving. They want no further delays. North of the bog was a horse boarding stable that WSDOT bought and turned into a wetlands mitigation site. In all, WSDOT will construct 110 acres of wetland mitigation. Something Old, Something New… Another challenge to the project is balancing the needs and safety of today with the desire to preserve the history of the rural area, which is dotted with timber and old farms growing blueberries and hay. “This area has been inhabited for a very long time,” Russell said. Evidence of previous residents comes from remains of hearths of fire-cracked rock and flakes of stone from tool making. “It’s a beautiful area with extensive archeological work,” Russell continued. While building the new interchange in 2007, crews discovered numerous historical sites along the

Pro-Deck Screen Approach Now Includes Modular Panels W.S. Tyler has expanded its consultative Pro-Deck approach to vibrating screens using modular screen media. For the first time, customers are able to benefit from the flexibility of modular panels in combination with the Pro-Deck approach for extended screen life and higher production rates. “Many mine operators and producers prefer the wear life of modular screen media, but think that this comes with a high sacrifice in open area. With Pro-Deck, different style screen panels are blended in a way that both wear life and open area are optimized,” said Darcy Bishop, manager of W.S. Tyler’s media division. The Pro-Deck approach is a five-step process that implements W.S. Tyler’s vibration analysis and modification strategy to professionally blend multiple types of screen media on a single deck. Traditionally, processing operations have used the same screen media on an entire deck of the vibrating screen. But after extensive research and years of experi-

ence, W.S. Tyler concluded that a non-traditional approach of incorporating more than one type of screen media extends the life of the screen media while also enhancing efficiency. Additionally, the ProDeck approach helps eliminate common screening problems such as blinding, pegging and premature wear that cause unscheduled downtime, according to the manufacturer. The Tyler Pro-Deck process begins with an onsite visit to the vibrating screen by a Pro-Deck specialist. Using its self-developed vibration analysis tool, W.S. Cat Iron Helps Break Ground on Historic Daytona Rising On July 5, Cat machines participated in the groundbreaking of Daytona Rising, a historic $400 million redevelopment project at Daytona International Speedway. The significance for Daytona parent company International Speedway Corporation (ISC) and Caterpillar Inc. is the long-standing 20-year partnership between the two companies. Additionally, the project marks the largest redevelopment ever at ISC’s 54-year-old flagship motorsports facility and is the first time a Cat 336E H hydraulic hybrid excavator has been used for such a significant undertaking. “There’s no better way to showcase our machines than through participation in the Daytona Rising groundbreaking,” said Greg Towles, manager of the Cat racing program. “When ISC asked us what machines would make sense

for an event and project like this, we immediately thought of our new state-of-the-art hydraulic hybrid excavator.” As part of the event, current and former NASCAR stars were pitted against each other in a competition to see who would win the opportunity to pilot the 336E H and actually break ground at Daytona. Current drivers Jeff Burton and Ryan Newman and Trevor Bayne and Greg Biffle competed against former NASCAR greats Darrell Waltrip and crew chief Larry McReynolds in a unique relay race. Each had to operate a Cat 950K wheel loader safely through a course with skill and speed, and the team of Bayne and Biffle came out on top. “When I was approached to do the competition, I was excited because we use Cat equipment at my rock quarry business in

Virginia, and I understand the importance of owning fuel-efficient equipment,” said Biffle. “We have a Cat 980 wheel loader, so I may have had the upper hand. Trevor and I spent time strategizing because we wanted to win and be the first in the seat of the new hybrid. Being the first person to use the hybrid to break ground for the new grandstands at Daytona was truly an honor.” The vision for the redevelopment of the Daytona International Speedway places an emphasis on enhancing the complete fan experience while celebrating the history of the speedway and its many unforgettable moments throughout more than 50 years of racing. Every seat will be replaced with wider and more comfortable seats, and more restrooms and concession stands will be added throughout the facility.

Before that work begins, however, site preparation using more Cat gear will take place. And that’s where Mark Scott, president of RA Scott Construction, comes in. His company now owns the 336E H hybrid excavator used in the groundbreaking and many other Cat machines. “Over the next 90 days or so, our company will be removing existing utilities and installing new storm, sewer, and water lines for the speedway,” said Scott. “We’ll be using the 336E H hybrid excavator along with a standard 336E, a 320E, a 314E, two D3Ks and three 938Ks. We are really looking forward to seeing the fuel savings from the new hybrid Cat.” The redevelopment is expected to be complete by January 2016 — just in time for the 58th Daytona 500.

Talbert Six-Axle Steer Dolly Adds Capacity for Superloads The six-axle steer dolly from Talbert Manufacturing offers versatility, additional steering control and extra capacity to handle self-supporting superloads for a variety of industries. The 60-ton (54 t) dolly is ideal for everything from heavy, low-riding materials, such as bridge beams and steel girders, to tower sections for wind energy development. Originally developed for use with Talbert’s double schnabel to haul wind energy components such as tower bases, sections and blades, the six-axle steer dolly can now be used as a stand-alone product for alternate trailer configurations. The unit comprises two groups of three axles with the axles in each group spaced at 60 in. (152 cm). With a bunk between the two groups that is connected to the rear-axle bearings through a tie rod system, the total spread is 16 ft. 1 in. (4.8 m). This configuration allows operators to carry more weight and complies with federal bridge laws. With such a high center of gravity, these

loads have increased potential for dangerous overturn situations. The six-axle steer dolly is 10 ft. (3 m) wide for increased roll stability and safety. Further, each individual axle is mounted to a radial bearing that provides a tighter steering system for a more stable platform. The front three axles are fixed and non-

steerable and feature cut-off valves and lift chains. A mechanical self-steering system allows the rear axles to turn progressively up to 30 degrees on the sixth axle. This incremental steering allows the rear dolly to more easily maneuver around a common center point. The speed of steering also is adjustable to accommodate various load

Air Ramp Technology Now an Option for OTR Trailers Felling Trailers’ air ramp technology is such a popular option among several of its trailer models that Felling Trailers now offers it on its over the road (OTR) semi trailers. Felling air ramps operate via an air bag system that works off the same supply as the air brake system. Thus, any air-brake equipped truck can operate a Felling Trailer equipped with air ramps without any other external power source (e.g. battery, gas engine or truck powered hydraulic system). Additionally, air ramps have lower maintenance costs over time and also eliminate the possibility of environmental cleanup issues associated with hydraulic ramp leaks, according to the manufacturer.

Felling has outfitted air ramps on everything from a 20,000 lb. (9,072 kg) capacity tag trailer to a 100,000 lb. (45,359 kg) hydraulic detach trailer. The air lift system is able to lift in excess of 5,000 lbs. (2,268 kg), which gives it more than enough power, and is available in 36, 45 in. Two metro areas tied for the largest number of new jobs added in the past 12 months: Boston-Cambridge-Quincy, Mass. (9,900 jobs, 19 percent) and Houston-Sugar LandBaytown, Texas (9,900 jobs, 6 percent). They were followed closely by PhoenixMesa-Glendale, Ariz. (9,600 jobs, 11 percent) and Los Angeles-Long-BeachGlendale (9,200 jobs, 8 percent). The largest percentage gains since June 2012 occurred in Pascagoula, Miss. (33 percent, 1,500 jobs), followed by Eau Claire, Wis. (31 percent, 1,000 jobs). The largest job losses were in RiversideSan Bernardino-Ontario, Calif. AUSTIN, Texas (AP) Wearily dragging into an unusual eighth month of the Texas Legislature, a House committee on Aug. 1 again approved boosting spending for overcrowded and crumbling roads, a plan twice sunk at the Capitol this summer by turmoil and no-show lawmakers. The ongoing failure to ratify an extra $900 million for transportation is raising political stakes on the eve of the campaign season for 2014, when Texas faces a major shake-up of leadership with the departure of Gov. Rick Perry. Perry, the longest-serving governor in Texas history, wants more roads to meet the needs of a booming Texas population before he goes. He lashed out at the House and ordered a third special session — the first since 2006 — when a second try fizzled out. On Aug. 5, House members revisited what is largely the same transportation bill they failed to pass last time, with a new twist: a requirement that the Texas Department of Transportation cut internal costs by $100 million before being handed more money for highways. Democratic Rep. Joe Pickett, who is carrying the bill, said the reductions would not mean layoffs of state employees. “That’s not going to happen,’’ Pickett said. “There’s a lot of ways for an agency with [billions of dollars], through efficiencies and savings, to come up with $100 million.’’ Pickett said the cost-cutting aims to appease critics wary of giving TxDOT more funds without assurances that the agency is committed to spending every dollar wisely. TxDOT Executive Director Phil Wilson told the House Select Committee on Transportation Funding that the reductions were possible. “We’re doing everything we can to reduce spending,’’ Wilson said. Road capacity has sorely lagged behind population growth in Texas the past quartercentury. One major stream of highway construction revenue comes as a gas tax that charges drivers 20 cents per gallon at the pump. But the tax rate hasn’t budged in decades, while the population has soared

and cars have become more fuel-efficient. With tax hikes of any kind unpopular in the Republican-controlled Legislature, lawmakers hatched a plan to siphon money currently funneled to the state’s Rainy Day Fund and put it toward roads. Pickett has proposed giving budget-writing lawmakers authority to regularly set a minimum balance for that reserves fund. Even given another $900 million, it’s still only a sliver of the $4 billion more that TxDOT said is needed just to maintain the status quo on roads. In July the Legislature was poised to ratify the spending, but that was before Democratic Sen. Wendy Davis embarked on an 11-hour filibuster to block new abortion restrictions. Her marathon speech ran out the clock on the first special session, with the help of shouting protesters in the Senate gallery, leaving no time for the transportation bill. Lt. Gov. David Dewhurst, who has faced criticism from fellow Republicans about his handling of that session, acknowledged that he could have put the transportation bill up for a vote first. “I take full responsibility for not foreseeing the effect of the international socialist movement organizers and the different groups that simply overwhelmed our security,’’ said Dewhurst, who faces a stiff primary challenge for his job next year. Perry called a second special session, during which GOP lawmakers pushed through the abortion restrictions, but the TxDOT funding was left undone. Democrats have used the twice-stalled transportation funding to blast Republicans for failed leadership. Those critics include Davis, who is weighing a run for governor. The House had a second chance to approve more highway dollars, but the absence of 23 lawmakers for the vote hampered the bill’s prospects. Some lawmakers believe the measure might have prevailed in a full chamber, but attendance is waning as the summer drags on. The Texas Legislature is supposed to handle its business in 140 days every two years. Aug. 1 marked Day 203.
