The California Department of Transportation (Caltrans), along with the Federal Highway Administration has awarded a contract for the Antlers Bridge Replacement Project to Tutor Perini of Sylmar, Calif., for $125 million, 43 percent below the engineer’s estimate. Construction on the 6 year project began mid-October 2009. The project is financed with federal and state transportation dollars through the State Highway Operation and Protection Program. This project replaces Antlers Bridge on Interstate 5 in Shasta County over the Sacramento River arm of Shasta Lake near the community of Lakehead. The new structure is a 1,942-ft. (592 m) long, 104-ft. (31.7 m) wide, five-span cast in place reinforced concrete segmental box girder bridge. It is see CALTRANS page 48

The number of improving housing markets across the country rose to 99 in September, according to the National Association of Home Builders/First American Improving Markets Index (IMI), released Sept. 10. This is up from 80 metros that were listed as improving in August and includes representatives from 33
states as well as the District of Columbia. The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment and house prices for at least six consecutive months. Markets added to the list in September include such geographically diverse locations as
Tucson, Ariz.; Jacksonville, Fla.; Springfield, Ill.; Greenville, N.C.; and Bend, Ore. “The number of improving housing markets grew by 19 in September as 68 metros retained their spots, 31 new metros were added and just 12 dropped off the list,” noted Barry Rutenberg, see HOUSING page 50

OMAHA, Nebraska (AP) The company that wants to build a pipeline to transport crude oil
from Canada to U.S. Gulf Coast refineries said Sept. 5 it has revised its proposed new route through Nebraska to avoid environmentally sensitive areas. The latest proposed Keystone
XL pipeline route is TransCanada’s second attempt to satisfy state environmental regulators. The Nebraska Department of Environmental Quality said in July that the initial revised route
crossed land that could erode easily and passed near unconfined aquifers that supply drinking water to residents and livestock. The new TransCanada propossee PIPELINE page 42

AGC: Off-Road Diesel Emissions Rules to Save Construction Employees $9 Billion A series of changes California officials made to their offroad diesel emissions rule, made to correct the significant errors in the measure discovered by the Associated General Contractors of America (AGC), will save construction employers as much as $9 billion, according to the AGC. Association officials outlined the changes and their potential impacts during a federal hearing Sept. 20 on whether California can start enforcing the revised measure in 2014. “Once we pointed out their initial errors, California officials made a good faith effort to modify their proposal to protect both the environment and the construction industry,” said Mike Kennedy, the association’s general counsel. “While we are not prepared to support California’s request [for federal approval], we do believe the state’s request can be fairly submitted.” When the California Air Resources Board first proposed its off-road diesel emissions rule in 2007, the construction industry estimated the measure would cost employers $13 billion, Kennedy said. However, the AGC identified that the original proposal overestimated the emissions from off-road diesel construction equipment by at least 340 percent. After the association disclosed the significant flaws in the
original off-road rule, state officials made a number of major modifications to the measure. The board agreed to delay the rule by almost four years, dramatically reducing the amount of construction equipment they would require firms to replace each year and agreed to expand “early action” credits that contractors could earn and expanded exemptions for “low-use” vehicles. As a result of the changes, California officials estimated the revised rule will cost 70 percent less than the original version, Kennedy said. If the state’s estimate is accurate, then California’s contractors can expect to save as much as $9 billion, he added. He cautioned that even with the significant changes, the measure still comes at a bad time for hardhit construction employers. He cited evidence, for example, that contractor defaults will be higher in 2012 than in any of the previous three years. Kennedy outlined the changes to the measure during testimony to the U.S. Environmental Protection Agency. The agency is considering California’s request for permission to begin enforcing the emissions standards starting Jan. 1, 2014.

South Texas Town Holds Out Hope Bridge Will Pay Off By John MacCormack SAN ANTONIO EXPRESS-NEWS
DONNA, Texas (AP) With room for eight lanes to carry traffic to and from Mexico, the Donna International Bridge could easily handle thousands of cars and heavy trucks daily, pouring toll money into city coffers. But instead of the bustle and congestion of a typical South Texas border crossing, an orderly calm prevails here. At times, the afternoon traffic is so light that the single, bored toll collector has time to chat between arriving cars. With its second anniversary approaching, the bridge is still losing thousands of dollars a day, and the multifaceted $900 million development complex planned for 1,000 acres on the U.S. side exists only in colorful, two-dimensional depictions. This wasn’t what folks had in mind when they borrowed $30 million to build a bridge across the Rio Grande. Instead of growth and money, so far it’s only brought Donna the highest tax rate in Hidalgo County. “It’s like having a kid in college, in his freshman year. We’re still paying for the books and all the expenses,” said City Manager Oscar Ramirez, who said city taxpayers are underwriting about $7,400 in bridge debt and operating costs each day. “We have been working with factors beyond our control, but we are being responsible parents,” added Ramirez, who believes that, like a college graduate, the bridge will become an economic driver and revenue producer. Set amid cane fields about 10 miles east of the prosperous Pharr International Bridge, the Donna Bridge provides an example of the risks, political complexities and financial uncertainties of tackling such an ambitious project. For starters, no one anticipated that drug cartel violence would turn northern Mexico into a no-man’s land about the time the bridge was completed, dramatically reducing crossings. For Donna, a working-class community of only 16,500, there was little room for error. “We’re a small community, less than 10 square miles,” said Mayor David Simmons. “Our largest employer is the school district. The second largest is the city. So that tells you what we have right there.” The mayor, who inherited the project, said

Extendable Arms for Bobcat E42, E45, E55 Add Versatility
The new Bobcat extendable arm provides operators ultimate reach where and when it’s needed, without having to upsize the machine.
Bobcat Company has added more versatility to three machines with a new extendable arm option for the M-Series E42, E45 and E55 compact excavators. The extendable arm is a telescoping arm that provides the best of both worlds — power and reach — and will appeal to customers working in space-restricted areas, allowing them more flexibility to clean out trenches and to place soil further away from an excavation, according to the manufacturer. Bobcat E42 and E45 excavators with the extendable-arm option feature a 24-in. (61 cm) range of motion with maximum dig depths of 12 ft. 6 in. and 12 ft. 10 in. (3.8 and 3.9 m), respectively. The extendable-arm option includes an additional counterweight. The Bobcat E55 excavator with extendable-arm option has a 30-in.
(76 cm) range of motion and a maximum dig depth of 14 ft. 7 in. (4.4 m); approximately 22 in. (55.9 cm) more dig depth than an E55 with the standard arm configuration. Ultimate Performance The new Bobcat extendable arm provides operators ultimate reach where and when it’s needed, without having to upsize the machine. The arm can be hydraulically extended and retracted as the need arises. When retracted, the arm delivers similar arm force (tear-out force) as a standard arm. When extended, an operator can reach back into a trench to clean out material or dump spoil farther away during excavation. Another appealing application for the extendable arm is truck loading. The extendable arm allows the
operator to reach to the front or to the far side of a truck to effectively fill the load. Attachment Convenience The Bobcat clamp-ready extendable arm is designed to provide compatibility with the clamp attachment and the Hydraulic XChange mounting system. With this feature, the extendable arm maintains the versatility of operating multiple attachments. A unique retention pin holds the arm in the retracted position, allowing use of up to 16 different attachments. This clamp capability is a perfect solution for contractors wanting to pick up and place material such as rocks, landscaping materials and debris in site preparation applications, according to the manufacturer. Functionally, the machine’s pri-
mary auxiliary hydraulics activate the extendable arm’s extend/retract motion. The clamp, when optioned with an extendable arm, also includes second auxiliary hydraulics. Case Adds Larger Engines, Tier IV Upgrades to Alpha Skid Steer Models Case Construction Equipment recently upgraded its largest Alpha Series skid steers and compact track loaders, which now meet emission requirements for Tier IV Interim certification. The Case SR250 and SV300 skid steers and TR320 and TV380 compact track loaders now feature 90 hp (67 kW), 3.4 L Case diesel engines with the full high-pressure common rail (HPCR) design typically used in larger construction equipment. To meet Tier IV Interim emission requirements, Case equipped the models with cooled exhaust gas recirculation (CEGR) technology, including diesel particulate filter and diesel oxidizing catalyst. Case selected CEGR technology as most appropriate for skid steers and compact track loader applications, where the engine typically runs at a high RPM. Rated operating capacities are 2,500 lb. (1,135 kg) for the SR250; 3,000 lb. (1,361 kg) for the SV300; 3,200 lb. (1,451 kg) in the TR320, and 3,800 lb. (1,723 kg) for the TV380. The Case 3.4 L engine in the upgraded Alpha Series skid steers and compact track loaders features a new piston design — specifically engineered for use in high pressure common rail (HPCR) fuel systems — that promotes thorough combustion, optimizes power and fuel efficiency. The electronic engine controls monitor EGR sensors and other inputs to determine diesel particulate filter (DPF) system regeneration needs. Dozer-Style Undercarriage As in previous Case models, the upgraded Case TR320 and TV380 compact track loaders feature a dozerstyle undercarriage, engineered to hold fast on steep slopes and take command of muddy or sandy terrain. The undercarriage has a rigid track frame with fewer moving parts, so it is more durable and easier to maintain than suspension track systems, according to the manufacturer. They may be at the smaller end of the Volvo Construction Equipment wheel loader range, but even with their compact design, the new L45G and L50G are big when it comes to application potential. With the flexibility to work in a wide range of job sites, these machines are fitted with a hydraulic attachment bracket for quick tool changeovers. The L45G and L50G feature the latest emissions-compliant engines and TP Linkage, ensuring high breakout force and parallel movement throughout the entire lifting range. This combination gives high tiltback torque and lifting power, increasing productivity when loading or rehandling. The progressive lift helps retain loose bucket material and minimizes disturbing the load when lifting pallets. The breakout torque also is useful if a log grapple is fitted, giving complete load control in all positions. The combination of stable load and highreach linkage design allows for dumping into high-sided trucks, according to the manufacturer. The L45G and L50G feature the modern stylistic redesign of the G-Series range.
Smaller in size than many other machines, these models’ compact dimensions come from the shorter frame as a result of the transversely mounted engine. This combination allows high maneuverability in restricted work areas. Higher Torque With Lower Emissions These new machines meet the requirements of the Tier IV interim (Tier IVi) emissions legislation. The L45G and L50G are fitted with the Volvo D4 four-cylinder turbocharged off-highway diesel engine, which features cooled gas recirculation and a particulate filter with active regeneration. The diesel particulate filter (DPF) temporarily holds the particulate matter and then incinerates it, further reducing emissions. This process is conducted without any loss of performance during operation. Producing between 98 to 114 hp (73 to 85 kW) the D4 engine also leads the industry in terms of fuel efficiency, reliability and quietness, according to the manufacturer. JCB’s New 8055 RTS Adds More Power, Maneuverability Due to a number of recent enhancements, JCB’s 8055 RTS mini-excavator now combines even more power and maneuverability into one compact package. The 8055 RTS weighs in at 12,125 lbs. (5,500 kg), improving its lift capacity up to 10 percent and enabling operators to complete jobs in less time. A new 44.4 hp (33 kW) Perkins engine decreases fuel consumption up to 10 percent, reducing operating costs. In addition to the 8055’s standard 75 in. (190.5 cm) dipper and optional 59 in. (150 cm) dipper, a third dipper — the 68 in. (173 cm) — is now available. This new dipper increases the machine’s stability when using tilting buckets and quick hitches, according to the manufacturer. low engine speeds, combined with loadsensing hydraulics, promotes work at a lower rpm — extending engine life, lowering fuel use and reducing noise. The engine cooling fan allows the engine to reach optimum working temperature faster and operates only when needed. The fan also is reversible, automatically blowing air back through the cooling pack in order to remove debris drawn into the radiator. Engine and Drivetrain — Better Together The engine drivetrain, axles, hydraulics and lifting systems are all designed for improved productivity, higher rim pull, lower emissions, greater smoothness, serviceability, and operator comfort. Both the L45G and L50G come with an infinitely variable hydrostatic transmission. Maximum rim pull is available at all speeds, regardless of travel direction. For work in wet and/or heavy conditions, 100 percent differential locks in the heavyduty axles allow all wheels to turn simultaneously. The rear axle is allowed to oscillate, increasing stability of the machine by maintaining ground contact and providing opti-
mum traction in difficult terrain. Load-sensing hydraulics deliver power to hydraulic functions only when needed, eliminating unnecessary oil pumping. Maintaining the optimum balance between lifting and traction forces allows effective bucket penetration when digging or pushing into a pile. The smooth and precise pilotoperated hydraulics enable the operator to comfortably control the attachment — resulting in higher productivity and comfort. High Productivity With Low Stress The latest generation Volvo cab is fitted to the L45G and L50G. ROPS/FOPS approved, visibility to the rear of the machine, to the bucket edge, and to the centrally located instrumentation is excellent. Mounted on viscous dampers, operators are isolated from vibration and excessive noise, reducing fatigue levels. Operators can breathe easily, due to efficient air-management and filtering systems — and take on the job in a comfortable, clean work environment. Depending on preference, operators can choose between joystick and multi-lever hydraulic pilot control — both providing precise and steady load. To encourage operators to work smoothly an eco pedal applies an appropri-
ate amount of mechanical back-pressure, encouraging low fuel consumption operating techniques. Fuel use also is reduced, due to a loadsensing steering system that only activates when the wheel is turned. An inch brake pedal allows further machine control. Applying light pressure on the pedal slows the machine using the hydraulic transmission only, while firmer pressure engages the axle brakes, which can be useful if working on an incline. Wright Express Releases Monthly Construction FCI Results Wright Express Corporation, a leading global provider of value-based business payment processing and information management solutions, in collaboration with IHS a leading global source of information and analytics, Aug. 23 released results of its Wright Express Construction Fuel Consumption Index (FCI), which indicated an increase of 1.4 percent in July versus its level the previous year. The Wright Express Construction FCI measures national fuel consumption statistics for the construction industry, which provides an accurate and up-to-date indication of construction activity in the United States. “The results of the July 2012 Fuel Consumption Index indicate flat growth in the construction industry despite consistent year-over-year growth,” said Rick Pomerleau, vice president, corporate development at Wright Express. “The construction industry hit a speed bump in June, showing the industry is still on a slow path to recovery.” Wright Express worked with IHS to capture and analyze transaction data from its closed loop network of more than 180,000 fuel and vehicle maintenance locations, including more than 90 percent of the domestic retail fuel locations and 45,000

With this data, the Wright Express Construction FCI can be used to identify emerging trends within the construction industry and the national economy. The indicators were tested at monthly, quarterly and annual frequencies, with the greatest insights produced using the yearover-year percent change of the monthly data. For July 2012, the Wright Express Construction FCI reported that fuel consumption by U.S. construction companies increased by 1.4 percent versus July 2011 and increased by 0.2 percent versus the previous month. The Wright Express Construction FCI, which is available monthly in advance of the U.S. Census Bureau figures on construction
spending, is available at http://www.wrightexpress.com/fci. Last month’s Wright Express Construction FCI diverged from the increased construction spending levels evident in most of the government’s subsequent construction data releases. Construction spending excluding improvements — a good measure of activity — expanded by 0.7 percent in June. Private residential construction increased by 3.1 percent, again reflecting the year’s uptick in single-family housing starts. The decrease in June was reflected in housing permits, which decreased 3.7 percent in June to an annual rate of 755,000 due to a sharp drop in multi-family permits in the South. Total construction put-in-place increased by 0.4 percent in June.
IHS Analysis According to the IHS analysis, the continued flat growth for the Wright Express Construction FCI in July, and with the additional loss in June, indicates a delayed recovery for the construction industry. New home sales fell 8.4 percent in June; however, the loss should not be considered significant due to an anomalous sales plunge in the northeast. Despite the uncharacteristic decrease in June, the housing market remains on track for recovery with the three-month average showing new home sales gradually increasing. The key obstacle to the housing recovery continues to be tight credit conditions, which is why sales to non-investors have been only inching up in recent months, despite low mortgage rates and plenty of affordable homes (in most markets). The homeowner vacancy rate measuring the proportion of homes that are vacant and for sale slipped 2.1 percent in the second quarter of 2012, which is still too high from the “normal” range of 1.6 percent to 1.7 percent. Home prices have been rising slowly in recent months and any gain in prices is good news because the price gains reduce the number of homeowners with “underwater” mortgages.

City Officials to Reassure Alaska State Transportation Feds on Honolulu Rail Plan

JUNEAU, Alaska (AP) For sale: Bridge spanning the scenic Mendenhall River in Juneau. Buyer must agree to remove and preserve the historic structure, named in honor of the Alaska Native Brotherhood. No sales price is listed for the Brotherhood Bridge but a spokeswoman of the state transportation department, Brenda Hewitt, said bridges in similar situations in other states have gone for as little as $1 or been transferred for free. She said Sept. 25 that an evaluation of potential buyers will be based more on their plans to maintain the structure for its historic use than price. The bridge still comes at a cost: the structure contains lead-based paint, which Hewitt said will have to be removed and treated. Additionally, it will have to be taken apart, moved and reconstructed.
The 319-ft. (97 m) bridge, near a scenic turnout and trail system, was designed by Roy Peratrovich Jr. The department said it was constructed with steel plate girders, concrete and steel piers and concrete abutments. It fits the criteria needed to seek listing on the National Register of Historic Places, according to a state preservation officer. The bridge featured 10 bronze medallions, representing the crest of the brotherhood. Those will not go with the new owner, and Hewitt said it’s possible that they could be incorporated into the new bridge, though a decision on that hasn’t been finalized yet. The department plans to replace the bridge, built over the Mendenhall River in 1965, with a wider, four-lane bridge, that has a sidewalk on one side and multiuse path on other, Hewitt said. The project is expected to be advertised next year and estimated to cost about $19 million, she said.
HONOLULU (AP) Top Honolulu officials plan to reassure federal transportation officials that the city’s multibillion-dollar rail project is still on, even after a court decision stopped construction. A delegation that includes Mayor Peter Carlisle and city council chairman Ernie Martin had a meeting scheduled with the Federal Transit Administration in Washington. It comes after the Hawaii Supreme Court ordered the city to stop construction and complete an archaeological survey of the rail’s 20-mi. route. The Honolulu Star-Advertiser reported that the meeting comes after the city submitted an application to the FTA seeking $1.55 billion in federal funds for the $5 billion project. The city has predicted that it could take nine months to complete the survey — possibly longer if the city can’t persuade property owners along the rail route to grant access to conduct the survey. Each month of delays costs an estimated $7 million to $10 million, and the city has already paid more than $22 million in contractor delay claims unrelated to the court
case. The delegation will brief FTA officials on progress on the archaeological survey, as well as on continuing engineering and design work, Honolulu Authority for Rapid Transportation executive director Daniel Grabauskas said. “Our main goal is to discuss our Full Funding Grant Agreement submittal, which is on track and moving through the approval process,’’ Grabauskas said in a statement. The project also faces other political and legal challenges. A group of opponents, including former Gov. Ben Cayetano, has filed a separate lawsuit, arguing the environmental impact statement for the train system doesn’t comply with federal law. Cayetano, who is running for mayor, has promised to stop the rail project if he is elected. In November, he’ll face Kirk Caldwell, a rail project supporter who is the former managing director of the city and county. Carlisle, who has been a strong rail supporter, finished third in the August primary election and will leave office in January.

GOMACO Assists J.D. Abrams on Border Highway Job J.D. Abrams LP started its company in 1966 in El Paso, Texas, specializing in canal work. Shortly thereafter, it entered into the highway market to become the heavy and highway contractor that it is today. The company’s corporate office is located in Austin, with branch offices in Houston, Dallas and El Paso. It has paved with GOMACO equipment since 1968, when the company purchased its first C-450 cylinder finisher machine. At the end of last year, J.D. Abrams decided it was time to add another machine to its inventory. A machine capable of slipforming both side-mounted shoulder and barrier. It looked at the newest paver GOMACO had to offer, the four-track GP-2400. “We had two opportunities in front of us,” Brad Everett, vice president of operations of J.D. Abrams, said. “One was barrier wall and the other was side draft paving. With the GP2400, we are able to take on both of those with one machine.” J.D. Abrams took delivery of its new GP2400 earlier this year. It has been at work on the Border Highway in El Paso ever since slipforming 10 ft. (3 m) wide sidemounted shoulder. The scab-on shoulder is 11 in. (28

barrier wall to be placed and secured along the highway. The keyway is an attachment that is bolted onto the shoulder mold and forms the square keyway. A GOMACO 9500 placer works in front of the GP-2400 paver. Trucks dump the approximately 1 in. (2.5 cm) slump TxDOT-approved concrete into the hopper on the 9500. The 9500’s long placing conveyor places the concrete over the steel reinforcing and helps increase paving production on J.D. Abrams’ projects. “The 9500 helps us put more concrete out there faster,” Everett explained. “We always want to get the most production we can from our pavers, get more concrete down in a day, and the 9500 allows us to do that. It’s a great machine for us.” Paving production typically averages 2000 cu. yds. (1,529 cu m) per day. Their best production has reached up to 20 ft. (6.1 m) per minute. The GP-2400 is not running on stringline for the scab-on shoulder. J.D. Abrams is using steer sensors that follow the edge of the existing slab and the paver slipforms locked to grade. A sensor with a spring-loaded plate is attached to the back, right side of the mold and traces the edge of the existing slab. The GP-2400 features GOMACO’s G+ control system. J.D. Abrams’ operator learned the new system quickly and is enjoying the system’s easy operation. He also has an enhanced view of the entire paving operation and the G+ controller from the operator’s platform on top of the paver. “We’re very pleased with our GP-2400,” Everett said. “Almost every job we’re on has an application for it whether it’s a barrier situation, a shoulder, or concrete adjacent to a retaining wall. AEM, ARA Call Oil Sands Industry Trade Mission in Calgary, Canada, a Success The Association of Equipment Manufacturers (AEM) recently led a delegation of small and medium-sized member company representatives from the heavy off-road equipment industry on an oil sands trade mission. The trade mission also was sponsored by the American Rental Association (ARA). The group arrived in Calgary for a briefing on the oil sands industry, and the regulatory and political environment in Alberta. Speakers for the briefing included former Syncrude Vice President Don Thompson, HBW Resources Executive Vice President in Canada Randy Kerr, and TransCanada Pipelines Supply Chain Management Director Grant Martin. The following day the representatives headed to Ft. McMurray to tour Syncrude Canada and receive a briefing by the Wood Buffalo Regional Municipality on the economic and political status of the oil sands, and future projections of growth and investment in the area. “The Canada oil sands are a bright spot for safer and securer oil in North America, and show tremendous promise of long-term investment and growth for the U.S. heavy offroad equipment industry,” AEM Vice President of Global Public Policy Nick Yaksich said. “As the industry continues
to grow, equipment manufacturers will play an important role in providing the much needed resources for these sites to successfully operate. Swift approval of the Keystone XL pipeline will boost the American economy by creating more manufacturing jobs right here at home.” “We are incredibly impressed by the advances taking place on the oil sands as this region rapidly becomes a leading global source for secure energy,” ARA Vice President of Government Affairs, John McClelland said. “Equipment rental companies operating in the area are investing heavily in their rental fleets to meet the demand for equipment that continues to expand as oil sands projects expand. State Department approval of the Keystone Pipeline could expand production at the oil sands, and increase demand for rental equipment at the oil sands and all down the pipeline throughout North America. These sands are proof of positive advances in North American energy security and we look forward to continuing to support this important industry.” The State Department is currently reviewing the proposed permit for the Keystone XL oil pipeline. Prompt approval will create over 18,000 high-wage jobs in construction and manufacturing while providing a stable supply of North American energy to consumers in the United States.
TransCanada Tweaks First Plan, Aims to Protect Vital Water, Natural Resources PIPELINE from page 1
al tweaks that April plan, making the route veer east shortly after entering the state to avoid more of the sensitive areas in Keya Paha County, east again around the town of Clarks and west around the town of Western to avoid drinking water well fields. “TransCanada shares the goal of protecting key water and natural resources with Nebraskans,” TransCanada CEO Russ Girling said. The proposal also upgrades planned safety measures, adding more remote control shut-off valves and inspections, the company said. Nebraska regulators said they would review the new proposal and hold a public hearing on it before submitting a recommendation to the governor, possibly by the end of the year. The governor will decide whether to approve the new route for the pipeline. “An initial scan of the report indicates that it responds to some of the comments raised by the NDEQ and the public, but a full evaluation will now
begin,” said Mike Linder, director of the state agency. Environmental groups have long opposed the pipeline project because of concerns that it could contaminate underground and surface water supplies, increase air pollution around refineries and harm wildlife. Bold Nebraska’s Jane Kleeb said the latest new route doesn’t go far enough to address her group’s concerns about potential erosion of the Sandhills and groundwater contamination, so she believes state and federal officials should block the pipeline. “The route still crosses the aquifer and it still crosses sandy soil, so all of the same concerns remain,” Kleeb said. TransCanada spokesman Grady Semmens said only 36 mi. (58 km) of the 275 mi. (442 km) of pipeline in Nebraska would cross sandy soils, and the new route entirely avoids the area Nebraska defined as the Sandhills. Joe Mendelson of the National Wildlife Federation said the Keystone
XL pipeline puts too much natural habitat at risk. “The best approach is to ditch Keystone XL entirely and embrace clean energy solutions that don’t spill or explode,” Mendelson said. The pipeline is designed to carry oil from Canada across Montana, South Dakota, Nebraska, Kansas, Oklahoma and Texas. TransCanada also has proposed connecting it to the Bakken oil field in Montana and North Dakota. President Barack Obama rejected TransCanada’s original application for a federal permit to build the pipeline in January after congressional Republicans imposed a deadline for approval that didn’t allow enough time to address questions about the route through Nebraska. Since then, TransCanada has split the project into two pieces. The company began construction in July on the southern section of the pipeline between Oklahoma and the Gulf Coast.

The use of a multi flow condenser reduces the overall height, while still being able to withstand the abuse in the harshest conditions. The 7060 adds to Visionaire’s growing family of climate control products. It fills a gap between the compact 7000/7100 units and the larger 7070 systems often found on railway equipment. “When planning for the 7060 we focused on creating an affordable product that would be as compact as possible without sacrificing the performance and reliability we are known for,” said Frank Pechacek, Visionaire Inc. president. “We wanted an OEM quality product that would be within reach of an end user or independent A/C shop.” Forced air cab pressurization and hydraulic compressor drive are some of the options available. Ferma Corp. Works Overnight on the Golden Gate In just 57 short hours over the weekend of April 27 to 30, 2012, NDA member Ferma Corporation of Mountain View, Calif., rolled out its fleet nearly 40 powerful pieces strong and reduced to dust and rubble the creaky and aging southern approach to the Golden Gate Bridge, known locally as Doyle Drive. Beginning after the Friday night rush hour, by the time the Monday morning commute rolled around, Ferma’s wrecking machines had smashed through the concrete and rebar that made up the 76-year old roadway, a segment of U.S. Highway 101. Deploying up to six excavators at a time on each stretch of roadway, the old highway came down perfectly according to plan. The sight of the old skyway coming down drew many spectators, as Ferma deployed its fleet ranging in size from the monster Cat 5110 down to smaller Cat excavators of the
330 variety. The 5110 simply crushed through the roadway, as companion machines moved in to crush the debris and separate the rebar out of the concrete. Ferma loaded huge chunks of roadway into its fleet of articulated dump trucks to get it out of the way, for processing later, so that the road building and paving crews could get the temporary bypass in place. Included among the powerhouse fleet were several Cat 385s, 375s and many 365s and 345s. Using hydraulic sheers and hammers, Ferma removed 285,000 sq. ft. of roadway over the weekend. The 40 machines in place reduced the roadway to 65,000 tons of debris. This included approximately 5 million pounds of steel, in addition to concrete and other materials. these big Cats, Brian Ferrari commented that the neighbors will sure be surprised at the amount of noise and resulting dust from the project that spread through the tony Marina neighborhood, despite satisfactory efforts to control it. Ferma will spend the next several months processing the materials resulting from the weekend blitz. The concrete will be crushed and used as roadbed for the new Presidio Parkway. The steel will be melted down and recycled for other uses. The old roadway was replaced with a temporary bypass that opened by 5:00 a.m. Monday morning. That roadway, which moves traffic through a new tunnel and features a movable median barrier to meet changing traffic demands, will stay in place while crews construct a permanent $1.1 billion replacement for the old Doyle Drive. The new roadway will be branded the Presidio Parkway when finished in 2015. The entire project progressed smoothly and was completed ahead of schedule. Ferma’s work, and the cooperation of passing motorists, was highly praised by the transportation agencies overseeing the project and in an editorial in the San Francisco Chronicle the morning that the weekend’s demolition was completed. Working Around Shasta Lake Poses Challenges, Fluctuating Lake Levels CALTRANS from page 1
being constructed on a new parallel alignment slightly east of the existing bridge. In addition, a 0.4 mi. (.6 km) long section of highway south of the bridge is undergoing a realignment and the existing 1,330-ft. (405 m) long structure will be demolished and removed. Shasta Dam was built over a 10-year period, from 1935 to 1945 and its outflow provides electricity and irrigation to areas of California below the dam. It also serves as flood control for the Sacramento River during the rainy season. Shasta Lake was formed in 1948 and is presently a popular spot for fishing, water skiing and houseboating. It is currently the largest man-made reservoir in California. The existing bridge is a spandrel braced cantilever deck truss bridge built in 1941 and rehabilitated in 1967. Under FHWA National Bridge Inventory Standards, the bridge is presently designated “fracture critical” and operationally non-compliant. “This is a main route for travel between the West Coast ports, from Portland, Ore., down to Los Angeles,” said Eric Akana, project manager of Caltrans. “Nearly 30 percent of the traffic is truck traffic and the ADT has been steadily increasing,” he added. Tutor Perini Corporation, who is self-performing the substructure and superstructure work on Antlers Bridge, has worked on a number of high profile projects in California. Among these are the Alameda Corridor, the San Francisco Bay Bridge and the Los Angeles International Airport runway and taxiway improvements. Tutor has enlisted the help of several subcontractors, including Force Drilling, a division of Shaft Drilling of West Virginia for foundation work, and Schwager Davis Construction, based in San Jose, Calif., for post-tension and prestressing. Harris-Salinas Rebar of Livermore, Calif., is supplying the iron and rebar, as well as performing the installations. Cleveland Wrecking Company, headquartered in Covina, Calif., will demolish the existing bridge when the new bridge is complete and open to traffic.
Working around Shasta Lake has posed a unique set of challenges to the contractors; most notably, the fluctuating lake levels. With the water vacillating 80 to 100 feet annually, crews have had to find alternatives for typical in-water tasks, like pile driving. Caltrans presented a site specific contractor outreach presentation and tour prior to bidding so contractors could view and better understand the challenges. Comprehensive pre-bid foundation drilling investigations and information sharing efforts also proved beneficial in planning the project. The bridge requires 38,000 cu. yds. (29,055 cu m) of concrete and 6,550 tons (5,941 t) of steel. Crews have balanced approximately 261,590 cu. yds. (200,000 cu m) of earth on the job. During the construction period, there has been some inconvenience to traffic and recreational activities, such as freeway traffic detours and restrictions to certain areas near the construction zone. However, Antlers Boat Ramp will remain open and lake access through the construction zone will be maintained. The project is situated within a National Forest Boundary with a significant amount of archaeological resources and biological resources including bald eagles, ospreys, fisheries, parks, camping and recreation. Significant stakeholders include interregional traffic and trucking, the National Forest Service, Bureau of Reclamation, Army Corps, Fish and Game, Water Quality Control Board and Marina Operators. In order to protect the wildlife in and around Shasta Lake, crews are complying with noise and building restrictions during certain months for nesting periods. chairman of the National Association of Home Builders (NAHB) and a home builder from Gainesville, Fla. “This solid growth is an encouraging sign that housing continues on a slow but steady recovery path that is gradually advancing from one local market to the next.” “More metros across the country are experiencing a sustained uptick in house prices, employment and new building activity as rising consumer confidence in local market conditions pushes more people to consider a new-home purchase,” observed NAHB Chief Economist David Crowe. “That said, overly tight lending conditions for builders and buyers continue to slow this process considerably.” “Combined with recent positive reports on builder confidence, housing starts and new-home sales, the September IMI adds to the growing consensus that housing is finally moving in the right direction, which in turn is spurring more potential buyers to get off the fence,” added Kurt Pfotenhauer, vice
chairman at First American Title Insurance Company. The IMI is designed to track housing markets throughout the country that are showing signs of improving economic health. The index measures three sets of independent monthly data to get a mark on the top improving Metropolitan Statistical Areas. The three indicators that are analyzed are employment growth from the Bureau of Labor Statistics, house price appreciation from Freddie Mac and single-family housing permit growth from the U.S. Census Bureau. NAHB uses the latest available data from these sources to generate a list of improving markets. A metropolitan area must see improvement in all three measures for at least six months following those measures’ respective troughs before being included on the improving markets list. Johnny Paiz Jr. Passes Away, 55 Johnny Paiz Jr., 55, died Sept. 9 at his home surrounded by his family and friends. Mr. Paiz was born Aug. 14, 1957, to Johnny and Josie Paiz in Portales, N.M. He graduated from Dora High School in 1975 and on June 27, 1981, he married Jeanell Sharp in Moriarty, N.M. They made their home in Portales. Mr. Paiz was employed by Ritchie Bros. Auctioneers selling industrial equipment worldwide. He was active in the show cattle industry and an avid supporter of the New Mexico Breed Steer Show at the New Mexico State Fair. Mr. Paiz is survived by his wife, daughter Jewlie (Justin) Kerns, son Kody Paiz and a granddaughter, Zoey Kerns. He also is survived by his parents, siblings Larry (Josephine) Paiz, Kathy Paiz and Pete (Mary) Paiz, numerous nieces and nephews, and all his Ritchie Brothers family. He is preceded in death by his grandparents Sixto and Euginia Paiz, and Victor and Antonia Chavez. Brian Wahlster Prehistoric Woolly Mammoth Tooth Joins Bar None SAN FRANCISCO (AP) A woolly mammoth tooth with its enamel still intact has been discovered during the excavation for a new transit center in downtown San Francisco. A crane operator came across the 10-in.-long brown, black and beige tooth on Sept. 10 while digging a 200-ft. hole for a piling at the Transbay Transit Center. Woolly mammoths, elephant-like animals, roamed the San Francisco Bay area some 10 million to 15 million years ago in the Pleistocene era. The tooth is broken in two and missing a chunk, but is otherwise in relatively good condition. “It’s a significant find,” Jim Allen, a paleontologist and geologist of the transit center project, told the San Francisco Chronicle. Other woolly mammoth fossils have been found in the Bay area, including in San Francisco, but Allen said the discovery right in the middle of downtown San Francisco as well as the tooth’s surprisingly good condition are unusual. The tooth is from the same era as fossils found in the La Brea Tar Pits in the Miracle Mile area of Los Angeles — a paleontological gold mine of Ice Age beasts that were trapped by asphalt bubbling upward through cracks and fissures. More than a million bones have been recovered from the ponds. The tooth appears to be from a Columbian mammoth, a relative of today’s elephants, Allen said.
