WASHINGTON (AP) U.S. construction spending fell in June by the largest amount in more than three years as housing, non-residential construction and government spending all weakened. Construction spending dropped 1.8 percent in June on a seasonally adjusted basis after rising by a revised 0.8 percent in May, the Commerce Department reported. It was the biggest setback since a 2.8 percent fall in January 2011. see SPENDING page 52

SACRAMENTO, Calif. (AP) Senior state transportation officials on Aug. 5 acknowledged serious problems, including a culture of secrecy, during construction of the $6.5 billion eastern span of the San FranciscoOakland Bay Bridge. But they denied that employees were reassigned or lost their contracts after raising red flags about inferior construction work. “Yes, mistakes were made,’’ Transportation Secretary Brian Kelly testified during a legislative hearing. “Building a bridge like this is a human

endeavor. Human beings are fallible, and that fallibility was evident on this project as on any major infrastructure project.’’ Kelly and Caltrans Director Malcolm Dougherty told lawmakers on the Senate Transportation Committee that they take seriously a critical investigative report that found leaders who oversaw bridge construction repeatedly brushed off criticism about flawed welding, bolts and other engineering. Hydraulic 6-in-1 Blade Takes Productivity to New Level Kubota Tractor Corporation’s hydraulic 6-in-1 blade for the KX040-4 compact excavator is now available at authorized Kubota dealerships nationwide. Operators can now tilt the blade to six different positions, making leveling and backfilling — even on inclines and uneven terrain — easier. Operators will benefit from improved efficiency and greater productivity, according to the manufacturer. “No matter how you look at Kubota’s hydraulic 6-in-1 blade, it says productivity,” said Keith Rohrbacker, Kubota construction equipment product manager. “That’s because Kubota has added performance enhancing features such as a load-sensing hydraulic system, perfectly matched speed balance, power balance and outstanding digging force that continues to make Kubota’s KX-Series an industry leading compact excavator. “The KX040-4 with the hydraulic 6-in-1 blade is ideal for contractors looking for 5ton power in a 4-ton machine with easier operation,” said Rohrbacker. “Kubota has tapped more than 40 years of engineering experience to design the 6-in-1 blade, making it a true productivity enhancer and a more rewarding operating experience.” Easier Operation, Greater Efficiency, Maximum Productivity Kubota’s new hydraulic 6-in-1 blade allows operators to save time and work more efficiently. The blade’s capacity has increased almost 0.75 cu. yds. (.6 cu m) over the standard blade, and now enables six different positions: left-end up, right-end up, left-end forward, right-end forward, raised, and lowered. Just by moving the dozer lever, operators can angle the blade right or left to push soil aside while the machine moves forward, eliminating the need for repetitive right-angle positioning while backfilling trenches. The operator can command all six functions simultaneously for more convenient landscaping, shaping and backfilling control. Additionally, contractors can operate the rocker switch on top of the blade control to tilt the blade 10 degrees up or down, and now simultaneously twist the control handle to angle the blade 25 degrees left or right.

This feature makes it ideal for contractors to dig ditches easily, flat or tilted. The angle blade also allows operators to work efficiently in confined spaces, alongside walls and near busy roads. At 5 ft. 10.9 in. (1.7 m) wide, the blade stretches across the entire machine width, even when tilted. The tilt function gives contractors the flexibility to shape foundation edges for runoff, and then complete the job with slopes and swales for ample water drainage and a professional look. To keep the soil out of the space between the blade and the tracks, the 6-in-1 blade is wider and extends past the track width by 2 in. (5 cm) on each side. The 6in-1 blade angles a wide 25 degrees to help the soil easily slide off into the trench, improving backfilling time by as much as 35 percent. Reduce Operating Costs and Tackle Even the Toughest Jobs Designed with a standard-equipped, durable bolton cutting edge (BOE) that protects the blade during heavy-duty dozing operations, the 6-in-1 blade is ideal for the toughest jobs in the most confined spaces. The tilt cylinder is covered for added durability and increased protection from soil and rocks. The reversible cutting edge is divided into two sections to easily invert the edge for continued use, easy maintenance and simple replacement. According to Rohrbacker, Kubota customers provided initial feedback stating that the two-piece bolt-on cutting edge will significantly reduce their operating costs due to its versatile design. The dozer blade’s thick side plates improve the tie-down point’s durability and allow contractors to use them as lifting points, along with the lifting point

on top of the boom for convenient 3-point craning of the KX040-4. Additionally, the float feature design makes ground finishing work quick and easy without having to adjust the dozer height. After backfilling, contractors can simply travel backwards along the

Bearings Work for Multiple Applications Liebherr is a leading global manufacturer and supplier of large diameter bearings and has almost 60 years of experience in the development, design and manufacture of ball bearing slewing rings and roller bearing slewing rings. Large diameter bearings are produced in facilities located in Biberach an der Riss, Germany, and Monterrey, Mexico, in various dimensions and designs in accordance with customer specifications. The current product range includes large diameter bearings, which may be single row or double row four-point contact bearings, triple row roller bearings or special bearings. Liebherr currently manufactures and supplies bearings with a diameter range of 16 to 236 in. (40 to 600 cm). Other sizes may be available on request. Large diameter bearings are utilized in a wide array of applications such as earthmoving machinery, wind turbines, mining equipment, maritime applications and vehicle technology, as well as machine tool applications. Large diameter bearings are key components in many types of construction machinery. They must work reliably and safely under constantly changing loads and in some instances under extremely arduous ambient conditions. Four-point contact bearings are primarily used in earthmoving, building and civil engineering machinery, while roller bearings are typically utilized in mobile cranes due to their special requirements, according to the company. To guarantee reliable operation throughout the service life of the large diameter bearing, Liebherr pays particular attention to three important factors regarding the production of components: The reliable design of the bearing, the control of the production processes and the systematic quality control using the very latest test methods. Reliable Design of Large Diameter Bearings The major challenges when designing a bearing for economical use in construction machinery include ensuring optimal adaptability to the environment in which it is used as well as its adaptability to the service life of the machinery. Safety related aspects of the application also must be considered. In order to achieve these goals, the inner load distribution must be determined. Conventionally, axial forces

and bending torque are calculated using equations from technical mechanics, whereby the large diameter bearing is treated as a thin section tube, assuming ideal adjacent assembly structures are in place. The influences of the design of the adjacent constructions above and below the bearing are not taken into account. The adjacent constructions on the uppercarriage and undercarriage of mobile cranes, for example, have greatly differing rigidities as well as large variations in rigidity which can be detected at the circumference of the adjacent construction. Under load, this leads to uneven strain on the internal and external ring in addition to differing contact angles in the area of the highly stressed rolling elements. As a worst case scenario, this could lead to the bearings’ racetrack running on its edge and/or restraints in the racetrack system. These effects lead to detrimental influences on the service life of the bearing and therefore must be investigated with the help of conventional analytical configuration methods. For application cases which cannot be calculated sufficiently with conventional methods, Liebherr examines large diameter bearings much more precisely by using the finite element method (FEM), according to the company. The programs employed by Liebherr enables its engineers to produce precise CAD models of the adjacent assembly structures (e.g. the uppercarriage or undercarriage). In addition to analyzing the complete system, Liebherr employs FEM to analyze the forces and contact angles acting on the individual rolling elements. An in-house developed software is used to evaluate the Hertzian pressure and stress acting on the material. This intensively scrutinizes the probability of the bearings’ racetrack running on its edge as explained above. The design and calculation procedure is supplemented by bolt calculations and investigations of the load-bearing behavior of the gearing. The product is optimally configured by accounting for all pertinent application details. Control of Critical Hardening Process A wide range of production processes are employed during the manufacturing of high-quality large diameter bearings. However, the greatest influence on the quality of any bearing is the hardening process. Its flawless execu-

tion is critical to the service life of a large diameter bearing. When it comes to large diameter bearings for construction machinery, the raceway and gearing are hardened via induction heating. In this process, all influencing parameters, such as the frequency and induction voltage, the feed rate of the induction tool, the coolants’ temperature and flow as well as the timing of the quenching must be precisely coordinated. Only then will undesirable tension fractures be systematically and reliably avoided. The optimal required hardening depth and degree of hardness are determined on the basis of strength assessment. In addition to the manufacturing processes utilized by Liebherr, the company also relies on employing skilled personnel with extensive training and experience in the production of large diameter bearings. With modern technology and specially developed induction tools, Liebherr consistently manufactures high quality bearings up to 236 in. in diameter, according to the company. Systematic and Comprehensive Quality Control Liebherr supplements an ideal design for large diameter bearings and the use of efficient production technologies with systematic quality control. Certification in accordance with DIN EN ISO 9001 is the minimum standard. Moreover, Liebherr employs a consistent, computer-based quality management system, which documents the process and work flow in production facilities. Liebherr has the latest testing and measuring tools at its disposal such as magnetic particle inspection testing, developed exclusively for the company. This enables potential hardness cracks in the magnetized bearing rings to be made visible with UV light. Liebherr has furthermore invested in an air-conditioned measuring room in which a 3D-portal machine measures bearings of 236 in. diameter with precision of only a few micrometers. AEM Names New ConExpo-Con/AGG Staff Show Director The Association of Equipment Manufacturers (AEM) announces a new ConExpo-Con/AGG staff show director and related updates, as it promotes from within a strong staff for its roster of industry-leading trade exhibitions. Sara Truesdale Mooney has been named ConExpoCon/AGG show director, managing AEM’s flagship exposition. ManCaves to Provide Vehicle Storage in Englewood, Colo. By Mary Reed CEG CORRESPONDENT

We’ve all read humorous references to man caves, but real ManCaves are currently under construction in Englewood, Colo. And no, ManCaves isn’t a typographical error; the joining of the two words goes along with the brand owner ManCaves’s registered trademark. “The idea came from the founders of ManCaves trying to solve their vehicle storage needs. As experienced luxury condominium builders, when they couldn’t find the right spaces to buy, they decided to build their own. If these three guys were all in need of storage, especially for their hobbies, then surely many others were as well. They developed the project based around properly sized and amenitized units that would offer what no other storage unit or large home garage could, a community,” said ManCaves’s co-founder Matt Mullin, who, together with Jack Koson and Terry Staples, came up with the original concept. ManCaves customizes each unit to fit the requirements of the purchaser, which, said Mullin, includes “Everything and anything you can dream of. From a hot air ballooning sanctuary with brick walls and custom ceilings, to simple bathrooms, buyers are doing everything they want.” The 63,000 sq. ft. complex hosts 64 units in four buildings. With a minimum headroom of 18 ft. (5.5 m) and a 14 ft. (4.3 m) high door, the insulated units range in size from 400 to more than 1,400 sq. ft. The basic design

T880 Fills Greater Demand for Trucks in Vocational Markets When it comes to vocational truck sales, there’s a revival going on. Rogers Trailer Offers Multiple Configurations for New Hauler Anchor36 Trucking LLC, located in Kenner, La., specializes in transporting oversize, overweight and difficult loads. In order to maximize its ability to haul a wide variety of specialized loads, Courtney Brauninger, president and co-founder of the company, approached Rogers Brothers Corporation with a request for a design that would allow it to reconfigure a single trailer for multiple purposes. Rogers manufactured a trailer with interchangeable platform and I-beam decks. A drop-side deck can be added at a later date. Allu Attachment Eliminates Steps From Mining Process

Inefficiency in the mining process adds to the cost of doing business and often is a result of unnecessary processing steps, extra handling and wasted material.

As costs for fuel, personnel, equipment and regulatory compliance rise, the extraction of resources from the ground in North America is becoming more expensive and complex. Inefficiency in the mining process adds to the cost of doing business, and often is a result of unnecessary processing steps, extra handling and wasted material. Just about any mining application will follow many of the same traditional processing

steps, whether it is hard rock mining, soft rock mining or quarrying. After blasting or excavating, large trucks transport the material to primary and secondary crushing and/or grinding and screening stages. Although the processes have remained the same for decades, this practice of taking the rock to the machine typically results in capital expenses from equipment purchases, as well as wasted material, time and fuel — ultimately resulting in unnecessary cost. It stands to reason, therefore, that anytime you can reduce processing steps in mining, you

also are reducing time and cost. The influx of track-mounted crushers and screens into North America has allowed some operators to let the machine follow the material in a number of applications, reducing haulage costs. But the technique still requires machinery to load, and additional machinery to crush and screen the material, which adds to fuel, personnel and capital expenditures. Taking the concept of bringing the machine to the material one step further, there is an option for soft-rock mining that

has been developed by Allu Group. The Allu M-Series screener crusher attachment, for use on excavators from 50 to 160 tons (45 to 145 t) or wheel loaders from 30 to 90 tons (27 to 81 t), is allowing some mining companies to reduce from three or four separate processing steps — crushing, screening, mixing and loading — combining them into one step. The result is a loading/processing machine that also is highly mobile, according to the manufacturer. see ALLU page 40

CDE Global Embarks on New Phase of Development With Reveal of New R2500 CDE Global has embarked on a new phase of development with the introduction of a new R2500 dry screening plant. The R2500 is a static primary screening unit capable of processing more than 500 tph (453 t) in quarrying, recycling and mining operations. It represents an expansion to the CDE portfolio of products and broadens the range of services that CDE can provide. It seamlessly integrates into an existing or new washing system and ensures an increase in efficiency immediately. The R2500 is electric resulting in a substantial saving in fuel costs and a quieter, more environmentallyfriendly operation, according to the manufacturer. The R2500 has been designed at the new CDE Innovation Centre at the company’s headquarters in Northern Ireland. Providing solutions to the world’s leading global construction companies ensures that CDE is constantly researching and developing new products, and a particular focus in 2013 and early 2014 was the development of equipment solutions capable of processing more than 500 tph. CDE recognized an opportunity to increase the processing capability of its solutions with the R2500 for those customers who require higher outputs. CDE Sales Director, Enda Ivanoff said, “We recognized an opportunity to better service our high tonnage markets in the most efficient way and to provide our customers with a complete CDE solution across the four sectors in which we operate; construction and recycling, mining, environmental and industrial sands.” The R2500 can be introduced to quarrying, recycling and mining operations where a range of difficult materials are being processed including crushed rock, topsoil, scalpings, iron ore and construction and demolition waste. Features of the R2500 include a laminate side-wall design on the ProGrade P2-75/R screen, which has zero welds resulting in a stronger, lighter screen which requires less power and is galvanized as standard. The lattice design screen has a reduced mass and ensures more energy is transferred to the material guaranteeing superior screening performance. sis) verification, and is an integral part of the CDE range, featured on the R2500, M2500 and M4500. All FEA results are verified with onsite physical testing procedures. Physical tests also have been carried out on the R2500 within the dedicated ProGrade screen testing facility at CDE. R2500: Sand and Gravel Creagh Concrete is the largest land based sand and gravel producer in Northern Ireland. The sand and aggregates they produce at various locations are used in the production of a range of pre-cast products as well as ready mix concrete. The Creagh Concrete reserve is characterized by heavily claybound material with approximately 30 percent waste. A modular CDE plant was installed in 2012 and consisted of three modular components from the CDE core product range — an AquaCycle A1500, an AggMax portable logwasher and an EvoWash sand washing plant. In early 2014, Creagh Concrete introduced the new R2500 to its production as a primary screening unit directly feeding the CDE AggMax. The R2500 seamlessly integrates with the other CDE modular plant items and its main function is to protect the CDE plant by screening off large stones and boulders and stockpiling this material ready for crushing. Creagh Concrete has already praised the design and functionality of the R2500. “The combination of processes on one chassis really sets this machine apart from others on the market as it can handle extremely rough material, like ours, with ease,” said Conor McGlone, quarry manager, Creagh

Concrete. “With a 20 ton hopper capacity we are confident that the R2500 can more than meet our processing requirements. Overall the machine is fit-forpurpose, quiet and visually appealing. “Our raw material is among the worst that I’ve seen and at the outset, in 2012, all options were on the table including ceasing production at our Draperstown quarry and looking for reserves at a new site. A large screener crusher attachment (sizes range from 5 to 11.1 cu. yd. [3.8 to 8.5 cu m]) allows the operator to excavate and/or scoop ROM or blasted soft rock material — falling between 1 and 4 on the Mohs scale — and crush it to desired size as it is being loaded onto a truck, conveyor or stockpile. At the same time, the screener crusher attachment can screen out harder rock impurities or fines, which are then dumped into a waste or separate material pile. Powered by the carrier hydraulics through an auxiliary circuit, the attachment requires no additional fuel source to operate, and generates no emissions of its own. Different processing drum configurations allow the attachment to be adapted from crushing to screening to a combination of both, producing fragment size configurations of 50, 75, 100 and 150 mm. The attachment can be utilized in open pit, open cast and underground mines. By screening, crushing and loading in one step, the screener crusher attachment allows mining companies to reduce capital expenditures by reducing the amount of equipment needed on site. Fewer machines and at-theface processing also mean that haul fleet and processing machine wear and personnel costs are reduced. And with production rates up to 650 tph (590 t), the one-step processing also is a time saver. In North America, the M-Series is viable for a number of soft rock applications, including coal, gypsum, salt, phosphate and oil shale/oil sands, as well as for some aggregate applications. Coal Processing The screener crusher attachment is used to crush coal ROM at the same time that it loads the material into trucks, eliminating the need for more costly crushing and screening equipment. Because the coal is being crushed prior to haulage, it improves hauling efficiency by eliminating air voids in the truck bed. At the secondary stage for coal, the attachment can be used to crush and feed at power plants, harbors and depots. Gypsum Gypsum, mined from quarries or underground mines, is typically hauled to a stationary processing plant above ground. A screener crusher attachment can reduce the material size at the source, eliminating a processing stage and also increasing hauling efficiency. Set up as a fine screener, the

attachment can further break down the product and separate any hard impurities from the material. Salt In underground rock salt mines, screener crusher attachments are used to crush material directly as it is loaded onto a conveyor. By completing one processing step at the loading stage below ground, it eliminates a separate processing step at the surface. Phosphate In eastern U.S. phosphate mines, the screener crusher attachment can be used at the secondary stage, crushing the overruns from the primary stage. The 4-in. (10 cm) plus overrun material is typically considered to be a waste product. But there is enough phosphate within the rock to make it worth liberating using the large screener crusher; the leftover rock (generally limestone) can be sold as a secondary product. In the western United States, the phosphate mined in Idaho and Utah requires extensive crushing, screening and grinding to liberate the material from the rock, also providing opportunity for the screener crusher attachment to eliminate a step. Oil Shale/Oil Sands The first North American oil shale operation has only recently received permission to go online and produce 300,000 barrels as a demonstration of its capabilities. In other parts of the world, the mine-sized screener crusher attachment has been found to be especially well-suited for processing oil shale in the production of kerogen. Because it can screen out the harder limestone that often is found with oil shale, the end product that is loaded into haul trucks has already been refined and requires less processing. Additionally, more efficient loading of the desired material allows the mine owner to reduce the number of trucks in the fleet. Aggregates While the large screener crusher attachments are capable of crushing softer aggregates, such as limestone and dolomite, for more efficient loading at the face, they also have possible use as a pre-screener of fines in harder stone such as granite, trap rock and basalt. Sen. Mark DeSaulnier, D-Concord, the committee chairman, accused senior leaders of “writing off ... the people who’ve come forward’’ with concerns about construction flaws, secrecy and retribution. He said it reflects an ongoing problem within Caltrans. “You’re in denial about the challenge of the culture that has been brought up by some people, not just in this project,’’ DeSaulnier said. “Forgive me for being somewhat skeptical.’’ Nathan Lindell, an engineer of lead contractor American Bridge-Fluor, testified that he was deeply concerned after finding cracks in the welding on the two steel bridge decks he was sent to inspect at a Shanghai factory. He disagreed with a characterization by Caltrans officials that he and the other whistle-blowers cited in the report were disgruntled. “I have no ax to grind; I have no personal benefit,’’ he said. “However, I do question why the rules were changed’’ to make the

scrutiny less rigorous for a foreign contractor than they would have been in the United States. “What you got for your money was not what was originally specified in that original contract,’’ he said. Dougherty acknowledged “very visible breakdowns’’ in quality assurance and said he is concerned that so many engineers who worked on the bridge were dissatisfied with the project’s outcome. Kelly asked the California Highway Patrol to investigate the alleged wrongdoing on the project for potential criminal charges or violations such as breaking the state’s whistleblower laws. He said that he expected to receive that report by the end of August. None of the dozens of people interviewed for the Senate report said the bridge is unsafe, although some questioned whether its projected 150-year lifespan is reasonable. No Agreement On How to Payfor Roads Among Taxpayers By Joan Lowy and Jennifer Agiesta ASSOCIATED PRESS

WASHINGTON (AP) Small wonder Congress has kept federal highway and transit programs teetering on the edge of insolvency for years, unable to find a politically acceptable long-term source of funds. The public can’t make up its mind on how to pay for them either. Six in 10 Americans think the economic benefits of good highways, railroads and airports outweigh the cost to taxpayers. Yet there is scant support for some of the most frequently discussed options for paying for construction of new roads or the upkeep of existing ones, according to a new Associated Press-GfK poll. Among those who drive places multiple times per week, 62 percent say the benefits outweigh the costs. Among those who drive less than once a week or not at all, 55 percent say the costs of road improvement are worthwhile. Yet a majority of all Americans — 58 percent — oppose raising federal gasoline taxes to fund transportation projects such as the repair, replacement or expansion of roads and bridges. Only 14 percent support an increase. And by a better than 2-to-1 margin, Americans oppose having private companies pay for construction of new roads and bridges in exchange for the right to

charge tolls. Moving to a usage tax based on how many miles a vehicle drives also draws more opposition than support — 40 percent oppose it, while 20 percent support it. Support for shifting more responsibility for paying for such projects to state and local government is a tepid 30 percent. “Congress is actually reflecting what people want,’’ said Joshua Schank, president and CEO of the Eno Center for Transportation, a transportation think tank. “People want to have a federal [transportation] program and they don’t want to pay for it.’’ Congress recently cobbled together $10.8 billion to keep transportation aid flowing to states by changing how employers fund worker pension programs, extending customs user fees and transferring money from a fund to repair leaking underground fuel storage tanks. The money was needed to make up a shortfall between aid promised to states and revenue raised by the federal 18.4 cents-per-gallon gas tax and the 24.4 centsper-gallon diesel tax, which haven’t been increased in more than 20 years. It’s the fifth time in the last six years that Congress has patched a hole in the federal Highway Trust Fund that pays for highway and transit aid. Each time it gets more difficult for lawmakers to find the money without increasing the federal budget deficit. Critics described the pension funding

changes used this time as budget gimmicks that would cost the government more in the long run and undermine employee pension programs. The latest patch cleared Congress about three hours before midnight July 31, the day before the Transportation Department said it would begin cutting back aid payments to states. The current fix is only expected to cover the revenue gap through next May, when Congress will be back where it started unless lawmakers act sooner. The most direct solution would be to raise fuel taxes. That’s what three blue-ribbon federal commissions have recommended. But opposition to a gas tax increase cuts across party lines, although Republicans are more apt to oppose an increase, 70 percent, than Democrats, 52 percent. “Every time we turn around there’s another tax, and our gas taxes are so high now,’’ said James Lane of Henry County in rural south-central Virginia, who described himself as leaning toward the GOP. Lane favors allowing companies to pay for the construction of new or expanded roads and bridges in exchange for the right to impose tolls on motorists, often for many decades. There have been projects like that in Virginia, but since those roads are in more populated areas of the state where he doesn’t drive it makes sense to have the people who use them pay for them, he said.

The community gets its downtown back again. There are lot of benefits.” There’s been talk about building the bypass for decades, Torres said. But funding of the estimated $753 to $880-million project has always been an issue. Then in 2009, the Oregon Legislature passed the Jobs and Transportation Act (JTA) which included $192 million for the $252-million phase one of the project. The bypass is the largest project to come out of the JTA. The first phase has been divided into four major construction contracts. That was done to allow for local job creation, Torres said. “The smaller contracts allow the local contractors to bid as prime contractors and not just sub-contractors. With tree clearing and mitigation contracts, the project will have seven construction contracts,” he said. Last summer, LaDuke Construction of Talent, Ore., won the first major contract. All the major construction equipment you’d expect are being used on this project, Torres said. They are moving the equipment in on large flatbed trucks. But once in place, the equipment will stay on the job site for much of the duration of the construction.

Work is underway on phase one of a major bypass project aimed at alleviating traffic on Highway 99W so visitors can enjoy the scenery without the traffic stress.

gets awarded it will be for the Newberg and they will see the same thing.” It will be a challenge over the next three years of work, Torres said. But the payoff should be worth it. “The reduced congestion alone … traffic will decrease by 20 percent in Newberg and 40 in Dundee. The decrease of freight traffic will be 45 percent in Newberg and 68 percent in Dundee. The travel time during peak periods on 99W will be reduced by 50 to 60 percent. The local businesses like wineries will be able to enjoy more people coming out. Traffic on 99W has been a real issue, especially on weekends and during the summer.

The weakness was widespread with spending on housing down for a second straight month, falling 0.3 percent, while non-residential building activity fell 1.6 percent, the biggest decrease since January. Spending on government projects dropped 4 percent, the biggest decline in more than a decade. The June performance represented a setback to hopes stronger construction activity will help support overall economic growth. The decline in housing reflected a 1.4 percent fall in spending on single-family construction which offset a 2.5 percent rise in the smaller apartment sector. Even with the two months of declines, housing construction is still 7.4 percent above the level of a year ago. The drop in non-residential activity reflected weakness in hotel construction and the category that includes shopping malls. Non-residential building is 11.2 percent higher than a year ago. The 4 percent fall in government projects

was the biggest one-month setback since government building tumbled by 6 percent in March 2002. The June weakness reflected a 5.2 percent decline in state and local government projects which offset a 10.4 percent rise in spending on federal building projects. Government building activity has been constrained in recent years by the fall in tax revenue as a result of the Great Recession and efforts at the federal level to get soaring budget deficits under control. A slump in construction in the winter contributed to the economy shrinking at an annual rate of 2.1 percent in the JanuaryMarch quarter, the biggest decline since the first quarter of 2009 during the depths of the Great Recession. Economists say a rebound to a 4 percent growth rate in the second quarter will be followed by solid growth of around 3 percent in the overall economy in the second half of this year.
