Industry Employers Add Clock Ticks Toward 16,000 Jobs in Sept. Yet Another Highway Construction employers added 16,000 jobs and the sector’s unemployment rate fell to 7 percent, the lowest rate for September in years, according to an analysis released Oct. 3 by the Associated General Contractors of America. Association officials said the construction employment gains come as more firms report having a hard time finding enough qualified workers to fill available positions, citing the lack of local vocational training programs, especially at the secondary level. “While we are eager to see even more construction employment gains, there is no denying the fact that the industry has been in recovery mode for much of the past three years,” said Stephen E. Sandherr, the association’s chief executive officer. “But the industry won’t be able to keep filling positions if there aren’t enough qualified workers available to fill them.” see JOBS page 55

Trust Fund Crisis With Oct. 1 marking the beginning of fiscal year 2015, the 31-member organization Transportation Construction Coalition (TCC) urged Congress to find a way to pay for, and pass, a new long-term surface transportation measure as soon as possible. They cautioned that failure to act would lead to another self-imposed funding crisis that would undermine vital road, highway and transit repairs. “We worked hard to build broad consensus within a deeply-divided Congress for investing in the nation’s aging roads, bridges and transit systems,” said Stephen E. Sandherr, the chief executive officer of the Associated General Contractors of America and the Coalition’s co-chair. “Members of Congress can either take advantage of that momentum or see FUND page 55

Balfour Beatty Goes Paperless On $800M DFW Airport For more than 100 years, Balfour Beatty has created and cared for the vital assets that enable societies and economies to grow. Through more than 50,000 employees worldwide, Balfour Beatty is one of only a few companies with the expertise and resources to deliver complex and large-scale projects, handling all stages of the infrastructure lifecycle — from financing, through planning and design, to construction, maintenance and support, according to the company. Given this wealth of experience and capability, it is no surprise that when Dallas Fort Worth International Airport needed to renovate its four older terminals, it sought out Balfour Beatty to manage and execute the project. Balfour Beatty was brought on board as the construction manager for the six- to seven-year project to renovate two of the terminals, dividing the project into six phases. Opportunity: Mobile Access to Large Drawing Sets Balfour Beatty employees needed constant access to up-to-date drawing sets, from any location onsite. While a set of drawings for a project typically consists of less than 3,000 sheets, the large-scale nature of this project was projected to require 20 times the normal size, or about 60,000 sheets for all six phases of the project. Given that employees needed access to the current drawings, new and updated drawings would have to be printed and delivered to employees on site with each new modification or update. Jeff Pistor, project manager of Balfour Beatty, noted that the five sets of early stage drawings for phase one of the projects alone had cost almost $60,000. Realizing that full size sets of drawings would be

needed for the jobsite office and in the construction area, over the life of the project, the cost of drawings for Balfour Beatty alone could easily have exceeded $500,000 per terminal. Concern over Internet access to the drawing sets was a key issue, particularly for project superintendents. Historically, superintendents go to a plan room located in the job site office to look at drawings. In the airport’s case, the actual job site was 1.5 miles away, and with the time to get in and out of secure areas at the airport, traveling back and forth from the job site to the office trailer would take at least 20 minutes each way. That time (and money) was saved by the adoption of iPads to access project drawings. Other challenges surrounded the control and access of documents for all of the stakeholders. With the drawings continuing to be refined, distribution of the most up-to-date version of the drawing set was critical. The potential for subcontractors to be using outdated plans, leading to confusion and potential re-work, was immense. Challenge: Provide Secure Online and Offline Access to Workers The solution was to eliminate the paper and to provide the team with real time access to electronic drawing sets. The existing Internet connection in the jobsite office was not robust, especially with 70 workers trying to access the cloud.

In addition, speed limitations and coverage concerns existed within the construction space itself. Project team members needed a solution that provided online and offline access to workers at all times, with efficient use of available network bandwidth. With so many different contractors working on a project of this scale and with unique security requirements, a solution with granular permissions was key. Balfour Beatty needed separate folders and permissions for contractors accessing the drawings on this project. An airport employee recommended Egnyte as a solution. Solution: Hybrid Cloud File Server with iPad Access Hosting the drawings on the cloud worked well but it soon became clear that the number of drawings being accessed from the Egnyte cloud file server was eating up bandwidth and becoming an issue as the jobsite staff increased. To solve the problem, they chose to deploy Egnyte’s Enterprise Local Cloud on a VMware based virtual server on an existing file server. “Egnyte’s Enterprise Local Cloud [ELC] allowed us to reduce the amount of bandwidth used to access the cloud. The ELC was set up to sync with Egnyte on the cloud every 15 minutes. Instead of everyone going out to the cloud to retrieve drawings, they were simply mapped to the ELC,” said Pistor. “This provided quick access to the large drawing sets for our

staff.” When out in the construction areas, employees carry iPads with them for accessing the drawing sets. Egnyte, integrated with the GoodReader app on the iPad, enables employees to download the drawing sets and cache the drawings for local access. Instead of having to haul around 60,000sheet drawing sets or walk to a jobsite office to access them (away from the issue they are trying to address), employees now simply stash the iPad in their bag when heading to the job site. “For this project, we developed a ‘recycle less’ mantra and have saved several hundred full-size recycle bin’s worth of material by never printing the drawing sets in the first place,” said Ben Bringardner, assistant manager, integrated projects of Balfour Beatty. “Over the life of the project we would have printed drawing sets weighing 9,000 lbs. and stacked 20 feet high if we had not established the cloud based paperless document management system.” Field superintendents also love the paperless solution, as it allows them to address many issues from wherever they are. Many have cited how hard it is to imagine life before electronic documents and drawings and iPads. As one superintendent recently said, “You’ll have to pry it from my cold dead hands. I don’t how know how anything’s gotten built in the past 20 years.”

DFW recently entered into a sustainability partnership with the Environmental Protection Agency, and is thrilled that Balfour Beatty was able to come up with a sustainable solution in the reconstruction of the two terminals. DFW projects that the design team is saving them $5.1 million (71 percent) in costs by using Egnyte. “By selecting Egnyte for this project, Balfour enabled us to take an innovative approach that supports sustainability,” said Julie Ludeman, TRIP communications director. “We are thrilled they chose a hybrid cloud solution that has the redundancy, security and flexibility necessary for a program of this size.” “Egnyte provides our partners with BARC the flexibility they need and the security we require,” said Perfecto Solis, vice president of airport development and engineering at DFW. “As part of our sustainability initiatives we continue to look for ways within our organization to go paperless and hope to use products like Egnyte for future projects.” Take the Next Step More than1 billion files are shared daily by businesses using Egnyte. Hamm Adds Four Models With Oscillation Technology Hamm offers two different chip spreaders for rollers from 5,000 lbs. (2,268 kg) operating weight.

Thirty years after Hamm built the first oscillatory rollers, this intelligent technology is now making its debut in the minus 9,000 lbs. weight class at Hamm. A total of four models with oscillation technology are available, identifiable by an “O” in the name: HD 10 VO (5,500 lbs. [2,494 kg]), HD 12 VO (6,000 lbs. [2,721 kg]), HD 13 VO (8,800 lbs. [3,991 kg]) and HD 14 VO (9,500 lbs. [4,309 kg]). All of them are equipped with one oscillatory and one vibratory drum. The advantage of oscillation is it achieves a rapid increase in compaction because the oscillation drum directs tangential thrusting forces into the material to be compacted while remaining constantly in contact with the ground. The combination of continuously acting static load and changing dynamic shear forces in the material brings about a faster, better and more gentle compaction. Moreover the amplitude and in turn the compaction power adapt automatically to the stiffness present. Hamm achieves this effect without electronics, but through intelligent application of the laws of physics.

Wide Application Spectrum for Oscillatory Rollers The new Hamm rollers with one oscillatory and one vibratory drum increase compaction speed and quality, according to the manufacturer. Applications can be found in urban centers for example. The reason: oscillation drums can compact dynamically even on narrow construction sites, because this compaction technology does not disturb buildings or pipework below the road surface through vibration. Oscillation also optimizes compaction at joints to existing road surfaces, because it does not damage the cold asphalt. So the compaction on small job sites will be more effective than before when using oscillatory rollers. During the compaction of thin layers on tack coat or spray seal, the high compaction speed makes a noticeable improvement. A further plus point in favour of oscillatory rollers is that they also work very efficiently on cooled asphalt. Last but not least, oscillatory compaction also optimizes many landscaping applications. Water-

HD 10C VT Combi Roller The HD 10C VT is the smallest combi roller in the CompactLine with a working width of 3.5 ft. (1.06 m) and operating weight of 3,500 lbs. (1,587 kg). It comes with permanent all-wheel drive as standard. This distinguishes it from all other compact rollers in this size and gives it outstanding gradeability in all situations, according to the manufacturer. New Options: Drivers’ Cab and Chip Spreader Hamm has developed a fullyenclosed driver’s cab for the largest models in the compact class, the HD 13 and HD 14. The panoramic cabin features full

height glazing and provides an overview of the construction site. Hamm also has thought about many other niceties and safety features: heating, radio, screen wipers, four halogen front headlights (H9) and two rear spotlights are some of the cab options. With its own chip spreaders for the CompactLine, Hamm offers a complement to the rollers for repair work on motorways or other heavily used roads. The linear spreader has stepless adjustment and is operated from the driver’s seat. Its diffusion grill produces a remarkably even distribution pattern. The chip spreader is available in two spreading widths: 3.28 ft. (1 m)/53 gal. (200 L) or 3.95 ft. (1.20 m)/63 gal. (240 L). Mounting is easy with a forklift truck and the mounting point close to the machine frame ensures a favorable weight distribution.

Drum Lighting and Hinged Scraper for More Quality and Safety Hamm has included an extremely bright drum lighting in its program for the entire CompactLine. The environment-friendly LED lighting brings good illumination to the working area. This is an important quality and safety feature, as the compact rollers frequently work at the end of the roller group in poorly illuminated areas. Another new option for all CompactLine models is the spring loaded hinged scraper. It keeps the drums clean while compacting and can be hinged out of the way by means of a foot pedal for replacement or cleaning. Wirtgen’s W 250i WIDRIVE Matches Brain With Brawn Wirtgen’s Tier IV interim-compliant W 250i offers high rates of productivity, maximum cost efficiency and fuel-efficient i-machine technology. This large cold mill can remove asphalt layers with a milling depth of up to 14 in. (35.5 cm), and cut portland cement concrete surfaces at a high advance rate. This is possible due to its muscular power plant, matched with WIDRIVE intelligent machine management system, three selectable milling drum speeds, and dual engine concept, which keeps operating costs exceptionally low for a cold milling machine in this performance class, according to the manufacturer. The dual engines of the W 250i — also seen on the W 210i — makes virtually two machines in one: a high-performance milling machine with the full power of two engines totaling 990 hp, and a costefficient mill with a single engine at 599 hp to economically remove softer asphalt surface courses or porous asphalt, for example. The machine operator can set the optimum drum speed for any job from the operator’s platform via a selector switch, allowing him to adapt immediately to changing conditions. For standard milling jobs, such as the removal of a surface course, the W 250i can operate with the medium milling drum speed of 1,800 rpm, which produces reclaimed asphalt pavement (RAP) at preferred aggregate sizes. When removing thin surfaces at the maximum advance rate, the high milling drum speed of 2,000 rpm may be selected, producing a superior milling texture. And for maximum productivity at lowest cost, the slowest speed of 1,600 rpm is the right choice for reduced fuel consumption and low cutting tool wear. The W 250i’s standard cutting width is 7 ft. 3 in. (2.2 m), but this can be extended with additional drum units for working widths of 8 ft. 2 in., 10 ft. 2 in., 11 ft. 6 in., 12 ft. 6 in., and 14 ft. 5 in. (2.5, 3.1, 3.5, 3.8 and 4.4 m). The optional FCS Light quick-change system for milling drums permits a variety of different milling operations via different milling drums. serves as a practical information hub. It can be swung to the left or right of the operator, together with the level pro control panel, and displays operating status and service data. The control display provides user-friendly diagnostic options with clear graphics for identifying the source of any problem. Another handy function is the logging of job data at the end of the day, showing how many trucks have been loaded and the overall tonnage achieved. Wirtgen's WIDRIVE machine management system handles many tasks for the operator in automatic process chains, making it easy to learn how to operate and control the W 250i. An optional camera system with two or six cameras also is available to monitor up to

six working areas on the control display. The optional parallel-to-surface (PTS) system automatically aligns the W 250i parallel to the road surface, ensuring simple, accurate operation of the machine in demanding profiling jobs. PTS also assists the operator in positioning the machine in the milled cut to initiate the milling process. In automatic mode, the system takes care of all the steps that the operator would otherwise need to select manually, one after another. The operator activates the level pro level control system at the flick of a switch, and all four crawler track units of the large milling machine are lowered simultaneously at high speed. When the milling drum unit reaches the surface to be milled, the lowering

speed is reduced and the milling drum slowly penetrates the material down to the set depth. The automatic process helps to prevent excessive cutting tool wear or even tool failure when milling starts. The same applies when the W 250i is aligned transverse to the direction of travel. In many cases, cold milling machines need to overcome significant differences in height when being moved into or out of the milled cut. The integrated four-fold, full-floating axle balances out all four track units quickly and reliably to reduce the machine’s lateral inclination to a minimum. This lends a high degree of stability to the large milling machine while the operator moves forward normally, according to the manufacturer. The W 250i’s intelligent speed

control (ISC) system prevents crawler track slip and ensures perfect traction of all track units to achieve maximum milling performance. This, in turn, reduces track pad wear. When negotiating bends, the ISC system automatically increases the speed of the outer crawler tracks depending on the steering angle. As a result, even extremely narrow bends can be milled using the all-track drive. An optional vacuum cutting system (VCS) to reduce particulate emissions at the cutter head is available. Featuring intelligent machine controls for enhanced performance and optimal safety, Bomag’s BMP8500 articulated multi-purpose compactor offers versatile operation for compaction of cohesive, semi-cohesive and non-cohesive soil types in applications such as trenches and foundations. The BMP8500 is powered by a 19.4-hp (14.4 kW), three-cylinder, water-cooled Kubota diesel engine that features EcoMode, a system that automatically idles the engine to conserve fuel during inactivity. Using Bomag’s intelligent vibration control (IVC) to achieve consistent compaction results, the compactor has a dual exciter system and two selectable amplitudes that deliver output options of either 8,000 or 16,000 lbs. of centrifugal force. Rental centers or end users can quickly adjust the compactor’s working width from 24 to 33.5 in. (61 to 85 cm) with standard bolt-on drum extensions. The drum extensions are easily aligned and installed in 10 to 20 minutes, accommodating different trench dimensions while avoiding the hassle of replacing entire drum sets, according to the manufacturer. Operation of the BMP8500 is simple, due to a dual function cable/radio remote control. The compactor’s hydrostatic drive system offers two travel speed ranges and provides

a high gradeability of 45-percent with vibration. Additionally, the all-drum drive provides enhanced traction, while a clear-sided design with no lateral overhang ensures full compaction against trench walls and obstacles. The BMP8500 is equipped with the Bomag operator safety system (BOSS), which increases worker safety by automatically stopping machine travel if the operator is in the safety zone. An integrated diagnostic system displays fault codes to make troubleshooting easy. Maintenance also is simplified by swing-out covers that fully open to 90 degrees, providing efficient access to the engine and internal systems. Additionally, the durable composite hoods are impact resistant to protect the engine and components. Other standard features include articulated steering, high-profile drums with a 1-in. (2.5 cm) padfoot height, lockable hoods, hinged center lifting points for balanced lifts, hydrostatic service brakes and a spring-applied, hydraulically released parking brake. Some projects have small, tight spaces that require compact equipment with the maneuverability of a sports car, not an 18wheeler. In these cases, contractors employ small dozers, mini-excavators and compact track loaders. Add to that mix a small milling machine specifically suited for removing road pavements, milling pavement strips, or milling tie-ins. The latest addition from Roadtec Inc. to its line of milling machines is the RX-100e — a highly maneuverable mini-size mill with a base cutting width of 20-in. (50 cm), maximum cutting depth of 8-in. (20 cm), and a drum diameter with teeth of 30-in. (75 cm). The weight, power and dimensions of this compact machine make it the perfect option for cutting trenches, demarcation and cutting around manhole covers, or for other narrow spaces. The RX-100e features a shipping weight of 15,840-lbs. (7,184 kg), a length of 12-ft. 8-in. (3.87 m), and a width of 4-ft. 8-in. (1.42 m). The RX-100e is a 140 hp (103 kW) machine with a hydraulically driven drum and features large access doors on both sides of the machine for maintenance

access to the interior components. A Cummins QSB 4.5 Tier IVi compliant diesel engine powers the small utility cold planer. The RX-100e 140 hp engine is cooled by a high-efficiency variable speed fan. The speed of the fan is based on cooling demand, which is designed to decrease the engine load and increase the fuel economy of the machine. To add functional versatility, the right, rear leg tube on the RX-100e is positioned alongside the cutter housing for normal milling, but the leg tube also can be rotated to a position in front of the cutter housing for flush cut operations. The operator station includes simple controls and the operator seat, which incorporates comfort suspension and can slide out to the right of the machine for enhanced visibility. The Roadtec RX-100e utility milling machine is expected to be the ideal choice for congested urban areas and other confined work sites. VISTA Training Offers New PC-Based Bulldozer Simulator VISTA Training, a leading provider of training materials for earthmoving, excavating and mining applications, has a new PCbased bulldozer simulator from Simlog. This instructionally-designed simulation software puts trainees at the controls of a medium-sized bulldozer at work in a typical construction site. Seven simulation modules are structured to train entry-level operators on basic operation and core skills. Lessons begin with controls familiarization and progress to more complex tasks, including bulldozer positioning, using the blade to control the path of a boulder, using the blade to backfill a trench, slot dozing and spreading. “This new dozer simulator is the perfect complement to VISTA’s dozer training programs,” said VISTA Training President Rick Longstaff. “By using them together, fleet owners can provide comprehensive yet costeffective training to their operator candidates.” Replica controls are available for the bulldozer simulator. Launches D65-18 Crawler Dozer Komatsu America Corp.’s D65EX/PX/WX-18 crawler dozers are powered by a more powerful net 217 hp Komatsu SAA6D114E-6 engine that is EPA Tier IV Final emissions certified. A standard (EX), low ground pressure (PX) and a wide (WX) track model are available to offer customers flotation and weight distribution options that best match their applications. Operating weight ranges from 45,525 to 49,690 lbs. (20,649 to 25,539 kg) depending on the version. The D65-18 combines the SIGMADOZER blade with an automatic transmission with torque converter lock-up to achieve increased productivity and fuel economy. A Komatsu 6-way power angle tilt (PAT) blade also is available for all models. The D65-18 is equipped with the latest KOMTRAX remote monitoring technology with data access via the web or via KOMTRAX Mobile on your smart phone. In addition to providing data such as fuel levels, operating hours, location, cautions and maintenance alerts, KOMTRAX has been further enhanced to monitor AdBlue/DEF levels, ambient air temperatures and pressures. A new operator identification system reports key operating information for multiple operators. A new auto idle shutdown function helps improve operating costs by reducing unnecessary idle time. Special features of these new crawler dozers include: Komatsu EPA Tier IV Final Emission Certified Engine — Productive, Dependable, Efficient Komatsu’s EPA Tier IV Final engines are built on the strength of its Tier IV Interim foundation. By integrating selective catalyst reduction (SCR), the Tier IV Final engine further reduces NOx emissions using AdBlue/DEF. The Komatsu Tier IV Final engine uses an advanced electronic control system to manage the air-flow rate, fuel injection, combustion parameters, and after treatment functions to optimize performance, reduce emissions, and provide advanced diagnostic capability. The result is lower fuel consumption with no loss of performance. Komatsu continues to use a Komatsu variable geometry turbocharger (KVGT) and an exhaust gas recirculation (EGR) valve for more precise temperature and air management control as well as longer component life. To ensure product reliability and durability in demanding conditions, Komatsu developed the entire system, including the control software which is critical to the effective operation of the aftertreatment system. This control system also is integrated into the machine’s on-board diagnostics systems and KOMTRAX, Komatsu’s standard telematics system.

Diverse Choice of Blades for Versatility and Performance The D65EX and WX are equipped with SIGMADOZER, providing the machine with a large blade capacity of 7.34 and 7.72 cu. yds. (5.6 and 5.9 cu m) respectively. Based on a completely new excavation theory, SIGMADOZER dramatically improves dozing performance and increases productivity by up to 15 percent over conventional semi-u blades. The Komatsu designed blade increases soil-holding capacity while simultaneously reducing sideway spillage because it digs and rolls material up at the center of the blade. SIGMADOZER also reduces digging resistance producing a smoother flow of material enabling the dozing of larger amounts of soil with less power, according to the manufacturer. A durable pat blade also is available for each model. The manually adjustable blade pitch further expands the versatility and productivity in many applications. Automatic Shift Transmission Improves Fuel Economy The D65-18 has a new automatic transmission with lock up torque converter that reduces fuel consumption and offers greater power train efficiency. The lockup mechanics of the torque converter automatically transfer engine power directly to the transmission, reducing fuel consumption by up to 10 percent. Two gearshift modes — automatic or manual — can be easily selected to fit the appropriate application: automatic for all general dozing and manual for dozing and ripping rough ground. E and P modes help match machine performance to the application. E mode is chosen for all general dozing, leveling and spreading applications providing adequate speed and power while saving up to 10 percent fuel usage. P mode is chosen for heavier applications where engine power has priority over fuel consumption.

Ergonomic Joystick Controls for Ease of Operation and Comfort Komatsu’s palm command control system (PCCS) gives operators maximum control, offering a relaxed posture and superb fine control to minimize operator fatigue. The pilot controlled hydraulic blade and ripper control joystick offer excellent blade and ripper fine control. Powerful turns under various work conditions are achieved with the hydrostatic steering system (HSS) to transmit power to both tracks without interruption. Counter-rotation is available in neutral for minimum turning radius, providing excellent maneuverability Cab Design Creates Optimal Operator Environment The crawler dozer’s comfortable cab allows the operator to concentrate on the work at hand for increased productivity. The large cab is integrated with ROPS and includes a standard air suspension seat with heat. The cab provides a noticeably quiet work environment with viscous cab mounts. A large 7 in. high-resolution color LCD monitor in the cab displays all machine information. A comfortable standard air suspension seat with heat further enhances operator comfort. A rear-view monitoring system is standard and can be set to synchronize with reverse operation.

Convenient Maintenance and Reduced Operation Costs Recognizing that maintenance is critical for successful equipment uptime, Komatsu has designed the D65-18 with easy routine maintenance in mind. Daily engine checks are grouped at the left-hand side of the engine compartment. A manually reversing fan allows for quick cleaning of the radiator. The D65-18 also comes standard with the parallel link undercarriage system (PLUS). This rotary bushing system doubles the undercarriage life compared to prior conventional systems, significantly lowering owning and operating costs. Cat 824K Dozer Delivers Productivity With Durability The Cat 824K wheel dozer builds on the solid performance of predecessor models with engineering refinements in its power train, operator station and structures, and in features that enhance safety, serviceability and machine management. With a net power rating of 405 hp (302 kW) and a maximum operating weight of 74,966 lbs. (34,004 kg), the 824K is available with six blade configurations ranging in capacity from 6.6 to 21.1 cu. yds. (5.0 to 16.2 cu m) to customize it for production dozing, stockpile dozing or cleanup work. The Cat C15 ACERT engine features an electronically controlled fuel delivery system, an engine idle shutdown system to conserve fuel by limiting idling time, and a delayed shutdown feature to ensure that the engine is not stopped until operating temperatures have stabilized. Drive train efficiency, fuel economy, and travel speeds are further enhanced with the lock-up clutch in the Cat torque converter, a feature that reduces both drive train power losses and system heat. A primary focus for the 824K design is operator convenience and safety, such as providing lighted, shallow-angle stairways for entering and exiting the cab and designing the STIC armrest to fold away for added room when entering or leaving the seat. either U.S. EPA Tier IV Final/EU Stage IV emission standards or U.S. EPA Tier III/EU Stage IIIA equivalent emission standards. For further drive train efficiency, the smooth-shifting, electronically controlled, 4F/4R Cat power shift transmission can be set by the operator to automatically upshift or downshift based on machine speed. In addition, the single clutch speed shifting controls allow the 824K to carry momentum through range shifts for high productivity and fuel savings. Both operating efficiency and operator convenience get a boost with the left foot pedal, which serves as an engine decelerator, transmission neutralizer and brake, depending on the degree of application. As a decelerator, the left pedal allows the operator to temporarily reduce engine speed by overriding the throttle lock setting when maneuvering around obstacles. Additionally, a new

fuel tank provides minimum 12 hours operation, depending on the application. An optional tire pressure monitoring system provides real time information to the operator in the cab, ensuring proper inflation and optimizing tire life. The STIC (steering and transmission integrated control) system allows single-lever steering and transmission control. Simple side-to-side movements of the STIC lever provide up to 43 degrees of steering articulation in both directions for precise maneuverability, and buttons on the lever provide fingertip control of directional and range shifting. Operator Environment A primary focus for the 824K design is operator convenience and safety, such as providing lighted, shallow-angle stairways for entering and exiting the cab and design-

ing the STIC armrest to fold away for added room when entering or leaving the seat. Also, the Cat Comfort Series air-suspension seat features extra thick cushions and moves both the attached electro-hydraulic STICcontrol pod and electro-hydraulic implement-control pod when adjusted. The cab, isolation-mounted to the frame, is pressurized with filtered air, and the selected temperature is maintained automatically. The control panel uses large, backlit switches with LED indicators, and a simple twoposition rocker switch controls the parking brake. An optional rearview camera with incab monitor increases operator awareness. Serviceability and Machine Management To promote the safety of personnel servicing the 824K, routine maintenance points are grouped and accessible from ground level or from non-skid walkways that are protected with handrails. Swing-out doors on both sides of the engine compartment provide easy access to daily service checks, and ecology drains simplify service and help prevent spills. In addition, a ground level power service center has electrical disconnect, emergency engine shutdown and stairway light switches. To further complement serviceability, the Cat vital information system, VIMS 3G,

integrated into the 824K design keeps operators informed about machine operating conditions via a graphic display that features a touch-screen interface. To expand machine monitoring capability, the Cat Product Link system provides event and diagnostic codes, as well as data such as operating hours, fuel level and idle time. This information is transmitted to a secure web-based application, VisionLink, which can convey information to machine owners and dealers, including working time versus idle time and mapping functions. Durable Structures The 824K design integrates massive, purpose-built structures and heavy-duty components that can support multiple rebuilds. The new dozer features a full box-section rear frame designed to resist twisting forces and shock encountered in heavy dozing. Steering cylinder mounts are designed to effectively dissipate steering loads into the frame, and axle mounts are heavy duty components that contribute to the overall structural integrity. Liebherr’s Newly Designed Generation 6 Offers Reduced Fuel Consumption Liebherr’s Generation 6 PR 736 dozer has an operating weight between 44,000 and 55,000 lb. (20,000 and 25,000 kg) and has been newly designed for increased efficiency and for reduced fuel consumption and CO2 emissions. This model features an electronically-regulated travel drive with an integral eco-function. When the operator chooses between high-performance potential and maximum economy, the system automatically selects the optimal setting for economical operation of all travel-drive components. Proactive power control is another Generation 6 innovation. Travel drive settings adjust automatically when the operator selects a different level of speed by the joystick, which prepares the power train for higher performance demands. In addition to fast response, this new dozer offers increased performance potential. To simplify the use of automatic machine control systems, Liebherr supplies pre-installation kits for leading manufacturers’ systems. Extended Track Life, High Comfort in Operation The track assemblies for Generation 6 dozers also have been redesigned. In order to extend the operating life of the track and the sprocket, the drive sprockets are now of larger diameter with more teeth in mesh. When operating in abrasive surfaces, optional track assemblies with rotary bushings are available. In addition to being 100 percent exchangeable, they prolong the replacement intervals for this specific type of work. With its downward-angled body panel edges and panoramic windows that include the door area, the PR 736 provides the operator with a complete view of the machine’s working attachments and the surrounding terrain. The exhaust system is entirely concealed by the A-post so that the operator’s view is unobstructed. Increased visibility allows for more efficient machine operation and promotes safety. so much that we could finish both phases in one season,” said Allen Frankl, project manager of Dick Anderson Construction of Bozeman, Mont. “In 2014 we did some sidewalk work, seeding and grading; things we couldn’t finish in the last season of 2013. We also had to put in some joint sealant and do some slope protection. “The whole project was accelerated. We started on March 11, 2013, and by July 23, 2013, we opened the first half of the bridge,” Frankl said. “Crews worked six days a week and 16-hour days to accelerate the construction so we were able to finish the first phase and get the bridge open, which was the most critical part.” The 7th Avenue dual-bridge along I-90 in West Bozeman was replaced with one single bridge that includes four driving lanes, two in each direction, two lefthand-turn lanes onto the I-90 westbound on-ramp, a raised median, 5-ft. (1.5 m) sidewalks and 10-ft. (3 m) shoulders on each side of the bridge to accommodate bicycles and pedestrians. It also is ADA accessible, in conjunction with the Bozeman Area Transportation Plan. “This really was a great project and we’re proud of what the crews could accomplish. The State of Montana was a great partner on the project. They made some great decisions and went above and beyond while working with us,” Frankl said. Lori Ryan, communications

specialist of the Montana Department of Transportation, explained that each phase involved detouring traffic, removing the old structure, and placing half of the new structure. The original interchange consisted of two adjacent two-lane bridges. One bridge was demolished and two-way traffic was maintained on the other existing structure. Half of the new structure was constructed that was wide enough to handle three-lanes of traffic during Phase 2. Phase 1 also including adding a lane to the westbound ramp. Phase 1 included the removal of the northbound structure, the east bridge, which crosses I-90, and handling two lanes of North 7th Avenue traffic on the existing southbound structure while half of the new bridge was being built. Phase 2 included shifting traffic to the new half of the structure that handled three lanes of North 7th Avenue traffic while the existing southbound structure, the west bridge, was removed and replaced with the other half of the new structure, information from the Montana Department of Transportation said. Bridge removal was accomplished by using a specialized subcontractor who was able to demolish and drop the bridge onto the Interstate below with a cushion of sand for protection, Ryan added. The rubble and sand cushion was then removed in one operation. Using this method, the bridge was demolished overnight.

But finishing both phases in one season was no easy task. “Most everything on the project was as was anticipated and the state did a good job of letting us know what to anticipate,” Frankl said. But one of the biggest things that no one anticipated was that when we placed the second half of the bridge deck in late November that we would have 30-below zero temperatures to deal with. We thought it would get down to zero but it reached 28-below for about 10 days. “The cold temperatures made it difficult to keep the deck warm enough to allow proper concrete curing,” Frankl added. “We used three glycol loop-fed ground heaters and we covered the deck with the heater hoses and quadruple covered them. We also had monitors spread out over the deck and we had to move the monitors around to make sure there were no cold spots. We also had to clean off the bottom of the deck to keep air movement down so if a truck went under the deck it didn’t move warm air out and replace it with cold air.” A wide array of excavators with 330 and 355 demo hammers and numerous forklifts and graders were used to excavate 25,821 cu. yd. (19,741 cu m) of excavation backfill. A 125-ton (113 t) Lorain crane and a 100-ton (90.7 t) Manitowoc crane could be seen on site along with an 830 diesel impact hammer for driving the see BRIDGE page 65

Construction employment totaled 6 million in September, the highest total since May 2009, with a 12-month gain of 230,000 jobs or 3.9 percent, Sandherr noted. Residential building and specialty trade contractors added a combined 11,800 employees since August and 129,400 (5.9 percent) over 12 months. Nonresidential building and specialty trade contractors hired a net of 3,700 workers for the month and 100,300 (2.7 percent) since September 2013. However, heavy and civil engineering contractors, which perform the majority of public-sector construction, increased their headcount by only 500 in September and 29,000 (3.3 percent) over the year amid tight government budget conditions. The number of workers who said they looked for work in the past month and had last worked in construction fell to 604,000 in September. The last time the number of unemployed construction workers dropped that low was August 2007, a time when the

construction industry was struggling with widespread construction worker shortages that prompted project delays and increased costs, Sandherr cautioned. Association officials said many firms cite the lack of local, secondary-level vocational programs as one of the causes for the worker shortages. As a result, association officials continued to urge federal, state and local officials to enact the series of measures the association identified in its Workforce Development Plan that will make it easier for school districts, local associations and private firms to establish career and technical education and training programs. “Labor shortages happen when a growing industry meets a stagnant pool of qualified workers,” said Sandherr. “It is time to align our education and training systems with current economic conditions so more young people can benefit from the rebound in construction demand.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

That patch ensures federal highway, bridge and transit investments will continue through next May. However, it was the fifth time in the past seven years Congress took that approach, requiring nearly $65 billion in supplemental funding to avoid significant cuts to transportation investments. On average, the HTF provides 52 percent of the funding for highway and bridge capital investments made by the nation’s state transportation departments each year, Coalition officials added. “Congress needs to ‘keep the horse before the cart’ and address the trust fund’s longterm revenue problem as was done in the 1997 and 2004 tax bills. Then it can develop and properly fund a six-year program bill early in 2015,” TCC Co-chair Pete Ruane, president and CEO of the American Road & Transportation Builders Association, said.

“And ‘status-quo’ funding levels would simply perpetuate worsening traffic congestion and the inadequate physical condition of the nation’s highway and transit network.” The latest Congressional Budget Office projections indicate Congress will need to identify an additional $7 billion just to preserve highway and transit funding for the last four months of fiscal year 2015. Federal data also show maintaining current program funding beyond 2015 will require an average of $16 billion in additional revenues each year. That, Coalition officials point out, is the revenue equivalent of a 10-cent increase in the federal gas tax. Despite widespread desire for a multiyear federal surface transportation program reauthorization bill to boost economic competitiveness and job creation, such legislation cannot move forward until a long-term transportation funding solution is in place. Coalition officials are urging Congress to identify and pass a funding HTF revenue fix to ensure Americans and the U.S. economy continue to benefit from a world class transportation network.

1,978 ft. (602.9 m) of 24-in. (61 cm) diameter steel pipe pile for the project, Frankl said. A big row 4800 paver was used on the deck. The project also required cast-in-place reinforced concrete for the substructure, while the superstructure was constructed of 2,024 ft. (616.9 m) of prestressed concrete beams and cast-in-place deck that is reinforced with epoxy coated rebar. Materials needed in the project included 678,353 lbs. (307,695.7 kg) of reinforcing steel, which included black, epoxy and seismic, 2,8803 cu. yd. (22,021 cm) of concrete and 6,891 tons (6,251 t) of asphalt, Ryan said. The new bridge was built with an integral pier table, which is a slim, horizontal cast-inplace concrete section supported on the intermediate pier that the girders frame into at the middle of the bridge, Ryan said. It allows for longer spans and eliminates the usual blocky-looking section supporting the spans that is used in many bridges. It maintains vertical clearance for future interstate widening. Choosing a single-lane bridge vs. the previous two-lane bridge “allows for turn lane storage on the bridge against the median and provided the necessary width for the traffic, bicycle and pedestrian lanes within a ‘foot-

print’ that did not require additional right-ofway,” Ryan said. The project was intended to address seismic vulnerabilities, structural deficiencies, functional obsolescence and traffic safety. The previous bridge had been outgrown and Bozeman needed more traffic capacity, ADA accessibility and bicycle lane capacity, Frankl added. “The old bridges were seismically substandard and the deck was in need of rehab work.” Retrofitting was considered at this bridge location, including widening, but replacement was chosen over retrofit based on a benefit-cost analysis, Ryan said. The geotechnical and structural analyses included a peak ground acceleration for a design event with a 7 percent probability of excellence in 75 years at this location with its Class C soil.
