the nation’s busiest port complex, runs 23 mi. from Long Beach to an abrupt end just east of Los Angeles. From there, tens of thousands of vehicles a day spill onto Alhambra city streets to reach other freeways. The 4.5 mi. gap between the end of the 710 and Interstate 210 in Pasadena is a startling deviation from the rule that freeways are king in California.

The infestation of the mesquite, cedar/juniper trees and bushes, can seriously effect land productivity especially in Texas and Oklahoma. Two companies have found a way to effectively solve this problem. Kirby-Smith and Werk-Brau have addressed the concerns of land owners and offered not only their assistance in research, but also provided some much needed help. The companies worked together to come up with the combination of a Komatsu excavator and the Werk-Brau grubber/extractor in the Kirby-Smith rental fleet to develop a solution for removing the mesquite/cedar infestation in an efficient manner. In some confined areas, grinding and mulching is a solution, dozers and root plows are also used but that process typically requires complete restoration with reseeding. When it comes to hundreds of acres with select extraction of the mesquite and cedars the Komatsu/Werk-Brau solution is more efficient with less soil damage. IROCK Names Warren CAT New Dealer for Okla., Texas IROCK Crushers recently named Warren CAT as its new dealer serving Oklahoma and Texas. According to IROCK General Manager, Bob Nelson, with 22 facilities located throughout its CAT territory, Warren CAT is well positioned to provide the kind of equipment and product support that IROCK customers depend on. Warren CAT is the second CAT dealer to take on the IROCK Crushing equipment line. “CAT dealers make good partners because their sales and service models are complimentary to IROCK’s approach,” said Nelson. He added that IROCK’s use of CAT power means that Warren CAT is suited with the expertise needed to service IROCK machines and with a full inventory of wear parts, they’re well equipped. “Our passion for this business and respect for our customers leads us to continually look for ways to find “total solutions” for our customers. million people will have an insurance policy against failure of two older subterranean water lines. “This project represents one of the most significant investments in the future of the city’s drinking water system,” said Cas Holloway, the city’s environmental protection commissioner. His remarks came in May at the conclusion of the paving phase of Tunnel 3 under Manhattan. The final phase involves installation of piping, mechanical and electrical systems, a process that won’t be completed until sometime in 2013 and will cost another $176 million. As construction projects go, Tunnel 3 is one of the more curious in engineering annals. For the most part it has been ongoing for decades almost completely out of sight of millions of people living within a few hundred feet of it. Other ongoing underground NYC construction projects – including mass transit ventures like the East Side access and Second Avenue subway – are significant, but they don’t measure up, or down, to Tunnel 3. Tunnel 3 is incomparable in terms of its duration through six city administrations, its massive cost – the Manhattan tunneling phase alone cost $680 million – and its demanding logistics, requiring hardhat labor at depths of 400 to 800 ft. (121 to 242 m) for miles and miles on end. It’s All About Water “We can live without a lot of things, water is not one of them,” Mayor Michael Bloomberg has said in backing the tunnel project. The mayor alluded to the city’s responsibility to furnish some 1.5 billion gal.

of water each day to 9 million NYC metropolitan area residents for drinking, cooking and bathing. Almost as important, the water is a necessity for firefighting. City fathers found all this to be true in the 19th century when a series of epidemics stemming from bad water ran through the city and then a devastating fire struck it. Consequently, a series of aqueducts from upstate New York were dug to supply greater volumes of water to the city from watersheds as far as 125 mi. (200 km) away. Then early in the 20th century, two tunnels were created to disperse the gravity-fed water to the five city boroughs.

Tunnel 1 was completed in 1917 and Tunnel 2 in 1936. They were constructed painstakingly — literally, with some tunneling workers dying from the “bends” as a consequence of their work in underground pressurized caissons. Their work was not in vain, however, for the two tunnels have been an unqualified success. That’s the problem: They are indispensable. They have never been out of service – and need to be. Like any other infrastructure, the rub of constant utilization erodes and debilitates surfaces and wears out mechanical and electrical systems. Construction of Tunnel 3 will let water be diverted from

Tunnels 1 and then 2 so that much-needed inspection and repair of the two older tunnels will be possible. Mayor Bloomberg has among other degrees a bachelor of engineering from John S. Hopkins University. He made completion of the tunnel a city funding priority. “I looked at our water tunnels and, in the past six years we have dedicated more money in this area than did the previous five administrations combined,” he told an interviewer for Leaders Magazine in 2008. “A third tunnel will give us redundancy and more capacity and because of the way it’s designed, it will let us turn off each of the two old ones, which nobody has looked at before. We’re afraid to turn them off because we think we may not be able to turn them back on, and there’s a worry that without water in them, they will collapse.” While there is as yet no repair schedule, Tunnel 1 will be the first one drained and scrutinized. It is the oldest and most vital of the two. The city’s Department of Environmental Protection, which manages the New York City water supply, will send inspectors into the tunnels for a meticulous assessment of tunnel walls and valves. When Tunnel 3 is completely functioning and inspection of the other two tunnels proceeds, the water will flow unabated. Everything is tied to keeping the water constantly moving – hundreds of millions of gallons a day – from one tunnel or another, up through vertical shafts spaced periodically along the way, into 7,000 mi. (11,200 km) of water mains and finally into lines serving homes and commercial buildings. see TUNNEL page 26

Building the Tunnel Construction of Tunnel 3 involved a variety of general contractors through the years, but it utilized the same union of craftspeople who gave the city the Holland and Lincoln tunnels and mile upon mile of functioning subway and sewer tunnels. They are members of Laborers Local Union No. 147, affectionately called “Sandhogs.” The name came from their first job rooting around in sand during construction of footings for the Brooklyn Bridge. They are categorized as miners – urban miners – because they often dig through subterranean rock and soil. They differ from other miners in that their tunneling is the purpose of their labor. But as in other mining work, it can be dangerous: 24 people have died in the course of Tunnel 3’s construction, though none in recent years. Burrell explained the benefits of the Komatsu PC200 LC-8 excavator combined with the Werk-Brau EZ-V grubber/extractor as an effective combination to not only remove the mesquite and cedar trees, but also the root ball. A single mesquite root left in the ground has the capabilities of propagating and starting a whole new plant. “Since the Natural Resources Conservation Service (NRCS) had specified a 9 to 18 inch below surface extraction to make sure the root ball was eliminated, I pointed out that the EZ-V grubber/extractor with its V-bottom design was much more efficient than a straight edge grubber,” said Burrell. “Werk-Brau uses AR400 steel for the cutting edges and with the triple pass welds on the high stress areas, the EZ-V was the perfect attachment for PC 200 LC-8.” The Komatsu/Werk-Brau package was rented for a little over six weeks and, according to Ward, was able to clear five acres per day with approximately 135 trees per acre. “The acreage was classified by the NRCS as 93 percent coverage, yet the PC 200 LC8 and the EZ-V went through it with no problems,” said Ward. “The State of Texas

Price Tag of California’s ‘Big Dig’ Rises to $10 Billion FREEWAY from page 1

For a half-century, activists in tiny South Pasadena have fought successfully against proposals to close the gap — a project that would split their quiet city of tree-lined neighborhoods. Now, they’re preparing for the next fight, as the Los Angeles County Metropolitan Transportation Authority board considers whether to pursue the concept of digging a tunnel to close the missing link in the region’s freeway network. At least one board member thinks the tunnel is a pipe dream that invokes images of Boston’s troubled Big Dig. “It’s construction on a massive scale, bigger than the Big Dig and will cost upward of $10 billion,” said Ara Najarian, the board president. “It’ll encourage people to get into their single-occupant vehicle and drive around L.A. when what we need are smart solutions and sustainable modes of transit.” Freeway supporter Barbara Messina, a member of the City Council in Alhambra, said it’s time to complete the project because the gap is hurting the effectiveness of the regional freeway system. “This gap was never intended to be permanent,” she said. “It’s just a sin that this has been stalled this long.” The route of the 710 freeway was first

mapped out in 1951 as part of a massive highway construction program that transformed California after World War II. But two decades later, then-Gov. Jerry Brown’s decision to limit spending on highway construction put completion of the 710 on hold. In the intervening years, South Pasadena activists stalled further construction by challenging environmental impact reports and winning court injunctions. The fierce opposition led the Federal Highway Administration in 2003 to rescind its support of a surface route. As a result, regional transportation planners began looking into the possibility of a tunnel that would take the 710 under South Pasadena, a 3.5 sq. mi. city with approximately 26,000 residents. Last year, the California Department of Transportation conducted exploratory drilling in five zones and determined through a geological study that building a freeway tunnel 200 ft. below ground in any of the zones was feasible. The study took into account seismic activity, soil conditions and the presence of hazardous materials. Now, planners are recommending that the MTA consider further environmental study of a 4.5- to 5-mi. tunnel running directly

north from the freeway’s current terminus to Interstate 210. The study would look into the environmental effects of a tunnel along with other transportation options such as rail to deal with congestion caused by the freeway gap. The board also could kill the tunnel idea altogether.

WOODVILLE, Texas (AP) With narrow lanes and soft, weedy shoulders dropping steeply to the water, U.S. 190’s Steinhagen Lake crossing is bound to send an adrenaline jolt through all but the most blase motorists. The roadside shards of exploded tires speak of danger as eloquently as a skull beside a desert waterhole. But the very conditions that make a driver snap to attention and ease up on the gas are a magnet for fresh-water turtles who, oblivious to the danger, die beneath the wheels of thousands of cars and trucks that pound across the causeway each day. So great has been the mortality of female turtles, who are drawn to the causeway to lay eggs, said Houston Zoo Conservation Programs Manager Rachel Rommel, that the future of the lake’s turtle population may be in jeopardy. A drop in the Steinhagen’s turtle population, she said, might pose serious threats to the lake's overall health. Monthly surveys taken during the turtles’ spring and summer nesting season indicate the 2-mi. stretch of road is among the top five deadliest spots for turtles in North America. Since the summer of 2008, zoo workers under Rommel's direction have found the remains of 635 turtles. Rommel conceded that the condition of the Steinhagen’s turtle population is unknown but said natural predation, the large-scale harvesting of freshwater turtles for export to China — a practice banned in Texas public waters in 2007 — and the reptile’s slow sexual maturation make the roadway losses a matter of significant concern. Based on the survey, zoo officials have petitioned the Texas Department of Transportation to erect low fences, or take other actions, to keep the turtles from crossing the road. Transportation agency biologist Stirling Robertson said TxDOT officials, aided by state and federal wildlife experts, are reviewing the issue. “We don’t have a lot of experience in dealing with this kind of problem,” he said, while noting that his agency has elsewhere installed fences and culverts to protect the endangered Houston toad. Rommel said a fence and culvert program in Lake Jackson, Fla., the continent's deadliest turtle road kill spot, reduced mortality from about 10 turtles per kilometer per day to less than one. Rommel became aware of the Steinhagen Lake turtle deaths in spring 2008 while camping at Martin Dies Jr. State Park at the causeway's eastern end.

En route to a nearby grocery, she spotted an injured turtle near the road. “She was still alive. I patched her back together,” Rommel said. Now on the alert, she counted 35 dead reptiles on or near the roadway as she returned to her camp. Rommel’s reports on turtle carnage launched the zoo’s annual surveys. Almost all the dead turtles, she said, are female — apparently drawn to the causeway to lay eggs. The soft, sandy soil retains heat and is close to aquatic plants, which may make the road's shoulders an appealing spot to nest, Rommel said. Dead turtles almost always are red-eared sliders or Missouri River cooters, which can grow to near dinner-plate size and live for decades. Rommel said females of these species can lay as many as 20 leathery eggs up to three times per nesting season, usually late spring through August. The zoo team surveys the Steinhagen Lake site once monthly through October. As vehicles sped past at seemingly breathtaking speeds, Rommel and three colleagues last week scoured both sides of U.S. 190 in search of dead turtles. With each find, they recorded species and sex and noted its location with a global positioning system. When only shell fragments were found, they labeled the find an “unknown.” After logging the data, the reptiles were tossed into the lake. The August survey found 98 dead turtles as well as snakes, raccoons and an alligator. “It’s a sad thing,” Rommel said. “After disposing of turtle after turtle, you have to shut off your emotional response and get the job done.” Whether eating or eaten, turtles are a key element in the lake's ecosystem, the health of which is vital to the area's water-based recreation industry, Rommel said. And even though neither red-eared sliders nor Missouri River cooters are protected species, a skewed ratio of males to females could mean trouble in years to come. TxDOT’s Robertson hinted that the effort to save turtles might draw opposition from Texans who think highway dollars should target more traditional projects. And, he noted, while turtle fences or culverts might be cheap to put up, the state would then have to maintain them. Still, he said, keeping turtles from crossing U.S. 190 might be warranted in terms of highway safety. “If a shell punctures a tire, a motorist could get in big trouble,” Robertson said. “It’s a very narrow elevated roadway, and you don’t have a lot of options. You go into a tree or into the lake.”

Caterpillar Inc. announced July 30 that its board of directors has appointed Frank Crespo as a vice president of the company. He will serve as Caterpillar’s chief procurement officer with responsibility for the Global Purchasing Division. Crespo joined the company on Aug. 16 and will report to Group President Steve Wunning, who has responsibility for Resource Industries. Crespo is currently vice president and chief procurement officer for Honeywell International, a $31 billion company located in Morristown, N.J. Crespo graduated from the United States Naval Academy in Annapolis, Md., with an engineering degree and earned his MBA from the Harvard Graduate School of Business Administration. “We are fortunate to bring Frank on board with Caterpillar, and I know he will build on his proven track record of leadership, supply chain management and low cost country sourcing that will bring Caterpillar’s supply chain performance to the next level,” said Group President Steve Wunning. “He brings an extensive record of driving successful supplier collaboration, which is one of the

nine key operating principles embedded in Caterpillar’s enterprise strategy.” Prior to joining Honeywell, Crespo was the director of global category management at Electronic Data Systems in Plano, Texas, where he was responsible for creating a global commodity management structure across each business unit. Before joining Electronic Data Systems, Crespo was the vice president of Semiconductor Materials for Praxair Inc. Prior to this role, he was the vice president of global procurement and materials management for Praxair Inc. Crespo also served in senior procurement roles for Texas Instruments Inc. and Hewlett-Packard Company. Following his graduation from the Naval Academy, Crespo served as a Nuclear Submarine Officer in both Vallejo, Calif., and Norfolk, Va., as the department head for supply, where he managed a large inventory and logistics budget for the Navy. He concluded his active duty career as a defense contract specialist for the Naval Sea Systems Command in Washington, D.C. Crespo went on to serve an additional 18 years in the Naval Reserve and retired as a captain.

John Deere Reports Its Third Quarter Profit Up 47 Percent By Josh Funk

OMAHA, Nebraska (AP) Deere & Co. said Aug. 18 its third-quarter profit grew 47 percent with American and Canadian farmers buying enough of the company’s large equipment to offset a sharp downturn in Europe. The company reported $617 million net income, or $1.44 per share, in the quarter that ended July 31. That’s up from $420 million, or 99 cents per share, a year ago. Deere said global revenue spiked 16 percent to $6.84 billion. Agricultural equipment sales in the U.S. and Canadian markets increased 19 percent in the quarter. Sales in other markets rose 16 percent, but that figure masks the European weakness. “While we have benefited from positive conditions in the U.S. farm sector, particularly in terms of demand for large equipment, European markets are down sharply,”

Deere’s chairman and CEO Samuel Allen said in a statement. Overall, Deere’s agricultural and turf equipment sales grew 12 percent to $5.2 billion from last year's $4.7 billion. Demand for construction and forestry equipment has improved from last year, but Deere said it remains well below normal. Quarterly sales for that division jumped 59 percent to just over $1 billion from $632 million a year ago. The quarterly results from the maker of iconic green-and-yellow farm and construction equipment easily beat Wall Street expectations. On average, analysts expected earnings per share of $1.24 on $6.52 billion revenue. The company said it now expects its sales to grow about 12 percent in fiscal 2010. That prediction is in line with the 11 percent to 13 percent range Deere offered in May. Deere also said it expects fourth-quarter net income to increase about 32 percent over last year to $375 million.
