The blasting is conducted throughout the day, creating closures that last about 20 to 30 minutes. Traffic is stopped a safe distance from the tunnels prior to the blasting.

On a good day, the 60 mi. (97 km) drive home on I-70 from Colorado’s mountain play land takes about an hour. On a bad day — and there are many — you can expect to triple the drive time home. Throw in an accident and there’s no telling when you’ll make it. That’s all about to change. Contractors have begun work to widen 3 mi. (4.8 km) of eastbound lanes from Idaho Springs to the bottom of Floyd Hill, including the widening of an existing tunnel and a new bridge. “It’s a very big deal,” said CDOT spokesman Bob Wilson. “That corridor has suffered with increased traffic since the highway was originally built in 1961. The Equipment Leasing & Finance Foundation (the Foundation) released the August 2013 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI). Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $725 billion equipment finance sector. Overall, confidence in the equipment finance market is 61.0, an increase from the July index of 59.4, and the fourth consecutive increase of the MCI-EFI. The Obama administration should reconsider its proposal to impose oppressive new regulations governing the employment of veterans and people with disabilities on federal contractors, officials with the Associated General Contractors of America argued Aug. 6 during a meeting with the administration. Association officials said federal employment and compliance enforcement data indicate there is no justification for the costly new rules. “As the data makes clear, veterans and the disabled are already extremely well represented in the construction industry,” said Stephen E. Sandherr, the association’s chief executive officer, following a meeting today with the Office of Information and Regulatory Affairs (OIRA). “These new rules offer a very

costly fix for a problem that, according to the government’s own data, doesn’t appear to exist.” The proposed new rules allegedly address “higher unemployment” rates among veterans and the disabled community, according to the Office of Federal Contract Compliance Programs (OFCCP). Yet federal employment data shows that the annual average unemployment rate for all veterans in 2012 was 7 percent, lower than the 7.9 percent rate for nonveterans, while a higher share of employed veterans than nonveterans work in the construction industry. In addition, people with disabilities are as likely to be employed by construction firms as people without disabilities according to the Bureau of Labor see AGC page 55

Hargrave, who was a prior Kobelco employee for more than 6 years, has made a return to the company that started his career in the construction equipment industry more than 10 years ago. In his new role at Kobelco, Hargrave will be responsible for managing the northwest regional dealer network. He will oversee the marketing of Kobelco products and offer guidance to dealers by providing on-going training on product features and special sales and marketing programs. In addition, Hargrave will assist and support Kobelco dealers in

order to exceed market share goals and ensure customers are continually being provided with top-level sales and service. Hargrave got his start with Kobelco as a sales coordinator in 1995 where he learned the business from the ground up. He was quickly promoted to a marketing representative position and soon after, a sales liaison. Hargrave eventually advanced to northwest district sales manager in 1998 where he first managed a regional network of 14 dealers, consistently surpassing set sales quotas. ConExpo 1975 — Chicago, Ill. ConExpo 1975 Keeps on Truckin’

These ConExpo articles were published in Construction Equipment Guide (CEG) on March 5, 1975 and June 25, 1975, respectively. These and other ConExpo articles to follow will be part of a continuing series that take a look back at ConExpos past through the reporting of CEG. We hope you enjoy these retros as much as we did searching for them deep in our archives.

Every year brings new and bigger construction equipment and the developments in off-highway trucks have proved no exception. All types and sizes were on display at ConExpo in 1975.

Terex A new heavy duty, 55-ton hauler with 665 gross hp was displayed for the first time as part of the Terex Division of General Motors exhibit at Chicago’s ConExpo February 9 to 14, 1975. Equipped with 24.00 x 35 tires, the new 33-09 can maintain high haul road speeds making it one of the fastest medium-sized haulers on the market. This, combined with the highest gross horsepower in its class, and a capacity of 55 tons, makes the Terex 33-09 an excellent performance machine big enough for large mining operations and quarries, yet nicely suited for highway jobs. The Detroit Diesel 16V-71T turbocharged two-cycle diesel engine, coupled with a six forward speed Allison transmission (and lock up in the six forward ranges) provides the hauler with the necessary reserve power to take steep grades well. And the 33-09 is well suited for high country since it can maintain its rated horsepower to 10,000 feet. Also on display was the Terex 33-07, a 40-ton range hauler with a Detroit Diesel 12V-71T turbocharged engine capable of producing 252 gross hp.. A high capacity air introduction system provides clean air, which contributes to long

engine life. The engine combined with a six forward speed Allison Transmission, with lockup, permits the 33-07 hauler to utilize high haul road speeds. Caterpillar Caterpillar displayed the 777 off-highway truck with 85ton (77 Mg) capacity. This is the third and largest model in the line and has the same design benefits already proven in the 773 and 769B trucks: high productivity, reliability and easy servicing. Maintenance in terms of convenience, reduced time and less effort is an outstanding feature of the 777. Only diesel fuel and hydraulic oil sight-gauge checks are at ground level; all the rest of the daily routine checks are easily made from the roomy, skid-resistant maintenance platform. The truck has “in-frame” serviceability without tight quarter confinements. The engine, torque converter, drive shaft, transmission and pump groups are easily reached without restrictive cross-over wires, lines or hoses. These components are also removable individually if desired. The hauler is powered by the D348 V12 diesel engine rated at 870 hp, the same engine currently used in the Cat 992B 10-yd. wheel loaders. The loaded weight to horsepower ratio is 336 lb.-hp, lowest and best in its size class.

Euclid Trucks Euclid Inc. a subsidiary of White Motor Corporation, Cleveland, Ohio, introduced two brand new rear dump offhighway haulers to the construction industry at ConExpo 1975. These new units in 35-ton and 50-ton capacities are the beginning of a family of off-highway haulers, which embodies major design changes. The new design advances on the R-35 and R-50 permit greater payload per tire, reduced wheel weight, increased bearing life, greater braking capacity and vehicle maneuverability and simplified accessibility for in-frame maintenance. These new units will be used primarily in heavy construction, mining, and quarrying service. ConExpo 1975 Highlights

International Harvester International Harvester entered the off-highway truck business in 1957 with the introduction of two vehicles — the 18-ton Model 65 PAY hauler and the 24-ton Model 95 PAY hauler. In the following 17 years, International’s PAY hauler line has evolved through new design concepts into a totally different, much improved version of its predecessor. The original units followed standard design practices of that time … rear axle drive with the weight concentrated on dual rear tires to provide traction. The front axle carried only about 30 percent of the weight. Its main responsibility was steering.

ConExpo 1975 — Chicago, Ill. This was a good concept according to International engineers, but there were some drawbacks: 1) Bodies were high and difficult to load because of the clearance needed for the large rear tires. 2) All the power went through a single drive axle, requiring large, expensive components that were difficult to service. 3) Tire overloading became a serious problem as truck capacities and haul speeds increased. Changes were necessary. With the goal in mind of obtaining capacities of up to 50 tons in a truck that had the same physical characteristics as a conventional 35-ton unit, the engineers came up with a revolutionary solution: a truck with allwheel drive and 50-50 weight distribution. Using this approach, the company offered, after intensive engineering and field testing, the 180 PAY hauler 1963. The first completely new, off-highway truck in 30 years, the 180’s design parameters answered all the problems inherent in off-highway trucks at that time. Here was a truck that applied one-quarter of its

The largest of the new ones is the FL-14-B loader with up to 143 hp and a 2.5 cu. yd. bucket. Next in size was the FL-10, which has a 110 flywheel hp and 1-7/8 yd. bucket, its dozer counterpart, the 10B also was introduced and is going to be available with two blades and a ripper. John Deere John Deere made a giant move into the big earthmoving equipment field with the introduction of nine new machines. These included two dozers and two loaders. The John Deere 750 dozer features a 110 hp engine and the new dual-path hydrostatic drive. Next step up in size is the 850 dozer with 140 hp and a 123-in. blade with hydrostatic tilt. The two new crawler loaders include the John Deere 755 with 110 hp and the John Deere 855 with 175 hp. All feature the “dual-path” hydrostatic drive system that automatically selects the optimum speed and the power ratio to fit the job. see CONEXPO page 34

Letter to the Editor I received my first copy of the Midwest edition and was surprised to see the article on the 1975 ConExpo in Chicago. Next year I will have been in this industry for 45 years and this was my first ConExpo — have not missed one since. That year, Clark Equipment changed the brand on all their produ cts to Clark. Products from Lima, Austin Western, Hancock, Michigan were all branded Clark. In your article, you mention one of the attractions tired loader, too big to fit inside. That was the Clark as being a rubber675. Funny thing is that IH had a loader inside that was identified as the largest payloader in the world. People kept asking me if that was large response was, “You see the payloader was displ r than the 675. My ayed inside and the 675 outside because it would not fit inside.” In 1975, Clark people working the show had brigh blue pants. I still had the jacket up until about five t yellow blazers and years ago. The celebrities you mentioned in your article were display. Volvo BL60B, BL70B Combine Two Machines in One With the launch of its BL60B and BL70B, Volvo Construction Equipment thoroughly redesigned its backhoe loader range — offering improved performance, usability and a modern appearance. The machine combines in a single, stable platform the strength and simplicity of a Volvo wheel loader with the power and performance of a Volvo excavator. With an average operating weight that ranges from 17,500 to 19,500 lbs. (7,938 to 8,845 kg), and gross power of 83 to 98 hp (62 to 73 kW), the BL60B and BL70B were designed and built with power, strength, long life and cost saving efficiency in mind. Loader and Boom The one piece chassis, loader arm and excavator boom are all made from high quality steel and robotically welded, giving precise, constant weld runs for structural integrity. The loader arm has a box-welded design and is reinforced with a cross tube. The larger excavator boom has a narrow, tall arch design that is inherently strong, and uses a closed box-welded approach with fewer components and welds, for durability and performance. The boom allows excellent visibility into the trench, as well as enabling closer proximity to the truck for loading. The cast iron kingpost offers flexibility of movement and swing. Control In Your Hands Compared to previous models, the BL60B and BL70B feature new controls. The machines are fitted with two floormounted ergonomic levers that give optimum grip for the operator’s hand movements when operating the excavator. The right lever is fitted with a horn for safety, and the left lever can have an optional fingertip button. This button controls the two-way auxiliary hydraulic line required when using double acting excavator attachments. Fitted with either 16.5 or 18-in. (42 or 46 cm) front tires, these machines have a small turning radius and are extremely maneuverable, as well as easier to position on site. Helped by a new cast bucket linkage design, the bucket can rotate 205 degrees — allowing vertical digging in all positions without repositioning the machine.

A differential lock on the rear axle is engaged via a foot switch on the side of the brake pedal and provides maximum rear wheel grip over slippery surfaces,

B-Series backhoe loaders can be configured with general or multi-purpose loader buckets, pallet forks, hydraulic thumb, standard and heavy-duty excavator buckets, hydraulic breaker attachments — a vast range of solutions. Service and daily maintenance are made easy with the B-Series, with a one piece lifting hood and filters/service points all grouped together at ground level. Fewer greasing points and long greasing intervals

Wirtgen Demonstrates AutoPilot for Slipform Paver Control The Wirtgen AutoPilot — a stringless control system for use with Wirtgen SP 15 and SP 25 concrete slipform pavers — was demonstrated at World of Concrete 2013, Feb. 5 to 8 in Las Vegas. AutoPilot is a user-friendly, cost-effective control system for poured-in-place concrete profiles, such as curbs, safety barriers or slabs. Throughout the show, Wirtgen America demonstrated the AutoPilot system on an SP 15 at its outside stand. Attendees also had the opportunity to set up their own courses using the AutoPilot system. In addition, Wirtgen America displayed the SP 25 and new SP 80i slipform machines at its indoor booth. The Wirtgen SP 15 concrete slipform paver has a maximum paving width of 6 ft. (1.8 m), maximum barrier/parapet placement height of 4 ft. 3 in. (1.3 m), and weighs 28,500 lb. (12,927 kg). The SP 25 concrete slipform paver has a maximum paving width of 12 ft. (3.6 m), and maximum barrier/parapet placement height of 6.5 ft. (2 m), and was displayed in barrier configuration. Also, the new full-lane-width SP 80i was displayed, set up for its maximum paving width of 26 ft. (7.9 m). New to North America in 2013, the SP 80i comes in different configurations. It can be set up as an offset machine for very large sections, as a two-track paver, and as a fourtrack paver. The “i” designates these pavers as having “intelligent” power and emissions control systems. Kleemann EVO Impact Crusher Kleemann Mineral Technologies also was a part of World of Concrete as the 450-tph (408 t) Mobirex MR 130 ZS EVO impact crusher was shown. Kleemann sets new standards with its advanced range of EVO mobile impact crusher plants, which are ideally suited for processing recycled concrete aggregate (RCA) and reclaimed asphalt pavement (RAP), according to the manufacturer. The new EVO concept matches refinements for all individual components with a new material flow concept. Fitted with its independent pre-screen — which separates material prior to the crusher, allowing material to be screened either to produce a final product or remove unwanted contaminants — the new, highly efficient flow concept of the EVO models eliminates all restriction to the flow of the material throughout the entire plant. For example, with their significantly increased screening areas, EVO models deliver considerably higher overall tonnages of between 350 or 450 tph (317 or 408 t) — MR 110 EVO and MR 130 EVO, respectively — than their predecessor models, according to the manufacturer.

Bay Bridge Opens Decades After ’89 Quake Bigge Partakes in By Jason Dearen ASSOCIATED PRESS

SAN FRANCISCO (AP) When traffic flows across a new stretch of the San Francisco-Oakland Bay Bridge for the first time, it will do so nearly a quartercentury after a deadly earthquake during the 1989 World Series collapsed two 50-ft. sections of the old structure. The 6.9-magnitude Loma Prieta quake hit just as millions tuned in to watch Game 3 of the “Bay Bridge World Series’’ between the Oakland Athletics and San Francisco Giants, killing 63 people and causing up to $10 billion in damage. The Bay Bridge failure, one of the temblor’s most memorable images, prompted one of the costliest public works projects in state history. The $6.4 billion project finally draws to a close after decades of political bickering, engineering challenges and billions in cost overruns. The years of past delays magnified public safety concerns over the need for a permanent solution as the original, seismically unsafe bridge, which opened during the administration of President Franklin Roosevelt, was patched up and continued operating. Highlighting the decades of complications, the scheduled opening of the reworked bridge was in jeopardy again this year after crews discovered dozens of defective rods used to anchor the roadway to important earthquake safety structures. The bridge will open with a temporary fix for these broken rods while the permanent repair, expected to be completed in December, is being installed. Issues with the rods and myriad delays have left many commuters with a feeling of trepidation about the bridge, even though state officials say it’s one of the safest in the world. The self-anchored suspension bridge with a looming, single white tower was designed to endure 150 years and withstand the strongest earthquake estimated by seismologists to occur at the site over a 1,500-year period. Steve Heminger, chairman of the Toll

Bridge Program Oversight Committee, the project’s watchdog, said the span is orders of magnitude safer than the current crossing. “Some bridges in California have been built not to collapse in an earthquake, but they may be out of service,’’ Heminger said. “We couldn’t have that with the Bay Bridge, which is not only pivotal to the economy but also plays a critical role in helping us recover.’’ “I’m not here to suggest that there weren’t construction challenges along the way, but they have been dealt with.’’ In the decades since the earthquake, the bridge replacement project overcame many hurdles. An initial scientific recommendation following Loma Prieta called for retrofitting the current span, not replacing it. A National Science Foundation team that studied damage to the bridge said in 1992 that the current eastern portion should be retrofitted for an estimated cost of $230 million. But in 1996, the California Department of Transportation’s Seismic Advisory Board disagreed with those findings, saying the cost of replacing the old bridge would be comparable with retrofitting it. At that time, Caltrans proposed building a simple concrete causeway — an elevated freeway — at a cost comparable to a retrofit. But Bay Area leaders blasted that design as too vanilla, saying the area deserved a span that would complement the grandeur of the Golden Gate. The self-anchored, single tower design was accepted in 1998, and Caltrans estimated it would cost $1.5 billion. However, the ambition of the project created technical challenges that were not factored into original cost estimates — hurdles that delayed construction by years. During the delays the price of steel increased, and unforeseen engineering challenges created a need for more workers. Costs skyrocketed, leading former Gov. Arnold Schwarzenegger in 2004 to propose scrapping the single-tower design in favor of the cheaper raised freeway con-

cept. But the foundations of the bridge’s soaring tower were already laid, so in 2005 the project continued. Critics of the bridge’s design along the way have questioned assertions that the span is quake safe, saying more work is needed to know if there are more defective bolts or rods, Bob Bea, an emeritus engineering professor at the University of California, Berkeley, said in an email. “I do not think there are significant concerns for the ‘safety’ of the bridge under normal daily loadings. However, I do think there are remaining significant unresolved concerns for the `durability’ ... and `safety’ of the bridge,’’ Bea said. The project’s problems also exposed a government public works system that is no longer equipped to handle such ambitious projects, said Richard Walker, an emeritus geography professor at the UC Berkeley who has studied a century of public works projects in the United States. “America doesn’t do big infrastructure projects that well anymore,’’ Walker said. “California used to be at the leading edge ... they built the Bay and Golden Gate Bridge, still one of the beloved structures in the world. “In those days, there were far fewer regulations, which allowed builders to put together local steel and cement plants for these projects ... assembling a whole team was easier.’’ Bridge officials say the public will come around to the new bridge. It is wider, with five roomy lanes on each section. The new span also was built with roadway shoulders — room for stalled vehicles that will help improve traffic flow. Over time, as concerns are addressed and the old bridge fades into history, some believe the project’s many black eyes will be forgotten. “I don’t think the bridge will ‘wow’ people right away because of all these black eyes,’’ Walker said. “But after 10 years it will be seen as a nice piece of engineering and they’ll be proud of it later on.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Drill 16 Stories Up The Bigge Crane and Rigging Southern California branch recently participated in an Emergency Elevated Extraction Drill with the Fire and Safety Dept. at a Refinery in El Segundo, Calif. The Coker Reliability project consists of retrofitting the structure in preparation for the drum replacement. Because of the unit’s height and location, the operation requires the use of two Liebherr LR1300 cranes, each with more than 140 ft. (43 m) of main boom and a 150 ft. (48 m) luffing jib. These cranes were chosen specifically for this job because of their capability to reach over the coke pit on the west side and the unit’s operation systems on the east side. With numerous contractor personnel working at elevated locations of the unit, the project management team proactively conducted this drill in preparation of an actual injured personnel emergency retrieval. This drill required the precise placement of a rescue basket unto the north side 164 ft. deck. With the experience of the crane operators, Bigge was able to perfectly execute the rescue. “The rescue operation was well planned and ran as smoothly as possible,” said Randy Cooper, managing contractor. “The location of the crane and the radius of the lift have been pre-determined to ensure an efficient rescue if the need arises.” The Fire and Rescue team agreed, “The ride was better than Disneyland.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

New Law Assures Payment of Construction Subcontractors A new California law helps assure that construction subcontractors, specialty trade contractors, and suppliers will be paid for work they perform and services they provide on construction components of certain infrastructure projects financed through publicprivate partnerships. On Aug. 13, California Gov. Jerry Brown (D) signed legislation (AB 164), supported by the American Subcontractors Association, amending the government code related to infrastructure financing that authorizes local government agencies to use P3s to design, finance, and maintain a variety of fee-producing infrastructure facilities. The new law (Chapter 94) extends the California “Little Miller Act” to these P3s by requiring the inclusion of “payment bonds to secure the payment of claims of laborers, mechanics, and materials suppliers employed on the work under contract” and “performance bonds as security to

ensure the completion of the construction of the facility.” The California “Little Miller Act” requires the prime contractor to furnish surety bonds on public construction projects in excess of $25,000 in the amount of 100 percent of the contract to assure that the project will be completed, protecting taxpayer dollars, and that subcontractors and suppliers, many of which are small businesses, will be paid. ASA of California initiated the legislation, which was supported by other major construction associations in the state. “More than 268,000 licensed subcontractors will benefit from this payment protection, especially because P3 projects have become more popular since public coffers have suffered,” said Daniel F. Crawford & Bangs, Covina, Calif., worked on the bill’s language. Depending on how a construction project funded by both public and private sources is structured, the project may be exempt from both payment bond requirements and mechanic’s liens, leaving subcontractors and suppliers without adequate payment assurances. On July 16, ASA urged Gov. Brown to sign the legislation. “Lack of payment assurances shifts very substantial risks to subcontractors and suppliers working on a P3 project,” wrote ASA Chief Advocacy Officer E. Colette

Nelson. “Typically, subcontractors extend large amounts of credit before submitting an invoice to the project’s prime contractor. They will have paid their workers and suppliers. They may even have paid estimated taxes before payment is forthcoming for work properly performed. Taxpayers ultimately bear the costs of increased risk of nonpayment to construction subcontractors and suppliers.” Increasingly, California and other states are funding construction projects for public use through public-private partnerships.

Typically, the public entity will provide the land and authorize the private entity to design, build, and frequently operate the resulting public work. In trying to maximize the incentives for the participation of private investment in P3 projects, state and local governments try to minimize government red tape. The zeal to reduce red tape has damaging consequences, however, when it eliminates or omits deeply justified requirements related to public procurement, such as the statutory payment protections for work performed by subcontractors and suppliers. “With this new California law, as well as other state P3 laws enacted during 2013, construction subcontractors have turned the tide against those attempting to use P3s as a tool to erode subcontractor payment rights,” Nelson said. On Aug. 23, the Contra Costa Transportation Authority (CCTA) celebrated the completion of the first stage of construction on the Sand Creek Road Interchange project. This major project milestone is the first of three significant traffic reconfigurations that will minimize the traffic impacts at the Highway 4 and Sand Creek Road intersection, and bring much needed congestion relief to east Contra Costa County. A traffic switch the following weekend moved eastbound drivers onto the newly completed stretch of Highway 4 near the Sand Creek Road Interchange. This traffic movement opened the new Sand Creek bridge for eastbound Highway 4 traffic, and reduced traffic congestion for eastbound Highway 4 traffic between Lone Tree Way and Balfour Road. Bob Taylor, mayor of Brentwood, said, “these improvements along Highway 4 in Brentwood mark an important milestone in the effort to improve transportation and quality of life in our region of Contra Costa County. Brentwood is growing, and the transportation system will grow with it.” CCTA Executive Director Randy Iwasaki said, “The Highway 4 corridor projects — including the improvements between Lone Creek Way and Sand Creek Road — are part

of CCTA’s partnership with the public to deliver transportation solutions, such as more efficient freeways and eBART, which contribute to the quality of life for the more than 250,000 residents of eastern Contra Costa County.” CCTA secured funding in 2011 through the state Corridor Mobility Improvement Account (CMIA) to widen Highway 4 and construct a partial interchange at Sand Creek Road. With this project currently ahead of schedule and under budget, CCTA was able to combine project savings with additional funding from local sources to complete the entire interchange at Sand Creek Road and extend the four lane widening to south of Sand Creek Road. The entire Sand Creek Road Interchange and 4-Lane Widening project is expected to be complete in late 2014 and includes expanding the highway from two to four lanes (two in each direction) from Lone Tree Way to Sand Creek Road, the construction of the Sand Creek Road Interchange, and the provision of a median wide enough to accommodate mass transit in the future (eBART). Metso Completes Acquisition of Chinese Steel Foundry Metso has completed the acquisition of the steel foundry in Quzhou City, Zheijang Province some 250 mi. southwest of Shanghai. The acquired assets of Quzhou Juxin Machinery Co. Ltd. and Quzhou Chixin Machinery Co. Ltd. and approximately 220 employees transfered to Metso as of Aug. 8. The value of the acquisition will not be disclosed. The target of the acquisition is to improve Metso’s capabilities to supply wear parts to its mining and construction industry customers in China and other markets in AsiaPacific. “I am really pleased that we were able to close this important acquisition this fast. It gives us good starting point to develop the Quzhou foundry as part of Metso. We already have the most extensive services center and distribution network in our industry. With this acquisition we will strengthen our manufacturing presence in China and further develop our services business,” said João Ney Colagrossi, president, services business line, mining and construction, Metso. Metso currently has five foundries and an extensive network of external casting suppliers serving the mining and construction industries. Its foundries are located in

Crawler loaders and dozers made their imprint on ConExpo. Massey-Ferguson Massey-Ferguson introduced three new crawlers, the MF-600C loader, MF-D600C and the MF-D700C dozers. The new loader has a 2.4 cu. yd. bucket and variable pitch torque converter. The two dozers are 144 and 180 hp, respectively. The 700C weighs in at 41,000 lbs. Both feature planetary gear reduct to absorb operating shock. Caterpillar Caterpillar’s advances included the 200FWHP D-7G, a 300FWHP D-8K, and a 410FWHP D-9H. Other models included the D-6C LGP and the D-3 tractor. The D-7G, the D-8K and the D-9H feature complete steering control from the hand levers, which now combine the steering clutch, disengagement and braking. The D-6C can work in soft boggy material where wheels and standard tracks can’t go. The D-3 is the smallest Cat tractor designed for tight quarter maneuvering. International Harvester International Harvester’s PayLine division used ConExpo to welcome its newest crawler, the TD-20E pay dozer, a 210FWHP machine features simplicity in design and DVT-800 diesel engine. Another 25 more hp units were added to the TD-25C pay dozer, upping its rating to 310 making it one of the heaviest in its class. Terex Terex exhibited the new family of crawler tractors at the show. All three machines, the 82-20, 82-30B and the 82-50 maintain the same family appearance with major components and service points in similar locations. Horsepower ranges from 180 in the smallest to 370 in the largest of the new machines. All three feature a power train that is 100 percent General Motors. Case In addition to a new color, Case unveiled their new 1450 crawler loader. A 2¼ cu. yd. high productive unit, the 1450 is the largest crawler loader in the Case line.

(5,670 kg) and featuring a reinforced long arm with integrated thumb mount that provides a 12 ft. 9.4 in. (3.9 m) dig depth. NPK Construction Equipment Inc. has introduced four new PH Series hydraulic hammer models, replacing the company’s GH-1 through GH-4 model hammers. According to company President Dan Tyrrell, the PH Series hammers signify a new generation of hammers employing the latest technologies in design, engineering and manufacturing to address applications in the growing mini and compact equipment market. The new hammers incorporate the demand for high quality, hardworking and durable equipment with price sensitivity concerns in the size range with a design that effectively meets all criteria. The new PH Series continues to employ features such as sleeves covering and protecting the units’ working parts while streamlining and simplifying the entire hammer system. These new one piece body hammers eliminate the need for long tie bolts and are equipped with an antiblank firing feature providing longer component life. In addition, NPK’s

PH Series is available with an optional fully enclosed “EnivroBracket,” providing reduced noise levels. Other features include a slip fit tool bushing and a larger diameter retaining pin for ease of maintenance and longer service life. Case Introduces New CX55B for Excavator Product Line Case Construction Equipment expanded its compact excavator product line into a new class segment with the introduction of the Case CX55B minimum tail swing model. The new compact excavator provides enhanced lift capacity, digging force and operator comfort, according to the manufacturer. With a large boom and arm for greater reach, the Case CX55B delivers 11,240 lbf (50 kN) of bucket digging force. Its 39.3-hp (29 kW) engine, operating weight of 12,295 lb. (5,577 kg) and dig depth of 12 ft. 10 in. (3.9 m) give the CX55B enough size and power for tackling a variety of utility, commercial and residential construction applications. Plus, its compact size and cab height of 8 ft. 4 in. (2.55 m) make the Case CX55B excavator as easy to trailer between job sites as a skid steer. “The CX55B is a compact excavator with all the power of a fullsized excavator,” said Katie Pullen, brand marketing manager, Case Construction Equipment. “Whether you’re digging, lifting, loading or dozing, the CX55B will satisfy the most demanding operators.” Enhanced Operator Comfort Case designed the CX55B with the operator in mind. The full-size cab design is 10-percent larger and 7 in. (17.8 cm) wider than other Case B Series compact excavator cabs. Large front and rear windows improve operator visibility. A new slide-up front window improves air flow and helps the operator communicate more effectively with coworkers near the machine. “Operators will appreciate the CX55B’s large cab and improved visibility,” said Pullen. “At Case, we believe improvements in operator comfort and convenience translate directly into improved performance and productivity.” Increased Performance, Productivity Performance and productivity enhancements include standard proportional hydraulic controls in the joystick. hydraulics and an attachment bracket. The machine also is available with piping for secondary hydraulics to handle a wide range of attachments or provide a dedicated circuit to a thumb bucket. In addition to a variety of available attachments — including buckets, hammers and augers — the CX55B includes a standard dozer blade for finish grading. The blade features a 38-degree approach angle, and its shape rolls the dirt as it pushes, leaving a smooth and level surface. An optional four-way dozer blade also is available for increased backfill and grading ability. Case offers both rubber and steel tracks for the

CX55B to match the ground conditions. The CX55B shares another characteristic design feature with other Case B Series compact excavator models: a center-swing boom that enables the operator to dig around stationary objects or alongside obstacles. Minimum tail swing allows the machine to rotate 360 degrees with less than 11.7 in (30 cm) of the upper structure extending beyond the tracks. “The Case machine sets the standard for compact performance and productivity,” Pullen said. The 19.8-gal. (75 L) fuel tank on the CX55B is 40-percent larger than other Case compact excava-

tors, boosting operation time. Available buckets range from 12 to 36 in. (30 to 91 cm), with capacities from 3.0 to 9.8 cu. ft. (0.085 to 0.277 cu m). Maintenance and Serviceability The CX55B compact excavator is designed for fast and easy daily maintenance. The convenient service features include ground-level access to daily maintenance checkpoints. An easy-access electrical compartment is under the seat, and an hour meter can be checked from the ground outside the cab. The radiator features a new intake method that simplifies

cleaning and helps prevent clogging. New features include a “no tools” fuel-tank drain valve and an accumulator that allows attachments to be safely lowered using in-cab controls in the event of an unexpected engine shutdown. Doosan Portable Power Presents at Annual ULCT The Utah League of Cities and Towns (ULCT) recently held its annual Road School in St. George, Utah in April and this year’s program included a presentation from John Hargett of Doosan Portable Power. Organized more than 100 years ago, ULCT serves 245 incorporated municipalities throughout Utah, representing municipal government interests at the state and federal levels and providing information, training and technical assistance to local officials on municipal issues. Hargett’s presentation included the history of Doosan and information about the company with a focus primarily on the P185 air compressor models — the P185WJD and P185WYM. Participation in the program was made possible through Doosan Portable Power local dealer in Salt Lake City and major sponsor for the Road School, Cate Equipment Company. This year’s Road School had more than 300 registered attendees with a focus on reaching all types of state and local government associations in Utah. The school

includes trade shows, presentations and workshops by dealers and manufacturers. One of Only Three Highway Tunnels to Be Widened

The $110 million project is the largest and among the first Construction Manager General Contractor projects the Colorado Department of Transportation has awarded, said Bob Smith, CDOT project engineer, and it’s been on the state’s wish list for at least 15 years. TUNNELS from page 1

the way from Idaho Springs to Denver.” It is believed to be one of only a very few highway tunnels in the United States to be widened rather than completely replaced, said Wilson. The others are tunnels in the Great Smokey National Park and the Zion National Park. The $110 million project is the largest and among the first Construction Manager General Contractor (CMGC) projects the Colorado Department of Transportation has awarded, said Bob Smith, CDOT project engineer, and it’s been on the state’s wish list for at least 15 years. CMGC projects allow the owner and contractor to share the risk, and it creates an environment that is less tense with fewer disputes and a working environment more conducive to getting the job done, said Benjamin Acimovic, CDOT project manager of Twin Tunnels and chair of the CMGC committee. The process begins with a Request for Proposals, from which prospective contractors are selected to be interviewed. The project is awarded not to the lowest bidder, but to the contractor who seems to have the most expertise for the job. In this case, that is Kraemer/Obayashi Joint Venture. Once the contractor is selected, then they talk price. “They give us what their take is of the project,” said Smith. “We select totally based on their fit for the job. We get prices and negotiate, then go with independent cost estimator to make sure they were with 10 percent of our independent cost estimate.” Kraemer/Obayashi Joint Venture began preconstruction work in 2012, upgrading an existing frontage road, then rerouting traffic from the tunnel onto it. “Time and access are the two biggest challenges,” said Matt Hogan, construction manager of Kraemer/Obayashi. “We spent a

year in pre-construction with CDOT and the designer to refine the design. CDOT gave us the direction that we could close the tunnel on April 1 and we’re under mandate to have three lanes open by Dec. 21 of this year. We are working 24 hours a day, six days a week inside the tunnel, excavating the tunnel from both headings, to meet that goal.” Crews are using state-of-the-art blasting techniques to excavate the tunnel and expect to remove 19,700 cu. yd. (15,061 cu m) — or about 2,000 dump truck loads. “It’s drill and blast,” said Hogan. “We have two Atlas Copco E2C boomer model drills on site. They’re expensive drills.” They’re also working with a Fletcher single boom jumbo, two Liebherr 932 tunnel excavators and two robotic shotcrete placing booms. Hogan describes the latter as “a robotic arm that is controlled remotely and carries placing hose to the nozzle at the end of the robot to allow for placement of Shotcrete without the need to put workers below unsupported ground.”

The blasting is conducted throughout the day, creating closures that last about 20 to 30 minutes. Traffic is stopped a safe distance from the tunnels prior to the blasting. Once the blasting is completed, workers inspect the westbound tunnel — which is not under construction — to ensure it is safe for motorists. Eastbound travelers are moved to the detour route around the tunnel. There is no blasting during high volume traffic periods. Workers also will remove the 18-in. (45.7 cm) concrete liner of the existing 800-ft. (244 m) tunnel. They’ll widen the tunnel from two to three lanes, and expand the currently 2 ft. (.6 m) shoulders to 4 and 10 ft. (1.2 and 3 m) shoulders. Once that’s done, they’ll install a new concrete liner. While it is technically widening the tunnel already in place, for all intents and purposes, “It’s basically rebuilding the tunnel,” said Smith. “There’s another tunnel right next to it, so it’s not like you can go in there and go hog wild. We’re constantly monitoring the

westbound tunnel and there is a fuel plant right next to us we have to monitor.” The new lane will add capacity on the Interstate, but the anticipated improvement will be more than just the ability to handle more volume. “The importance of this project is that it has been a historic pinch point along the corridor,” Wilson said. “A lot of it has to do with human psychology, the black hole effect. As you go into a tunnel people tend to slow down. So heading back to Denver, the tunnel automatically slowed people down.” The new tunnel will be wider and brighter. The widened shoulders also will help. “There are no real shoulders now, Wilson said. “That also creates a confining effect that slows people down. It will be more inviting.” There also will be a new three-span bridge. The current bridge has a tight curve, which also lends to the traffic problems. The new bridge will be less steep with softer curves, Wilson said. Contractors fully expect to make their December deadline and they’ve taken a number of steps to make sure that happens safely. Three crews work the 24-hour period with three full-time safety managers on each shift. There are daily safety meetings, as well as bi-weekly safety meetings to keep workers abreast of rapidly changing conditions on the job. They’ve also set up an incentive program that rewards workers over three periods for safety, quality and production. “I really do believe we‘ve created a culture up here where safety and production go hand in hand,” said Hogan. “We’ve made vast improvements regarding the safety on the project. We’re going to create a job everyone can be proud of when we’re done.”
