It was labeled “Carmageddon” in 2011, and “Carmageddon II” in 2012 by the Los Angeles County Metropolitan Transportation Authority (Metro); a 10 mi. (16.1 km) construction project on the nation’s busiest freeway, in Los Angeles County. More than 250,000 motorists travel the I-405 over the Sepulveda Pass, which is only one segment of this gargantuan $1.48 billion project freeway improvements project managed by Metro. AGC Warns of Higher Prices Construction contractors face a continuing cost squeeze, even though a key price index for construction materials dipped in October and showed only a moderate increase over the past year, according to an analysis of federal figures released Nov. 14 by the Associated General Contractors of America. Association officials warned that recent and announced price increases may threaten the survival of some contractors.

“Although several materials retreated in price last month, prices in the past year have still outpaced the tiny increases in contractors’ bids,” said Ken Simonson, chief economist of the construction trade association. “In addition, some of the price drops have already reversed, or will soon, leaving contractors who have already submitted bids vulnerable to losses.” see AGC page 60

Project Delays A change in the way the federal government reviews bridge projects for possible historical significance — one longadvocated by the American Road and Transportation Builders Association (ARTBA) — could save taxpayers an estimated $78 million and reduce wait times for repair projects on more than 196,000 U.S. bridges. A Nov. 16 decision by the Advisory Council on Historic Preservation (ACHP) will allow the Federal Highway Administration (FHWA) to streamline the historic preservation process for concrete and steel bridges built after 1945 by allowing the projects to go through the regulatory review process as a group, rather than individually. In an Oct. 1 letter supporting the change, ARTBA noted that the approach is similar to how the agency dealt with historic preservation issues impacting rehabilitation and reconstruction of the Interstate Highway System (IHS) under the prior surface transportation reauthorization law. At that time, ARTBA similarly supported exempting large portions of the IHS from historic preservation regulations by identifying areas with historic value beforehand. ARTBA said the new review process “recognizes while there will certainly be instances where active steps to preserve historical portions of the bridges will be necessary, the majority of bridge improvements in this class will not affect anything of historical significance.” For more information, visit www.artba.org.

Talbert Commemorates 75th Anniversary With Package

The basic anniversary package includes cosmetic detailing throughout the length of the trailer, topped off with special Talbert 75th anniversary decals.

Talbert is commemorating its milestone 75th year in business in 2013. To celebrate, the company is offering an optional, distinctive anniversary package on select 2013 models. Greg Smith, VP of sales and marketing at Talbert, said the anniversary option marks an important event for the company. “Not many trailer companies have been in business for 75 years, and fewer yet can say they have had customers with them for the majority of those years,” he said. “This 75th anniversary commemorative trailer has significant meaning for our company and the entire Talbert team. We want to share this celebration with our dealers and customers who have spent so many years as our partners, as well as those new to Talbert.” A limited number of the anniversary edition trailers are available on Talbert’s popular 55-ton series trailers, specifically the 55CC, 55SA, 55SA-RC and 55SA-HX models. The basic anniversary package includes cosmetic detailing throughout the length of the trailer, topped off with special Talbert 75th anniversary decals. Featured on both sides of the trailer, these decals appear on bright stainless steel in each of the gooseneck insets. In addition, there are special stainless steel insets in the rear of the trailer as well as stainless steel mud flap brackets with throwback script lettering of “Talbert” cutout. Customers also are able to request a

“Made Especially For…” custom placard decal that will be affixed to the gooseneck. Outriggers are powder coated and metallic silver in color to stand out from the anniversary trailer body. Special 75th anniversary conspicuity tape lines the sides of each anniversary trailer. The trailer is offered in standard Talbert Red or Talbert Black and will feature a clear coating to boost the color and provide a distinct shine. Finally, the apitong decking on each 75th anniversary trailer is treated with linseed oil to liven the appearance of the wood and serve as a preservative. Beyond the basic package, customers can get options such as aluminum wheels, special lighting and other custom parts and accessories. Package prices will vary depending on each custom design and will be determined by each dealer. New Option Offered on Landoll’s 455 Traveling Axle Trailer Landoll Corporation has a new option for the Model 455 traveling axle trailer — a hydraulic kicker roller package. This package allows skidmounted equipment for the oil fields and other industries to be easily loaded from the ground onto the trailer deck. Heavy duty 4 1⁄2 in. (11 cm) rollers are stored below the deck surface while the trailer is transporting construction equipment and other commodities. When the operator needs to load skidmounted equipment the rollers are raised hydraulically 2 1⁄2 in. (6.3 cm) above the deck with a dual cylinder lift system. Each roller has 10,000 lb. (4,536 kg) capacity. This package is available with four rollers or an eight-roller package for even the longest of loads. The Landoll Model 455 is a triple axle 55ton (50 t) trailer available in widths of 102 or 120 in. (259 or 305 cm). With the standard hydraulic winch, the operator can pull heavy skids onto the deck at a low 6 degree load angle, according to the manufacturer. The kicker roller package is ideal for skids, tanks, bunks for the oil fields, skid-mounted portable buildings and containers for commercial applications. Efficiency Production Aids HPWED in Flooding Issues Everyone knows Texas is big. It’s famous for its size. When people think about the Lone Star State many think of wide stretches of arid land where cowboys rustled their cattle past cactus and tumbleweed. In parts of Texas, this description still holds true (except maybe the tumbleweed). What may be less glamourized, however, are the wet and rainy areas of Texas where running water lies just below the ground and can cause major damage to underground utilities and infrastructure. The city of Houston’s Public Works and Engineering Department (HPWED) recently faced the wrath of the water gods when they experienced excess inflows at the city treatment plant. Video inspections of several trunk lines in the area revealed a large crack in the junction box at the base of a manhole in a busy commercial area of west Houston. The heavy groundwater was making its way into the 42 in. (106.7 cm) diameter sanitary sewer line and filling up capacity at the treatment plant. The running water problem, exacerbated by the above average rainfall, was so bad that large sinkholes were developing at the site of the break. Houston’s PWED needed to fix the problem fast. But because of the location of the break, in a busy commercial area across from a shopping plaza, restaurants, and gas stations, the HPWED needed to fix the problem while keeping everyone — repair crews, motorists, and pedestrians — safe throughout the duration of the excavation project.

Solutions Found With Innovative Shoring System T-Con needed a non-traditional shoring solution, one that could reach the deep grade; could be installed with very little access; and be strong enough to withstand the pressures of the heavily saturated wet soil. Fortunately, Hanley had the perfect solution for T-Con; a slide rail shoring system from Efficiency Production. Efficiency’s Universal slide rail is a component shoring system comprised of steel panels (similar to trench shield sidewalls)

and vertical steel posts. The highly versatile system can be used in a variety of configurations. Efficiency’s slide rail system can be configured into small four-sided pits; an obstruction-free ClearSpa configuration; or in a Multi-Bay configuration to install large tanks and structures, or lengths of pipe more than 40 ft. (12.3 m). “We mobilized a two-bay, four-sided Multi-Bay configured slide rail system to shore an excavation with dimensions of 35 feet (10.7 m) long, 16 feet (4.9 m) wide, and 31 feet (9.4 m) deep,” explained Hanley. The bottom of the cracked junction box was 28 ft. (8.5 m) deep below the surface, and TCon needed to cut 3 ft. (.9 m) further down for a pour-in-place concrete foundation. Slide rail is installed by sliding the panels into integrated rails on the posts, and then pushing the panels and posts incrementally down to grade as the pit is dug; a process commonly referred to as a “dig and push” shoring system. Using a 200 ton (181.4 t) crane truck and a Komatsu PC400LC excavator, T-Con began their excavation by installing the first slide rail bay over the existing manhole. However, just 12 ft. (3.7 m) into their dig, the contractor encountered flowing sand and water that began pouring into the excavation. First Drivers See Congestion Relief in Central Texas Commuters and business people began easing through central Texas as the Texas Department of Transportation and the State Highway 130 Concession Company LLC opened SH 130 Nov. 11 between Austin and San Antonio. The new roadway, which spans 41 mi. (66 km) from Mustang Ridge to I-10 in Seguin, officially opened after years of planning and partnering to address congestion on I-35 in and around Austin. Under terms of the contract SH 130 Concession Company invested nearly $1.4 billion and will operate and maintain the roadway for 50 years at no cost to the state. “SH 130 is an outstanding highway and a great example of how transportation solutions can be realized when government and the private sector work together on behalf of all Texans,” said Ted Houghton, chairman of the Texas Transportation Commission. “Commuters and business people traveling through central Texas no longer have to deal with congestion, and best of all, taxpayers did not get the bill.” The new roadway, which is an extension of SH 130 segments 1 through 4 from Georgetown to just south of Austin’s airport, represents the effective use of comprehensive development agreements where the private sector teams with TxDOT to build,

operate and maintain highways. SH 130 provides an alternate choice for business users and commuters to travel efficiently through central Texas. “Thanks to SH-130, traffic flowing along one of America’s most important trading routes has a new option, which will help ease travel time for motorists in the area” Gov. Rick Perry said. “Infrastructure is a major reason businesses continue to look to Texas for expansion or relocation. We have to use our fiscal discipline and every tool at our disposal, including publicprivate partnerships like this and ending diversions from Fund 6, to create the infrastructure necessary to handle a population that’s growing by 1,000 people a day.” “As we continue to find ways to address congestion for businesses and commuters in Texas, the opening of SH 130 could not come at a better time,” said Phil Wilson, TxDOT executive director. “Working with our partners to deliver this state-of-the-art facility is a huge win for anyone driving and anyone moving goods through central Texas. Volvo SD75 Provides High Output, Low Emissions

When it comes to demanding compacting jobs, the new SD75 soil compactor from Volvo Construction Equipment is loaded with features that enable it to take on a wide range of applications. The highly maneuverable, mid-sized compactor is suited for small to medium sized jobs and even performs well inside structures. New features improve the SD75 compacting capability — boosting efficiency and productivity while lowering cost of operation, according to the manufacturer. Built for optimum compacting performance, the SD75 provides greater material density in fewer passes. High centrifugal forces, high frequency and drum weight all combine to produce the energy necessary for enhanced compaction and high machine productivity. Dynamic drum forces can be adapted to suit a wide range of terrain or depth of material. High or low amplitudes are selectable from the operator control panel. Additionally, two drum frequencies can be chosen with a console switch to compensate for changing soil types and conditions and an optional 5-frequency feature further boosts the machine’s versatility and performance. A center joint provides +/-38 degrees of articulation and +/-17 degrees of drum oscillation for stable, flexible machine performance and greater operator comfort over rough terrain. Because the 66-in. (167 cm) wide drum remains in constant contact with the ground surface, compaction is both smooth and uniform. Able to negotiate slopes of up to 33 percent, the SD75 drum frame design offers better, more effective gradeability. The possibility of digging into the surface or damaging the machine is eliminated, as an angled frame allows better clearance in the approach to steep slopes and while loading, according to the manufacturer. The SD75 is a steady and stable work platform with a heavily constructed axle that is integrated in the drive train for an efficient rear-wheel drive system.

Traction is increased with the No-Spin differential axle, which prevents tire slippage and improves gradeability, performance and productivity. The optional UltraGrade traction system also improves gradeability when operating on slippery surfaces and steep inclines. More Productive, With More Care for the Environment One highlight of the new SD75 is its powerful 4-cylinder Volvo engine (99.2 hp [73.9 kW]) which combines Tier IVi and EPA certification with the performance, dependability and fuel efficiency for which Volvo is known. A diesel particulate filter (DPF) burns off and eliminates material build-up — further reducing emissions. A hydraulically operated engine cooling fan runs only when needed, reducing fuel consumption and noise levels. Volvo long life coolants protect the machine for up to 6,000 hours, resulting in lowered operating costs and more uptime. For added peace of mind, the engine is backed by Volvo dealer service and parts support, as well as a 1,000-hour warranty. Safety First — and Last In line with the Volvo commitment to safety, the emergency stop system can be easily activated by the operator, shutting down the engine, applying the brakes and stopping the machine’s movement. Further promoting safe operating conditions, a switch located in the seat will shut the machine down and apply the brakes if the operator rises from the seat for more than five seconds during operation. BW100ADM-5 Roller Offers Enhanced Operator Experience The BW100ADM-5 is powered by a 20.2-hp (15 kW), water-cooled Kubota diesel engine that includes ECOMODE, a system that automatically idles the engine to conserve fuel during inactivity.

Featuring a specially-developed operator’s platform, Bomag’s BW100ADM-5 tandem vibratory roller provides optimal all-around visibility and intuitive controls for highly efficient operation, according to the manufacturer. A new smart drive steering wheel has a smaller diameter to provide more room for the operator and a clear view of all controls. The driver’s platform also features a multifunctional travel lever and adjustable seat that provides added comfort and an enhanced view of the drums. Additionally, modern circular instrumentation on the dashboard is complete with warning signals, hour meter and fuel level indicator. Project to Reduce Traffic Congestion, Increase Safety CARMAGEDDON from page 1

walls on the San Diego Freeway. (I-405). Additionally, lane widening is taking place from the Santa Monica Freeway. (I-10) to the Ventura Freeway. (U.S.-101). The project will help reduce existing and forecasted traffic congestion on the I-405 and enhance traffic operations by adding freeway capacity in an area that experiences heavy congestion. In addition to these modifications, the project will improve both existing and future mobility and enhance safety throughout the corridor. Project benefits include a decrease in commuter time, reduction in air pollution, and promotion of ridesharing. Three bridges are being completely reconstructed in a two-phase process to reduce the impact on traffic flow. The first bridge that began the reconstruction process was the Sunset Bridge in 2010, which also included the widening of under-crossings at Montana Avenue, Getty Center Drive, Church Lane and Sepulveda Boulevard. The Sunset Bridge was reopened on Sept. 24, 2012. The newly expanded, seismically enhanced bridge is approximately 30 ft. (9.1 m) wider than its predecessor. It boasts additional lanes to improve area traffic flows, and its columns have been repositioned to accommodate the additional freeway lane created by the project. The new bridge is approximately 5 ft. (1.5 m) higher than the previous one and contains a new water line, underground power lines and other improved utility infrastructures. Skirball Center Drive Bridge was next. Like the Sunset Bridge, Skirball was also widened by 30 ft. (9.1 m) and designed to the latest seismic standards. The new bridge will include a minimum 10-ft. (3.1 m) wide travel path on the south side of the bridge to accommodate wildlife movement. This path would function as a wildlife conduit (nighttime hours) as well as a pedestrian sidewalk. While the north side of the bridge was completed this summer, the south side expected to be open by summer 2013. The biggest and most talked about bridge on the docket is the Mulholland Bridge over the Sepulveda Valley. The south side was demolished in July 2011, with city and county agencies preparing for Carmageddon. Major congestion was avoided, however, and in a press release this past July, L.A. County Supervisor Zev Yaroslavsky asked the public for the same cooperation for the demolition of the north side of Mulholland in September of this year. “During Carmageddon I, drivers proved the skeptics wrong. They heard our warnings and stayed off the roads, creating a traffic breather not seen since the free-flowing freeways of the 1984 Olympics. I have every confidence that they’ll rise to the occasion again,” said Yaroslavsky. And they did. On Sept. 29th, the Mulholland Bridge was completely shut down for 53 consecutive hours

for the demolition of the north side. Half a million motorists drive this portion of the I-405 over a typical day. Kiewit Infrastructure West Co., with offices throughout California and the United States, is the prime contractor on the I-405 project. A number of subcontractors are working on the job, notably Pennhall Company, headquartered in Anaheim, Calif., which is performing the demolition on all three bridges. Crews are working seven days a week, day and night. “The main freeway work is being done almost exclusively at night, between midnight and 5 a.m., in order to impact the traffic as little as possible. It would be literally impossible to build a bridge in this area during the day. Impacts to traffic would be untenable,” said Dave Sotero, Caltrans media relations. The contractors have found beneficial uses for excavated material on the project by recycling it to create the aggregate for the I-405 roadbed, and concrete paving on the Orange Light Extension — a bus way in the San Fernando Valley. When this 10 mi. stretch is complete, the I-405 will have the longest HOV lane in the country. The Sepulveda Pass segment was last on the list because of the challenges it presented. “With traveling through a canyon, there is no easy way to add a highway lane without carving out some of the canyon to make room,” said Sotero. Accompanying the three bridge replacements is the reconstruction of the Wilshire ramps and loops. Caltrans states that nowhere is improvement needed more than at the Wilshire Boulevard/ I-405 interchange. Accompanying the three bridge replacements is the reconstruction of the Wilshire ramp interchange. Metro states that improvements are I-405 work crews steadily demolish the north side of Mulholland Bridge dur- especially at the Wilshire Boulevard/ I-405 interchange. This creates a potential safety hazard for commuters and causes many hours of delay each year. All eight ramps will be rebuilt to separate the traffic, eliminating cross-traffic patterns and allowing for safer and smoother transitions. The entire project was originally slated for completion in the spring of 2013, but utility challenges and ROW acquisition has pushed the end date back about four to six months, closer to the end of 2013. Federal stimulus funds kicked in $190 million of the total $1.48 billion bill, the remainder of which has come from state and other sources. OC Mulch Finds Perfect Match With Hyundai Wheel Loader OC Mulch & Greenwaste Recycling, a relatively new business in Orange County, Calif., has already made a strong impact on the environment, with the help of a Hyundai HL740-9 wheel loader. OC Mulch & Greenwaste Recycling initially began in 2010 as an experiment, to provide the local community with an alternative to burning coal after the state of California passed the Global Warming Solutions Act in September 2006. This law set strict limitations on coal burning with the goal to drastically reduce coal-fueled electricity by 2020. Since the burning of coal produces carbon dioxide emissions, which have been linked to global warming, California’s State Legislature has put measures in place to begin transitioning to alternative energy sources. This family-owned business began as a three person operation, but as the biomass fuel industry has grown, the company has tripled in size in less than three years. Gabriel Mejia, operations manager of OC Mulch & Greenwaste Recycling, has run the operation since soon after its opening. “Our facility allows tree trimmers, gardeners and landscapers to discard their green waste from various job sites at an affordable price and as an environmentally-friendly option as opposed to bringing the waste to a landfill,” said Mejia. Once the waste is received, it is recycled in one of two ways. The first recycling method involves the composting of the green waste which, once decomposed, is screened and turned into fine soil. The company is able to sell the soil to local farmers, who, in turn, reuse it on their farms as fertilizer for their crops. The second method requires the green waste to run through a grinder to produce wood chips. Wood chips have become an important commodity in California since limitations were put on burning coal. Many large facilities are beginning use wood fuel to produce energy since it is considered a renewable fuel source, inexpensive and complies with state standards. According to Mejia, the facility has 10 to 20 trucks picking up approximately 25 tons (18.1 t) of wood chips each day to bring to local wood burning power plants. “This industry is rapidly growing in California,” said Mejia. “Finding alternative energy sources with low carbon emissions has become necessary. At our facility, we are not only able to recycle green waste that may have otherwise been sitting in a landfill, we are also providing a more ecofriendly and affordable alternative to burning coal.” A major factor in the efficiency of the OC Mulch & Greenwaste Recycling facility is the equipment used on site.

In the beginning of this year, the company purchased a Hyundai HL740-9 wheel loader from Heavy Equipment Sales, LLC in Corona, Calif., after needing some additional muscle in moving around big piles of material. The Hyundai model was chosen over competitive brands due to its conservative fuel consumption, which is especially necessary with California fuel restrictions. Since purchasing the HL740-9, the company has been able to save 7 to 10 gal. (26.5 to 37.9 L) of fuel per day and with the average price of off-road diesel fuel at $4.00 per gallon, this adds up to big savings. The HL740-9 is built with a powerful yet fuel efficient, Cummins Tier-III QSB 6.7 engine which boasts 143 hp (107 kW). There are three engine modes available including power, standard and econo for full power or reduced fuel consumption options according to operator preference. “We get very busy here, with many trucks going in and out and picking up and dropping off large loads,” said Mejia. “With the HL740-9, loading and unloading the trucks is a breeze.” The company uses the Hyundai HL740-9 wheel loader in a variety of applications and it is worked long and hard, at a minimum of 10 hours a day, seven days a week. The loader is used to move heavy green waste into piles to sort for grinding and composting as well as for loading trucks that are picking up large amounts of wood chips and soil. According to Mejia, the most appealing features of the loader include the hi-mate remote management system, which provides the operator with vital service and diagnostic information from any computer with internet access. The himate system has the ability to track fuel levels, machine location and set work boundaries and can also send users alerts when these limits are reached. “The tracking device makes this machine even more reliable,” said Mejia. “I will know in an instant if the engine has gotten too hot or if the fuel level is low through a text message. It’s a great help in preventing any unexpected downtime and maintenance.” The HL740-9 wheel loader provides OC Mulch & Greenwaste Recycling with shear strength and efficiency. The machine has an operating weight of 26,460 lbs. (12,002 kg), a bucket capacity of 3 cu. yds. (2.3 cu m) and a bucket breakout force of 24,800 lbs. (11,249 kg). Holt CAT Invests in High School’s Tech Skills Program Holt CAT and Caterpillar, as part of the Dealer Excellence Fund, have made an investment of $8,800 to Dubiski Career High School in Grand Prairie, Texas, to support its technical skills program and the career development of technical students. On Nov. 16, the Dallas WFAA’s Daybreak program featured Holt Cat Regional Service Manager Tony Spalding presenting the check to Grand Prarie Superintendent Susan Hull, and Jose Sanchez, a high school senior in the diesel technician training program at Dubiski High School. Sanchez plans to get training to re-build diesel engines after completing high school. A number of Grand Prarie Independent School District representatives and Dubiski High School students were in attendance. The Caterpillar Dealer Excellence Fund (est. 1989) is a program to strengthen curriculum and faculty development in technical schools and increase the pool of qualified service technicians. “The goal of the Dealer Excellence Fund Program is to help schools develop state-ofthe-art technical training programs,” said Shaun Manning, technical training director, Holt CAT Pro Tech. “When a Cat dealer supports a school’s technical skills program by making a dona-

Hydraulic systems are extremely important and an integral component of construction/agricultural equipment.” In addition to the investment, Holt’s CAT is currently interviewing Dubiski High School students for paid internship positions. The programs begins in December and eligible student interns will receive top level industry training and could qualify for the national safe tractor operator certification, which will help these young people develop

a competitive edge in the market place. Holt strongly supports the training and education of technical students and hopes to increase the pool of qualified technicians to meet industry needs for these specialized employees, according to the company. The donated funds may be used for scholarships, faculty development, training aids and equipment. Dubiski Career High School was evaluated and selected based on the strength of its current infrastructure and program.

Shoring System Tackles All Challenges Faced in Trench SHORING from page 28

were operational, with the objective to bring the water level down to below where T-Con had to perform its work of replacing the cracked manhole. Unfortunately, the well points were overwhelmed by the amount of water in the dirt, and the excavation had to be paused so additional well points could be installed by a subcontractor. Results were mixed. “The area was not dry,” said Hanley, “but the Efficiency slide rail system held up perfectly. It did not bend or strain under the additional loads of the water pressure, and the contractor was able to reach grade.” T-Con Project Manager, Yonin Villares, said, “Our company normally preforms smaller projects for the city and we had no experience with installing slide rail this deep,” he said. “Having the Efficiency Installer on site to guide our crew at the beginning of the project was instrumental in getting [the slide rail] started down correctly under adverse condition. [Efficiency Production’s Special Operations Shoring Division Specialist] Tim Hurst was there for the first two days and then Professional Shoring’s local installer, Mark Taylor, stayed with us through the rest of the process.” The HPWED inspectors were similarly

impressed with the slide rail system, said Sam Valdez, city inspector. “I have seen other slide rail systems that would have bowed in under these conditions, but the Efficiency system has not yielded at all or stuck in any position.” Once down to depth, a third layer of well points were installed inside the shoring system to remove ground water close to the work area. T-Con formed and poured their foundation and had enough time to get it to cure before the ground water again began flowing into the excavation. Construction of the new manhole and sealing of the lines proceeded normally from there on, but with one change of plans. One More Challenge Presented, One More Problem Solved “The original plan was to expose the cracked junction box as well as 20 feet (6.1 m) of the 42 inches (106.7 cm) concrete line feeding into it,” said Hanley. “Because of the extraordinary ground water issue, the repair was completed on the manhole only, and the other section of pipe was left as it was. This really wasn’t as big a deal for the contractor as it was for us, because we had designed the slide rail system for the extra area; a two-bay system which turned out to be only a one-

bay system.” This problem, however, was easily overcome due to the flexibility of Efficiency’s slide rail system. Instead of pulling out the linear posts and parallel beams in order for corner posts to be installed; T-Con instead pushed slide rail panels — which were already onsite — down against the linear posts and parallel beams. Some stab sheeting was also needed near the bottom of the pit, but the result was a safely shored excavation that did not require removing any components of the shoring system, or needing to bring in different equipment which could have delayed the project. “The slide rail was awesome,” said Villares. “Without the system, we wouldn’t have been able to get down [to grade] as clean and as quick as we did.” Fall Protection Accounted for With Integrated Barrier Posts and Guard Rail With an excavation this deep, fall protection also was a primary concern. There again, Efficiency’s innovative slide rail system came with an integrated solution in the form of barrier posts and guard rails that are

This first-in-class small gas generator is manufactured with an ISO 9001 compliant platform and powered on the industry standard G3300 platform — capable of surpassing the EPA’s new source performance standards and meeting Texas emissions standards state-wide. This power module is rated for operation at 135 ekW for use in energy exploration and production. Equipped with the EMCP 4.3 control panel, the G3306B features a user-friendly and familiar interface. Combining the EMCP 4.3 with the G3300 platform provides integrated emissions controls for the core engine. Manual adjustments are required only four times a year with a single button, decreasing the engine’s maintenance time and cost. The producer price index for inputs to construction — covering materials that go into every type of project, plus items consumed by contractors such as diesel fuel — decreased 0.4 percent in October, following increases of 0.9 percent in both September and August. The index climbed 2.0 percent in the 12 months ending in October. Meanwhile, the indexes that reflect what contractors would charge for their work were largely unchanged and mostly rose less than materials costs over 12 months — 1.0 percent for industrial buildings, 1.4 percent for new office construction, 1.5 percent for schools, and 2.6 percent for new warehouses. Simonson said prices for essential construction materials were mixed in October. The price index for diesel fuel rose 2.3 percent in October and 12.6 percent over 12 months. Prices for copper and brass mill shapes climbed 2.8 percent in October and 4.7 percent year-over-year. In contrast, the index for steel mill products dropped 1.9 percent for the month and 8.5 percent for the year. The index for lumber and plywood shrank 1.8 percent in October but was 6.2 percent higher than a year ago. Indexes for gypsum products and insulation materials both fell 0.7 percent for the month but rose relative to October 2011 — by 14.1 percent

and 5.5 percent respectively. “Many of these price changes appear to be short-term,” Simonson commented. “While retail diesel prices have dropped 15 cents per gallon in the past three weeks and copper futures have declined, steel, gypsum and even concrete suppliers have announced hefty price hikes for December or January. As a result, contractors who have already bid to install these materials at fixed prices may be headed for losses, and even bankruptcy.” Association officials said declining public investments in infrastructure and businesses’ reluctance to commit to investments in the face of the “fiscal cliff” are forcing contractors to keep bids low. “With so few projects to bid on, contractors are offering their services with little or no margin to cover materials costs,” said Stephen E. Sandherr, the association’s chief executive officer, noting that recent Census Bureau data showed a 4.2 percent drop in public construction spending and a slackening in the growth of private nonresidential construction between September 2011 and September 2012. “Congress and the administration have to find a way to avoid the catastrophic increases in taxes and cuts in infrastructure spending that threaten many construction firms and risk putting their employees out of work.”
