Volvo Group Agrees U.S. Supreme Court Rules to Sell Volvo Rents in Favor of ASA Brief As part of efforts to focus on its core business, the Volvo Group has agreed to sell Volvo Rents to the U.S. private equity firm Platinum Equity for $1.1 billion. Volvo Construction Equipment will continue to sell products to Volvo Rents under the new ownership. Volvo Rents offers rental of a range of machines intended for the construction and engineering industry, including Volvo Construction Equipment (Volvo CE) products. Volvo Rents has operations in the United States, Canada and Puerto Rico and 2,100 employees. In a victory for construction subcontractors, the U.S. Supreme Court preserved the 24 state laws limiting the validity of forum-selection clauses in construction contracts in its ruling on Dec. 3 in Atlantic Marine Construction Co. Inc. v. United States District Court for the Western District of Texas, et al. The American Subcontractors Association filed an amicus brief in the case in August, telling the Supreme Court that a poor decision
“… would compel federal courts to disregard: (1) the law of the state where the project was located, and (2) the legitimate policy concerns those laws were designed to address.” The Supreme Court said that when a federal court considers the forum for a case, “the court should not consider the parties’ private interests aside from those embodied in the forum-selection clause; it may consider only public interests.” see ASA page 32

State Lottery Proceeds Pledged to Rail Tunnels Enlargements Project GLENDALE, Ore. (AP) State lottery proceeds of up to $4.56 million have been pledged to a project to enlarge four railroad tunnels so modern freight cars can transport wood products from Southern Oregon mills on the Central Oregon & Pacific Railroad. The four vintage tunnels in the Glendale area don’t have enough vertical clearance for modern high-capacity freight cars, the Grants Pass Daily Courier reported. They’re wide enough, just not high enough, and the shorter cars that fit through are rapidly being retired from service. John Murphy Jr. of Murphy Plywood took business leaders on a tour of the company’s Rogue River mill in October and said the too-low tunnels put his Southern Oregon business at a disadvantage to producers who can get their products directly onto rail cars. “I have to truck my plywood up to

It calls for notching the tunnels to allow high-capacity cars to reach the Swanson Group mill in Glendale, Murphy Plywood in Rogue River and other Central Oregon & Pacific customers in the Medford area. A state lottery-fueled grant is covering 80 percent of eligible project costs, up to $4.56 million. Planning is nearing completion, and the construction contract should be awarded Dec. 15, said Kathy Holmes, program coordinator of the Oregon
Department of Transportation. The project is expected to be finished in August 2014. The line is expected to remain open during construction. Central Oregon & Pacific operates between Northern California and Eugene, on 389 mi. (626 km) of mainline track, and moves about 17,000 carloads annually, with lumber and related products being the mainstays. itan Machinery and Case Construction Equipment hosted an exclusive luncheon event, welcoming the Dire States Tour at its Denver, Colo., stop on Dec. 3. The event was held at Pepsi Center-The Ridgeline Restaurant. In addition to a complimentary lunch, those in attendance were welcomed by Titan Machinery Vice President Chuck Dull and then introduced to keynote speaker Dan McNichol, award-winning author and infrastructure expert. AGC President Paul Diederich also spoke to attendees. The event was an opportunity for local contractors to be a part of finding a solution to the deteriorating infrastructure condition in their own communities. KENAI, Alaska (AP) The Sterling Highway, which serves as the southern Kenai Peninsula’s road connection to the rest of the state, is inching closer to the edge of the bluff as soil falls away at a rate of about 1 ft. (.3 m) annually. While Alaska Department of Transportation and Public Facilities spokesperson Jill Reese said the erosion at Milepost 153.3, between Happy Valley and Anchor Point, doesn’t pose as an immediate threat, DOT&PF plans to begin construction as early as spring 2014 keep the highway out of jeopardy. “Erosion can go as slow or as fast as water erodes [land] away, so there’s no real timeline,’’ Reese said. “That’s why [DOT&PF is] getting on it now is because [it wants] to go ahead and make sure it doesn’t get any closer to the highway.’’ Reese said there’s about 50 ft. (15 m) of land between the highway and the edge of the bluff at the narrowest point. The land between the road and the edge of the bluff widens in both directions from that point creating a crater-like sloped semicircle. “It’s quite an impressive hole,’’ Reese said. DOT&PF became aware of the erosion issue about four years ago and initiated the Sterling Highway Erosion Response Milepost 150 to 157 project to stop the hole at Milepost 153.3 from becoming even more “impressive.’’ The agency is in the process of purchasing the privately owned property between the highway and the bluff, Reese said. After DOT&PF owns the property, likely by early December, Reese said, DOT&PF expects estimates and project specifications to be complete by January or February 2014. The project will then go out for bid, and Reese said DOT should have a contract in place by March or April 2014. Then construction will begin, she said. The construction process has five steps: • Removing trees and other vegetation form the eroding area, • Removing soil near the base to 8 ft. (2.4 m) below the original surface, • Laying riprap or large rocks to allow for drainage, • Constructing an embankment to stabilize the slope, • Planting vegetation to ensure stability. “[DOT&PF is] hoping that that’s going to work,’’ Reese said. The price tag of the project, which includes the purchase of land, comes in at $4.8 million, Reese said. “So it’s an expensive little job,’’ Reese said. Reese said the erosion is caused by a combination of sandy soil and groundwater running under the highway down the bluff and washing away the sandy soil. Reese said DOT&PF did consider other options to alleviate the erosion issue. “[DOT&PF] did consider moving the highway further, but that’s just sort of chasing your tail, [DOT&PF needs] to fix the problem.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

WSDOT Expands Amtrack Cascades Service With $800M WSDOT from page 1
In addition, rail is generally the most costeffective method for shipping bulk and heavy commodities overland, and the state relies heavily on rail freight. Freight rail in Washington includes two Class I railroads (BNSF Railway and the Union Pacific Railroad) that own 60 percent of the rail infrastructure by mileage and carry millions of carloads of commodities each year, one regional railroad, various short-line railroads and intermodal facilities. “In the early 1990s, we had one train,” said Dave Smelser, capital program manager of rail projects, WSDOT. “We have built incrementally.” The BNSF freight line and three passenger lines — a commuter, Amtrack Cascades (Seattle-Vancouver B.C. and Empire Builder (Amtrack long-distance) — run along the 20-mi. (32 km) corridor between north Seattle and Everett. There are four daily roundtrips between Portland and Seattle, and two between Seattle and Vancouver, with an estimated 850,000 riders last year. Amtrak Cascades operates more than 4,000 trains each year. The service is popular in the northern segment between Seattle and Vancouver B.C., carrying 234,000 passengers in 2012. This rail corridor also is shared with Empire Builder and Sounder trains. Room for Improvement Despite growth and improvements, issues remain. Smelser said WSDOT hopes to add two additional roundtrips between Portland and Seattle and increase reliability to 88 percent. It’s now in the mid-70s. One of the causes of poor reliability is landslides. During long periods of heavy rain, the rail line owner (BNSF) temporarily suspends passenger rail service to ensure safety when a landslide occurs or a highlevel threat of landslide exists. Between November 2012 and early January 2013, landslides cancelled a record number of daily trips. WSDOT is working with government and private rail partners (BNSF, Sound Transit, Amtrak, the National Oceanic Atmospheric Administration, Snohomish County, city of Everett, city of Mukilteo, city of Shoreline, Governor’s Office of Regulatory Assistance, town of Woodway, Seattle Public Utilities, Washington State Department of Ecology, Washington State Department of Natural Resources, and city of Edmonds.) to review recent slope studies and historical slide data, with a goal of determining all factors contributing to landslides. Construction on a $16.1 million federally funded project began in August 2013 to help stabilize slopes above the rail line near Everett. It’s just one of the projects under-

way this year. “Three projects are complete, six are ongoing, and there are eight more to go,” Smelser said. “It’s a busy time for design.” Investing in the Future of Rail The Washington State Rail Plan will serve as a strategic blueprint for future public investment in the state’s rail transportation system, providing an integrated plan for freight and passenger rail, including 5- and 20-year funding strategies, that meets federal and state requirements. WSDOT is expanding Amtrak Cascades service in Washington with $800 million in federal funding for capital improvements throughout the corridor. These federal funds will provide an additional two round trips between Portland and Seattle, improved ontime performance and schedule reliability and shorter travel times. In addition to providing critical rail infrastructure improvements that will position Amtrak Cascades for further growth, the plan’s goals include: • Two additional round trips between Seattle and Portland; for a total of six daily round trips • Improved on-time performance/schedule reliability • Shorter travel times between Portland and Seattle by 10 minutes Amtrak Cascades travels along the proposed Pacific Northwest High Speed Rail Corridor. tal improvements should result in higher speed service. In order to increase train speeds and frequency to meet these goals, a number of incremental track improvement projects must be completed, such as: • Additional track capacity at multiple locations, such as the Point Defiance Bypass, which separates passenger traffic from the majority of freight traffic southeast of Tacoma • Upgrades to signal systems and gates • Corridor reliability improvements, which include work to help stabilize slopes and reduce the frequency and extent of service interruptions caused by landslides along the Pacific Northwest’s only north-south passenger rail corridor • Safety-related improvements • Station upgrades, including increased capacities • Eight new locomotives, one new trainset • Multiple upgrades to or replacement of existing track throughout the corridor Work is expected to be completed in 2017. Smelser described the three types of projects that will be included in the projects: station improvements, additional capacity and increased track consistency. Several station improvements are underway. “King Street is a retrofit,” he said. “It’s an inside remodel of an unreinforced brick building.” Crews are adding hundreds of tons of steel framing, a new foundation, as
well as HVAC, water and electric systems. It’s the first remodel since the 1970s, Smelser said. The updated building will be capable of withstanding earthquakes and passenger areas will be up to current standards. The Tukwila station also is currently under construction. Its “temporary” plywood platform has been in place many years. To address additional capacity, passenger bypass tracks are being added around congested freight areas. “We’ll lengthen the lead tracks for better access and to reduce interference with freight,” Smelser elaborated. To increase the consistency of tracks, several areas are being upgraded with concrete ties, which Smelser said are more stable and last longer. “We’re upgrading the basic infrastructure,” he said. This should decrease outof-service time after landslides block the tracks. Working on the Railroad Additional planning is needed to identify the next set of upgrades beyond those currently funded and set for completion in 2017. In December 2008, WSDOT published a mid-range plan listing projects needed to achieve the midpoint level of service proposed in the long-range plan. ConExpo-Con/AGG ’96 to be held March 20 to 26, 1996, in Las Vegas expects 25 percent of the approximately 100,000 show attendees to arrive from outside the United States. Billed as a World of Ideas, the show will draw attendees from more countries than any other exposition in the western hemisphere in 1996 for the construction,
aggregates and ready mixed concrete industries. “The show will definitely have a greater international flavor than either the 1993 ConExpo or the 1994 Con/AGG show in the past and that is a direct reflection of the growing global business community,” said Dennis Slater, exposition director. Eco-Friendly Construction Giant LEED Faces Challenges From Policymakers By Gosia Wozniacka ASSOCIATED PRESS
PORTLAND, Ore. (AP) An ecofriendly building rating system that has powered a green arms race across the nation now faces a challenge from policymakers and an upstart rival. LEED, the longstanding king of green construction and renovation projects, has become a de facto brand in cities such as Portland, Ore., where sustainable growth has been the rage for years. But that could change as legislation and executive orders in several states have all but banned Leadership in Energy & Environmental Design from public contracts, and a new system known as Green Globes has emerged and marketed itself as a simpler, less expensive alternative. “LEED is a good process,’’ said Byron Courts, director of engineering services of Portland’s Melvin Mark Companies. But it represents “a huge bureaucracy that’s extremely complex and costs quite a bit.’’ Courts has used both LEED and Green Globes, which has issued about 850 building certifications in the past few years and has recently picked up support from the federal government. LEED supporters say the emerging opposition comes from lobbyists seeking to damage the industry leader and increase the prominence of Portlandbased Green Globes. The timber, plastics and chemical industries support “Green Globes because it does not represent a threat to them, it’s their way of having a green building without having to change their practices,’’ said Scot Horst, a Green Building Council senior vice president who oversees LEED. From Seattle to Chicago, LEED has certified thousands of buildings and provided a marketing tool, tax breaks and other incentives to contractors eager to cash in on the sustainability craze. In Portland, LEED adorns everything from the arena where the NBA’s Trail Blazers play to condos in a trendy warehouse district. Administered by the U.S. Green Building Council, a nonprofit based in
Washington, D.C., LEED aims to reduce the use of energy, water and greenhouse gas emissions in new construction and renovation projects. Though it’s voluntary and marketbased, more than 30 states, multiple cities and the federal government either require LEED construction or incentivize its use in public buildings. LEED has 44,270 U.S. projects, many of which are federal, state and local government buildings. Critics say it’s a cumbersome monopoly that doesn’t always deliver what it promises. But supporters counter that opponents are pushing the alternative system to redefine the meaning of “green’’ and skirt LEED’s stringent environmental standards, which were updated in November. As the debate spreads, lobby groups are asking Congress to ban the use of LEED in federal projects. In several states, including Maine, Georgia, Mississippi and Alabama, LEED standards have essentially been banned in public construction. North Carolina, Florida and, most recently, Ohio also have seen anti-LEED legislation. Even in eco-friendly Oregon, the governor has ordered officials to examine how green building rating systems benefit the state, though no ban has been put in place. While most of the orders, amendments and bills don’t mention LEED by name, several ban rating systems that they say discriminate against American wood products. That’s a direct stab at LEED, which recognizes a single, stringent forest certification system — one that’s opposed by timber industry giants such as Weyerhaeuser, because it does not certify some of U.S. timber. Green Globes accepts less stringent forest certification programs. Other bans target green building rating systems that don’t use the American National Standards Institute consensus process. Green Globes does, but LEED uses a different process. Groups such as the American Chemistry Council say LEED lacks true consensus building and its latest requirements discourage “certain products without adequate input from technical experts.’’ Such statements are a
reaction to LEED’s rejection of certain toxic materials. Some critics are calling Green Globes as an effort at “green-washing,’’ founded by a former timber executive and overseen by a board of directors that includes the American Chemistry Council, the American Wood Council, DOW Chemical, and the Vinyl Institute. Its administrator, the Green Building Initiative, said Green Globes should be judged on merit. And though most experts agree the alternative is less strict than LEED, it does offer some advantages. Just like LEED, Green Globes offers a point-based rating system. But unlike LEED, Green Globes applicants fill out an online questionnaire and get an onsite visit and feedback during the process. The system cuts down on the price of hiring certified consultants who usually complete a LEED application, Courts said. LEED certification for retrofitting Portland’s Columbia Square building, for example, would have cost about $100,000, Courts said. A Green Globes verification cost only about $20,000. The building was one of nine Green Globes projects completed recently in the Portland area. Though Green Globes is less stringent in some ways, especially when it comes to the types of materials permitted, Courts said, both rating systems use the same yardstick for energy use in existing building renovations. On new construction projects, LEED certification is still a must, Courts said, otherwise “you might have a problem marketing the building.’’ That might soon change, however. In late October, the federal government gave Green Globes a stamp of approval. And for the first time, the U.S. General Services Administration recommended that Green Globes can be used alongside LEED for new construction and renovation projects. Palmer Johnson’s Lord Retires, Kiamco Promoted Palmer Johnson Power Systems recently announced the upcoming retirement of Los Angeles service manager Geoff Lord, effective December 31, 2013. After leaving the Army as a platoon sergeant in 1968 with both a Bronze Star and Purple Heart, Lord began his career selling diesel engines. Lord’s knowledge and experience from his 45 year career in the industrial off-highway industry have been invaluable to Palmer Johnson since he joined the company in 2007 and will be missed. As Lord’s departure quickly approaches, service technician Alex Kiamco has been promoted to service manager, effective January 1, 2014. Atkinson Builds New Bridge, Eliminates Traffic Jam Atkinson Construction has built an impressive portfolio of complex civil projects and municipal and state infrastructure expansion and renovation work, including dams, bridges, roadways and mining. Its southern California division has been particularly busy. Trains and Traffic In Los Angeles, freight moved by rail is big business, with 25 percent of all goods arriving in the United States coming through the ports of Long Beach and Los Angeles. The two ports process a collective 100 million tons or more of freight each year. As can be expected, however, this huge volume has resulted in thousands of trains up to 1.6 mi. (2.5 km) long. To make this increase in rail traffic palatable to the Los Angeles public, and to increase both the safety and speed of the railway, a 20 mi. (32 km), $2.4-billion corridor was created, with 200 grade crossings changed into motorist underpasses. The bulk of the corridor was finished by 2002. However, grade crossings in the western outskirts of Los Angeles still remain. “We’re building a new bridge for a railroad crossing in Placentia while lowering the intersection 30 ft. for street traffic,” said Christian Ryan, Atkinson’s project manager. “The majority of our work is utility rerouting because a massive storm-drain line ran down the middle of this road. So you’ve got to move the storm drain and all of the utilities with it. We’ve added 2,200 ft. of utility work to get that intersection lowered. It’s a 24-month project, and we’re about 62-percent complete at this time. “We have a total of [124,000 cu. yd.] of dirt to move, and we’ve

moved [55,000 cu. yd.] to date. We built a shoofly [a temporary side railing] so we could build the bridge while the trains kept coming. And we just recently moved the rails back to their original position over the new bridge. This will allow us to remove the rest of the dirt. We have many of the retaining walls in, and with the shoofly out, we’ll be able to move right along.” This grade separation is one of five in process through the Orange County Transportation Authority. Their Hitachi “The Hitachi ZX470LC-5 has been our primary machine,” said Chris Sewell, general superintendent. “We’ve installed heavy-duty shoring, done deep excavations,
and loaded trucks. We just use it in a bunch of ways. And before we’re done, we’ll be using it on additional jobs as we demolish the old 72in. drainage and other utilities we’ve replaced. Of the excavation that’s been done, that machine has probably done about 80 percent. “The operator likes the cab. It sounds like a little thing, but when a guy is happy with where he’s sitting, he’s more productive. He likes the balance, which is very important, and he feels the hydraulics are faster than the competition. All in all, he gives it a very favorable rating. The feel that an operator has with these controls is fantastic. We found an unmarked oil line, and it was amazing how he could clean around the pipe.”

High-Speed Rail Officials Say $68B Plan on Schedule By Juliet Williams ASSOCIATED PRESS
SACRAMENTO, Calif. (AP) California high-speed rail officials sought to allay concerns about the future of the project Dec. 5 after a series of legal and regulatory rulings that appear to jeopardize some parts of the $68 billion plan. Despite the recent setbacks, they said engineering work and state hiring are on pace and that construction will begin in the new year using federal money. At a meeting of the board that oversees the California High-Speed Rail Authority, board members voted in closed session to start work on a new request for blanket approval from the courts to sell $8.6 billion in voter-approved bonds, after a Sacramento County judge denied such a request. “We are moving into the construction phase of the high-speed rail project with a staff that can get it done,’’ board Chairman Dan Richard said after a presentation about the rail authority’s ongoing hiring. One of the rulings by Superior Court Judge Michael Kenny prevented the state from selling construction bonds for now. He also ordered the authority to write a new funding plan and demonstrate that all environmental clearances are in place for the first 300 mi. of the line in the Central Valley. Then on Dec. 4, the federal Surface Transportation Board rejected a request from the rail board to exempt a segment of the rail line from a lengthy review. High-Speed Rail Authority CEO Jeff Morales said the federal board’s ruling had created confusion but was

by no means a setback. “We’ve seen some combination of that action being misunderstood, misreported ... including that it’s a major blow to our project, and frankly there’s no basis or credence to that,’’ he said. Opponents of the project said the rulings should be seen as a wake-up call that it is woefully off track. “A majority of California’s citizens would like you to stop moving forward with the project until compliance with the law is resolved,’’ Kevin Dayton, of Roseville, told the board. “You need to look at what you’re doing and saying, and are we betraying the trust of the taxpayers?’’ Rail officials have said they will not have trouble complying with the judge’s order to file a new funding plan. The judge previously ruled that the 2011 funding plan did not keep the promises made to voters when they approved Proposition 1A in 2008 that the rail line would have the
money and environmental approvals for the first 300 mi. before starting construction. The judge sided with Central Valley farmers and residents who sued over the funding plan. It’s hard to see how the rail authority could strictly meet the requirements, however, because officials have identified only enough federal and state money for the first 130 mi., a stretch that would run from Merced to Bakersfield. They also have environmental approvals for just 28 mi. of track, from Merced to Fresno. The judge’s ruling also created uncertainty about what happens next. The rail authority submitted its initial funding plan to the state Legislature for approval, so lawmakers could again be asked to determine whether it now complies with the 2008 ballot measure. The Democratic-controlled Legislature overwhelmingly backs the high-speed rail project, as does Gov. Jerry Brown, also a Democrat.
Or, the board overseeing the project could adopt a new plan, which would send both sides back to court, possibly for years. Richard declined to say how the board would comply with the judge’s decision that environmental approval is needed for the first 300 mi. of track, citing the closed-door legal discussions. The board voted Dec. 5 to begin the steps needed to re-file a so-called validation action seeking state permission to sell the voterapproved bonds. “The judge said, ‘You guys didn’t put enough information on the record,’’’ Richard told reporters after the meeting. “The easiest thing in the world to do is to go back and put more information on the record.’’ Richard said the board would have to first give public notice of its intentions, then vote in a public meeting on whether to re-file the legal claim. He said no other decisions were made on how to respond to the judge’s rulings. In the meantime, rail officials are spending up to $3.3 billion in federal money to start engineering work and buy property along the first section of the project. The federal money is contingent upon eventual state matching funds. Richard said the federal money would likely last through late spring, but there are “a lot of other ways to deal with this’’ if the money runs out. SACRAMENTO, Calif. (AP) A state board gave approval Dec. 13 for the California High-Speed Rail Authority to start the process of seizing its first piece of property through eminent domain for a $68 billion bullet train. The State Public Works Board voted 3-0 to approve a request from the authority to try to seize a 2.5-acre parcel in Fresno that is needed to build an underground trench for the project. The authority has declared an impasse with the owner of property. Fresno County records value the property at $2.4 million. It includes a 20,000 sq.-ft. commercial build-
ing that is leased to the state Department of Corrections. Rail officials said they have been unable to reach an agreement with owner Frank Solomon Jr. after making an initial offer in May. Details of the offers have not been made public. Solomon did not appear at the hearing and a phone listing under that name in Fresno could not receive messages. Don Grebe, director of real property of the rail authority, said the parcel has been pegged as critical to acquire early because of the complicated construction needed to be done there. He said the rail authority is still open to negotiations with the owner. The action by the board allows
the rail authority to file paperwork in court asking a judge to determine the fair market value of the property as well as compensation the owner is entitled to for relocation. The legal action also could allow the rail authority to access the property and start construction even before the state owns it. Frank Olivera, co-chairman of the group Citizens for High-Speed Rail Accountability, told the board it would be premature to let the state acquire the property, given recent legal and administrative setbacks for the project. In November, a Sacramento County judge invalidated the state’s funding plan and said it must have 300 mi. (483 km) of environmental clearances in place
to meet the terms of Proposition 1A, the bond measure voters approved to sell nearly $10 billion in bonds for high-speed rail. “I question the necessity to even take this parcel when the rail authority may not even be able to pay for it,’’ Olivera said. Grebe said the authority has closed escrow on five of the 380 parcels needed to complete the first nearly 30-mi. (48 km) stretch from Madera to Fresno. “Overall we have people that have been signing agreements. I think it’s been going quite positively, slowly,’’ he said. Still, he estimated that as many as 20 percent of the properties could end up going through the eminent domain process.
Olivera, the rail opponent, said the prospect of eminent domain has cast a pall over many residents and business owners in the train’s proposed path. “Everybody is scared of the state of California coming to your house and saying we’re going to take this, we’re going to take your parking lot or your business, and they don’t know what to do,’’ he said. Grebe said if the project were scrapped at some point and the property was no longer needed, state law gives the original owner the first option to buy it back. ICON Slide Rail Systems Offer Versatility for Contractors ICON slide rail systems give contractors versatility and options to help them shore everything from simple pits to elaborate excavations with utility problems, overhead clearance projects or difficult soil conditions. ICON is known as the original pioneer of this type of shoring system in the United States. The company’s slide rail shoring systems are made of high-yield, Grade 50 steel and are comprised of lineal panels, rails or posts and bracing. This allows contractors to install three or four sided pits and two sided trenches in a variety of excavations and soil conditions. Contractors can choose slide rails in single-, double- or triple-rail designs with either roller rail frames (struts) or fixed-position braces. Slide rail systems are used for the excavations of sewer lines, water mains, tunnel-access pits or shafts, tank installations, pump or lift stations, wet wells, manholes, junction boxes and many other uses.
ICON’s slide rail system is installed at the same time as a trench or pit is excavated. Installation of the slide rail system starts by excavating the trench to 4 ft. (1.2 m) deep. Next, workers install rails and plates to help square up the system. They continue to dig on the inside of the system to remove the excavated soil as needed. Vogele VF 500 Screed Pairs With 8-Ft. Vision Pavers The front-mount VF 500 screed from Vögele — introduced at World of Asphalt/AGG1 2013 in San Antonio — is designed for use with the 8-ft. (2.4 m) tracked Vision 5100-2 and wheeled Vision 5103-2 pavers. The VF 500 is the 8-ft. version of the 10ft. (3 m) VF 600 screed, introduced as the VF 600-2 at World of Asphalt 2012 in Charlotte. Also available for the 10-ft. tracked Vision 5200-2i and wheeled Vision 5203-2i pavers is the rear-mount VR 600 screed from Vögele. With front-mount screeds, extensions are bolted onto the front of the screed, permitting screed extension and retraction without trapping material — compared to rearmount screeds — allowing versatility on applications with varying requirements, such as parking lots with islands and light poles,
residential and city streets with storm sewers, gas and water mains, intersections on major highways, and county roads with multiple obstructions. Also, their short end-gates minimize required hand work. The new Vögele VF 500 extending screed is equipped with vibration across the full paving width, up to 15 ft. 6 in. (4.7 m). Its basic width is 8 ft., and it can be extended hydraulically up to 15 ft. 6 in. With bolt-on extensions fitted, it builds up to a maximum width of 21 ft. 6 in. (6.5 m). The screed is controlled easily and intuitively through Vögele’s ErgoPlus operating system, via two fixed consoles on the main screed and two remote control units. over the screed plates, and short times required for heating. A three-phase generator is installed for constant and uniform heating of all compacting and smoothing elements. Excellent thermal insulation of the screed plates minimizes loss of heat. It also ensures that heating the screed to operating temperature takes a short time, even with the engine running at minimum rpm. The frame raise system raises and lowers the rear of the paver, which allows the operator to fine-tune the head of material at the spreading

By isolating the frame from the drive system, three-point suspension essentially “floats� the pavers over subbase irregularities, maintaining consistent material feed height at the screed. A proportional steer assist is available for the CR552 rubber tire paver. This system enhances maneuverability by holding a tighter turning radius and is essential when paving with material transfer devices. Applied in three
stages — low, medium and high — the system is controlled by a toggle switch on the operator’s console. As the steering wheel is turned when the toggle switch is at medium setting, the proportional steering system gradually decreases the signal to the inside drive wheel and increases the signal to the outside tire. This helps maneuverability by allowing the paver to better hold the line, whether paving straight or in cul-de-sacs. Contractors can equip the CR552 paver with two screed models — the Fastach 10 or Stretch 20, both available with either diesel or electric heating systems. Depending on screed model, this 10-ft. stimulus funds for projects discussed in the mid-range plan, since the corridor is one of the approved high speed corridors eligible for money from ARRA. All the projects, each of which has a partner, have different purposes, needs, locations (over a stretch of 400 miles), environmental issues and schedules. Integrating schedules is complicated by the number of separate agreements with so many different partners. “We have four grant agreements with FRA (Federal Railroad Administration), all with different rules,” Smelser said. “There are a total of 22 separate agreements with 45 people.” The timeline is firm because “funding evaporates in the fall 2017,” Smelser indicates. “They’re providing $8 billion in funding to improve services,” Smelser continues. “We got $800 million, in partnership with Oregon, for rail service from Eugene to Vancouver, B.C.”
In October 2013, the federal government shifted responsibility for funding Amtrak Cascades services to the states, in accordance with the Passenger Rail Investment and Improvement Act of 2008 (PRIIA). This will increase operating costs for the states. Currently, Washington and Oregon jointly fund 80 percent of Amtrak Cascades’ operating costs. Under the provisions of PRIIA, Washington and Oregon must absorb direct costs for operating Amtrak Cascades that had previously been paid by Amtrak. PRIIA reauthorizes the National Railroad Passenger Corporation, better known as Amtrak, and strengthens the U.S. passenger rail network by tasking Amtrak, the U.S. Department of Transportation, FRA, states and other stakeholders in improving service, operations and facilities. PRIIA focuses on intercity passenger rail, including Amtrak’s long-distance routes and the Northeast Corridor, state-sponsored corridors throughout the Nation and the
development of high-speed rail corridors. Washington’s rail system is distinct from its roadway, transit, aviation and water transportation networks in that the vast majority of the infrastructure is owned by private companies, such as BNSF and UP. “BNSF won’t allow anyone to do projects on their lines,” Smelser said. “They contract out or self-perform the work.” To perform some of the work, BNSF is using an undercutting machine that lifts up the track and ties, digs out the ballast and adds new ballast. Another impressive tool on site is used to lay rail. “It has tracks on the front, with railroad wheels in the back,” Smelser describes. “It picks up rail and clips it together.” No additional roundtrips until all projects are complete. Komatsu Introduces PC170LC-10 Terex to Sell Truck Komatsu America Corp.’s PC170LC-10 excavator is the newest addition to its dash-10 series. With operating weights ranging from 38,100 to 41,600 lbs. (17,282 to 18,869 kg), the PC170LC-10 provides improved performance with up to 5 percent more lift capacity with the standard counterweight, while an optional heavier counterweight provides up to 15 percent more lift capacity when compared to the previous model PC160LC-8. The heavier counterweight option is ideal for contractors looking for a more powerful lifting machine. The lighter counterweight machine offers excellent mobility and can be hauled on a 40,000 lb. (18,143 kg) tag-along trailer, embodying versatility with power for applications such as residential and non-residential construction. The PC170LC-10 offers a net 115 hp (85.7 kW) at 2,100 rpm, yet it is up to 10 percent more fuel-efficient than its predecessor, depending on the application and conditions. This improved efficiency comes in part from a variable-flow turbocharger that provides optimal airflow under all speeds and load conditions. Power and Control All of the new excavator’s major components, including the engine, hydraulic pump, motors and valves, are exclusively designed and manufactured by Komatsu. This integrated design employs a closed center load sensing hydraulic system that takes hydraulic efficiency to the next level, utilizing both variable speed matching and low speed matching technology. Variable speed matching allows the engine speed to adjust based on the hydraulic pump output for both light and heavy-duty applications, while low speed matching utilizes a larger pump capable of producing higher pump output at lower engine speeds. Enhanced working modes are designed to match engine speed, pump delivery and system pressure to the application. Seamless Operation = Greater Productivity The PC170LC-10 does not have a scheduled replacement interval for its Komatsu diesel oxidation catalyst (KDOC). The KDOC integrated design allows this simple system to remove soot using 100 percent “true passive regeneration” without the need for a diesel particulate filter (DPF). The KDOC is designed for long life without a scheduled replacement interval. Less complexity and truly seamless operation for the operator means lower owning and operating costs. Lower Owner and Operating Costs To reduce owning and operating costs further, all PC170LC-10 excavators are covered by Komatsu Care, Komatsu’s complimentary scheduled maintenance program for three years or 2000 hours (whichever occurs first). Factory-certified technicians use only Komatsu genuine parts and fluids to perform these services. Powerful EPA Tier IV Interim and EU Stage 3B Emission Certified Engine Built on Komatsu’s Tier III technology, the SAA4D107E2 engine provides lower emissions and lowers fuel con-
sumption. The Komatsu Tier IV Interim engine uses an advanced electronic control system to better manage air-flow rate, fuel injection, combustion and exhaust after-treatment to optimize performance, reduce emissions, reduce fuel consumption and provide advanced diagnostic capability.
