A new report released Sept. 9 by the Association of Equipment Manufacturers (AEM) highlights the contributions of the construction equipment (C.E.) industry to the American economy by supporting hundreds of thousands of high-paying jobs and billions in economic activity in its industry area. The report — authored by Inforum, an economic industry research organization at the University of Maryland — underscores both the growth in the C.E. industry over the last decade, along with the threats posed by diminishing government investment in infrastructure projects and eliminating support for manufacturing exports. “The construction equipment industry contributes so much to our economy, and this report illustrates the vital importance of ensuring that this industry can continue to flourish and grow,” said Dennis Slater, the president of AEM. “However, this report should also serve as a wake-up call to members of Congress, who can bolster the construction equipment sector by voting to reauthorize the Export-Import Bank, and finally passing a longterm, fully-funded highway bill.” The report speaks directly to the impact of public policy issues on the C.E. industry. Exports of construction equipment have more than tripled — from $5.5 billion to $19.5 billion — over the last decade,

OSHA Presents Rule for Reporting Severe Injuries The U.S. Department of Labor’s Occupational Safety and Health Administration announced a final rule requiring employers to notify OSHA when an employee is killed on the job or suffers a workrelated hospitalization, amputation or loss of an eye. The rule, which also updates the list of employers partially exempt from OSHA record-keeping requirements, will go into

effect on Jan. 1, 2015, for workplaces under federal OSHA jurisdiction. The announcement follows preliminary results from the Bureau of Labor Statistics’ 2013 National Census of Fatal Occupational Injuries. “Today, the Bureau of Labor Statistics reported that 4,405 workers were killed on the job in 2013. We can and must do more to keep

America’s workers safe and healthy,” said U.S. Secretary of Labor Thomas E. Perez. “Workplace injuries and fatalities are absolutely preventable, and these new requirements will help OSHA focus its resources and hold employers accountable for preventing them.” Under the revised rule, employers will be required to notify OSHA of work-related see OSHA page 42

Atlas Copco Construction Equipment has appointed Michael Sagermann as its business line manager in the United States for portable energy products, and John Garcia as its regional channel manager, generators, for the western United States. Sagermann’s role was effective Sept. 1, 2014, and he reports to Erik Sparby, president and general manager, Atlas Copco Construction Equipment. Garcia’s new position is effective immediately, and he reports to Alan Kurus, vice president, sales. Sagermann joined Atlas Copco in 1993 as a sales engineer of portable energy and construction tools products in Ontario, Canada, before becoming business line manager — Canada of the portable energy division from 1998 to 2005. In 2008, he became a product manager for middle-range portable compressors, and held the position of regional business line manager of portable energy in the Middle East. Sagermann is located at Atlas Copco Construction Equipment’s headquarters in Commerce City, Colo. Garcia brings more than 20 years of sales experience and market development in the mobile diesel generator business to Atlas Copco. JCB Tackles ALS Ice Bucket Challenge in a Big Way Just about everyone knows someone who’s recently taken part in the “Ice Bucket Challenge” to raise money for Amyotrophic Lateral Sclerosis (ALS) research. However, those previous efforts may pale in comparison to the frigid drenching that many JCB employees experienced on Aug. 22. That day, JCB offered its Savannah-area employees the chance to demonstrate their support for ALS research. Those who donated to the cause received the cold shower of a lifetime when multiple JCB backhoes doused them with enormous buckets full of icy water. The chilling event was familyowned JCB’s way of supporting Dallas Reeves, JCB’s vice president of sales, whose family has been personally affected by the devastating disease. “My grandfather passed away from ALS,” said Dallas Reeves, JCB’s vice president of sales. “As a result, my family and I have witnessed the painful realities of this disease first-hand. I truly appreciate JCB for taking on this cause and supporting ALS sufferers and their families in the search for a cure.” Commonly known as “Lou Gehrig's Disease,” ALS is a progressive neurodegenerative disease that affects nerve cells in the spinal cord and brain. Allmand Golf Events Raise More Than $21,000 for Charities Sixty-three Allmand light towers lined the fairways of the Holdrege Country Club’s back nine Aug. 15 and 16 as 200 participants golfed the night away. Allmand hosted the Back 9 Night-Lite Golf Fundraiser tournaments for the second year in a row in Holdrege, Neb. The proceeds of the tournaments benefitted Tiny Hands International and Give2Grow Phelps County. With the help of many generous participants and sponsors including CAT Power and Bosselman Energy, the tournaments raised a combined total of $21,577.60. Friday night’s tournament benefitted Tiny Hands International, an organization based in Lincoln, Neb., that is committed to finding the greatest injustices in the world and working toward bringing relief to those living under its oppression — especially orphans, street children, and the victims of sex trafficking in Nepal, Bangladesh, and India. $10,576.39 was raised for Tiny Hands International. Saturday night’s tournament, which raised $11,001.21, benefitted Give2Grow Phelps County. They are a nonprofit organization sponsored by the Phelps County Community Foundation and a host of generous match partners in order to support and grow the amazing nonprofits that provide valuable services in our area. Keystone Pipeline Operator to Seek Sullair Expands Recertification by End of September ShopTek Line to By Regina Garcia Cano ASSOCIATED PRESS

SIOUX FALLS, S.D. (AP) The operator of the long-delayed Keystone XL crude oil pipeline said Sept. 4 it will ask South Dakota’s utility regulators to recertify the portion of the project that runs through the state before the end of the month. The president of Keystone Projects for TransCananda Corp., Corey Goulet, said the state’s Public Utilities Commission must re-certify that the conditions for construction of that portion of the nearly 1,200-mi. pipeline have not changed since the permits were issued four years ago. Goulet said the company will submit the petition Sept. 15. “What we are doing is providing a petition that shows that if anything, the conditions are better than they were previously,’’ Goulet said, adding that the construction conditions have improved in part because of nearly 60 stipulations that the federal government imposed on the project since it was first

approved by the commission. The three commissioners will determine the process to recertify the pipeline. The proposed project would transport oil from Canadian tar sands through Montana and South Dakota to Nebraska, where it would connect with existing pipelines to carry more than 800,000 barrels of crude oil a day to refineries along the Gulf Coast. Advocates say it will create thousands of jobs and aid energy independence, but environmentalists warn of possible spills and say transporting oil will eventually contribute to global warming. The State Department said in a Jan. 31 report that building the pipeline would not significantly boost carbon emissions because the oil was likely to find its way to market by other means. It added that transporting it by rail or truck would cause greater environmental problems than if the Keystone XL pipeline were built. The project has become a major flashpoint alongside the larger debate over carbon emissions, drilling policies

and tax breaks for energy companies. “I think the average person in America and South Dakota supports this project,’’ Goulet said. “There is a minority of people that kind of fundamentally oppose this project because it’s associated with energy from hydrocarbons.’’ Goulet said the project would generate $20 million in taxes per year for the counties through which the pipeline would run, as well as 4,200 jobs in the state and about $200 million in wages associated with those jobs. The Obama administration said in April it was putting off its decision on whether to approve the pipeline indefinitely. A decision now isn’t expected until after the November elections. Goulet said TransCanada could be ready to begin construction in the last quarter of 2015 should the project receive presidential approval at the beginning of next year. Transportation project director. “Barges, tugboats... The floating bridge has to be assembled on the lake. We barge concrete from another site. We load mixer trucks and bring them down.” But to have so much equipment on the lake presents lots of challenges. “There are very restrictive environmental requirements. There are very complicated orchestrations of construction equipment. It’s a lot of construction, a lot of potential for problems. The scale is so massive. You have to do almost everything from the water. You just don’t see it very often.” The original floating bridge was built in 1953 and is still in use while the new bridge is under construction. The old bridge has only two lanes in each direction, no shoulders and no sidewalk. The pontoons are vulnerable to windstorms and its columns vulnerable to earthquakes. “The state spent a lot of money over the years to maintain it,” Becher said. “At a certain point there are diminishing returns. At some point we needed to replace it. The state decided now is the time to do that.” The contract to build the new bridge was awarded to contractor Kiewit/General/Manson (KGM). It will feature two general purpose lanes, one HOV/transit lane and wide shoulders in each direction. There will be a 14-ft. (4.3 m) pedestrian/bicycle path on the north side, and the bridge is being built to accommodate light rail in the future. The replacement project got underway in 2012 with an original

finish date of 2015, but several of the early pontoons required repairs due to design errors and that caused delays. The new completion date is now set for 2016. Working on the water with heavy equipment is not only challenging, at times it’s not even possible. “The other challenge with that much equipment is getting it to the lake,” said Greg Meadows, deputy construction manager. “You’re talking the longest floating bridge in the world. There are certain pieces of equipment they would like to have, but it cannot fit through the locks to get it there. One of the challenges: How to build what needs to be built with the equipment that can get to the bridge itself? We solve a little with a tower crane we built that will be removed at the end of the project.

A lot of bridges have been built in the state of Washington, but few, if any, pose the construction challenges of the new SR 520 Floating Bridge and Landings over Lake Washington.

And we’ll use two derrick barge cranes to pick a single unit. Just the size and complexity of the project as a whole presents challenges.” The project begins with the pontoons — 77 of them. Thirty-three are being built off site in Aberdeen, the other 44 are being built in Tacoma. The longitudinal pontoons run along the highway and are 365 ft. (111 m) long and 75 ft. (22.9 m) wide. Currently, there are 21 of the pontoons in place, running adjacent to the old bridge. The pontoons are built in a dry, gated casting basin. Once it’s complete, the gate is removed and the basin flooded. “We tow it out into the Pacific, up and around the horn through Neah Bay, through the straights, up into the Ballard Locks and up onto the lake,” said Meadows. “The rea-

son they are the size they are is to get them through the locks, which are 80 feet wide. They fill it up. It’s pretty impressive. “Once we get them on the lake, we add supplemental pontoons, smaller ones, 60 feet wide. We attach them to the side of the longitudinal pontoons for additional buoyancy. We bring them into position with the tug boat, pull them together and once we have enough pressure on it, we will pump the water out from between the pontoons.” The pontoons are joined at each joint by bolts measuring 22 ft. (6.7 m) long by 3.5 in. (8.9 cm) in diameter. “All the joining operation happens on the lake which is one of the big challenges,” Meadows said. “We’re doing on it all on the pristine waters of Lake Washington.

Each end of the bridge will feature a transition span, which will reach 70 ft. (21.3 m) tall on the east and slightly less on the west end, allowing for the navigation of ships.

Each bolt is pretensioned to 750,000 pounds.” When it is completed the bridge will float on the surface of the lake with seven feet exposed above the water and 21 ft. (6.4 m) submerged. Each end of the bridge will feature a transition span, which will reach 70 ft. (21.3 m) tall on the east and slightly less on the west end, allowing for the navigation of ships. Topcon System Remotely Tracks, Reports Payloads With its recently introduced Enterprise Solutions featuring Sitelink3D, Topcon Positioning Group gave its 3D-MC customers enhanced site management, data control and system support. Now it announced a new feature for Sitelink3D, the HT-30 haul truck module. The system features a small, portable GPS-enabled control box that mounts into the truck cab. As the truck is loaded, data about the load is input, such as material type, driver, and quantity. The load is then integrated into Sitelink3D and can be tracked for scheduling, rerouted if needed elsewhere, and recorded once delivery is made. “Our objective has always been to automate a construction site as much as possible,” said Kris Maas, manager of machine control product marketing of Topcon. “We know we can’t, or at least shouldn’t, remotely operate any vehicle. But, we can and should do the next best thing — manage and track the whereabouts and payload of site material. That’s what HT-30 does. “Whether the material is fill dirt, removal of overburden, select material, base course or even asphalt, HT-30 can be quickly plugged in so management and reporting can be maintained in real-time,” Maas said. “By more accurately measuring hauls, the system can pay for itself very quickly.” For more information, visit topconpositioning.com. Bell Equipment Aims to Build ‘Tremendous Success’ Global articulated dump truck (ADT) specialist Bell Equipment aims to build on the “tremendous success” it has achieved since its return to the North American markets last year by introducing the new Bell E-series generation of haulers. The Bell E-series includes the smaller B25E and B30E models, which live up to the Bell design philosophy to provide class leading power to weight-ratios, advanced engine and drivetrain characteristics, while setting new standards in safety, driver comfort and truck management, according to the manufacturer. The new Bell E-series showcases improvements Bell has made in the key areas of performance and fuel efficiency. ADT functionality has likewise been taken to new levels with customer-focused advancements and the highest level of automated machine protection. The all-new truck platform has been specifically engineered to handle future emissions requirements and take ADT innovation into the next era. President of Bell Equipment North America (BENA), Neville Paynter said: “The Bell E-series feels like a long awaited occasion due to the fact that we couldn’t launch a small machine in the market until January 2014 and we are confident that the E-series will quickly establish itself as a solid workhorse.” He added that Bell Equipment also will target the larger truck market in 2014 with its B50D, the world’s first and only production 50-ton (45 t) artic hauler. The project also involves three different types of anchors. In the shallower area along the edges, they use pile anchors, a concrete drilled shaft with a connection point on top for the anchor. In the areas where the lake starts to slope off, they use gravity anchors, a large concrete box benched into the slope and filled with rocks. The majority of the anchors are fluke anchors, which Becher described as looking like an open pyramid, jetted into the bottom of lake, buried under rocks and attached to an anchor cable. Floating bridges are unique, more like ships than bridges, Becher said. “If you took a cross section of a pontoon and took off the top deck, it would look like a hollow box with all these compartments, all these internal water tight doors. Like a ship, if something hit it, it is designed to handle that. It can handle any kind of event, or type of failure where cells get flooded with water.” The bridge is designed to last 75 years.

In addition to the new reporting requirements, OSHA also has updated the list of industries that, due to relatively low occupational injury and illness rates, are exempt from the requirement to routinely keep injury and illness records. The previous list of exempt industries was based on the old Standard Industrial Classification system and the new rule uses the North American Industry Classification System to classify establishments by industry. The new list is based on updated injury and illness data from the Bureau of Labor Statistics. The new rule maintains the exemption for any employer with 10 or fewer employees, regardless of their industry classification, from the requirement to routinely keep records of worker injuries and illnesses. Atlas Copco Introduces Dynapac F800T Tracked Paver Atlas Copco has introduced a new 8-ft. (2.4 m) tracked paver to complement its existing 10-ft. (3 m) highway class paver range. The Dynapac F800T paver is designed specifically for North American customers and meets Tier IV Final emission regulations. Smooth Material Flow The F800T has a working width of 8 to 19 ft. (2.4 to 5.8 m) and paves to 12 in. (30.5 cm) thick. Features such as a safe-impact push-roller system, chamfered hoppers, dual bar feed conveyors and the world’s thinnest auger chain box ensure a smooth and continuous flow of material for best mat quality, according to the manufacturer. The Dynapac F800 series’ safe-impact push-roller option ensures that shock from bumping the truck is not transmitted to the screed. The material hopper can hold up to 13.5 tons (12 t) of asphalt, matching the largest material hoppers available in this class. Chamfered corners on the hopper discourage asphalt from sticking at the corners and allow easy cleaning at the end of paving shift. Dynapac F800 series pavers also can be equipped with hydraulically operated aprons. The aprons prevent spillage at the front and provide easy dumping of residual asphalt back into the hopper. The Dynapac F800 paver’s independently controlled, dual-bar feed conveyor system with large auger flights ensures continuous flow of material. The 17-in. (43 cm) diameter auger flights are the largest in the industry and are attached to the world’s thinnest center chain box at just 6 in. (15 cm) wide, eliminating centerline segregation, according to the manufacturer. Both auger and conveyor speed control are achieved through an integrated feed control system using four ultrasonic sensors. The integrated hydraulic tunnel option eliminates material spillage toward the track and provides optimum material head. Power-Packed Performance The Atlas Copco Dynapac F800T tracked paver’s six-cylinder, 173 hp Cummins QSB 6.7 Tier IV Final engine provides ample

power for a wide variety of jobsite conditions. The six-cylinder engine means less strain on engine components and increased longevity. The ECO mode setting further reduces fuel consumption during paving operations. Hydraulic components on the Dynapac F800T match the F1000 10-ft. paver range, which ensures availability of parts. The oversized hydraulic components also generate less heat, which reduces fatigue loading and increases component life. An efficient cross-flow cooling system with a hydraulically-driven, temperaturedependent variable speed fan significantly reduces the noise level. A variable speed fan uses less energy, meaning more power for paving applications even in extremely hot working conditions. The bypass valve on the hydraulic oil cooler quickly brings the machine temperature to operating parameters, reducing idle time in cold working conditions. Traction The Dynapac F800T paver is equipped with a high-performance frictional undercarriage system capable of pushing trucks even while its own hopper is fully loaded. The paver is supported by three oversized wheel sets (four wheels per set). The oscillating bogie wheels allow the paver to run on uneven surfaces without affecting mat quality. A heavy duty torque hub combined with a two-speed hydraulic motor provides ample torque while paving, with travel speeds up to 8.5 mph for transportation from job to job. The low deck height and balanced center of gravity combine for a smooth ride. Operator Station Operator visibility is a key design factor of the new F800 paver. The low operating deck and engine cover height, dual swingout operator consoles and position of the operator station closer to the auger compartment keep the operator in constant communication with the truck driver and screed men to ensure the best paving. The Dynapac F800 series’ dual swing-out operator consoles are fitted with simple tog-

gle switches and controls that permit the operator to focus on the paving process. The controls are assembled in operation-specific groups by frequency of use, allowing operators to respond instantly to varying conditions. Both operator consoles have electronic displays for accurate readout of paving parameters. Carlson Screed The F800 series pavers are equipped with the Carlson EZIV08-15 front mounted electrical screed. Options like safety edges, berm attachments and bolt-on extensions also are available. Controls for the screed operator are fitted with simplified toggle switches accessible even with gloved hands. The load-sensing hydraulic system consumes less power and provides a faster response to varying widths and slope changes. Power for screed electrical heating is provided by a tractor-mounted 34 kV hydraulically-driven generator. The generator also provides ample reserve power to connect night lighting accessories and wide width packages. The generator maintains a frequency control at 60 Hz regardless of the load or speed of the engine. This control allows frequency-dependent tools or accessories to connect to the generator. ‘Generation X’ Cutting Tools Improve Performance, Economy Wirtgen America’s Generation X point-attack cutting tools are enhancing the performance and cost-efficiency of cold milling machines, resulting in higher productivity and better performance in the cut. Wear resistance has been improved by optimizing the composition of the carbide material, according to the manufacturer. Having the right mixture of coarse and fine tungsten carbide is important in simultaneously determining both the wear resistance and the breaking strength of the carbide tip. The cylindrical part of the carbide tip is reinforced by the relocation of carbide material in the tool tip, as revealed by the notching at the base. In this way, the “intelligent” carbide tip ensures higher utilization of the carbide material and maximizes the service life of the pick. Productivity is boosted by around 17 percent by the prolonged, high penetrating ability. Because milled particles penetrating between the toolholder and

Compatec also will warn the operator with all eight LEDs flashing when the machine is measuring an overload or over compaction condition. The display unit is conveniently placed on the back of the machine where the operator simply glances down to see the highly visible LEDs. The LEDs brightness will automatically adjust to the brightness of the environment so that even in bright sunlight the system is easy to read. Unlike other compaction monitoring sys-

tems available, Wacker Neuson’s Compatec device is positioned entirely in the upper mass of the plate where it is exposed to fewer strong vibrations produced by this powerful plate. This design provides durability with no wires going between the upper and lower mass of the plate. There is only one short wire between the transmitter and the display. Because of the overload protection system indicated by the flashing lights, there is less chance of damage due to operation on hard surfaces. Wacker Neuson’s Compatec is available on the DPU 6555Hec, This unit weighs in at 1,064 lbs. (482.6 kg) and produces 14,612 lbs. of centrifugal force. The low profile unit features standard extension plates providing for adjustable operating widths of either 22 or 28 in. (56 or 71 cm). This popular reversible diesel (12.9 hp Hatz) plate offers infinitely variable forward and reverse operation including spot compaction for excellent results on various types of soil, according to the manufacturer. n a beautiful fall day in Denver, Colo., around 250 people gathered in Roller Auctions’s yard to bid on more than 245 lots of heavy construction equipment, including wheel loaders, hydraulic excavators, loader/backhoes, skid steer loaders, motorgraders and much more. Bidders had the opportunity to vie for government surplus, vehicles, construction equipment and commercial trucks and trailers. U.S. Transportation Secretary Anthony Foxx announced $333.9 million in emergency funds from the Federal Highway Administration (FHWA) to help 21 states make repairs to roads and bridges damaged by storms, floods and other unexpected events. “We are making good on our promise to help residents in states affected by natural disasters and other emergencies,” said Foxx. “These funds are part of our ongoing commitment to Americans all across the country to make sure that the damaged roads and bridges they depend on to get to work or deliver goods are restored as quickly as possible.” Among the states receiving federal funds, Washington will receive $35 million for repairs to a section of SR 530 severely damaged by a heavy mudslide in March. Minnesota and Colorado will also receive funding to fix
