Concerns Rise Over Oregon’s Bridges, Economy By Lori Tobias CEG CORRESPONDENT
A report on Oregon’s bridges brought mostly good news for the current state of bridge conditions, but it does not bode well for the future — not for bridges or the state’s economy. “We’re in pretty good shape right now, said Bruce Johnson, Oregon Department of Transportation bridge engineer. “But 40 to 50 percent of our bridges were built during the 1950s and ’60s and they are nearing the end of their design life. What that means is over the next 20 years, we’re going to have 900 bridges that need some major work.” And the money isn’t there to fix them.

The reason bridges are in such good shape now is because of a special 10-year, $1.3 billion bonding program that gave the state $130 million a year for the past decade, allowing it to fix about 270 bridges over the span of the bonding program. Ad space available!

Employment Rises in 35 States, D.C. in Sept. Construction employment expanded in 35 states and the District of Columbia between September 2014 and September 2015 yet only 23 states added jobs between August and September, according to an analysis released Oct. 20 of Labor Department data by the Associated General Contractors of America. Association officials said the fact as many states lost construction jobs as added them last month was likely due to a combination of labor shortages and uncertainty about a host of federal investment programs. “Depending on the kind of work they perform, many contractors either can’t find enough workers, or they can’t find enough work,” said Stephen E. Sandherr, chief executive officer of the association. “While overall demand for construction continues to grow and sap the pool of available labor, firms that work on federally-funded projects are dealing with a lot see AGC page 38

Scottsdale’s OdySea Has Unique Design By Lori Tobias CEG CORRESPONDENT
Construction crews with McCarthy Building Companies are right on track to finish work in time for the scheduled July 2016, grand opening of the 200,000sq.-ft. (18,580 sq m) OdySea Aquarium in Scottsdale, Ariz. Work on the two-story, multilevel facility began in March 2015. Set on 14 acres, the aquarium will host marine life tank exhibits throughout, including a giant, elevated cast-in-place concrete aquarium. The innovative building design has minimal right angles with an outdoor see ODYSEA page 42
McCarthy recently completed the installation of 72 tilt-wall panels, which were assembled over eight days. The panels cure for 28 days until they reach full structural strength. At that point, the walls are picked up with a crane and set in place.

ROAD MAINTENANCE
Contractors began preservation work in September on the Siuslaw River Bridge, one of numerous bridges designed on the Oregon Coast by Conde McCollough, Oregon state bridge engineer from 1919 to 1935.
Dan Schacher had a pretty straightforward job when he began work as an Alaska Department of Transportation heavy equipment operator. For about half the year, it would get cold and stay cold in Fairbanks. Crews would plow snow, spread gravel and keep the road safe. That’s changed in the past 19 years.

Preservation Work Begins on Historic Siuslaw Bridge By Lori Tobias CEG CORRESPONDENT
Contractors began preservation work in September on the Siuslaw River Bridge, one of numerous bridges designed on the Oregon Coast by Conde McCollough, Oregon state bridge engineer from 1919 to 1935. The $14.2 million project is expected to take four years to complete with the main components including cathodic protection, new bridge rail and pedestrian improvements, specifically, ADA ramps on each end. The bridge, opened in 1936, spans the Siuslaw River in downtown Florence and is listed on the National Register of Historic Places. Hamilton Construction of Springfield, Ore., won the construction bid. The first task is to assess the damage, said Rick Little, spokesman of the Oregon Department of Transportation. “The contractor will go through and check for any damaged concrete and exposed rebar,” Little said. “That’s what they are trying to protect, the rebar. Moisture can get in the concrete and to the rebar, even while it is seemingly protected by concrete.” Once the contractor has identified the corroded rebar and structural steel within the damaged concrete, they’ll use a system of cathodic protection to coat the rebar. “Whenever there is corrosion there is an actual charge emitted in the process of the corrosion,” said Little. “What this system does is it transfers that electrical charge to the zinc and the zinc then is sacrificed rather than the steel reinforcement bar.” The cathodic program has been really successful with other bridges and also is the accepted technique on lighthouses and in tanks, said Jeff Lange, ODOT project manager.
Contractors began preservation work in September on the Siuslaw River Bridge, one of numerous bridges designed on the Oregon Coast by Conde McCollough, Oregon state bridge engineer from 1919 to 1935.
“The typical way is to build a work platform below the bridge and build containment structures and access it through the work bridge. On this project, instead of building a work deck the length of the bridge from which they would supply the containment structure, they are going to build a moveable containment structure and supply it from a barge when it is over the river.”
The cathodic program has been really successful with other bridges and also is the accepted technique on lighthouses and in tanks.
Rick Little Oregon Department of Transportation
“Instead of corroding the interior structure, the moisture and salt content from the harsh weather corrodes the surface,” Lange explained. “The zinc itself doesn’t corrode. The color of the zinc coating is similar to a newer concrete look. Esthetically it’s going to look new and fresh.” The most difficult part of the cathodic protection is figuring out how to hang the enclosures to form the structure. “The enclosures are needed to apply the molten zinc, to both protect environment from anything getting out, and to control the environment internally so they don’t have moisture and temperature problems,” said Lange. “The enclosures also muffle the sound.” This contractor is opting for an approach somewhat different from previous projects. “The typical way is to build a work platform below the bridge and build containment structures and access it through the work bridge,” Little said. “On this project, instead of building a work deck the length of the bridge from which they would supply the containment structure, they are going to build a moveable containment structure and supply it from a barge when it is over the river. This way there is much less of an environmental impact. They may have multiple containment structures, and leap frog over each other. The barge will supply equipment and materials. This is another example of how ODOT will take these projects and design them and put them in motion, but once it gets in the hands of the contractor and they let the creativity flow, they can often think of different ways of doing things.” Workers also will replace the bridge rails with what is referred to as a “stealth rail,” which recreates the historic look of the rail, see BRIDGE page 70
The bridge, opened in 1936, spans the Siuslaw River in downtown Florence and is listed on the National Register of Historic Places.

Builders of San Francisco’s new Central Subway light rail project describe it as the Bay Area’s most significant capital investment in generations. Considering the billion dollarplus price tag and the scope of the project, it’s hard to argue with that assessment. The Central Subway project has already achieved some major milestones including attainment of environmental clearance from the Federal Transit Administration and relocation of numerous utility lines in preparation
for station construction and tunneling. Construction began in 2013 and will continue through 2017. Then the system will be tested. The Central Subway is slated to open for business in the first quarter of 2019. Tunnel boring has been completed and now crews are installing concrete and light-rail tracks. They also are installing four new light-rail train stations. The new line will run from the Mission Bay area just south of AT&T ballpark north through Union Square and on to Chinatown. The project will speed riders along while reducing vehicle traffic in an area heavily used by
commuters and tourists. Spearheaded by the San Francisco Municipal Transportation Agency, the 6.8-mi. (10.9 km) project has rolled into phase II, the final phase of work. Phase I included restoration of rail service along San Francisco’s 3rd Street corridor, a busy area that had been without rail service for 50 years. Phase II will extend the T-Third Line rail service in the densely-developed Bayview and Mission Bay areas to downtown and Chinatown. The TThird Line is part of San Francisco’s Muni-Metro line. see SUBWAY page 18

California General Contractor Avoids Puncturing Aquifer By James McRay SPECIAL TO CEG
Jones Covey Group Inc. (JCGI) headquartered in Rancho Cucamonga, Calif., recently installed four large underground storage tanks as part of the construction of a new gas station in Lynnwood, Wash. The excavation for the tank-set, though rather large — about 65 sq. ft. (6 sq. m) — was only 16 ft. (4.87 m) deep. However, danger was just below the surface. “The ground conditions were a very dense glacial till,” said Mike Roach, JCGI’s estimator on the project. “But the big problem was the presence of a pressurized aquifer beneath the excavation site, creating a situation where the groundwater level was above rough grade of the site.” There were more challenges for JCGI. “The gas station is being built where the old Lynnwood high school was located and there is a retaining wall just a few feet off one side of the excavation,” Roach explained. “Because the gas station development company requires the fill ports for fuel deliveries to be located outside of the main gas pump vehicle queues, there were no options to relocate the tanks. We were forced to place the excavation as drawn, meaning we’d have to dig and install shoring with no direct access for the excavator on one whole side near the retaining wall,” said Roach. see JCGI page 16
Four tanks were set in the slide rail shored excavation: three 54 ft. (16.45 m) long, 30,000 gal. (113,562 L) tanks; and a 37 ft. (11.27 m) long, 20,000 gal. (75,708 L) tank.
The shoring solution for Jones Covey was an Efficiency Production-manufactured slide rail system. Unlike other shoring systems such as sheeting, slide rail requires no over-toeing, which eliminated the risk of puncturing the aquifer.
Another challenge for Covey was an existing retaining wall just a few feet from the excavation site. Covey needed to install and remove the shoring system without an excavator.

Contractor’s Creative Solution Avoids Damage to Aquifer JCGI from page 14
Finding a Shoring System Because the excavation was deeper than five feet (1.52 m), a trench protection system was required as mandated by OSHA. That means JCGI needed to slope, shore, or shield the jumbo-sized working pit. Shielding was immediately ruled out as impractical. Sloping the pit might have been possible if not for the retaining wall just a few feet from one of the banks. Ninety percent of the time, a large excavation like this would utilize some type of sheeting system or beam and plate; however none of those over-toeing systems would work because of the likelihood of puncturing the aquifer. JCGI, along with project engineers from D.H. Charles Engineering Inc. and excavation subcontractor OSG Dozing, called D.P. Nicoli. “We got together to look at all the possible shoring options,” said Kai Zimmerman, shoring specialist of D.P. Nicoli. “But I knew there was really only one option: slide rail.” Slide Rail System Is the Solution Slide rail is a component shoring system comprised of steel panels (similar to trench shield sidewalls) and vertical steel posts. It is installed by sliding the panels into integrated rails on the posts, and then pushing the panels and posts incrementally down to grade as the pit is dug; a process commonly referred to as a “dig and push” shoring system. “The reason I knew slide rail would work is because it is considered ‘positive shoring,’” explained Zimmerman. “There is no over-excavation, no toeing with slide rail. It keeps constant pressure against the surrounding dirt, which was critical in keeping the bank along the retaining wall in place.” D.P. Nicoli exclusively represents Efficiency Production’s manufactured slide rail system. The universal system can be used in a variety of configurations, such as small four-sided pits, an obstruction-free ClearSpan configuration, or a Multi-Bay configuration to install large tanks and structures or lengths of pipe more than 40 ft. (12.2 m).
The excavation for the tank-set was large but not particularly deep. However just below final grade was a pressurized aquifer.
(11.27 m) long, 20,000 gal. (75,708 L) tank. All four tanks were 10.5 ft. (3.2 m) in diameter. The heavy equipment on the job used to install the slide rail system and set the tanks were a 60-ton (54.42 t) mobile crane from Ness & Campbell, a 460 John Deere excavator, a 644 Deere front loader and a 210 Deere excavator.
Efficiency’s exclusive ClearSpan configuration of slide rail shores a large working pit without any need for cross-braces. The system stays entirely open by utilizing innovative waler I-beams, which integrate into the system with the use of custom brackets.
ClearSpan Shores Large Excavation With equipment rented from D.P. Nocoli, subcontractor OSG Dozing excavated the tank-set area and installed a 64 by 66 by 16 ft. (19.5 by 20.1 by 4.9 m) ClearSpan configured slide rail system. ClearSpan’s design is unique to the industry in that it shores a large working pit without any need for cross-
braces. The system stays entirely open by utilizing innovative waler I-beams on the outside of the system at the top, and inside the system low in the excavation to prevent deflection. The walers integrate into the slide rail system with the use of custom brackets with rollers that slide along the posts. Four tanks were set in the slide rail shored excavation: three 54 ft. (16.45 m) long, 30,000 gal. (113,562 L) tanks; and a 37 ft.
High Praise for Slide Rail System The excavation contractor, OSG Dozing, had used slide rail before, but this was the largest system they had installed. “The [slide rail] system is great, everybody likes it including the GC, engineers and project owner,” said OSG Dozing’s foreman, Rod Hudson. “Plus, D.P. Nicoli always offers great support whenever we rent equipment from them.” “D.P. Nicoli’s representative, Kai Zimmerman, was instrumental to this project with his planning and installation support,” added Roach. “Our collective efforts gave everyone a high level of confidence in the project even before the first shovel was in the ground.” Jones Covey Group Inc. is a Southern
California-based, licensed comprehensive general contractor and construction management firm specializing in project development, design build, construction, construction management, and post-construction services. With offices in Northern California and the Pacific Northwest, D.P. Nicoli, Inc. has served the piling and shoring needs of the heavy construction industry for 26 years. Phase II of New Central Subway Running on Track SUBWAY from page 13
The 1.7-mi. (2.73 km) light rail line extension will serve Union Square, Moscone Convention Center, Yerba Buena and AT&T Park. It also will directly connect to Bay Area Rapid Transit (BART) and Caltrain, the Bay Area’s two largest regional commuter rail services. Ultimately, it will connect to the planned California High Speed Rail line. The project is funded by local, state and federal sources. Total funding for phase II is $1.57 billion. Phase I and II combined comes to $2.22 billion. Phase II is moving along on schedule with no major glitches. “The project is 55 percent complete,” said Randal Curtis, community outreach manager of the Central Subway project. She added the tunnel boring was completed in October of this year, less than one year after twin tunnelboring machines began work underground. Currently, roof decks for the subway system are being installed. Roof decks hold the utilities including electricity to run the subway trains. About 100 workers are on the job each day, primarily working the day shift. Some night work also is
being done, Curtis said. Major Contractors The San Francisco Municipal Transportation Agency awarded an $840 million contract to Sylmar, Calif.-based Tutor Perini Corp. to construct the Central Subway’s stations, train tracks and operating systems. The $840 million figure was the low bid for the work. Barnard Impregilo Healy Joint Venture of Bozeman, Mont., had the successful low bid of $233.5 million for the tunneling work. Program and construction management is being handled by Central Subway Partners: AECOM of Los Angeles, and EPC Consultants Inc. JV, of San Francisco. The two firms had the winning bid of $147.3 million for management service. Michael Willis Architects Inc. of San Francisco, Oakland and Portland, Ore., and Kwan Henmi Architecture of San Francisco designed the stations under a $35 million contract. The project has five subcontractors, Curtis said. All contracts were awarded to low bidders, she added. Connections The Central Subway will pro-

New Central Subway Plans Include Four Light Rail Stations SUBWAY from page 18
vide direct connections to retail, sporting and cultural venues while transporting riders to jobs and schools in the area. The light-rail trains also will provide transportation to a burgeoning technology and digital-media hub. The four new light-rail stations to be built are 4th and Brannan, Yerba Buena/Moscone, Union Square/Market Street and Chinatown. The 4th and Brannan Station will be built at street level. The other three will be underground subway stations. In late September, excavation was being conducted at the 4th and Brannan station. Work included cutting of pavement. Curtis said some streets would have to be replaced. However, once the project is completed, people in cars will be able to use the same routes as before. Some lanes are closed during the work, but a lane is left open for cars to use during construction. “We inform the community about lane closures, Curtis said.
Still, as with major construction projects commuters have faced delays, especially at peak hours. Curtis said once the project is finished, car traffic above ground should be reduced. That’s because ridership on the Central Subway is expected to be high, Curtis said. “It’s the first north-south route,” she said. San Francisco has an east-west subway route in use. The new rail line operation is forecast to cost $15.21 million annually. Ridership is expected to start at 24,900 on average for weekdays and reach a 35,100-weekday average by 2030. Siemens in Sacramento is building new light rail vehicles for the Central Subway. Tunnel Boring To build the subway system, a construction approach called deep tunneling is used. Deep tunneling allows most of the work to be done below ground, reducing disruption on the surface. see SUBWAY page 21

Twin boring machines, each 350 ft. (106.68 m) long and weighing 750 tons (680.4 t) have been boring under the streets of San Francisco. The boring machines even have names: “Mom Chung” and “Big Alma”. The only visible tunneling activity is at the portal location on 4th Street between Bryant and Harrison streets and at the excavation site at Columbus Avenue and Union Street. The tunnels are approximately 8,300 ft. (2,530 m) long and range in depth from 40 ft. (12.19 m) to 120 ft. (36.57 m). Construction crews will install two types of track for the Central Subway project. Direct fixation track will be installed in the tunnels and embedded track will be built on surface. Direct fixation track consists of rails held in place with special rail fasteners that are anchored into concrete placed on the bottom of tunnels. Embedded track is attached to concrete slabs located below the street pavement. Northbound and southbound tracks will run down the middle of 4th Street. In addition to helping residents travel locally, the rail system will help carry large crowds attending events at convention and professional sports venues in the South of Market area. The South of Market area is expected to experience strong growth over the next two decades. For now, construction crews are focusing
on building above-ground track and the rail stations with the least amount of disruption of daily life in the area. Night work from midnight to 5 a.m. began in early September. The San Francisco Municipal Transportation Authority reports that as the Central Subway Project continues, construction schedules, bus routes and roadway stops are subject to change based on unforeseen conditions. Signs are posted at affected stops to advise of service changes. Central Subway Benefits Once the Central Subway project is completed, the T Third Line will accommodate current and projected high ridership in the corridor, reducing trip times and providing direct connections to regional transit systems, Curtis said. Jobs and population in the area are projected to grow significantly over the next two decades and planners consider the Central Subway essential to ensuring mobility and accommodating increased passenger demand. The new line is expected to create thousands of employment and job training opportunities as more businesses come to the area. Dealer Network Expands...
California’s Coastline Equipment Crane Division Becomes Shuttlelift Dealer The newest addition to Shuttlelift’s dealer network is Coastline Equipment Crane Division, based in Sacramento, Calif. The company operates two locations, with another branch in Santa Ana, Calif., and both will sell and support a range of the carrydeck industrial cranes. The company is a branch of Coastline Equipment, specializing in crane sales and rental operations. Coastline has launched the partnership with the purchase of 10 Shuttlelift cranes: Five 9-ton (8.16 t) CD3339s and five 15-ton (13.6 t) CD5515-2s. The cranes are now available at both of the company’s locations, for both sale and rental. Jim Chavalas, sales manager of the company, said that many of his customers have requested carrydeck cranes for their operations in a wide range of applications, including those in the petrochemical, refinery, power
plant, industrial and marine sectors. “We did extensive research into carrydeck industrial cranes and the Shuttlelift line stood out in terms of both its quality and support from Manitowoc Crane Care service,” Chavalas said. “We have a lot of Grove YardBoss cranes in our inventory, which are similar cranes in the Manitowoc portfolio, and we’ve seen how well-made those are and how well they perform. It was a natural choice for us to go with Shuttlelift.” The 9-ton capacity CD3339 features a 32 ft. (9.75 m) main boom, singlestage outriggers and ergonomic controls. With multiple steering modes and a 7-ton (6.35 t) capacity deck, the crane offers easy maneuverability in tight spaces. The CD5515-2 has a three-section 41 ft. (12.49 m) boom or an optional four-section, full-power 50 ft. (15.24
m) boom. One of Shuttlelift’s newest cranes, it has an optimized mast design, exclusive pivoting boom nose with 50 ft. boom, and an all-new cab design with hydraulic proportional controls and a hardwired graphical rated capacity indicator. Its 10-ton (9.07 t) deck capacity and three steering modes give it maximum maneuverability. “Rental outlets are really finding the CD5515-2 and CD3339 to be dynamic tools in their fleets,” said Mike Heinrich, director of sales of industrial cranes and national accounts at Manitowoc. “Customers are driving demand for rental cranes in the 9- to 25-ton range. These two carrydeck cranes fall squarely in the middle.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Bobcat Introduces Dealers in Clyde/West Appointed New Sacramento, Calif., Reno, Nev. GOMACO Dealer in PNW Bobcat Company has expanded its dealer network with the addition of Bobcat of Sacramento and Bobcat of Reno as authorized sales, service, parts and rental providers of Bobcat equipment. The dealerships are located at 575 Display Way, Sacramento, Calif., and 7755 Security Circle, Reno, Nev., respectively. Bobcat of Sacramento and Bobcat of Reno join the Bobcat Central Inc. enterprise as its fourth and fifth locations. Lou and Josie Franzia first opened Bobcat Central in Stockton, Calif., in November 1976. Their son, Don, joined the enterprise a year later. Lou saw one of the first Bobcat skid-steer loaders and knew it was a must-have piece of equipment. “I believe in the Bobcat product line and am happy to help customers from Fresno, Calif., to Reno, Nev., purchase the right machines for the right jobs,” said Don Franzia, Bobcat Central dealer principal. “Bobcat Company is the original inventor of the skid-steer loader,” he added. “My father knew Bobcat equipment could
decrease the amount of backbreaking labor required in the construction, dairy and swimming pool industries. The machines can fit in small work spaces and have endless uses,” Franzia said. “The key to our success has been the devotion of our long-term employees and loyal customers. We have been a familyowned operation for more than forty years,” he said. The enterprise prides itself on having a knowledgeable staff who know equipment and can provide the parts and service customers need. Bobcat of Sacramento and Bobcat of Reno will distribute Bobcat equipment throughout central California and western Nevada. DOT Chief Brings Creative Approach to Road Maintenance By Jeff Richardson FAIRBANKS DAILY NEWS-MINER
FAIRBANKS, Alaska (AP) Dan Schacher had a pretty straightforward job when he began work as an Alaska Department of Transportation heavy equipment operator. For about half the year, it would get cold and stay cold in Fairbanks. Crews would plow snow, spread gravel and keep the road safe. That’s changed in the past 19 years, and Schacher knows it as well as anyone. He’s now DOT’s Fairbanks
Maintenance Superintendent, with an updated winter recipe that includes freezing rain, deep snow, frigid cold and unexpected breakup conditions. In each year since 2010, winter rains have coated the roads with ice, creating an ongoing headache for drivers and maintenance crews. For Schacher, who oversees a crew of 62 road maintenance employees and 160 pieces of equipment, it’s required a new approach to road maintenance at a time when state resources are tightening. “I’m going to be really honest, it’s new territory for us because of the way we’ve had to change our processes,’’ he said.
“He’s willing to think outside the box and he’s not a guy who’s going to say, ‘We’ll do it this way because we’ve always done it that way.’” Mike Coffey Former DOT statewide maintenance director
The computer in Schacher’s office displays an interactive map that shows road temperatures and weather forecasts, offering an analysis of how and when roads should be treated. Alongside the plows in back, tanks of salty road brine are available for melting icy intersections. Such tools were absent in the Interior a few decades ago, but Schacher’s willingness to embrace them has given him a reputation for innovation and creativity among his peers. He’s the incoming chairman for the American Public Works Association’s Subcommittee on Winter Maintenance, a national group that seeks new approaches for working in cold-weather conditions. Mike Coffey, the former DOT statewide maintenance director, said it’s a natural fit. He said the state often steers pilot programs for road projects to the Fairbanks area because of Schacher’s open-minded approach. “He’s willing to think outside the box and he’s not a guy who’s going to say, `We’ll do it this way because we’ve always done it that way,’’’ Coffey said. The fit wasn’t always an obvious one for the Oregon native. He initially planned a career in forestry, but moved to Alaska to work construction after a downturn in the timber industry. He switched to a DOT equipment operator job a few years later because it brought a steady paycheck and provided a schedule that allowed him to spend time with his daughter. But Schacher’s skills were noticed by his supervisors. His ability to organize and work with people led to a series of promotions to his current role as maintenance superintendent. “These guys have given me opportunities that, frankly, I wouldn’t give myself,’’ Schacher said. Coffey said he expects more moves will be ahead for Schacher, who he calls a “superstar’’ in DOT management. “He really has just latched on and loves working with people,’’ Coffey said. “I just love seeing how he’s jumped into that.’’ Schacher said he’s focused now on fine-tuning DOT’s maintenance approach this winter as budgets shrink. He’s already taking calls from residents wondering why their roads haven’t been plowed or why liquid road brine is being sprayed on icy asphalt, and admits his approach will continue to evolve. “If it looks like I’m doing something crazy out there, I probably am,’’ he said. “But it’s not without a lot of thought and resources put into it.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Other states that lost a high percentage of jobs for the year include Rhode Island (minus 10.9 percent,
minus 1,800 jobs), Ohio (minus 6.3 percent, minus 12,400 jobs) and Mississippi (minus 5.1 percent, minus 2,400 jobs). The largest job losses occurred in Ohio, West Virginia, Minnesota (minus 2,700 jobs, minus 2.5 percent) and Mississippi. Florida (3,200 jobs, 0.8 percent) added the most construction jobs between August and September. Other states adding a high number of construction jobs include Louisiana (3,100 jobs, 2.2 percent), New Jersey (2,800 jobs, 1.9 percent) and Texas (2,700 jobs, 0.4 percent). Alaska (3.9 percent, 700 jobs) added the highest percentage of construction jobs during the past month, followed by New Mexico (3.2 percent, 1,300 jobs), South Dakota (2.6 percent, 600 jobs), Utah (2.5 percent, 2,000 jobs) and Louisiana. Twenty-three states lost construction jobs during the past month while construction employment was unchanged in four states and the District of Columbia. North Carolina (minus 3,300 jobs, minus 1.7 percent) shed more construction jobs than any other
state, followed by Colorado (minus 2,200 jobs, minus 1.4 percent), Massachusetts (minus 2,000 jobs, minus 1.5 percent), New York (minus 1,800 jobs, minus 0.5 percent) and Oregon (minus 1,800 jobs, minus 2.2 percent). Montana (minus 4.4 percent, minus 1,100 jobs) lost the highest percentage of construction jobs between August and September, followed by Idaho (minus 2.5 percent, minus 1,000 jobs) and Oregon. Association officials said that ongoing construction labor shortages in many markets are making it hard for many firms to fill positions. They noted that many firms indicated a low opinion of the pipeline for recruiting and training new construction workers. “One of our top priorities is finding ways to rebuild the pipeline for new workers in our industry,” said Sandherr. courtyard marking its center. McCarthy crews are casting in place all building concrete and 16 concrete tanks. The concrete tanks will be combined with 5,455-sq. ft. (506 sq m) of acrylic viewing windows to provide visitors insight into 48 exhibits featuring animals from rivers and oceans, bayous, coral reefs, deep fresh and salt water. McCarthy also is installing the Life Support Systems, which include more than 300 pumps and more than 42,000 lin. ft. (12,801 m) of piping in the heart of the Sonoran desert. So far, the project has had few glitches, said project manager Don Mac. “There hasn’t been anything major that we encountered to date,” Mac said. “McCarthy and the design team spent a huge amount of time doing building information modeling (BIM) to coordinate all underground piping and acrylic openings size-wise within the structural concrete and steel openings. We used it for anchor bolts on the concrete columns to make sure everything is on the right orientation for the steel to fit correctly. All of that has been coordinated for a year to a year and a half just to make sure everything is going to fit the way it was intended. We identified conflicts and were able to resolve them through the BIM process before the work got installed in the field.” McCarthy recently completed the installation of 72 tilt-wall panels, which were assembled over eight days. The panels cure for 28 days until they reach full structural strength. At that point, the walls are picked up with a crane and set in place. The use of tilt walls speed up the exterior construction, Mac said. “A lot of times on a commercial project, you’ll have framing, the skin and an exterior façade,” he said. “With this, it’s one step and your exterior walls are done.” “McCarthy concrete crews used a 250-ton crane for the majority of the concrete work,” Mac said. “A crawler crane was utilized to erect all the steel. Our tilt panels were erected with a 300-ton crawler. Some of those panels are 60 feet tall and weigh in at 220,000 pounds. We’ve had numerous track hoes for all the underground utilities. When we poured the con-

crete, we brought in a 61-meter concrete pump to reach over the perimeter walls. We also used a 50ton crane at the beginning and we are working with a 130-ton crane that’s actually inside the building right now.” Crews have begun working to install the acrylic windows, four of which weigh about 12,000 lbs. (5,443 kg) and another just over 13,000 lbs. (5,896 kg). “All of the acrylic windows
come through our acrylic provider, Reynolds, out of Grand Junction, Colo. The trickiest part is making sure we install at the correct radius and size has been really critical. We’ve conducted field measures to verify they do fit. It’s also tricky hoisting them into place.” Precision on the job is crucial since it will house innumerable live animals. “We put a lot of faith in the structural design and in the engi-
neers when they designed the projects,” Mac said. “Some of our concrete tanks have a lot of rebar steel reinforcement just to make sure they can hold up to the water pressures and things of that nature. From that standpoint, our biggest focus is making sure the quality of our concrete is good and that there are no defects. Also, making sure the acrylic fits so when the public views the exhibits, everything looks pristine. We continue to test our underground piping. We have miles of underground piping that runs water between the tanks. We constantly test it to make sure there no leaks, just to make sure the life safety systems for the animals and fish continue to function properly after we are done.” (This story also can be Crews have begun working to install the acrylic windows, four of which found on Construction weigh about 12,000 lbs. Komatsu Launches D61i-23 Intelligent Machine Control Dozer Komatsu America Corp.’s D61EXi/PXi23 intelligent Machine Control dozer has a fully automatic blade control and can perform not only finish grading, which has been possible with conventional machine control, but also rough dozing. This is the first machine using this new technology, and it is scalable to other products manufactured by Komatsu. “We are excited to bring to market the next generation of machine control technology with Komatsu’s intelligent Machine Control D61i-23,” said Peter Robson, director of Intelligent Machine Controls. “The ease with which the D61i-23 transitions from rough dozing to finish grading with automatic blade control engaged is so seamless that both experienced and inexperienced operators will notice benefits. “The efficiency improvement, greater value and simplicity of operation of the D61i-23 exemplify the leading innovations that customers have come to expect from Komatsu.” Longer track-on ground standard (EX) and low ground pressure (PX) models are available to offer customers flotation and weight distribution options that best match their applications. Operating weights range from 39,441 to 41,381 lbs. (17,890 to 18,770 kg) depending on the configuration with a net 168 hp (125 kW) at 2,200 rpm. The D61i-23 also features the integration of Komatsu's Komtrax (Komatsu machine tracking system) and Topcon’s construction management system. In the near future, this integrated system will enable high-efficiency, unified management of construction work through access to real-time machine data, via its web service, to track work progress including the amount of soil dozed at job sites, according to the manufacturer. Fully Automatic Blade Control for Rough, Fine Dozing While crawler dozers have been able to perform high-precision finish grading after installing an add-on machine control system, the D61i-23 can perform rough dozing as well as finish grading in automatic mode, due to its fully automatic blade control. When rough dozing, the automatic blade control monitors blade load and adjusts blade elevation to minimize track slip and perform high-efficiency dozing. As work progresses closer to the target finish grade, the automatic blade control adjusts accordingly to provide finish grade performance with high-level precision. Improvement in combination rough dozing efficiency is up to 13 percent higher compared to add-on machine control systems. “The innovation is not only that Komatsu can provide the customer with fully automatic blade control for automatic rough doz-

ing and efficiency improvement,” said Robson, ”but also that Komatsu is able to offer this technology while maintaining finish grade performance in the D61 dozer size class which is one of the most popular size class dozers for machine control usage.” Standard Factory Installed Integrated Machine Control System With the D61EXi/PXi-23, typical add-on machine control system components mounted on the blade have been replaced with factory installed cab top GNSS (global navigation satellite system) antenna, enhanced inertial measuring unit (IMU+), and stroke sensing hydraulic cylinders. These components along with the machine control monitor and controllers mounted inside of the cab are installed at the Komatsu manufacturing facility during machine assembly. “The integrated sensor package is not only robust and accurate but also eliminates the daily hassles of installing/removing GNSS antenna(s) and cable(s) from the blade, plus the wear associated with it,” said Robson. “The famed quality and customer support our customers have come to rely on with Komatsu machines is now extended to the machine control system itself in the case of the D61i-23.”
Enhancements for Optimized Performance Inside the cab, customer selectable dozing modes allow system response to be tailored to the current machine operation for optimized performance. Similarly, blade load settings are adjustable between pre-sets to match actual material conditions. Pass to pass, the intelligent Machine Control system can be left with the automatic blade control engaged because of its ability to precisely automate the lowering of the blade at the start of a pass and raise it at the end of a pass. When the machine travels around the job site, the cab top GNSS antenna collects accurate surface data by measuring actual elevations. The stroke sensing angle cylinder measures the actual angle of the blade for high precision grading accuracy on crossslope, blade angled or not. “The included value of all the added intelligence features on top of innovation and integration really drives up the value proposition, for both existing machine control users and new machine control users,” Robson said. Komtrax The D61i-23 crawler dozer is equipped with the latest Komtrax technology, which is fully integrated with Komatsu’s Tier IV technology and sends machine operating
information to a secure Web site utilizing wireless technology. Hour meter, location, cautions, load ratio, fuel consumption and maintenance alerts — to name a few of its features — are relayed to the web application for analysis. The Komtrax fleet monitoring system increases machine availability, reduces the risk of machine theft (compared to machines not Komtrax-equipped), allows for remote diagnosis by the distributor, and provides a wealth of other information to drive business efficiency and productivity. Komatsu Care Komatsu remains focused on lowering the customer’s ownership costs by engineering machines with increased fuel efficiency and productivity. Komatsu Care complimentary scheduled maintenance is standard on the D61EXi/PXi-23 crawler dozers for the earlier of 3 years or 2,000 hours. Services are performed by factory certified technicians using only Komatsu genuine parts and fluids. Also included are complimentary KDPF exchanges at 4,500 hours and 9,000 hours in the first five years. For more information, visit www.komatsuamerica.com. 1050K Crawler — Most Powerful Dozer for John Deere Designed and built in Dubuque, Iowa, the 1050K crawler dozer is the largest, most powerful dozer ever built by John Deere. Utilizing years of research and extensive customer feedback, the 1050K has the durability, reliability, and productivity needed for mining, quarrying, road building, and other large-scale applications, according to the company. “The 1050K is a new generation of crawler dozer that provides the uptime, low daily operating costs, and productivity needed on today’s job site,” said Mark Oliver, crawler dozers product marketing manager, John Deere Construction & Forestry. “Customer feedback was vital in developing this game-changing dozer. This is a Deeredesigned machine that is fully supported by John Deere dealers and it’s unlike any crawler dozer our customers have ever seen in this size class.” The 1050K incorporates an EPA Final Tier IV/EU Stage IV PowerTech diesel engine with 350 hp (261 kW). Completely redesigned from the ground up, the 1050K’s dual-path hydrostatic transmission allows an operator to push a full load through turns without losing material, unlike torque-converter transmissions. Like the smaller 850K, the 1050K features Eco mode. The Eco mode feature optimizes fuel economy while maintaining ground speed by automatically adjusting engine speed and transmission settings based on load. This has the potential to reduce fuel consumption up to 25 percent with no loss in productivity in many applications, according to the company. Operators don’t have to worry about diesel particulate filter (DPF) cleaning as it still occurs automatically with no impact to machine operation. Ash service intervals for the diesel particulate filter are condition based, meaning the machine will notify the operator before service is required. Typically, ash service is not necessary until the first engine overhaul. Extensive testing allowed John Deere’s DPF to go up to 15,000 hours before ash removal. The 1050K also features excellent total fluid economy (diesel fuel and diesel exhaust fluid (DEF)). The production-class dozer’s heavy-duty undercarriage is sealed, lubricated and built to last. Its oval-track design has only one wear-causing forward-travel flex point, for longer life. One-piece welded maintenance resists torsional stress, absorbs shock loads, and delivers maximum strength while allowing easy service access to major components. For added durability, heavy-duty double-reduction planetary final drives are mounted independent of the track frames, where they’re effectively protected from shock loads.
Completely redesigned from the ground up, the 1050K’s dual-path hydrostatic transmission allows an operator to push a full load through turns without losing material, unlike torque-converter transmissions.
“The 1050K is a new generation of crawler dozer that provides the uptime, low daily operating costs, and productivity needed on today’s job site.” Mark Oliver John Deere Construction & Forestry
Inside the cab, a deluxe suspension highback seat is angled 15 degrees to provide a more comfortable view of the ripper and adjusts seven ways for daylong comfort. An updated LCD display monitor provides enhanced onboard diagnostics with real time values for every temperature, pressure, and speed sensor on the machine. The crawler dozers constantly monitor transmission temperature to avoid damage to the hydrostat system. Before tackling the job site, operators can set the maximum desired ground speed, and the power management system automatically maintains peak engine RPM and power efficiency without stalling or shifting. An ergonomically correct joystick provides intuitive, low-effort control of steering, direction, and groundspeed. A total machine control (TMC) monitor allows an operator to select decelerator mode and response — forward/reverse groundspeed ranges, steering
modulation, F-N-R shift rate, and forward/reverse speed ratios. A hydraulic power-pitch option allows the operator to control blade pitch from the cab. The blade pitch also is adjustable to three mount locations for performance in a variety of applications and materials. The programmable return-to-pitch settings allows the operator to preset blade-pitch positions, which can be activated with the push of a button. The 1050K’s controls can be customized to meet the individual needs of an operator. The decelerator can slow both ground-speed and engine RPM, or with the touch of a button, control ground-speed only, to help maintain traction without affecting engine power and hydraulic response. Fully depressing the pedal applies the brakes. With standard electro-hydraulic (EH) controls, all 1050K dozers are grade-control ready making adding a grade-control system
as easy as plugging in the components, calibrating and going to work. John Deere’s “open-architecture” design lets customers easily employ their favorite brand of gradecontrol system — Trimble, Topcon, or Leica. The 1050K also can have a Topcon 3D-MC2 grade control system installed at the factory for faster availability and the ability to finance the system with the dozer purchase. "The 1050K is 100 percent John Deere and it’s a total machine,” said Dave Rock, equipment asset manager, Sureway Construction. “When providing our feedback, we wanted the hood lower, we wanted to better see the ripper, and the dealers had to be behind this machine for parts, service, sales — everything.” Operators looking to get the most out of their 1050K can rely on Ultimate Uptime featuring John Deere WorkSight. With Ultimate Uptime, operators receive predelivery and follow-up inspections; three years of JDLink telematics, machine heath prognostics, and remote diagnostics and programming capability; and the ability to add additional dealer-provided uptime solutions to customize the package to individual needs. First of Three New Models
Dressta Launches TD9 Crawler Dozer to Meet Demand In response to customer demand, Dressta is unveiling the TD9 hydrostatic crawler dozer. This new high-performance, compact crawler dozer has been developed by Dressta’s team of engineers, and is the first of three new models that range from 74 to 101 net hp. The new model has been validated by expert operators at a series of pre-launch performance trials at the Dressta proving grounds in Poland. The TD9, due to be launched in the third quarter of 2015, was presented to equipment owners and dozer operators from the key markets of North America and Canada. They put the iron to the test in a series of challenging trials designed to push the performance of the new hydrostatic dozers to the limit, and provided their feedback to help fine-tune the machine’s performance. “The operators’ input in regards to ergonomics and command of control played a key role in refining the design. As a result, the loweffort controls for the blade and dual path hydrostatic drivetrain deliver the required response in all applications of machine performance,” said Howard Dale, global vice president of sales at Dressta. The key components of the new models are from worldwide renowned suppliers such as Cummins and Rexroth, while the structural design and DNA are a natural progression of Dressta’s decades of experience in building crawler dozers and other construction equipment. The TD9 hydrostatic crawler dozer is the first of three new models that range from 74 to 101 net hp.
Optimal Power and Fuel Efficiency The three models are equipped with Cummins Tier IV Final engines and cover a horsepower range of 74 to 101 net hp. This engine technology features ultraclean aftertreatment systems while simultaneously providing fuel efficiency. Power, performance, reliability and durability are the critical factors for the power unit in a crawler dozer. With the Cummins Tier IV Final engine, the new Dressta models meet these criteria comfortably, with the additional benefits of enhanced productivity and a
reduction in overall operating costs, according to the manufacturer. Dual Path Hydrostatic Drive Delivers Maximum Productivity Dressta’s variable bi-directional dual path hydrostatic drive is controlled by a programmable electronic control module. This provides the perfect match between load and ground speed, regardless of the ground condition or specific dozing application. The result ensures that operators have full command during the most challenging of tasks, such as when doz-
ing with a full load or performing precise final grade operations. The operators have the ability to adjust the presets of the tractor to meet the requirements of the task at hand. They can choose to program variables such as forward to reverse speed ratio, or enable “power” “normal” and “economy” modes depending on the job conditions. The versatility to choose between different modes and the flexible speed control provide both enhanced productivity and grade accuracy. Independent track control delivers the required speed changes to
each side and allows for smooth, full-power turns. Onsite maneuverability and job performance are further strengthened by the stable counter-rotation feature, while the low center of gravity delivers stable and safe operation when working on slopes or in rugged terrain. Safe and Comfortable Cab for a Fresh and Productive Operator The ergonomics of the cab and an intuitive, highly-responsive control system make operating the new TD9 a delight for the operator. Dressta understand that the ease of
command and control creates a better working environment and thus increases productivity. A newly designed ISO-mounted operator cab with positive pressure features a comfortable interior space that is protected by a robust external ROPS for optimal safety. A fully adjustable operator seat provides the user with ample leg room and ease of access to all controls. The cabin’s large glass windows provide increased for-and-aft visibility to the outside environment, blade corners and rear of the tracks — an essential requirement for compact machines in terms of both safety and productivity. Control grips have been designed so that the user can comfortably operate the machine for hours, and are designed for the ease of operation whether wearing heavy gloves or not. The hand wrap controls are designed to reduce the risk of the operator’s hands slipping from the levers, particularly when working in hazardous environments such as on steep slopes — a further example of Dressta’s attention to detail in risk reduction. The new heating and air conditioning system features multiple vents to provide large volumes of fresh air quietly and efficiently in order to maintain the operator’s desired working temperature. But as well as providing a comfortable internal environment, Dressta has developed the machine to be highly responsive to the operator’s wishes. Ensuring the crawler dozer performs as a mechanical extension of the operator’s skill was an essential consideration in the design. In achieving this, the hydraulic controls have been tuned to perform seamlessly at the command of the operator so they can perform long hours of fatigue-free usage. For the additional benefit of the operator, the machines are supplied both GPS and Trimble-ready to help them achieve the requirements of any given task. For added versatility, the machine can be ordered with an optional Fusion quick coupler to allow easy use of forks, buckets, etc. from wheel loaders and other Fusion compatible machines.
Cat 963K Track Loader Offers Fuel Efficiency, Improved Performance The track loader has long been known as a machine that can do it all on the job site, and it is often the first machine that can go to work in soft, wet underfoot conditions. The Cat 963K offers that legendary versatility, along with a 10 to 30 percent gain in fuel efficiency and improved performance. The new track loader also offers updated cab and safety features for the comfort and convenience of the operator. The 963K meets U.S. EPA Tier IV Final emission standards. More Efficiency and Productivity = Lower Costs The 963K is powered by a 193 hp (144 kW) Cat C7.1 ACERT engine, offering fuel efficiency improvements over the previous model. An eco mode automatically reduces engine speed, but maintains selected ground speed when the machine is under light load. The more efficient engine and the eco mode combine to deliver a 10 to 30 percent reduction in fuel consumption compared to the 963D. And efficient use of diesel exhaust fluid (DEF) — typically 2.5 to 3 percent of fuel consumption — provides excellent overall fluid efficiency. The 963K offers additional productivity with an optional high retention bucket that moves 5 percent more material per hour. For added versatility, the machine can be ordered with an optional Fusion quick coupler to allow easy use of forks, buckets, etc. from wheel loaders and other Fusion compatible machines. The Caterpillar telematics system, Product Link is deeply integrated into the 963K, giving easy access to timely information like machine location, hours, fuel usage, idle time and event codes via the online VisionLink user interface. Performance Enhancements The C7.1 ACERT engine is equipped with a twin turbo, providing faster machine response under load. Smarter
power train management on the 963K offers smoother implement and steering response, and improved steering performance over the previous model. Power reaches the ground more efficiently based on the demands of the application, giving you fast acceleration and shorter cycle times. Features like load sensing hydraulics and position sensing cylinders add to the machine’s precision and response. Ease of Operation The updated cab offers operator comforts like suspension seat, adjustable armrests and controls, and an improved air conditioning system. Engine noise is reduced compared to the 963D, resulting in a quieter environment for the operator and for others around the work site. The machine can be ordered with either v-lever or joystick steering to match operator preference. Selectable electrohydraulic mapping lets you set implement response to fine, normal or coarse to match operator preferences and tailor the machine to individual applications. The Cat Tier IV Final emissions technology is designed to be transparent — with no action required from the operator and no need to stop for regeneration. Diesel exhaust fluid (DEF) fill is located at ground level, next to the fuel tank, for convenient access when you refuel. Operator safety is enhanced as well, with added handles and steps to help operators climb on and off the machine more easily, from the front or the back of the tracks. The 963K maintains its reputation for ease of service too, with a tilt cab and convenient service access points for easier maintenance and repair. The demand fan provides efficient cooling, plus features a swing-out grill door and folddown fan to help make cleanout quick and easy. For more information, visit www.cat.com. slope. Even though we have a really robust program now, we’re just not going to be able to keep up.” Johnson estimates that with the current projections, only two-thirds of the bridges in need of repair will not be fixed. “My normal program would be around $85 million, but I’m paying $30 million to the bonds so I am down to $55 million,” Johnson said. “In the last 10 years, with $130 million from bonding program plus the $85 million in my budget, we have been spending more than $200 million a year on bridges. Now more bridges are going to need work and the funding is down to $55 million — less than a third from the bonding and regular program.” Johnson described the report as a warning. While there are no closures now, there are 50 bridges on the restricted list. Most are not on major freight routes, he said. But many of the bridges that are expected to be in need of replacement or repair in the next 20 years are interstate era bridges. One such bridge is the Yaquina Bay Bridge, an iconic span on the coast in Newport designed by master builder Conde McCollough and opened to traffic in 1936. It is already restricted to the heaviest of haul freight loads. “We don’t have a complete feasibility study for that bridge,” Johnson said. But costs to replace would vary depending on aesthetics, size and public requests. “I’ve heard it could cost between $400 million to potentially $600 milIn lieu of replacing deficient bridges, the state tries to strengthen lion to replace. The Past, Present, Future of Intelligent Compaction By Dale Starry and Fares Beainy SPECIAL TO CEG
This article is the last of a fivepart series on paving provided by Volvo Construction Equipment. The lifespan of an asphalt road and its need for future repairs is largely dependent upon the final density of the finished pavement — so much so that density is one of the primary measures of job quality for DOTs. But even the most skilled compactor operators have to do a great deal of guesswork throughout the process, and they must rely on time-consuming nuclear gauge testing and destructive core sampling after the asphalt has cooled down to ambient temperature in order to get in-place density measurements. The results of these tests sometimes require the contractor to go back and correct areas of imperfection, which can drive up costs and reduce the likelihood of receiving a bonus. But this is all changing. Technology advancements over the last decade — deemed Intelligent Compaction (IC) — offer opportunities to dramatically reduce the guesswork in the paving process. The Federal Highway Administration (FHWA) has been working hand-in-hand with a slew of states and manufacturers to develop and test IC systems that can help provide real-time information to the operator that is critical to achieving target density. These factors include number of passes, mat temperature and intelligent compaction measurement value (ICMV) — each allowing operators to make informed decisions on the fly. However, up until now, no system has been able to deliver real-time, in-place density calculations. In fall 2015, Volvo Construction Equipment is releasing Volvo
Intelligent Compaction with Density Direct — the industry’s first real-time density mapping technology. The quest for this technology has been a long one, largely fueled by the industry’s need for better construction practices to extend road life in the face of funding uncertainties. A Half-Century of Advances IC technology was first introduced in Europe in the late 1960s and was used strictly for soil compaction applications. In the mid2000s, the FHWA championed an effort to apply similar technology to asphalt compaction, and by 2006, the initiative had received funding under the Transportation Pooled Fund (TPF) Program. The TPF involved states that agreed to test and explore the benefits of IC systems for major high- The user interface of Volvo IC with way projects — a program Density Direct depicts a density that lasted until 2011. density if compacting at the correct asphalt temperature and at the correct amplitude settings. • Temperature Mapping — IC systems display real-time pavement surface temperature information to the operator. This is incredibly important, as the temperature greatly impacts the material’s ability to be compacted. Armed with real-time temperature information, a skilled compactor operator will know to make adjustments to the distance behind the paver in order to compact the asphalt at peak temperatures and avoid the need for additional passes that can drive up project costs and extend timelines. • Data collection — The FHWA recognized that IC data could provide significant value for quality control protocols. Of critical importance, however, was ensuring that data was collected and reported in a standard format among all manufacturers’ IC systems. Thus, the FHWA recommended that all systems export data in a standard format for use in a program called Veta — a map-based software originally funded by both FHWA and Minnesota DOT. While these three features are
more or less standard across all IC systems, what varies significantly between systems is how the asphalt ICMV is calculated. The majority of IC systems offer realtime asphalt ICMV calculations; however, each manufacturer has a slightly different methodology for how it’s done. Despite the variance in calculations between manufacturers, each has the same goal in mind — to equate ICMV to density. This correlation (or lack thereof) between ICMV calculations and real-world asphalt density values has been subject to a great deal of scrutiny in the past several years. Comparing ICMV and Density In 2014, FHWA released a report about a study that attempted to identify a clear correlation between ICMV calculations and in-place asphalt densities. The study involved IC testing and evaluation on asphalt paving projects throughout Utah, Florida, Ohio, Maine, California, Idaho, Maryland, Kentucky and Washington. The FHWA evaluated see COMPACTION page 56

States Begin Mandating Use of Intelligent Compaction COMPACTION from page 55
the ICMV calculations of IC systems from manufacturers including Hamm, BOMAG, Caterpillar and Sakai. These calculations were then compared to actual asphalt density values from core samples. After two years of testing and evaluation, the FHWA released a 321-page report in December 2014 outlining their findings. ICMV: Not Correlated to Density The report found that ICMV values alone cannot reliably predict core densities, stating, “The pass-by-pass ICMV correlate well with nuclear density gauge measurements during breakdown compaction. The final ICMV does not correlate well with core densities.” Numerous factors are cited in the lack of correlation, including measurement depths, footprints and a change in drum rebounds when asphalt temperatures drop below a certain threshold. The report does, however, insist that IC systems “can be used as an enhanced tool for quality control by monitoring ICMV in real time during construction in order to maximize the window of opportunity for compaction.” Entering a New Age In 2008, the FHWA devoted $200,000 under the Highways for LIFE Technology Partnerships program with the University of Oklahoma (owner of multiple patents for this technology) for studying an alternative method of determining density. Originally termed Intelligent Asphalt Compaction Analyzer (IACA), this technology is what eventually came to be named Volvo Density Direct. Density Direct was used on various fulldepth and overlay asphalt pavement projects and later evaluated at independent sites throughout the country. The results were overseen by University of Oklahoma researchers and showed that Density Direct calculations were proven to be within 1.5 percent of core samples every time at 180 test locations. This technology has been licensed to Volvo by the University of Oklahoma and integrated into the newly available Volvo IC system. As with other IC systems, Volvo IC with Density Direct offers surface temperature mapping, pass mapping and data collection capabilities. However, the Volvo system offers the added benefit of real-time density calculations. At the touch of a screen, the compactor operator can see real-time density information across 100 percent of the mat,
and unlike ICMV calculations, the Density Direct data has a proven correlation to actual core densities within 1.5 percent accuracy. On the Job With Density Direct Within the Density Direct system is a calibration screen, where the user sets the range of densities that are based on the mix design sheet for the lift being constructed. Calibrations also are saved, so operators can assign calibrations to certain elements of a job, and quickly switch back and forth between calibrations to meet the demands of specific job elements. The user interface of Volvo IC with Density Direct depicts a density map, showing each square unit of rolled surface in a color representing density, and also provides real-time numerical readings of density, surface temperature, and pass count displayed on one side of the screen. The user also can toggle between density mapping, surface temperature mapping and pass mapping. The pass mapping function captures each compactor pass and drum overlap with a different color, so that the operator can easily see gaps and work to maintain uniform coverage. Temperature mapping shows the operator the path of the compactor overlaid with the recorded surface temperature. Density Direct has the advantage of a proven correlation to core densities as compared to other systems, but regardless of which IC system a road contractor chooses, one thing is clear: road contractors that use IC are in a better position to win DOT bids and are better able to make quality control decisions on the fly. Get on Board or Miss the Boat Road contractors aren’t always immediately receptive to new technologies that come with new expenses. However, the necessity for IC is growing, and contractors need to familiarize themselves with the technology in order to stay competitive. Currently, 20 states have adopted IC standards and are mandating that road contractors use IC systems on certain projects. This number is only expected to grow, and as such, road contractors who have demonstrated experience with IC systems will be the ones most apt to win the bids. As a road contractor, you should be asking yourself which costs more — an IC system, or lost bids and reduced pavement quality.
