A milestone was reached for the Southern Nevada Water Authority’s Lake Mead Intake No. 3 on Sept. 10, when the first 11 million gal. of an expected 41 million gal. of water entered the new 3-mi. (4.8 km) deepwater intake underneath the Lake Mead reservoir in Nevada. Furthermore, the cap for the new intake was removed on Sept. 23, permitting water from the Colorado River reservoir to directly flow into two existing SNWA pumping stations located at Lake Mead. The $817 million designbuild contract to construct the intake was awarded to Vegas Tunnel Constructors (VGC), a joint venture consisting of Salini Impregilo/ S.A. Healy Company. The project had its challenges and setbacks and had crews working aboveground, underground and on the water. It also required the technical skills of engineers and the latest scientific knowledge on mining rock and soil conditions, and the physics of

operating in high-pressure environments. The underground tunneling and excavation began Dec. 27, 2011 via tunnel boring machine (TBM) manufactured by
Herrenknecht AG in Germany. The machine is approximately 620 ft. (189 m) long (including 16 gantries); weighs 1,659 tons (597 t); can operate in hard, sedimentary and gravel
rock with high water inflow; has a 23.6-ft. (7.19 m) diameter with 44 disc cutters and 23 knives; estimated to cover an average of 35 ft. (10.6 m) per day; and has an operating crew

Construction Spending Reaches Seven-Year High Construction spending in September reached a new seven-year high and climbed at the fastest rate since early 2006, according to an analysis by the Associated General Contractors of America. However, total spending on nonresidential construction declined by 0.1 percent between August and September as growing workforce shortages likely impacted the amount firms were able to perform for the month. “Overall demand for construction continues to grow at a very robust rate,” said Ken Simonson, the association’s chief economist. “It appears, however, that many firms performing private nonresidential work could not
find enough qualified workers in September to keep pace with growing demand.” Construction spending in September totaled $1.094 trillion at a seasonally adjusted annual rate, 0.6 percent higher than the August total and 14.1 percent higher than in September 2014, Simonson said. He noted that the total was the highest since March 2008 and the year-over-year growth rate was the strongest since January 2006, indicating a faster pace of construction spending overall. Private residential spending increased 1.9 percent for the month and 17.1 percent over 12 months. Simonson noted that demand for mul-
tifamily residential construction grew at a particularly robust rate, 4.9 percent for the month and 26.7 percent year-over-year. Public construction spending rose 0.7 percent from a month before and 9.4 percent from 12 months earlier. Notably, demand for educational facilities grew by 2.4 percent for the month and 10.5 percent for the year. However, private nonresidential spending fell by 0.7 percent from August even as it remains 14.9 percent higher than a year earlier. MODERN MACHINERY BREATHES NEW LIFE INTO OLD SWING YARDER
Modern Machinery took a $300,000 swing yarder and converted it into a million-dollar machine. According to Russ Smith, territory manager, this was an incredible project for both Modern and for the customer.
Part of the 190-acre Tacoma Recovery and Transfer Center, the new 83,000-sq.-ft. (7,710 sq m) transfer station, opened in 2011. Handling 165,000 tons (149 t) of garbage per year, the station achieves a vision of maximum flexibility, able to adapt to variable waste streams and traffic demands. The ultimate aim was to increase the volume of material diverted from the landfill into various recycling streams.

Cashman Named Supplier of the Year Cashman Equipment was the recipient of the Supplier of the Year, 2015 Award from the Associated General Contractors of Las Vegas (AGC Las Vegas) and the Nevada Contractors Association (NCA). The awards luncheon was held at The Joint at Hard Rock Hotel. More than 600 construction industry contractors, suppliers, and affiliates attended the event. Nevada Lt. Gov. Mark Hutchison and Sean Stewart AGC Las Vegas executive vice president led the ceremony. Hutchison discussed the “can-do” factor of Nevada businesses and cited the Tesla gigafactory near Reno as evidence of the strength of the state and the construction industry. “Tesla wanted Nevada’s ‘get it done’ attitude,” Hutchison said. “We are a can-do state.” Multiple awards, including the JA Tiberti Spirit Award and the Safest Contractor of the Year, were presented prior to the Supplier of the Year. One of the biggest challenges was finding an indoor space to work on the machine. So, Modern built a brand-new facility to handle this project, as well as future projects, maintenance and repairs. Smith said there were so many custom-manufactured pieces that they now have insight into future rebuilds and repairs. “The major facility that was created can be used for maintenance and repairs,” he said. “This was a once-in-a lifetime project.” The rebuilt yarder sold as soon as it was finished and should last about 10 years, with normal wear and tear, according to Smith. Atlas Copco USA’s ‘Water for Felling Supports Alzheimer’s All’ Celebrates 31st Anniversary In honor of its 31st anniversary, the Atlas Copco USA employee-run Water for All organization has donated $50,000 to Denver-based charity Water for People. The donation will fund clean water and sanitation projects in Nicaragua. “Atlas Copco is committed to global sustainability and the Water for All program is just one way our employees act on that commitment,� said Jim Levitt, president of Atlas Copco North America. “We are proud to support organizations like Water for People, who are committed to helping create a world where all people have access to clean water, adequate sanitation and basic health services.� While Nicaragua is the largest country in Central America with a population of more than six million, it also is the poorest. The $50,000 donation will help fund a program that is focused on bringing clean drinking water, toilets and hand washing facilities, as well as hygiene education, to three schools and five communities in Nicaragua. The donation will directly impact the municipal-
ities of San Rafael del Norte and La Concordia in the department of Jinotega. Wacker Neuson Unveils New Products at Press Conference
O
n Oct. 14, U.S. and Canadian trade media attended a press conference at the North American headquarters of Wacker Neuson Corporation located in Menomonee Falls, Wis., near Milwaukee. The company is part of the global Wacker Neuson Group, based in Munich, Germany, which manufactures equipment for the concrete, construction, oil and gas, landscape, agricultural, utilities and municipal industries. The Menomonee Falls development and production facility spans more than 539,000 sq. ft. (50,074 sq m) and is dedicated to manufacturing, sales, finance, marketing, training and support. Wacker Neuson products produced at the location include rammers, rollers, trench rollers (soil and asphalt compaction), pumps and generators (worksite technology), and trowels (concrete technology), as well as the new products announced at the press conference. In 2007 Wacker Neuson expanded the product portfolio for the United States and Canada to include compact excavators, wheel loaders and dumpers. Wacker Neuson also is building skid steer and compact track loaders. In early 2015, the company rolled its first models off the newly built production line at the Menomonee Falls plant. At the day-long press event, new products were formally introduced, a guided factory tour was conducted, and at the outside training facility a live demo and walk around of the machines was provided as well as opportunities for hands-on operation. As part of the products launch, briefings were provided on the following new products:
• Telehandler — TH522: Groundengaging telehandler designed to function like a wheel loader, skid steer loader, and to offer lifting like a telehandler. • Telewheel loaders — 8085T, WL60T: These are additional models to the Wacker Neuson telescopic wheel loader line. Both have all-wheel steering capabilities and the articulated model offers extended reach to move loads higher. • Wheel loaders — All-wheel steer and articulated models now with Tier IV Final engines. • Excavators — ET65, ET90, ET145: New excavator models are said to be redesigned and feature Tier IV Final engines, more power, new cabs and sizes ranging from 1-ton to a new 14-ton (.9 to 12.7 t) model. The new ET145 extends the excavator line into a larger class size. • Wheeled excavators — EW65, EW100: New machines are designed to save contractors time loading and transporting to a nearby next site. see NEUSON page 16

Tonghand Exit-Side Wrench Attachment Offers Safety
The 120,000 ft.-lb. torque capability on its vise, and the precision pipe control design, allow workers to remain safely away from drilling components while breaking joints, loading and unloading drill string components, and positioning drill rod throughout the job site.
LaValley Industries’ Tonghand exit-side wrench attachment provides horizontal directional drillers with a safer, more efficient way to torque up and break pipe joints, reamers and subs, according to the manufacturer. The Tonghand hydraulic attachment’s rotation arms, gullwing design and integral TongVise are controlled by a single operator inside the safety and comfort of any 30- ton excavator. An in-cab display allows the operator to monitor and adjust all functions of Tonghand operation, including the specified torque value. The Tonghand works with pipe tool joints ranging in size from 6.5 to 10 in. (16.5 to 25.4 cm). The rotation arms allow the operator to thread and unthread drill pipe connections with precision. At the same time, the gullwing design makes it easy for the operator to move the arms out of the way to make and break reamers. The 120,000 ft.-lb. torque capability on its vise, and the precision pipe control design, allow workers to remain safely away from drilling components while breaking joints, loading and unloading drill string components, and positioning drill rod throughout the job site. The safety factor was a major element of the design process, according to Jason LaValley, president of LaValley Industries and inventor of the Tonghand. “My goal in developing this new exit-side wrench was exactly the same as in developing our original pipe-handling product, the Deckhand,” he said. “I wanted a better and safer way to get the job done. The Tonghand lets you make, break and move pipe more safely and more efficiently. “We designed it to be very versatile,” LaValley said. “It can work as a pipe handler for the precise placement of drill rod on rigs, racks or trucks. The standard and high flow C Series mulching heads are designed for cutting and mulching of vegetation, saplings and undergrowth from overgrown agricultural areas and forested terrain. Standard Flow C Series Mulching Heads (HM115) The standard flow mulching head is designed for the customer who operates a mulcher in applications such as maintaining fire lanes, brush clearing and general land maintenance. The new adjustable multitooths pushbar is designed to help redirect tree placement when laying them on the ground. The intergraded max pro gauge features a color range that allows the operator to know how effective the work tool is running. For example, if the gauge is in the yellow range, that indicates the machine can do more; if the gauge is in red then the machine is push-
ing the tool too hard and will stall. The color coding enables the operator be more proficient with the tool saving fuel and time. The hydraulically operated front door designed to recirculate material for a finer finished product is standard with all Cat mulchers. High Flow C Series Mulching Head (HM418C) The new high flow series provides many of the same features as the standard series but is now 72 in. (183 cm) wide, which is larger than the machine track width allowing for greater clearing of track paths for level surfaces maneuvering. Work Progresses on Lake Mead’s Intake Tunnel No. 3 INTAKE from page 1
expected lifespan of more than 100 years. The Las Vegas Review Journal recently reported that crews initiated the first part of the lid removal process, which required a second watertight lid to be lowered over the mouth of one of the existing intakes, to supply water to the surrounding area. The water, in the sealed connector tunnel, was drained via valves in the temporary bulkhead and directed into the new intake tunnel. The bulkhead prevents water in the connector tunnel from seeping into the intake during construction. In order to remove the bulkhead, the tunnel has to be sealed off from the lake and drained so that crews from VTC, the contractor, could start on the inside work. When the bulkhead was removed, the SNWA let in another 30 million gal. at a controlled rate to fill the rest of the tunnel. The project started in 2008. Some of the key elements are: it opens at elevation 860 ft. (262 m) below sea level, has a 3-mi. long tunnel that draws and conveys water from a deeper location in Lake Mead, and has a connecting tunnel from the new intake to the existing intake pumping stations. The tunnel has a finished diameter of 20 ft. (6 m) and a gasketed concrete segmental lining that forms a ring — six segments perring, with 2,429 rings in total. The intake structure and riser are secured to the bottom of Lake Mead by a large concrete mass. In addition, significant modifications to the existing intake system to accommodate interconnection with the new third intake were undertaken, including emergency connections made to tie in SNWA Pumping Station No. 1 to the new Intake No. 3 system, providing additional operating range for the existing pumping station and providing greater flexibility in operating the system. This project is necessary to ensure water for the greater Las Vegas area. “An ongoing, severe drought in the Colorado River Basin — and its impact on Lake Mead’s water level — are key factors defining the purpose and need for the SNWA’s Lake Mead Intake No. 3,” said Bronson L. Mack of SNWA public outreach and media relations. “Lake Mead is responsible for 90
percent of the Las Vegas Valley’s drinking water supply, and the lake is currently at less than 40 percent of its storage capacity, evident by a 130-foot-high ‘bathtub ring’ visible around the lake. “The declining lake levels raised enough concern about the future operability of one of the existing two intakes,” he said, “prompting the SNWA Board of Directors in 2005 to approve design and construction of a third intake into Lake Mead. The new intake’s primary objective is to maintain southern Nevada’s access to its primary water supply. Additionally, in 2015, the board approved the SNWA to begin developing a low-lake-level pumping station that will further ensure that southern Nevada can draw upon its Colorado River water supply, even if Lake Mead’s levels drop too low for water to be released to downstream users in Arizona and California.” The total project cost covers construction, engineering, construction management and materials. The engineering firm involved in the project, brought in by the J-V, was ARUP, which subcontracted Brierley Associates. SNWA and Parsons Corporation are handling construction management. “We did a concept-level design, which was very preliminary and we set the criteria for them,” said Erika Moonin, SNWA’s project manager, “and they took it from there — it was their team that developed the design. We looked at the Arrowhead Tunnel project in southern California, the Brightwater project near Seattle; and the Hallandsås Ridge Tunnel in Sweden — a high pressure tunnel project, not as high as what we encountered, but it was the highest pressure one in the world at the time. We also looked at several others for similar conditions and how they approached the work.” While not involved in the TBM selection, the SNWA placed operating requirements into the contract, including minimums and the ability to operate at a maximum pressure of 17 Bar units — a metric unit of pressure exactly equal to 100000 PA, which is nearly equal to the atmospheric pressure on Earth at sea level. Also included was the need for backup equipment. The SNWA took about 52 geological core samples during the predesign phase in looking at the alignment section and when the J-

V arrived, it took additional core samples. “We knew that it was highly faulted and that we were going to have some very difficult conditions,” said Moonin. “We ran into a large fault — inactive. We knew the area was faulted — we just didn’t understand the situation at that point when we put the contract together how complicated it was and the magnitude of it until we encountered it.” The project was followed by several organizations, including the California Water Fix Team; a group from Hawaii which had started construction on a tunnel; and the New York Department of Environmental Protection, which is planning to build a tunnel underneath the Hudson River to provide water and is anticipating some high water pressure, potentially higher than the conditions encountered in Nevada. “We’re trying to accommodate
one another as owners, because that is how we learned and put things in our contracts,” sais Moonin. “If we have something to share that can benefit others, we’re willing to do that. We’re also asked about our delivery method — how we put together the procurement for the design-build and the construction manager-at-risk contracts, an alternative delivery method.” Moonin and her team held regular progress meetings with the contractor to discuss various issues, which was essentially a daily dialogue to ensure that problems were rapidly resolved and potential problems were addressed early on. “It’s probably the reason why we were successful with the project,” she said. “We had commitments with upper management from the very beginning. We wanted to have open communications and develop a true working partnership.” This attitude was crucial when trouble arose with the setting up of the starter tunnel that needed to be created by traditional drill and blast methods — it had to be created before the TBM could be assembled. “When they encountered that large complicated fault zone, the material flowed into the workspace and it flooded the TBM assembly chamber and the starter tunnel,” she
said. “We had to work together to overcome it and a lot of experts were brought in to develop plans to go back in there and start tunneling again. We had two subsequent inflows on that same alignment. This challenge brought us all together and it was the contractor who proposed we re-align it as the ground was difficult to get through — they felt the re-alignment would be faster and less costly than the original one.” It was at this point that the SNWA and J-V made an agreement to quickly wrap up everything into one change order and share the risk going forward. “We asked the contractor to take on some risk that they don’t normally do,” said Moonin, “and via the change order we paid for the work on the original starter tunnel and paid for the work going forward. It really worked out. We hadn’t made any payments to the contractor for the tunnel recovery work and we had an insurance claim, so it was a very complicated situation. Everyone realized that for the sake of the project that we had to move forward and resolve this major challenge quickly.” The cap removal operation went smoothly, but it required a massive amount of coordination as the SNWA had to shut down two major pumping stations and two intakes. “This was done one at a time,” said Moonin, “which ultimately meant the shut down of a water treatment plant and the pumping stations. All the parties were pleased with bringing the intake on-line.” Vegas Tunnel Contractors crews began drilling the access shaft for the TBM in 2008 and between 2008 and the end of 2011, successfully excavated the access shaft, starter tunnel, TBM assembly chamber, and a tail tunnel. “There were contractual delays, of which there was a time extension for the grouting in the shaft,” said Jim Nickerson, the J-V’s project manager, who has been with the project since 2009, “then here was the contractual delay of the original starter tunnel, which delayed the project for about a year. Sennebogen Material Handler Works Well for Tacoma, Wash. When Lewis Griffith comes into work, he sees first-hand the results of his previous job with the city of Tacoma. Griffith is assistant division manager, responsible for onsite operations at the new transfer station operated by the city’s Solid Waste Utility. Before moving into this position, as a member of Tacoma’s engineering department, he was on the design team that developed this award-winning facility. Part of the 190-acre Tacoma Recovery and Transfer Center, the new 83,000-sq.-ft. (7,710 sq m) transfer station, opened in 2011. Handling 165,000 tons (149 t) of garbage per year, the station achieves a vision of maximum flexibility, able to adapt to variable waste streams and traffic demands. The ultimate aim was to increase the volume of material diverted from the landfill into various recycling streams. The city had set its sights on earning LEEDS certification, and was awarded LEEDS Gold standing for its efforts. SWANA (Solid Waste Association of North America) recognized the city’s effort with its Award of Excellence for 2013. Purpose-Built Design Griffith became manager of the facility in 2014 and saw the operation take another big step toward its goal: the commissioning of a new Sennebogen 821 R-HD material handler. Griffith explained, “We designed the facility with a material handler in mind. We gave it a large open floor to provide more room for sorting and recovery from the waste stream. The vision was to select loads that would have more of that type of recoverable material to be dumped on the floor

here.” Most of the material delivered to the transfer station is handled by wheel loaders, which push loads into the compactors for disposal in the landfill. The Sennebogen machine is used to sort recyclable material and to pick out oversize items that are too large for the compactors. Ideal for Sorting Waste Streams Mike Chapin is one of the division’s heavy equipment operators who received training from Sennebogen to run the 58,000 lb. (26,308 kg) machine. After twodays of orientation on the new equipment, Chapin has been operating the 821 60 percent of the day through his 10-hour shifts. Based on his 18 years at the controls of heavy equipment, he is pleased
with the city’s choice for this application. The grapple allows Chapin to pick through mixed loads of wood, metal and cardboards from commercial and consumer waste material. “We also have a top-load bay with a trailer parked below the tipping floor level to receive oversize items,” he said. “The Sennebogen is ideal for picking up those items and lowering them down into the trailer — a 13 ft. drop — without damaging the walking floor. With the Sennebogen, you can actually maneuver things around and set them in there gently. We get broken or rotten telephone poles, which we load into a trailer parked right on the tipping floor. Due to the hydraulic elevating cab, I’m up high enough to see right down into the semi-trailer, and I can articulate
the logs any way I need to, to make a good load.” Flexibility and Safety Chapin appreciates the safety aspects of the 821’s design, as well. The machine’s square footprint gives it inherent stability, without requiring outriggers, to lift and move equal loads through 360 degrees of swing. He also acknowledges the two safety cameras (1x rear, 1x right side) provided as standard equipment on Sennebogen machines. “They are a big help,” he said. “There’s a fair bit of traffic and the area I’m working in is for the general public. We get anything from cars to pick-up trucks to dump trailers unloading garbage and construction debris here.” Working under-roof, Chapin recalls some early concerns about
Improving Capture of Recyclable Waste Since the 821 arrived at the transfer station, Griffith and his team have continued to refine its recycling processes. Aided by the 821, the volume of material captured for recycling from the waste stream handled in the transfer station has doubled over the past 18 months. Lewis Griffith believes the city is on the right track. “There are so many varieties in the waste stream now; they have different characteristics and we now have opportunities to treat them differently,” he said. “We didn’t know exactly how the material would move through the building, so we built for flexibility: a flat floor; no limiting walls or elevated areas; and multiple routes through different doors that let us change traffic lanes from weekdays to weekends.” As the facility evolves, its use of the Sennebogen 821 will evolve, too. “We’re looking for ways to have the material handler do the bulk sorting and then do some hand sorting or put the material on the conveyor for some kind of further process. Sturtevant Unveils 100 Percent Mobile Air Classifying Plant
Sturtevant Whirlwind portable air classifier plant is sturdy, compact and maneuverable on roadways and job sites.
Many aggregate and sand producers own multiple quarries, and a portable air classifier eliminates the cost of owning and maintaining multiple stationary classifiers. And for major paving projects it is often more economical to move the air classifier to a quarry nearer to the job site or to the job site itself than to haul the de-dusted manufactured sand. “Many asphalt companies also own or lease portable asphalt plants that normally require adjoining portable equipment for crushing, screening and fines handling,” according to Joe Muscolino, senior project manager of Sturtevant Inc., Hanover, Mass. “A portable air classifier negates the need for a wash plant where water is not readily available or where waste water disposal is a problem. But there has not been a mobile air classifier that could go from transport to production without the cost and delay of special lifting equipment. People have been asking us for years to design a portable plant to solve this serious problem, he said. Sturtevant Inc. has introduced a self-contained, 100 percent mobile air classifying plant with integral collapsible conveyors, enabling parking to processing in one hour or less. The Whirlwind air classifier and conveyors hydraulically unfold for setup and fold away for breakdown and transport, with no cranes, boom trucks, front-end loaders or special crew needed for any part of the operation. Simply push a button. Dual hydraulic cylinders provide smooth, steady raising and lowering of the Whirlwind air classifier and the integral, collapsible feed and dual discharge conveyors. The plant is mounted on a rugged chassis frame with triaxle suspension for stable travel on highways or back roads. The plant is designed and constructed for vibration-free operation and long service life with low maintenance and the compact design features a low transport height (13 ft. 5 in. [4 m]), short trailer transport length (61 ft. 9 in. [18.8 m]) and trim transport width (12 ft. 7 in. [3.8 m]) for easy maneuvering on roadways and at job sites. Feed capacity is 30 to 90 tons (27 to 81.6 t) per hour with a 50 hp variable-frequency motor for low energy consumption. “Producers tell us they want a portable unit large enough for high feed rates, but compact and completely mobile to keep transportation costs reasonable,” Muscolino said. “We

estimate that our ample tph range and compact, totally selfcontained design will keep transportation costs 40 to 50 percent lower than if we had designed a larger plant with unattached conveyors that require assembly.” Other features requested by aggregate and asphalt producers include a long, high discharge conveyor for greater stockpile heights of de-dusted manufactured sand, and a feed
conveyor intake hopper that is low to the ground and can be fed by a front-end loader, eliminating the need for an intermediate conveyor. Also, the feed hopper is located behind the trailer rear wheels to prevent spillage of feed material onto the chassis where it could cause damage and require clean-up. The smaller side conveyor is for byproduct fines. For safety and nuisance dust control, all three belt conveyors are covered and can be easily vented. In addition, the gravity feed inlet at the top of the classifier is under a slight vacuum to prevent airborne nuisance dust during material transfer. The conveyor covers also help reduce moisture during rain to ensure efficient performance. The air classifier is designed for dry operation; material moisture preferably should not exceed 2 to 3 percent, with 4 to 5 percent as maximum for most materials. The Sturtevant Whirlwind air classifier can eliminate the need for screening, cyclones, bag houses or wet washing. The unit has an automatic lubrication system for low maintenance and a time-tested gear unit drive for long service life. An internal fan lifts minus #200 mesh fines out of the feed, and removable selector blades within the housing control the amount of fines to be removed so the process can be adjusted to nearly any material or spec requirement. Any additional fine tuning and quick adjustments are made with easy-to-use speed controls. Adjusted product fineness: minimal minus 100, 200, 325 mesh fines. Sturtevant has designed and manufactured a wide range of material processing equipment since 1888, including three types of air classifiers. The chassis-mounted Whirlwind air classifier is the exact same model that has been in stationary applications worldwide for more than 80 years. machine was purchased in the spring of 2008 and arrived on site in September 2009. The TBM operations started at the end of December 2011, and were completed on Dec. 10, 2014. “It was one of the most complicated conditions that a TBM has ever operated in because we had to mine up to 15 Bar pressure,” said Nickerson, “which is the first time it’s ever been done. We encountered a lot of volcanic rock, basalts, and sedimentary rock. A lot of it was fractured and broken, but the real problem was the hydrostatic pressure of the lake above it that caused most of the grief. “We had up to 15 Bar pressure and when you have water with rock, it makes for very unstable ground condition,” he added. “We had water in the shaft, cavern and tail tunnels, but those were conventional excavations — drill and blast. After grouting, we had anywhere between 800 to 1,000 GPM of water.” Nearly 360,000 cu. yds. (275,239 cu m) of rock were brought to the surface and due to environmental permit requirements, the material remained on site and was used to create a view-shed berm, which when the lake level is high, prevents boaters and those in the Lake Mead National Recreation Area from seeing the water treatment plant. “It could have been used elsewhere,” said Nickerson, “but nothing was wasted.” The TBM drilled down to 600 ft. (183 m) and then Nickerson had his crews create an underground cavern system. The width of the cavern is 30 ft. (9.1 m) and as it was expanded, equipment and vehicles were lowered down. Crews accessed the cavern via personnel hoists made by Alimak and baskets attached to Cimolai gantry cranes. To lower the equipment and vehicles, mine hoists were used. “All the oils and diesel had to be drained and everything was turned vertically,” said Nickerson, “and everything went down a doorway, through a platform opening on top of the shaft.” Some of the equipment brought down for the drill and blast operations included a large Tamriock Jumbo, a 5 cu. yd. (3.8 cu m) rubber-tired mine mucker, a 939 track loader, forklifts, and at one point, a concrete mixing truck. Nickerson, with 32 years experience in underground work, not only put his knowledge to the test, but also his
team’s as they applied some cuttingedge techniques and brought in innovations via the TBM, such as mining in closed mode up to 15 Bar. “The other aspect was connection with the TBM and marine intake structure that we had to perform — fabricating and installing an intake structure that weighed 1,200 tons,” he explained. “We had to blast a shaft in Lake Mead and then we had to set the 1,200 ton structure within that excavation and then we poured 12,000 cubic yards of concrete around that intake structure. After that was done, we mined our TBM into it and completed the connection to the inlet to the lake. We did all of that work without divers, using remoteoperated vehicles.” In fact, the J-V had a small fleet of barges, tugboats, and crew boats made to specifications of the project, as well as the remote operated submersibles. There was plenty of room for temporary field offices, materials storage and equipment and vehicles. The job site was accessed via park road that was bolstered by building a paved road that has been given to the park. The work went on 24 hours a day, nearly 365 days a year via three shifts — day, swing and graveyard. “Our safety record was very good and we ended up with about a 4.0 recordable incident rate — standard in our industry, and a lost time incident rate of .89,” said Nickerson. “We nailed it and the water for the whole region is coming from the tunnel we built. We already had a history of being able to work on a slurry/closed mode TBM job and we’re leaving with the experience of mining in 15 Bar conditions. “At the height of the work we had about 150 hourly employees for most of the critical path work, we were down to 75 once the marine work was done and we started to finish up the tunnel after the boring ended,” he added. “This has been a very difficult and challenging job. It was the dedication and perseverance of all our people. There were times when you wondered if you could build it — to complete it.” J-V crews did most of the work. Subcontractors included BMT for the riser section of intake structure, Precision Aggregate for the purchase of the trimming concrete. To provide air for the crews in the cavern/underground work area, a forced air ventilation system was set up, one that was constantly monitored. Safety training also included how to avoid
being bitten by rattlesnakes and poisonous spiders. The job site infringed on the habitat of a species of endangered desert tortoise and crews were instructed on how to avoid incidents with them. Concrete was produced on site via a Liebherr portable concrete plant. “We designed the concrete mix. It took us 12 months to find the right formula,” said Nickerson. Other equipment used for the project included excavators, dozers, backhoes, and dump trucks. “We had a lot of on site mechanics for all of the equipment, whether it was the TBM or underground and surface equipment,” said Nickerson. “Maintenance on the TBM was done daily. Herrenknecht AG provided a staff for the commissioning of the TBM and they had a person on site for about a year. They also provided training for the operators and the mechanics.” The daily progress of the TBM varied between closed and open mode operations. “On good days in closed mode we did 50 feet and saw over 100 feet with open mode,” said Nickerson. Moonin arranged for SNWA personnel to visit the site — aboveground and below, and the project experience has yielded many lessons learned for future initiatives such as partnerships and risk management approaches. “The alternative delivery method worked for us. We used qualificationbased selection of contractor teams and we’re using it again for the new pumping station project,” she said. “We also know a little bit more about the ground and sited the pumping station where we believe there is less of a chance to encounter that large fault zone. We know that we will encounter some smaller faults, but we’ve shared information with the contractor, Barnard Inc. It’s really about being open and transparent and making sure that everyone understands the risks. “We also had some unique contract provisions for different site condition claims and had allowance items,” she added. “We put those same provisions in the new contract and we have shared that with other owners interested in how we developed them.” The pumping station will be built about 500 ft. There were only 479,000 unemployed construction workers in September, the smallest September total in 15 years, Simonson remarked, citing data from the Bureau of Labor Statistics. Eighty-six percent of firms responding to a recent association survey reported they are having a hard time finding qualified workers to fill available positions, association officials noted. As a result, many firms are likely struggling to find enough staff to keep pace with the growing demand for construction services, prompting the slight drop in monthly construction spending in the private nonresidential sector, the officials added. “Demand may be starting to outstrip the industry’s capacity given the severe and growing shortages of available, qualified workers,” said Stephen E. Sandherr, the association’s chief executive officer, who urged elected and appointed officials to act on measures outlined in the association’s Workforce Development Plan designed to make it easier to prepare, recruit and train new workers. ARTBA Recognizes 2015 Award Winners at National Convention The American Road & Transportation Builders Association (ARTBA) recognized transportation design and construction industry leaders Sept. 30 with division awards during the association’s National Convention, held in Philadelphia. ARTBA announced the following honorees: Nello L. Teer Jr.: John R. Kulka, consultant, HRI Inc., in State College, Pa. Created in 1988 as a tribute to contractor and Past ARTBA Chairman (1959-61) Nello L. Teer Jr., it annually honors a contractor member who has made outstanding contributions to the association’s contractors division and the transportation construction industry. Guy Kelcey: Richard P. Markwith, vice president, TranSystems, Atlanta. This award, which honors Guy Kelcey, one of the planning and design (P&D) division’s organizers, is given each year to an ARTBA member who has exhibited a high degree of service to the association’s P&D division.
Paul F. Phelan Memorial: Wally Moore, global group director, TenCate Geosynthetics, Pendergrass, Ga. Established in 1971, it is given annually in recognition of outstanding contributions to the ARTBA materials and services division and the transportation construction industry. John “Jake” Landen Memorial Highway Safety: Joe Toole (public sector), former associate administrator in the Federal Highway Administration’s office of safety in Washington; and Taylor Bowlden (private sector), retired government affairs manager at 3M’s Traffic Safety & Security Division, also in Washington. Established in 1989 in memory of Traffic Safety Industry Division leader and Past ARTBA Chairman (1976) J.C. Landen, this annual award recognizes outstanding contributions to highway safety.
