ELFA Reports Industry Confidence Up in Sept. The Equipment Leasing & Finance Foundation (the Foundation) released the September 2014 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI). Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $827 billion equipment finance sector. Overall, confidence in the equipment finance

market is 60.2, an increase from the August index of 58.9. When asked about the outlook for the future, MCI-EFI survey respondent Valerie Hayes Jester, president, Brandywine Capital Associates Inc., said, “We are experiencing stronger demand than in the past several months, which bodes well for a strong fourth quarter. There is still concern for yield erosion, but we look forward to concluding the year on a positive trend.”

In addition to the $1 million commitment to vocational education and training in Texas, Holt CAT presented the Dubiski School of Transportation $10,000 through the CAT Dealership Excellence Fund, which supports classroom guidance materials, equipment purchases and other materials to further technical training and education at the school. Mike Rowe began working with Caterpillar several years ago around the joint interest of driving skilled workers into the American workforce. The mikeroweWORKS Foundation was created to campaign for hard work and skilled labor and applauds schools like Dubiski Career High School that are geared toward giving students training at the primary level that can help them in their future career paths. During the pep rally, Rowe fired up the students and encouraged and praised the value of old-fashioned hard work. The students also presented him with a gigantic ban-

Bridge’s new eastern span have been damaged by exposure to water. Transportation officials said Sept. 25 that inspectors discovered that several of the galvanized steel rods that anchor the 525-ft. (160 m) tower to its base had been sitting in water that could cause corrosion, according to the San Francisco Chronicle.

Rod Corrosion Concerns Bay Bridge Officials SAN FRANCISCO (AP) State transportation officials are trying to determine if giant steel rods on the Bay Bridge’s new eastern span have been damaged by exposure to water. Transportation officials said Sept. 25 that inspectors discovered that several of the galvanized steel rods that anchor the 525-ft. (160 m) tower to its base had been sitting in water that could cause corrosion, according to the San Francisco Chronicle. Caltrans has drained the water, but officials don’t know how long the rods were exposed to water and whether they were compromised. To check, they would need to remove and cut them into pieces. It appears the water, most likely from rain, became trapped under caulking before the tower was lowered into position starting in 2010, said Andrew Fremier, deputy executive director of the Metropolitan Transportation Commission, which oversees the bridge project. To help determine if the rods were compromised, officials plan to test the water for zinc, which is left behind when hydrogen attacks galvanized steel, Fremier said. Each year, KPI-JCI and Astec Mobile Screens launches new products and sales tools for its dealers during its National Dealer Conference. This year, KPI-JCI and Astec Mobile Screens launched four new pieces of equipment, including three new additions to its Global Track product line — a track-mounted GT440 horizontal shaft impact crushing plant, a track-mounted GT200 cone crushing plant and a trackmounted GT206 inclined screening plant — as well as a new Fast Trax FT400DF cone crushing plant. The Global Track product line features quarry-duty, time-proven components and was developed to be the perfect rental tool and ideal for operations in remote locations. Hendrickson Introduces Global Version of HAULMAAX Hendrickson Truck Commercial Vehicle Systems has launched a global version of the HAULMAAX rear suspension system. Offered in a 21-ton (19 t) capacity, the global HAULMAAX was designed specifically for those applications where light weight, durability and driver comfort are essential. Terex AggreSand 165 Washplant Celebrates First Birthday Terex Washing Systems (TWS) is celebrating the first birthday of the Terex AggreSand 165 washplant following the official launch in Ireland in September 2013. A lot has been achieved in the last year, with the successful installation of the AggreSand 165 washplant in five continents over 10 countries, processing up to 11 million tons (10 million t). Garry Stewart, application team lead, TWS, said, “The market has really embraced the AggreSand washplant concept with exceptional demand at the moment. To date, TWS has installed multiple AggreSand 165 washplants around the globe. We are constantly looking at innovative ways to further enhance and develop our existing products so we can continue to meet the individual needs of our customers.” TWS hosted a number of events in 2013 to officially launch the AggreSand 165 in both Ireland and USA. The AggreSand 165 also was displayed as part of a double bill at the Hillhead 2014 show, UK. The most recent event to showcase the AggreSand 165 was at the first of several planned open days in 2014 in the Australia market. The event was hosted by Dubbo Sands, NSW, Australia, where the plant was recently installed. demands, which consists of the AggreSand 165 washplant model and the larger capacity, AggreSand 206 washplant. The ongoing TWS commitment to meeting customers’ needs saw the introduction of another new pioneering product in 2014, the AggreScrub 150, designed to operate both as a stand-alone unit as well as having the ability to seamlessly integrate with the AggreSand. Beast 3680XP, 4680XP Power Through Coastline Vegetation Beast horizontal grinders have always been ahead of the pack when it comes to processing dense, stringy green waste like palms, vines and coastal vegetation. This type of material can be a challenge to process for any machine, but new options and designs for the Model 2680XP, 3680XP and 4680XP Beast Recyclers allow these machines to excel in this type of grinding application, according to the manufacturer. The changes begin with the cuttermill, which features a 30-tooth setup with 2-in. (5 cm) wide teeth as opposed to the standard 60tooth, 1-in. (2.5 cm) wide arrangement. While a 60-tooth set up is still the best for grinding larger diameter wood, in leafy/stringy material void of larger material the 30-tooth setup is extremely efficient. The mill RPM also is increased, which helps clear the mill faster, while the mill housing itself is opened up. Increased tolerances and a larger screening area The cuttermill features a 30-tooth setup with 2-in. (5 cm) wide teeth as opposed to the standard add to the overall machine 60-tooth, 1-in. Efficiency Shoring Texas Branch Hosts First Open House

n Sept. 26, Efficiency Shoring & Supply’s north Texas Branch Office hosted its first annual open house. Dallas/Ft. Worth area contractors and other customers attended the event. The Open House featured a “trade show” with the following vendors participating: Always There Personnel, Cabelas, Cherne Industries, Delta Rigging, Drager, NUCA North Texas and RemX Specialty Staffing. The grand prize winner of a $500 Cabelas gift card from the Branch’s Summer Sale Promo was Gail Knight of Bear Creek Construction. Danny McGraw of Flint/URS Construction was the winner of the event’s marque door prize, a $300 Cabelas cooler. Outside of the “exhibit hall,” Efficiency set up a full product demonstration area that included steel trench boxes with hi-clearance spreader Arches, Build-A-Box modular aluminum trench shielding system with sheeting guide frame, steel manhole shields, aluminum trench shields with Arch spreaders and Efficiency’s exclusive Quicksheet Guideframe system.

They had to lay a lot of large old railroad ties on the street to keep it from breaking the street up.” Next up, Scull Construction Services worked a tight schedule to build new evidence facility while the original remained intact. “It was actually a metal building that had to be demolished to make way for the new administration

building,” Kuhl said. “We had some phasing to coordinate. We had to do some foundation work before the administration building was built. That required some coordination as there was a limited amount of time to execute that move. We only built a month into our schedule to get that move happening. Of course there wasn’t a lot of flexibility built in there. To keep everything on schedule, the contractor was still trying to some testing and balancing on the evidence building while we were moving in.” The evidence building also houses the energy plant for the administration building. “It is a geothermal system,” Kuhl said. “Underneath the parking lot, we have a number of wells drilled to help us generate — pull heat from or reject heat into the ground — through a multi-stage chiller system. It produces the heating and cooling water for the facility.” The administration building is constructed of brick and precast concrete and features significant glass curtains, Kuhl said. Once the ribbon cutting ceremony occurs on Oct. 24, the county will turn its attention to the third phase of the project — renovation work on the old courthouse. The $9.75 million renovation will include the addition of about 24,000 sq. ft. to the existing 60,500

Estimated Costs Up for River Dam TULSA, Okla. (AP) A memo sent to the Arkansas River Infrastructure Task Force estimates the cost to build or refurbish four low-water dams in the Arkansas River has risen by $80 million. The latest estimate for the work on the dams is $266 million, up from the original estimate of $186 million, Tulsa World reported. The total cost for the river project is now estimated at $300 million, including $34 million for levee system repairs. City Councilor and Task Force Chairman G.T. Bynum said the news is frustrating but the additional costs reflect related work that must be done as part of the projects. It’s also hard to estimate costs because the design documents for three of four dams are 10 percent complete or less. The estimates include construction of low-water dams in Sand Springs, south Tulsa/Jenks and Bixby and the refurbishment of Zink Dam in Tulsa. The new figures include estimates for stabilizing banks and environmental mitigation. They assume work will take place as late as 2020. He previously said he hoped to have a funding package for voters to weigh in on as early as the spring, but he said Sept. 11 it could be another six to 12 months before design work allows for more accurate estimates. The industry appears likely to experience very mixed results by segment and region for the rest of 2014 and into next year.” Houston-Sugar Land-Baytown, Texas, added the largest number of construction jobs in the past year (10,900 jobs, 6 percent), followed by Chicago-Joliet-Naperville, Ill. (9,900 jobs, 8 percent), Dallas-Plano-Irving, Texas (9,700 jobs, 8 percent) and Baton Rouge, La. (8,000 jobs, 18 percent). The largest percentage gains occurred in Lake Charles, La. (27 percent, 2,900 jobs), Monroe, Mich. (27 percent, 600 jobs), Owensboro, Ky. (25 percent, 700 jobs) and Crestview-Fort Walton Beach-Destin, Fla. (24 percent, 900 jobs). The largest job losses from August 2013 to August 2014 were in Phoenix-MesaGlendale, Ariz. (minus 5,000 jobs, minus 5 percent), followed by Bethesda-RockvilleFrederick, Md. (minus 4,000 jobs, minus 12 percent), Gary, Ind. (minus 2,800 jobs, minus 15 percent) and Edison-New Brunswick, N.J. (minus 2,700 jobs, minus 6 percent). The largest percentage decline for the past year was in Steubenville-Weirton, Ohio-W.V. (minus 17 percent, minus 300 jobs), followed by Gary, Ind. and Redding, Calif. (minus 13 percent, minus 400 jobs). Even as construction spending increased

for the year, it declined 0.8 between July and August, from $968.8 billion to $961 billion. Both private and public construction spending declined for the month, 0.8 percent and 0.9 percent respectively. The month-tomonth private sector declines occurred in both residential (0.1 percent down) and nonresidential construction (1.4 percent down). Spending on public education facilities dropped 2.9 percent for the month while investments in highway construction also dropped by 0.6 percent for the month. Association officials said that the construction employment and spending data make it clear that the industry continues its slow and sometimes inconsistent recovery from its years-long downturn. They cautioned that many firms report having a hard time finding enough qualified workers. Indeed, one in four firms report having to turn down projects because of worker shortages. “We want to make sure firms don’t miss out on the recovery because they don’t have enough workers,” said Stephen E. employees, unchanged from August. • 6.1 percent of the leadership evaluates the current U.S. economy as “excellent,” unchanged from last month. 87.9 percent of the leadership evaluates the current U.S. economy as “fair,” and 6.1 percent rate it as “poor,” both also unchanged from August. • 27.3 percent of the survey respondents believe that U.S. economic conditions will get “better” over the next six months, a decrease from 30.3 percent who believed so in August. 66.7 percent of survey respondents indicate they believe the U.S. economy will “stay the same” over the next six months, unchanged from August. 6.1 percent believe economic conditions in the United States will worsen over the next six months, up from 3 percent who believed so last month. • In September, 15.2 percent of respondents indicate they believe their company will increase spending on business development activities during the next six months, a decrease from 21.2 percent in August. 84.8 percent believe there will be “no change” in business development spending, an increase from 78.8 percent last month.
