Most of Oregon’s bridges were built before modern seismic design specifications were developed in 1990. Five of them along the Interstate 5 corridor in the Portland metropolitan area are undergoing an upgrade in order to meet those specifications so that they may remain passable if Oregon experiences a powerful earthquake. That likelihood was documented in research conducted by the Oregon Department of Geology and Mineral Industries, which reported that there is a 40 percent chance that an earthquake similar to the 2011 Tohoku Earthquake in Japan will take place along the Oregon coast sometime in the next 50 years. The last
“megathrust,” or subduction zone, earthquake in this region was the Cascadia earthquake in 1700, which had a magnitude 8.7 to 9.2. (The 2011 Japanese earthquake, also a megathrust earthquake that included sustained shaking of the ground, was a magnitude 9.0.) As a result of that study, ODOT conducted a seismic vulnerability study of state highway bridges to assess the risks to Oregon’s only north-south interstate highway. Only a small portion of I-5 would remain passable if the state suffered a substantial seismic event. The study determined that most of the older bridges would either collapse or experience severe damage and become impassable without major, costly repair work.

Industry Adds Jobs in 236 Metro Areas in Past Year Construction employment expanded in 236 metro areas, declined in 53 and was stagnant in 50 between September 2013 and September 2014, according to a new analysis of federal employment data released Oct. 29 by the Associated General Contractors of America. Association officials said that as firms expand their payrolls, many are finding a limited supply of available qualified workers. “It is good news that construction
employment gains have spread to more than two-thirds of the nation’s metro areas,” said Ken Simonson, chief economist of the association. “But there is a growing risk that contractors in many of these regions will have trouble finding qualified workers to complete the rising volume of projects.” Houston-Sugar Land-Baytown, Texas, added the largest number of construction jobs in the past year (13,500 see AGC page 50

Most Firms Report Trouble Finding Qualified Workers Most construction firms report they are having trouble finding qualified craft workers to fill key spots as the industry recovers from its years-long downturn, according to the results of an industry-wide survey released Oct. 22 by the Associated General Contractors of America. Association officials called for new career and technical school programs, as well as other workforce measures to offset the labor shortages. “As the survey results make clear, many construction firms across the country are having a hard time filling available positions,” said Ken Simonson, chief economist of the Associated General Contractors. “Considering how much the nation’s educational focus see EMPLOYMENT page 50

Those funds will help the center in its efforts to provide early childhood education and social skills development to needy Savannah-area children from six weeks to five years of age. “Each year, the Lady Bamford Center Golf Tournament gives JCB employees, vendors and dealers the opportunity to get together for a little friendly competition while supporting an excellent cause,” said Thom Peebles, vice president of marketing of JCB North America. “This year’s event was one of our best so far. We registered more teams than ever before, and our silent auction featured some excellent items that helped us bring in even more money. We sincerely thank everyone who helped make this event such a success.”

Employees Raise $42,000...
HOLT CAT Fights Multiple Sclerosis For more than a decade, employees from HOLT CAT, the Caterpillar dealer for south, central, north and east Texas, have supported the fight against Multiple Sclerosis by participating in an annual 150-mi. bike ride. On Oct. 11 and 12, HOLT continued that tradition with 18 riders participating in Bike MS: Valero Ride to the River 2014, raising approximately $42,000. The riders joined hundreds of other supporters on the 150mi. course, which originated in San Antonio and ended at the Comal County Fairgrounds, with checkpoints in Seguin, New Braunfels, and Canyon Lake. This year, the HOLT MS Bike Ride team again ranked among the top 10 fundraising teams, with participants representing HOLT’s San Antonio, Pflugerville, Irving, Fort Worth and Corpus Christi locations. In the past decade, HOLT and HOLT employees have raised approximately half-a-million dollars used by the National MS Society for funding research, education and helping families in need. Bike MS is held in multiple cities across the United States and is the non-profit organization’s largest fundraising source. For the HOLT riders, reasons to participate in Bike MS this year were deeply personal. On June 13, HOLT employees lost a dear friend to MS. “She was a warrior in her battles against her physical challenges and affliction, and God has called her home,” Team Captain and HOLT Power Systems Rental Manager Tom Barry said. “I started riding because of her and continue because of others like her, including my cousin, who was recently diagnosed with MS.” Barry and three other HOLT riders have participated in the annual event since its inception: John Groweg, Julie Kenfield, and her husband Guy Clumpner. Clumpner is HOLT’s senior vice president of organizational development services. “Our continued dedication to creating a world free of multiple sclerosis would not be possible without the generous support from our Bike MS: Valero Ride to the River corporate partners such as HOLT CAT,” said Tony Ralf, vice president of development for the National MS Society in San Antonio. “People living with MS nationwide have better access to life-changing services than ever before because of the support we receive from corporations like HOLT CAT.” Along with participating in the bike ride, HOLT also sponsored the first rest and refueling stop, with employees, friends and family members distributing refreshments to volunteers as they continued on their journey. “We have had a number of friends and associates who are directly or indirectly affected by MS,” said Clumpner. “We see cycling as a wonderful way to invest in ourselves, while linking our activities to a greater cause: improving the lives of others.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

he Permian Basin International Oil Show wowed guests once again Oct. 21, 22 and 23 in Odessa, Texas, bringing in some of the latest and most impressive equipment in the petroleum industry. Every even-numbered year, the Permian Basin International Oil Show Inc. brings together people from every phase of the petroleum industry. Leaders come to Odessa, Texas, from every corner of the world to learn about the latest technology, the newest equipment, to transact business and renew friendships. Unlike most exhibitions, the Permian Basin International Oil Show Inc. is a non-profit venture whose sole purpose is educational, designed to serve the oil and gas industry. Kirby-Smith Machinery Inc. displayed nearly a dozen pieces of equipment and attachments, giving attendees the opportunity to see the wide range of solutions it has to offer the West Texas Oil and Gas Market. Kirby-Smith showcased Komatsu earthmoving equipment, including a new Tier IV Final D155AX-8 dozer, a PC360LC-10 excavator and a WA470-6 wheel loader equipped with forks for carrying pipe. Atlas Copco “brought the whole package,” and showed off its latest technological advancements in oil field machinery and tools. Its exhibit included its new XRVS 1550+ portable compressor and B7-41 Hurricane boosters. Representatives from Vacuworx demonstrated the power of vacuum lifting technology using a Komatsu PC360LC-10 and a Vacuworx RC 12 to lift 10 in. (25 cm) steel pipe. Members of the Manitou Group demonstrated an MRT 2540 Privilege Plus rotating telehander, offering attendees a chance to get a birds-eye view of the show from a man basket attached to the boom. Additional machines included a Manitou MT 12042 XT telehandler and a Gehl V270 skid steer, which is part of the Manitou line of products. see SHOW page 22

Partner for Safety Offerings Cashman Equipment is now a Seeing Machines Limited dealer, responsible for delivery and support of operator fatigue monitoring technology. Loftness Introduces Carbide Cutter G3 Mulching Head Loftness’s carbide cutter G3 high-performance mulching head attachment for skid steers incorporates the latest cutting-tooth technologies and power drive systems, while maintaining the rugged reliability expected of Loftness equipment. The carbide cutter G3 is available with 51-, 61- and 71-in. (129.5, 155 and 180 cm) cutting widths. All models are offered with a variety of carbide-tipped and heat-treated steel teeth to match any job application. The precisely engineered spiral tooth pattern on the rotor ensures continuous tooth contact with the material being cut. For maximum cutting performance, the carbide cutter G3 features a two-stage cutting chamber with staggered counter teeth and a shear bar. This combination of features results in small particle sizes, while eliminating the jamming and wrapping issues associated with competitive products. An optional
primary-stage shear bar also is available for ultra-fine mulching. The mulching heads operate at 1,700 to 2,150 rpm and feature a four-groove banded belt drive with spring-loaded tensioner. They

ment motor can be upgraded to the V-Drive system that includes a variable-displacement motor with load-sensing technology. Under light loads, the V-Drive system operates at maximum rpm, and as the load increases, it automatically lowers the rotor rpm to maximize torque. The mulching head offers full rotation, due to specially designed hose routing. This feature also allows the unit to easily position trees with the adjustable push bar and welded claw hooks. The push bar can be used to push falling brush and trees away from the power unit, and the claw hooks can pull material into position for proper feeding. Hydraulic push bar adjustment is optional. Stumpiranha Replaces Old Process Paladin Offers New 200 to 500 Class JRB Utility Forks
The “Stumpiranha” from Leading Edge Attachments Inc. is a stump removal tool that replaces the slow process of stump grinding, and allows for complete removal without leaving grindings or stump remains that can cause sinkholes later. Stump grinders are expensive, slow and tap into the hydraulics of a machine, which can introduce contaminants in the excavator’s complex hydraulic system. The Stumpiranha attaches to an excavator or backhoe similar to a bucket and allows the stump to be cut and ripped under the stump from the roots. The staggered sharp pointed blades cut the roots under the stump one pointed blade at a time, thus allowing the maximum cutting force to be achieved. The

Kobelco Construction Machinery USA Opens Doors to New N.A. HQ Eight months after announcing plans to build a new, U.S. based corporate headquarters, Kobelco Construction Machinery USA opened the doors to its expansive new facility in Katy, Texas. The company will service dealers and customers throughout the United States, Canada and Latin America from this location. According to Pete Morita, president of Kobelco Construction Machinery USA, “Our new building was constructed to support the rapid growth of Kobelco excavators in North America. Everything from the design to the construction of the facility was seamless. From selection of the site location to move-in day, every partner, vendor and Kobelco employee worked tirelessly to ensure that the project stayed on track. With an extremely aggressive timetable, we couldn’t be more pleased with the end result. Our new headquarters is symbolic of Kobelco’s success, reinforces the company’s long-term commitment to the marketplace and solidifies our worldwide position as The Excavator Authority.” The LEED certified headquarters is located at 22350 Merchants Way in Katy, Texas. A major design consideration centered on the company’s parts warehousing capabilities. “The new facility has a custom designed floor plan and racking config-
uration to accommodate Kobelco’s exponential increase in on hand parts, ensuring timely parts deliveries to authorized dealers throughout the United States and Canada,” said Eric Hoffman, national parts manager of Kobelco Construction Machinery USA. The central location of Kobelco’s new North American headquarters allows the company to operate on extended hours to accommodate the work hours of dealers and customers across the country. Ease of access to Houston’s airports and multi-access shipping systems will allow the company to receive all shipments from overseas at local ports and ship products to dealers and customers via rail, freight or air, depending on the timeframe and need of the customer, product or part being transported. “Parts and service is an integral and growing piece of our business. Customers demand the best and quickest service possible so we set up the new headquarters to ensure that we can react as quickly as possible to customer requests,” said Hoffman. Along that same vein, the facility was set up for the onsite sales and service training of Kobelco dealers. According to George Lumpkins, national service manager of Kobelco, “Our new state-of-the-art training facilities will allow us to bring dealers in
from all over the country for hands-on training. Our nationwide network of authorized dealers have long been regarded for their exemplary service. Kirby-Smith Names New North Texas Area Manager Kirby-Smith Machinery, Inc. announced that former Territory Manager Paul Bell has been promoted to the position of north Texas area manager. Bell will be responsible for branch operations at the Dallas, Fort Worth and Abilene locations. Bell joined Kirby-Smith Machinery in May 2014 as a territory manager in the Fort Worth branch, bringing with him more than 24-years of experience in the heavy equipment industry. Prior to joining Kirby-Smith, Bellwas the branch manager for Southeastern Equipment in the Fort Wayne, Ind., office. FAIRBANKS, Alaska (AP) State snowplow drivers are getting a new tool to clear roads faster. Plow drivers in Fairbanks are awaiting the next snow dump to debut the state’s new Viking Cives-brand tow plow, a trailer that carries a plow, the Fairbanks Daily NewsMiner reported. A conventional front-mounted snow plow truck tows the trailer. The trailer carries a snowplow that can rotate to the right. Together, the vehicles can plow two lanes at once, a swath about 24 ft. (7.3 m) wide. The Fairbanks district took delivery of the $92,000 plow trailer last spring. It took time to hook up the hydraulics, said Dan Schacher, maintenance and operations superintendent. Ron Davis, the Fairbanks-area equipment operator foreman, said plowing time will be halved at some locations. A pair of plow trucks had used a full eighthour shift to plow the Richardson Highway between Fairbanks and Eielson Air Force Base making five round trips. A team with
the new trailer should be able to clear the roughly 25 mi. of four-lane highway in half a shift, he said. The trailer was designed by road maintenance workers. It’s used in 22 states, said DOT spokeswoman Meadow Bailey. Drivers will find using it different that a plow truck by itself, Schacher said. “They’re apprehensive, but there are a lot of them also excited to do it. I want to do it,’’ Schacher said. The department bought other tow plows for Anchorage, Juneau, Soldotna and in the Matanuska-Susitna Borough, Bailey said. The department last year incorporated another piece of equipment, the Raiko icebreaker, a spiked drum that attaches to the front of a snowplow to break up thick ice deposits. Fairbanks shared an icebreaker with Anchorage for testing. Fairbanks now has two icebreakers, Schacher said. Earnings Rise on Flat Sales in Volvo CE’s Q3 Results A solid 9 percent improvement in the North American market was not enough to overcome uncertainty and negative growth elsewhere in Volvo Construction Equipment’s (Volvo CE) third quarter results, which saw revenues rise 2 percent in the period. Earnings rose at a much greater rate, however — up 31 percent — due to beneficial currency effects, improvement activities and the company’s actions to partly mitigate negative factors it faces in some markets. Net sales in the three months of July to September increased to SEK 12,582 M (12,278 M). However, when adjusted for currency movements, net sales were down by 3 percent during the period. Offsetting continued solid growth in North America, sales during the quarter were weighted down by a loss of momentum in Europe and an accelerated negative growth in China. Despite largely flat sales in the period, operating income and operating margin both improved, to SEK 648 M (496 M) and 5.1 percent (4 percent) respectively. Earnings were positively impacted by favorable currency movements, to the value of SEK 125 M, compared to the third quarter of 2013. Earnings were, however, reined back by lower capacity utilization in the industrial system — and to address this further cost saving initiatives will be introduced to right-size the cost structure. Balancing Supply and Demand Commenting on the results, Volvo CE president Martin Weissburg said: “Good momentum in North America was offset by a loss of impetus in Europe and accelerated negative development in the Chinese construction equipment market. We expect demand in China to continue down for the rest of the year and into 2015. Kenworth Unveils Design for Capitol Christmas Tree Tour A special Kenworth T880 undertakes an important mission this fall — transporting the U.S. Capitol Christmas Tree to more than 30 community celebrations before a final stop for setup, decoration and the tree-lighting ceremony in Washington, D.C. As part of its tour efforts, the Kenworth T880’s distinctive decal design was unveiled in advance of the 2014 Capitol Christmas Treecutting ceremony Oct. 29 near Cass Lake, Minn. The Kenworth design features a night shot of the U.S. Capitol, brightly lit and colorfully arrayed Christmas tree, official seal of the 2014 Capitol Christmas Tree project, and logo of Wille Transport, a long-time Kenworth customer based in Cohasset, Minn. During the tour, two Wille Transport drivers will pilot the Kenworth T880 and a Kenworth T680 Advantage on a journey of nearly 2,000 mi.
The T880 is Kenworth’s flagship heavy haul vocational truck equipped with a comfortable 52-in. mid-roof sleeper, powerful and fuel-efficient 500-hp Paccar MX13 engine with 1,850 lb.-ft. of torque, and Eaton Fuller 13-speed transmission. The T880 will pull a trailer specially designed for the Capitol Christmas Tree — a nearly 80-ft. white spruce from Minnesota’s Chippewa National Forest and the Leech Lake Band of Ojibwe. Another 70 Christmas trees, donated by Minnesota Tree Growers Association, will be transported by the Kenworth T680 Advantage with 76-in. sleeper, Eaton Fuller Advantage 10-speed automated transmission, Diamond VIT interior Kenworth Idle Management System, and Kenworth’s new, factory-installed aerodynamic package. multiple strong aftershocks in the succeeding days and months, makes the Cascadia subduction zone earthquake the most dangerous natural hazard for Oregon, especially for the state’s coastal communities. The ground shaking will produce destruction of buildings and roads, take down power lines, block streets, rupture gas lines and break water and sewer lines. Many areas will be virtually uninhabitable. Interstate 5 is expected to be the main corridor of traffic flow after a Cascadia subduction zone event because U.S. 101 is expected to be impassable, due to its location and capacity. I-5 will be the main route for emergency response. A resilient transportation network is considered critical for re-establishing other lifelines, such as water, electricity, fuel, communication, and natural gas, after a major Cascadia subduction zone earthquake. But the system’s current state of vulnerability to ground shaking and tsunami inundation means earthquake damage is expected to have devastating effect. Most of Oregon’s highways were constructed prior to design codes and before the potential effects of the Cascadia subduction zone were studied. Therefore, many bridges and unstable slopes are vulnerable to severe damage, making it equally problematic for evacuation of the area during critical events and for emergency access by first responders. To assess the status and determine appropriate levels of resilience, a task group consisting of representatives of each mode of transportation, including highways, rail, airports, water ports, and transit, along with representatives of local agencies, collected data and formulated a plan to increase the
survivability of citizens and critical features of the built environment. The task group assessed the transportation network in four geographical areas: • The tsunami inundation zone along the coast (based on DOGAMI maps) • The coastal zone (the area outside of the tsunami zone, from the Oregon coastline to the summit of the Coast Range) • The Willamette Valley zone (from the summit of the Coast Range to the summit of the Cascades) • The central Oregon zone (east of the Cascades summit) They also established resilience targets for transportation facilities, which align with a phased, three-tiered approach to the restoration of the transportation network. This approach focuses on the need to optimize post-earthquake response and the need to
establish priorities for making future investments to achieve the targets. The group prioritized highways into three tiers: • Tier 1 is a small backbone system that allows access to all vulnerable regions and major population centers and areas considered vital for rescue and recovery operations. • Tier 2 is a larger network that provides access to most urban areas and restores major commercial operations. • Tier 3 is a more complete transportation network. According to the task group, “the most important segment of Oregon’s transportation network may be fragmented, with some areas not operational after such an earthquake, depending upon the intensity and epicenter of the quake and its aftershocks.” The susceptibilities of Oregon’s bridges are complex. Each bridge and each site has

different weaknesses. Some bridges are prone to more than one type of seismic deficiency. While some can be successfully retrofitted, a few may need to be replaced. Under the Oregon Transportation Investment Act program, ODOT replaced several deficient structures along this route; however, the main criterion for the selection of which bridges to replace was based on the need to support current truck load requirements, not to meet seismic standards. That means that some of the bridges already identified as vulnerable to earthquake shaking are still in active service. Out of a total of 348 bridges carrying both northbound and southbound traffic, five bridges are expected to collapse and 19 bridges to be heavily damaged during a Cascadia subduction zone event. Retrofit Designed by HDR and Quincy Engineering Consultants, this two-season seismic retrofit project will strengthen five separate bridges spanning a 10-mi. (16 km) section of I-5 and give them the ability to withstand a major earthquake by focusing on retrofit elements that meet modern seismic specifications. Strengthening the piers, pilings and bridge abutments will bring the structures up to modern seismic design specifications, which will make them better able to withstand a powerful earthquake. Sandvik Construction’s Dino DC400Ri is a hydraulic, self-propelled, self-contained, crawler based surface drilling unit with full radio remote control operation for 2 to 3 in. (51 to 76 mm) hole sizes. It offers top drilling performance with a new RD414 rock drill, a robust boom that has the largest coverage area of its size, a collaring guide and an economical Tier IV Final engine. Due to its versatility the Dino DC400Ri is the perfect machine for drilling and blasting contractors, but suitable also for quarries and the municipal sector, according to the manufacturer. Its typical applications consist of road construction, demolition works, secondary breaking, foundation drilling and trenching. Unbeatable Drilling Performance Combined With Fuel Saving Systems Representing the latest in technical engineering excellence, the Dino DC400Ri combines features that improve drilling performance and hole
quality. The RD414 rock drill has been specially designed for the Dino DC400Ri. This provides smooth penetration, yet is kind to the rock tools, while a new collaring guide makes starting a hole easy and accurate even in inclined rock. The completely new boom, with a robust design and the largest coverage area in its class, ensures perfect support for the feed during drilling, but also enables more drilling hours from one single setup. On top of this, the powerful tramming motors and low tramming height with its low center of gravity, as well as full radio control for the entire rig, ensure that the Dino DC400Ri will respond with precision even in the most uneven terrain. Dino DC400Ri comes equipped with the latest fuel saving systems. These consist of electric load sensing, ambient controlled cooler fans, a hydraulic compressor control system that utilizes the latest technology, optimized airlines and fuel efficient Tier IV Final engine. All of these features com-
bine to provide very low fuel consumption. Additionally easy maintenance through ground level service points, onboard diagnostics and small transportation dimensions, are benefits resulting from the completely new drill rig layout. NAWIC Installs National President, Board Members The National Association of Women in Construction (NAWIC) installed Sandy K. Field as its 60th national president during NAWIC’s annual meeting and convention in Indianapolis, Ind., on Sept. 5, 2014. Field, office/HR manager of Horizon Group International, has been a member of NAWIC’s Houston, Texas, chapter since 2005. “I am looking forward to next year as NAWIC navigates through some exciting changes, one being the redistricting of our regions,” said Field. “The redistricting brings with it unlimited possibilities for NAWIC and its members. However, as with any change, it must be properly managed to enjoy a smooth, productive and effective transition. As president, it will be my responsibility to see that the transition is carried out smoothly and in a manner that is most beneficial to the association as a whole.” Field plans to spend her year in office working to increase the value of a NAWIC membership.
“It has been my mantra for the past few years that we need to get back to the basics of why NAWIC was founded. has moved away from teaching students career and technical skills during the past few decades, it is easy to understand why the construction industry is facing such severe labor shortages.” Eighty-three percent of responding firms nationwide are having a hard time filling craft worker positions — on site construction jobs including carpenters, equipment operators and laborers. Sixty-one percent are having a hard time filling professional positions — including project supervisors, estimators and engineers. Simonson noted that worker shortages appear most severe in the southeast, where 86 percent of contractors report having a hard time finding qualified workers. Eightyfour percent of contractors in the midwest, 82 percent in the west and 67 percent in the northeast report difficulty finding workers. The construction economist added that many firms are changing the way they operate to address worker shortages. Forty-eight percent of firms nationally report increasing their use of subcontractors and 37 percent increased their using of staffing agencies. In addition, 59 percent of firms nationally report they have increased wages to help retain construction craft workers and 56 percent have done so to retain construction pro-
fessionals. Construction firms seem particularly concerned with the quantity and quality of local construction education and training programs. Nationwide, 55 percent of firms say the local pipeline for preparing new craft workers is below average or poor. Meanwhile, 35 percent of firms have a low opinion of the local pipeline for construction professionals. The association crafted Preparing the Next Generation of Skilled Construction Workers: A Workforce Development Plan for the 21st Century in response to the growing worker shortages, Simonson noted. The plan identifies steps, like increasing funding for vocational education and making it easier to establish construction-focused schools, designed to reinvigorate the pipeline for new construction workers. “Schools like this should be the norm, not the exception,” the economist said during a visit to Portland, Ore. ACE Academy, a construction-focused public high school. Simonson noted that more than 1,000 construction firms participated in the survey, which was conducted during August and September of this year.

(minus 6,900 jobs, minus 7 percent), followed by BethesdaRockville-Frederick, Md. (minus 4,100 jobs, minus 12 percent), Edison-New Brunswick, N.J. (minus 2,800 jobs, minus 7 percent) and Gary, Ind. (minus 2,800 jobs, minus 16 percent). The largest percentage decline for the past year was in Steubenville-Weirton, Ohio-W.V. (minus 21 percent, minus 400 jobs), followed by Gary and Lewiston, Idaho-Wash. Association officials noted that a recent construction industry survey it conducted found 83 percent of construction firms report having a hard time finding qualified craft workers. They called on federal, state and local officials to act on the measures outlined in the association’s workforce development plan to make it easier to establish new programs designed to prepare students for high-paying careers in construction. “Many firms that have begun expanding their payrolls are finding it hard to locate qualified workers to fill key positions,” said Stephen E. There are a lot of traffic control issues.” A partial solution is a noise variance from the city of Portland that allows nighttime construction work. Hamilton said most lane closures will be done at night to reduce the impact on traffic.

Bridge by Bridge According to ODOT, the sites selected for updates represent the first phase of an expected multi-phase program to improve the seismic sufficiency of bridges throughout the region and state. The first five bridges to undergo improvement have significant average daily traffic. Don Hamilton, Region 1 public information officer of ODOT, provided the 2012 numbers for locations at or near these five projects: • I-5 at Hood Avenue: 117,800 • I-5 at Barbur Boulevard: 95,800 • I-5 at Portland Western Railroad: 154,300 • I-5 at Lower Boones Ferry Road: 153,200 • I-5 at Tualatin River Bridge: 134,400 Each bridge is unique, said Hamilton. Although the primary retrofit work involves infill walls, with some footing work and thickened bents to stiffen bridge members, each design is individually tailored to the bridge’s needs and includes additional work. 1. Hood Street Ridged Frame involves infill walls between all four supports and 96 post-tensioned infill wall footing anchors at the two bents adjacent to traffic. ADA features also are part of the scope for this bridge as well as providing ornamental security fences to keep trespassers away. Work at this site is nearly half complete. 2. Barbur Blvd. Bridge is a pre-stressed beam bridge. Retrofit work will include shear lugs and bolsters. Work is scheduled to begin on this bridge in fall 2014. 3. Cook Structure carries I-5 traffic over the PN&WR Railroad. A footing will be widened and infill walls installed. A crash wall will be removed and replaced. Work is scheduled to begin on this bridge in fall 2014. 4. Lowe Boones Ferry Bridge carries a local roadway that is part of a major interchange that serves many businesses, including shopping malls and a park and ride facility. Retrofit work includes infill walls with footings, CIP retaining walls, slope paving and ornamental security fence. It also includes both temporary and permanent ADA facilities. The structure will be widened to provide a future SB lane for I-5. Outside of the scope of the seismic retrofit, a large and uniquely constructed portion of the project involved widening the LBF Bridge. “A CIP reinforced bridge beam will be cast on falsework, adjacent and parallel to southbound I-5 lanes and lifted into place on

new footings and columns matching new CIP approach spans, from each end, providing for one future additional southbound lane,” Hamilton said. “This lane will receive a Polyester Polymer Concrete overlay matching the existing lanes.” 5. Tualatin River Bridge is a water crossing that primarily thickens the existing bents at infill walls and columns. A structural steel channel brace also is included below the web wall. A new drainage system will be incorporated for environmental reasons to carry drainage off the bridge ends for treatment before finding its way to the river. Work at this site is under way and slightly ahead of schedule for delivery this year. A total of 3,385 cu. yd. (2,588 cu m) of reinforced concrete and 632,000 lbs. (286,670 kg) of reinforcing steel will be used for all five bridges. Other materials include 96 footing anchors per bridge and 13,346 resin bonded anchors for each bridge. Hamilton lists equipment required for the job: excavators, drills, concrete pumps, cranes, pavers, dump trucks, mills and mobile mixers (anticipated in 2015). Approximately 10 to 15 crew members are working at each of the three current active job sites. The Hood The I-5 Bridge over SW Hood Avenue is one of five bridges between Portland’s South Waterfront district and the Tualatin River. Work on this stage of the project began in March 2014 and is expected to continue for six months. Work includes seismic retrofitting on the northern bridge abutment and beam, including footing work, removal and replacement of sidewalk and curb, pavement repair and replacement of damaged signal detection hardware. Bridge columns will be strengthened with in-fill walls and the bent caps will be reinforced. Pier wall footings will be

enlarged and reinforced. In addition, new lighting fixtures and ornamental security fencing will be installed. “We’re doing a lot of micro pile-driving to reinforce the anchors,” Hamilton elaborated. During this phase, a detour route will be in place for approximately 12 months, while alternating lane closures of one of the two travel lanes on SW Hood Avenue permit crews to work. “There will be no full directional closures; that’s a priority. We don’t want to take a major component out of commission.” Near Hood Avenue, he said, between Interstate 5 and the Willamette River, is a 1500 ft. (500 yd) stretch of land that used to be the site of the old shipyards. Over the past 15 to 20 years, this area has been developed. The South Waterfront district features apartments and part of a college campus. Located on I-5 over SW Hood Avenue in Portland’s South Waterfront district, the bridge will be directly above the work taking place on SW Hood Avenue. “One of the biggest challenges has been figuring out how to keep I-5 open during the project as much as possible,” Hamilton said “We’re trying to avoid delays and slow-downs. The problem is diverting traffic to get to that area.
Close Quarters Traffic and access — for motorists, pedestrians and for construction equipment — have posed challenges, but they haven’t been the only ones. Hamilton lists others, such as confined work space, working adjacent to the railroad and disrupting homeless camps. To deal with the biohazards from the homeless camps, he said crews have utilized maintenance forces and a specialty sub to clean the camp and surrounding area of waste, including needles. The DOT made an agreement with the adjacent property owner to allow access to the railroad at the Cook site. “Access to the Tualatin River is requiring the contractor to build a three-level platform with a containment system to allow drilling, installing rebar and pouring concrete without impacting the river.” Accommodations for the wetlands have been built into the schedule. All work must be complete at this site during the In-Water Work period (June 1 to Sept 30). Temporary ADA access is being provided at the LBF site by separated paved paths and the contractor is expected to provide ADA access at each site at all times during construction. Good Neighbors Work is on schedule, with no surprises to delay construction. “It’s almost routine,” Hamilton said, adding that work is progressing in a “predictable sequence.” Because there is no digging, there are no surprises to uncover, he said. “It’s mostly concrete pouring.” Drivers shouldn’t have any surprises either, after a pre-construction public outreach program and open house, as well as ongoing outreach, particularly to a hospital campus near the Hood site to facilitate access for patients and deliveries, and to a major shopping mall to discuss detours and closures at the LBF site. Hamilton said ODOT’s Mobility Program provides notices to trucking interests in advance of work. Drivers will occasionally be stopped by flaggers or directed to travel out of direction on pre-determined detours during partial and full closures, but by coordinating with the city and getting word out to the public, Hamilton expects traffic to flow smoothly.
