The California Department of Transportation (Caltrans), along with the Federal Highway Administration has awarded a contract for the Antlers Bridge Replacement Project to Tutor Perini of Sylmar, Calif., for $125 million, 43 percent below the engineer’s estimate. Construction on the 6 year project began mid-October 2009. The project is financed with federal and state transportation dollars through the State Highway Operation and Protection Program. This project replaces Antlers Bridge on Interstate 5 in Shasta County over the Sacramento River arm of Shasta Lake near the community of Lakehead. The new structure is a 1,942-ft. (592 m) long, 104-ft. (31.7 m) wide, five-span cast in place reinforced concrete segmental box girder bridge. It is see CALTRANS page 48

The number of improving housing markets across the country rose to 99 in September, according to the National Association of Home Builders/First American Improving Markets Index (IMI), released Sept. 10. This is up from 80 metros that were listed as improving in August and includes representatives from 33

states as well as the District of Columbia. The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. Markets added to the list in September include such geographically diverse locations as

Tucson, Ariz.; Jacksonville, Fla.; Springfield, Ill.; Greenville, N.C.; and Bend, Ore. “The number of improving housing markets grew by 19 in September as 68 metros retained their spots, 31 new metros were added and just 12 dropped off the list,” noted Barry Rutenberg, see HOUSING page 50

OMAHA, Nebraska (AP) The company that wants to build a pipeline to transport crude oil

from Canada to U.S. Gulf Coast refineries said Sept. 5 it has revised its proposed new route through Nebraska to avoid environmentally sensitive areas. The latest proposed Keystone

XL pipeline route is TransCanada’s second attempt to satisfy state environmental regulators. The Nebraska Department of Environmental Quality said in July that the initial revised route

AGC: Off-Road Diesel Emissions Rules to Save Construction Employees $9 Billion A series of changes California officials made to their offroad diesel emissions rule, made to correct the significant errors in the measure discovered by the Associated General Contractors of America (AGC), will save construction employers as much as $9 billion, according to the AGC. Association officials outlined the changes and their potential impacts during a federal hearing Sept. 20 on whether California can start enforcing the revised measure in 2014. “Once we pointed out their initial errors, California officials made a good faith effort to modify their proposal to protect both the environment and the construction industry,” said Mike Kennedy, the association’s general counsel. “While we are not prepared to support California’s request [for federal approval], we do believe the state’s request can be fairly submitted.” When the California Air Resources Board first proposed its off-road diesel emissions rule in 2007, the construction industry estimated the measure would cost employers $13 billion, Kennedy said. However, the AGC identified that the original proposal overestimated the emissions from off-road diesel construction equipment by at least 340 percent. After the association disclosed the significant flaws in the

original off-road rule, state officials made a number of major modifications to the measure. The board agreed to delay the rule by almost four years, dramatically reducing the amount of construction equipment they would require firms to replace each year and agreed to expand “early action” credits that contractors could earn and expanded exemptions for “low-use” vehicles. As a result of the changes, California officials estimated the revised rule will cost 70 percent less than the original version, Kennedy said. If the state’s estimate is accurate, then California’s contractors can expect to save as much as $9 billion, he added. He cautioned that even with the significant changes, the measure still comes at a bad time for hardhit construction employers. He cited evidence, for example, that contractor defaults will be higher in 2012 than in any of the previous three years. Kennedy outlined the changes to the measure during testimony to the U.S. Environmental Protection Agency. The agency is considering California’s request for permission to begin enforcing the emissions standards starting Jan. 1, 2014.

South Texas Town Holds Out Hope Bridge Will Pay Off By John MacCormack SAN ANTONIO EXPRESS-NEWS

DONNA, Texas (AP) With room for eight lanes to carry traffic to and from Mexico, the Donna International Bridge could easily handle thousands of cars and heavy trucks daily, pouring toll money into city coffers. But instead of the bustle and congestion of a typical South Texas border crossing, an orderly calm prevails here. At times, the afternoon traffic is so light that the single, bored toll collector has time to chat between arriving cars. With its second anniversary approaching, the bridge is still losing thousands of dollars a day, and the multifaceted $900 million development complex planned for 1,000 acres on the U.S. side exists only in colorful, two-dimensional depictions. This wasn’t what folks had in mind when they borrowed $30 million to build a bridge across the Rio Grande. Instead of growth and money, so far it’s only brought Donna the highest tax rate in Hidalgo County. “It’s like having a kid in college, in his freshman year. We’re still paying for the books and all the expenses,” said City Manager Oscar Ramirez, who said city taxpayers are underwriting about $7,400 in bridge debt and operating costs each day. “We have been working with factors beyond our control, but we are being responsible parents,” added Ramirez, who believes that, like a college graduate, the bridge will become an economic driver and revenue producer. Set amid cane fields about 10 miles east of the prosperous Pharr International Bridge, the Donna Bridge provides an example of the risks, political complexities and financial uncertainties of tackling such an ambitious project. For starters, no one anticipated that drug cartel violence would turn northern Mexico into a no-man’s land about the time the bridge was completed, dramatically reducing crossings. For Donna, a working-class community of only 16,500, there was little room for error. “We’re a small community, less than 10 square miles,” said Mayor David Simmons. “Our largest employer is the school district. The second largest is the city. So that tells you what we have right there.” The mayor, who inherited the project, said

Extendable Arms for Bobcat E42, E45, E55 Add Versatility

Bobcat Company has added more versatility to three machines with a new extendable arm option for the M-Series E42, E45 and E55 compact excavators. The extendable arm is a telescoping arm that provides the best of both worlds — power and reach — and will appeal to customers working in space-restricted areas, allowing them more flexibility to clean out trenches and to place soil further away from an excavation, according to the manufacturer. Bobcat E42 and E45 excavators with the extendable-arm option feature a 24-in. (61 cm) range of motion with maximum dig depths of 12 ft. 6 in. and 12 ft. 10 in. (3.8 and 3.9 m), respectively. The extendable-arm option includes an additional counterweight. The Bobcat E55 excavator with extendable-arm option has a 30-in.

(76 cm) range of motion and a maximum dig depth of 14 ft. 7 in. (4.4 m); approximately 22 in. (55.9 cm) more dig depth than an E55 with the standard arm configuration. Case Adds Larger Engines, Tier IV Upgrades to Alpha Skid Steer Models Case Construction Equipment recently upgraded its largest Alpha Series skid steers and compact track loaders, which now meet emission requirements for Tier IV Interim certification. The Case SR250 and SV300 skid steers and TR320 and TV380 compact track loaders now feature 90 hp (67 kW), 3.4 L Case diesel engines with the full high-pressure common rail (HPCR) design typically used in larger construction equipment. To meet Tier IV Interim emission requirements, Case equipped the models with cooled exhaust gas recirculation (CEGR) technology, including diesel particulate filter and diesel oxidizing catalyst. Case selected CEGR technology as most appropriate for skid steers and compact track loader applications, where the engine typically runs at a high RPM. Rated operating capacities are 2,500 lb. (1,135 kg) for the SR250; 3,000 lb. (1,361 kg) for the SV300; 3,200 lb. (1,451 kg) in the TR320, and 3,800 lb. (1,723 kg) for the TV380. The Case 3.4 L engine in the upgraded Alpha Series skid steers and compact track loaders features a new piston design — specifically engineered for use in high pressure common rail (HPCR) fuel systems — that promotes thorough combustion, optimizes power and fuel efficiency. The electronic engine controls monitor EGR sensors and other inputs to determine diesel particulate filter (DPF) system regeneration needs. Dozer-Style Undercarriage As in previous Case models, the upgraded Case TR320 and TV380 compact track loaders feature a dozerstyle undercarriage, engineered to hold fast on steep slopes and take command of muddy or sandy terrain. The undercarriage has a rigid track frame with fewer moving parts, so it is more durable and easier to maintain than suspension track systems, according to the manufacturer. They may be at the smaller end of the Volvo Construction Equipment wheel loader range, but even with their compact design, the new L45G and L50G are big when it comes to application potential. With the flexibility to work in a wide range of job sites, these machines are fitted with a hydraulic attachment bracket for quick tool changeovers. The L45G and L50G feature the latest emissions-compliant engines and TP Linkage, ensuring high breakout force and parallel movement throughout the entire lifting range. This combination gives high tiltback torque and lifting power, increasing productivity when loading or rehandling. The progressive lift helps retain loose bucket material and minimizes disturbing the load when lifting pallets. The breakout torque also is useful if a log grapple is fitted, giving complete load control in all positions. The combination of stable load and highreach linkage design allows for dumping into high-sided trucks, according to the manufacturer. The L45G and L50G feature the modern stylistic redesign of the G-Series range.

Smaller in size than many other machines, these models’ compact dimensions come from the shorter frame as a result of the transversely mounted engine. This combination allows high maneuverability in restricted work areas. Higher Torque With Lower Emissions These new machines meet the requirements of the Tier IV interim (Tier IVi) emissions legislation. The L45G and L50G are fitted with the Volvo D4 four-cylinder turbocharged off-highway diesel engine, which features cooled gas recirculation and a particulate filter with active regeneration. The diesel particulate filter (DPF) temporarily holds the particulate matter and then incinerates it, further reducing emissions. This process is conducted without any loss of performance during operation. Producing between 98 to 114 hp (73 to 85 kW) the D4 engine also leads the industry in terms of fuel efficiency, reliability and quietness, according to the manufacturer. The 8055 RTS weighs in at 12,125 lbs. (5,500 kg), improving its lift capacity up to 10 percent and enabling operators to complete jobs in less time. A new 44.4 hp (33 kW) Perkins engine decreases fuel consumption up to 10 percent, reducing operating costs. In addition to the 8055’s standard 75 in. (190.5 cm) dipper and optional 59 in. low engine speeds, combined with loadsensing hydraulics, promotes work at a lower rpm — extending engine life, lowering fuel use and reducing noise. The engine cooling fan allows the engine to reach optimum working temperature faster and operates only when needed. The fan also is reversible, automatically blowing air back through the cooling pack in order to remove debris drawn into the radiator. Engine and Drivetrain — Better Together The engine drivetrain, axles, hydraulics and lifting systems are all designed for improved productivity, higher rim pull, lower emissions, greater smoothness, serviceability, and operator comfort. Both the L45G and L50G come with an infinitely variable hydrostatic transmission. Maximum rim pull is available at all speeds, regardless of travel direction. For work in wet and/or heavy conditions, 100 percent differential locks in the heavyduty axles allow all wheels to turn simultaneously. The rear axle is allowed to oscillate, increasing stability of the machine by maintaining ground contact and providing opti-

mum traction in difficult terrain. Load-sensing hydraulics deliver power to hydraulic functions only when needed, eliminating unnecessary oil pumping. Maintaining the optimum balance between lifting and traction forces allows effective bucket penetration when digging or pushing into a pile. Mounted on viscous dampers, operators are isolated from vibration and excessive noise, reducing fatigue levels. Operators can breathe easily, due to efficient air-management and filtering systems — and take on the job in a comfortable, clean work environment. Depending on preference, operators can choose between joystick and multi-lever hydraulic pilot control — both providing precise and steady load. To encourage operators to work smoothly an eco pedal applies an appropri-

ate amount of mechanical back-pressure, encouraging low fuel consumption operating techniques. Fuel use also is reduced, due to a loadsensing steering system that only activates when the wheel is turned. An inch brake pedal allows further machine control. Applying light pressure on the pedal slows the machine using the hydraulic transmission only, while firmer pressure engages the axle brakes, which can be useful if working on an incline. Getting Attached to the L45G and L50G Flexibility is a key feature of these two wheel loaders and it’s enhanced by an attachment bracket that enables quick tool changes. ISO standardized, the bracket allows the operator to clearly see the attachment points from the cab, and the variety of Volvo attachments available is extensive. All are designed and approved by Volvo to work in harmony with the machines’ link-arm geometry, breakout, rim pull, and lifting forces. Tools include buckets, pallet forks, grapples, etc. Servicing and Support The G-Series comes with advanced elec-

tronic monitoring diagnostics that are designed to prolong machine life, enhance uptime and maximize productivity. Contronics monitors functions in real time and alerts the operator if problems occur. MATRIS charts and analyzes data on machine handling and operation. VCADS Pro is a service tool that allows easy troubleshooting. The CareTrack telematics system from Volvo Construction Equipment enables operators and owners to know exact machine location and all operating data to be securely viewed via the Internet; providing all the information needed to make quick business decisions on operation, maintenance and repairs. Servicing is made easy with the G-Series, with daily pre-start items quickly checked and scheduled service items conveniently grouped together. The engine cover also provides good ventilation of the engine compartment. It gives quick access for easy cleaning or servicing duties. And consumables, such as filters, are easy to reach and easy to replace.
