Work Begins on Cheyenne Prairie Generating Station By Lori Lovely CEG CORRESPONDENT
Construction has begun on the Cheyenne Prairie Generating Station in Cheyenne, Wyo. Five miles southeast of downtown Cheyenne, within city limits, the new plant will contain three natural gas-fired combustion turbines with a capacity of 132-megawatts and will include a simple-cycle combustion turbine unit that will be wholly owned by Cheyenne Light, as well as a 95-MW combined-cycle unit that will be jointly owned by Cheyenne Light and Black Hills Power. Once completed, it will provide electricity for approximately 39,000 Cheyenne Light,
Fuel and Power customers and for 68,000 customers of Black Hills Power, both of which are subsidiaries of Black Hills Corp. The plant will take up only 40 acres of the 276-acre site, leaving a buffer zone around the facility. The location along Interstate 80 west of Campstool Road was chosen because land was available and because of the proximity of a water source that can support the plant, according to Donna Beaman, manager of energy services with Cheyenne Light. Most of the water used by the plant will be treated wastewater from the city-owned Dry Creek Water Reclamation Facility next door.
At first glance, recent statistics from the U.S. Census Bureau on public construction spending offered some surprisingly good news, but a closer look revealed a picture that insiders said remains worrisome — albeit hopeful. A “rare spike” in public construction pushed spending in the third quarter of 2013 to its highest level since May 2009. Much of the increase was attributed to spending on highway and street construction and education construction, said Ken Simonson, chief economist of The Associated General Contractors of America. “Nearly every category of public construction increased in October,” Simonson said. But while public construction spending jumped 3.9 percent for the month of October, the overall spending for public construction still trails 2012 by 2.8 percent. Meanwhile, residential construction slipped 0.6 percent for the month, but still showed a 17 percent gain over 2012, while nonresidential construction spending was down 0.5 percent for the month, but up 0.8 percent for the year-todate. “The private residence construction is certainly a mixed bag,” Simonson said. “It’s down because of slow down in single family construction, but multi-family construction continues to race ahead.”

ARTBA Forecasts Moderate Growth for 2014 The American Road & Transportation Builders Association (ARTBA) is forecasting that beyond a modest increase in construction costs nationwide, the overall U.S. transportation
infrastructure construction market will grow five percent from $129 billion this year to $135.8 billion in 2014. ARTBA Chief Economist Alison Premo Black said the mar-
ket would be led by expected double-digit growth in airport runway and terminal work, a six percent increase in bridge and tunnel construction, and five percent, or better, growth in total investment in
waterways and ports, and heavy and light rail. Uncertainty about the level of federal support for state highway see TRANSPORTATION page 24

The Trimble GCSFlex...
Contractor’s Decision to Adopt Technology Changes Game By Jeff Winke SPECIAL TO CEG
create and store an infinite number of machine and bucket configurations and unique operator display settings. The excavator operator relies on visual cues and audible tones from the Trimble CB450 Control Box for real-time bucket guidance. “Our Trimble dealer showed us how easy it is to use and how to quickly swap the system between machines,” said Exon. “It took us less than an hour to be trained and up and running. And we’re talking
four experienced machine operators with no prior exposure to machine control.” Exon admits that one long-time machine operator resisted, feeling with his skill and experience that he didn’t need the technology. After seeing the advantages of the technology in use, he has warmed up to the idea. S. Erwin Excavating uses the GCSFlex for the main cut on projects. In some instances it is used to help ensure the excavation is close for footings on building pads or any drain lines. The company uses a single slope laser, which is designed to achieve a constant grade. “I like the GCSFlex because it eliminates the need for a grade checker and if you’re digging a deep trench you
don’t need a worker down there,” said Exon. “We install quite a few water suppression tanks which means a 10-foot-deep hole with someone down in there shooting grade. It just saves a lot of time and is safer, which is important to me.” Of the several recent jobs S. Erwin Excavating has worked on, Exon mentions a couple. The company is working on a commercial site in Gooding, Idaho — a farm equipment coop building. The $500,000 project requires S. Erwin to dig a 4-ft.-wide by 3.5 ft.-deep (1.2 m-wide by 1.07 mdeep) trench footing around the outside perimeter of the approximately 100- by 80-ft. (30.5 by 24 m) building. “We also needed to dig a number of footing pads for load bearing in the center of the building,” Exon said. “These are a number of fourfoot by four-foot pads with depths that vary from 14 inches to two feet. GCSFlex is allowing us to be
There is a point … a point where the realization hits a construction contractor and a decision is made. The decision could be to invest in more heavy equipment. It could be to add a new service. It could be to expand geographically into new markets. Or, as in the case of S. Erwin Excavating, the decision is made to adopt technology — machine control technology — that literally is changing the way they work. “I was attending a demo show put on by my local equipment dealer and I saw how easy the machine control systems are to run and what they can do for you,” said Darren Exon, president of the Bellevue, Idaho-based S. Erwin Excavating. “What clicked for me S. Erwin Excavating uses the GCSFlex for the was seeing the low-cost main cut on projects. In some instances it is used to help ensure the excavation is close for footTrimble GCSFlex ings on building pads or on drain lines. Grade Control System operating on an excavator and thinking that ‘this could really help, and is a pretty good deal.’” Trimble positions its GCSFlex for excavators as an “affordable option to leverage machine control technology and be more competitive.” “We can work on three different smaller jobs a day sometimes, so I like the flexibility of being able to easily switch my GCSFlex system between excavators at will,” Exon says. “We have three hydraulic excavators — a mini-, a small-size, and a medium-size machine — and two systems to switch between them.” The system features body and boom sensors designed to provide information regarding the angle and position of the boom and body of the machine. A bucket sensor is designed to provide information regarding the angle and position of the bucket, while a laser catcher can provide information regarding the angle and position of the stick the Ketchum residential duplex sites, just like the coop project, the contractor saved the costs and can be used with a grade laser With and time of having a grade checker working on the sites or, if they are short a worker for the day, for elevation information. The sys- having the machine operator stop production, hop out of the machine, and check grade to make tem’s software has the ability to sure the excavating is on target.
more productive since we don’t need a worker shooting grade. Work is getting done faster, safer, and accurately.” At another site, S. Erwin Excavating is digging housing pads for three residential duplexes being built in a subdivision located in Ketchum, Idaho. “These are 60 by 40 foot building pads we’re constructing where we need to take what we’re given and take it all down to one elevation,” said Exon. “We’re using our hydraulic excavator with GCSFlex to muck out the hole and get it very close before going over it with a dozer for finish grade.” With the Ketchum residential duplex sites, just like the coop project, Exon saved the costs and time of having a grade checker working on the sites or, if they are short a worker for the day, having the machine operator stop production, hop out of the machine, and check grade to make sure the excavating is on target. “These projects, and other smaller ones, are typical of the jobs we have,” Exon said. “That’s why we like the versatility of the Trimble GCSFlex Grade Control System. We can quickly jump from site to site and easily move the system from one machine to another.” In this tough economy, S. Erwin Excavating has been keeping its approximately 26 employees busy serving the Idaho market, principally the Blaine County area. The company also completes a lot of excavation work for huge 8,000-to 9,000-sq.-ft. private houses in the Sun Valley area. This includes sewers, ponds, septic systems, river restoration, and demolition. The company, which was established in 1991, has grown and evolved. “I see adding machine control technology as another step in our company’s evolution,” Exon said, “For a relatively low investment, we’ve brought technology to our company that’s saving us time and money. You can’t beat that.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Competing Oil Prices...
Southern Leg of Keystone Pipeline to Open January OKLAHOMA CITY (AP) Oklahoma oil producers say the planned January 2014 opening of the southern leg of the Keystone XL pipeline will remove a glut of crude oil at a storage hub in Cushing and help them get a price that better competes with what producers along the Gulf Coast receive. In regulatory filings, operator TransCanada said the southern leg from Cushing to Port Arthur, Texas, is expected to become operational Jan. 3. “We remain focused on completing the construction, testing and commissioning for the Gulf Coast Project,’’ the filing with the Federal Energy Regulatory Commission said. The pipeline’s northern leg from Canada into the United States has been opposed by environmental groups. The southern leg doesn’t cross an international border and doesn’t require presidential approval, although it too has been opposed on environmental grounds. President Barack Obama visited Cushing
in 2012 and urged construction of the southern leg. The 485-mi. (780 km) pipeline will initially carry up to 700,000 barrels per day from Cushing to the Houston area. “We have a lot of oil being developed in the state. Having another outlet going south is very positive for us,’’ Tony Say, CEO of Oklahoma City-based Clearwater Enterprises, told The Oklahoman. Some have speculated that the pipeline will not eliminate the glut, but instead move it downstream to Houston instead of Cushing — something that Jeff Hume, vice chairman of strategic growth initiatives at Oklahoma City-based Continental Resources Inc., said is unlikely. “There’s plenty of refining capacity down there. I think it could displace some foreign oil, which is good for us,’’ Hume said. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Save Money on Equipment Purchases
Take Advantage of the Depreciation Bonus by 12/31/13
Section 179 of the Federal Tax Code at a Glance 2013 Deduction Limit = $500,000 This is good on new equipment.
2013 Limit on equipment purchase = $2,000,000 This is the maximum that can be spent on equipment before the Section 179 Deduction available to your company begins to be reduced.
Bonus Depreciation = 50% This is taken after the $2 million limit in capital equipment purchases is reached. Note: Bonus Depreciation is available for new equipment only. Bonus Depreciation can also be taken by businesses that will have net operating losses in 2013. The above is an overall, “simplified” view of the Section 179 Deduction for 2013. TMW Provides Market With New, Versatile Scraper Bucket still full, versus just piling it off to the side, to only then come back later (a second time) and load it up into a truck box with a conventional bucket. In addition, the Scraper Bucket doesn’t have gauge wheels on the front of it, like most of the other scraper attachments available; it’s more compact, suitable for smaller confined space areas or large jobs. But at the same time, the Scraper Bucket expands the scope of jobs not normally done with a skid steer. The Scraper Bucket does not lose its feathering capabilities with the front cutting edge; meaning, the front cutting edge of the Scraper Bucket is just the same as a conventional low profile bucket. The back dragging capabilities of the front edge stays the same as a conventional bucket. With the Scraper Bucket, the scraping blade position itself sets the depth, not some other set of side gauges or skid plates.
The Scraper Bucket doesn’t have gauge wheels on the front of it, like most of the other scraper attachments available; it’s more compact, suitable for smaller jobs. But at the same time, the Scraper Bucket expands the scope of jobs not normally done with a skid steer.
TMW Attachments (Thielen Machine & Welding) has introduced a new Scraper Bucket attachment for Skid Steer Loaders. The Scraper Bucket can be used as a regular bucket for dozing, digging and loading material into trucks or pilling material. The Scraper Bucket will let the operator fill the bucket similar to larger self-propelled scraper according to TMW Attachments. The Scraper Bucket will do everything a low profile dirt bucket will do plus it has a controlled scraping feature. TMW Attachments was aware of the need to have a bucket that could change from a regular bucket to a scraper bucket on the fly so it would be capable of cutting a predetermined cut in dirt over a long distance without the bucket diving into or popping out the ground, all with minimal skill required from the operator. The Scraper Bucket uses the front cutting edge on the bucket as a depth control and the second hydraulic controlled cutting edge to control the depth of cut and to fill the bucket. According to Ben Tulibaski, the designer of the Scraper Bucket, this is relevant because “When I'm using the Scraper Bucket I’m always encountering different soil conditions which require the depth of cut to be adjusted often. Another reason why this bucket is set apart, according to
Tulibaski, is the proven fact that the harder the soil conditions get, the better the bucket works. “Most attachments designed for cutting soil need optimal soil conditions for the attachment to work well, all the time, every time.” Other digging/scraping buckets use gauge wheels or some sort of “manual” adjustment, usually bolted onto the front, sides or behind the attachment, which requires the operator to stop, get out, and loosen bolts by hand in order to make a depth adjustment. With the Scraper Bucket, the scraping blade is controlled by hydraulic cylinders to set the depth you want cut, not some other set of side gauges or skid plates. What Sets It Apart? The hydraulic depth control is built into the design and hidden away within the attachment. Similar attachments will not allow an operator to go from scraping mode, to hauling or loading mode, then on to finishing mode, without switching attachments. This may be required many times per day at the job site. The Scraper Bucket also is the only self-loading bucket on the market that is capable of loading a truck immediately after a scraping operation is performed, while the bucket is
One advantage the Scraper Bucket has over others is it does not take a skid steer with 75 horse power or more with tracks to push the Scraper Bucket. The bucket is available in different sizes for a variety of machines and applications. “Since the Scraper Bucket was built about three years ago I have never needed my conventional low profile bucket for any dirt jobs,” said Tulibaski. A conventional bucket either wants to dive in the ground, or pop out of the ground when the operator is trying to dig out a hard packed layer of material, according to Tulibaski. “The Scraper Bucket reduces this problem and makes the most difficult tasks, which are the most common tasks, easy. Even if the operator manages to dig out the top hard packed layer of material, as soon as the ground gets driven on a couple of times, a new layer of hard pack material starts to emerge and packs in, and it just starts all over again.” A video of the Scraper Bucket at work is on the TMW Web site: www.tmwattachments.com (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) E-Series Combines Simplicity With Advanced Features Ten new Cat E-Series hammers — designed for use with mini-excavators, skid steer loaders and backhoe loaders — are available in both “silenced” and side-plate versions. Four sizes — H35, H45, H55 and H65 — are offered in two mounting configurations for installation on both Caterpillar and competitive carriers. Silenced hammers, identified with “s” in the model designation, use a fully enclosed housing to suppress noise, a valuable feature in sensitive work environments and in small-machine applications in which the hammer is in close proximity to the operator. Non-silenced, side plate models are available for all four sizes. Flat-top models allow versatility for installation on Caterpillar and equipment made by other manufacturers. Pin-on models are available for the H55E and H65E in applications that require a dedicated, hammer-equipped Cat machine. Premium Features Several features assure convenient installation, comfortable operation and long hammer life. These hammers are designed and engineered to match auxiliary Ten new Cat E-Series hammers — designed for use with mini-excavators, skid flows and pressures of the Cat machine. steer loaders and backhoe loaders — are available in both “silenced” and sidePlus, hydraulic ports are positioned for con- plate versions.
venient installation. As soon as the hammer is “plugged” in, it is ready to perform. Suspension system on the silenced models include buffers at the top and bottom to absorb reflective forces and isolate them from the machine. A suspension jack helps to dampen vibration and sound. The result is quiet, reliable operation and reduced operator fatigue. To protect the hammer from internal stress, an automatic shut-off can be activated. This instantly stops the piston when the hammer breaks through material which in turn protects the hammer from blank-firing. Easy Maintenance These new E-Series hammers include 47 percent fewer parts than did their DSeries predecessors. This allows for quicker and easier servicing. When it comes to daily maintenance, a single grease point is conveniently located and easily accessed. Tool changes are accomplished with common hand tools. For more information, visit www.cat.com. CEAttachments Debuts Edge Rotary Cutters Edge rotary cutters feature shear-bolt driveline protection, side skid shoes to help the deck glide along the ground, and front and rear chain shielding to help keep material under the deck while being cut.
CEAttachments Inc., a global supplier of attachments and accessories for compact equipment, has added Edge 3-Pt. rotary brush cutter attachments for compact utility tractors. These cutters feature a beavertail style rear deck panel constructed of heavy duty 11-gauge steel that deflects cut material downward as it cuts. Two heavy-duty ½ in. (1.3 cm) thick by 4 in. (10 cm) wide blades cut brush and grass efficiently, and
are mounted to a tough stump jumper pan, according to the manufacturer. The rear wheel assembly features three height adjustment settings to cut grass and brush between 1 to 11 in. (2.5 to 28 cm) from the ground. Edge rotary cutters feature shear-bolt driveline protection, side skid shoes to help the deck glide along the ground, and front and rear chain shielding to help keep material under the deck while being cut.
These standard-duty Rotary Cutters require 20 to 40 hp and are available in 60 and 72 in. (152 and 183 cm) cutting widths, ready to attach to a Cat I/II compact utility tractor. Cheyenne’s Growth, Aging Facilities Drive Project PLANT from page 1
Meeting Demand and Regulation Driving the project is Cheyenne’s growth and aging facilities. Cheyenne Light is responding to an increase in economic development in the area and the need to replace a 40-megawatt power supply agreement that ends in 2014. In addition, Black Hills Power will replace three small coal-fired facilities that will close by March 2014, in compliance with Environmental Protection Agency emissions rules. The 82-megawatt plants were built in the 1950s and 1960s in Rapid City, S.D., Gillette and Osage. Because they cannot be economically retrofitted to meet new EPA air emissions regulations, they must be retired. The new plant will meet or exceed all EPA standards. “This plant is an example of how our company continues to safely and reliably support increasing demand for electricity and provide solutions to our customers’ evolving energy needs,” said David R. Emery, Black Hills Corp.’s chairman, president and chief executive officer. Cost Benefits The Cheyenne Prairie Generating Station will provide substantial benefits to Cheyenne Light’s and Black Hills Power’s customers and communities, said Cheyenne Light Spokeswoman Sharon Fain. “The new generating facility will generate enough reliable, cost-effective electricity to serve up to 100,000 typical homes and protect customers from energy cost volatility. Additionally, the shared resources result in cost savings to the customers of both utilities.” “It’s much more economical [than two separate sites],” Emery said. Shared use will reduce costs to customers by saving money and increasing efficiency. The new generation also is a more costefficient option to successfully meet the long-term energy needs and address increasingly stringent clean-air regulations. The $222 million cost of the project, which is jointly funded by the two utilities, is less than the original $237 million price tag because utility officials are currently recovering financing costs during construction of the new Cheyenne Prairie Generating Station to reduce the overall construction costs for customers, according to Fain. “Construction financing costs are usually added to the total project cost, and customers pay those costs through higher rates over the life of the plant. This time, customers are paying the financing costs through small
A rendering of the Cheyenne Prairie Generating Station in Cheyenne, Wyo.
quarterly rate increases during construction. Customers will actually pay lower rates over the life of the plant.” Flipping the Switch In addition to providing a reliable, longterm source of electricity, the new power plant also will provide jobs. Estimates of the number of workers onsite at peak range from 300-340, but Fain said that as of midNovember, site staff numbered approximately 180. Once construction is complete and commercial operation of the power plant begins, Emery said 10 to 12 full-time employees will be required to operate the plant on an ongoing basis. According to Mark Stege, vice president of operations of Cheyenne Light, the plant is scheduled to be placed into service during the fourth quarter of 2014. Weather has caused the construction schedule to be adjusted in order to compensate for delays due to a “very wet late summer and early fall,” Fain said. She added that a “major rain event” in September was the most exceptional challenge the project has faced to date. Nevertheless, she said, “The project remains on schedule in spite of this recent challenge.” By November, all three General Electric combustion turbines had been delivered and set on their foundations. About 90 percent of the underground utilities were installed, and the mechanical construction, gas pipeline construction, and switchyard installation
contracts were awarded. “We are using multiple contracts to execute the project,” Fain said. Some of the contractors currently participating in the project include: Reiman Corporation (Cheyenne) — road improvements; Brasfield & Gorrie (Birmingham, Ala.) — site work, foundation work and underground piping and electrical; FCI Constructors Inc. (Cheyenne) — preengineered metal buildings; Advance Tank Construction (ATC) (Windsor, Colo.) – field-fabricated water storage tanks; Addison Construction Co. (Cheyenne) — switchyard construction; Northern Pipeline Construction Company (Phoenix, Ariz.) — gas pipeline construction; the Industrial Company Wyoming Inc. (Casper, Wyo.) — mechanical construction; and MMR Constructors Inc. (Baton Rouge, La.) — general electrical construction. The major construction contracts include civil (concrete foundations and underground utilities), mechanical (above-ground equipment installation, piping and structural steel), and electrical (cable, conduit and raceway/cable tray). Major equipment on the project includes three natural gas-fired combustion turbine/generators manufactured by General Electric, one steam turbine/generator manufactured by Siemens, two heat recovery steam generators manufactured by Nooter Ericksen, and two generator step-up transformers manufactured by General Electric. “The project is using modular equipment
to a large extent [in order] to reduce field installation effort,” Fain noted. Lasting Benefits In addition to providing additional power and more jobs, the plant is expected to add in excess of $14 million to the area’s tax base during construction, according to Stege. Randy Bruns, president of Cheyenne LEADS, the economic development arm of Laramie County, believes it has potential to add even more. “That is a powerful statement of optimism about our future when a company commits that kind of investment based on future needs.” Explaining that much of what his organization does is “predicated on the companies we’re recruiting having access to relatively inexpensive and extremely reliable power,” he hinted that this could fuel further economic growth. Cheyenne Mayor Rick Kaysen seemed to concur when he said that construction means corporate America is optimistic about the region. Optimism certainly permeates the area. “It’s hard to imagine that only seven months ago, we broke ground on the site,” said Stege. “The rapid progress at the job site means the Cheyenne Prairie Generating Station will be ready to serve our customers by the fourth quarter of 2014.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) B&W Introduces New RVB3500 Companion Trailer Hitch B&W Trailer Hitches, a U.S.-based manufacturer of heavy-duty, engineered trailer hitches and aftermarket truck/trailer accessories, introduced its RVB3500 companion fifth wheel aftermarket trailer hitch. The new companion hitch employs B&W’s turnoverball mounting design that promotes quick, single-point hitch installation. The quiet riding hitch is designed to handle today’s heavier trailers and pickups with varying truck bed configurations, according to the manufacturer. B&W’s earlier companion model had an 18,000-lb. (8,164 kg) towing capacity and had gained a solid reputation within the RV community for its ease of installation, robust design, smooth ride and, most of all, its low noise characteristics. The original companion hitch has remained virtually unaltered since its inception in 1998. The new 20,000-lb. (9,072 kg) rated companion fifth wheel trailer hitch has all the features that RV owners and dealers favored in its predecessor and then some. “The combination of product quality and reliability, along with B&W’s reputation among customers, have made the B&W Companion fifth wheel hitch our most popular,” Don Collins, president, DC’s RV Centers, said. “With its 20,000pound towing capacity, enhanced height adjustment and flexible installation design, we anticipate that the new companion will be even more commercially successful than its forerunner.” B&W’s new Companion fifth wheel aftermarket trailer hitch is designed for today’s trucks and trailers and for tomorrow’s as well. Kalyn Siebert Offers Corsol MP System for Corrosion Control Addressing the demand for more versatile corrosion control options on hydraulic sliding axle and other heavy equipment trailers that operate in extreme weather conditions, Kalyn Siebert will now offer corrosion protection as an option available for its entire product line. PRP Industries’ Corsol MP system has been proven to provide high protection against corrosion undercutting and blistering and is an effective alternative to hot-dip galvanizing, according to the manufacturer. Kalyn Siebert anticipates that the corrosion protection provided by the Corsol MP system will be particularly well-suited for hydraulic sliding axle trailer operators in the towing, recovery and transportation markets. “Kalyn Siebert already has a state-of-the art blasting and painting facility. However, many of our clients operate their trailers in some of the most unforgiving environments in the world,” said Kalyn Siebert Managing Director Ryan Rockafellow. “We wanted more

corrosion protection than what paint provides in order to meet our clients’ long-term equipment needs. This is truly an alternative to hot-dip galvanizing providing the exceptional corrosion protection
that our hydraulic sliding axle clients are looking for.” Whereas the hot dip galvanizing process provides corrosion protection to steel components, there are limitations to which components
can be dipped in molten zinc. Corsol MP system involves a chemical process that molecularly bonds a co-polymer to steel that prevents the steel from corrosion. The system protects against the
harsh conditions commonly experienced in cold weather climates primarily due to the extensive use of corrosive road chemicals such as magnesium chloride, calcium chloride and sodium chloride. By utilizing the Corsol MP system within its facility, Kalyn Siebert is able to provide corrosion protection for much more of the trailer, including main frames, deck, air tanks, suspensions, axle components and hydraulic cylinders. This results in a much larger percentage of the total trailer being protected against corrosion. Over the last 14 years the PRP Industries’ Corsol MP system has been extensively used in the North American market and currently protects the components of more than one million commercial vehicles in service today. Technicians Test Their Skills at TMCSuperTech 2013 In an effort to support the cultivation of trucking industry technicians, seven Mack Pinnacle Axle Back models were provided by Mack customer PITT OHIO for the Technology and Maintenance Council (TMC) National Technician Skills Competition — TMCSuperTech 2013. Mark McLean Jr. of FedEx Freight from Montgomery, N.Y., was the first-place winner of the 2013 competition. As the grand champion McLean has earned his spot as “the industry’s best technician,” and a trip to the 2014 Daytona 500, according to TMC. The ninth annual TMCSuperTech, conducted Sept. 9 and 10 in Pittsburgh, Pa., awards superior skill and encourages excellence among truck technicians. This year, 130 technicians from the United States and Canada participated in the competition. The 2013 competition was expanded to two days, allowing more technicians to participate. Day one was the qualifying round, which included a written test plus several hands-on skills challenges. The 112 technicians scoring the most points the first day advanced to the next day’s competition, where they put their diagnostic and problem-
solving skills to the test. Competitors participated in a variety of trouble-shooting tests in categories such as HVAC, drivetrain, brakes, electrical, wheel ends, suspensions and engines. The Mack Pinnacle models were used for the brake repair work station. “Mack Trucks is proud to put our support behind an event that focuses on the skills and professionalism of some of the finest truck technicians in the U.S. and Canada,” said John Walsh, Mack vice president of marketing. “Congratulations to the TMCSuperTech winners for being the best of the best.” Second-place winner Eric M. Vos from FedEx Freight, Boise, Idaho, won a trip to the 2014 Brickyard 400, and third-place finisher Jeffrey Ostby also of FedEx Freight, Spokane, Wash., received a trip to the 2014 Talledega 500 spring race. Additional awards were given for individual skills competitions. For more information, visit www.macktrucks.com. Single family construction was up 30 percent compared to the first 10 months of 2012, but that remains low when compared to the historical high. “The big question is will it flatten out, or keep rising to where it was historically,” Simonson said. “In terms of starts, historically it was around 1.5 million. Right now it’s around 800,000 starts.” There also was a sharp decline in the private non-residential side in what the Census Bureau calls power construction, which includes power plants, wind turbines and solar energy, as well as everything in oil and gas on shore. That market was down in October and on a year-to-date basis, dropping 5.8 percent for the first 10 months of 2013 compared to 2012. But Simonson expects it to do well in 2014. Other non residential construction spending was up. “It really is a very mixed story depending on whether you are looking at public, private residential or private non residential,” Simonson said. “We don’t want people to assume that just because public construction spending was up for one month nothing else needs to be done. On the contrary. This was a fluke. That’s why we called it a rare spike.” The hopeful news on the horizon lies with the U.S. Congress, Simonson said. Both houses have passed a version of the Water Resources Development legislation, and are now at work in a conference committee to iron out the differences to come up with a bill that is palatable to both chambers. “They are pretty close to the finish line,” Simonson said. The bill would give the U.S. Army Corps of Engineers the go-ahead for much more dredging and other improvements in ports and harbors that are necessary for them to
take advantage of the increased flow of large ships that is expected to come with the expansion of the Panama Canal. The expansion project includes the construction of two new locks on the canal — one each on the Atlantic and Pacific sides, and is expected to double capacity of the canal. It is set to be completed by 2015. “Once the wide, deeper channels are open, then much bigger ships such as container ships, but also tankers, will be able to pass through the canal,” Simonson said. “This will improve U.S. trade, but only if the ports can handle the deeper and longer ships, and most of the ports on the east coast need to have channels dredged deeper to accommodate these ships.” The Water Resources Development legislation also would allow for improvements along Mississippi River system for barges. That would allow the United States to export grain and coal more effectively, and distribute inbound traffic more efficiently, Simonson said. The AGC also is calling on Congress to make surface transportation a priority. “In general, what’s been going on is that the federal government has been cutting spending,” Simonson said. “The federal government is putting less money into infrastructure, and state and local government is also cutting infrastructure spending.” If it continues, Simonson said, “It means that we’re likely to have, unfortunately, quite possibly more passenger rail derailments, more cases of roads closed to all vehicles or heavy cargo vehicles or possibly more bridge collapses. It is a constant threat to the livelihood of construction companies and their workers.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Construction employment has been inching up, gaining 400,000 jobs since the low of January 2011, but the recovery has not been nearly as fast as the industry would like and that could bode poorly for the future, said Simonson. Between January 2011 and October 2013, about 400,000 workers were back on the job. But that’s a fraction of the 2.3 million jobs lost between 2006 and 2011. “If demand does pick up in next few months, there may be a significant shortage of workers, delays in projects and a considerable rise in wage rates,” Simonson said. He expects to see increased demand in areas such as petrochemical plants, apartments and other types of manufacturing construction. “While we’ve only had a small increase in employment, we’ve had a lot of people leaving the construction industry,” he said. “The number of unemployed construction
workers has declined by about 1 million. Most of those unemployed workers have either been hired in other industries or have gone back to school or retired. They are not sitting at home waiting a for contractor to call them back to their old job.” One of the major drivers of the construction job increase is the so-called “shale gale” sector, where “fracking” is happening in North Dakota, rural Pennsylvania and sections of Texas, Simonson said. “Those areas are particularly hungry for construction workers,” he said. “There’s just been a tremendous surge.” The past year saw construction job increases in 39 states, the most seen in over a year. But only two states, North Dakota and Louisiana, have surpassed their previous peaks. Both are at record peaks and both are related to oil and gas stores. All the other states except Texas remain at 10 percent below their peak.

This ConExpo article was published in Construction Equipment Guide (CEG) on March 20, 1996. This and other ConExpo articles to follow will be part of a continuing series that take a look back at ConExpos past through the reporting of CEG. We hope you enjoy these retros as much as we did searching for them deep in our archives. When the 1,140th exhibitor signed on for a 100-square-foot display, ConExpo-Con/Agg ’96 surpassed 1.2 million square feet of exhibit space and in the process became the largest North American construction show ever. “The 1.2 million net square feet was a dream a couple of years ago when the ConExpo-Con/Agg partnership was original envisioned,” said Dennis J. Slater, exposition director. “The enthusiasm our industries have shown toward the show has made that dream a reality.”

Las Vegas, Nevada “The facilities at the Las Vegas Convention Center are stretched to capacity to accommodate our show,” said Kenneth R. Tobin, also exposition director. ConExpo-Con/Agg ’96 is the firstever joint show between the Construction Industry Manufacturers Association (CIMA), sponsor and producer of ConExpo, the huge international construction equipment exposition, and the International Concrete and Aggregates Group (ICAG), producer of Con/Agg, one of the premier concrete and aggregates shows in the United States. Since the inception of the ConExpo-Con/Agg partnership, only Comdex the computer industry exposition, has surpassed 1.2 million square feet of exhibits. The totals for number of exhibitors and exhibit space are record totals for either ConExpo or Con/Agg. In addition, ConExpo-Con/Agg ’96 will be the world’s largest event in 1996 for these industries. Because of its size, ConExpoCon/Agg ’96 has expanded to the newly created Landmark Exhibit Area located just across from the Las Vegas Convention Center on Paradise Boulevard. ConExpoCon/Agg ’96 will be the first exposition to make use of the new Landmark Exhibit Area, formerly the site of the famous Landmark Hotel which was demolished November 7, 1995. ConExpo-Con/Agg ’96 anticipates a total attendance of 80,00010,000 visitors, including over 20,000 international delegates. The show will open on March 20, 1996 at 9 a.m., and will continue through March 24, 1996, from 9-4 p.m. daily. Powerscreen Crushes Ivory for U.S. Government Initiative
The “Ivory Crush” event took place at the U.S. Fish and Wildlife Service’s National Wildlife Property Repository at Rocky Mountain Arsenal National Wildlife Refuge near Denver, Colo.
On Nov. 14, U.S. federal officials used a Powerscreen impact crusher to pulverize 6 tons (5.4 t) of illegal elephant ivory to discourage poachers and wildlife traffickers. The “Ivory Crush” event took place at the U.S. Fish and Wildlife Service’s National Wildlife Property Repository at Rocky Mountain Arsenal National Wildlife Refuge near Denver, Colo., and was attended by representatives of African nations and other countries, dozens of leading conservationists and international media representatives. This was the latest in a series of actions by the U.S. government designed to crack down on international poaching and illegal wildlife trafficking. “Rising demand for ivory is fuelling a renewed and horrific slaughter of elephants in Africa, threatening remaining populations across the continent,” said Secretary of the Interior Sally Jewell. “We will continue to work aggressively with the Department of Justice and law enforcement agencies around the world to investigate, arrest and prosecute criminals who traffic in ivory. We encourage other nations to join us in destroying confiscated ivory stockpiles and taking
Among the attendees at the “Ivory Crush” was Kristin Davis, actress and patron of the David Sheldrick Wildlife trust.

other actions to combat wildlife crime.” The international trade of ivory was banned in 1989 under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and during the past 24 years the United States government has stockpiled tons of confiscated items. The Ivory Crush event was part of a plan put in place following the signing of an executive order by President Barack Obama in July 2013. The initiative called for a new
task force to address the issue of trafficking and allocated $10 million to aid Africa's efforts to beat poaching and the illegal trade of wildlife products, which are putting elephants under increasing danger of extinction. “By crushing its contraband ivory tusks and trinkets, the U.S. government sends a signal that it will not tolerate the senseless killing of elephants. Other countries need to join the United States, Gabon, Kenya and the Philippines to take a stand,” said Carter Roberts, president and CEO of World Wildlife Fund. In other countries, a variety of methods have been used to try to destroy ivory products including burning and flat rolling. For the Ivory Crush event, a Powerscreen crusher was selected for its capability to reduce the tusks, ornaments and jewelry to a specific size. Given the specialist nature of the application and the required crushed product size of less than ¾ in., careful consideration had to be given to the machine selection and configuration. The Powerscreen impact crusher at the event featured a recirculating
conveyor ensuring that any material that wasn't crushed to specification after a first crush, was passed back through the crusher chamber again. Todd Goss, general manager of Powerscreen’s North American facility, said, “Having been able to be part of something so important underlines Powerscreen’s commitment to meeting our customers’ requirements — from a quarry crushing rock to a contractor processing C&D waste or as in this case, the U.S. government crushing elephant ivory.” Dan Ashe, director of the U.S. Fish and Wildlife Service, the agency responsible for organizing the event, said “We are grateful for Powerscreen’s willingness to donate their crusher and their time for this cause. Getting this monster of a machine here on time was a complicated effort and we couldn’t have done it without their support.” For more information, visit www.terex.com. Magnum Series Offers High Production Rates, Flexibility IROCK Crushers’ Magnum primary crusher is a high-performance four-bar impactor with heavy-duty components for reliability, increased efficiency and precision. IROCK offers the Magnum in three sizes — the Magnum 15, Magnum 20 and Magnum 30 — all of which perform well in quarry rock, demolition debris or recyclable material. The Magnum impact crusher is ideal for operators who require a primary crusher or for those who run a screening and crushing operation and need the flexibility to perform two separate jobs simultaneously, according to the manufacturer. The Magnum 15, 20 and 30 are equipped with Cat ACERT Tier III engines and feature 350-, 440- and 550-hp (261, 328 and 410 kW) respectively. The Magnum 15 is capable of processing up to 350 tph (317.5 t), the Magnum 20 up to 500 tph (453 t) and the Magnum 30 up to 650 tph (589 t). Each unit includes three auxiliary outlets for the operation of transfer or stacking conveyors. Additionally, each unit is equipped with a P.T. Tech clutch, which decreases power loss and increases fuel efficiency. Magnum crushers are highly portable, and operators can enhance the ease of transport with IROCK’s optional Hydraset hop-
per. The Hydraset hopper operates from an internal power pack, which allows the hopper to be easily detached and placed on a trailer in a matter of minutes without a lifting device. This is crucial with the Magnum 30, which cannot be transported without the removal of the hopper because of weight limitations. After relocating, the hydraulic outriggers make for fast and easy set-up. A vibrating feeder with a heavy-duty, twostep tapered grizzly removes fines and allows only large materials into the crusher. The feed openings vary in size with each model, ranging from 40 by 32 in. (101.6 by 81 cm) to 56 by 43 in. (142 by 109 cm). Hydraulically adjustable aprons with three-stage crushing on IROCK’s impactor crushers allow better control over sizing. The four-bar impactor design offers maximum material reduction that minimizes wear and enhances performance and production. The mobile crusher features IROCK’s rock box, an alternative to discharge chutes found on similar units. The rock box uses a shelf system with abrasion-resistant wear bars that allow crushed material to build up and act as a wear liner, effectively reducing maintenance. It also incorporates specialized AR-400 steel plate liners for each material
transfer point, which provides better durability compared to rubber liners used by other crusher manufacturers. Finally, an optional in-line discharge belt reaches a discharge height of 10 ft. 11 in. (3.3 m) for higher stockpiling and the ability to
pair Magnum crushers with screening units. For more information, call 866/240-0201 or visit www.irockcrushers.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
IROCK offers the Magnum in three sizes — the Magnum 15, Magnum 20 and Magnum 30 — all of which perform well in quarry rock, demolition debris or recyclable material.

All Transportation Modes Growth Expected to Increase TRANSPORTATION from page 1
programs after next September, however, will continue to depress the road pavement market next year. Black forecasts the pavement market will grow to $54.4 billion in 2014, up 2.6 percent nationally. This includes $42.7 billion in public and private investment in highways, roads and streets, and $11.6 billion in largely private investments in parking lots, driveways and related structures. The market, however, will be uneven nationwide, she said. ARTBA forecasts paving work to be up in 19 states, down in 20, and largely flat in the remaining 11. “Over the past 10 years, on average nationally, federal funding has provided 52 percent of the money invested by state transportation departments in road and bridge capital improvement projects,” Black said, noting, “The federal share ranges from 35 percent in New Jersey to over 70 percent in 11 states.” “Absent congressional action to improve the revenue stream into the federal Highway Trust Fund before next October, federal support for state programs faces a potential $40 billion cut in fiscal year 2015,” she said. “That uncertainty is already putting a damper on state project lettings. Congress needs to act.” “If the federal program can be at least stabilized, the longer term outlook for pavements could be much more positive,” Black said. “Bipartisan political support for significantly increased transportation investment has been seen in a number of bell-weather states this year, including Pennsylvania, Virginia, Ohio, Maryland and Massachusetts. Wyoming and Vermont passed gas tax increases for expanded investment. Eighty-five percent of the 2014 transportation investment ballot initiatives passed. And the public-private investment market is picking-up with the expansion of the federal loan guarantee program.” ARTBA’s 2014 forecast for other transportation modes: Bridges & Tunnels — Bridge and tunnel construction is expected to grow from $28.5 billion in 2013 to a record-level $30.1 billion next year. ARTBA said large projects in 10 states — California, Florida, Illinois, New Jersey, New York, Pennsylvania, Texas, Kentucky, Virginia and Washington — will
account for about half of U.S. market activity in this sector. Ports & Waterways — The port and waterway construction market, which has grown by a third since 2011 in anticipation of increased sea trade through the Panama Canal starting in 2015, is expected to grow another $100 million, to $3.0 billion next year. The top market states will be: California, Florida, Illinois, Louisiana, Mississippi, New Jersey, New York, Texas, Virginia and Washington. Airport Runways & Terminals — The total value of airport runway and terminal construction is expected to increase 17 percent to $14.7 billion in 2014, ARTBA forecasts. Market-driving states will include: Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, New York, Ohio, Tennessee, Texas, Utah, Virginia and Washington. Light Rail, Subways & Railroads — The domestic light rail, subway and railroad construction markets will continue to see growth in 2014. Subway and light rail work will grow five percent to $7.9 billion from $7.5 billion. Heavy rail investment, largely by Class 1 freight railroads, will increase eight percent to $12.6 billion this year from $11.6 billion. Increase in demand to transport goods, including shale and crude oil, as well as multi-modal improvements for better port-rail connections, are driving higher levels of railroad investment. Based on recent state and local government contract awards, these states will be moving forward on key projects: California, Colorado, Washington, D.C., Florida, Illinois, Massachusetts, Minnesota, New Jersey, New York, Oregon, Pennsylvania, Texas and Washington. The ARTBA forecast is based on a proprietary econometric model and analysis of federal, state and local data and market intelligence. For more information, visit www.artba.org. Todd Dossett, Dossett Chipping Inc. in DeQueen, Ark., found this JLG high lift to his liking. Roy Varner, Varner Excavation in Ranger, Texas, is pretty interested in this Cat D6T XL. Lonny and Lonna Landers, Landers Septic Concrete Products in San Angelo, Texas, think they may have found the high lift they want in this JLG GTO 55A.
Andrei, an independent contractor, came all the way from Russia to check out this Cat D5M LGP.
Steve Bass (L), Wet Work Oil & Gas Co. in Midlothian, Texas, has just finished putting this LBX 290LX through its paces with Jack King.
Mike Byrd (L), Byrd Oilfield Service in Abilene, Texas, and Brad Johnson of Blake Fulenwider Dodge in Stephenville, Texas, think this Cat D7R XR dozer is worth bidding for.
