Work is under way on a $9.7 million project that will include restoration of a dam, construction of a pedestrian/cyclist bridge and for the first time in Oregon, the manmade sculpting of a white water course. Hamilton Construction Company began work as the CM/GC on the Bend Park and Recreation Colorado Dam Safe Passage Project in October, working with OTAK Engineering on the design for the past 18 months. The project has been under discussion for about a decade, said Chelsea Schneider, project manager of the Bend Park and Recreation District. That was about the

time the Deschutes River was opened to boaters. “Previously this was mill property,” Schneider said. “No one was getting into the area. Then the mill closed down, and people started to float the river. They were to float to the Colorado Dam and take out. Unfortunately, some people have failed to take out. There were rescue events every summer. Just downstream of the spillway, there is a complete jumble of rip rap. That’s what people can get caught in. They get trapped, even trapped upside down. There was one fatality on the site.” There are four other dams on the Deschutes, but the Colorado Dam is the most dangerous and so it became the top priority, Schneider said.

ARTBA: Roadside Ditches Are Not ‘Waters of the U.S.’ The potential delays and increased costs that would result from extending federal authority to cover roadside ditches would divert resources from timely maintenance activities and potentially threaten the role ditches play in promoting roadway safety, according to the American Road & Transportation Builders Association (ARTBA). The association submitted comments Nov. 14 to the U.S. Environmental Protection Agency (EPA) and Army Corps of Engineers (Corps) opposing a proposed regulation that would alter the definition of “waters of the United States” and expand federal regulation to cover virtually any wet area in the country — including roadside ditches. ARTBA explained that while current federal regula-

The U.S. House of Representatives passed late Wednesday, Dec. 3, the Tax Increase Prevention Act. Among the 50 expired tax breaks the bill would extend is a reinstatement of the 50 percent depreciation bonus

for 2014 and an increase of the Section 179 expensing levels this year to $500,000 with a $2 million phase-out cap. Both of these tax breaks expired Dec. 31, 2013. At press time, the Senate on Dec. 10 was expected to take up and pass

the bill, which would then go to the president to sign. In addition to affecting equipment purchases made in 2014 retroactively, this bill would in effect create a window for last-minute purchases made prior to Dec. 31, 2014, to be included.

Whoever coined the phrase, “space is at a premium,” probably wasn’t talking about installing pipe in the ground. However, that adage could certainly be applied to a recent excavation and pipe installation project at the site of Phillips 66’s new Global Headquarters in West Houston, Texas. Contractor Gowan Mechanical Services of Houston was recently contracted to install HVAC and other mechanical piping at the new office building project. The route for two 24 in. (61 cm) underground chilled water supply and return lines needed to be installed 300 ft. (91 m) running from the complex’s physical plant located near the parking garage, to the base of the office buildings where it ties into the air conditioning system for all the new office buildings.

Trench Shoring Required for Shallow Excavation Installing a simple underground piping system would normally be a snap for Gowan, however for this project, Phillips required the 10 ft. (3 m) deep trench to remain open for its entire length so inspections could be made. Even with that stipulation, the excavation project would have been fairly routine if not for the fact that the route passed directly next to the parking garage on one side, and a very congested area on the other. The tight path prevented traditional trench protection measures such as benching or sloping. Site conditions being as they were, Gowan needed a manufactured trench protection system; either trench shields or shoring. “When faced with these types of trenches, trench boxes are usually the most efficient method of protection,” said Ray Roberts, shoring specialist of Efficiency Shoring & Supply’s Houston branch office. “This pipeline also had a 90 degree turn on each end which also needed to be shored or shielded,” Roberts added.

Efficiency started by supplying the longest practical trench shields available in its fleet, a series of 20 ft. (6 m) long trench boxes. However, the mobile crane being utilized for the project could not lift the weight of the 10 x 20 trench shields as the shoring process progressed. Efficiency then switched to shorter trench boxes — 10 x 12 steel shields — for the rest of the straight run; providing more than 20 steel or steel-

HOLT Celebrates Largest HQ Expansion in History HOLT CAT, the Caterpillar Equipment and Engine dealer of south, central, north and north east Texas, held an open house Dec. 3 to celebrate the completion of its 40,000 sq. ft., heavy equipment service facility. The $11 million expansion is part of a $100 million HOLT investment plan to upgrade facilities, open new full-service locations, and ensure technicians are equipped with advanced tools and technologies in order to provide outstanding service to customers. This development represents the single largest expansion to HOLT’s San Antoniobased headquarters at 3302 S WW White Road in decades. The new building, which replaces a smaller service shop, will be a climate-controlled facility that will provide an improved work environment for technicians. “Demand for the heavy equipment repair and rebuild services HOLT provides is surging as a result of the shale boom and resurgence in manufacturing and infrastructure projects,” said Peter M. Holt, CEO of HOLT

CAT. “Our locations across the state are showing robust growth as a result — in fact, 2014 has been one of the strongest years ever for our business.” Many of HOLT’s customers choose to have their heavy equipment rebuilt instead of purchasing an entirely new machine in order to manage capital costs. Key machine components are inspected and replaced, and the machine is returned to service in like-new condition. The new facility will include advanced capabilities to manage these rebuilds. The facility will serve customers located across south and central Texas. It has eight service bays, featuring four 10-ton (9 t) cranes and four 15-ton (13 t) cranes; monitored oil dispensing in all bays; 150 tons (136 t) of automated HVAC and lighting controls to save energy; and eight BAF-branded fans to reduce electrical consumption. Cashman Among First Cat Dealers to Gain Certification Cashman Equipment is one of the first of 200 Caterpillar dealerships worldwide to receive Cat’s prestigious 5-Star Contamination Control Certification. Achieving it required approximately 15 months of preparation, including the creation of a formal employee training program, an overhaul of every area of the rebuild center, development of multiple standard operating procedures (SOPs), and acute attention to cleanliness and organization. One of the most basic selling points of Caterpillar equipment is that the machines are “built to be rebuilt,” according to the company. Customers are told they will get a second and even third life out of their machines at approximately 60 percent of the cost of buying a new piece of equipment. These statements are qualified through the Cat Certified Rebuild Program, wherein the entire machine is disassembled down to the bare frame and each component (engine, transmission, powertrain, etc.) is examined and

repaired or replaced. When finished, all Cat Certified Rebuild machines receive a new serial number and warranty -— something highly valued by customers. Not only is it virtually a brand new machine ready to work 100,000 or more hours, it also enhances the future resale value as compared to other machines of the same age. Rebuilds are a fundamental part of a Cashman Equipment representative’s promise to the customer. However, Caterpillar studies show that 70 percent of all hydraulic component failures can be traced to some type of contamination. Even the tiniest amount of dirt, dust or other contaminants can wear down a component, potentially causing costly catastrophic failures on the job site. This makes component contamination control in Cashman’s component rebuild center (CRC) one of the most crucial aspects of a rebuild. Caterpillar’s Contamination Control Compliance Program was created in September 2000, implementing

a rigorous set of requirements and guidelines, complete with a Caterpillar audit, in order to ensure that the highest standards of cleanliness are met. “Our Reno CRC is nearly 20 years old, and some of the surrounding facilities are over 30,” said Thomas Shrecengost, Cashman Equipment’s assistant general manager of service. “To

say that it was challenging would be an understatement. Some employees didn’t even think it could be done. However, our Reno CRC team, with the support of nearly every other department at Cashman, was able to create processes and procedures that changed our culture. Because our expectations rose to Cat’s 5-Star level, so did our shop.”

During Caterpillar’s rigorous contamination control audit, 18 areas with five to 10 subsections were inspected, including the equipment wash facility, shop attributes, shop practices, hydraulic cylinder rebuild area, engine dynamometer testing, and more. Cashman Equipment was extremely proud to attain 97.3 percent on this evaluation. One auditor said, “Incredible change from 7/2013 and achieving [bulk fluids] cleanliness without kidney looping.” “The heavy equipment industry landscape is changing,” said Mike Pack, president and COO of Cashman Equipment. “The service and support of a customer makes more of a difference today than it ever has in the past. Iconic Yaquina Head Lighthouse Receives Rare Scaffolding Restoration

Visitors to Oregon’s iconic Yaquina Head Lighthouse won’t get the view they might be expecting. Instead, they may be surprised to find the 93 ft. (28 m) tall tower shrouded in a wrap of white. For the second time in seven years, workers erected scaffolding around the lighthouse, the Oregon Coast’s tallest, then cloaked the scaffolding under a coat of plastic. Now, the crew from Pioneer Waterproofing will remove the waterproof paint applied in 2007 and replace it with more historically appropriate material. “The paint has failed and we’re getting a lot of rust issues,” said John Chaffin, Yaquina Head Lighthouse facility operations specialist. “We’re getting rid of the elastomeric waterproofing paint. It didn’t do want it was supposed to do. It retained water instead of keeping water out.” But at least this time around, the work is a bit easier for the crews. Seven years ago, when workers set about to restore the lighthouse, they were working to remove lead-based paint and to restore the old metal work. “The containment then was bullet proof,” Chaffin said. “Nothing got out into the environment. It was ventilated and vacuumed so every particulate was captured. Liebherr Construction Opens Western U.S. Spare Parts Depot

Liebherr shapes its global, local and regional spare parts distribution and logistics to support its rapid growth and exceed customer-service expectations around the world. Several positive developments that have a strong impact in the fulfilment and distribution of earthmoving Liebherr spare parts globally and within the United States have been announced in the last months by the Liebherr Group. In October of this year, the Liebherr Group gave a glimpse into the progress of its new spare parts and logistics center in Kirchdorf, Germany. The new facility to begin operations in early 2015, is expected to serve as its global logistics hub for earthmoving spare parts. The investment value for the first stage of construction is in excess of $143 million and covers an area in excess of 505,000 sq. ft. A large part of the investment has gone into implementing highly automated warehouse equipment and software that will enable the logistics center to employ leading-edge performance standards. The new warehouse solutions will allow the group to handle higher volumes of spare parts, reduce turn-around times and guarantee order accuracy for Liebherr customers around the world. Additionally, the Liebherr Group is continuing a significant investment in building improvements, machinery, tools and infrastructure to expand the factory and enhance the warehouse facility at

its Newport News, Va., location. These renovations are part of the $45.4 million investment as announced earlier this year by Liebherr Mining Equipment Newport News Co. River to Divide Into Habitat, White Water, Safe Channel DAM from page 1

While the dam is not being removed, workers will “punch some holes in it,” said Evan Stuart, Hamilton project manager. “The dam remains functional and will preserve water levels for multiple users,” he said. “It eliminates a navigation and fish passage obstruction while maintaining water rights of upstream users.” The project includes dividing the river into three channels. On the right will be the habitat channel at 80-ft. (24.4 m) wide. The center channel will be the white water channel, and also 80-ft. wide, and on the left, at 20-ft. (6 m) wide, will be the safe passage channel and also for fish passage. “Also in the safe passage channel, we will use inflatable panels — raised and lowered by pneumatics — that will control the flow,” Schnieder said. “The panels — or bladders — are inflated with air and you use them to sculpt the way the water flows downstream. They will help us change how the water functions. It can be novice level one day, and then changed the next day to be a black diamond level.” The white water features are also adjustable, said Stuart. “In the case of an emergency, water can be mostly diverted from one channel to another by means of remotely adjustable gates.” In addition to the roughly 20 large bladders, there will be three fixed wave features. It’s a first in Oregon, though Stuart noted that River Restoration, the company building the white water

course, has built a number of them in Colorado. “But it’s quite a different exercise here in Oregon where the environmental regulations are more stringent,” he said. The river work will begin with the white water and safe passage channel. Water from those channels will be redirected to what will eventually become the habitat channel. Once the first two channels are complete, the work on the habitat channel will begin. The habitat channel will also include multiple water cascades and shallow bedding areas and back water areas for fish and other aquatic animals. “It is actually an expansion of habitat,” Stuart said. “This will make the passage possible for fish and other aquatic animals — it includes the creation of some quiet pools that are at the bases of small waterfalls that will improve the aeration of the water.” Crews also will replace the pedestrian/bike bridge. The existing bridge is an old road bridge that had been repurposed for pedestrian and cyclist use. It’s low to the water and presents a safety issue for paddlers. The new bridge will be raised and placed in a different location. It will feature a small bump out to allow people to hang out and watch the white water activity. There also will be booms — or floating fences — directing white water paddlers one way and floaters the other. The project is scheduled to be completed see DAM page 54

Cat 826K Landfill Compactor Features Safety, Convenience The Cat 826 landfill compactor has set the design standard for this demanding application since 1978, and with the introduction of the K Series model, that design is further advanced in terms of operator comfort and safety, ease of operation, durability, reliability, low-cost operation, and productivity. Two Cat C15 ACERT engine options are available, meeting U.S. EPA Tier IV Final/EU Stage IV emission standards or U.S. EPA Tier III/EU Stage IIIA equivalent emission standards. It delivers 405 net horsepower (302 kW) to the 826K’s drive train, which uses a 2F/2R planetary power-shift transmission, lock-up torque converter, and heavy-duty planetary axles that can accommodate three new wheel-and-tip configurations. With an operating weight of 90,207 lbs. (40,917 kg), coupled with massive structures that remain solid through a number of rebuilds, the 826K is built for rugged durability, according to the manufacturer. For fuel-saving performance, the 826K features an Eco mode, which, when selected by the operator, limits engine speed and allows the machine to function in an auto-shift mode when maximum torque is not required. For operator convenience, the left pedal serves as a brake, transmission neutralizer and engine decelerator, which the operator can use to temporarily override the engine speed set with the throttle lock for safely maneuvering around obstacles. And for optimum responsiveness and control, the 826K’s STIC system allows single-lever steering and transmission control. Operator comfort and convenience is further accommodated in the design of the 826K with easier entrance and exit from the cab with lighted, shallow-angle stairways

and a STIC armrest that folds away. The Cat comfort series airsuspension seat features extra thick cushions and moves the attached electro-hydraulic STIC-control pod and implement-control pod when adjusted. The cab, isolationmounted to the frame, is pressurized with filtered air, and the selected temperature is maintained automatically. The control panel uses large, back-lit switches with LED indicators, and a simple twoposition rocker switch controls the parking brake. Drive Train/ Structures/Guarding The 826K delivers consistent, smooth shifting via integrated electronic controls that use the Caterpillar single clutch speed shifting system. The metallurgy and heat-treating incorporated into the transmission's gearing ensure consistent performance and long-term durability. The lock-up torque converter used in the 826K has several benefits, including more efficient transmission of power, lower system heat, increased travel speed and fuel efficiency. Further fuel savings are achieved with the C15’s engine idle shutdown system, and engine durability is enhanced with delayed engine shutdown. Because the landfill compactor works in the harshest of applications, Caterpillar has designed the machine with purpose-built structures that deliver long-term durability. The full-box-section rear frame resists twisting forces and shock, the steering-cylinder mounts are designed to effectively dissipate steering loads into the frame, and the axle mounts are heavy-duty components that contribute to the overall structural integrity of the machine. the 826K’s systems and components from jobsite hazards, such as debris build-up, chemicals, and wire and plastics that might wrap around wheel assemblies. Hydraulically actuated engine and power-train guards shield components and resist debris build up; front-frame guards further prevent trash build-up in the frames and add protection for hydraulic lines; axle-wrapping and seal guards reduce the prospect of material binding around the axles; a fine-mesh air-inlet screed prevents material from entering the engine compartment; an underhood ventilation system resists trash intrusion cools components; and striker bars and cleaner fingers help keep the wheels clean for optimum compaction effort. Wheels and Tips The 826K is available with three new wheel-and-tip configurations to improve machine performance and to meet individual landfill

applications. The paddle tip configuration is designed for greater traction with less weight, providing high performance coupled with reduced fuel burn. The plus tip is a conventional design that increases side-slope stability, and the combination tip provides a practical compromise of important elements — performance, fuel economy, and side-slope stability. Serviceability/Technology To promote the safety of personnel servicing the 826, routine maintenance points are grouped and accessible from ground level or from non-skid walkways with hand rails. Swing-out doors on both sides of the engine compartment provide easy access to daily service checks, and ecology drains simplify service and help prevent spills. An available swing-out stairway facilitates access to the engine. In addition, swing-out coolers for fuel and hydraulic fluid simplify cleaning, and a ground-

level power service center has an electrical-disconnect, emergencyengine-shutdown, and stairwaylight switches. To further complement serviceability, the Cat vital information system (VIMS 3G) integrated into the 826’s design keeps operators informed about machine operating conditions via an easy-to-view graphic display that features touchscreen interface. To expand machine-monitoring capability, the Cat Product Link system provides event and diagnostic codes, as well as data such as operating hours, fuel level, and idle time. This information is transmitted to a secure web-based application, VisionLink, which provides powerful tools for conveying information to machine owners and dealers, including working time versus idle time and mapping functions. NPK Construction’s Joseph R. Obergas Passes Away Joe Obergas, a NPK Construction Equipment sales representative, passed away in his sleep on Thanksgiving Eve, Nov. 26. He was 51. “Over Joe’s 26 year career at NPK he always tried to do more for our customers and dealers than they expected. Joe’s willingness to go the extra mile raised the bar for us all,” said NPK President Dan Tyrrell. “His humor and caring nature will be missed.” Mr. Obergas was the beloved husband of Patti; son of Richard and Patricia (both deceased); brother of Richard (deceased) (Jeanne Symons), Patricia Sobek (Larry), John and Robert; nephew of Steve and Kate Monchak and uncle of many. The family suggests contributions to the Cleveland Animal Protective League or the National Multiple Sclerosis Society, Ohio Buckeye Chapter. The most challenging part of the construction will be controlling the water flow, Stuart said. “The time frame for in-water work is designed to coincide with the Deschutes lowest flow period. The water level is somewhat controlled by how much water is released from Wickiup Reservoir and is impacted in part by the needs of irrigation users. In addition to use of water for crops there is a period of time in the fall when stock ponds are being filled so more water is put down the Deschutes.” River work can be a challenge, said Linda Scronce-Johnson, Hamilton spokeswoman. “But Hamilton is a heavy civil contractor specializing in bridge work, so we’re very familiar with all the river work. It is unique. It is a niche, but it is our niche. It’s a fun project. NDA Convention, Expo Expecting Record Attendance in March 2015 With the demolition industry on the rebound and the city of Nashville as the setting for its annual convention and expo, the National Demolition Association (NDA) is predicting DEMOLITION 2015 to be one of the most well-attended events in the association’s history. DEMOLITION 2015 takes place March 21 to 24, 2015, at the Gaylord Opryland Resort and Convention Center. “Nearly all of our members are reporting business is booming and most are optimistic that they’ll reach pre-recession levels in the next few years. When you combine that kind of economic confidence with the draw of Nashville as a ‘must-see’ city, every indication is that DEMOLITION 2015 will be a record-setter for the industry,” said Mike Taylor, NDA executive director. “DEMOLITION 2015 is generating the same kind of buzz this time around for our members, many who will be coming to the event ready to place long-postponed orders for new equip-

ment and services,” Taylor said. Prospective exhibitors at DEMOLITION 2015 can access the complete package of registration materials posted on the NDA Web site. The annual event, which also is the most comprehensive education conference in the industry, pulls in an international audience of decision-making demolition professionals involved in every facet of the demolition process, including general contractors, civil engineering firms, and recycling, landfill, and architectural salvage operations. New in 2015 will be the addition of a fully outfitted “technology pavilion” which will showcase the technologies, systems, project management solutions and business tools that are creating new opportunities for demolition professional to increase margins and raise efficiency. “Our members have an intense interest in learning all about the new technology that’s available today and they are ready to buy,” Taylor said.

Specifically, ARTBA said that “roadside ditches are not, and should not be regulated as traditional jurisdictional wetlands since they are an essential part of any transportation improvement project and contribute to the public health and safety of the nation by dispersing water from roadways.” EPA and the Corps have indicated plans to issue a final rule by April of next year. The association will continue to oppose efforts to expand federal wetlands jurisdiction through both the regulatory and legislative arenas. For more than 20 years, ARTBA has been the transportation design and construction industry’s primary legal and regulatory advocate. In 2014, ARTBA submitted more than 30 sets of comments to various federal agencies on proposed regulations. ore than 3,600 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Fort Worth, Texas, Dec. 3 to 4. Bidders came from 52 countries, including all 50 U.S. states. Approximately 50 percent of the equipment was sold to out-of-state buyers, from as far away as Vietnam, Germany, Egypt, Malaysia, Panama, the United Arab Emirates and more.
