Project Aims to Ease Congestion on Route 66 By Chuck Harvey CEG CORRESPONDENT

Near the bottom of San Bernardino County’s Cajon Pass, work is proceeding on the Devore Interchange Project at the intersection of California’s I-15 and I-215 freeways. The project is designed to reduce congestion and accidents at the interchange, which is described as one of the worst grade-related bottleneck spots in the United States. The heavily-traveled interchange is used by freight-carrying trucks, recreational vehicles and commuters from Southern California to Victorville, the Colorado River and Las Vegas. The project includes construction of truck by-pass lanes and additional lanes for commuters. Construction also features re-connection of famed Route 66 along the interchange. Tyeisha Prunty, public information officer of Caltrans, explained that construction spans about 2 mi. (3.2 km) of I-15 and slightly less than 2 mi. of I-215. Commuters driving on Route 66 near the interchange will no longer face a gap in the historic roadway from Kenwood Avenue to Devore Road. Motorists should find less congestion along the old Route 66. “Motorists will find continuous access where Route 66 turns into Cajon Boulevard,” Prunty said. “That will have a major impact on area commuters.”

ODOT Finds a Way to Reuse I-5 Beams Need tickets to a sold-out concert? Check Craigslist. Looking for a new apartment? Check Craigslist. In the market for bridge beams 93 to 115 ft. (28.3 to 35 m) long? You probably won’t find them on Craigslist, but you could through the state-agency equivalent: an interoffice memo. When Bert Hartman and the ODOT project team realized they had more than 200 concrete and steel beams from the Interstate 5 Willamette River Bridge available for reuse, they reached out to department managers, local liaisons and groups such as the Association of Oregon Counties and the League of Oregon Cities. ODOT offered the salvaged beams for purchase at a minimal price and more than nine respondents indicated interest, both inside and outside the department. see BRIDGE page 52

Cost Reduction Plan on Agenda for Caterpillar Caterpillar Inc. announced significant restructuring and cost reduction actions that are expected to lower operating costs by about $1.5 billion annually once fully implemented. The cost reduction steps will begin in late 2015 and reflect recent, current and expected market conditions. For 2015, the company’s sales and revenues outlook has weakened, with 2015 sales and revenues now expected to be about $48 billion, or $1 billion lower than the previous outlook of about $49 billion. For 2016, sales and revenues are expected to be about 5 percent below 2015. Key steps planned by the company include: • An expected permanent reduction

in Caterpillar’s salaried and management workforce, including agency, of 4,000 to 5,000 people between now and the end of 2016, with most occurring in 2015, and with a total possible workforce reduction of more than 10,000 people, including the contemplated consolidation and closures of manufacturing facilities occurring through 2018. • The company will offer a voluntary retirement enhancement program for qualifying employees, which will be completed by the end of 2015. • Slightly less than half of the $1.5 billion of cost reduction is expected to be from lower Selling, General and Administrative (SG&A) costs. 10 LABOR SHORTAGES, LESS FUNDING CREATE EMPLOYMENT DECLINES Construction employment declined in 153 out of 358 metro areas between August 2014 and August 2015, nearly matching the 163 areas that added construction jobs, according to a new analysis of federal employment data released by the Associated General Contractors of America.

12 CONTRACTOR USES TECHNOLOGY TO UPGRADE ALASKAN ROADS In 2014, the Matanuska-Susitna Borough committed to fund an upgrade of the JSCCR Subdivision roads. The Subdivision is roughly square shaped and encompasses approximately 200 sq. acres (80.94 ha). The country dirt roads within the JSCCR Subdivision are laid out in a grid pattern.

Some bridges, like the one over the Guadalupe along U.S. Highway 87, will be rehabbed with their original materials contributing to modernization plans. Beginning in 2019, engineers plan to build a second, concrete bridge alongside it that will create two one-way bridges. Another modernization effort that has given historical bridges new life is in the town of Shiner, where a former traffic bridge over Boggy Creek was repurposed as a crossing for pedestrians and bicycles. Texas’ Historical Bridges Have Charm, But Many Are Obsolete, Deteriorated CUERO, Texas (AP) The narrow metal bridge across the Guadalupe River was built in 1938 and full of picturesque charm — but it’s not very functional for today’s traffic needs. The truss bridge in Cuero, about 90 mi. southeast of San Antonio, has a 24ft. (7.3 m) passing that is too tight for a lot of modern traffic. It’s an example of a problem state officials are facing across Texas: How to salvage the identity of historical bridges, many of which are treasured landmarks but also structurally obsolete. The issue is especially acute in areas like Cuero that have seen an energy boom, bringing oil patch traffic that has taken a toll on local infrastructure. There are 13 historical bridges in the surrounding area, and many have been similarly taxed by oilfield traffic. Some

ICUEE 2015 Sets Record With More Than 18,000 Visitors

CUEE 2015, the International Construction and Utility Equipment Exposition, set a show record as the largest ever with more than 18,000 registered attendees and surpassing the last show by 13 percent. ICUEE 2015 was held Sept. 29 to Oct. 1, at the Kentucky Exposition Center in Louisville, Ky. Registrants came from all 50 states, nine of the 10 Canadian provinces and more than 60 other countries worldwide. The 2015 show set records for exhibit space and number of exhibitors. More than 950 exhibitors, including more than 250 companies new to the show, took more than 1.2 million net sq. ft. of exhibit space to showcase their latest equipment and product innovations and conduct numerous live demonstrations and hands-on opportunities. “This is our most comprehensive ICUEE ever, and there has been tremendous enthusiasm and interaction among attendees and exhibitors from day one, when the official Kentucky Derby bugler opened the show,” said Sara Truesdale Mooney, show director. “Attendees are finding more companies, product innovations and product demos—plus quality networking with industry experts and peers that really increases the value of the show,” said Mooney. Labor Shortages, Less Funding Create Employment Declines Construction employment declined in 153 out of 358 metro areas between August 2014 and August 2015, nearly matching the 163 areas that added construction jobs, according to a new analysis of federal employment data released by the Associated General Contractors of America. Association officials noted that the number of metro areas losing construction jobs is on the rise amid growing uncertainty about federal funding for construction programs and growing shortages of qualified construction workers. “The fact that fewer than half of metro areas added construction jobs at a time when there were gains in nearly three-fourths of the states suggests that contractors in many more metros would be hiring if they could find qualified workers,” said Ken Simonson, the association’s chief economist. “In addition, the steep downturn in oil and gas drilling has hit construction hard in cities such as Fort Worth, Houston and New Orleans, even as downstream projects gain steam in places such as Beaumont-Port Arthur, Texas.” The largest job losses from August 2014 to August 2015 were in Fort WorthArlington, Texas (minus 6,000 jobs, minus 8 percent), followed by Houston-The

The largest percentage gains occurred in WeirtonSteubenville, W.V.-Ohio (28 percent, 500 jobs), Fairbanks, Alaska (22 percent, 700 jobs), Wenatchee, Wash. (17 percent, 400 jobs) and Beaumont-Port Arthur, Texas (16

percent, 3,100 jobs). Construction employment was unchanged in 42 metro areas. Association officials noted that the number of metro areas experiencing construction employment declines has begun growing as Congress has failed to pass a long-term surface transportation bill and fears grow about a potential federal shutdown. This uncertainty is hurting demand for contractors who work on federal and federally-funded projects. Meanwhile, contractors working in indemand areas like warehouse construction are having a hard time finding qualified workers, likely contributing to hiring slowdowns. “Depending on the type of work they perform, contractors either can’t find enough work for their people, or can’t hire enough workers for their projects,” said Stephen E. Contractor Uses Technology to Upgrade Alaskan Roads By Jeff Winke SPECIAL TO CEG

For most people the acronym, JSCCR, is a definite puzzler. What it stands for is Juniper, Spruce, Cranberry, Cottonwood and Rose, which are the names of the roads in a heavily-wooded residential subdivision located in the Matanuska-Susitna Borough in southern Alaska, not far from Palmer, Alaska. In 2014, the Matanuska-Susitna Borough committed to fund an upgrade of the JSCCR Subdivision roads. The Subdivision is roughly square shaped and encompasses approximately 200 sq. acres (80.94 ha). The country dirt roads within the JSCCR Subdivision are laid out in a grid pattern. The Borough’s plan is to have the roads brought up to the Borough standard of asphalt-paved roads. The JSCCR Subdivision upgrade is on a two-year plan. The objective for year one is to raise the embedded dirt roads to grade and then let them winter over so that in year two they can be paved. Valley General Construction LLC, based in Palmer, won the $350,000 contract for the first phase work. Valley General was founded in 2007 and is considered a small-size excavating and grading union contractor with its six to eight employees. The company owners have more than 80 years combined experience in the construction industry. Roadwork and commercial projects are the bulk of the business Valley General engages in within its local radius, although with Anchorage being a mere 40 mi. Sixty-one LEGO models were gathered to set the World Record for the highest number of assembled LEGO Technic Volvo L350F wheel loaders in one room.

Volvo’s wheel loader facility in Arvika, Sweden, recently celebrated its 130th anniversary by hosting a family fun day — including a record breaking gathering of LEGO wheel loaders. On Sept. 5 employees at Volvo Construction Equipment Arvika gathered with friends and family in one of the Swedish plant’s machine production halls for a day of games, quizzes, live music and much more. Alongside the event, visitors got to witness the global construction equipment manufacturer’s first ever world record attempt. The attempt was to gather the highest number of assembled LEGO Technic Volvo L350F wheel loaders as part of its anniversary celebrations. The all-day event welcomed more than 5,000 guests over the course of the day. Sixty-one LEGO models were used for the challenge and this is the first time the company has entered into a bid for Guinness Book of Records glory. Launched in October 2014, the L350F is the result of an eight-month collaboration between LEGO designers and Volvo CE. “We have sold over 250 LEGO machines to employees since launching the LEGO Technic Volvo L350F wheel loader,” said Johan Hansson, logistic developer at Volvo

Construction Equipment. “We’re constantly seeking new ways to continue to push creative boundaries and adding a world record to the list would be the perfect touch.” Guests were provided with entertainment throughout the course of the day and one of the highlights was the “memory lane” themed machine show, which showed the evolution from past to present machines. Visitors were encouraged to tour the museum to look at old cars and learn about the factory’s history. ARTBA Hosts Women Leaders Awards The American Road & Transportation Builders Association’s Transportation Development Foundation (ARTBA-TDF) Sept. 30 honored a 30-year rail transit expert, a civil engineering professor, a well-known international design firm, and two University of Utah graduate students with “Women Leaders in Transportation Design & Construction” awards. The awards were presented during a special luncheon held in conjunction with ARTBA’s 2015 National Convention in Philadelphia. Winners were announced in three categories Ethel S. Birchland Lifetime Achievement Award The award is named after ARTBA’s executive director from the mid-1920s, and is given to individuals who have demonstrated outstanding leadership, long-term service in the industry’s public or private sectors and dedication to the advancement of innovation and other women leaders. • Connie Crawford, Louis Berger As senior vice president and global practice lead for rail and transit at Louis Berger, Connie Crawford provides strategic direction and oversight on the technical performance and resourcing of major rail programs. Her 30-year work experience includes: a project to bring 300 mph Maglev trains to the Northeast Corridor in the United States by providing train service between Washington, D.C., and New York City in under an hour; the construction of a major Lower Manhattan station complex serving 12 subway lines and 275,000 riders; project lead on the implementation of a highspeed rail line from Houston to Dallas; and the launch of international public transportation programs in Riyadh and Qatar. Previously, Crawford was the first female chief engineer for New York City Transit Authority, responsible for planning, design and construction of the city’s subway and bus infrastructure. Following 9/11, she directed efforts to rebuild 1,400 ft. of collapsed Lower Manhattan subway tunnels under the World Trade Center. Her innovative leadership extends beyond the company walls. She is a member of many professional organizations including: the American Public Transportation Association, New York Building Congress and American Society of Civil Engineers. Her commitment to advancing innovation, whether through the transfer of technical skills or fostering the next generation of STEM professionals, can be seen in her participation of the FIRST Robotics — an international competition that gives students real-world engineering experience. • Lily Elefteriadou, University of Florida Lily Elefteriadou, a Fulbright Scholar, is the KisingerCampo Professor of civil engineering and the director of the University of Florida Transportation Institute (UFTI). With a research focus in traffic operations, traffic flow theory and simulation, Elefteriadou has served as the principal investigator for several federal and state projects funded by the National Cooperative Highway Research Program (NCHRP), the National Science Foundation (NSF), the Federal Highway Administration, Pennsylvania Department of Transportation, and Florida Department of Transportation. Currently, she is the lead researcher of the $6.8 million U.S. Department of Transportation (U.S. DOT)-funded Regional University Transportation Center for Region 4- Southeast Transportation Research Innovation Development and Education (STRIDE), which focuses on issues of livability, safety, and economic competitiveness. Elefteriadou has authored or co-authored nearly 200 publications and reports related to traffic operational quality and highway design, as well as the textbook, “Introduction to Traffic Flow Theory.” In addition to being president of ARTBA’s Research and Education Council, she serves on the editorial board of the Transportation Research: Part B,

chairs the Transportation Research Board’s Highway Capacity and Quality of Service Committee and is on the executive committee of the Council of University Transportation Centers (CUTC). The Glass Hammer Award The award honors companies in the transportation construction industry that have innovative programs and activities directed at successfully promoting women leaders within their organization. • Louis Berger Louis Berger has dedicated significant resources to creating programs that promote the advancement of women within the transportation construction industry. In 2014, the company established Women at Louis Berger (WLB) — an employee-led initiative to help women achieve their highest potential and contribute to the firm’s overall success. The WLB provides an inclusive forum for discussion, collaboration and mentorship, as well as diversity awareness and leadership coaching. Since its inception, WLB has been a major tool in helping the firm develop, attract and retain women leaders; promote educational opportunities for career advancement; champion management models to build equity; and encourage a healthy work-life balance. Future Industry Leader Spotlight Award The award recognizes students enrolled in undergraduate or graduate studies at a U.S. college or university who have achieved an outstanding academic record and demonstrated extraordinary leadership skills within and outside of the academic environment. • Anusha Musunuru, University of Utah Musunuru is pursuing her doctorate in civil and environmental engineering at the University of Utah, where she is focused on developing a framework for more reliably informing causation and/or occurrence-mechanism of traffic crashes. She maintains a 3.8 grade point average (GPA), while working as a graduate research assistant. Her extracurricular activities include: vice president of the Institute for Transportation Engineers (ITE) student chapter, founding coordinator of the American Society of Civil Engineers Transportation and Development Institute (ASCE T&DI) graduate student chapter, a member of Women in Transportation (WTS) and a paper reviewer for Transportation Research Board (TRB). Musunuru hopes that her research will lead to more appropriate transportation investments and act as a catalyst to create a safe and sustainable multimodal transportation system that contributes to a community’s economic health and quality of life. • Ivana Tasic, University of Utah Tasic is a third year University of Utah Ph.D. student studying civil and environmental engineering, with a focus on Urban Multimodal Transportation. She has a 3.9 GPA and is a member of numerous professional associations including American Society of Civil Engineers, Institute of Transportation Engineers, Transportation Research Board and Women’s Transportation Seminar’s “Transportation YOU” program, which supports young women in transportation. Tasic also served as a Transportation Research Board (TRB) ambassador for the 2014 TRB Annual meeting and is involved with four TRB standing committees as a paper reviewer. She has worked on several projects funded by U.S. DOT, Utah Department of Transportation, Utah Transit Authority, City of Salt Lake and the National Cooperative Highway Research Program. Her research includes quantifying the traffic impacts of Traffic Oriented development, Crash Modification Factors for Intersections and a Light Rail Transit Analysis in Salt Lake City. Labor of Love Music Festival Raises $10,000 for Wounded Warrior Project

Case launched the festival to raise money for Wounded Warrior Project, and to highlight the role that returning veterans can play in filling skilled jobs in the construction and manufacturing industries.

The first ever Labor of Love Music Festival, hosted by Case Construction Equipment on Labor Day 2015, raised $10,000 for Wounded Warrior Project through ticket sales, a silent auction and a percentage of onsite beverage sales donated by the Racine Civic Centre. Case employees also donated five barrels of food to the Veterans Outreach of Wisconsin, who raised an additional $1,266 through a 50/50 raffle held at the event. Attendance was estimated at 2,000. Case launched the festival to raise money for Wounded Warrior Project, and to highlight the role that returning veterans can play in filling skilled jobs in the construction and manufacturing industries. “We were overwhelmed by how the

community responded. The Labor of Love Music Festival was launched to help fill the gap of skilled workers in the construction and manufacturing industries by matching them up with veterans coming back from service. Caterpillar Announces Restructuring, Cost Reduction Plans PLANS from page 1

reduction in SG&A will largely be in place and effective in 2016 and occur across the company. • The remaining cost reductions are expected to come from lower period manufacturing costs, including savings from additional contemplated facility consolidations and closures, which could impact more than 20 facilities and slightly more than 10 percent of the manufacturing square footage. A portion of these cost reductions are expected to be effective in 2016, with more savings anticipated in 2017 and 2018. “We are facing a convergence of challenging marketplace conditions in key regions and industry sectors — namely in mining and energy,” said Doug Oberhelman, Caterpillar chairman and CEO. “While we’ve already made substantial adjustments as these market conditions have emerged, we are taking even more decisive actions now. We don’t make these decisions lightly, but I’m confident these additional steps will better position Caterpillar to deliver solid results when demand improves.” This year is the company’s third consecutive down year for sales and revenues, and 2016 would mark the first time in Caterpillar’s 90-year history that sales and revenues have decreased four years in a row. “Our strategy is to deliver superior total shareholder returns through the business cycle, and growth is a key element of that strategy. However, several of the key industries we serve — including mining, oil and gas, construction and rail — have a long history of substantial cyclicality. While they are the right businesses to be in for the long term, we have to manage through what can be considerable and sometimes prolonged downturns,” added Oberhelman. The Sept. 24 announcement is in addition to significant actions already taken. Since 2013, Caterpillar has closed or announced plans to close or consolidate more than 20 facilities, impacting 8 million square feet of manufacturing space. The company also has reduced its total workforce by more than 31,000 since mid-2012. “We recognize today’s news and actions taken in recent years are difficult for our employees, their families and the communities where we’re located. We have a talented and dedicated workforce, and we know this will be hard for them,” said Oberhelman. While Caterpillar has taken action in response to macro-economic challenges, it has remained focused on strategy execution — and that has driven positive operational results, including: • Market share has improved in products across much of the company. • The company has delivered on decremental profit pull through targets as lean manufacturing has driven its 2015 gross margin rate higher, and it is right in line with its highest level in 20 years. • Product quality is as good as it has been in Caterpillar’s history. • Today, Caterpillar safety levels are among the best for heavy manufacturers. “Operational improvements have contributed to our strong balance sheet and cash flow. In fact, three of our four best years of Machinery, Energy & Transportation (ME&T) operating cash flow have occurred since 2011 — at the same time sales and revenues have been under pressure. That’s driven substantial improvement in our quarterly dividend. Our dividend increased 15 percent in 2013, 17 percent in 2014 and 10 percent in 2015. That’s enabled $8.2 billion of share repurchases over the past three years,” said Oberhelman. Pre-tax costs associated with these actions are expected to be about $2 billion for employee-related severance and other termination benefits, and other exit-related costs associated with the consolidation of manufacturing facilities. Questions and Answers Related to the Announcement Q1: Can you be more specific about which manufacturing facilities are being consolidated and/or closed? Which of your businesses are affected? What regions of the world will be impacted? A: We are contemplating restructuring actions that could impact more than 20 facilities around the world and across our three large segments — Construction Industries, Resource Industries and Energy & Transportation. There are many factors that impact these contemplated decisions and the subsequent timing of when each would be announced and implemented. Employees will be notified as decisions are made for each facility. Q2: You’ve updated your 2015 outlook for sales and revenues, but not for profit. Can you provide more context on 2015 profit? A: We are lowering the 2015 sales and revenues outlook to about $48 billion, which is about $1 billion lower than our previous outlook of about $49 billion. The $1 billion decline is a result of broadly weaker business conditions across our three large segments — Construction Industries, Energy & Transportation and Resource Industries. The $1 billion decline is expected to impact both the third and fourth quarters of 2015. We will provide an update of the 2015 profit outlook with our third-quarter financial release in late October. That said, the decline in the sales outlook and higher restructuring costs as a result of today’s announcement will be negative for profit. On the positive side, we expect that costs (not including restructuring costs) will be favorable. Over the next few weeks, we will have a better view of how these factors, particularly restructuring costs, will impact 2015 profit. Q3: You typically provide a preliminary outlook of the following year in your third-quarter financial release. It seems as though you’ve done that in today’s announcement. Why have you done that earlier than normal? A: We started our planning process earlier than usual due to the convergence of challenging marketplace conditions our business is facing. At this point, we are experiencing continued weakness in key industries that we serve. We expect that will lead to our fourth consecutive year of sales decline, with our sales and revenues down about 5 percent in 2016 versus 2015. We currently expect the decline in sales and revenues in 2016 will occur in all three of our large segments — Construction Industries, Energy & Transportation and Resource Industries — with the most significant decline in the oil and gas

portion of our Energy and Transportation segment. With the continuing decline in sales, it was appropriate to take the additional restructuring and cost reduction actions that were announced today, and issuing next year’s preliminary sales and revenues outlook provided additional context for today’s restructuring announcement. Q4: While you usually provide next year’s profit outlook in January, is there any context you can provide to help put 2016 profit in perspective? A: We have more work to do to complete our profit plan for 2016 and to understand how today’s announcement affects each of our businesses. That said, there are three directional points related to 2016 profit that are noteworthy — two negative to profit versus 2015 and one that we expect to be positive. On the negative side, 2015 had a gain on the sale of our remaining ownership of our thirdparty logistics business that helped profit in 2015 by about $0.14 per share; that will not repeat in 2016. Second, the sales decline in 2016 (about 5 percent) is expected to be concentrated in relatively higher margin products, so the impact of sales mix is expected to be unfavorable about $500 million. On the positive side for profit, we expect that about half of the cost reduction expected from the restructuring actions in today’s release ($1.5 billion) will be effective in 2016. We expect to provide an updated outlook for sales and revenues and a profit outlook for 2016 in more detail with our year-end financial release in January. Q5: Does today’s announcement reflect a change in your long-term view of the key industries you serve — construction, mining, oil and gas, etc.? A: Many of the key industries we serve have a long history of substantial cyclicality and are currently well below prior peak levels. For example, mining equipment sales are far below the prior peak and are substantially below what we would consider a reasonable replacement level. Oil and gas has declined substantially as a result of lower oil prices, and construction equipment sales are well below prior peaks in North America, Latin America, Europe, Africa, the Middle East and Asia Pacific. As the world economy improves, we strongly believe the need for Cat products and services for infrastructure, mining, commodities, energy and transportation will improve. With the actions we’ve taken over the past few years, along with the restructuring announced today, we believe Caterpillar will be well positioned to deliver solid results when these industries recover and demand improves.

R. Collard Ltd. Opens Aggregate Washing Plant in U.K. Construction and demolition waste management specialists R. Collard Ltd. have opened a new aggregate washing plant at its recycling facility in Eversley, Hampshire, UK. The new washing plant, designed and supplied by Terex Washing Systems (TWS) incorporates the very latest technology to enhance the quality and efficiency of the recycling process at the facility. The installation was specified and project managed by TWS distributor in England & Wales, Duo Plc. Capable of throughputs up to 120 tph, with annual production capacity of around 275,578 tons (250,000 t), the system will provide a local source of high-grade recycled aggregate products 12 months of the year to enhance the efficiency and environmental performance of regional construction and civil engineering developments in the South of England. Collard’s founder and managing director, Robert Collard said: “Transport is a major factor in the cost of aggregate so our investment in this plant is a direct response to increasing demand for high quality, affordable recycled product in our catchment area throughout the South East England. The refinements to the technology involved will enable us to process more wastes than we collect from local sites and create a truly closed-loop recycling system for construction waste in the South of England.” Terex Washing Systems recycling processes transform construction and civil engineering wastes into clean, homogenous recycled products by removing lightweight and deleterious contaminants and extracting silt and clay, which can bind otherwise commercially viable aggregates together. Material processed at the site will be used in a broad range of construction projects. The plant boasts a number of new features including: • Hydrocyclone technology producing high-grade coarse sand product with <2 percent silt content • Integrated sorting systems removing non-mineral contaminants, to a much greater extent than conventional dry systems, enabling more wastes to be used as feedstock • The plant can operate all year round due to a new feeder system which processes cohesive material even when its moisture content changes • Fully adjustable and modular components enable bespoke products to be generated The wash plant set up at R. Collard’s constitutes scalping (Warrior 1400), aggregate rinsing & sand washing (AggreSand 165 3D2S), aggregate scrubbing & sizing (AggreScrub 150) and water treatment and recycling (Thickener and Filterpress).

Underflows from the trash screen and the aggregate sizing screen are collected and pumped back to the AggreSand to recover any saleable fine material and ensure maximum efficiency of water management.

The process starts with a Warrior 1400 heavy duty scalping unit, particularly suited to claggy and clay contaminated / high soil content feeds. This unit removes excess oversize before passing the bulk of material to the subsequent washing equipment. The Warrior includes a magnet to capture ferrous metals, specifically located to allow ferrous metals to be extracted in free fall before transfer to the AggreSand. The AggreSand incorporates a three deck screen producing clean oversize for subsequent crushing and delivering the mid and bottom deck outputs to see PLANT page 52

According to Shearer, the dealership looked into other crushing lines but was impressed with IROCK’s simplicity of design, which didn’t rely as heavily on computers and electronics. He also found the IROCK machines to be solidly built and ready to withstand the harsh demands of the

Kleemann Mobile Jaw Crushers Feature EVO Technology Two new Kleemann mobile jaw crushers featuring EVO technology were introduced to the North American market recently. Two new crushers are the Mobicat MC 110 Ri EVO and the MC 110 Zi EVO. The MC 110 Ri EVO has a vibratory feeder with integrated grizzly, while the MC 110 Zi EVO incorporates a vibrating feeder with an independent, double-deck, heavyduty prescreen. Both feature a crusher inlet of 28 by 44 in. (71 by 112 cm). Either way, wear in the system is reduced because medium and smaller gradations bypass the crusher, with an increase in end product quality through discharge of fines via the side discharge conveyor. A bypass flap provides easy diversion of the material flow, eliminating the need for a blind deck. Both machines have been completely redesigned with a lighter transport weight to ease portability, with the MC 110 Ri EVO weighing 85,000 lb. (38,555 kg), and the MC 110 Zi EVO weighing 87,100 lb. Beneath the crusher a deflector plate keeps tramp metal from degrading the conveyor belt. The Kleemann Continuous Feed System (CFS) manages a more equal loading of the crushing area, in which the conveying frequencies of the feeder trough and the prescreen are adapted independently of each other to the level of the crusher, thus significantly boosting performance. The new Mobicat crushers incorporate a newly designed longer swing jaw, which prevents blocking of coarse material while moving all mounting elements of the crusher jaw from the wear area. In addition, the transfer from the prescreen or the feeder trough is designed so material simply tilts into the crushing jaw, providing an even material flow. With this property and other features the new Kleemann Mobicat MC 110 Ri and MC 110 Zi achieve outputs of up to 300 tons (272 t) per hour. The Screen USA TROM512 was developed with easy-access in mind for the screening market. Screen USA Inc. manufactures small and medium sized screening equipment for the soil and organic industries. its partnering AggreScrub 150 for subsequent attrition and sizing. The feed material contains high root content, which is effectively removed by the AggreScrub. The flotation capabilities of the AggreScrub are ideal for addressing the variable contaminants found in recycled aggregate sources such as paper, wood and light plastics. These contaminants together with most of the water and liberated sand particles are passed from the rear of the AggreScrub to the integrated trash screen. This step recovers the lightweight contaminants as a waste and allows the water and sand to be collected. In addition to flotation, the AggreScrub’s other key purpose is heavy attrition to liberate adherent clays, producing clean organicfree aggregates for a wide range of construction requirements. A part rinser integrated within the AggreScrub modular chassis provides the final product splits requested by Collards. Underflows from the trash screen and the aggregate sizing screen are collected and pumped back to the AggreSand to recover any saleable fine material and ensure maximum efficiency of water management. The sand plant integrated within the

and ready to handle material stockpiles. All dirty water gravity flows from the AggreSand’s cyclones to the congruent water management system. This phase includes a rake thickener with polyelctrolyte (flocculant) dosing controlled on a batch basis with automated monitoring. Suspended solids coagulate and sink to the bottom of the thickener and are drawn to the

central outlet by the constantly rotating rakes. This thickened mud is pumped to a large homogenizing sludge buffer tank while clean recycled water overflows from the thickener to a storage tank. A high frequency screen featuring a fine steel mesh is installed between the thickener and the water tank, removing any residual organics and floatable contaminants such as polystyrene balls. Sludge from the homogenizing buffer tank is delivered to the 150 plate (6.5 by 5 ft. [2 by 1.5 m]) filter press via powerful double centrifugal pump, delivering sludge to the press at up to 16 Bar pressure. This effectively reduces waste output to a highly compressed, low moisture content by product which can be easily handled/removed from site. This thickener and filter press combination recycles 90 percent of the water used in the plant, which in turn allows the complete system to operate with only 39 cu. yd. The beams made up the temporary I-5 detour bridge that was dismantled to make way for the new $204 million Willamette River Bridge. Though its design was permitted for only 10 years, the materials used to construct it — particularly the steel and concrete beams — can safely serve motorists for decades to come. Interested project teams agreed to pay a fee for each beam, but the savings were great. A new beam could cost more than $17,000, yet purchasers paid just $2,500 for beams that could be used for at least another 50 years. “ODOT’s primary motivation is to get the beams reused, so we essentially cut the price to what it would cost to move and store them,” said Bert Hartman, Bridge Program Unit manager. “For the end users, it’s a really good deal.” Naturally, the Willamette River Bridge team had first choice of the beams, claiming 50 before others were invited to use them. The beams will be used to build a new bicycle viaduct in the two popular

parks that flank the project: the Whilamut Natural Area and Alton Baker Park. The new viaduct will make the trails safer and more convenient for area cyclists, walkers and runners. Just outside Eugene, Ore., in the middle of the McKenzie River, another project will benefit from

ity can be brought into the project development phase,” said Alan Fox, Region 2 project leader. “Using salvaged beams from the temporary Willamette River Bridge was an obvious way to do this on the Butte Creek project.” Reusing the majority of the beams from the Willamette River temporary bridge keeps tons of debris out of landfills and tons of raw materials from being mined or forged to create new beams. End users also are reaping great savings. New beams cost $14,500 more than a reused beam; the 224 beams being reused on other projects will save their owners a combined $3.25 million. OSHA for Oil and Gas: Regulations, Auditing and Enforcement DATE: OCTOBER 29, 2015 PLACE: Houston, Texas In OSHA for Oil and Gas, we review safety auditing best practices, employee and contractor safety as well as the Occupational Safety and Health Act’s (OSHA’s) regulations and enforcement initiatives. There is a series of rulemaking proceedings currently underway (e.g., silica, electronic recordkeeping, and reporting) as well as soon-expected rulemaking (e.g., fall protection, clarification of recordkeeping retention requirements, and combustible dust) and RFIs that potentially affect the industry (e.g., process safety management). This absolute auction was held for area contractors who recently decided to liquidate excess equipment inventory due to job completion. More than 150 buyers participated in live and online bidding, some from as far as California and Florida.

Caltrans Project Improves Devore Interchange, Route 66 DEVORE from page 1

Caltrans is the lead agency for the $324 million Devore Interchange Project, started in June 2013 and slated for completion in mid-2016. The Devore Interchange Project is a designbuild endeavor. One thing significant about the project is that no detours have been necessary through the pass. Also communication has been ongoing between the community and Caltrans. “We meet monthly to address concerns,” Prunty said. She said delays are typical, but have been limited to 25 minutes at peak commute times. “We monitor traffic closely and lift closures if possible and needed to keep traffic flowing,” said Prunty. Several roads in the area will have to be reconfigured including the I-15 and Kenwood Avenue interchange and reconstruction of Cajon Boulevard and Kenwood Avenue. The interchange project will bring the interchange construction area up to a “state of good repair,” Caltrans reported in a release.
