A huge project under construction in Seattle, Wash., involves replacing a viaduct with a bored tunnel underneath the city. In fact, the Alaskan Way Viaduct Program includes more than 20 projects that will work together to replace the viaduct and reshape the State Route 99 corridor. According to KaDeena Yerkan, manager of communications and public involvement of the Viaduct Program, construction on the first project began in 2008, and involved crews stabilizing four viaduct columns that had settled following the 2001 Nisqually Earthquake. “Since then, more than a dozen projects have been completed, with several more in progress or set

KERNERSVILLE, N.C. (AP) A partnership between two behemoth builders of excavating machinery said Oct. 5 it plans to add 340 jobs at a Forsyth County plant in return for incentives of more than $5 million. Deere-Hitachi Construction Machinery Corp. said it will expand its Kernersville plant that now employs more than 700. The plant is a part of a 24year partnership between Tokyo-based Hitachi Construction Machinery and Moline, Ill.-based Deere & Co. to manufacture both Hitachi and Deere brand excavators. The expansion will allow DeereHitachi to increase production of excavators for the mining and construction industries, the company said. State and local governments have promised Deere-Hitachi tax breaks and other incentives worth more than $5 million if the company adds the jobs within four years and sustains them for nine years. The jobs will pay an average of about $42,102 plus benefits, $486 less

Key Construction Material Prices Increase The cost of key construction materials increased in August and year-to-year, resuming a trend that has forced contractors to pay more for materials even as competitive pressures restrain prices for finished projects, according to an analysis of federal figures released today by the Associated General Contractors of America.

“After years of depressed construction activity, the last thing contractors need is to see materials price increases further erode their already slim margins,” said Stephen E. Sandherr, the association’s chief executive officer. “This isn’t the kind of economic recovery most contractors spent the past few years praying for.”

The producer price index for inputs to construction — covering materials that go into every type of project, plus items consumed by contractors such as diesel fuel — increased 0.9 percent in August and 1.0 percent from a year earlier, Sandherr noted. Rare Arachnid Halts $15 Million Texas Highway Project SAN ANTONIO (AP) A $15 million San Antonio highway underpass project under construction since spring will have to be scrapped and completely redesigned after a rare spider was found on the construction site. The Braken Bat Cave meshweaver was found about a month ago at the Texas 151-Loop 1604 intersection in northwestern San Antonio. The spider is listed on the federal endangered species list and was found after rain exposed a 6ft.-deep natural hole on a median. Texas Department of Transportation spokesman Josh Donat said the state, after consulting with federal wildlife and transportation officials, has scrapped the idea of an underpass. He said the contractor has been released and an overpass design will be needed to avoid disturbing the habitat. The new design will need federal approval since the habitat is protected.

Link-Belt Holds CraneFest 2012 at Its HQ in Lexington, Ky.

ink-Belt Cranes held CraneFest 2012 at its company headquarters in Lexington, Ky., during the week of Sept. 23. Nearly 1,000 crane dealers, rental houses and end users from the United States, Argentina, Brazil, Panama, South Africa, Trinidad and the United Kingdom attended the event in groups of 200 to 250 for a series of twoday sessions that ran throughout the week. On the Friday before CraneFest began, attendees of the SC&RA Crane & Rigging Workshop also were treated to a plant tour and luncheon at the Lexington facility. This year marked the sixth such event held by Link-Belt. On the day of arrival, guests were treated to dinner at Keeneland, noted as one of the Top 10 thoroughbred racetracks in North America and equally famous for its annual horse auctions that attract buyers worldwide. The next day’s events began with a welcome from LinkBelt Vice President, Marketing, Sales & Customer Support, Bill Stramer and opening comments from Link-Belt Company President, Chuck Martz. After a short video presentation outlining Link-Belt’s development as a world leader in the designing and building of cranes, attendees conducted a tour of the company’s manufacturing facility. Throughout the plant tour, presenters detailed the strategic thinking that went into every aspect of the design and construction process. The company also exercises a significant commitment to a clean environment with a strong policy geared toward recycling, reduction and reuse of materials and resources throughout the operation. After the plant tour, attendees went outside for a live rollout of Link-Belt’s product line and lunch. After lunch, attendees were able to review each crane at staged demonstration areas and also were encouraged to get a closeup look at the cranes and sit at the controls where they were filled in on equipment specifications by company representatives. Bobcat Plate Compactors Expand M-Series Versatility Two updated plate compactor attachments expand the versatility of Bobcat M-Series compact excavators, making safer and more efficient work of restoring trenches, according to the manufacturer. The new PCF34 and PCF64 flat-top plate compactor attachments offer enhanced compatibility with Bobcat MSeries excavators. Mounting changes to the top of the plate, including the use of a bolt-on breaker cap, provide new trench compaction capabilities to the E80 excavator. The largest excavator offered by Bobcat Company, the E80 features a maximum dig depth of 15 ft. 6 in. (4.7 m) and a maximum reach of 24 ft. 5 in. (7.4 m). Applications for the plate compactor attachment include

compacting trenches, footings and slab areas. Other applications include driving piles when building retaining walls and compacting spoil. The compact design of the plate enables compacting even in hard-to-reach areas like down in trenches and on slopes. Shock mounts distribute vibration evenly while keeping the attachment level, increasing stability and improving compaction efficiency. Mounted at the end of an excavator arm, the plate compactor attachment provides more powerful compaction force than a hand-operated compactor and reduces the need for a worker in the trench. Alaskan Way Viaduct Plays Role in Sustaining Economy

to break ground soon,” Yerkan said. “The centerpiece of the program — the SR 99 tunnel — will open to drivers in late 2015.” The project Web site states that the Alaskan Way Viaduct plays a major role in sustaining the economy and maintaining citizens’ ability to travel to and through Seattle. “However, the viaduct is at risk of failure from earthquakes, with unacceptable risk to lives as well as property,” the site states. “ The structure must be replaced. The SR 99 tunnel will move the state highway underground, reconnect the street grid at the ends of the tunnel, and remove the viaduct along Seattle’s downtown waterfront. It will maintain a vital route for people and goods through downtown, while opening up more than nine acres of public space for a world-class waterfront.” The viaduct replacement projects are estimated to cost $3.1 billion. A total of $2.8 billion has been committed from the state gas tax, federal sources and tolls on users. In addition, the Port of Seattle also committed $300 million to the replacement program. “Seattle Tunnel Partners is the design-build contractor for the SR 99 tunnel,” Yerkan said. “Design-build combines project design and construction in a single contract. Key members of Seattle Tunnel Partners, a joint venture of Dragados USA and Tutor Perini Corp., delivered the comparable 49.5-ft-diameter Madrid M-30 highway tunnel in Spain. The team includes local firms Frank Coluccio Construction and HNTB Corp. Hitachi Zosen Corp. is designing and building the tunnel boring machine.” The Washington State Department of Transportation’s work to replace the viaduct includes a 2-mi.-long (3.2 km) tunnel beneath downtown Seattle, a mile-long (1.6 km) stretch of new highway that connects to the south entrance of the tunnel near Seattle’s stadiums, a new overpass at the south end of downtown that allows traffic to bypass train blockages near Seattle’s busiest port terminal, demolition of the viaduct’s downtown waterfront section in 2016, and a

new Alaskan Way surface street along the waterfront that connects SR 99 to downtown. In addition, as part of the Alaskan Way Viaduct Replacement Program, King County, the City of Seattle and the Port of Seattle are planning street, transit, seawall and waterfront improvements. Yerkan noted that crews will use the world’s largest-diameter tunnel boring machine to build the SR 99 tunnel. Currently being manufactured in Japan, the machine will arrive in Seattle early next year. The 57.5-ft-(17.5 m) diameter, 326-ft-long (99 m) machine is the size of some of Washington State Ferries’ largest vessels, and weighs nearly 7,000 tons (6,350 t). According to the Web site, Seattle Tunnel Partners selected Hitachi Zosen Corporation to supply the machine that will construct the tunnel. Hitachi Zosen is responsible for designing, manufacturing, assembling, testing and commissioning the machine, as well as training Seattle Tunnel Partners’ personnel. Located in Osaka, Japan, Hitachi Zosen has successfully built a number of large-diameter tunnels including the Tokyo Metropolitan Expressway (45 ft. [13.7 m]in diameter) and the Tokyo Bay Highway Tunnel (47 ft. [14. 3] in diameter). They supplied the tunnel boring machines for Sound Transit’s Link Light Rail Capitol Hill Station to Pine Street segment. Hitachi Zosen has manufactured more than 1,300 tunnel boring machines (TBM). A TBM is a cylindrical machine with a cutter head at the front. It contains a system to mine the soil and transport it out of the tunnel. As the soil is removed, pre-cast concrete segments are placed to form the tunnel structural liner. The SR 99 tunnel will be 1.7 mi. long. Over the course of tunneling, crews will remove more than 850,000 cu. yds. (649,871 cu m) of soil. In September, crews completed the viaduct’s south-end replacement a full year ahead of schedule and on budget. The SR 99 tunnel project broke ground in the fall of 2011 and is

on schedule and budget. “State Route 99 is a vital north-south corridor located near two major stadiums and the Port of Seattle’s busiest freight terminal,” Yerkan said. “Maintaining traffic and minimizing construction impacts while building a project of this size requires sound planning and strong coordination with our partner agencies and stakeholders.” Crews are currently working to dig the launch pit for the tunnel boring machine. Located to the west of Seattle’s stadiums, it will reportedly be slightly longer than a football field and about 80 ft. (24 m) deep when completed early next year. Major subcontractors include HNTB, Bellevue, Wash., for design; Frank Coluccio Construction Company, Seattle, for utility relocation; J.H. Kelly, Longview, Wash., for mechanical and electrical; Malcolm Drilling, Kent, Wash., for secant piles and jet grouting; Harris Rebar, Lake Stevens, Wash., for furnishing and installing reinforcing steel; J. Harper Contractors, Maple Valley, Wash., for demolition; Ballard Diving & Salvage, Seattle, for hyperbaric services; and Barnhart Crane, Portland, Ore., for tunnel boring machine assembly. Major equipment used on the job includes an American HC230 230-ton (208.6 t) crawler crane, a Grove RT9100 100-ton (90.7 t) rough-terrain crane, a P & H CN-150 50-ton (45 t) crane, a Bauer BG 40 rotary drilling rig, a Bauer BG 50 rotary drilling rig, a Caterpillar 330CL excavator, a Caterpillar 345CL excavator, a Caterpillar 365BL excavator, a Caterpillar 385BL excavator, a Komatsu PC750LC-6 excavator, a Komatsu PC1100LC-6 excavator, a Volvo A40 articulated rock truck, a Caterpillar 140H VHP motorgrader, a Caterpillar D7 dozer, a Caterpillar 973C track loader and a Caterpillar 980H rubber-tired loader. When it comes to crushing limestone, contractors look for machines that will perform without a hitch. This was the case in Ozona, Texas, where Ramirez & Sons Inc. took on a base course project for BHP Billiton, a large producer of minerals with substantial interests in oil and gas. Ramirez had the task of creating a 1.5-in. (3.8 cm) minus base course for approximately 30 mi. (48.2 km) of roads, with 15 to 20 oil drilling pads. Ken Smith, manager of crushing operations of Ramirez, contacted Warren CAT in Lubbock, Texas, to rent an IROCK RDS-20 crusher. Warren CAT began carrying IROCK for both sales and rental in March 2010. W.S. Tyler’s Pro-Deck System is a new approach to maximizing a screening system. The Pro-Deck approach implements an analysis and modification strategy in processing operations to maximize screen productivity and minimize wear by selecting the appropriate type of screen media according to the three phases of screening. This consultative approach results in a fully optimized screening process for greater efficiency and productivity, as well as less unscheduled maintenance and extended screen life, according to the manufacturer. The Pro-Deck is not based on a canned formula but rather implements a customized approach for each plant’s specific needs. It combines W.S. Tyler’s years of screening expertise with an analytical approach to determine the best mix of screen media for each individual operation. Traditionally, processing operations tend to use the same screen media on each deck of the vibrating screen. But after extensive research and years of experience, W.S. Tyler concluded that a non-traditional approach of incorporating more than one screen media serves to prevent lost efficiency and unscheduled maintenance. Additionally, the Pro-Deck system helps to eliminate common screening problems such as blinding, pegging, premature wear and unscheduled downtime. Material traveling over a screen undergoes three different phases. W.S. Tyler calls these phases layered, basic and sharp screening phase. With each phase of the screening functioning differently, a customized screen media approach helps tailor the screen media to each phase accounting for the two most important factors in screen media — open area and wear life. In addition to considering the phases of screening, the ProDeck approach also evaluates material characteristics, the current functioning of the plant and final output qualities to ensure the best blending of screen media. Adjustments to the screen media are made one section at a time and results are closely monitored to ensure the highest quality output and

maximum productivity. With analysis of material characteristics and adapting the screen media to accommodate wet, dry or even abrasive materials, the Pro-Deck approach becomes a scientific approach to screen media. The Tyler Pro-Deck approach begins with an onsite visit to the vibrating screen. Using its self-developed vibration analysis tool available, W.S. Tyler’s screening experts ensure that the machine is working within operational parameters that cater to the application requirements of the material. The screening expert then determines the critical deck and section(s) within the screen. On the basis of screen performance as well as the wear experienced on the section(s) and deck, a recommendation for screen media modification is made. Upon installation of the new screen media, the results are measured and documented and the focus is laid on the next section(s). This process continues until all recommendations are implemented to the screen. This step by step approach ensures that the customer’s product quality is only positively enhanced and never negatively affected. In addition it allows the customer to verify the new performance and wear advantages continuously. The Pro-Deck approach can be applied to any vibrating screen unit in virtually any application. New Design Unveiled for Capitol Christmas Tree Haul Mack Trucks unveiled the custom-decorated MACK Pinnacle model, which will be driven by former U.S. Sen. Ben Nighthorse Campbell as he hauls the 2012 Capitol Christmas Tree from Colorado to Washington, D.C. The theme of the design is “From One National Treasure to Another,” pointing to Mack’s 112-year legacy. The truck features Mack the Bulldog hauling a massive tree through the snow, with large mountains in the background. “The Capitol Christmas Tree is a great tradition in the United States, and Mack is proud to once again participate in the project,” said John Walsh, Mack vice president of marketing. “The design for this year’s Pinnacle model captures Mack’s legendary durability and reliability in a unique and fun way. ” Campbell, who represented Colorado from 1993-2005, also helped transport the Capitol Christmas Tree in 2000.

“It is a privilege to drive the tree for the U.S. Capitol from Colorado this year,” said Campbell. “It’s just as exciting, though, to get behind the wheel of a Mack truck again. Mack most recently provided a truck for the Capitol Christmas Tree Project in 2011, when the tree traveled cross country from Stanislaus National Forest in California’s Sierra Nevada Mountains. Since 1964, U.S. national forests rotate the responsibility of providing a tree for the Capitol.

forcing contractors to pay more for materials even as they struggle to raise prices for finished projects, the association official noted. Sandherr observed that rising prices for several key construction materials produced the latest monthly and year-to-year increases. The price index for diesel fuel jumped 8.7 percent in August and 5.2 percent from a year ago. Prices for gypsum products are up 17.8 percent compared to August 2011 and up 0.3 percent compared to July 2012. The index for architectural coatings, while unchanged compared to July, is up 11.7 percent year-over-year. And lumber and plywood costs increased by 2.3 percent in August and are up 6.9 percent compared to August 2011. A few materials posted substantial declines for the month and year, Sandherr added. Prices for copper and brass mill shapes dropped 1.0 percent for the month and are now down 14.0 percent year-to-year. The index for steel mill products fell by 2.5 percent compared to July 2012 and is down 8.2 percent compared to August 2011. And the price for aluminum mill shapes is down 0.7 percent for the month and 9.8 percent

compared to the same point last year. The price indexes for finished nonresidential buildings, which measure what contractors estimate they would charge to put up new structures, were mixed for the month and up only slightly year-over-year, Sandherr noted. The index for new industrial buildings was unchanged compared to July, but up 1.9 percent year-over-year. The index for new office construction also was unchanged for the month but climbed 2.4 percent for the year. The index for new school construction declined by 0.1 percent in August, but is still up 3.1 percent from a year ago. The price for new warehouse construction rose 0.3 percent in August and 3.8 percent from a year ago. Association officials said the looming threat of substantial tax increases have likely dampened demand for new construction projects, forcing contractors to aggressively compete for the relatively few projects underway. “Washington’s failure to set tax rates for next year has put a lot of construction projects on hold, making it virtually impossible for contractors to keep pace with rising materials costs,” said Sandherr.

The E55 conventional tail swing compact excavator has an operating weight of 12,478 lbs. (5,660 kg), an overall width of 77.2 in. (34 cm) of tail overhang helps it deliver increased lift capacity and slew performance in the most demanding applications. The E55 is standard equipped with a TOPS/ROPS certified cab, including full climate control (HVAC), and a deluxe high-back cloth suspension seat with retractable seat belt. Additional amenities in the “radio ready” cab include 12V power port, adjustable armrests, lockable toolbox and a convenient beverage holder. Within the operator’s area, the E55 features convenient “finger-tip” control for boom swing and auxiliary hydraulics functions. The E55 comes with an auto-idle feature which, if activated by the operator, automatically returns the engine

to idle if excavator functions are not used for a period of four seconds, saving fuel and reducing job site noise. The engine automatically returns to the preset throttle position as soon as the operator starts working again. For precise engine speed adjustments, a new easy-to-use rotary knob has been added to the controls. As with all other M-Series compact excavators, a load-sensing piston pump and closed center valve system provide precise control of the machines travel and work-group functions. The E55’s hydraulic system delivers “loaded” cycle times and a 9,442 ft.-lb. of bucket breakout force for productivity. Work-group cylinders offer end-of-stroke cushioning for smooth operation. An automatic, integrated slew brake holds loads still and steady on slopes for more accurate placement. The need for the operator to manually engage the slew brakes during transport is eliminated, making it easier to load and position the machine for transport. Like all Bobcat M-Series compact excavators, the E55 features an Xframe undercarriage that provides impressive ground clearance and read-

ily sheds debris for reduced cleanup time. Drive motor covers are inset within the motor wrap-arounds to protect them from potential damage. Integrated into the undercarriage, convenient tie down points simplify trailer loading for transport, according to the manufacturer. In addition, Bobcat’s in-track swing frame keeps the swing castings and cylinders within the width of the tracks when digging in an offset position, helping the operator dig flush against an obstacle. This feature minimizes the chance of inadvertent contact with surrounding obstacles, ultimately reducing operating costs of repair to the machine or adjacent structure. British Prime Minister David Cameron officially opened JCB’s new $100 million factory in Brazil as the company strengthens its position in rapidly-expanding Latin American markets. Cameron, who is undertaking a trade mission to Brazil, spent an hour touring the 350,000-sq.-ft. plant in Sorocaba City in São Paulo State. He was given an insight into the processes involved in the production of backhoe loaders, tracked excavators, wheel loaders, Loadall telescopic handlers and compaction equipment which the factory will manufacture. JCB Chairman Sir Anthony Bamford and JCB Brazil Managing Director Carlos Hernandez showed Cameron around the plant, where he also met many of the plant’s 200 employees. “JCB’s expansion in Brazil shows how British companies can capitalize on the opportunities for growth in Latin America,” said Cameron. “This expansion also creates new opportunities in JCB factories in Derbyshire and Wales. This is a great example of Britain’s engineering prowess and reflects that the UK is a world leader in innovation and technology.”

“South America represents a huge opportunity for growth for JCB,” said Bamford, speaking from Brazil. “Our investment in a new factory is critical to building on the success we already enjoy in this important market. There are $32.4 billion worth of infrastructure improvements scheduled in Brazil, and JCB’s new factory will enable us to capitalize on those projects, including the 2014 World Cup and 2016 Olympic Games. “JCB’s decision to invest is a big vote of confidence in the Brazilian economy and was driven by the excellent longterm growth opportunities both here and in Latin America. Our investment will also have a positive impact on the UK economy because at full capacity, the Brazilian plant will import $162 million of components annually from the UK including engines and transmissions.” At full capacity, the new JCB plant will have the capability to produce 10,000 machines a year. The new factory replaces two smaller plants in Sorocaba, the first of which JCB opened in 2001 to produce backhoe loaders and the second in 2010 to produce tracked excavators. At $100 million, the new factory represents one of the biggest single investments in JCB’s 67 year history.

than the average Forsyth County wage. The county’s unemployment rate in August was 9.5 percent. State job-hunters have generally dangled help from taxpayers to sway corporate decisions if the wages were above average, though that isn’t required by policy or state law. But fewer manufacturing companies like Deere-Hitachi are planning big expansions. The loss of manufacturing jobs was felt especially hard in North Carolina, which in August posted the fifth-highest jobless rate in the country at 9.7 percent. Almost 22 percent of North Carolina’s economy was based on manufacturing before the Great Recession began in December 2007, compared to the national average of 13 percent, according to a recent report by the University of North Carolina at Chapel Hill’s Global Research Institute. Local officials said last month Deere-Hitachi was mulling whether to expand in Kernersville or expand a Japanese plant instead. During Gov. Beverly Perdue’s recent visit to Japan, she met with executives at Hitachi to discuss its current presence in North Carolina and opportunities for it to grow.
