PHOENIX (AP) Phoenix’s mayor says a transportation plan that will include a sales tax increase has triumphed at the polls. Mayor Greg Stanton, who was running for re-election, claimed victory for Proposition 104 after early results from Aug. 25 voting were released, according to a report in the Arizona Republic. Stanton called the infrastructure investment a historic moment for Phoenix, and he declared it was a “great night for the future of the city.” In the results, about 55 percent (or 52,300) voted yes to the proposed increase, while about 45 percent (or 43,500) voted no. The transportation plan increases a transit sales tax that

would be used to expand the city’s light rail line and bus service, repair and build roadways and create bike lanes. The $31 billion plan would be funded by the proposed transit sales tax increase, passenger fares and federal and county funds. The transit sales tax is now 0.40 percent and would be raised to 0.70. It would mean a 30 cent increase on a $100 purchase. Transactions of more than $10,000 would be exempt. The current light-rail system runs from Mesa to central Phoenix, and plans call for an expansion across the metro area. The most heralded of the projects on the $5 Billion Mile is The Star, an estimated $219 million facility that will include an indoor stadium, underground parking garage, two outdoor practice fields and the Cowboys’ new headquarters building.

The booming town of Frisco, Texas, is making headlines for its partnership with the Dallas Cowboys and the Frisco Independent School District to build the Cowboys’ new training facility. The Star is one of numerous projects this city, 25 minutes north of downtown Dallas, has to cheer about. They’ve dubbed it the $5 Billion Mile, a one-mile stretch on the Dallas North Tollway between Warren Parkway and Lebanon Road in which $5.4 billion in capital investment has been announced or is under way, said Darcy Schroer, director of marketing of the Frisco Economic Development Corporation. When complete, the projected development statistics tally: 549 development acres; $5.4 billion in potential investment; 14,585,000 commercial sq. ft. (1,354,990 sq m); 12,900,000 office space sq. ft. Construction Nears End on Cajon Pass Project By Chuck Harvey CEG CORRESPONDENT

Construction is in the home stretch on California’s I-15 Cajon Pass Rehabilitation Project that involves freeway upgrades through the welltraveled Cajon pass in San Bernardino County. Caltrans expects the project to be completed in spring of 2016, a few months ahead of schedule. Southbound reconstruction is scheduled for completion by Thanksgiving of this year. see CAJON page 13

Launched last spring in Chicago, the “Born to Build” campaign initiated by Chicago’s Ozinga Bros. Inc., plans are already in the works to initiate a second phase of the advertising campaign. Partnered with creative agency Cultivate Studios, the goal of the campaign is to “honor and celebrate” the American construction worker and those in construction-related trades. Ozinga Bros., a fourth-generation family-owned business founded in 1928 on the south side of Chicago, a ready mix concrete producer and supplier, is currently run by five brothers and a cousin. The family is covering the cost of the campaign and is pleased with the results. “It’s a significant investment and the message has been received well and is spreading,” said Tim Ozinga, co-owner and the firm’s marketing communications director, “and we have a lot of people that we are talking to that are interested in participating with us in the next campaign. I was most surprised by the reaction on Facebook. We posted the campaign commercial on there, with some supporting promotion, and the video has been viewed over 240,000 times and it was shared and liked by thousands. “There are also a ton of com-

ments from trades people across the country affirming the message,” he added. “They felt like the campaign spoke to them directly and clearly there was an outpouring of pride, ownership, and excitement that somebody was finally telling their story.” “The family had taken a close look at the construction industry as a whole and noticed that the trade profession is commonly overlooked, discounted, and generally under-appreciated,” said Tom Donda, an associate of Motion PR. “Through the campaign, Ozinga also aims to redefine what it means to be in construction by encouraging construction workers to get the respect and recognition they deserve. These individuals make up the very foundation of the industry — they work hard, demonstrate perseverance and are singular individuals that have specialized knowledge and experience.” This a three-phase campaign: billboards placed in 16 locations throughout Chicagoland, northern Indiana and south Wisconsin in the spring until mid-summer; a 60-second ad placed on television stations throughout the area from March through May, as well as radio ads; and an ongoing social media outreach on Facebook and other venues. Marty Ozinga IV, the president of the company conceived of the idea for the campaign in 2013 and

Tim Ozinga immediately got on board. “It was something that we genuinely felt and it made a lot of sense to head in this direction,” said Tim Ozinga, “and since 2008, when the recession started, the construction industry and the trades were hit hard. There was a lot of uncertainty about the future of the industry, but the construction workers and the trades stuck it out and we’re on the move again. The campaign is a rallying cry to say ‘we realize the hard work that you do and the tough times experienced by all, and we’re excited now that we can see the end of the tunnel.’ “But it’s deeper than that,” he added. “Often times they are under-estimated or people think that being in a trade or construction is somehow less of a vocation than some other alternatives and we really wanted to challenge that and stress that these are indispensable people that we need in order to build communities and country. These are the people who build the roads and bridges we use daily, the homes and the buildings that we live and work in and the places where we go to shop and play. A lot of people take it for granted the amount of hard work that goes into mak-ing this lifestyle possible.” The commercial was produced with the support of local general contractors —footage taken at construction sites operated by Walsh

Construction and Alpine Demolition Services and with cooperation of local tradespeople at Superior Furniture Repair and Builder’s Ironworks who consented to be filmed. “There are a few other videos that came out of that — some short vignette pieces,” said Tim Ozinga. “We’ve been contacted by some trade locals and unions that really appreciate the mes-sage. We’re continuing the dialogue with them and sharing ideas.” Marty and Tim Ozinga approached Cultivate in early spring 2014. “Working with them over the last 10 years,” said Chris Pierik, Creative Director at Cultivate Studios, “we have known Ozinga to be big supporters of their workers and advocates for the American worker in general. It made perfect sense to us that they would want to celebrate tradespeople. They received the ‘Top 100 Workplaces, 2014’ award from the Chicago Tribune, so this initiative aligns perfectly with who Ozinga is. “Using Marty’s idea ‘to celebrate the construction worker,’” he continued, “we set out to craft a message that was true to the sentiment of tradespeople who have a deep attachment to their work. The beginning of the video script talks about a stigma that exists about tradespeople, the middle of the script paints the picture as to how tradespeople defy the stigma and

the end of the script is a sort of rallying cry to tradespeople to continue building our communities and country and overcoming the odds. It was important to feature real tradespeople to be authentic to who they are and we used handheld camera movements to put the viewer in the scene with the workers.” To craft the billboards, Cultivate photographed tradespeople using dramatic lighting and pose that would celebrate him/her as a hero. “By pairing the campaign message ‘You Were Born To Build’ with the photograph,” said Pierik, “we were able to convey that Ozinga understands the best tradespeople don’t get there by accident and that they understand it to be their destiny or a sort of calling. They work hard to make something of themselves and support their families, while also having an impact on our communities and our country. They are our everyday heroes who deserve to be celebrated.” The upcoming phase of the campaign, expected to be launched next spring, has Ozinga Bros. bringing in new partners and additional resources. ODOT Plans Repairs for Highway 101 Phoenix Welcomes New Deere Dealer

FLORENCE, Ore. (AP) A 17-mi. (27 km) stretch of Highway 101 north of Florence is in such bad shape the state plans to undertake a major rebuild that will cost nearly $10 million. The pavement is deeply cracked in many places, plus in spots the subsurface gravel base is likely eroded, requiring excavation and complete rebuild in those locations, said Rick Little, a spokesman of the Oregon Department of Transportation. ODOT rates the condition of the entire stretch as poor. As part of the work, the project will widen curves along the stretch, Little said. That will involve excavating the curves, laying in new gravel and then laying on pavement, he said. The work began in August and will be carried out this summer and next, causing traffic delays of up to 20 minutes. Traffic will be restricted to a single lane, and be controlled by flaggers and pilot cars. Little said modern trucks and RVs are too long for the narrow, winding

highway, so on curves the vehicles track onto the shoulders. “This highway was designed back in the 1930s, if not before. This is an old highway. The geometry of those curves in a lot of cases is not suitable for modern-length cargo loads,’’ he said. The widened curves with new, wider shoulders and better sight lines should help not only cars and trucks, but also bicyclists, Little said. ODOT is eager to get the work done. To try to extend the roadway’s life, the state several years ago put temporary asphalt paving over the wheel ruts that were worn into the road along that stretch, Little said. The state is doing the repair work in two phases. This year, the work will extend from Sutton Lake just north of Florence to the vicinity of the Sea Lion Caves. Next summer, crews will complete the rest of the stretch, up to just south of Yachats. Centerline rumble strips will be installed throughout the 17-mi. length to reduce the chance of crossover accidents. Single-lane restrictions will occur

during daytime and nighttime construction, and may occur on weekends. Rocky Mountain Construction LLC of Klamath Falls was awarded the lowbid contract of $9.6 million. Next year, also, an as-yet-unselected contractor will carry out roughly $3 million in repair work to the long, low historic retaining wall that runs on the west side of Highway 101 north of the Sea Lion Caves. The wall was built in 1931 under the federal Works Progress Administration. Over time, the wall has lost its structural integrity in several places and does not meet current standards as a safety barrier or retaining wall, ODOT said. The project will rebuild most sections of the wall with rock; other sections will be rebuilt of concrete with rock facing. The work will add shoulder width next to the wall, and also add interpretive signing, the agency said. ODOT is refining details of the project before putting it out to bid, Little said

Homes Razed for Loop 202 By Terry Tang ASSOCIATED PRESS

PHOENIX (AP) Crews knocked down the first of hundreds of Phoenix homes slated for demolition Aug. 27, marking the beginning of a long-planned freeway development. A bulldozer hired by the Arizona Department of Transportation tore through a vacant house in the suburb of Ahwatukee, reducing the single-family home with a Spanish tiled roof to a pile of brown and white rubble. ADOT spokesman Timothy Tait said it will take several months to raze the nearly 200 properties in the construction path of the new Loop 202 South Mountain Freeway. According to Tait, crews will spend two days’ of work on each house. They need to not only demolish it, but clear out the foundation, landscaping and swimming pools and lay down granite gravel. Workers spent Aug. 27 salvaging some materials from the properties. ADOT has spent the last 20 years acquiring the properties — which include homes, businesses and industrial sites — ahead of construction that will start next year. The project led to several homeowners balking at the idea of having to move. The state is still

encountering resistance from some who insist they won’t move. Tait said their reaction is “a normal part of the process’’ and that ADOT is in negotiations with these homeowners. One of those homeowners is Kenny Edwards, whose current home is 100 yards from where the first house came down. Edwards said he will continue fighting against the freeway construction but is resigned to the fact that he and his family will be moving. Several neighboring homes are already vacant, Edwards said. “You know a month or two ago, there was a family that you knew that lived there. It’s pretty disconcerting,’’ Edwards said. “It makes you realize you don’t really own the home.’’ Edwards said his family will relocate to a house from a list of options offered by ADOT. But so far, he said, none of the homes compare to the one he is giving up. The Loop 202 South Mountain Freeway is the final piece left in the Loop 202 system linking Phoenix suburbs in the west and east. It will consist of four lanes in each direction. The $1.8 billion project is expected to take four years and will start sometime in mid-2016. SAN FRANCISCO (AP) State contractors have readied plans to acquire as many as 300 farms in the California delta by eminent domain to make room for a pair of massive, still-unapproved water tunnels proposed by Gov. Jerry Brown, according to documents obtained by opponents of the tunnels. Farmers whose parcels were listed and mapped in the 160-page propertyacquisition plan expressed dismay at the advanced planning for the project, which would build 30-mi.-long tunnels in the delta formed by the San Joaquin and Sacramento rivers. “What really shocks is we’re fighting this and we’re hoping to win,’’ said Richard Elliot, who grows cherries, pears and other crops on delta land

farmed by his family since the 1860s. “To find out they’re sitting in a room figuring out this eminent domain makes it sound like they’re going to bully us ... and take what they want.’’ Officials involved in the project defended planning so far ahead regarding the tunnels. “Planning for right-of-way needs, that is the key part of your normal planning process,’’ said Roger Patterson, assistant general manager of the Metropolitan Water District of Southern California, one of the water agencies that would benefit from the twin tunnels. The district serves 17 million people in Southern California as well as large farms and businesses. Brown’s administration said re-engineering water flows of the delta — the largest estuary on the West Coast — is

essential to undoing mistakes of past water projects and to supplying water to Southern California. Brown has pushed for a massive delta makeover since his first stint as governor in the 1970s and 1980s. In May, he told critics of the tunnels to “shut up.’’ Opponents say the tunnels would jeopardize delta farming and destroy vital wildlife habitat. “If these reports are correct, then we have further confirmation that the tunnels project has been a forgone conclusion,’’ state Sen. Lois Wolk, D-Davis, who chairs a committee on the delta, said in an email. Spider Provides Floating Platform Historic Highway 1 for California Bridge Maintenance Designated the ‘Ultimate Road Trip’ Spider, a division of SafeWorks LLC, provided the suspended scaffolding solution for maintenance on a wooden suspension bridge that spans the south fork of the American River in Placerville, Calif. The seventy-five year old Mosquito Bridge is just nine ft. (2.74 m) wide and 140 ft. (42.67 m) long, but is crossed by 1,300 vehicles daily. The El Dorado County transportation bridge crew has been using Spider equipment for annual maintenance projects for several years. This summer, they turned to Spider for the replacement of the main wooden support beams that ranged from 500 to 800 lbs (226.7 to 362.8 kg) each and up to 18 ft. (5.48 m) in length. Spider provided a 20-ft. (6.09 m) wide by 24-ft. (7.31 m) long NextGen float platform, equipped with four double-lined SC1000 air hoists that yielded a total platform load rating of 8,000 lbs. (3628.73 kg). This allowed sufficient space and capacity for two workers to simultaneously dismantle an old beam below the bridge and install a new beam. Due to the narrow roadways and rugged terrain, the platform was assembled off site and rigged into place with a crane. Spider’s team provided onsite training to enable the crew to safely and efficiently operate and reposition the platform. Infrastructure Upgrades to Help Cut Water Use in San Diego By Irwin Rapoport CEG CORRESPONDENT

The ongoing drought in California has the California Department of Transportation (Caltrans) investing in infrastructure — new and upgrades — to help conserve water in the immediate and for the future. Caltrans District 11 — San Diego and Imperial County will be investing millions of dollars on projects and initiatives to conserve water, which translates into more work for general contractors and more efficient systems. “We recognize our responsibility to lead by example as drought conditions continue throughout the state,” said Edward Cartagena, Caltrans media information officer, “and are doing more than ever before to continue a consistent, downward trend in water usage along its state highway landscaping and to exceed state and local mandated requirements. Caltrans used approximately 1.07 billion gal. for the roadside landscape in 2014. “There was an approximate 25 percent savings from the 2013 usage that exceeds the governor’s 20 percent goal defined in the January 2014 emergency proclamation,” said Cartagena. “The department is setting a statewide goal for an additional 25 percent as the drought continues. The peak demand for roadside watering occurs between August and September.” Irrigation for the roadside is irrigated with sprinklers and pipe delivery systems. “Currently there is about 119 highway centerline miles that are irrigated with potable water and approximately 66 highway centerline miles irrigated with recycled water,” said Cartagena. “Water is distributed to the roadside landscape efficiently and is used by the roadside vegetation, there is no excess run-off. Caltrans does not treat or deliver water — this is done by the water purveyors. Caltrans is an end-user that carefully uses its allocated water resources.” The investment in new infrastructure by Caltrans on water infrastructure is considerable, with District 11 investing $3.4 million

in “smart controller” upgrades. “The goal is to have 100 percent smart controller capability in the next several years for all the viable irrigated landscapes in the district,” said Cartagena. “Smart controllers allow greater management of our water resources by giving maintenance the ability to manage the system remotely, use weather data to set schedules (including turning off the system during rain events) and use flow sensing that turns off water as a result of broken pipes or sprinklers. “District 11 is also expanding their recycled water infrastructure,” he added. “Currently the district has a $2.07 million project to expand the recycled water lines from state Route 52 to I-805 and in the south bay to expand the recycled water system at the I-805/905 interchange. in Sorrento Valley, the western portion of state Route 56 to I-5 and further expansion of recycled water on I-805 in the south bay.” Replacement is a must for parts of the irrigation system, with some elements being more than 40 years old. “As a result of freeway widening and highway projects,” said Cartagena, “the systems that are impacted are modernized and upgraded. In addition projects such as upgrading of our control systems to smart controller technology also include the opportunity to evaluate the irrigation delivery systems to make needed repairs, abandon system that are no longer needed, and retrofit to more efficient delivery solutions.

“The department has set a 50 percent reduction state-wide during this period of unprecedented drought,” he added. “District 11 has set a long term goal to convert 75 percent of the roadside landscape to solutions that require no supplemental irrigation once established, as well as using recycled water or non-potable sources whenever possible when irrigation is utilized.” Most of rain collection by District 11 has occurred via the result of storm water efforts. “Best management practices (BMP’s) such a bio-filtration swales, detention basins, retention basins, and structural subsurface retention systems have been a benefit to the roadside landscape by

recharging water tables,” said Cartagena, “and adding to the surface water retention in vegetated areas [is helping], as well as keeping our waterways clean. Several projects have also altered grading to capture onsite rain water in an effort of water harvesting for the roadside landscape.” In the District 11 region, Caltrans is responsible for maintaining nearly 4,000 acres of highway landscaping and while the landscaped areas provide pleasant visuals, they have a greater purpose — serving as fire brakes, preventing erosion, and acting as visual and noise barriers for adjacent residential neighborhoods. While part of the plan is to expand the planting of native and drought-tolerant plants to reduce long-term water usage and maintenance, as well using mulch and rockscape options, installing “smart” irrigation systems to optimize water usage and the use of recycled water is critical. “We took notable steps taken in recent years to reduce highway landscape water use in the region, and more options are being

explored as restrictions tighten,” said Cartagena. “These measures included upgrading irrigation controllers that are operated through a computer-based Central Control System, which has high-flow detection to identify breaks and responds with an automatic turn off; the collection of data to measure how much moisture is lost from a plant based on weather conditions; and automatic shut-down of the irrigation schedule during rainy weather. “Irrigation controllers not on central control still need to be manually turned off by maintenance crews or contractors,” he added. “Working with maintenance forces and construction contractors has allowed us to improve irrigation practices and repair irrigation breaks to minimize water loss. We also stopped irrigation of turf grasses and lawns at roadside rest areas, highway maintenance yards and truck inspection facilities.” Other initiatives saw the installation of programmed controllers to reduce irrigation and nighttime irrigation and the use of placed see CALTRANS page 20

Farmers Unwilling to Give Up Land for Water Tunnels TUNNELS from page 13

Through October, the project officially is in a period of public comment on the environmental impact of the tunnels. The U.S. Environmental Protection Agency, which opposed an earlier version of the project, also must still weigh in. Restore the Delta, a group of farmers, fishing associations, environmental groups and other opponents, released the property plan that was obtained with a request made under the state open records law. The plan targets public and private land in Sacramento, San

Joaquin, Contra Costa and Alameda counties to be acquired for the project. Under the plan, landowners would have 30 days to consider and negotiate a one-time state offer, while officials simultaneously prepare to take the land by forced sale if owners declined to sell. “Negotiations to continue in parallel with eminent domain proceedings,’’ the plan noted. Contractors also appear to call for minimal public input. “All transactions are conducted, reviewed and approved internally by DCE staff and managers to

maintain control and avoid unnecessary delays to schedule,’’ the property plan outlines. “DCE shall seek to minimize external review and approval requirements.’’ DCE is short for Delta Conveyance Facilities Design and Construction Enterprise, a privatecontractor group embedded within the state Department of Water Resources to work on the proposed tunnels. In a June interview, Neil Gould, an attorney of the Department of Water Resources, said planning for the proposed tunnels was no more than 10 percent complete and had

focused on assessing the environmental impact. Asked if planning the process of eminent domain was warranted as part of the project’s environmental review, Department of Water Resources spokeswoman Nancy Vogel said in an email, “identification of properties that may be within the project area is necessary ... as DWR needs to estimate the proposed project’s potential impacts to those properties.’’ Public water agencies paid for the property acquisition plan, Vogel said. Those include water agencies in the San Francisco Bay

Area and Central California, as well as Southern California, she said. Patterson, of the Metropolitan Water District, said the latest revisions to the overall tunnels project laid out using more public land and less private land. RENO, Nev. (AP) A California company has broken ground on a $30-million battery recycling plant in Nevada that federal officials say will be the first of its kind in the world. AquaMetals is building the plant at the Tahoe Reno Industrial Center east of Reno where Tesla Motors is building its electric battery factory. The U.S Department of Agriculture guaranteed a $10-million business loan for the Oakland-based company to complete the world’s first commercial-scale electro-chemical lead battery and recycling plant. AquaMetals officials say the technology they call “AquaRefining” is more efficient and environmentally friendly than traditional recycling. USDA Rural Development spokeswoman Kelly Clark told the Reno Gazette-Journal it uses a new, water-based process to remove the lead instead of smelters that create toxic waste. Versatile RT1200 Delivers Powerful Digging Performance The Toro RT1200 offers a number of features to meet the needs of utility contractors. Built on a tool carrier chassis, its design allows contractors to select from tracks or tires and a variety of attachments — including a backhoe, 6-way backfill blade, rocksaw, vibratory plow, reel carrier and the Toro-exclusive heavy-duty (HD) trencher drive. The Toro HD trencher drive consists of three major components — a flywheel, torsion shaft and planetary gearset. The flywheel stores inertial energy, ensures efficient hydraulic system operation and keeps the chain consistently running in tough digging conditions, the torsion shaft absorbs shock loads, and the planetary gearset multiplies the hydrostatic motor torque for added digging power. Added up, the HD trencher drive technology ensures consistent, powerful trenching performance in the most demanding digging conditions. Trenching is not the only tough task where the RT1200 excels. Vermeer Introduces Second HDD in Its New S3 Series With operator needs at the forefront of design and engineering, Vermeer has introduced a horizontal directional drill with improved power and reliability for the increasingly demanding projects contractors face. The D20x22 S3 Navigator HDD was designed from the voice of contractors who desire a small footprint machine yet one that is able to increase productivity when working in urban or tight job sites. “Compared to its predecessor, the D16x20 Series II, Vermeer added power and improved precision control for those customers who work mainly in fiber/telecom and gas service installation,” said Jon Kuyers, global product manager of underground business at Vermeer. “We listened to our customers and developed a machine to help them be more productive.” The D20x22 S3 features 19,550 lbs. (8,875.7 kg) of thrust/pullback with 2,250 ft.-lb. (3,050.6 Nm) of torque. The 74-hp (55 kW) Deutz engine is capable of 12 percent greater power compared to its predecessor, the D16x20 Series II. All new models that feature the S3 label are Tier IV Final (Stage IV) emission compliant in North America and Europe. Units sold in lesser regulated countries

will have Tier IV Interim engines. The D20x22 S3 features a new hydraulic system design with enhanced rotation, thrust and tracking performance over its predecessor, the D16x20 Series II Navigator HDD. The hydraulics increases the system efficiency, allowing better use of engine horsepower and helping to increase the drill’s productivity. Rotational speed and thrust speed surpass comparable drills in the market. The D20x22 S3 has a faster carriage speed, which can lead to an increase in the amount of product installed per minute. The 167 ft. (50.9 m) per minute now exceeds competitive models in the same class. Tracking power and speed has increased as well; improving the drill’s ability to make sharper turns, climb slopes and track up to 3.3 mph (5.3 kmh) to travel to various job sites in less time than previous models, according to the manufacturer. Operator comfort remained an area of focus, most notably through sound reduction. The noise level output from the drill has been reduced, which not only lessens operator fatigue but is also more pleasing to neighborhoods. The D20x22 S3 has been upgraded to

the common control system currently used on larger drills. The system features a digital display and improved onboard diagnostics, which allow operators to customize the available drill information. The system design uses less wiring and fuses for greater reliability. All S3 Navigator drills will have the new common control configuration, benefiting drill operators with the ability to operate a variety of drills and helping to lessen the time needed for training. The D20x22 S3 joins the current D20x22 Series II Navigator HDD. The drills offer differing horsepower levels, and the Series II model offers flexibility for contractors installing pipe larger than 4 in. (10.2 cm). The D20x22 S3 marks the next step in the process of introducing drills to satisfy a variety of operators and job site demands. and construction vehicles and building structures in sandboxes with shovels and buckets. “Somehow that notion is challenged and that being involved in construction is not a good vocation,” said Tim. “This stigma exists and it has to be challenged. This was driven home to us by our annual ‘Touch a Truck’ events where the kids of our employees can come into our yard and touch a concrete mixer and go for a ride in one, and get a chance to dig in the sand with real construction vehicles. We have one every Father’s Day so that the children can see what their parents do. “This gives them a real feel for what it is like to be in the construction and building industry,” he added, “and you can see that sense of excitement in the faces of the little girls and boys. We also participate in a lot of community events that are organized through park districts.”

Many note that many parents place an emphasis on their children attending university and not considering the trades as a viable option and that education authorities and bodies at various levels do not place enough resources into promoting the trades. “We’ve worked with some of the trade schools in the past and we’re hoping to pull some of them in with the upcoming campaign,” said Tim Ozinga. “It’s a message that needs to be put forward and it’s not being pursued enough today. There are a lot of great paying jobs with benefits that our company and the industry-at-large are having a hard time filling. We’re facing a skills gap and the work force in construction and the trades is aging, and many younger people are not seeing this as good opportunity.” Tim Ozinga and his brothers have a lot of experience in the construction industry due to their parents insisting that they understand the industry from the bottom up.

“We all had to go through the ringer to get where we are at today,” he said, “and it has given us an extensive insight into the industry and the people in it. This campaign has been a first for us and I would venture to say that this is a first time that any ready mix concrete producer has ever done anything like this.” He added that many construction and trades people who commented on the commercial also come from families that have had several generations in the trades, which demonstrates that skills and experiences are being shared and passed down, that children and grandchildren have access to good jobs. This also includes several Ozinga employees. Tim Ozinga is hoping that this Chicago initiative can be replicated across the country. and 43,772 potential new jobs. Frisco is ranked one of the top-three, fastest-growing communities in the nation, according to Thomas Land & Development LLC. Its population of 141,000 has seen 300percent growth since 2000. “Frisco is very unique,” said Stan Thomas, developer of the coming Wade Park. “They don’t want just development. They want quality that is laced together with amenities. They realize what the future needs to be.” Stephen Jones, executive vice president and COO of the Dallas Cowboys, also had high praise for the city. “Frisco is a city where they think big and they act bold,” Jones said. “They have a vision and they act on it. You knew right away we were on the same page. Their vision of what this project will be has changed very little. I give them tremendous credit for thinking outside of the box. It gives us great comfort to do business with people who think like this.” The most heralded of the projects on the $5 Billion Mile is The Star, an estimated $219 million facility that will include an indoor stadium, underground parking garage, two outdoor practice fields and the Cowboys’ new headquarters building. It’s scheduled to open in June 2016. “The big question is are we still on schedule for the fall 2016 opening?” said Mayor Maher Maso at a recent press conference. “Yes. We have 575 folks working seven days a week. Clearly this is important to the Cowboys. This is the midway point. This is about half the size of the original stadium. It’s a fairly major complex. There are seven cranes still on site.” Frisco Assistant City Manager Ron Patterson said the first truss to support the roof of the indoor stadium is in place and fully installed. “We have 11 more to go so there will be a total of 12,” Patterson said. “And that will be happening over the next couple months.” Wade Park Just one exit north on the Tollway, construction is under way on Wade Park, a 175acre, mixed-use site that is said to bring “the big-city lifestyle” to Frisco. Crews broke ground in 2014 and vertical construction is set to begin this summer. Scheduled to open in spring 2017, the $1.6 billion development will feature 600,000 sq. ft. (55,741 sq m) of specialty retail anchored by a 45,000 sq. ft. (41,806 sq m) Whole Foods Market, plus premier entertainment venues, including iPic Theaters and Pinstripes Bowling. It also will feature luxury hotels, up to 6 million sq. ft. (557,418 sq m) of commercial office space, luxury apartments, condominiums and single-family residences. Frisco Station Construction crews are expected to begin moving dirt later this year on Frisco Station, a 242-acre, mixed-use development from The Rudman Partnership, Hillwood Properties and VanTrust Real Estate. The proposed development is located to the west of the Dallas North Tollway and will feature office, multifamily, residential, retail, restaurant and medical facilities. The master plan includes more than 4 million sq. ft. (37,161 sq m) for office and corporate campuses and 2,400 multi-family residential homes. “The designs have not been completely developed,” said Jason Meyer, spokesman of the project. “But Hillwood has a long-standing commitment to sustainable design. The bigger thing about Frisco Station is the incorporation of features such as bike trails and charging stations. There is a real embrace of technology within the development, incorporating features on-site to create a better, healthier positive lifestyle. “It’s going to be a very unique project for Frisco. What also makes Frisco Station stand out will be its location surrounding The Star complex and the arterials in the infrastructure are all going to be coordinated together. There will be an ease of transition within the projects.” The Gate The fourth project in the $5 Billion Mile is The Gate, offered by the Dubai-based Invest Group Overseas (IGO). This mixed-use development is to be located on nearly 41 acres at the northwest corner of the Dallas North Tollway and future John Hickman Parkway. “True to its name, The Gate is conceived to be a gateway to the bustling corridor along the Dallas North Tollway in Frisco,” said Anaz Kozbari, CEO of Invest Group Overseas, according to Frisco’s EDC Web site. “The development will offer a refreshing take on the live, work, play environment in one of America’s fastest growing cities. When completed, it is poised to be a hub of opportunity for the businesses and residents who will make The Gate their address of choice.” The $700 million development will feature high-rise, condominium-style residences, a boutique hotel, office space and destination retail and dining experiences, all located within a walkable environment. The total square footage of all the projects is anticipated to result in more than 2.3 million sq. ft. (213,676 sq m) of new construction in Frisco. Precision Asphalt Paving: Best Practices for Compaction This article is the third of a four-part series on paving provided by Volvo Construction Equipment Successful asphalt paving projects don’t happen by accident. They are the result of careful planning and proper preparation. From proper paver setup to achieving optimum mat temperature and conducting the rolling pattern at just the right time — each step in the process will affect the next. And attention to detail throughout the process can mean the difference between getting a bonus and being delayed. In the previous installments, best practices for paver setup and laying a quality mat have been addressed. After the mat has been laid, proper compaction is key to ensuring the longevity of the road. The pavement must be able to cope with unexpected loads, heavy traffic flow and, depending on location, wear and tear from harsh winter weather. Following these compaction best practices will preserve asphalt integrity, and delay the need for road maintenance and repairs.

factor. Mat depth, or thickness, is established by a project engineer who determines the estimated usage and traffic volume for the intended pavement. It is initially part of the paving crew’s responsibility to set the correct angle of attack, but compaction plays a role in the “finished” mat thickness. “There’s a 20 to 25 percent rule of thumb when it comes to compacting the right thickness,” said Tomlinson. “So if you want a 2inch mat, the paver would lay a 2-and-a-halfinch mat. The roller would compact it, and the finished mat is 2 inches thick.” The Future of Intelligent Compaction Topics surrounding intelligent compaction (IC) have gained momentum in the industry over the last decade, and for good reason. IC technology allows for better record-keeping, increased compaction uniformity, automation and increased productivity for road crews. Also, IC technology ultimately saves time on the job site, since it eliminates the need to take physical samples to determine mat stiffness — this measurement is continually recorded and monitored with an IC system. However, previous IC systems were missing a large piece of data that is critical to the integrity of the finished road, and more accurate measurement than mat stiffness alone — an exact density measurement. Density Direct from Volvo Construction Equipment — which will launch fall of 2015 — provides this critical component to the operator through an Android-based touch-screen monitor, similar to that of a smartphone. The Density Direct interface displays a map with color-coded density readings in addition to the numerical reading for density, the number of passes and temperature. When fully calibrated, the density calculations have been shown to be accurate to within 1.5 percent of the measured value of core samples. The ability to have such an accurate density reading is crucial for several reasons. Density Direct reduces the need for core sampling and improves productivity and quality, as operators receive real-time density calculations covering 100 percent of the compacted mat, versus the traditional option of nuclear gauge testing, which is more timeconsuming and provides only “spot-check” results.

Compaction Compaction is an essential part of the road construction process. Without proper compaction or densification, the finished roadway will not provide the sufficient level of support needed for structures or traffic loads, and eventually a breakdown of material will occur. There are three key factors that contribute to quality compaction: • Mat temperature • Mat depth or thickness • Compactor rolling pattern

Mat Temperature The first rule of compaction is to monitor mat temperature. Compaction must be accomplished while the mix has enough fluidity to allow aggregate particle movement in order to remove voids and excess air in the pavement structure. In some instances, the time available for compaction can be as limited as 10 minutes. “The key is to not let the mat temperature get too low because then you can’t work with it,” said Wayne Tomlinson, compaction training specialist, Volvo Construction Equipment. “The roller operator needs to get on the mat as soon as safely possible after it is laid.” The cooling of HMA is predictable and can be anticipated based on prior experience and current ambient conditions. A compactor operator should keep notes on projects and different types of materials to determine best temperatures. “When you find a temperature zone that gets your best density and smoothness, that’s the zone you need to work in all day,” said Tomlinson.

Hollywood Stuntman Joins the Fun at WCA’s Perris Auction

CA held a sale Aug. 20 in Perris, Calif.

Hollywood stuntman George Sack dabbles in used equipment and was on hand for the WCA Auction in Perris. Sack specializes in jackknifing stunts and performed regularly on the TV series BJ and the Bear, as well as numerous motion pictures. He was later found behind the wheel of a bucket loader as it was paraded before the bidders.

Hue Huynh of Yen Yen Enterprises in Midway City, Calif., was interested in the Deere 318D skid steer. Jose Alvarez (L) and Paul Hawthorne of Toolshed Equipment Rental in Escondido, Calif., were on hand to bid on the Cat 735 articulated dump truck.

Buyers Luck Out in Las Vegas at Ritchie Bros. Auction More than 1,500 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar, unreserved, public equipment auction in Las Vegas, on Aug. 28. Bidders came from 36 countries, including 48 U.S. states. Approximately 80 percent of the equipment was sold to out-of-state buyers, from as far away as Peru and Pakistan. Online bidders pur-

chased approximately 60 percent of the equipment sold (by dollar value). More than 600 equipment items and trucks were sold in the auction, including excavators, loader backhoes, truck tractors, trailers and more. The Cat/LoDril drew the attention of many bidders, including (L-R) Rulon Harper, Cody Mitchel and Brayden Harper of Harper Precast, Salt Lake City, Utah.

Carlos Pichardo of CPH Recycling, San Diego, put the Cat 325B through its paces before bidding.

Ivan Bernal of Becho Inc., in Las Vegas, was bidding on a Cat 245 with LoDril foundation rotary drill rig. Mark Jaskolski of Vegas Equipment took a long, hard look at the Grove crane before later bidding on it.

Mini-excavators were on the wish list of Ryan Koning of Beacon Southwest in Las Vegas. The John Deere 27D had his attention.

Paul Moreno was the successful bidder on this Bobcat skid steer. Moreno operates Inland Empire Equipment in Fontana, Calif.

Ryan (L) and Tim Washburn of Charger Construction, in Henderson, Nev., were looking for a skid steer and the JD8875 caught their eye.

Jim Mitchell of J&H Services Inc., Albuquerque, N.M., was able to buy this John Deere 420D backhoe loader.
