One of the treasured memories many Washington state tourists fondly recall is the 35-minute ferry boat ride across Puget Sound to Bainbridge Island, where they can bicycle or wander amongst shops, art galleries, wineries, restaurants and a public garden. Referred to by the locals as “the boat,” it — along with Washington’s other ferries — is the most popular tourist attraction in the state.

This project will improve safety during an earthquake by retrofitting the building to current design codes.

Terminal Repair To ensure that future tourists can share the recollections of crossing the Sound by ferry and enjoying the island, Washington State Ferries is retrofitting the Bainbridge Island ferry terminal building to enhance earthquake safety, upgrade the public restrooms and replace many aging building components. Built in 1955, the existing terminal building does not meet current seismic design codes, other building codes or energy efficiency guidelines, according to Hadley Rodero, Washington State Department of Transportation ferries division communications. “The public restrooms are inadequate and do not meet American Disabilities Act guidelines. The exterior walls of the terminal building will be stronger.” The Washington State Legislature identified this as an important project due to the age of the building and its seismic instability. With feder-

al funds totaling $1.69 million and state funds of $3 million, for a total budget of $4.7 million, it was let for bids in August 2013. The contract was awarded to PHC Construction of Bainbridge Island in November 2013 and work began in January this year. The project is expected to be complete by September 2014. OSHA Extends Comment Period on Proposed Injury Tracking Rule The Occupational Safety and Health Administration announced it will extend the comment period on the proposed rule to improve tracking of workplace injuries and illnesses to Oct. 14, 2014. The proposal, published on Nov. 8, 2013, would amend the

agency’s recordkeeping regulation to add requirements for the electronic submission of injury and illness information that employers are already required to keep. During the public meeting held on the proposal, many participants expressed concern

that the proposal may create motivation for employers to under-record injuries and illnesses, since each covered establishment’s injury and illness data would become publicly available on OSHA’s Web site. Participants also see OSHA page 60

July Industry Employment Increases Construction firms added jobs in 39 states from July 2013 to July 2014 and in 34 states from June to July, according to an analysis Aug. 18 of Labor Department data by the Associated General Contractors of America. Association officials said the employment gains are good news, but that the pipeline of skilled craft workers, supervisors and other employees appears to be emptying rapidly. “The overall trend in construction employment has been very consistent in 2014, with more than three-fourths of states adding jobs each month on a year-over-year basis,” said Ken Simonson, the association’s chief economist. “However, growing numbers of consee JOBS page 40

Skykomish River Bridge Reconnects Cut-Off Washington Neighborhood By Amy Nile THE DAILY HERALD

INDEX, Wash. (AP) The Aug. 16 ribbon-cutting for a new bridge over the South Fork Skykomish River comes with a sigh of relief in a private community that has been without vehicle access since a 2013 mudslide. Debris started coming down a hillside in December, cutting off the neighborhood east of Sunset Falls. Mud still blocks Mount Index River Road, necessitating a hike along a 1,100-foot trail and then a walk or drive of up to another 3 mi., depending where one lives and whether there’s a vehicle available. More than 250 property owners were affected, including about 100 fulltime residents. On Aug. 14, some were able to drive to their homes from U.S. 2 for the first time since the private road was blocked. The long-awaited one-lane bridge over the Skykomish, near Canyon Falls, is now the only way into the neighborhood by vehicle. But the Mount Index Riversites homeowners group has decided to deny bridge access to some isolated residents who are behind in payment of dues for road work. The mudslide left the community strapped for cash. Riversites residents spent some $70,000 trying to clear the road before they ran out of money to pay crews. In May, the group decided on a different solution. It inked a $500,000 deal with the Snohomish County Public Utility District to split the cost of the galvanized-steel truss bridge. On Aug. 14, a handful of neighbors stood in the rain by the bridge, anticipating the approval of a county inspector — the green light for traffic to cross. “Right now I’m so anxious, I feel like I’m about to go out on my first date,’’ joked Bill Stehl as he waited to cross. About a third of the neighborhood’s homeowners have fallen behind on road dues. The Riversites board decided to deny those people an access code needed to cross the bridge unless they

start paying down their debt. “This bridge seems like the perfect opportunity to get people to pay up,’’ said Lynne Kelly, a Riversites board member. “We’ve never had that kind of leverage before.’’ Kelly said that blocking people from their property could result in a lawsuit, but Riversites badly needs the money. Those who are one to 12 months behind on road dues must start paying at least $50 a month to use the bridge. People who haven’t paid in more than a year are expected to contribute $100 a month or more. “We felt like that was reasonable,’’ said Earl VanBuskirk, the board’s vice president. After the deadly Oso mudslide on March 22, Mount Index was included in county, state and federal emergency declarations. The homeowners did not receive federal aid money, but the disaster declaration allowed the community to sidestep bureaucratic hoops and expedite the bridge permitting process. After eight months of people struggling to haul in basic necessities, tension has been high. It wasn’t Oso. But it has been a hardship. The mudslide took out a cabin and damaged power lines, causing more than a dozen outages and a fire. People were forced to live with no services such as propane delivery or garbage pickup. Anger and resentment grew as neighbors debated ways to solve shared problems and how to pay for them. Some resorted to making threats, including one man who was arrested after telling a PUD worker he was going to blow the bridge up. “There’s a lot of frustration,’’ said Tom Grenier, the Riversites road chairman. After months of hiking from the base of Sunset Falls through shin-deep mud with groceries, gas and supplies, Thom Boullioun said, he mostly gave up on going home. The retired Boeing worker, and his golden retriever, Bandon, have spent many nights since the slide sleeping in Boullioun’s truck or couch-surfing. His neighbor, Jeff Smith, bought an all-ter-

rain vehicle to get his necessities home after a trail was built into the blocked area last spring. Smith and his partner, Kainoa Marquis, both had back surgery several weeks before the mudslide. One of the couple’s three shelties, Wind, is suffering from a brain tumor. Smith said he has been unable to get the dog to a veterinarian. Smith and others think the PUD took advantage of homeowners who were desperate to gain access to the neighborhood with the bridge deal. Smith, a real estate appraiser, said the community stood to gain far more from the permanent easement rights the utility won in negotiations. The PUD needs access to Riversites roads to study a controversial plan to build a $123 million hydropower project near Sunset Falls. It is looking into the merits of putting a tunnel in a sharp river bend to collect water and send it to a powerhouse downstream. “This is the wrong place for something like that,’’ said Smith, whose cabin is near the proposed site. “Preserving the natural beauty does more for humanity than the power.’’ Despite his concerns about the hydro project, Smith said, he doesn’t deny the need for the bridge. His partner, Marquis, said they tried to keep a positive attitude to get through the past eight months of hardship. Along the walking trail into the neighborhood, the couple recovered a muddy, stuffed bear that had been separated from its owner in the slide. It had become a sad but familiar sight to many on the tiresome route. The couple cleaned the bear up and named it Hope. In an effort to demonstrate the community’s progress, they started posting Facebook photos of Hope in various places, including a construction worker’s backhoe and most recently on the completed bridge. “We rescued Hope as a symbol of survival of this whole thing,’’ Smith said. “If that bridge wasn’t built, this community would be gone.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

CEG Goes Behind-the-Scenes at ALLU’s HQ in Finland Construction Equipment Guide (CEG) was recently allowed behind-the-scenes access to ALLU’s headquarters in Finland. The five-day visit included a factory tour, demonstrations of the company’s equipment, including its line of crushing and screening equipment working on local job sites and video and PowerPoint presentations on ALLU’s soil stabilization system, a tour of Helsinki as well as a host of other activities. “We saw this visit as a opportunity to share information about our country and our company,” said Sari Pekkala, marketing manager, ALLU Finland Ltd. “Pioneering work is always challenging and when we had the opportunity to tell more about the work we do and at the same time show our beautiful country, we decided it was worth looking into.” ALLU may seem like a relatively new company to most people (the manufacturer changed its name officially to ALLU in 2007), but the company was founded by Markku Jonninen in 1985 and was called Ideachip Ltd. before that. The name “ALLU” is derived from the waste-eating dinosaur “ALLOsaurus,” which fit well because ALLU’s screening and crushing buckets do the same thing as its namesake once did — help recycle and process materials. For close to three decades, ALLU has experienced steady growth. What began in Finland has grown to offices around the world, including Germany, Sweden, France, Great Britain, United States, Argentina and China, with distribution in more than 30 coun-

ALLU developed the first mixer for the mass stabilization process in the middle 1990s and finished the complete system in 2003. “Mass stabilization concept was developed already some decades ago and mainly for stabilizing soft clay-type layers approximately10 to 15 feet deep,” said Pylväs. “At that time, the major problem for

Oklahoma Completes $75 Million Sale of Railroad Track By Ken Miller ASSOCIATED PRESS

OKLAHOMA CITY (AP) The Oklahoma Department of Transportation on Aug. 4 completed the $75 million sale of nearly 100 mi. (161 km) of railroad track between Sapulpa and Midwest City to Stillwater Central Railroad LLC, which plans to introduce passenger rail service connecting the Tulsa suburb to the Oklahoma City suburb. ODOT Director Mike Patterson and Ed McKechnie, chief commercial officer of Pittsburg, Kansas-based Watco Companies, the parent company of Stillwater Central Railroad, signed the documents completing the sale of the 97.5 mi. (157 km)-stretch of rail, known as the Sooner Sub. McKechnie said the company is working with Iowa Pacific, which operates passenger train services in the United States and other countries, to begin a trial run for passenger service sometime during the first half of 2015. He said the timeline for starting the service and questions about the price of tickets, how many stops will be made along the route and the length of time it takes to make the trip are still being studied, with answers

expected by early October. McKechnie said safety issues must be addressed and the track improved to allow trains to travel at a faster speed. The rail is rated Class 2, which allows speeds of up to 25 mph for freight and up to 30 mph for passenger trains. The ultimate goal is to connect downtown Tulsa to downtown Oklahoma City by rail, officials have said. There are currently three rail trips per day from Sapulpa into Tulsa, while Oklahoma City officials would have to negotiate with Union Pacific to secure services, according to Patterson. McKechnie said Stillwater Central Railroad will continue moving freight on the Sooner Sub rail, including agriculture and construction products and crude oil. “The facility in Stroud is one of the central points of the energy markets in North America,’’ McKechnie said, adding that work is under way to build a rail spur to Cushing, the primary oil storage hub in the

United States. Patterson said funds from the sale will be placed, by law, in the department’s railroad maintenance revolving fund for safety projects. “That would include ... rail crossing projects, to make those intersections between trains and automobiles more safe,’’ Patterson said. The sale is in keeping with what ODOT believes was the Legislature’s intent when the agency purchased rail lines during the 1980s, Patterson said. “When the private sector became prepared to repurchase the lines, that we would sell it back to the private sector so that the state of Oklahoma is not in competition,’’ with private business, according to Patterson. Patterson said ODOT previously sold to Union Pacific a rail line stretching from the state’s border with Kansas to it’s border with Texas and has been approached about negotiations to sell what is known as the Cowboy Sub, about 22 mi. Dayton Creates ‘Toro Day’ in Honor of Firm’s 100th Anniversary The Toro Company celebrated its 100th anniversary on July 10, 2014, as more than 2,000 employees, retirees, channel and business partners, and other valued guests gathered at the company’s headquarters in Bloomington, Minn. Joining Michael J. Hoffman, Toro’s chairman and chief executive officer, as he remarked on the company’s rich history and the individuals and innovations that helped shape the company’s success was Minnesota Gov. As part of the international award-winning Solar Decathlon competition, Manitou Group supports the Atlantic Challenge team representing Nantes (France). Objective: To design and implement an energy-saving housing by using solar power as the only energy source.

As part of the Solar Decathlon event, an international award-winning competition which gathers universities to design, build and operate a full- scale, entirely functional solar-powered house, the Manitou Group sponsors the “Atlantic Challenge” team (based in Nantes). Manitou Group provided a telehandler MT 835 to help assemble and disassemble their “Philéas” project. The Atlantic Challenge team counts students from 10 universities and “Grandes Ecoles” including the Ecole Supérieure du Bois, the School of Architecture of Nantes or the Ecole Centrale de Nantes, for example. The “Phileas” project developed by the Atlantic Challenge team aims to propose the rehabilitation of an old building in Nantes, Cap 44. The prototype developed for the competition is an extraction of the rehabilitation of the building, which was originally a flour mill built in 1895 along the Loire, then renovated in 1970 to provide offices. Today it is not used anymore. In order to provide exemplary restoration in environment and economic terms, Atlantic Challenge’s project will be based on local know-how and innovative solutions. The prototype was built in Nantes and will then be exhibited for the competition in the gardens of Versailles. At the end of the competition, the project will be rebuilt in Nantes (France) for educational purposes. “The loan of a telescopic rough terrain allowed the project team to carry heavy loads, to provide materials to facilitate the building of their prototype. Essential for the success of the project, the Manitou telehandler has been used daily,” said Pascale Noel-Hudson, corporate communication manager. CHEYENNE, Wyo. (AP) A 25,000-gal. oil spill in the Powder River Basin occurred after a backhoe nicked a 6-inch underground pipeline and, over time, corrosion turned the minor damage into an oil-spewing hole, the U.S. Bureau of Land Management said Aug. 26. It remained unclear how long ago the backhoe damaged the crude oil pipeline owned by Casper-based Belle Fourche Pipeline, and what sort of construction work the backhoe was doing at the time, BLM officials said. The company’s environmental coordinator, Bob Dundas, declined comment when asked if he could provide that information. “I’m just not going to discuss that,’’ Dundas said. He also declined to discuss

However, high levels of petroleum compounds called diesel-range organics remained in the soil of Culp Draw weeks later, according to BLM documents obtained by The Associated Press. “We have determined that additional work will need to be done to ensure that remediation and reclamation of the spill location will be successful,’’ BLM natural resource specialist Dustin Hill told Dundas

in a letter dated July 18. Cleanup following the spill went well and the spill was mostly resolved, Dundas told the AP on July 18. Additional work in the draw in recent weeks has included tilling the soil and spreading fertilizer to encourage bioremediation of the diesel-range organics, according to BLM spokeswoman Cindy Wertz. “BLM will continue to work

with the company on the remediation,’’ Wertz said by email. The oil spilled on BLM and state land and it didn’t affect private property. The spill stopped a couple miles short of reaching the Powder River, which flows north into Montana. The BLM released a handful of documents related to the spill and several photos of the burn operation in response to an AP request for information about the cause. Jill Morrison with the Powder River Basin Resource Council landowner group said the new information about backhoe damage raises more questions. “There could have been a leak going on beneath the surface for quite a long time. lic restrooms will be enlarged to provide more capacity and meet design codes and ADA guidelines. The new roof will eliminate leaks. The new electrical panel will increase reliability and reduce maintenance on the panel, as well as allow a potential vendor to lease space inside the building. The overall energy efficiency of the building will increase with more efficient lighting and windows.” After work is completed, she said visitors will notice the following: • The public restrooms will be larger, in a new location and meet current codes. • The inside tollbooths will be demolished, improving passenger flow through the building. • Space will be created inside the building for the WSF vendor Commuter Comforts presently operating outside. • The building will have all-new exterior windows and sliding doors, a new roof, a new electrical panel, new light fixtures and a new heating, ventilation and air conditioning unit. A Work in Progress In addition to general contractor PHC Construction, Rodero said there are more than 30 subcontractors on the project, including local company Beacon Electric of Silverdale, Wash. Using trucks, an excavator with a concrete demo attachment, dump trucks, concrete saws and a boom truck, an average of 10 to 15 workers will perform demolition and seismic and electrical upgrades; remodel the restroom and the staff area; and complete energy upgrades including replacing windows, painting the interior and exterior facilities, replacing the roof membrane, cutting concrete, remediating asbestos and replacing the heat pump in the terminal supervisor building. Rodero said that this project was the first on which WSF has used shotcrete as a structural concrete solution as an alternative to the cast in place method. Shotcrete is concrete that is conveyed through a hose and pneumatically projected at high velocity onto a surface, as a construction technique. The benefit comes from the fact that it

undergoes placement and compaction at the same time, due to the force with which it is projected from the nozzle. It can be impacted onto any type or shape of surface, including vertical or overhead areas. It is sometimes used in stabilizing applications. Open for Business The terminal has remained open during construction, but Rodero said keeping it open and fully functional during construction has been the crew’s biggest challenge. “As PHC became familiar with the terminal’s operational needs, they streamlined their schedule and phased construction activity to maintain progress, while keeping the terminal open and functional,” she said, adding that this reduced the total project completion time

Trench Shoring Services Provides Ultra Shore Support By Brenda Ruggiero CEG CORRESPONDENT

Trench Shoring Services provides sales, rental and training for trench safety products, and also is the manufacturer of ultra Shore products. The ultra Shore products are lightweight, easy to use and are constructed of specially corrugated aluminum that provides protection in trenches up to 12 ft. (3.6 m), but with a weight that is hundreds of lbs. lighter than other shoring products. “These trench boxes can be assembled in five minutes,” said Gary Hooks, Trench Shoring Services representative. “The ease and light weight nature of the products make them perfect for cities, counties and municipalities who are looking for light weight, easy to use products. A lot of these municipalities are using a rubber tire backhoe loader or a mini-excavator, and they need a trench shoring product that doesn’t require a large machine to move.” Hooks explained that the products come in different lengths. “The smallest size ultra Shore box weighs in at only 130 pounds,” Hooks said. “For mobility purposes, we build handles into these products and one person can actually pick the box up and move it along the ditch as he works. The panels are stackable up to 12 feet, and we have an optional telescoping leg kit that can add up to 24 inches of additional clearance at the bottom of the trench. All stacking tubes and spreaders are aluminum, which keeps the total weight down. The adjustable spreaders are popular on our boxes to provide protection in three-, fouror five-foot wide trenches without having to change spreaders.” An optional wheel kit is available, which provides the contractor the ability to attach wheels at the top of the trench box and roll the box down the trench for applications such as saw cutting and trenching in a parking lot where a machine isn’t really needed to move the trench box. The ultra Shore products are available for nationwide rental or sales from any of the 12 Trench Shoring Services locations, or from its factory-trained distributor network. The company provides

ongoing training courses on trench safety. Since Trench Shoring also is the manufacturer, the company also has the ability to repair and recertify any products that have been damaged. Andy Strange Grading — Trench Shoring Rental Customer Robin Callahan of Andy Strange Grading, Gainesville, Ga., has been working exclusively with Trench Shoring Services for his trench shoring needs for more than 10 years and has been “sold” on renting the ultra Shore products ever since. When Callahan joined the company, he made his philosophy known that trench boxes aren’t something that you necessarily need to own. “Every job has its own specific requirements, and one trench box doesn’t fit every jobsite situation,” he said. “It’s a lot easier to deal with Gary [Hooks] and Trench Shoring Services. They can match the trench box to the specific job requirements, and they’ll even deliver and pick up. They’ve become our one-shop source for trench safety products. We’d have to own probably 25 or more shoring instruments to cover all the situations we get into on our job sites. All I need to do is make one phone call, provide the specifics of what I’m doing, what I need, and where I am, and they take care of it.” The ultra Shore products have become a “mainstay” for the operations of Andy Strange Grading. “We use a lot of smaller equipment and work in tight spaces where there are a lot of utilities,” Callahan said. “The use of the light weight ultra Shore products makes it easier to put a trench box together and to move compared to the steel boxes that are much heavier and require a larger machine to move.” Callahan said that when they’re finished with the trench boxes, he can actually stack the sections in his pickup truck and drop them off at Trench Shoring Services and not have to rely on a tractor trailer to haul them off the site. “Anytime we’re 12 feet or less in trenching, I prefer to use the lightweight aluminum safety

boxes for the ease of handling and the ability for my guys to be able to move them,” Callahan said. “While in shallow trench situations, two men can actually pick up and move the ultra Shore boxes by hand and not have to wait for a machine.” Ultimately, the ultra Shore boxes save Callahan time and money on his job sites. “We own rock and gravel boxes, but we don’t own trench boxes,” Callahan said. “The one call that it takes to have our trench box needs met makes a lot more sense for us financially.” Since four to seven projects are often running at any given time, mobility and quick access to trenching products is important. Callahan noted that Hooks is on his speed dial, and the entire staff at Trench Shoring Services is extremely responsive and is allaround an outstanding group of people. “Quite often, we have other contractors stop and look at the trenching products we are using and ask us questions about the ultra Shore products,” Callahan said. Alabama Gas Corporation — Trench Shoring Purchasing Customer Tom Reburn is the manager of safety of Alabama Gas Corporation (Alagasco). He has been involved with the Southern Gas Association and the American Gas Association, and has been on their safety committees for quite some time. “We have ultra Shore equipment at all of our operating locations,” Reburn said. “Once you buy it, it’s robust. It lasts, and doesn’t tear up. I might have the components to make two trench boxes on a trailer, and once I buy everything on the trailer, it really should last 10, 15 or 20 years. It’s been holding up exceptionally well. I can’t think of any that have ever had an issue that we’ve had to call the manufacturer or anything. tractors say they are having trouble finding skilled workers or subcontractors that can supply such workers.” Nevada experienced the largest percentage increase in construction employment between July 2013 and July 2014 (13.4 percent, 7,500 construction jobs), followed by Delaware (13.3 percent, 2,600 jobs) and Florida (11.1 percent, 40,600 jobs). Florida again led all states in the number of construction jobs added in the latest 12 months, followed by Texas (23,600 jobs, 3.8 percent) and California (22,600 jobs, 3.6 percent). The District of Columbia and 11 states shed construction jobs during the past twelve months, with New Jersey again losing the highest percentage and total (minus 6.5 percent, minus 8,900 jobs). Other states that lost a high percentage of jobs include West Virginia (minus 5.8 percent, minus 2,000 jobs), Mississippi (minus 5.6 percent, minus 2,900 jobs) and Arizona (minus 4.8 percent, minus 5,900 jobs). Arizona lost the second-highest number of construction jobs during the year, followed by Mississippi, then West Virginia. Delaware had the largest percentage gain (5.7 percent, 1,200 jobs) among the 34 states that added construction workers to payrolls between June and July. Other states adding large percentages of workers in the month included Alabama (4.9 percent, 3,800 jobs), Kentucky (3.4 percent, 2,200 jobs), New Mexico (3.1 percent, 1,200 jobs), and Virginia (2.6 percent, 4,700 jobs). Virginia added the most workers during the month, followed by Florida (4,400 jobs, 1.1 percent), Texas (4,000 jobs, 0.6 percent) and Alabama. Fifteen states and D.C. lost construction jobs between June and July, while construction employment was unchanged in Rhode Island. California lost the most construction jobs during the month (minus 6,400 jobs, minus 1.0 percent). Other states with large monthly declines in total construction employment included New York (minus 3,500 jobs, minus 1.1 percent), Georgia (minus 1,500 jobs, minus 1.0 percent), Nebraska (minus 1,400 jobs, minus 3.0 percent) and Kansas (minus 1,100 jobs, minus 1.8 percent). Nebraska had the highest monthly percentage decline, followed by West Virginia (minus 1.8 percent, minus 600 jobs) and Kansas. Association officials said it is encouraging that a large majority of states added construction jobs for the year and the month. However, they cautioned that construction firms in many parts of the country appear to be experiencing varying amounts of labor shortages. They said that while worker shortages appear most severe in fast-growing states like Colorado and Texas, there is still time for elected officials to act on the association’s workforce development suggestions before shortages become more widespread. “We are at real risk of going from a situation where firms couldn’t hire because there wasn’t enough demand to firms not being able to hire because there aren’t enough qualified workers,” said Stephen E. New VF 500 Proves Ideal for Commercial Applications Stability and variability are not mutually exclusive, as the front-mounted extending screed from Vögele proves. This screed has been specially developed for Vision pavers and is an ideal tool for commercial applications with multivariable width requirements, such as parking lots with multiple traffic islands and light poles, residential and city streets with storm sewers, gas and water mains, intersections on major highway, or county roads with multiple obstructions. The variability also is evidenced in the range of possible profiles: crowns, transverse slopes and berms are set once and then built perfectly from the start to the end of the paving process. High Precision Across the Full Paving Width As with every extending screed from Vögele, the VF 500 also has a particularly robust guide system. Due to its sturdy design, it features excellent stability, even if the paving width varies continually, according to the manufacturer. The L-shaped main frame is an important element in this context. On the one hand, its high rigidity prevents the screed from warping in a longitudinal or transverse direction. At the same time, it permits a controlled torsion of the screed as required for certain paving tasks. Stable guidance of the extensions is always guaranteed, despite this permitted torsion. As the guide system is mounted on the VF 500 at an outward position, the torsion of the main frame is never transferred to this guide system. A valuable practice-related feature of the front-mounted screed is the ability to move the extensions in or out at different speeds as required. Pressing the button on the operator’s ErgoPlus console briefly permits particularly precise control, e.g. along an edge. The button must be pressed and held for more rapid extension or retraction. As a result, screed width control is performed with highest precision to obtain an absolutely straight pavement edge. The powerful hydraulic system controls each extension separately, ensuring that ample power is always available to move them as required. The fact that the VF 500

can be extended absolutely symmetrically on both sides enhances variability on the job due to independence of the paving direction. Unbeatable Profile Variability A wide range of pavement profiles is possible with this front-mounted extending screed. The profile can be set independently of the extensions’ adjustment in height, ensuring the greatest degree of variability. Slopes of up to 10 percent are possible and there is no need to readjust the road profile at any time while paving. The optional berm is available in widths of 12, 18 or 24 in. (30.5, 45.7 or 61 cm). cation on string lines, give a wider range of linear detection and work better in tight areas. “The introduction of the ST-3 sonic tracker will increase productivity for users by providing smoother surface detections,” said Maas. “The smoother it can be, the faster the job will be finished.” The new slope sensor to the P32 system is designed to increase accuracy in the most challenging conditions. “This new slope sen-

sor is amazingly resistant to vibrations and provides stable operation within dynamic temperature ranges,” said Maas. A firmware upgrade to the GC35 full-color, graphical display control box provides enhanced slope accuracy data. “The cross slope value will be displayed even when the control box is set in elevation control mode on both sides, which takes the guess work out of knowing

whether the cross slope is correct. Additionally, block slope calibration protects users from accidently changing the slope sensor while the P-32 system is in operation,” said Maas. Improved Rumble Strip Cutter Provides High Productivity Wirtgen America’s new high-performance rumble strip cutter, the W 50 DCi rumbler, is a standard W 50 DCi cold milling machine with an optional rumbler attachment installed, providing high-production, high-profitability cutting of milled rumble strips in the standard, preferred 16in. (40.6 cm) width at speeds of up to 180 fpm (54.8 mpm). The W 50 DCi driving unit is Tier IV Interim-compliant. Without the rumbler installed, the deepcutting W 50 DCi cuts 8 in. drive. The rumbler drum and wheel can be mounted on either the left- or right-hand side of the W 50 DCi, with easy cutter access. The W 50 DCi rumbler cutter drive is an extension of the W 50 DCi’s standard drum drive system, using a mechanical belt drive, which has proven more efficient and reli-

able than hydraulic drive. A simple wheel/pad assembly rolls along the pavement surface to actuate the rumbler sub-frame in and out of the cut. Custom drum widths and pad sets are available. Special patterns can be achieved with special rumble wheel pads; intermittent patterns can be achieved with the available

skip line kit. For optimal cutting, W1-10/SR Rhino bits can be used. A standard, long front pointer is designed for stable, accurate correction when on the job, essential for tracking intermittent references like the pavement “drip” line or a centerline. A short pointer also is installed as a standard. Both provide a dual reference, which can give the operator a better sense of the W 50 DCi’s rumbler’s position. The Federal Highway Administration’s Technical Advisory (T 5040.35) endorses shoulder rumble strips for driver safety from run-off-road events, and maintains that milled-in strips are the best option. FHWA said milled rumble strips are superior because they have little or no effect on the integrity of the pavement structure, and produce greater noise and vibration than rolled or formed rumble strips While rumble strips can be rolled-in for freshly placed asphalt shoulders, research by the Pennsylvania Turnpike Commission found strips milled into existing shoulders to be superior to rolled-in rumble strips. Vögele’s new AB 500 and AB 600 extending screeds and their permutations have an infinitely variable single-tube telescoping system for an immense range of job applications with pave widths from 6.5 to 31 ft. (2 to 9.5 m). The screeds match with all the Super pavers featuring a basic width of 8.3 and 9.8 ft. (2.55 and 3 m). In addition, they also can be equipped with various compaction systems, including tamper technology, depending on the paver model and application. The large number of possible combinations and different compaction options open up an almost limitless range of job applications for the extending screeds. Pavement quality is further enhanced by technical innovations in the AB 500 and AB 600 which make the screeds easy to operate. These include easily and precisely adjustable hydraulic side plates, as well as hydraulic crown adjustment, which is integrated as a standard feature, and can be adjusted directly from the screed console. Wear resistance of the screed plates also has been improved, the time required to heat up the screed shortened, and the tamper geometry optimized. All these features make for better compaction and evenness, according to the manufacturer. The new screeds are distinguished by

vibration-damped middle stairs or ascent. The ascent is comfortably designed with low steps and an additional hinged step. Optimum working conditions are essential, especially for the screed operator. The new screed consoles of the Dash 3 paver generation include a number of innovative features to assist the operator. The high-contrast four-color display with screen guarantees optimum visibility from all angles. The clear menu structure with new pop-up menus and the intuitive, language-neutral symbols make operation particularly safe and simple. Both the left- and right-hand side of each screed can be controlled from each screed console. Vögele’s new screed console is specially designed for nighttime operation. To prevent operator errors, the buttons light up as soon as dusk falls or in darkness. What's more, the new high-power LED lighting gives the operator a perfect view of all processes associated with the side plate. Participants Express Concern for Rule, Employer Practices OSHA from page 1

expressed concern that the proposal would lead to an increase in the number of employers who adopt practices that discourage employees from reporting recordable injuries and illnesses. OSHA is concerned that the accuracy of the data collected under the new proposal could be compromised if employers adopt these practices. “OSHA wants to make sure that employers, employees and the public have access to the most accurate data about injuries and illnesses in their workplaces so that they can take the most appropriate steps to protect worker safety and health,” said Assistant Secretary of Labor of Occupational Safety and Health David Michaels. Therefore, OSHA is soliciting comments on whether to amend the proposed rule to: 1) require that employers inform their employ-

ees of their right to report injuries and illnesses; 2) more clearly communicate the requirement that any injury and illness reporting requirements established by the employer be reasonable and not unduly burdensome; and 3) provide OSHA an additional remedy to prohibit employers from taking adverse action against employees for reporting injuries and illnesses. Individuals interested in submitting comments may do so electronically at http://www.regulations.gov, the federal eRulemaking Portal. Comments also may be submitted via mail or fax.
