JEFFERSON CITY, Mo. (AP) While Congress remains stalled on a long-term plan for funding highways, state lawmakers and governors aren’t waiting around. Nearly one-third of the states have approved measures this year that could collectively raise billions of dollars through higher fuel taxes, vehicle fees and bonds to repair old bridges and roads and relieve traffic congestion, according to an analysis by The Associated Press. The surge of activity means at least half of the states — from coast to coast, in both Republican and Democratic areas — now have passed transportation funding measures since 2013. And the movement may not be done yet. Tennessee’s governor made a 15-city tour highlighting the state’s transportation needs. North Carolina lawmakers are debating a road-bonding proposal. And legislators are returning to work in California and Michigan with transportation funding on the agenda. “I don’t know of a state that’s not having the conversation’’ about raising revenue for transportation, said Iowa Transportation Director Paul Trombino III, who is vice president of the American Association of State Highway and Transportation Officials and whose home state recently raised fuel taxes by 10 cents a gallon. see REPAIRS page 42

Joe Stella, fleet and production manager of Bing Materials, is still running a Cat 988B wheel loader—a machine that debuted when Queen’s Bohemian Rhapsody was topping the music Billboard charts for the first time in 1976. After almost 40 years, the Cat 988B started having a few maintenance issues. Kevin Colvin, Stella’s Cashman Equipment product support sale representative, suggested he try oil sampling to monitor the health of the machine. After a year and a half of oil sampling by Cashman Fluids Analysis Lab, analysts began noticing an increase of metal in the transmission. The test also revealed low oil viscosity (or thickness) showing that the component was running hot. The recommendation was to keep an eye on it through more frequent sampling. Unfortunately, the numbers still kept rising; a thorough service inspection revealed the need for a $57,000 rebuild. Stella and Colvin looked at the age of the machine and the hours on the machine frame and components. They discussed other options to maintain productivity on Bing’s Minden, Nev., aggregate pit. The options were to buy new or rent while the machine was repaired. The most practical answer was to rent a Cat 980K wheel loader from Cashman’s rental fleet. The 980K came equipped with Product Link, Caterpillar hardware that provides detailed information about the location, utilization and condition of the machine. With the accompanying VisionLink software, Stella could login to see details of machine performance right on

the dashboard—including the fuel utilization tab. There, Stella found some hard facts. “With Product Link and VisionLink, I saw the difference in the fuel myself rather than listening to the guesstimates of an operator,” said Stella. “With the 988B, we ran about 9.5 gallons of fuel an hour. With the 980K, we never break six gallons an hour.” Based on the approximate cost of fuel, Stella estimated that the 980K was saving them $2,500 per month—something he said would not have happened without Colvin. Colvin was the one who suggested oil sampling, as well as the 980K rental demo that Bing Materials eventually decided to buy. Ultimately, working with Colvin and simple oil sampling paid real dividends for Bing Materials. It now owns a piece of equipment which allows it to ease the load on its 988B, start saving thousands in fuel and remove two other machines from active production due to the efficiency of the 980K. “We got a good one with this 980K,” Stella said. “It’s really the cat’s meow.” Cashman Equipment was founded in 1931 by James “Big Jim” Cashman. I’ve always had a liking for it.” Besides his training at home, Brock is also thankful for the education he got in high school from auto mechanics teacher, Robert Zubicek, and FFA teachers, Jay Hancock and Tommy Eckelberg, who taught small engine repair, large engine, welding, and cutting. During summer breaks, he worked for his uncle mining calcium sulfate, and continued there after he graduated, running reclaimers, milling machines, front end loaders, excavators, maintainers, and drag lines. In addition, he got his Class A CDL license to drive 18wheelers. Brock’s family was part owner in a company called Houston Mooring which involved mooring ships to their prospective docks when they came in from the Gulf of Mexico into Houston. He helped out with that company from the time he was 13. He spent a lot of time watching the harbor tugs work ships into the slips and docks, and he also became interested in that, and decided to pursue a career there. Currently, he works as a licensed harbor tug captain at the Port of Houston, docking and mooring huge ships from all over the world. He stays there for four days, which is 96 straight hours. When he is relieved by another captain, he goes home for four days. “I usually spend my first two days at the ranch where the machine is, getting it to where I feel comfortable with it being on a job and getting it up to date and working,” he said. “I don’t ever want to get it on the job and have to replace a hose if I already knew it needed replacing, I’ll go ahead and get that done now.” Brock said that his dad wants him to quit

tearing up his yard. “It looks like a bomb hit it,” he said. “Every time I move the machine I have to go get the farm tractor and start smoothing over where I went, because it’s really a compactor. It’s rated at a 52-ton machine.” When Brock first started looking at making a purchase, he learned that the bigger the number on the machine, the smaller the price was. “I’m not sure why,” he said. “I never really wanted to go small, because if I had something big to do, then I’d wind up having to put this one down and go get something big just to be able to do the job. So if I got something big, I’d be able to do small jobs with it, and the big jobs, and being that the price was as low as it was on the 450 vs. the 200, well it speaks for itself. You get a bigger machine — a machine that can do more than a 200 ever thought about doing in less time and it costs less. The only drawback to that is the shipping price goes way up.” Brock did a search and a Samsung 450 came up. “I immediately called,” Brock said. “It was a broker who had it for sale, and his name was Justin Gatewood. He owns Gatewood Equipment out of Memphis, and he’s a very nice fellow. He worked with me from start to end, and even after I bought the thing I had some questions, and he was able to get me to the right information. He brought out everything that needed to be done on the machine. He was a liaison between the owner of the machine and myself for what I would like to have done before I bought it. The machine was located in Memphis, and I live in Cat Spring, Texas, and I think that the number that was given to me when they delivered the machine was 667 miles from start to finish.” Brock noted that the company and the man he bought the excavator from do business together, and he was able to get a shipping price that matched what he could afford to get the machine plus shipping. see EXCAVATOR page 24

Cat MH3027 Delivers Productive, Reliable Performance The Cat MH3027 is the fourth and smallest in the series of new wheeled material handlers that Caterpillar is introducing to global markets in the greater than 27.5 ton (25 t) size class. At 62,832 lb. (28,500 kg), the MH3027 delivers increased performance in a smaller package — specifically a swing radius that is 8.3 in. (21.3 cm) less than the Cat MH3037. The new Cat material handlers are purpose-built from the ground up to work productively and reliably in solid waste and scrap recycling. The MH3027 is available in configurations for waste handling, featuring a straight stick, and for scrap handling, featuring a drop nose stick. A debris resistant cooling package with a hydraulic, variable speed, auto reversing fan and plug resistant coolers equips the machine for challenging conditions. The MH3027 also provides added protection and convenience for the operator. The Cat cab avoidance system, using sensors on the front linkage, is standard equipment and helps ensure that the work tool will not contact the cab. MB America Inc. partnered with Barker Enterprises to bring a live demonstration of its crushing and screening attachments for excavators and high-flow skid steers, with the world’s largest crusher bucket on display, in Washington at Corliss Resources, Inc. Attendees saw crusher bucket models designed for both excavators and high-flow skid steers and a screening bucket model for excavators. IROCK TS-409 Proves Ideal for Smaller Operators IROCK Crushers’ TS-409 open style feeder track screening plant, one in a line of five IROCK models, is designed for small- to midsize producers who need a more economical, more compact screening plant and do not require as much capacity. The TS-409 is suitable for materials such as topsoil, mulch, sand and gravel, asphalt, coal, limestone and demolition debris. Sturtevant Unveils 100 Percent Mobile Air Classifying Plant

Sturtevant Whirlwind portable air classifier plant is sturdy, compact and maneuverable on roadways and job sites.

Many aggregate and sand producers own multiple quarries, and a portable air classifier eliminates the cost of owning and maintaining multiple stationary classifiers. And for major paving projects it is often more economical to move the air classifier to a quarry nearer to the job site or to the job site itself than to haul the de-dusted manufactured sand. “Many asphalt companies also own or lease portable asphalt plants that normally require adjoining portable equipment for crushing, screening and fines handling,” according to Joe Muscolino, senior project manager of Sturtevant Inc., Hanover, Mass. “A portable air classifier negates the need for a wash plant where water is not readily available or where waste water disposal is a problem. But there has not been a mobile air classifier that could go from transport to production without the cost and delay of special lifting equipment. People have been asking us for years to design a portable plant to solve this serious problem, he said. Sturtevant Inc. has introduced a self-contained, 100 percent mobile air classifying plant with integral collapsible conveyors, enabling parking to processing in one hour or less. The Whirlwind air classifier and conveyors hydraulically unfold for setup and fold away for breakdown and transport, with no cranes, boom trucks, front-end loaders or special crew needed for any part of the operation. Simply push a button. Dual hydraulic cylinders provide smooth, steady raising and lowering of the Whirlwind air classifier and the integral, collapsible feed and dual discharge conveyors. The plant is mounted on a rugged chassis frame with triaxle suspension for stable travel on highways or back roads. The plant is designed and constructed for vibration-free operation and long service life with low maintenance and the compact design features a low transport height (13 ft. 5 in. [4 m]), short trailer transport length (61 ft. 9 in. [18.8 m]) and trim transport width (12 ft. 7 in. [3.8 m]) for easy maneuvering on roadways and at job sites. Feed capacity is 30 to 90 tons (27 to 81.6 t) per hour with a 50 hp variable-frequency motor for low energy consumption. “Producers tell us they want a portable unit large enough for high feed rates, but compact and completely mobile to keep transportation costs reasonable,” Muscolino said. “We

estimate that our ample tph range and compact, totally selfcontained design will keep transportation costs 40 to 50 percent lower than if we had designed a larger plant with unattached conveyors that require assembly.” Other features requested by aggregate and asphalt producers include a long, high discharge conveyor for greater stockpile heights of de-dusted manufactured sand, and a feed

conveyor intake hopper that is low to the ground and can be fed by a front-end loader, eliminating the need for an intermediate conveyor. Also, the feed hopper is located behind the trailer rear wheels to prevent spillage of feed material onto the chassis where it could cause damage and require clean-up. The smaller side conveyor is for byproduct fines. For safety and nuisance dust control, all three belt conveyors are covered and can be easily vented. In addition, the gravity feed inlet at the top of the classifier is under a slight vacuum to prevent airborne nuisance dust during material transfer. The conveyor covers also help reduce moisture during rain to ensure efficient performance. The air classifier is designed for dry operation; material moisture preferably should not exceed 2 to 3 percent, with 4 to 5 percent as maximum for most materials. The Sturtevant Whirlwind air classifier can eliminate the need for screening, cyclones, bag houses or wet washing. The unit has an automatic lubrication system for low maintenance and a time-tested gear unit drive for long service life. An internal fan lifts minus #200 mesh fines out of the feed, and removable selector blades within the housing control the amount of fines to be removed so the process can be adjusted to nearly any material or spec requirement. Any additional fine tuning and quick adjustments are made with easy-to-use speed controls. Adjusted product fineness: minimal minus 100, 200, 325 mesh fines. Sturtevant has designed and manufactured a wide range of material processing equipment since 1888, including three types of air classifiers. The chassis-mounted Whirlwind air classifier is the exact same model that has been in stationary applications worldwide for more than 80 years. The machine was delivered from Memphis, Tenn., to purchaser Allen Brock, and came on an older-style Kenworth with an eight-axle load. The tractor had four sets of wheels, the trailer had three, and a stinger on the back had another set of wheels that helped even out the tonnage, allowing it to be shipped in one load rather than two. “Shipping normally would kill the deal on something like that,” he said. “You can get it for a great price, but then you gotta ship the thing, and that’s when that price just goes to the pot.” So far, Brock has been cleaning the machine and preparing it for work, although he’s gotten a few phone calls about potential jobs. “It’s a 1994 machine, so it’s had 20 years or more of…I wouldn’t say neglect, it’s just somebody not wanting to clean it,” he said. “If it’s there to work, it’s there to work, not to be a pretty thing, so I’ve been cleaning it, changing the filters, the fluids…probably gonna give it another paint color. Just trying to make sure that everything that’s supposed to work will work, and not fail on the job. It’s a 20-year-old machine. It’s not going to do like a brand new machine will, but it’s good enough to do a big job. The previous owner said that he wouldn’t put it on an eight hour a day job for six months –— it probably wouldn’t react good to that.” In the future, Brock hopes to be able to expand his fleet to be able to work fulltime. “The more exposure I get with this, I’ll be able to get those jobs where my plans will come together with other future machines that I’m looking at getting,” he said. Currently on his wish list is a T9-670 New Holland tractor that is capable of pulling three 18-yard Rohm scrapers or one K-Tech 56-yard scraper. “I would really like to have a bunch of Liebherr equipment, probably something like a 954 up to a 984 excavator, a large bull dozer, probably a Liebherr or a Caterpillar front end loader, with maybe an eight yard

sized bucket on it, and maybe a small fleet of dump trucks, and maybe an 18- wheeler,” he said. “But I will also have to have some sort of an off-road dump truck, and that would be able to get me started where if anybody called me for any type of work, I’d be able to offer something to them. I’m also looking at putting in larger excavators, like the size of a 1900 Hitachi, and a Hitachi 2500 style or larger in case a very large job comes up.” The drawback for Brock is that his timeline is a long one. “I know it’s not a real money maker for anybody that I know of unless they’ve already been established for a decade or so and they have a fleet of tractors,” he said. “So I’m just a single owner and I don’t have a bunch of money to go ahead and get all this stuff that I need. It sure would be nice to have some donations. But I am looking at doing something with Victor Butler at Liebherr of America right here in Houston. He has a lot of information about working with heavy mining equipment. I’m also looking for a T9-670 New Holland, and I’m working with Lary Rosenbaum at Washington County Tractor in Sealy. Interstate Trailers Appoints New President, Announces Promotions Interstate Trailers’ Board of Directors has appointed Matt Laws, formerly national sales manager, to president, effective June 1, 2015. Laws brings nearly 17 years of experience from a wide range of positions within Interstate to his new role. “I am excited to begin this new and challenging chapter,” said Laws. “I look forward to working with our team at Interstate as well as our outstanding dealer network to continue to grow and improve the Interstate brand”. Laws joined Interstate in 1998 as an assistant in the parts room. He was then promoted to parts manager, followed by sales representative of Interstate’s rental dealers. He had been national sales manager since 2003. Also, Brian Schroder was appointed chief operating officer. Schroder will oversee all aspects of production at Interstate Trailers. He brings 19 years of experience in the fields of truck and trailer manufacturing, maintenance, design and after-sales support. He excels at product improvement and efficient manufacturing combined with strong leadership of the production crew, according to the company. Schroder began his career at Interstate Trailers in 2003 as parts and service manager and later, became plant manager. In 2012, he designed and constructed the Interstate air ramp system, which has been well-received by the market and is considered by many in the industry to be the strongest and safest air actuated ramp system available. Finally, Sean Hutcherson has been appointed chief financial officer, after serving as the controller for more than seven years. Hutcherson oversees the accounting department with some emphasis on human resources. This new role expands on his responsibilities regarding cash flow, investment strategy, budget and financial statement preparation. installation of the arena’s structural steel frame and 340-ft.-long (103.6 m) roof trusses. To complete these stages of construction — along with demolition and foundation-related work — contractors utilized equipment considered uncommon for downtown Sacramento projects. “The equipment is perhaps the most interesting thing [about the project],” said Robert Synhorst, project manager of Icon Venue Group, the owner’s representative on the project. Synhorst cited Liebherr LR 1300 and Liebheer LR 1200 crawler cranes and a Cat 5110b mass excavator as stand out equipment, with the latter playing a large part in the project’s early stages. Demolition To make way for the arena a mall featuring a large Macy’s building, along with a multi-story office building was demolished last summer. The project’s overall footprint accounts for roughly four city blocks. Responsible for demolition operations was Ferma Corp., a contractor known for recycling at least 95 percent of a project’s construction debris and materials. The Cat 5110b excavator was equipped with a high reach boom and tore down pieces of various buildings with the help of hydraulic breaker and shear attachments, which can process rebar, concrete and structural steel. While the excavator worked, a mobile crane held up a large mesh screen used to stop falling debris from reaching nearby streets. Foundation As part of demolition operations, an existing, two-story underground parking garage was removed along with its foundation. Once contractors reached subgrade they excavated down an additional 10 to 20 ft. (3.3 to 6 m) and hauled that dirt off site. Prior to driving any piles for the arena’s foundation, significant dewatering of the excavation site had to occur. According to Synhorst, contractors used a system where vacuum-type wells were “dotted” around the perimeter of the area in order to lower the

water table. Malcolm Drilling was then able to commence pile-driving operations, however; because of unstable soil conditions and high ground water the contractor installed roughly 1,000 augercast (cast-inplace) drill piles rather than conventional piles. If Malcolm didn’t use this method, casing or drilling slurry would have been required to stabilize the bore hole. According to the contractor, these augercast piles can be installed efficiently with modern high-torque hydraulic drilling rigs up to a depth of 115 ft. (35 m) and 48 in. (122 cm) in diameter. The method utilizes one continuous auger, which is drilled into the ground. The soil on the auger prevents the surrounding ground from caving during the drilling and grouting process. After reaching pile tip, the auger is extracted while fluid concrete or grout is pumped through the hol-

low stem auger to fill the hole under positive pressure. Rebar is installed into the completed pile after the auger is removed. Following installation, the piles were capped with concrete and a two-ft. (.6 m) thick “mat slab” was poured on top. This slab serves as the arena’s main foundation. On top of the slab a two-foot thick section of aggregate base was laid, which created an area to run utility plumbing, Synhorst said, adding the pouring of an 8-in. (20.3 m) thick cap

slab followed. This is the slab the basketball court will rest on. Steel Frames, Trusses Erection of the arena’s steel frame has been the focus of two Liebherr crawler cranes this entire year. The LR 1300 and the LR 1200 — known for its compact 9.8 ft. (3 m) transport width — have erected steel from the inside out, working in the bowl of the arena. To allow the cranes to escape the bowl, leave-out bays were created

on the tight site. Once roughly 50 percent of the arena’s frame was erected, the assembly of the building’s 340-ft. (103.6 m)-long roof trusses began. However, before this could begin these large trusses had to be transported nearly 50 mi. (80.4 km) by Schuff Steel, the project’s structural steel contractor and truss manufacturer. Each weighing roughly 270,000 lbs. (122,470 kg) the two trusses were separated into three component sections apiece at Schuff’s production plant in Stockton, Calif. While two major freeways connect Sacramento to Stockton, these routes could not be used, as they feature overpasses that were too low for the trucks used to transport the trusses. The solution — Schuff’s truck drove country roads into the city flanked by escorts. “Getting those delivered was a major undertaking,” Synhorst said. At the project’s site Schuff had to assemble scaffolding/shoring towers to support the truss while it was raised into place, bolted and installed. Workers did not access the towers.

What Remains This fall, the exterior façade work will be a focal point. Designed by architectural firm AECOM, the outside of the arena will feature metal glass panels installed in an “in and out” design that resembles diamonds or spikes/pyramids sticking out from the arena. The steel that supports the panels also will have to mimic this in and out form. Another interesting design aspect of the arena are the large hangar doors that will be incorporated on one side of the building. These doors, which can fold up into themselves, are intended to create an open space on one end of the arena’s bowl, allowing fresh air to enter the arena. No word on if these doors will remain open during games or opposing team’s free throw attempts. The inside finishes of the arena will mainly be all that remains following façade work, with the project slated for opening of the Kings 2016-2017 season. Atlas Copco Expands Range of EC Hydraulic Breakers Atlas Copco has expanded its essential case-mounted (EC) range of hydraulic breaker attachments by adding five small range breakers to the lineup that are small enough to fit in limited-access work environments, such as pipe trenches. The new breakers fit 1to 12-ton (.9 to 10.8 t) carriers and, like the full range of EC breakers, give rental centers and contractors a fast ROI by simplifying maintenance and operation, according to the manufacturer. These systems isolate percussion mechanisms from breaker boxes with polyurethane damping and seal all attachment openings to minimize noise and vibrations. Lawmakers Face Weighty List of Unfinished Business, Pending Deadlines By Andrew Taylor and Alan Fram ASSOCIATED PRESS

WASHINGTON (AP) Congress returned on Sept. 8 with a critical need for a characteristic rarely evident through a contentious spring and summer — cooperation between Republicans and President Barack Obama. Lawmakers face a weighty list of unfinished business and looming deadlines, including a stopgap spending bill to keep the government open beyond Sept. 30. The most intractable issues — a solution to a yearlong battle over agency budgets and a deal on a longsought highway bill — have been kicked to the fall. “It’s going to take a sense of give and take on both sides,’’ said Rep. Tom Cole, R-Okla. “The big deal will be, ‘Can you come to a deal on transportation, debt ceiling and avoiding sequester?’ So a large budget deal will determine, I think, whether or not we’ve really been successful.’’ Automatic budget cuts called sequestration are the result of a hardfought deal Obama signed in a 2011. GOP leaders are playing down talk of a government shutdown that’s being driven by conservatives determined to use the spending legislation to strip funds from Planned Parenthood. The organization is under intense scrutiny after secretly recorded videos raised uncomfortable questions about its practices in procuring research tissue from aborted fetuses. Cole said passing a short-term spending bill will not be “a contentionfree exercise.’’ The first days for Congress will be marked by a fierce debate over the nuclear deal with Iran that Republicans insist makes too many concessions to Tehran. Democrats have rallied behind the president and have already demonstrated they have the votes to sustain a promised Obama veto of a resolution disapproving the hard-won agreement. Also on the crowded fall agenda are efforts to increase the government’s borrowing authority and avoid a firstever federal default; extend some 50 tax breaks; pass a defense policy bill that Obama has threatened to veto; and renew the Federal Aviation

Administration’s authority to spend money. A historic address to Congress by Pope Francis on Sept. 24 promises a welcome respite from the partisanship that has gripped the Capitol for most of the year. Some tea party lawmakers say they will back legislation to keep the government open in the new budget year, which begins Oct. 1, only if the measure also terminates Planned Parenthood’s federal money — even if their battle with Obama over the issue should spiral into a government shutdown. “I’m for doing everything’’ to halt funds for Planned Parenthood, said Rep. Jim Jordan, R-Ohio. “There is no way they can get taxpayer support.’’ Conservative groups such as Heritage Action are backing the strategy, though establishment anti-abortion organizations aren’t throwing their influence behind it. Douglas Johnson, legislative director of the powerful National Right to Life Committee, said recently that while blocking Planned Parenthood’s funds “makes sense,’’ the Senate lacks the votes to do so and abortions would continue anyway. He said lawmakers should also focus on bills halting abortions. “We just don’t have the votes to get the outcome that we’d like,’’ Senate Majority Leader Mitch McConnell, RKy., told a Kentucky television station. He called ending Planned Parenthood’s funding “another issue that awaits a new president.’’ Past efforts to use must-pass funding bills to block Obama’s health care law and his executive actions on immigration have failed badly, with the heath law dispute resulting in a partial government shutdown in 2013. As a result, House GOP leaders are considering separate legislation this month cutting Planned Parenthood’s funds and reversing the health overhaul, according to a GOP aide and a lobbyist. They hope such a bill, which would advance free of a filibuster threat by Senate Democrats, would satisfy Planned Parenthood’s opponents and free up the temporary government funding bill. Obama would be certain to veto

such a bill, but it would allow Republicans to vote for those changes and underscore the need for a GOP president to institute them. Facing demands for negotiations to lift domestic agency budgets hit by the return of automatic spending cuts, McConnell has signaled that he is open to talks on a deal that would pair increases for domestic programs with budget relief for the Pentagon. To get to an agreement, however, Republicans must strike a deal with Obama and his Democratic allies over companion spending cuts elsewhere in the budget to defray the cost of new spending for the Pentagon and domestic programs. There’s a limited pool of such offsets, at least those with an acceptable level of political pain, and considerable competition over what to spend them on. For instance, McConnell helped assemble a 10-year, $47 billion offsets package to pay for a Senate bill with small increases for highway and transit programs. Democrats are eying the same set of cuts to pay for boosting domestic agencies. No one is underestimating the difficulty in reaching agreement. Speculation is growing that Republicans will try to advance a bill that would keep most federal agencies operating at current budget levels, with only a few changes for the most pressing programs. The White House has pledged to block that idea. One potential glimmer of hope for the talks is that earlier this year Republicans reversed a position they held in talks two years ago and declared that additional defense spending doesn’t require companion spending cuts. Congress also needs to raise the government’s $18.1 trillion borrowing cap by mid-November or early December, an uncomfortable prospect for GOP leaders already facing potshots from tea party purists and Republican presidential candidates as next year’s nomination contests loom. States Act While Congress Holds Up Long-Term Funding REPAIRS from page 1

The widespread focus on transportation funding comes as state officials are becoming frustrated by federal inaction in helping to repair roads and bridges described as crumbling, aging and unsafe. About 20 percent of the nation’s 900,000 mi. of interstates and major roads need resurfacing or reconstruction, according to one analysis of federal data. A quarter of the 600,000 bridges are considered structurally deficient or functionally obsolete. That doesn’t necessarily mean they are about to fall; it means they are showing worrisome problems or are no longer adequate for today’s traffic. “There’s a lot of voices that say let’s push this off,’’ said Tennessee Gov. Bill Haslam, whose call for more transportation funding has been opposed by some fellow Republicans. “But the need is not going to go away. We’re going to have to do something to address this.’’ In many states, the new money is going primarily toward repairing old infrastructure, though some projects — such as a new four-lane U.S. 20 across Iowa — are

designed to ease congestion so that commerce can flow more freely. Congress has yet to agree on long-term funding to supplement the states’ efforts. Instead, it recently passed its 34th short-term extension of the nation’s transportation program since 2009, ensuring only that states will continue to receive federal highway funding through Oct. 29. Federal dollars, on average, cover about half of a state’s capital expenditures for roads and bridges, according to the American Road & Transportation Builders Association. But the money available from the Federal Highway Trust Fund declined 3.5 percent during the five-year period ending in 2013, the latest year for which numbers are available, because of improved fuel economy and other factors. The fund receives money from federal taxes on gasoline and diesel. Regardless of what Congress ultimately does, some state officials say more taxpayer money will be required to update their aging infrastructure for the modern economy. The newly passed measures put only a dent in a backlog of projects.

In Connecticut, for example, legislators recently approved $2.8 billion of additional transportation bonding over the next five years. But that’s just the start of what Democratic Gov. Dannel Malloy hopes will be a 30-year, $100 billion overhaul of the state’s transportation system. Idaho Gov. C.L. “Butch’’ Otter, a Republican, signed a law this spring raising the fuel tax by 7 cents a gallon and increasing vehicle registration fees. That’s projected to raise $95 million a year, barely a third of the $262 million annual shortfall in the transportation system. Legislators in Kentucky and North Carolina — where tax rates are linked to the price of fuel — passed measures to avert large cuts caused by falling fuel prices. But those bills didn’t generate any additional money. Though politicians often talk about coming up with creative ways of funding roads, many states have resorted to the traditional means of taxing and borrowing. That’s caused consternation for some Republicans who have campaigned against such things. But it helps that 2015 isn’t an election

year. Nebraska’s single-house legislature, which is dominated by Republicans, overrode Republican Gov. Pete Ricketts’ veto to enact a 6-cent-a-gallon fuel tax increase. “I had to do a great deal of soulsearching’’ on a fuel tax increase, said sponsor Sen. Jim Smith, a conservative Republican. But he added: “The magnitude of the [transportation] backlog was so large that we would not be able to tackle that with gains and efficiencies alone.’’ Transportation economist George Hoffer of the University of Richmond in Virginia said many politicians find it more palatable to raise the fuel tax than other taxes because “it’s considered equitable — the more you use, the more you pay.’’ Also, because fuel prices regularly fluctuate, it’s sometimes harder for motorists to notice the added tax. “If it’s infrastructure-related, that’s a legitimate reason to raise it,’’ said motorist Lauren Sharkey of Spokane, Wash., where the state gasoline tax increased by 7 cents on Aug. 1 as part of a new 16-year,

$16 billion transportation plan. In states that haven’t raised road taxes, some local governments are forging ahead on their own. A new 4-cent-a-gallon gas tax took effect in July in Normal, Ill. A 5-cent hike is to kick in Jan. 1 in Osceola County, Fla., just south of Orlando. Some transportation tax plans have been rejected by voters. Missouri and Michigan, where measures were defeated, are now pondering alternatives. Frustrated that others have acted while his home state has not, Missouri transportation commission chairman Stephen Miller has been distributing newsletters warning that his agency has “a huge problem’’ and “no ready solution.’’ Within a decade, he said, 75 percent of Missouri’s secondary roads could be in poor condition. “At both the federal level and the state level, everyone says transportation is incredibly important, we have a need, we are underfunded, and then nobody can agree on how to do that,’’ Miller said. Talbert Launches Updated Traveling Axle Trailer Series Talbert Manufacturing updated its traveling axle (TA) series by increasing its hauling capacity by 5 tons (4.5 t). Three of the new trailer models — the 4048TA, 4050TA and 4053TA — have a 40-ton hauling capacity, and the new 5548TA and 5553TA trailer models haul as much as 55 tons (50 t). More Than 2,500 Bidders Vie for Iron at Ritchie Phoenix Sale

M

ore than 2,550 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar, unreserved, public equipment auction in Phoenix, Ariz., on Sept. 2, 2015. Bidders came from 44 countries, including 48 U.S. states. Approximately 58 percent of the equipment was sold to out-ofstate buyers, from as far away as Egypt, Sweden and Thailand. Online bidders purchased approximately 47 percent of the equipment sold by dollar value. More than 2,050 equipment items and trucks were sold in the auction, including 45 compactors, 30 excavators, 30 loader backhoes, 40 dump trucks, 85 truck tractors, 145 trailers, 110 pickup trucks and more.

The auction featured a large number of excavators. Jeremy Mitchell (L) of M&P Demolition in Phoenix, and Tom Randl of RMC Industrial, also of Phoenix, took a long look at several of the machines, including this Komatsu 220. The CEC Screen-It 6x16 crusher had the attention of Bill Nichols, owner of Kilauea Crushers Inc., of Phoenix.

T&H Construction owner Butch Tracey showed interest in the Komatsu 300LC. T&H is located in Prescott, Ariz. Jaime Castillo buys and sells equipment out of Chihuahua, Mexico. Sterling (L) and Chandera Lilly bought this JD 210LE to grade their home site in Tucson, Ariz. Daughter Emma looks like a future operator.

Shane Dikoff (L) of Shane’s Grading & Paving in Phoenix, and Kevin Bakken of Bakken Grading & Paving of Payson, Ariz., inspected the large selection of excavators up for sale.

Dwight Nelson (L) and Leroy Anderson of Anderson Contracting Inc., in Solway, Minn., were on hand to bid on excavators. This Outlaw MS400 piqued their interest.

OSHA for Oil and Gas: Regulations, Auditing and Enforcement DATE: OCTOBER 29, 2015 PLACE: Houston, Texas In OSHA for Oil and Gas, we review safety auditing best practices, employee and contractor safety as well as the Occupational Safety and Health Act’s (OSHA’s) regulations and enforcement initiatives. There is a series of rulemaking proceedings currently underway (e.g., silica, electronic recordkeeping, and reporting) as well as soon-expected rulemaking (e.g., fall protection, clarification of recordkeeping retention requirements, and combustible dust) and RFIs that potentially affect the industry (e.g., process safety management). There are also a number of OSHA initiatives outside of the rulemaking context, such as National Emphasis Programs and Awareness Campaigns. engine and generator test center will include engine flywheel dynamometer testing up to 4,250 hp, indoor generator resistive/reactive load bank testing up to 3,300 kW, outdoor generator testing up to 8,000 hp and truck chassis dynamometer testing of up to 1,000 hp. A 20 ton (18 t) crane system also will be added to the existing weld and fabrication building, allowing generators to be moved for testing and placed into ISO compliant containers. Additionally, Hawthorne Cat will centralize its power systems operations, including sales, power rental, field services, truck services and administration at the expanded campus. The transition will begin in October 2015, with full occupancy expected by early 2016.
