It’s another first for Boston-based independent wind energy provider First Wind, given its wind farm project in Whitman County is its first in Washington State. The Palouse wind facility will be the first renewable energy provider in the county, supplying enough power for 30,000 homes or the equivalent of Whitman County’s total energy load. “We have handled many jobs like the Palouse Wind site for First Wind, most of which have been in New England or Hawaii,” said Paul Judkins, project manager of general contractor RMT Inc., of Madison, Wis. “We know First Wind well and have a strong history working with them.” Construction on the Palouse wind project began in November 2011; the project has an expected completion date of November 2012. The Palouse wind project calls for installation of 58 Vestas’ V100-1.8 mW turbines between Oakesdale and state Route 195. The turbine towers consist of three tube sections, a nacelle
LOS ANGELES (AP) Confidence among U.S. homebuilders remains at its highest level in six years, reflecting improved optimism over the strengthening housing market this year and a pickup in visits by prospective buyers to builders’ communities. The National Association of Home Builders/Wells Fargo builder sentiment index released Oct. 16 rose to 41 this month, up from 40 in September. That’s the highest reading since June 2006, just before the housing bubble burst. Any reading below 50 indicates negative sentiment about the housing market. The index hasn’t been above 50 since April 2006, the peak of the housing boom. The gauge of current sales and builders’ outlook on sales over the next six months remained unchanged from September’s reading. But a measure of traffic by prospective buyers rose 5 points to 35, the highest level since April 2006. The survey is based on responses from 400 builders. It has been trending higher since last October, when the reading stood at 17. The index sank to 8, its lowest point dating back to 1985, in January 2008. Recent housing data continue to point to signs that the housing market is making a

Construction Sector Adds 17,000 Jobs in October Construction employers added 17,000 jobs in October while the industry's unemployment rate fell to 11.4 percent, according to an analysis of new federal data released Nov. 2 by the Associated
General Contractors of America. Association officials noted that total construction employment levels have changed little during the past year while the declines in the industry’s unemployment rate
are coming as more former workers leave the industry. “Despite five consecutive months of construction employment gains, the overall employment picture is essentially
unchanged from a year ago,” said Ken Simonson, the association’s chief economist. “Construction employment appears stuck in a state of mild monthly flux with litsee EMPLOYERS page 52

Cornell Construction Company began in 1961, but the history of the Clinton, Okla., company can be traced back to World War II. During the war, founder John Loflin Cornell was part of a second wave of Marines to hit the beach at Guadalcanal, one of the first major offensives against Japan. Operating a bulldozer, John Loflin’s job was to help clear the way for supplies to the troops. ROMCO Equipment Company, a distributor of equipment for the construction, mining and aggregate industries, acquired Conley Lott Nichols (CLN), a provider of road construction, aggregate and hydroseeding machinery, headquartered in Dallas, Texas. “The acquisition of Conley Lott Nichols continues our commitment to growth,” said Robert Mullins, CEO of ROMCO Equipment Co. “After opening our remote oilfield location in Three Rivers, Texas, earlier this year, supporting our commitment to the oil and gas market, ROMCO now expands its services to the paving and aggregate industries.” CLN has specialized in meeting the needs of contractors, construction materials producers and municipalities since 1936 by providing products and services throughout Texas and beyond. On Sept. 28, 2012, ROMCO completed a transaction to purchase all assets of Conley Lott Nichols and retained almost the entire operations staff. To integrate this acquisition, it is creating new paving and aggregate divi-

Texas-Based Holt CAT Delivers Relief for Hurricane Sandy In the wake of Hurricane Sandy, Holt CAT rose to the challenge and provided power to affected regions. Following the superstorm’s destruction across the northeast, the Cat dealer’s national response team deployed power generator equipment and service technicians to New York and New Jersey, restoring temporary and permanent power in those areas. Currently, Holt’s generators have provided 13.3 megawatts of electric power to the northeast, and Holt’s national accounts administrative staff continues to provide tools and technicians to service power outages.Through sale and rental, Holt also has provided more than 40 dewatering pumps and 100 light towers. “It speaks volumes [about the company] that Holt’s national accounts were able to coordinate this much personnel and tap into equipment providers on a local level, who delivered equipment and transportation options to facilitate relief efforts,” said Samuel Miller, Holt CAT product support sales manager. Power generators are currently powering the New York Stock Exchange and other critical institutions that would otherwise be without power. Holt will continue to prioritize relief efforts in the northeast, according to the company. For more information, visit www.holtcat.com.

Superior Industries’ Urathon Return Roll Minimizes Conveyor Belt Damage www.petersoncat.com Northern California 888-738-3776 Oregon/Southern Washington 800-452-7676 Chico, CA Redding, CA Fortuna, CA Willows, CA Willits, CA Santa Rosa, CA San Martin, CA San Leandro, CA Eugene, OR North Bend, OR Klamath Falls, OR Redmond, OR Medford, OR Albany, OR Portland, OR Salem, OR The Dalles, OR Longview, WA
Constructed of heavy-duty 87A durometer urethane, Urathon return rollers offer up to three times the life of rubber disc-style idlers and are available in standard and spiral disc options.
Superior Industries’ Urathon Return Roll sheds sticky material, ensuring smoother conveyor belt alignment and less belt damage, making it ideal for use in the mining, aggregates and other bulk material handling industries. Constructed of heavy-duty 87A durometer urethane, Urathon return rollers offer up to three times the life of rubber disc-style idlers, and are available in standard and spiral disc options. The Urathon return roll’s non-stick properties prevent build-up of wet and sticky material on the roller discs, leading to smoother operation, greater productivity and minimized belt damage, according to the manufacturer. Material build-up is the leading cause of conveyor belt mistracking and damage. When excessive material accumulates, rollers can double in size, which can cause issues with belt alignment that lead to downtime. In severe cases, the rollers become so weighed down by excess material that they stop working altogether. As the belt continues to slide over the stalled rollers, expensive ripping and other damage
can occur. The Urathon return roller also reduces downtime for changeouts and excessive maintenance, minimizing overall costs. Both rolls are self-cleaning, and the spiral style offers an added cleaning action on the underside of the belt to further reduce maintenance requirements caused by carryback material. The standard roll is available in a 5, 6, or 7-in. diameters (12.7, 15.2, 17.8 cm), while the spiral roll is offered in a 6-in. (15.2 cm) diameter. Both models are compatible with conveyor belts ranging from 18 to 96 in. (45.7 to 243.8 cm) in width, and CEMA load rated at E, D, C or B. Superior Industries manufactures stackers, transfer conveyors, stationary systems, idlers, pulleys and accessories. Kolberg-Pioneer Raises $20K for Sick Employee Through charitable employee and community contributions, local manufacturer Kolberg-Pioneer Inc. was able to help in efforts to raise more than $20,000 for employee Linda Stock, who has worked for the company since 1987 in the technical publications department and was diagnosed in July with a blood cancer called Myelodysplastic Syndrome. Several fundraising efforts were held, including selling “Team Stock” bracelets, holding raffles, splitting proceeds with local artisan Jean Koupel, working with Scentsy and Tupperware consultants who donated proceeds, and hosting a community benefit at Rounding 3rd in downtown Yankton. More than 400 people attended the benefit, and were entertained by the band “Mrs. Begley and the Boys,” which donated its time for the event. “Because of all of the bills that piled up due to testing and treatments, we decided to try to help out Linda as much as we could,” said Casey Sloan, who works in Service at Kolberg-Pioneer. “Linda is extremely grateful for everyone’s support — every little bit helped.” Stock, who will have a bone marrow transplant in October, will undergo chemo treatments in Omaha, Neb., for a few months, and hopefully return to Yankton in February. “I’ve realized through all of this how great KPI and its employees are, as well as the community of Yankton and all of my friends and family,” Stock said. “I’d like to thank everyone for their support — it means so much!” For more information, call 605/668-2524 or visit www.kpijci.com.

The operator station is roomy and provides excellent visibility, controllability and comfort to optimize productivity.
Kawasaki unveiled its all-new 95Z7 wheel loader, a machine that has been completely redesigned to meet all EPA Tier IVi emission standards as well as to improve operating efficiency and productivity. At 388 net hp (289 kW) and equipped with a 7.3 cu. yd. (5.6 cu m) general purpose bucket, this production class loader is a pace setter in the industry. The 95Z7 was introduced at a two-day event in Pine Mountain, Ga., on Oct. 29 and 30. The most obvious change to the 95Z7 is its overall appearance. These styling changes are functional as well as aesthetic. The hood design improves rear visibility and serviceability. The powertrain for the 95Z7 provides power and durability. The reliable and fuel efficient Isuzu 6WG1 diesel meets all Tier IVi emission standards with the use of cooled exhaust gas recirculation and diesel particulate filter or exhaust filter systems. The 16-L engine is the largest in its class. The big planetary automatic‐shift transmission has automotive‐style smooth shifting from pulse width modulation in the control valve. This transmission also has standard lock‐up torque converter to improve fuel economy and performance. Plus the 95Z7 has standard traction control and torque proportioning differentials to reduce wheel spin and extend tire life. The service brakes are mid‐mounted for high capacity and cool operation and the final drives are outboard mounted for easy access. The totally redesigned hydraulic system uses reliable, high-performance Kawasaki variable displacement piston pumps that improve fuel efficiency. The operator station is roomy and provides excellent visibility, controllability and comfort to optimize productivity.
Diagnostic systems have been improved to allow for more detailed data access to troubleshoot issues quickly and accurately. Serviceability is improved with easy access to the engine, cooling system cores and filters. Oil change intervals have been increased for the engine and hydraulic systems to reduce overall operating costs. Cooling fan efficiency is improved with aerodynamic designs to improve air flow and cooling efficiency. Not only did the Kawasaki 95Z7 introduce many new features, but it also retained several of the heavy-duty structural features that it has become famous for. Things like dual Z‐linkage, box section frames, base-mounted boom cylinders and heavy- duty center pin designs make the 95Z7 the strongest machine in its class, according to the manufacturer. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) CEG

Cornell Recently Completed Milling, Overlaying U.S. 183 CORNELL from page 6
“During the ’60s and ’70s, I got my first experience in grading and paving,” said Johnny. “In seventh grade, I was on a survey crew, and I was running a scraper about the same time. It’s all I’ve ever done, and it’s something I continue to enjoy.” Like his father, Johnny began putting his three sons into the field. His oldest, John Lee, has a master’s degree in civil engineering and is the company’s project manager and estimator. He’s part of a 40-member staff that performs asphalt paving and grading.

Komatsu Introduces 200 Ton Truck Class With 730E (AC) Building on the success of the 730E DC drive haul truck, Komatsu’s AC drive 730E (AC) mining truck utilizes a modern design concept with proven drive system technology and advancements in structure, hydraulics and telemetry. The AC drive 730E (AC) is slated for limited release in 2013, followed by full production in 2014.
Designed for the Future Komatsu recognizes that mining investment requires careful consideration for the total cost of ownership over the life of an asset. The 730E (AC) with AC drive is designed for today’s mining customer and configured for the challenges of the future. Miners are often moving to smaller ore bodies
in more remote locations. The new 730E (AC) design can be quickly deployed into difficult projects and then moved to the next opportunity as necessary, according to the manufacturer. The bolt-together design makes field assembly and disassembly less complicated and reduces the need for skilled technicians in the site erection process. The new frame and axle housing has a robust design and performance. Built for Availability and Ease of Maintenance As with all Komatsu mining trucks, the new 730E (AC) is designed with an easily removable powertrain module, further reducing the time needed to complete on-site maintenance. The simplicity of the 730E (AC) design makes it easier to train service technicians and complete regular maintenance tasks because the 730E (AC) has fewer hoses, bearings, pumps and wear components than other trucks available today. Technology That Today’s Miners Need The 730E (AC) is equipped with KOMTRAX Plus (former VHMS) technology, which sends machine operating information to a secure Web site utilizing wireless technology. Without any additional IT expense, data such as operating hours, component trends, machine utilization (including idle time and fuel consumption) and production information are relayed to the web application and made available online for analysis. In real time, the KOMTRAX Plus fleet monitoring system monitors machine availability, allows for remote diagnosis of machine issues, and provides a wealth of other information to drive business efficiency.
The AC drive 730E (AC) is slated for limited release in 2013, followed by full production in 2014.
Built for Production The 730E (AC) cab brings the same comfort features and operator controls used in larger Komatsu trucks. From the standard air-ride seats, easy-to-use instrument panel with automatic speed control and climate controls, the 730E (AC) cab helps reduce needless distractions and allows the operator to focus on the road, according to the manufacturer. Easy integration with management systems like Modular Mining’s Dispatch and MineCare allows the mine to remotely monitor the health of the truck and use the 730E (AC) to its fullest capacity. With 15 percent higher speed and simpler maintenance than the previous model due to Komatsu’s AC drive, the biggest challenge to a 730E (AC) fleet owner will be projecting where to put the extra production.. MICO Provides 520 Series Fixed Caliper Type Brake MICO Incorporated offers the 520 Series hydraulic apply caliper disc brake for on and off-highway service braking applications. The fixed caliper type brake uses a modulated hydraulic pressure source, such as a master cylinder, to control brake torque. It can be mounted in a vertical or horizontal position and linings can be replaced without removing the brake. The brake includes two ductile iron caliper halves that are pressurized by a single inlet port cross-over tube feature, which allows hydraulic pressure to actuate the 2.25in. (5.7 cm) diameter piston in each half. The unit provides for continuous duty pressure of 1,000 psi and intermittent duty pressure of 1,500 psi. Weighing approximately 17 lbs. (7.7 kg), the brake requires a minimum disc diameter of 15 in. (38 cm).
To reduce unnecessary lining wear, the caliper disc brake features a spring-operated lining retractor mechanism that maintains a constant lining-to-rotor disc clearance distance whenever the brake is not applied. The total lining contact area is 12.4 sq. in. (80 sq cm), with a usable lining thickness of 0.32 in. (.8 cm) on each side. Linings can be replaced without disassembling or removing the brake, allowing for reduced maintenance time and costs. Installation of the caliper disc brake is made simple due to the brake’s flexibility to be mounted in either a horizontal or vertical position. The unit can be attached directly to a threaded hanger or clamp. For more information, call 507/625-6426 or visit www.mico.com.

Chicago Pneumatic: RC Compactors Chicago Pneumatic Construction Equipment has announced the new RC Series rig-mounted hydraulic compactors. Designed for high performance and minimal downtime, RC hydraulic compactors are ideal for a variety of job applications, including trench and slope compaction, road repair, post and pile driving, and waste compaction. All six available models are built to attach easily with a standard or quick-change adapter. With a high compaction frequency (2,100 to 2,200 n/min) and powerful With a high compaction frequency (2,100 to 2,200 vibrating force (3,000 3086 to more n/min) and powerful vibrating force (3,000 3086 to than 25,000 lbf), the RC hydraulic more than 25,000 lbf), the RC hydraulic compactors compactors will make quick work of will make quick work of most compaction jobs. most compaction jobs. Even with all
this power, the RC hydraulic compactors produce less noise than standard hand-operated forward and reverse compactors, all while keeping operators at a safe distance, according to the manufacturer. The RC Series hydraulic compactors feature Chicago Pneumatic’s AutoLube system, which eliminates the need for regular manual greasing. The compactors also include a standard, specially designed oil-bath system around the shaft bearing, which ensures continuous lubrication and minimal downtime due to on-site maintenance. Additional technical features of the RC series hydraulic compactors
include an optional integrated hydraulic flow and pressure control, standard quick-change adapter plates and interchangeable vibrating plates. There also is no limitation of back pressure in the return line, and the use of solid rubber isolators provides shock dampening of return vibrations, minimizing wear on the carrier pins and bushings. The RC Series also features a drain-free motor, eliminating the need for a third line drain, and includes a range of heavy-duty hydraulic connection hoses, fitting kits and maintenance kits. Dromone tilt buckets feature 90 degree bucket rotation (45 degree rotation to the left and right) and are ideally suited for a full range of customer applications that include backfilling, ditch cleaning, grading, land clearing and sloping work/shaving, according to the manufacturer. Like all of its products, Dromone tilt buckets are designed for customers around the world. Dromone continues to focus efforts around expanding its U.S. presence and product availability. Dromone’s products are currently available for export to 39 countries. Durable Strength Dromone tilt buckets feature dual layer bucket skin and a durable structural design for strength. Rotobec’s FB Crushing Bucket Cat H75Es, H95Es Hammers Offers Crush in Place Solution Feature Greater Durability Rotobec Inc. is the new North American distributor of VTN demolition attachments. One of these attachments, the FB crushing bucket, provides the “ideal crush in place solution,” according to the manufacturer. The high maganese content wear plates provide hundreds of hours of service and can be rotated. The flat nature of the plates and the oscillating movement provides enhanced through-put of rebar. The option magnet base on the FB also makes rebar sorting easier. The FB is available in four sizes and it is set up to take a wide variety of lugging types.
Caterpillar is expanding the E Series Hammer line with the addition of the H75Es and H95Es, designed for backhoe loaders and small excavators. E Series Hammers are wholly designed, engineered and manufactured by Caterpillar. The hammers are fully supported by Cat dealers so that customers can work with a single organization for machine and work tool parts and service. E Series hammers build on D Series features, such as automatic shutoff, which instantly stops the hammer when the tool breaks through material. The system increases hammer reliability and durability by eliminating the high internal stresses created by blank firing. Sound suppression is standard for environmental protection and improved operator comfort. Cat hammers deliver high blow energy and frequency, which means more breaking power on the job. The H75Es delivers 1,000 ft.-lb. (1,356 J) of energy at 840 to 1,650 blows per minute. The H95Es delivers 1,500 ft.lb. (2,034 J) of energy at 700 to 1,260 blows per minute. Kirby-Smith Recommends Wirtgen Group Ultra-Low Mortgage Equipment, Cornell Adds 5200-2 Paver Rates Boost Home CORNELL from page 30
Ricky Sifuentes started as a flagger and is now a foreman. I can’t say enough about how hard all my employees work and how willing they are to make sure everything is done right. There are times we’re working seven days a week, but they don’t complain. They know our name is on each and every job they do, and they take that personally. They’re my best assets and why we’ve won numerous awards for our work throughout the years.” Adding Wirtgen Group Machinery Coming in a close second would be the equipment Cornell Construction uses, including new machines from the Wirtgen Group of products purchased through Kirby-Smith Machinery with the help of Territory Manager Brad Howard. Last November, the company added a Vögele Vision 52002 paver with a paving width up to 28 ft. (8.5 m) and a laydown rate of 1,300 tons (1,179 t) per hour. “We were looking for a mainline paver replacement,” said Equipment Manager Gene Priddy. “We did some basic comparisons of pavers at the most recent ConExpo, and the Vögele stood out. I contacted Brad, and he arranged a trip to the factory. I was impressed with the manufacturing processes, so we set up a demo. We really liked how well it operated and laid down the mat and were impressed with the 5200’s engineering and technology. I came from a back-
ground that included working for the company that made the previous brand we owned, so for me to switch, the Vögele had to have significant advantages. It fit everything we were looking for, and when we demo’d it, we knew it was the right machine. Paving is all about production, and the Vögele delivers, because its engineering and technology are top-ofthe-line.” For earth compaction, this spring Cornell Construction bought a 100-hp (74.5 kW) Hamm 3410P padfoot roller that features an 84-in. (213 cm) drum and hydrostatic steering. “It provides very good compaction,” reported Priddy. “Originally, we leased the Hamm, but after using it awhile, we decided to buy. Our guys really like its maneuverability and production.” As good as the equipment is, Johnny said he probably wouldn’t have considered buying it if it wasn’t for Brad Howard and Kirby-Smith. “That was the ultimate deciding factor in going with the Vögele and Hamm products. Brad, Bud Sears, our product support representative, and KirbySmith in general understand how critical it is to minimize downtime and support our machinery. I’ve known Ed Kirby for a long time. He promised me that Kirby-Smith would take care of us, and I took him at his word because I know he’ll stand behind it.” This article was reprinted with pemission from Connection Magazine September 2012 Issue.
Sales in August HOMES from page 1
sustained comeback. Sales of new homes remained near a two-year high in August. And home prices rose nationwide in July compared with a year earlier, according to the Standard & Poor’s/CaseShiller index. That was the second straight year-over-year gain. Construction of single-family homes rose in August to the fastest annual rate in more than two years. Home sales have been boosted by ultra-low mortgage rates. A limited supply of homes for sale also has helped drive prices up. Despite the positive strides, sales of new homes and the pace of new construction remain well short of levels considered healthy. And while many economists anticipate the turnaround will continue gaining momentum next year, the housing market isn’t expected to recover fully until job growth improves and the unemployment rate, now at 7.8 percent, declines further. Though new homes represent less than 20 percent of the housing sales market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to the NAHB’s data.

Palouse Wind Facility to Supply Energy for 30,000 Homes WIND from page 1 (power generator), and a hub with blades. First Wind and Vestas have contracted with a firm that employs various large trucks and low boy trailers to transport these items. The project kicked off with building access roads and upgrading local and county roads. Next came excavation work and installation of rebar reinforcement and anchor bolt cages, covered with concrete to provide a foundation for the turbines, and installation of underground and overhead cable to carry power from the turbines to a central substation. An operation and maintenance building and site substation to collect power and transmit it to an Avista switching station a few mi. from the site have been constructed. The job features unique aspects involving the specialty pieces of equipment used for various activities. For this project, Judkins said, “The most obvious of these are the large cranes (200 to 700 ton [181.4 to 635 t]), and the large forklifts (10,000 to 12,000 lbs. [4,536 to 5,443 kg]) involved. There also are the large and heavy trenchers used to trench and install underground cabling and the sheer number of manlifts used for various functions, including electrical overhead pole and cable installation. “A Manitowoc 18000 crane is the largest piece of equipment on site,” he continued. “A Manitowoc 2250 is the other track crane, and we have several Grove 90 ton hydraulic cranes. Many bulldozers, graders, water trucks, several 12000 forklifts, 10 to 15 concrete trucks, 10 to 12 dump trucks/belly dumps, and about 70 to 90 pickup trucks are also involved.” Cranes are used for a majority of the work, varying in size from smaller hydraulic cranes (60 to 75 tons [54.4 to 68 t]) used for the transfer of rebar and anchor bolts, to midsize hydraulic cranes (90 to 120 tons [81.6 to 108.9 t]) used for offloading the various turbine
components, to large track cranes for the actual erection of turbine components. Two cranes are used for this purpose, a 300 to 400 ton (272.2 to 362.9 t) crane for erecting the lower sections and a 600 to 700 ton (544.3 to 635 t) crane for erecting the upper section, which usually tops out at more than 300 ft. (91.4 m). Several forklifts are in use, moving support pieces and dunnage as well as smaller turbine components from site to site. The civil work involved approximately 100 employees working on site. Peak activity during turbine erection will see about 250 at work, around 75 of those direct RMT Inc. employees. The company is using subcontractors to build the access roads, carry out foundation work, build the substation and operation and management building, and install underground and overhead electrical collection systems. At present, the civil work is beginning to wind down, with the electrical scopes of work (substation, underground and overhead collection systems, and the overhead transmission line) all going strong. The operation and maintenance building is working toward completion and the turbine delivery and erection process is fully under way. Construction of the Palouse wind project will mean expenditures of roughly $30 million in the local area. Once the facility is operational, the county’s property tax revenues will increase by about $700,000 annually for the next two decades. Founded as an engineering consultancy more than 35 years ago, the sole business of RMT Inc., is the engineering and construction of clean energy facilities, providing clients with services from the permit stage to connection to the grid. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) CEG
The Palouse wind facility will be the first renewable energy provider in the county, supplying enough power for 30,000 homes or the equivalent of Whitman County’s total energy load.
Residential, Nonresidential Trouble Around the Bend... Delays, Cost Overrun Plague Adds Construction Jobs Oregon Highway 20 Project EMPLOYERS from page 1
tle change to the overall number of jobs.” Construction firms employed 5.539 million people in October, up from 5.522 in September, Simonson noted — an increase of 0.3 percent. The sector’s overall employment in October is 20,000, or 0.4 percent, higher than one year earlier when firms employed 5.519 million workers. However, Simonson noted that overall construction employment remains down by nearly 2.2 million compared to six years ago when the sector’s employment peaked at 7.7 million workers. Both residential and nonresidential construction added jobs in October, with nonresidential construction outpacing residential construction for the month. Residential construction added 4,700 jobs in October, as residential building contractors lost 2,000 employees while residential specialty contractors added 6,700 new workers. Residential construction employment is now up by 12,300 compared to 12 months ago. Nonresidential building contractors added 12,200 jobs in October, but are only up by
7,600 jobs compared to one year ago. Nonresidential specialty trade contractors added 10,100 jobs for the months while nonresidential building contractors added another 4,600 jobs. However, heavy and civil engineering construction firms lost 2,500 jobs during the month as public sector investments in construction continued to decline. Association officials noted that the October data did not reflect impacts from the massive storm that damaged much of the eastern United States. They said reconstruction and repair work that was likely to take place in November and throughout the winter months would have minimal overall effect on construction employment. “Even as some firms pick up work repairing damaged buildings and infrastructure, other firms will suffer as previously planned projects are cancelled or delayed,” said Stephen E. Sandherr, the association’s chief executive officer. “Construction employment is not likely to change significantly because of Hurricane Sandy.”
EUGENE, Ore. (AP) A new section of Highway 20 that was designed to replace a deadly 10-mi. (16 km) section between Pioneer Mountain and Eddyville has been dogged by cost overruns and is not scheduled to open until 2015, according to the Oregon Department of Transportation. The Register-Guard reported construction is six years behind schedule with cost overruns of $170 million and the new section has turned into Oregon’s most expensive state highway project. The 5.5-mi. (8.8 km) stretch through the crest of the Coast Range was supposed to replace a highway that contained sharp turns and tempted drivers to cross double yellow lines to pass. The state in 2003 issued a $130 million contract, its largest ever, to replace the dangerous section. The proposed alignment cut straight through slopes as steep as 66 percent and included nine new bridges over fishbearing streams. But construction challenges have meant four of the nine bridges in varying stages of
construction have had to be demolished. The department now estimates the project cost at $300 million. ODOT representatives and the agency’s original contractor, Granite Construction, blame most delays on unstable earth deep beneath the surface that was left by landslides that occurred thousands of years ago. The company discovered the seriousness of the stability problem when it sank bridge pillars 6 ft. (1.8 m) in diameter 55 ft. (16.7 m) into the earth. The Register-Guard reported problems of failing to accurately assess the landslide risk were exacerbated by the state’s rush to meet a deadline to acquire federal construction money and by a contractor with no experience in unstable terrain of the Coast Range. The state and the company are no longer working on the project together under a design-build contract. The agency has redesigned the remaining portion of the project using its own staff. Granite officials declined interview requests.
