Meeker Airport is critical to the residents and businesses in Rio Blanco County. Located in Meeker, Colo., the airport is designated as a C-II general aviation airport by the FAA, which means the airport can accommodate aircraft with wingspan of less than 79 ft. (24 m). Private aircraft for energy companies, including the mining niche, as well as ranchers, fishing and hunting outfitters, are all flown in and out of Meeker Airport and it accommodates charter service for both passengers and cargo. Runway 3-21 at the countyowned Meeker Airport had reached a point of wear and deterioration that required full reconstruction and upgrades to remain compliant with the FAA’s C-II requirements. The project, which was awarded to Fiore & Sons Inc., Denver,
Construction consisted of the demolition of the existing 60-ft. (18 m) wide by 6,500-ft. (1,981 m) long runway and the construction of a new runway to meet C-II runway safety area and longitudinal standards.

Two-thirds of the economic benefits and jobs created by federal highway and transit investment occur in non-construction sectors, according to a new analysis from IHS Inc., a leading global source of
critical information and insight. The study also finds that every dollar invested through the federal Highway Trust Fund (HTF) in state highway, bridge and public transit infrastructure programs returns 74
cents in tax revenue. The report, “Transportation Infrastructure Investment: Macroeconomic and Industry Contribution of Federal Highway and Mass Transit Program,”

Congress Delivers Early Holiday Tax Present The U.S. House of Representatives passed late Wednesday, Dec. 3, and the Senate approved Dec. 16 the Tax Increase Prevention Act. Among the 50 expired tax breaks the bill extends is a reinstatement of the 50 percent depreciation bonus for 2014 and an increase of the Section 179 expensing levels this year to
$500,000 with a $2 million phase-out cap. Both of these tax breaks expired Dec. 31, 2013. At press time, the president was expected to sign the bill. In addition to affecting equipment purchases made in 2014 retroactively, this bill would in effect create a window for last-minute purchases made prior to Dec. 31, 2014, to be

AGC Presents Independence Excavating With Safety Award For a second time, Associated General Contractors (AGC) awarded Independence Excavating its National AGC Safety Excellence Award — First Place in the Federal and Heavy Division for 700,000 to 1 million hours worked. Independence Excavating received this award based upon its exceptional safety performance, wellimplemented safety program and an incident rate at least 25 percent below that of its AGC member peers. Independence Excavating’s Safety Director Tom Steblinski cited the firm’s personalized safety approach as the basis for this award, as well as the absence of reportable injuries on major projects including the Cleveland Convention Center demolition and site package and the Ford Brook Park engine plant demolition. “In my experience outside the firm, [Independence Excavating’s] safety program is unlike most construction companies where safety personnel are office-based, processing workers’ compensation and paperwork. Our safety specialists and coordinators spend 80 percent of their time in the field developing relationships with the guys doing the work. We’re not the safety police, trying to catch them doing something wrong. We develop trusting relationships

MDT Considering New Blackfoot River I-90 Bridge But Needs Funding BONNER, Mont. (AP) Montana highway officials are working on plans for a new interstate highway bridge over the Blackfoot River — even though there’s no money for a new bridge yet. Montana Department of Transportation officials aim to replace the Interstate 90 bridge and remove the piers in the river, The Missoulian reported. “We don’t have any funding identified for it, but we really want to get to the environmental phase because we have to do that regardless,’’ said Ed Toavs, MDT’s Missoula district administrator. “Once we do that and get a preliminary design in the environmental document, that allows us in the future when funding does become available, to really start working on the specific bridge design and then construct it.’’ The MDT held its first open house on the project Oct. 30, even though the state is at least five years from the construction phase.
Built in the 1960s, the current I-90 bridge stands on piers that block the middle of the channel, causing a safety concerns for recreational floaters. Interstate 90 bridges eastbound and westbound are two of five that span the Blackfoot within a half-mile of its mouth. The other three — a pedestrian bridge, the Montana state Route 200 span and a Montana Rail Link trestle — are supported by piers and abutments on either side of the river. Only the I-90 piers block the middle of a channel that was narrowed significantly when Milltown Dam was removed in 2008. Until this summer, the fish and wildlife division of Montana Fish, Wildlife and Parks had kept the stretch closed to river traffic altogether for fear the hydraulics around the piers could cause entrapment issues. The ban was lifted July 1 but will be reinstated for future Mays and Junes. “The department as a whole is definitely supportive of addressing the pier issue,’’ said Chet Crowser, Region 2
parks manager of the FWP. “For a long time now, there’s been a fair amount of discussion amongst the local community here about the piers and safety issues and what we can do to address those.’’ The obstructing piers also show signs of scouring around the base, Toavs said. Bridge inspections have not found anything deficient on either interstate bridge. “They’re in good shape that way,’’ Toavs said. The MDT envisions two new bridges in the same places and on the same alignments. HOLT CAT, Dubiski Target Skills Gap HOLT CAT, the Caterpillar Equipment and Engine dealer of south, central, north and north east Texas, knows about the skilled trades gap, and has formed an innovative partnership with John A. Dubiski High School in Grand Prairie to do something about it. The program has been so successful that the Dallas Regional Chamber awarded HOLT with the Blueprint Education Catalyst Award on Nov. 6. HOLT CAT depends upon highly skilled technicians who are in short supply across the nation. In addition to the usual approaches of attracting talent via great work environments, the company developed an internship program at Dubiski that helps young people develop into experienced heavy equipment technicians. It’s one way the company is helping manage the skilled trades gap that affects all industries. “We have a vested interest in the workforce of today as well as tomorrow, and the internship program with Dubiski provides mutual benefits to the company and to the students who can get paid for learning advanced technical skills,” said Allyn Archer, president and chief operating officer of HOLT CAT. “We are honored at the recognition this program has received, and most importantly, it’s validation of the value that skilled trades programs can offer to students in high school.” HOLT CAT recently pledged $1 million to vocational education and training in Texas over the next three years. Dubiski and HOLT created a unique internship program in 2012 to offer junior and senior students paid internships and world-class training by pairing them with seasoned tech-
nicians in the repair and maintenance of heavy equipment and engines, including hydraulics, electronics and diesel engines. The interns graduate from Dubiski with the basic skills in the heavy equipment industry required to join the workforce as entry-level technicians. Since 2012, HOLT has invested more than $225,000 into the internship program and skills building with Dubiski students, and more than 80 percent of the internship participants have been offered fulltime positions with HOLT. “The partnership we have formed with HOLT has allowed our students to graduate with the necessary skills to gain a high school degree and have the opportunity to live out the American dream,” said Rick Elmore, Dubiski School of Transportation program facilitator. “Former interns who are now HOLT technician number one’s have been able to step up in their family and take a financial leadership role because of this partnership. Outside of this program and school, I don’t know many 18-year-old men and women who are able to do that.” HOLT is committed to vocational and technical education in north Texas. The company annually awards financial support to other area high schools and colleges through the Caterpillar Dealer Excellence Fund. Participating schools besides Dubiski include Skyline High School in Dallas, Cedar Valley College in Lancaster and Birdville High School in North Richland Hills. Cat 303E CR Offers Optimum Performance in Tight Spaces The new Cat 303E CR mini-hydraulic excavator, only 61 in. (155 cm) wide across the blade and having a compact-radius design that limits tail swing to less than 5 in. (12 cm), is an easily transported machine that works efficiently and safely in small spaces and on congested job sites. With a maximum operating weight of 7,782 lbs. (3,530 kg), the 303E CR expands the Cat mini-excavator line and gives buyers more choice in the 2.75 to 3.85 ton (2.5 to 3.5 t) size class. The new model’s 23.5-hp (17.5 kW) Cat C1.3 engine combines with a powerful load-sensing hydraulic system — delivering flows to 23.1 gpm (87.6 Lpm) — to provide productive, reliable performance in demanding applications, according to the manufacturer. Available both in cab and canopy configurations, the 303E CR is designed for the operator’s convenience and safety. All operator stations, cab or canopy, are ROPS, TOPS and Top Guard Level 1 certified, and the Cat interlock system, which prevents hydraulic movement when the safety bar is raised, adds further to operational safety, as do the standard travel alarm, automatic swing brake, and 3 in.-wide retractable seatbelt. A large, adjustable suspension seat keeps operators comfortable, and a monitor that displays gauges and general diagnostics keeps them informed. An automatic twospeed travel system enhances overall machine efficiency and ease of operation, and an automatic engine-idle system conserves fuel and reduces sound levels.

The 303E CR’s hydraulic system uses low-effort, pilot-operated joysticks that provide more precise, more consistent control than mechanical-linkage controls. For operator convenience, auxiliary-hydraulic controls are integrated into the joysticks, making the 303E CR work-tool ready with both a one-way-flow circuit for tools such as hydraulic hammers and a two-way-flow circuit when using work tools with cylinders or bi-directional motors. An in-cab pattern changer allows easily switching con-
trols to suit operator preference. To increase operator productivity and efficiency, the 303E CR’s bucket can rotate 200 degrees, providing increased material retention at the top of the lift cycle when loading trucks and allowing for deeper flatback trenches without repositioning the machine. In addition, a lifting eye on the front linkage provides a secure attachment point for rigging. For added convenience, a float function for the dozer blade allows the blade to fol-
low ground contour and create smooth finish grades, perhaps eliminating an additional grading tractor on the project. Also adding to the 303E CR’s versatility is its ability to use the bucket in a frontshovel configuration, an advantage for such tasks as installing utility pipe, cleaning material from inside truck bodies, or filling a hopper next to a wall. When digging in confined spaces, the 303E CR’s offset boom provides added flexibility. To increase the 303E CR’s overall versatility, a mechanical quick coupler is available for accommodating work tools such as augers and hydraulic hammers, and a thumb-ready stick is standard. An accumulator in the auxiliary hydraulic system smoothes hydraulic action, prevents damaging pressure spikes, and releases pressure through the pilot system. Auxiliary lines are mounted low on the stick, close to work tools, eliminating the need to use long, flexible hoses, vulnerable to damage, to reach work tools. Quick-disconnect couplers provide easy, spill-proof connections with work tools, and for added utility, the 303E CR accepts all Cat 303.5 and 304 E Series mini-excavator work tools. Steel tracks are available for the 303E CR, as an alternative to the standard rubber tracks, for use in applications that require higher resistance to sharp debris. Key Features of the New Generation of Compact Excavators JCB’s 67C-1, 86C-1 and 85Z-1 feature an all-new H-design undercarriage, robust steel body panels, spacious cabs and Tier IV final engines that deliver increased fuel efficiency and lower operating costs. Powered by JCB by Kohler diesel engines, they provide 10
percent less fuel consumption and meet EPA Tier IV Final emissions standards without the need for a diesel particulate filter. The compact excavators include JCB’s 2Go hydraulic safety system, requiring the operator to activate the hydraulic system through a button on the right-hand consoles, therefore reducing the chance of operators working the hydraulic levers outside of the cab. Operators also must be seated with a seat belt to activate the hydraulics. A six percent roomier cab not only offers more space and operator comfort, but also provides 11 percent more visibility, further increasing safety. An updated heating and ventilation system and optional air conditioning improves
airflow throughout the cab, improving comfort year round. The cab also tilts to 30 degrees for easier servicing. Each of the three machines features a sturdy kingpost design with widely spaced bearings to prevent wear. Additionally, the excavators use a new graphite-based pin and bush design, delivering 500-hour greasing intervals for reduced daily maintenance and lower operating costs. The Ditch Witch organization’s SK850 is equipped with a 37-hp (27.6-kW), Tier IV Yanmar diesel engine. The engine provides outstanding power for all machine functions and directs more power to the attachment than other models, so attachments are more productive. The SK850 accepts dozens of attachments for a wide range of utility, landscaping, plumbing and other underground construction tasks. The Ditch Witch organization firmly believes that a more comfortable operator is a more productive operator, and the SK850 embodies this philosophy. Its 74-sq.-in. (188-sq cm) platform is larger and higher, giving the operator increased comfort and stability while keeping him above the work site. The ergonomic operator’s station has been updated with new, customer-requested features, for optimized comfort and efficiency. Dual-lever ground drive controls come standard, with an optional single-lever joystick available. An auxiliary control foot pedal helps operators maintain hydraulic flow to the attachment while freeing their hands to control depth and ground speed. The SK850’s high-drive track system has bolt-on sprockets that can be interchanged — an exclusive Ditch Witch feature — to provide longer-lasting performance. The track system also has a low-maintenance track-tensioning system with a grease cylinder for easy adjustment and track removal, which helps in-crease track life and reduce downtime. The SK850 comes with the customer’s choice of 42-in. (107 cm) or 36-in. (91 cm) wide tracks. With its 860-lb. (390 kg) rated operating capacity and 83inch. (2.1 cm) hinge-pin height, the SK850 is engineered for productive loading. The SK850 is construction-grade, built with reinforced steel that can withstand the rigors of the job site. And its belt-free design helps minimize maintenance and increase up-time. Another standard feature that improves both operational efficiency and operator safety is the auto-throttle function. When enabled, the auto-throttle automatically reduces engine RPMs when hydraulic functions are not in use. Wacker Neuson’s 803 Can Operate With Zero Emissions Wacker Neuson has introduced a 1-ton (.9 t) excavator that can run off diesel or electric power. The 803 dual power mini-excavator runs off a standard diesel engine or can easily be connected to an electro-hydraulic pump — allowing the machine to operate emission-free. Case Introduces Tier IV Final TR310 Alpha Series CTL excellent performance in muddy and sandy terrain. The rigid track frame features fewer moving parts than suspension track systems, making it more durable and easier to maintain. The TR310 also features push-button ride control as an option, which dampens loader arm movement while traveling for a smoother ride with greater material retention.
Case Construction Equipment’s Tier IV Final TR310 Alpha Series compact track loader (CTL) features wider tracks (15.75 in. [40 cm]), a greater overall width (74.3 in. [188.7 cm]) and lower ground pressure (5.0 psi) than other medium-frame CTLs in the Case lineup. These features provide greater power, stability and flotation for owners/operators who need that performance without upgrading to a large-frame machine, according to the manufacturer. The new TR310 weighs in at 8,800 lbs. (3,991 kg) with a rated operating capacity of 3,100 lbs. (1,406 kg) and a bucket breakout force of 8,680 lbs. The machine’s 74 hp, 232 ft.-lbs. of torque and increased hydraulic flow (standard: 24.2 gpm [91.6 Lpm]; highflow: 32.4 gpm [122.6 Lpm]) make it ideal for landscaping, residential construction and agricultural applications. The radial-lift arm design is ideal for digging and pushing applications, and the machine’s hinge-pin height (10 ft., 3 in. [3.1 m]) is excellent for loading and unloading trucks. It also features a 19.5gal. (73.9 L) fuel tank, which extends runtimes and ensures that the machine can work the entire day without refueling. Maintenance-Free Tier IV Final Solution The TR310 features a cooled exhaust gas recirculation (CEGR) engine with a particulate matter catalyst, which is made up of a diesel oxidation catalyst (DOC) and a highefficiency flow-through filter. The DOC converts emissions into neutral gasses. The remaining particulate matter then passes through to the filter where it is slowed and burned. This solution is efficient and maintenance free as it does not require filter replacement.
Comfort for the Operator The TR310 offers one of the widest cabs in the industry at nearly 3 ft. (.9 m) wide. It features an enclosed cab that is fully sealed and pressurized against noise and dust. It also features the industry’s lowest entry threshold, which makes it easy for the operator to get in and out of the cab. The cab-forward design provides best-in-class visibility with excellent site lines down to the bucket edge, curb lines and to the rear of the machine. Ultra-narrow wire side screens, a large and curved rear window, side lighting and a skylight further improve visibility, according to the manufacturer.

Takeuchi Launches TL8 Tier IV Compact Track Loader Takeuchi-US has expanded its line of compact track loaders with the introduction of the TL8. Designed and engineered to provide superior power, strength, and maneuverability the TL8 replaces the TL230 Series 2. This new addition to the Takeuchi track loader line-up features a radial lift loader design, weighs approximately 8,345 lbs. (3,785 kg), and has a tip load of 6,020 lbs. (2,730 kg). The TL8 is powered by a 74.3 hp turbocharged engine that meets EPA Final Tier IV emissions standards. With a high pressure common rail injection system, diesel
oxidation catalyst (DOC), and diesel particulate filter (DPF), emissions are minimized for clean and efficient operation. Double reduction planetary drives provide traction forces of more than 9,100 lbs., and when combined with bucket breakout forces exceeding 6,800 lbs., and loader lift arm forces of more than 6,700 lbs., the TL8 is able to deliver unmatched performance in the most demanding applications, according to the manufacturer. Rated operating capacity (ROC) has been increased by more than 13 percent on the TL8 to an
impressive 2,105 lbs. (955 kg), and can be boosted by more than 10 percent by adding optional rear counterweights. Inside the operator’s station is an LCD monitor panel and switch bank that helps improve performance and functionality by providing the operator with a wider range of operational information. The operator’s station offers low-effort pilot controls and proportional auxiliary switches to give the operator the precision needed to work more efficiently in a comfortable, fatigue-free environment. Featuring an LCD multi-infor-
mation display and switch bank, the functionality of the TL8 has been greatly improved. Additionally, a deluxe high back suspension seat is standard equipment and features weight and height adjustments for outstanding comfort and visibility. An available option is a new pressurized cab that delivers improved operator comfort and HVAC performance, and includes a roll-up door that can be opened regardless of the position of loader arms or attachment. “Takeuchi is excited to introduce the TL8 track loader to our

Hyundai Presents Tier IV Final R35Z-9 Compact Excavator The Hyundai R35Z-9 compact excavator has an operating weight of 8,050 lbs. (3,650 kg) and is powered by a reliable, fuel efficient 26.5 hp (19.8 kW) Tier IV Certified Yanmar 3TNV88 engine. The R35Z-9 boasts a dig depth of 10 ft. 4 in. (3.1 m) a bucket digging force of 7,050 lbf (31.4 kN) and bucket capacity of 3.78 cu. ft. (.107 cu m). The R35Z-9 offers a tail-swing radius of 2 ft. 10 in. (.8 m), allowing for efficient operation on sites where space is limited. Hyundai designed the R35Z-9’s hydraulic system to give the user super-fine touch and top-level controllability, allowing the excavator to be agile and accurate while operating in congested areas. Optimized matching between the joystick and main control valve improves control and smoothness of operation. Currently, the company appears to be the only contractor in western Colorado that has a MTV. “Because we have the Shuttle Buggy, we have a competitive advantage since we’re seeing Federal Highway Administration specs coming through specifically requiring that a Shuttle Buggy be used, because they know the machine offers quality and consistency advantages,” said Bottenfield. Both the dirt and paving crews of United Companies were pleased with the work they’ve completed on the now upgraded Meeker Airport. Hamm Expands HD+ Series Range by Nine Machines Types Hamm has expanded the range of HD+ series rollers by nine machine types with service weights of 14,000 lbs. and 16,000 lbs. (6,350 and 7,257 kg). The new HD+ 70i (15,000 lbs. [6,804 kg]), roller drum width 5 ft. (1.50 m) and HD+ 80i 16,000 lbs., roller drum width 5.5 ft. (1.68 m) are available as vibratory, oscillatory, combi and high frequency rollers. The HD+ 80i also will be offered with a split drum. Clean and Efficient Tier IV Engine Technology Equipped with modern engine technology, the HD+ 70i and HD+ 80i rollers comply with the very stringent Tier IVf exhaust gas regulations in force since 2014. The Deutz 55.4 kW 4-cylinder diesel engine is fitted with a diesel oxidation catalyser (DOC) to reduce particulate emissions. The cooling system also meets the most up-to-date demands: two separately controlled fans ensure optimum cooling of charge air, hydraulic oil and engine coolant. At the same time, the load-dependent fan control for engine cooling saves fuel and reduces noise emissions. The larger rollers HD+ 90i and HD+ 110i (85 kW) as well as HD+ 120i and HD+ 140i (115 kW) are available with new Tier IVicompliant engines now. All these rollers come with the Hammtronic machine management system as standard. This means optimized performance, minimized fuel consumption, engine operation in the optimum load range at all times and high-quality, consistent compaction through control of the traction and parameters such as speed and frequency. Maximum Comfort The HD+ 70i and HD+ 80i rollers offer a spacious XXL platform resp. cab with a laterally adjustable seat. The powerful heater (option) also can be complemented with air conditioning if desired. Drivers have an enhanced view of the roller drum and water sprinkler. As there are

no intruding pillars, they also overview the surrounding area. Meanwhile the operating console and display remains in the field of view at all times, being attached to the seat. Despite the comfortable interior headroom, the overall height of the new HD+ 70i and HD+ 80i models is 2 in. (5 cm) less than their forerunners. This facilitates transport and working in areas with limited overhead clearance. Hamm also can supply the new HD+ 70i and HD+ 80i models with ROPS roof or sun shield roof. Top-Class Handling and High Compaction Power The handling and compaction qualities of the new tandem rollers are based on the ideal weight distribution, so they quickly produce perfectly even surfaces, according to the manufacturer. Moreover, a stepless frequency adjustment is provided. When reversing, the automatic transmission provides gentle acceleration and braking, playing its part in ensuring even asphalt layers without bulges
or hollows. In addition, the crab steering mode offset has been increased by 40 percent compared to the previous HD 75 model. This results in plenty of clearance for clean edge pressing. Productivity Comes as Standard With a large water and diesel tank, both new models are equipped for long working days: the capacities enable working a full shift without refilling. Maximum availability is provided by a water sprinkler system with a second water pump. The water quantity can be fine-tuned by the push of a button and an indicator shows constantly the residual volume of water in the tank. New: Telematics and Rear-View Cameras The HD+ series now features a telematics interface, which can be used to transmit data for use in fleet management systems. It also can be used for remote monitoring or for theft protection. The VEDA option for the
HCQ measurement and documentation system enables the export of data in conformity with the US analysis software “Veda” for comprehensive compaction control in asphalt construction. Optional rear view cameras ensure even more safety. A 5.6 in. display allows the driver to check for the presence of people or obstructions in the area immediately behind the roller at any time. As such it’s ideal for major paving projects incorporating all types of hot mix asphalt — including premium mixes such as stone matrix asphalt, as well as cement-treated base and roller compacted concrete — with ease in a variety of widths from 8 ft. 4 in. to 42 ft. 6 in. (2.5 to 13 m), according to the manufacturer. The theme of the Dash 3 generation is that lower fuel consumption leads to lower emissions, which leads to lower costs. The Vögele EcoPlus low-emissions package combines a number of individual measures, which reduce the fuel consumption and noise of the Dash 3 pavers: Fuel consumption is minimized in a number of ways. When the paver is stationary while waiting, all hydraulic pumps for traction, conveyors and augers and compacting systems are automatically disengaged after about one minute. Reducing drag also makes it easier to start the paver at low outside temperatures. The tamper is driven by a variable displacement pump, which delivers the amount of oil needed for the current tamper speed, also saving fuel. The speed of the variable-speed fan automatically adjusts in line with engine load and ambient temperature, as well as the temperature of the oil and cooling water. The fan is driven via a viscous coupling in accordance with temperature and engine load. In contrast to a hydraulic drive, this new type of fan drive stands out through its considerably greater energy efficiency, while being very much quieter, according to the manufacturer. The user-friendly ErgoPlus 3 operating
system has been enhanced with useful supplementary features for the new Dash 3 generation. The redesigned color display, for example, has an intuitive, high-contrast user interface, providing readability even in poor lighting conditions. The Super 2100-3i’s AutoSet Plus feature has two automatic functions. The automatic repositioning function facilitates the continuation of work when moving on the job site from one work section to another, or after the paver has been transported. The automatic function for paving programs in Vögele pavers, on the other hand, allows operating personnel to store specific paving programs in the paving process. Values for tamper and vibration speed, conveyor and auger speed, height of the auger and paving speed are stored at the push of a button. Once stored, the program can then be retrieved and reused whenever needed. Vögele sets new standards in terms of compaction. Vögele’s high compaction technology is based on pressure bar(s) technology, driven by pulsed flow hydraulics. ore than 3,400 bidders participated online and in person at Ritchie Bros. Auctioneers’ multi-million dollar unreserved public equipment auction in Los Angeles, Calif., on Dec. 11, 2014. Bidders came from 60 countries, including 49 U.S. states. Approximately 49 percent of the equipment was sold to out-of-state buyers, from as far away as Vietnam, Uganda, New Zealand, Saudi Arabia, the Philippines and Jordan. Online bidders purchased 34 percent of the equipment sold (by dollar value). The auction featured close to 2,500 equipment items, including more than 200 truck tractors and more than 90 pickup trucks, as well as a large selection of excavating equipment, wheel loaders, motor scrapers, rock trucks, crawler tractors, and more. Two Cat 777F rigid frame mining trucks and a Hitachi EX1900-6 front shovel excavator were among the items sold.
