Smack dab in the middle of central Texas lies Blanco County, which is in the state’s Hill Country. With its picturesque rugged hills and granite and limestone outcroppings, the county is west of Austin and north of San Antonio. The county is traversed by two significant rivers, the Blanco River and the Pedernales River, and two major highways, U.S. Highway 290 and U.S. Highway 281. There is a 15-mi. (24 km) stretch of U.S. Highway 281 that the Texas Department of Transportation (TxDOT) identified for significant maintenance. The target stretch of U.S. 281 connects Marble Falls and Johnson City with approximately
9,000 vehicles traveling this part of road daily. It also serves as a northsouth connection between San Antonio and Lampasas. The project section of highway had last received a seal coat surface treatment in 2002. There was a substantial amount of cracking in the existing pavement surface. TxDOT determined that it was time to perform preventative maintenance on U.S. 281 before moisture could get into the base material and cause even further damage, thereby requiring more extensive rehabilitation work. Clark Construction, based in San Antonio, Texas, won the bid for repairing and resurfacing the

LOS ANGELES (AP) Poorly maintained highways and major roads cost Californians an extra $44 billion each year in repairs, accidents and time and fuel burned in traffic, according to a report issued Sept. 11 by a transportation advocacy group. The formula estimating the cost is far from exact, and the report’s authors hope it will spur greater transportation spending.

WASHINGTON (AP) Safety regulators have quietly placed two extra conditions on construction of TransCanada Corp.’s Keystone XL oil pipeline after learning of potentially dangerous construction defects involving the southern leg of the Canada-toTexas project. The defects — high rates of bad welds, dented pipe and damaged pipeline coating — have been fixed. But the federal Pipeline and Hazardous Materials Safety Administration wants to make sure similar problems don’t occur during construction of the pipeline’s controversial northern seg-
ment, which is on hold pending a decision by the Obama administration. One condition requires TransCanada to hire a third-party contractor chosen by the pipeline safety agency to monitor the construction and make reports to the safety administration on whether the work is sound. The second requires TransCanada to adopt a quality management program to ensure “this pipeline is — from the beginning — built to the highest standards by both Keystone personnel and its many contractors.’’ The conditions are buried near the end of the 26 appendices in a voluminous environmental impact statement on Keystone XL released by the State see KEYSTONE page 24

Texas Contractor Chooses Slide Rail System for Tank Install By James McCray

Goodson Service Company, headquartered in Midland, Texas, recently installed three large underground storage tanks as part of the construction of a new diesel gas pump island at an Alon Truck Stop in Harrold, Texas. Two of the tanks were 40,000 gal. (151,416 L) diesel gas tanks; while the third was an 8,000 gal. (30,283 L) DEF Tank. The new diesel island is part of an overall project for Southwest Convenience Stores that included the removal of an old truck diesel island as part of an overall upgrade of the Alon Truck Stop. The May through August 2014 project was certainly not the first time Goodson has installed gas tanks at a truck stop. However, this was the first time that Goodson encountered ground conditions that gave them pause as to the safety of the excavation and the potential for cave-in. The mix of red clay and gray sandstone was very dry and would continually shear off the sides of the excavation into the working pit. For the first time in its 19 years of business, Goodson needed to consider a shoring system to keep its workers safe in the excavation. To that end, Goodson’s Project Foreman Buck Dempsey began searching for a nearby shoring rental company who could help them choose the best shoring system for their specific project and deliver the equipment on time and within budget. At the recommendation of another excavation company, Goodson contacted Efficiency Shoring & Supply’s North Texas Branch in Ft. Sitka, Alaska, Roof Project Raises Echo of 1804 Battle By Shannon Haugland DAILY SITKA SENTINEL
SITKA, Alaska (AP) Roofing volunteers or amateur archaeologists? The workers on the Hames Center reroofing project thought of themselves as both after finding about 20 rusty iron balls, about one inch in diameter, mixed in with the riverrun gravel weighting down the old roofing system. The layer of smooth pebbles that was an integral part of the flat portion of the athletic center’s roof when it was built in the 1980s is being removed as part of the roof renovation now under way. After the workers noticed the metal balls mixed in with the gravel they began speculating on their origin. The theory now being investigated is that the balls were grapeshot or canister shot fired by cannons in the 1804 Battle of Sitka, and had remained on the bottom of Indian River the next century and a half, until the gravel was dredged out for construction projects Both grapeshot and canister shot are small
metal balls fired as a cluster from a cannon, and having the effect of a shotgun, scattering projectiles over a large area. Brant Brantman, part-time facilities manager at the Hames Center, is one of the volunteers shoveling gravel off the roof. “It’s a tedious job,’’ he said. “For a moment we were just fancying ourselves as archaeologists, not rooftop workers.’’ The volunteers were excited when the balls started showing up, and called Brinnen Carter, chief of resources at Sitka National Historical Park, for an opinion. Carter told Brantman and the others that on first glance the iron spheres have markings that appear to be Russian, but that he will have to do further research before he’s sure. But he did say that the objects appear to be canister shot or grapeshot, based on their size, material and mold markings, called sprue. He said weapons that used this type of shot were commonly found on ships and land-based artillery of all nationalities at the time of the Sitka battle between the Russians and the Tlingits. Carter, whose master’s thesis was about the arms and armaments of a British warship
that sank in Lake Champlain, said he’s in the initial phase of the investigation, and will start by finding out who the contractor was on the last project. He said he’s particularly interested in whether the shot is from the Battle of 1804. Brantman said he and his wife, Cindy Edwards, first heard about iron balls in the roof gravel from Cindy’s dad, Jere Edwards, in the 1990s, when Jere was a Volunteer in Mission on the Sheldon Jackson College and was working on maintenance projects at the Hames building. “He told Cindy one of the VIMs found the balls, and the suspicion was that because it was rock that came from Indian River ... that they may have been Russian,’’ Brantman said. “We heard legend of that.’’ Cindy Edwards’ nephew Jesse Brantman, the third generation of the EdwardsBrantman family to volunteer at the Hames Center, was the first one to find the iron balls, while shoveling gravel on the roof last week. Indian River has been off-limits for dredging since the 1940s, when vast quantities of gravel was dredged for military construction
around Sitka. Carter speculated that there may have been stockpiles of this gravel left behind in Sitka after the war. He’s eager to talk to the contractor about the rock source on the Hames Center roof project. After the first balls started showing up, the gravel removal on the roof turned into a bit of a treasure hunt, with volunteers checking every shovelful of gravel. The roof project calls for removal of the old covering on the flat roof areas and replacing the insulation underneath, which had become saturated. Brantman said volunteers are contributing their labor to make the project affordable. “It’s a bunch of high-functioning people doing days of grunt work — it was good to have some diversion.’’ Brantman said he is mostly focused on finishing the roof project, but would certainly like to know more about their find. “I’m mostly curious to hear what the experts say,’’ Brantman said. More than 2,000 runners, riders and spectators got “down and dirty” at JCB’s third annual Mud Run and first-ever Dig the Ride cycling event at the company’s North American Headquarters in Savannah, Ga. Proceeds from both races benefit The Lady Bamford Center for Early Childhood Development. In a check presentation ceremony July 22, Thom Peebles, vice president of marketing at JCB, presented a check for $100,500 to Tammy Mixon, the executive director of Wesley Center, which operates The Lady Bamford Center. Cyclists rode a 5-mi. XC Course complete with limbs, drops, bridges, berms, speed-oriented passing stretches and light obstacles. The race featured three levels of competition for riders aged 17 and up, with novice riders taking one lap of the course (5 mi.), intermediate riders tackled the course twice (10 mi.) and advanced riders pedaled around the course three times (15 mi.). Racers aged 13 to 17 years old made up the youth category, taking one lap of the course with optional bail-outs. The Lady Bamford Center Operated by Wesley Community Centers of Savannah, the Lady Bamford Center provides education and social skills development to children from six weeks to five years of age. Safe Operation Methods Help Avoid Trenching Troubles
A 60- to 65-degree trencher angle is recommended for general trenching.

Before your trencher attachment touches the dirt, match the tooth type and pattern with your soil type.
Before You Begin Safety Stop: Inspect your job site and take notice of any potential hazards in the area. Trenching through a hidden utility line could cause electrocution and death. Call all utility companies and have them plot out all of their lines before operating your trencher attachment or dial 811 before you dig. Prior to starting a trench, it is always a good idea to plan out your job. Several variables need to be taken into account before trenching: • Trench requirements • Potential safety hazards • Digging conditions
• Trencher tooth pattern • Digging chain tension Before your trencher touches the dirt, match the tooth type and pattern with your soil type. Talk with your dealer or manufacturer representative about the soil type you will be digging into. Then choose the proper teeth for your application: • Cup — The most common teeth chosen for trencher attachments. Ideal for good digging applications like black dirt, loam, moist clay, sand and sandy clay. • Shark — Ideal for rocky, abrasive or compact conditions like caliche. • Frost — Ideal for the most extreme trenching applications like coral, frozen ground and fracturable rock. In order for your trencher attachment to be successful in these applications, you will also have to take into account your prime mover’s hydraulic horsepower capabilities and the depth you will be trenching. Trencher attachments do have their limitations, so match not only your trencher teeth to your digging conditions, but also the machine’s hydraulic capabilities and your trench depth. When trenching, it is important to have your trencher chain properly adjusted. You do not want the chain too loose or too tight depending on the style of boom and tensioning system you are using. Follow the manufacturer’s instructions in your operator’s manual for proper adjustment. Safety Stop: Never work on or make adjustments to any part of your trencher attachment while the unit is running. You could get caught in the chain or digging teeth, which could cause severe injury or death. see TRENCH page 14

Starting & Stopping Your Trencher Power is supplied to most trencher attachments by the prime mover’s auxiliary hydraulic system. In this case, the trencher itself does not have an on/off switch, but is operated by the prime mover’s auxiliary hydraulic control mechanism. To start your trencher, engage the auxiliary hydraulics. To stop your trencher, disengage. Trencher speed and power are determined by the flow coming out of the auxiliary system, which is dependent on the prime mover’s engine speed. To increase trencher speed, increase the prime mover’s engine speed. To slow down your trencher, decrease the prime mover’s engine speed. Time to Trench When first starting a trench, set the prime mover’s engine to half throttle. This will reduce the shock to the prime mover and trencher attachment when the digging teeth first contact the ground. Position your prime mover with the trencher boom directly over the center of where you will dig your trench. It will take about 4 ft. (1.2 m) of trenching before the trencher will be able to operate at the desired depth, so plan for this and posi-
tion the trencher about 4 ft. behind where you want the actual trench to start. Once the trench is started, set the engine back to full throttle. Slowly lower the trencher arm into the ground to start the trench by lowering the trencher attachment with the loader arms and loader bucket controls. Carefully creep backwards as you roll the trencher boom down into the soil with the bucket and lift arms of the loader. Watch the crumber end so it does not get caught up on the trencher and continue to creep backwards. Once you have reached your required depth, you should be at a 60- to 65-degree angle with the trencher boom. A 48-in. boom will give you 48 in. of digging depth at a 65-degree angle. Safety Stop: Look behind you before reversing your prime mover to trench. Be aware of any person or obstruction in its path and observe any terrain changes such as drop-offs or soft ground. When trenching, remember to keep the discharge auger running about an inch off the ground; typically the skid shoe on the right-hand side of the machine will keep the auger at that height. This will keep the dirt pushed back away from the edge of the trench to help eliminate the spoil from
falling back into the trench and prevent cave-ins. Avoid a Wrong Turn Turning your prime mover is easy. Add a trencher attachment to the mix and you have to be a little more cautious. Avoid making turns with your trencher attachment. A gradual turn or radius can be done, but you will put side loads on your trencher boom, causing excessive chain wear and possible damage to the boom and trencher assembly. Turning too tightly while trenching will cause the trencher boom to bend and jam in the trench and stall, leading to excessive oil temperatures. Be cautious at all times when turning. To make sharp turns and 90-degree angles you will need to dig two trenches. Completing Your Trench Once you’ve dug your trench, remember that the trencher boom is at an angle and that you must continue trenching until the end of the boom has dug past the proposed end of the trench. Once the end of the trench has been dug, keep the trencher running and raise the loader arms to lift the unit clear of the trench. When the trencher has cleared the trench, disengage the auxiliary hydraulics to stop the trencher and then
drive the prime mover away from the trench. Safety Stop: Keep equipment away from the trench after it has been dug so the weight of the unit does not cause a cave-in. “Remember, your trencher attachment’s performance is directly related to the power available from your prime mover’s auxiliary hydraulic system,” said Aldrich. “If the trencher seems to lack power or speed, it may be due to a lack of sufficient auxiliary power. Be sure to match the size of your trencher attachment with the hydraulic capabilities of your machine.” Trencher performance also is related to how well it is maintained, digging tooth wear and type and size of digging chain, crumber boom and shoe used. Consult your operator’s manual for maintenance tips or ask your local dealer. At the end of the day, taking the time to operate and maintain your trencher attachment correctly will save you time on the job and put money back in your pocket. Both positions are effective immediately, and Hackett and Burnham both report to Steve Cole, vice president, road construction equipment division. Hackett has been with Atlas Copco Mining, Rock Excavation and Construction LLC since March 2013 as a Dynapac sales representative with the Atlas Copco store in Temecula, Calif. Cummins Celebrates Plant Milestone Cummins Inc. is celebrating the 40th anniversary of its Jamestown engine plant (JEP) in Jamestown, N.Y. Typically, more than 400 engines are built per day at JEP, and the plant produced its 1.5 millionth heavy-duty engine in the summer of 2013. Each of the plant’s engines meets the emissions regulations in every part of the world to which they are shipped. “The Jamestown engine plant plays a critical role in our company’s ability to produce a broad range of diesel and natural gas engines for different customers around the world,” said Dave Crompton, president — Cummins Engine Business. “This anniversary is a testament to our more than 1,500 employees at JEP who produce reliable, clean and fuel-efficient engines that enable our customers to be successful in all of the markets they operate.” Cummins acquired the more than 1million-sq.-ft. facility in 1974, using it initially to manufacture engine components. The plant produced its first engine in 1979. Today, it builds onhighway engines, including the ISX15 — the top-selling heavy-duty truck engine in North America — as well as the ISX12 and ISM diesel engines.

The ISX15 and ISX12 engines both serve the U.S. and Canadian markets, while the ISM is currently exported to Mexico. JEP also produces the Cummins Westport ISX12 G sparkignited natural gas engine. In addition to these on-highway applications, JEP also produces the QSM and QSX engines that serve offhighway customers in construction, agriculture and marine applications. The plant also plays an important role in improving life in western New York. It’s the largest private employer in Chautauqua County and the largest contributor to the local United Way. Industry manufacturers and users of backhoes, telehandlers, front-end loaders, wheel loaders and wheeled excavators finally have access to the technology that was once available to compact equipment only.
With more than 10 years of field testing and continuous improvements of the tire structure, McLaren’s Nu-Air semi-pneumatic tire series integrates the strength and stability of a solid tire with the smooth, cushioned ride of a pneumatic tire. Department on Jan. 31. Most of Appendix Z is devoted to 57 wellknown “special conditions’’ that TransCanada agreed to three years ago. But conditions 58 and 59 are listed on an additional page. “Everybody looked at that appendix and said, ‘Oh, 57 conditions. Move on.’ Well, there are a couple more there,’’ energy analyst Kevin Book said. “They just added them without saying anything.’’ The new conditions were added four months after the pipeline safety agency sent TransCanada two warning letters last year about defects and other construction problems on the Keystone Gulf Coast Pipeline, which extends from Oklahoma to the Texas Gulf Coast. “From the start of welding, TransCanada experienced a high weld rejection rate,’’ said one letter dated Sept. 26. More than 72 percent of welds required repairs during one week. In another week, TransCanada stopped welding work after 205 of 425 welds required repair. Inspections by the safety agency found TransCanada wasn’t using approved welding procedures to connect pipes, the letter said. The company had hired welders who weren’t qualified to work on the project because TransCanada used improper procedures to test them, the letter said. In order to qualify to work on a pipeline, welders must have recent experience using approved welding procedures and pass a test of their work. The weld failure rates are “horrible,’’ said Robert Bea, professor emeritus of civil and environmental engineering at the University of California, Berkeley. “The level of defects is indeed cause for alarm and indicative of something that is going on in the Keystone organization that isn’t satisfactory.’’ In high-risk projects such as nuclear submarines or nuclear power plants, even onetenth of a percent rate of bad welds would be cause for deep concern, Bea said. He is a certified welder and was an expert consultant on the construction of the trans-Alaska pipeline in the 1970s. “In this case, you are talking about a pipeline that has requirements on its performance that rival those of a nuclear power plant,’’ he said. Another letter, dated Sept. 10, said a government inspector witnessed TransCanada officials investigating dents in pipeline that had been laid without first sufficiently clearing rock from trenches or from soil used as backfill. The same letter said coating that protects pipeline from corrosion was dam-
aged by weld splatter because a contractor hadn’t followed the company’s welding procedures. Eventually, pipeline was excavated in 98 places to make coating repairs. Dents and damaged coatings are serious defects because they can weaken pipes and lead to failures, Bea said. Davis Sheremata, a spokesman of TransCanada, cautioned against drawing a connection between construction problems found on the southern leg between Cushing, Okla., and Nederland, Texas, and conditions placed on the northern leg, which will extend from Alberta, Canada, to Nebraska’s southeast corner. The southern leg’s problems are “a separate matter,’’ he said in an email. “TransCanada had identified and addressed these issues prior to any product being introduced into the pipeline and reported them voluntarily’’ to the government, Sheremata said. “The fact that the anomalies on the exterior of the pipe were discovered in the first place is a direct result of the 57 special safety conditions we agreed to implement on this project and Keystone XL, many of which are not required by regulation but are standard practice on all TransCanada pipeline construction projects.’’ But Book said the timing “would seem to suggest [the pipeline safety agency] was uncomfortable with the construction of Keystone south and that was part of their reasoning’’ for imposing additional conditions on the northern leg. Damon Hill, a spokesman of the pipeline safety agency, said the additional conditions were the result of “observations in the field during construction projects from several pipeline operators over the past few years,’’ as well as the agency’s general knowledge and experience. Keystone is intending to transport oil from Canadian tar sands to oil refineries on the Gulf Coast. Supporters say the pipeline will create thousands of jobs and aid energy independence. Environmentalists warn of possible spills and say tar sands oil is especially “dirty’’ and will contribute to global warming. The project has become a major flashpoint alongside the larger debate over carbon emissions, drilling policies and tax breaks for energy companies. The administration said in April it was putting off its decision on whether to approve the pipeline indefinitely. A decision now isn’t expected until after the November elections. highway section in Blanco County. This is an approximately $4.7 million project for the company. “When we first arrived on the site, we ran a profilograph to measure the pavement surface roughness,” said David F. Clark, vice president of Clark Construction. “The profile index was in the 80s and 90s, which confirmed the road was in bad shape and needed complete resurfacing.” The timetable for completing the project was tight. The company had two months to mill and resurface the road with hot mix asphalt. They dedicated 25 employees to the project. Rain delayed the project early on, which created extra pressure to be efficient. Clark Construction used two milling machines to remove the highway’s rough surface. Workers used a Roadtec RX-700 milling machine from their fleet and acquired a new Roadtec RX600e milling machine. The RX-700 features a three-track assembly and the RX 600e has a four-track assembly. Both cold planners feature 60 degree conveyor swing to easily feed a truck and 14-in. (35.6 cm) augers. “We only needed to mill the highway to a two-inch depth so our milling machines had more than enough capacity to easily mill the existing asphalt to the required maintenance depth,” Corey S. Clark, director of asphalt and fleet operations of Clark Construction, said. “Our local source, Vulcan Materials, recycled the milled material into the asphalt used to repave the roadway.” The company used two power brooms and a vacuum truck to thoroughly clean the milled surface before paving began. To ensure that Clark Construction could efficiently place the 2 in. (5 cm) of new asphalt and meet the TxDOT smoothness and rideability specs the company used its Roadtec SP-200
spray paver. The ride specs were to meet TxDOT surface test type B schedule 3 for smoothness of ride. Additionally, the contractor had to meet density requirements for the material placed. “The Roadtec SP-200 spray paver has an innovative design that’s been extremely helpful to us,” said Clark. “On previous jobs we have experienced a significant amount of savings in time, number of employees required, and materials cost.” Clark Construction had owned the first SP-200 spray paver ever manufactured and recently traded it in for a new machine after putting more than 10,000 hours on it. Differing from a conventional paver, the machine sprays a tack coat seconds before laying the asphalt mix. The tack coat is designed to ensure a good bond to the existing pavement. A 500,000btu heater heats the liquid tack in the paver’s 2,100 gal. (7,949 L) tank before the paving operation begins. The liquid oil continuously circulates through the system, and an onboard microprocessor controls the rate of flow to the spray bar. The spray bars extend as needed with the screed and each nozzle can be manually shut
off for partial passes. The Roadtec SP-200 features a gravity-fed asphalt mix hopper, which has a capacity of 11 tons (9.9 t). The 14- by ¾-inch spreading augers deliver the mix to the Eagle 10 hydraulically extendable, vibrating screed. “This is our second SP-200 paver we’ve owned since 2004,” Clark said, “The big benefit for us is the machine provides superior bonding to the existing pavement. The TxDOT inspectors were impressed to see that within seconds of the oil spray that the asphalt was placed.” Once the 15-mi. stretch of U.S. Highway 281 was completed, Clark Construction ran another profilograph to measure the pavement surface. The second profilograph confirmed the company had achieved the results it had intended—a measurement of 30. “I’m happy with the finished results on our Highway 281 project,” said Clark. “We achieved a great ride, good quality, and the finished road looks great…and we expect it to last ten plus years.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

It’s not clear how the unnamed dinosaur died 100 to 120 million years ago, but it’s been only 30 since he finally encountered a predator he couldn’t outrun: Atlas Copco equipment. “Not every company has a dinosaur species named after it,” said Sofie Gielen, Atlas Copco’s marketing communications director, in commemorating the 30th anniversary of the discovery of Atlascopcosaurus. “Three decades later, we’re still extremely proud of the fact that our equipment helped unearth the fossilized skeleton of Atlascopcosaurus so it could be shared with the entire world.” Atlascopcosaurus was an estimated 6.5- to 13-ft. long and weighed 276 lbs. The dinosaur belonged to the Hypsilophodontidae family and lived during the early Cretaceous Period. Scientists infer that it was a small, bipedal herbivore that would have foraged for its food and stayed out of the way of larger, carnivorous predators. Thomas H. Rich, a paleontologist from the Museum of Victoria, Australia, and Patricia Vickers-Rich from Monash University, Melbourne, discovered Atlascopcosaurus at Dinosaur Cove, a fossil-rich area on the southeast coast of Australia, close to Victoria. During Rich’s first visit to the area in 1980, he and two colleagues revealed fragments of rockembedded bone. Four years later, a group of hundreds of student volunteers, paleontology scientists and miners began excavations. The research group’s equipment included Atlas Copco rock drills, pneumatic tools and compressors. The digging teams often worked in dark, narrow tunnels, which at times were muddy and slippery. The excavation site was located next to a steep

cliff overlooking the sea, which complicated work even further. The fossils they were after were embedded in layers of sand, mud and clay that had been pressed together into hard rock for millions of years. It was slow going, with the teams removing approximately 66 lbs. of hard rock for every 2 lbs. of dinosaur bone. Ultimately, the excavation revealed Atlascopcosaurus loadsi. The specific name loadsi refers to Bill Loads, Atlas Copco’s manager in Victoria who made the decision to support the project. When Rich and Vickers-Rich named the fossil in 1989, they looked to the company whose equipment and expert assistance was so instrumental in the success of the dig. Powerscreen Warrior 1400X Saving Time, Money for Sutton Services The Powerscreen Warrior 1400X was launched in 2012 at Hillhead and since then it has impressed customers around the world. Sutton Services Limited is a customer of Powerscreen distributor, Powerscreen Midlands. Sutton Services is a family run business with more than 20 years of industry experience specializing in demolition, site clearance, plant hire, recycling and steel fabrication. It recently bought and installed its first Warrior 1400X in its UK site. The machine is processing Arising’s C&D waste from a recycling site in Ipswich, UK. New features on the Warrior 1400X have already lead to an increase in productivity and improved fuel efficiency for Sutton. “We feel this machine is now way ahead of anything else on the market. With the new screen media set up, we have definitely seen a 25 to 30 percent reduction in the need for crushing. This drives down our operational costs while increasing our production ability. Compared to the previous machine we were operating, we have seen a 10 percent reduction in set up and take down time. Still, the Washington-based research and advocacy group TRIP took a reasonable stab at putting a price tag on the problem. The nonprofit group is funded among others by highway construction businesses and labor unions. Its report looked at five major urban areas and calculated the average annual cost to drivers attributable to “roads that are deteriorated, congested and lacking some desirable safety features.’’ Los Angeles rated worst both for additional costs for repairs and traffic; factoring in the cost of accidents, the report estimated that Angelenos pay an extra $2,500 each year. Not far behind was San FranciscoOakland at $2,200, followed by San Diego ($1,900), San Jose ($1,700) and San Diego ($1,500). No state has more licensed drivers than the approximately 24 million in California. Overall, vehicles here traveled about 326 billion miles in 2012. The California Department of
Transportation responded to the report’s findings by acknowledging problems with rough roads, but saying the state’s “pavement is the healthiest it’s been in ten years’’ due partly to $665 million it spent in fiscal year 2014 to maintain and preserve 2,700 lane miles. Still, that is barely a dent in the estimated $8.2 billion per year needed to fix aging state highways. “Every dollar invested in maintenance saves taxpayers from future repairs that are 10 times more expensive,’’ Caltrans Director Malcolm Dougherty said. “Stable transportation funding would allow us to continue to provide safe and sustainable transportation infrastructure that enhances California’s economy and livability.’’ That was a reference to federal highway funding, which has dwindled to levels so low that Congress recently had to extend funding on an emergency basis until lawmakers figure out a more permanent fix. Nearly 4,000 Participate in Ritchie Bros. Houston Sale
R
itchie Bros. Auctioneers sold more than $48 million of heavy equipment and trucks during an unreserved public auction at the Company’s permanent auction site in Houston, Texas, on Aug. 27 and 28, 2014. More than 3,900 registered bidders competed for 3,900-plus heavy equipment items and trucks, including 150 hydraulic excavators, 130 truck tractors, 50 bulldozers, a large selection of oilfield completion, tooling and transportation equipment, cranes and more. Every item was sold to the highest bidder, regardless of price — without minimum bids or reserve prices. Bids were made in the auction on site, online in real time at www.rbauction.com and by proxy. “Everything went really smoothly and prices were strong across the board,” said Alan
McVicker, regional sales manager, Ritchie Bros. Auctioneers. “We had huge crowds on site with bidders from more than 60 countries participating throughout the two days.” More than 3,900 people from 60 countries, including all 50 U.S. states, registered to bid in person or online in the auction. Bidders from outside Texas purchased close to $25 million or 52 percent of total gross auction proceeds. More than 2,350 of the bidders taking part in the auction registered to bid online and purchased more than $20 million of equipment online. One of the sellers of equipment at the auction was Kirkland Crane & Rigging Inc., based in Huntsville, Texas. Due to the sudden passing of the owner, his wife, daughter and two sons chose Ritchie Bros. to dispose of his fleet of more than 330 items. They sold all-terrain
cranes, hydraulic truck cranes, rough terrain cranes and a large selection of crane accessories. “This was my father’s life and his business for over 36 years and it was his passion,” said daughter Shanna Lammers, manager of Kirkland Crane. “We were a family company and so this has been hard on all of us. But Ritchie Bros. has shown sensitivity and they took care of everything, from start to finish. It would have been a monstrous undertaking to sell everything ourselves so this option really worked best. Our cranes went to buyers from as far away as R.D. McAda of RPMX Construction in Dallas, Texas, researches the John Panama, Mexico and New Delhi Deere 772D motorgrader. and they sold well, with strong pricing.
