Yearly Spending Continues Growth Despite July Dip Construction spending in July maintained consistent year-over-year growth despite a pullback from the June peak, according to an analysis of new federal data released Sept. 4 by the Associated General Contractors of America. Association officials said they expect the disparity between private and public construction to persist unless Washington acts to fix infrastructure funding challenges and pass long-delayed measures. “The July spending numbers send a very mixed message,” said Ken Simonson, the association’s chief economist. “Construction of new homes, apartments and most private nonresidential structures appears to be driving gains in construction activity even as the public sector continues to drag on broader sector growth.” Simonson noted that total construction spending declined 0.9 percent for the month but climbed 9.3 percent from July 2011 to July 2012 as well as for the first seven months of 2012 combined, compared with the same period in 2011. Private residential spending dropped 1.6 percent for the month but was 19 percent higher than in July 2011. Private nonresidential construction slumped 0.9 percent for the month but grew 12 percent yearover-year. Public construction slid further, edging see GROWTH page 10

Equipment Lease Finance Industry Confidence Neutral The Equipment Leasing & Finance Foundation (the Foundation) released the August 2012 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI). Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $628 billion equipment finance sector. Overall, confidence in the equipment finance market is 50.2, down from the July index of 51.5, reflecting ongoing industry con-

cerns over economic, regulatory and political uncertainty. When asked about the outlook for the future, MCI survey respondent John McQueen, executive vice president and head of Wells Fargo Equipment Finance, said, “My long term view of the equipment finance industry is strong; the shorter term view of the U.S. economy and worldwide economy is volatile. The U.S. economic growth rate and the stability for the economy will continue to slow business investment.”

August 2012 Survey Results The overall MCI-EFI is 50.2, down from the July index of 51.5. • When asked to assess their business conditions over the next four months, 6.3 percent of executives responding said they believe business conditions will improve over the next four months, down slightly from 6.5 percent in July. 78.1 percent of respondents believe business conditions will remain the same over the next four months, up from 71 percent in July. 15.6 percent believe business conditions will see LEASE page 10

The National Mall in Washington, D.C., reportedly has more than 30 million visitors each year, which is more than Yellowstone, Yosemite, and Grand Canyon National Parks combined — and according to the Trust for the National Mall, this has resulted in disrepair. “The park is home to some of our nation’s most recognizable monuments, memorials, and important events …” the group’s Web site states. “It serves as a symbol of our democracy and provides every American and international visitor a chance to connect with our country’s history and heroes. The Trust is dedicated to restoring and improving this important space.” It has been 30 years since the National Mall’s last major renovation, and the National Park Service estimates the cost of the current restoration will be approximately $400 million. A portion of the overall project involves restoring the mall lawn and making other improvements between 3rd and 7th Street. The work includes the installation of engineered soil medium to resist soil compaction, durable turf varieties, and granite edging. New sustainable systems to improve

soil drainage and collect stormwater for irrigation will reduce the use of potable water and help improve regional water quality. The contract work is to be completed by December 2012. Soil screening for the job is being done by Stancill Contracting Inc. of Perryville, Md. “This is a unique project for us because of the high profile nature of the National Mall, the project’s proximity to the inauguration, and the opportunity to be a part of our national history,” company owner Emlyn Stancill said. “So much happens on the National Mall.” Stancills began screening soil at the Mall in February. “Our work includes the screening and blending of the soil on the first three panels of the Mall closest to the Capital building,” Stancill said. “In the spirit of conservation, the existing soil was excavated by Valley Crest Landscape Development Corporation and was screened by Stancill Contracting Inc. [my business] in collaboration with Stancills Inc. [my family business]. We will be creating an engineered soil medium by blending the screened soil with compost and sand to create a soil that will resist compaction and support the durable turf varieties that will be selected for the Mall.” Inclement weather has been the biggest see MALL page 14

down 0.4 percent in July and 0.7 percent year-over-year. The single-family segment rose for the fourth straight month, by 1.5 percent from June and 19 percent from July 2011. New multifamily construction climbed 2.8 percent in July and 45 percent from a year earlier. The only reason residential spending decreased for the month was an apparent 5.5 percent drop in improvements, but initial estimates for improvements are often substantially revised, the construction economist noted. Power and energy construction — the largest private nonresidential type — fell for the fifth month in a row in July, by 1.4 percent compared with June, but the total still rose 21 percent from a year ago, due in part to oil and gas activity. Simonson said he expected demand for power and energy construction to stabilize and probably expand. He added that he was optimistic that manufacturing construction, which shrank 2.1 percent for the month but was 17 percent higher than in July 2011, will resume growing in the coming months. Public construction, which is dominated

by highway and educational construction, remains plagued by budget woes, especially for local governments and school districts, Simonson remarked. He noted that highway and street construction spending inched down 0.3 percent in July but was up 5.2 percent over 12 months, while educational construction spending decreased 0.6 percent and 5.0 percent respectively. Other public segments dipped 0.2 percent for the month and 0.8 percent year-over-year. Association officials said public construction growth will remain a drag on the industry unless lawmakers enact long-delayed measures for essential water, wastewater and other infrastructure projects. They added that Washington officials also need to address chronic funding imbalances for a host of infrastructure programs. “The success of the newly built flood-control structures in protecting New Orleans from Hurricane Isaac is a good reminder of the wisdom and value of infrastructure investments,” said Stephen E. Deciding how to tackle the landscaping jobs ahead of you, no matter what time of year, can be tough. Several types of rake attachments are available and, depending on your job requirements, each offers specific benefits. Finding the right rake attachment for your needs can increase your productivity, allowing you to move on to your next job quicker — ultimately increasing your profit. Site Cleanup When starting a landscape project, you first need to create manageable soil if it isn’t already present. Grader rake attachments feature strong, evenly spaced tines designed to separate debris for site cleanup and scarify and level compacted soils. Grader rakes are best for applications that require the clearing of coarse materials such as sticks, bricks, rocks and roots on a job site. It is not recommended for preparing soil for grass seeding

because its tines create long striations that allow seed to fall too far into the ground, creating stripes in a lawn, a landscaping faux pas. Grader rakes can typically be adjusted to better suit specific tasks. For instance, using the attachment for rough leveling or scarification may require a different rake angle or attachment to the wheel arm than if you are using it to push large quantities of loose material. Read your operator’s manual for the proper positioning for each task. Soil Preparation Once you’ve cleared away excess debris from your job site and have it leveled to the appropriate grade, you can begin preparing your soil for seeding. Auto rakes utilize a bucket with either a rake chain or a bar with teeth on it to remove smaller rocks and debris from loose soil and sift the surface layer of the soil to effectively groom and finish it for seed or sod. rake can collect, transport and dump debris quickly and easily. Before using an auto rake attachment, be sure that the area is free of all boulders larger than roughly 6 in. in diameter, logs and large tree branches, wire, lumber and any other item that is too large for the bucket or could get wrapped around the rake chain. It also is important to make sure that the soil is relatively loose and that any compacted areas have been tilled with another piece of equipment to a depth of 2 in. or deeper. Attempting to pick up large debris with an auto rake attachment or using it to till compacted soil is not recommended and could severely damage the attachment. The Triple Threat A preparator rake attachment can be your best friend in soil preparation. This one attachment combines the cleanup, rock removal and soil preparation capabilities of the grader rake and auto rake into one easy-to-maneuver rake attachment. Its rotating bi-directional drum carries rocks and debris into the perforated bucket, which efficiently sifts dirt to till and fluff the ground as it grooms the soil. Use a preparator rake for the following tasks without switching between attachments: • Rock Collection — Collect large rocks and debris resting on the soil surface. • Foliage Removal — Uproot and collect foliage that is growing or has been growing on the soil surface. • Soil Tillage — Till the soil to create a looser soil condition. • Roughing — Rake rocks, debris and foliage, scarify and

fill depressions in tilled or untilled soil. Each time your soil conditions or the task you are performing changes, you may need to reposition your preparator rake’s skid shoes to achieve the best results. For foliage collection and work on very loose soil, rotor teeth should be positioned just above the skid shoes. When using the attachment to uproot foliage or till hard soil, rotor teeth should be positioned about 2 in. below the skid shoes. Consult your operator’s manual for exact placement of skid shoes. Most Versatile Rake Attachment Around If you’re in charge of a landscaping project from start to finish, a power rake attachment can help you increase productivity and profitability. Power rakes combine four attachments into one, allowing you to grade, level, rake, remove debris and prepare bare ground for seed or sod. Power rakes also can be used to dethatch and remove old lawns and weeds for lawn renovations. Power rake attachments are equipped with rollers that have a specially shaped carbide tooth design and pattern that releases the optimal amount of moisture from the soil, creating the perfect seedbed. Its rugged barrier adjusts so the operator can choose the amount of material left in the seedbed depending on the soil moisture conditions — allowing for faster drying in wet and muddy conditions. The barrier’s flexibility makes it possible for material such as roots and large tree limbs to pass through the attachment without compromising or stressing the attachment. The combination of this barrier and the attachment’s end plates lets you control, deflect and direct materials similar to how a plow moves snow. However, she is optimistic that the screening and blending of the soil will be completed on schedule. “The weather affects the soil characteristics, making it very gummy and cohesive; less than ideal for screening and blending,” she said. “On the bright side, one of the wonderful things about this project is what a pleasure it has been to work with Valley Crest and Clark Construction [the prime contractor]. Both companies have been collaboration-focused, and those relationships, which could have been a major challenge, have been a benefit.” Valley Crest Landscape Development is the major subcontractor for the project. The business is a national landscape development company working on projects all over the country, including several more in the Washington, D.C., area. One of those projects is a new headquarters for the Coast Guard, a job that Stancills also is providing materials for. Equipment for the National Mall job includes a portable blending plant that was designed and built by Stancills for use on the site. It has the capability of blending up to three components at a time. In addition, a Sandvik QA 40 is being used to screen and do additional blending, and a Komatsu WA 500 feeds the plant. Valley Crest estimates that Stancills will be making approximately 11,500 cu. yds. Kenworth Adds ISX12 G to Line of Natural Gas Engines Kenworth Truck Co. is expanding its line of green products by offering the Cummins Westport ISX12 G heavy duty natural gas engine for use in regional haul, vocational and refuse markets. This new engine requires a single fuel source and can run on either compressed (CNG) or liquefied (LNG) natural gas. The ISX12 G will be available with the Kenworth T660, Kenworth T800, Kenworth T800 short hood and the Kenworth W900S. The ISX12 G will come with a range of ratings to 400 hp (298 kW) and 1,450 ft.-lbs. of torque, optional engine brake and manual and automatic transmission capability to meet customer needs. “Kenworth continues to work closely with Cummins Westport in the development and testing of this engine to ensure we can offer customers an engine platform that works well with Kenworth chassis,” said Michelle Harry, Kenworth natural gas vehicle marketing manager. “This partnership allows us to provide trucks that offer excellent, low-emission solutions combined with outstanding efficiency, horsepower and torque.” “The ISX12 G will really complete Kenworth’s line of factory-installed natural gas engines, which includes the 15liter Westport HD and the 8.9-liter Cummins Westport ISL G,” added Andy Douglas, Kenworth national sales manager of specialty markets. “The ISX12 G is a perfect size for the

operational needs of those regional and refuse haulers that require a little more power and torque than offered by the ISL G, but that don’t need as much as provided by the HD. “We think the ISX12 G really opens the door for many operators in regional, refuse and pick up and delivery applications to consider natural-gas powered engines as a viable choice for an engine platform,” Douglas said. The Cummins Westport ISX12 G engine operates on either compressed natural gas or liquefied natural gas, both of which are cost effective, low carbon and low emissions fuels. The natural gas engine uses a maintenance-free, three-way catalyst and does not require a diesel exhaust fluid (DEF) tank, diesel particulate filter (DPF) or selective catalytic reduction (SCR) technology. With more natural gas fueling facilities opening across the United States and Canada, particularly along well-traveled corridors, and with more North American production coming on line in the months and years to come, Douglas expects natural gas to become an even much more readily accessible fuel. Already some operators are realizing

significant fuel cost savings based on the current price of natural gas and diesel fuel, allowing them to recoup most or all of the additional cost associated with the natural gas engine platform through fuel savings. “With the right spec’ing choices, many operators have the potential to realize significant reductions in emissions and fuel costs, particularly if they’re replacing trucks with older diesel engines with Kenworth trucks powered by the ISX12 G,” he said. Douglas said environmental stewardship, which can be an important factor for truck operators in attracting new business, provides another reason why the ISX12 G promises to be a popular choice. The engine will allow truck operators to meet current and future environmental regulations more easily. When the ISX12 G is launched next year, Cummins Westport expects it to be certified to meet the U.S. Environmental Protection Agency and California Air Resources Board emission standards of 0.20 g/bhp-hr NOx and 0.01 g/bhp-hr PM. The engine is expected to be capable of meeting EURO VI and pending U.S. greenhouse gas and fuel economy regulations, he added.

Ideal for dry van, refrigerated, liquid and dry bulk haul, and flatbed operations, Super Econodyne is available on all MACK Pinnacle models, a Class 8 commercial vehicle already known as a fuel-efficiency leader among on-highway trucks. With the addition of Super Econodyne, rated up to 88,000 lbs. GCWR, the aerodynamic Pinnacle offers even greater operating benefits while maintaining driver satisfaction. Contributing to the fuel-efficiency improvement is the Super Econodyne’s “down speed” feature. Super Econodyne is engineered to “down speed” more than 200 rpm at a highway speed of 65 mph, cruising at 1,160 rpm versus 1,380 rpm. The C125 axles have a 2.66:1 ratio. All powertrain components communicate with each other via Mack software. “It’s the ultimate in complete powertrain integration,” McKenna said. “The engine seamlessly communicates with the transmission, which seamlessly communicates with the vehicle, resulting in instantaneous decisions. Add the Mack C125 drive axle, and we’re talking about fuel-efficiency benefits never before realized in a powertrain system.” Key to the fuel efficiency delivered with the Super Econodyne powertrain package is the Mack mDRIVE transmission. The 12speed automated manual has no clutch pedal, and the gearshift is operated by an intelligent shift pad module and managed by sophisticated electronics. mDRIVE continuously monitors changes in grade (both up and down), vehicle speed, throttle position, acceleration, torque demand and combined vehicle weight. Terex Unveils TA400 Generation 9 Articulated Truck Designed to work on job sites ranging from sand and gravel quarries to coal mines and road construction projects, the new Terex TA400 Generation 9 articulated truck is designed to keep productivity levels high, fuel consumption low and cycle times short. Boasting a 444 hp (331 kW) Tier IV interim compliant Scania DC13 engine, the TA400 has a maximum payload of 41.9 tons (38 t) and a heaped capacity of 30.3 cu. yd. (23.3 cu m). With an emissions-compliant engine offering maximum torque of 1,548 ft.-lb. (2,100 Nm) at 1,350 rpm, coupled to a fully automatic Allison transmission through a two-speed drop box, the new TA400 provides both enhanced rim-pull and highspeed capabilities. The new Generation 9 TA400 is equipped with dual retarder systems, a transmission retarder and exhaust brake, giving operators increased control in loaded, downhill hauls. Engineered with a permanent all-wheel-drive (6x6) driveline and equalizing rear suspension, the new TA400 also offers increased traction capabilities. A four-bar trailing arm suspension system contributes to this new Terex truck’s ride quality, allowing operators to travel faster and more comfortably on difficult terrain, according to the manufacturer.

The electronicassisted hood raise and the fully tilting cab simplify access to major components and ground level service points, which further reduces downtime. Low cost of ownership also is a key feature of this Terex Generation 9 articulated hauler. It is equipped with oil-cooled, wet disc brakes on all six wheels that provide extended brake component life, reduced service intervals and operating costs and improved overall braking performance. With its dual retarding systems, the new TA400 does not induce break wear when retarding. The new TA400 is equipped with com-

puterized systems that communicate to each other through a CAN-bus system which helps ensure that the truck is running at peak efficiency. With this communication system, truck data can be optionally transmitted via satellite to almost any location. The cab of the new Terex TA400 Generation 9 truck boasts many features,
