It was recently announced that the California Air Resources Board (ARB) miscalculated pollution levels by 340 percent in a scientific analysis that prompted harsher clean air standards for the state. Regulations adopted by the board in 2007 particularly affected the construction industry, since businesses were required to cut diesel emissions by replacing or making upgrades to heavy-duty diesel off-road vehicles. The announcement was made in an article in the San Francisco Chronicle, which reported that a faulty method of calculation was used. However, the board attributed the error to calculations that were taken before the recession. “The 2007 estimate of emissions from construction equipment was recently cut in half due to reduced activity and fewer vehicles in the fleet during the recession,” said Karen Caesar, information officer for the ARB. “This had nothing to do with faulty science or calculations — the equipment wasn’t being used or had been sold due to lack of business, thus emissions were lower by half.” Caesar explained that the emission estimate was cut in half again because new data became available that suggested equipment was used less aggressively (at lower power) than data available in 2007 had indicated. “Lower power means lower emissions,” she said. “It is correct that if ARB had checked fuel usage (a different way of estimated emissions) this problem could have been identified in 2007. ARB will use this cross-check in future inventories to better ensure their accuracy.” A statement from the Associated

Obama Touts $50B, Six-Year Transportation Program Proposal WASHINGTON (AP) President Barack Obama on Oct. 11 lobbied for Republican support from Capitol Hill for a burst of spending on transportation projects, calling his proposal a jobs creator for the middle class and an overdue investment in the country’s foundation. “There’s no reason why we can’t do this,” Obama said in a brief Rose Garden event. “There’s no reason why the world’s best infrastructure should lie beyond our borders. Peterson Machinery Finalizes Purchase of Halton Company Peterson has completed the purchase of Halton Co., authorized Caterpillar equipment dealer for northern Oregon and southern Washington. Terms and details regarding the sale were not disclosed. Duane Doyle, CEO and third-generation owner of Peterson, a privately-owned company, announced that Peterson Machinery, the company’s Oregon and Washington operating entity, began serving customers in its newly-acquired territory on July 6. Peterson Machinery President Jeff Goggin assumed management of the expanded territory in addition to his current role, managing the company’s southern Oregon operations. The company’s headquarters moved from Eugene to Portland. “We will continue to maintain Peterson Machinery’s southern Oregon locations while absorbing operations in four former Halton Co. locations: Portland, Salem, The Dalles, and Longview, Goggin said. Arizona Stimulus Funds Remain Largely Unspent PHOENIX (AP) Arizona’s renewable energy industry could be busy over the next 18 months with deadlines looming for the state to spend $499 million in federal stimulus funds for energy programs. Arizona governments and companies have been awarded the funds from the U.S. Department of Energy for a total of 81 projects. Solar panels will be going up on government buildings. Homes will be weatherized for low-income residents. Electric-car chargers will be installed. And research projects exploring new energy sources will advance at the state's universities. Many deadlines to use the money fall in 2012. That means the next 18 months offer some guaranteed work for construction crews, lower energy bills for some homeowners and perhaps even a benefit for taxpayers as government buildings become more efficient. A review of federal records by The Arizona Republic shows that administrators of many projects still haven’t spent any money as they review grant applications and bid proposals and jump other hurdles required to spend the money. But many report they are about to pull the trigger. “There’s a lot of action coming in the
October-November timeframe,” said Robin Boudreau, a manager in the Arizona Energy Office who oversees a $9.6 million program that provides grants to rural communities to help them save energy. The money for that program has been divided into dozens of projects — from air conditioner upgrades in Jerome to a geothermal heat pump in Clarkdale — and only 4 percent has been spent so far. First, the communities had to apply for the funds and the state had to review the proposals. Then the communities had to put the jobs out to bid. There should be no problem meeting the summer 2012 deadline to finish the work, Boudreau said. “This is not about spending money,” he said. “This is about investing in communities.” Other projects, such as a $25 million city of Phoenix grant to weatherize homes and businesses along the Metro lightrail line and a $5 million grant to enhance the power grid on the Navajo Reservation, have spent little to nothing. Phoenix has spent only $17,216 on the weatherization project, federal records show. The money must be spent by June 2013. The Navajo Tribal Utility Authority,
which only recently announced the selection of a vendor to install new power meters, hasn’t spent any money. Some projects are well under way, such as the state’s weatherization program that helps low-income residents fix leaky air ducts and repair inefficient air conditioners. The state program got $60 million and has spent about

John Deere Rings NYSE Closing Bell to Feature 811 Representatives from John Deere Construction & Forestry, the Common Ground Alliance (CGA) and the Department of Transportation (DOT) rang the ceremonial closing bell at the New York Stock Exchange recently, to promote awareness of underground utilities through the use of the national 811 call-before-you-dig phone number. Though awareness and use of 811 has significantly decreased the number of underground utility strikes in the United States, the fact that there are still fatalities and damages from hitting gas and utility lines underscores the need for a continued safety campaign. “It’s not enough that the number of strikes has decreased in each of the last five years, because even one strike is too many,” said Bob Kipp, president of the CGA. In 2004, it was estimated that there were 450,000 instances of damage from striking underground lines. However, as a result of the work of CGA and its many supporters, that number has decreased by more than 60 percent to 170,000 damages in 2009. “Through our support of CGA and 811, we strengthen our commitment to our customers. The FCC-designated 811 number was launched in 2007 by the CGA to eliminate the confusion of multiple call-before-you-dig numbers that were being used across the country. Soaring Hoover Dam Bypass Bridge Finally Complete BYPASS from page 1
across the dam’s winding two-lane road at a snail’s pace. U.S. Transportation Secretary Ray LaHood and a delegation of government officials, including Arizona Gov. Jan Brewer and U.S. Senate Majority Leader Harry Reid of Nevada, heralded the span linking the states as a crucial example of work being done nationwide to update the country’s infrastructure. LaHood said the bypass is one of 15,000 transportation projects that include updating 4,000 mi. (6,437 km) of road. The dedication gave Reid an opportunity to tout his work as the country’s most powerful U.S. senator less than three weeks before Election Day. The bridge is named for former Nevada Gov. Mike O’Callaghan and Pat Tillman, the former National Football League player who quit the Arizona Cardinals to join the Army Rangers and died under friendly fire in Afghanistan. Family members of O’Callaghan and Tillman watched the dedication ceremony from the span along with hundreds of construction workers and their families. People snapped photos and walked along the bridge Oct. 14 before the ceremony, many taking long pauses to stare at the 75-year-old dam below — itself regarded as an engineering marvel. It took five years and 21,000 workers to build the dam, and it cost $165 million. The last of its more than 5 million barrels of cement was poured in 1935. Officials said the bridge contains some 16 million lbs. (7.26 million kg) of steel, 30,000 cu. yd. (23,000 cu m) of concrete and 2 million ft. (0.61 million m) of cable — enough to stretch well past Phoenix from Las Vegas. The $240 million price tag includes costs to build roads and smaller bridges leading to the picturesque span. Cars previously were routed across Hoover Dam to cross the border between Arizona and Nevada, and checkpoints added after the Sept. 11, 2001 attacks often caused long backups. Federal officials also heavily restricted the types of vehicles and cargo that could cross the dam, sending semis and other large vehicles an extra 23 mi. through the resort town of Laughlin. The new four-lane bridge allows travelers to bypass the dam much more quickly and with no checkpoints. The U.S.
Department of Transportation estimates it will cut at least 30 minutes from the trip. Those going to the dam will no longer be able to pass over it to cross the border by car, though it will remain open as a tourist attraction. Visitors to the dam often can’t help but turn and stare at
the bridge, which federal officials say is the second-tallest bridge in the United States. The tallest is the Royal Gorge Bridge in Colorado. The bridge is the longest built with concrete arches in the western hemisphere, according to the Transportation Department. The arches measure 1,060 ft. (323 m).
More than 500 concrete segments used for columns and temporary pylons were fabricated at a pre-cast yard located 20 mi. (32.2 km) from the dam, delivered to the bridge site, then erected with cranes including a S-70 Derrick and a Manitowoc 2250.

General Contractors of America acknowledged the challenge in estimated emissions and the effort ARB staff made to update its estimates. “At the time CARB put together its original forecasts, it had a limited amount of data available to it,” said Mike Kennedy, general counsel for AGC. “The process of estimated and forecasting emissions from offroad construction equipment is a very difficult and complex process…It would be a mistake to point to any one thing and say ‘Yes the original numbers were off.’ This is a very complex process. In the end CARB and its staff made a serious good faith effort to come up
with the right results.” Caesar noted that the ARB staff also has reviewed new data regarding diesel trucks, the largest source of diesel emissions in the state, and has confirmed the validity of its previous calculations. In light of the findings, the ARB has announced a proposal to delay the deadline to meet the emissions requirements until 2014. In addition, more vehicles would be exempt. A vote on the new proposal is planned for December. A statement from the AGC noted that they and the ARB “have reached an agreement on proposed changes to the state’s off-road diesel rule designed to give the local con-
struction industry time to recover from the recession while protecting air quality.” The AGC reported that the proposal would provide help for an industry that has lost 4 out of every 10 jobs since the start of the downturn. “The proposed changes promise relief for struggling construction workers and improvements for the state’s air quality,” Kennedy said. “The new estimates provided a common starting point for changes that everyone agreed the data should drive.” Kennedy also noted that the association will continue to work with the ARB on some of the details of the proposal. According to a statement from the ARB,
the proposed changes call for the board to delay its emissions standards until 2014, to ease the annual burden employers have to bear, and to give contractors greater flexibility in determining how to comply. The changes also call for the board to give contractors credit for their efforts that have already been made to reduce emissions and to reward contractors for voluntarily reducing emissions before 2014. “…the board staff demonstrated the courage and wisdom to propose significant changes to the rule,” Kennedy said. “It was not easy, but we found a way to protect workers and air quality at the same time.”

FAE USA Holds Annual West Coast Demo Day FAE USA held its annual west coast customer appreciation day and demo Sept 15 and 16 in Groveland, Calif. More than 40 customers and dealers attended each day with attendees coming from all parts of California, Oregon, Washington, Colorado and Oklahoma. The equipment demos were conducted by west coats sales representatives Brian Roberts, Bubba Simnaker and Deke Adams. The California Forestry Department and the California Fire Department also were present at the event, taking an interest in FAE USA’s information about the company’s new technology for fire breaks/fuel reduction (prime movers and forestry tillers).
The PMM/SSL 150 is mounted on a Kubota skid steer loader. The low flow unit is capable of mulching brush up to 3 in. (7.6 cm) in diameter and is ideal for under brush management.

LOS ANGELES (AP) —Two cities notorious for their choked roads are teaming up to share ideas on how to better manage traffic. A Los Angeles County Metropolitan Transportation Authority executive says he is working on an agreement with his counterpart in Beijing that will lead to an exchange of technical expertise and joint research projects. While the notion of the car capital of the world teaching China's capital how to handle traffic seems far fetched, experts say the two cities can benefit from the partnership. “Clearly there are things to learn on both ends,” said Randall Crane, an urban planning professor at the University of California, Los Angeles who’s working on a book about Chinese urbanization. “Beijing planners are desperately trying to adjust to an increasingly car-oriented world, where people don't live where they work. At the same time, LA wishes it had as good of a transit infrastructure — and as many people wanting to take transit.” Beijing, which went from having almost no private cars 15 years ago to having vehicles snarl to a crawl for most of the day,
wants to know how Los Angeles copes with such problems. Meanwhile, Los Angeles can benefit from learning about Beijing’s speedy expansion of its rail transit system, said Paul Taylor, deputy chief executive officer of the MTA. “They’re experiencing the same problems we’ve gone through in a much more accelerated way,” Taylor said. “They know we have more cars than anywhere else in the U.S. and probably on a per capita basis more than anywhere in the world, and they'd like to know how we deal with that.” As traffic becomes universally common, cities are increasingly looking outward to learn how other cities are tackling the challenges of growth and congestion. Chances are, a new approach to curbing traffic in one city has been tested somewhere else. “We benefit so much in learning how other places ... actually get an innovative project to happen,” said Tilly Chang, deputy director of planning at the San Francisco County Transportation Authority, which is forming a similar partnership with Shenzhen, a manufacturing hub in southern China. Taylor said he recently spent a week meeting with Chinese officials at the invitation of the Ministry of Transport. He toured Beijing

and said he was impressed by the quality of the subway service, and the scale of the city’s bus operation. With gridlock and smog commonplace, Los Angeles County has been focusing on high-capacity transit systems — light rail, interurban heavy rail, dedicated busways — to catch up with the transportation demands of its 10 million residents. In late 2012, the MTA will begin charging a fee to drivers looking for a faster drive on new freeway toll lanes. The concept, called congestion pricing, uses market forces to keep traffic flowing by raising the toll during rush hour. It is being tried in several cities and has been credited with improving highway efficiency. Taylor noted that 35 percent of Beijing’s roughly 20 million inhabitants travel by bus, with another 18 percent by bicycle. “In LA, those percentages are probably together less than 5 percent, so it’s impressive how they do things,” Taylor said. Car ownership in Beijing has grown so fast that during the 2008 Beijing Olympics authorities took half of the cars off the road on alternate days to combat air pollution and reduce congestion. They extended the restriction by banning privately owned vehicles from roads one day per week, according to license plate numbers.
Other measures include staggering the work hours of certain workers to ease traffic during the morning and evening rush hour, and monitoring traffic speed via global positioning systems installed in the city’s taxicab fleet. In August, road construction triggered a 10-day monster jam — stretching to 60 mi. (96 km) at one point — on a four-lane highway that links Beijing to the Chinese region of Inner Mongolia. Some vehicles were stuck for five days, forcing drivers to pass the time by playing cards, sleeping on the asphalt or bargaining with food vendors. Taylor said Beijing transportation officials were interested in how Los Angeles manages parking and carpool lanes and how it plans for future travel demands. China is about to embark on another 5-year transportation plan and it wants to learn more about the American planning process, which requires an environmental review plus public input before any transportation or development project gets approved. A call to the spokesman of the Beijing Municipal Committee of Transportation rang unanswered. The committee's Web site mentions Taylor’s visit. Taylor said he left China with the impression that the country was seeking solutions so that bottlenecks don’t stifle its breakneck growth.
Los Angeles Receives Work Crews Break Loan for Crenshaw Through to Other Side Light-Rail Line of Bypass Tunnel LOS ANGELES (AP) The federal government will loan Los Angeles County $546 million to help build an 8.5 mi. (13.6 km) light rail line that would run from the city’s Crenshaw district to a station near the airport, officials announced Oct. 15. Democratic Sen. Barbara Boxer, who’s been helping the county and the Department of Transportation reach the deal, said the loan will help create about 5,000 jobs and improve the regional transit system. The loan is the first federal commitment to Mayor Antonio Villaraigosa’s effort to construct a dozen transit projects in 10 rather than 30 years. Los Angeles County voters agreed two years ago to pay a half-cent sales tax over the next three decades to extend train and rapid bus lines. Villaraigosa has been seeking federal loans to accelerate those projects, then repay the government later with proceeds from the sales tax. As part of the deal, the government is shelling out $20 million in credit assistance to defray the cost of the loan. Villaraigosa said the loan will cover a third of the costs of the estimated $1.4-billion Crenshaw/LAX Transit Corridor, which will serve as a critical link to two light-rail lines. The money will allow construction to begin late next year with completion expected in 2018.
MONTARA, Calif. (AP) Crews building a tunnel to bypass a section of Highway 1 in San Mateo County that is plagued by rock slides have punched through what will be the tunnel’s north end. Politicians and California Department of Transportation officials were among those on hand Oct. 1 as a massive excavator bored through the final few feet of rock on San Pedro Mountain. The project will have two, 4,200-ft. (1,280 m) long tunnels, one for northbound traffic and the other for southbound traffic. The tunnels will each be about 30 ft. (9 m) wide and 24 ft. (7.3 m) high and have one lane and an 8ft. (2.4 m) shoulder. Excavators working on the second tunnel were expected to reach the north end in mid-October. Construction on the $300 million tunnels began in 2007, with crews boring through the mountain at a rate of several feet a day. When completed, they will allow commuters to bypass a section of Highway 1 between Pacifica and Montara known as “Devil’s Slide” for its frequent rock slides. The tunnels — paid for with federal funds and named after late U.S. Rep. Tom Lantos, who fought for money to fund the project — are expected to be open to traffic by early 2012.

Minnich’s Dust Collection System Benefits Operator, Environment Minnich Manufacturing, a manufacturer of dowel pin drills, concrete paving vibrators and vibrating monitoring systems recently submitted its dust collection system for testing by the National Institute for Occupational Safety and Health, (NIOSH), the testing division of OSHA. The dust collection system is designed to work with any Minnich’s dowel pin drills to greatly reduce the operators exposure to concrete dust in the air. When used in conjunction with the company’s wireless remote control system it further reduces the operators exposure to harmful silica dust. According to Minnich Sales Representative Todd Jurjevic, when NIOSH approached them, the company welcomed the opportunity to be the first and only manufacturer of this type of equipment to be tested. Jurjevic said they were pleased to make available a solution to a job-site problem with a product backed by government testing. Along with their line of concrete paving vibrators and vibrator monitoring systems, Minnich began building dowel pin drill units in 1985. The units, available in both single and multi-gang units, are powered pneumatically or hydraulically and can be manual, self-propelled or mounted on backhoes, skid steer loaders and various other pieces of equipment. The drilling process for the units creates silica dust that can be harmful to breathe and may create visibility concerns in high traffic areas. Simple solutions, such as water kits designed to suppress the dust with water spray, creates a slurry that becomes a collection hazard and also is hard on drill units. Minnich’s dust collection system is comprised of a vacuum that hooks into the side of the drill rod guide, collecting dust before it escapes into the air, and depositing it into a five-gallon pail. Minnich elected to use the pails because they are not subject to tearing like plastic bags and because the readily available pails can be handled and transported by one person. In addition, pails are easy to seal for proper disposal. In addition to its dust collection unit, Minnich also introduced a remote control system in January of 2009. The remote control unit offers further protection from exposure to the harmful silica dust. The dust collection system was initially tested by NIOSH in July 2008 at Minnich’s Manufacturing facility. The evaluation was conducted over several days to determine and document the system’s effectiveness at reducing dust emissions generated by a dowel pin drilling machine. After the testing NIOSH reported that when compared to drilling concrete without a system, the Minnich dust collection system reduced respirable dust concentrations by 89 percent.
To test the dust collection system, a Minnich A-5SCW dowel pin drill equipped with the dust collection system is placed in a tent with air quality monitors set up at various intervals around the machine.
NIOSH returned to Minnich for testing in June of this year. This new round of testing was set up to help the organization establish standardized testing procedures that take into account operator exposure based on proximity to the work area. During the testing, the Minnich dowel pin drill equipped with the dust collection unit was set up in a tent with air quality monitors positioned where the operator would be. Tests also were conducted on the amount of suction at the drilling surface and at the collection receptacle to determine the amount of suction loss. Additional testing at an actual job site is also being pursued by the agency. The results of the testing, originally expected to be available in late August, have been delayed due demands on NIOSH regarding he Gulf oil spill. Jurjevic explained that Minnich initially offered the dust collection systems when a customer requested it, however, now it includes it, as an option, on every one of its
proposals so the customer understands there is a system available for the unit. The system can be retrofitted to any Minnich dowel pin drill unit and can be fitted to competitive units as well. According to Jurjevic, approximately 80 percent of Minnich’s larger units are sold with remote controls and 50 percent of the big units are fitted with their dust collection system. Those numbers are likely to increase as local and federal standards regulating safety and emissions are tightened. According to Tom Held of Fabick CAT, Minnich dowel pin drills equipped with the dust collection system have been well received by its customers. Held noted that one company put the system on an I-70 road project to protect their workers, but found an added benefit was the system eliminated the clouds of dust that can pose a traffic hazard. Another customer working on a runway contract uses the system to meet the airport’s strict dust requirements. Held said the system is easy to maintain and Minnich is a very good company to

work with. Fabick CAT has been doing business with Minnich Manufacturing since 1984 and they’ve found that they are always very accommodating in customizing the systems to meet the needs of Fabick CAT’s customers. Held went on to say that Minnich is good at listening to their needs and is always quick to respond. Held also explained that although Fabick CAT has two Minnich rigs that they rent, one has the dust collection system and the other doesn’t. Their customers definitely prefer the machine with the dust collection system.

Load Concentration Makes Difference in Trailer Capacity There is confusion in the marketplace about what trailer capacity really means. Questions such as: Why is there sometimes a significant price difference between two “identical” capacity trailers? One important factor that is often overlooked is the load concentration of the trailer deck. Load concentration relates to the design engineering assumption that is “behind” the trailer’s stated capacity. Of note: There is no industry standard by which a trailer’s capacity is established. Each trailer manufacturer sets its own standard to determine the load concentration. Engineers begin by deciding what is most likely to be hauled on the trailer, which is expressed as a weight that is compared with the trailer’s deck length and wheelbase. Whether this theoretical load is a “block” or self-supporting load also is a factor. These engineering decisions determine the size and strength of the main beams, and most impor-
tantly the performance level of the finished trailer. For example, two trailers from two different manufacturers rated to carry 55 tons (50 t) may not be equal because of different engineering decisions. A trailer with a higher load concentration, designed to carry a block load over a shorter distance of the deck, will benefit a customer who wants a long-lasting trailer or a trailer that performs well, no matter what 55-ton load is carried. The trade-off is in the empty weight of the trailer. A trailer with a higher load concentration tends to be heavier because the beams are large. Higher strength steel (i.e. 130,000 psi yield steel) helps to keep the weight lower while maintaining the maximum load concentration. Why is this important? The fact is that a trailer designed to carry a 110,000 lb. (49,895 kg) load concentrated in 12 ft.6 in. (3.8 m), such as a bulldozer, has a much stronger deck

than a trailer designed to carry a 110,000 lb. self-supporting load with two contact points that are 12 ft.-6 in. apart, such as a wheel loader. The trailer with concentrated load is approximately 14 percent stronger than the one designed for a self-supporting load. Yet, both are called 55-ton capacity trailers, and the price can be thousands of dollars different. JLG Awarded $40 Million Contract for U.S. Marine Corps JLG Industries Inc., an Oshkosh Corporation company and a manufacturer of aerial work platforms and telescopic material handlers, has been awarded a $40 million contract to build 280 extendable boom forklifts (EBFL) for the U.S. Marine Corps. “With increasing frequency, the U.S. military is looking to JLG Industries for the technical expertise that provides solutions to their equipment challenges,” said Denny Buterbaugh, JLG Industries vice president – government products and programs. “We are proud of the military’s confidence in our ability to deliver equipment that meets their high standards for reliability and productivity.” Also known as millennia military vehicles (MMVs), EBFLs reach into trucks or shipping containers, lift loads over obstacles and pick up loads from both above and below grade. Capable of moving all palletized material classes up to its rated capacity, the four-wheel drive, rubber-tired forklift is medium-lift capable, with an optimum lifting range of 4,000 to 11,000 lbs. (1,814 to 4,989 kg). In addition, the EBFL provides three steering modes — two-wheel, fourwheel and crab steering — to provide maneuverability in tight spaces. Nevada DOT Allocates $450M for Clark County Projects CARSON CITY, Nev. (AP) The Nevada state Department of Transportation has authorized $900 million in highway construction programs statewide in 2011. The Las Vegas Review-Journal reported the N-Dot board on Oct. 12 unanimously approved almost $450 million worth of projects in Clark County, and $210 million for Washoe County. Mesa, Ariz., Offers Funding to Jump Start Proposed Freeway MESA, Ariz. (AP) Mesa wants to get the wheels rolling on the proposed Williams Gateway Freeway project. The East Valley Tribune reported Mesa plans to offer its own money to advance construction of the Route 802 freeway by four years, allowing work to begin in 2012. The new timeline could shave roughly $39 million off the freeway's cost. Mesa also wants to get graders and pavement down just in case the Legislature tries to cut funding next year, and because the federal government is threatening to freeze highway money in the Phoenix area. The project would build the first segment of the freeway beginning north of the
Phoenix Mesa Gateway Airport on the Loop 202 Santan Freeway. The first segment includes interchange ramps and one mile of highway heading east.

The economy continues to dominate public concern. The public sector slashed 159,000 jobs in September, including the largest cuts by local governments in 28 years. Obama said his program would boost employment right away and help make up for what he called years of costly inattention to the country’s infrastructure.
“Everywhere else, they’re thinking big. They’re creating jobs today, but they’re also playing to win tomorrow,” Obama said of some of the top economic competitors to the United States. “So the bottom line is our
shortsightedness has come due. We can no longer afford to sit still.” The administration released a new analysis of Obama’s plan that said it would particularly help with middle-class jobs in construction, manufacturing and retail.

The AGC of St. Louis has become aware of a new Illinois law passed that could have a dramatic effect on our members who perform work in Illinois. On June 16, Illinois Governor Pat Quinn signed House Bill 6349 into law which enhances the Illinois Workers on Public Works Act.
