Six days after heavy rains forced the closure of a section of Highway 101 on the north Oregon Coast, contractors were able to open one lane of the highway with flaggers directing traffic. More closures are expected, however, as crews work to stabilize this often troublesome stretch of road just north of Tillamook at mileposts 47 and 48. “You can drive through there and you can tell the soil has been moving,” said Lou Torres, spokesman of the Oregon Department of Transportation. “It’s got a long history of landslides and earth movement.”

Viaduct construction in the Central Valley has kicked off an 800-rail-mile, 24-station, $68 billion California highspeed rail project. the existing Burlington Northern Santa Fe railway track. “Continued progress on the high-speed rail program is evident by the work being done today at the Fresno River Bridge,” said Jeff Morales, High-Speed Rail Authority CEO in a recent release. “Californians will continue to see more jobs and sustainable construction activity as we ramp up building high-speed rail in the Central Valley.” see VIADUCT page 20

Once, the section is stable enough for crews to start on permanent repairs, they’ll excavate some of the area, let it settle, then bring in rock and gravel to try to build the area up.

Nov. Job Growth Up in Construction Industry Strong demand for construction projects fueled job growth in November in 38 states compared to October and in all but six states over the past 12 months, according to analysis of Labor Department data released Dec. 18 by the Associated General Contractors of America. Association officials said, however, that the shortage of

available workers was likely keeping firms from expanding headcounts even more rapidly in many parts of the country. “In nearly every state, contractors are busier now than a year ago,” said Ken Simonson, chief economist for the association. “Employment is up, but the industry would be expanding even more

rapidly if contractors could find enough qualified workers.” Nationally, construction employment climbed by 4.2 percent from November 2014 to November 2015 — more than double the rate for total nonfarm employment, Simonson noted. He added out that construction spending rose 13 percent in the latest 12

months, suggesting a need for even more workers. He cautioned that filling those openings may be difficult in many states because the number of unemployed jobseekers in November who last worked in construction was at the lowest November level in 15 years. see EMPLOYMENT page 42

Northern Arizona Bridge Project Has Plenty of Challenges PRESCOTT, Ariz. (AP) A $14.4 million construction project to replace a historic bridge connecting Prescott to northern Arizona has used more than 70,000 lbs. (31,751 kg) of explosives as crews tackle the rugged terrain. Crews working to replace the Hell Canyon Bridge have used massive cranes, bulldozers and drill rigs to install the new bridge, The Prescott Daily Courier reported “This project is unique because of what we had to build to access it,” Travis Legare, project manager of general contractor Ames Construction Inc., said at an Arizona Department of Transportation media tour. Legare said the steep canyon walls required construction of a series of temporary roads to the canyon floor. Constructing the access roads on the north and south sides of the canyon required excavation of tens of thousands of cu. yds. of dirt and rock, much of which required blasting. Legare said crews used about 70,200 lbs. (31,842 kg) of ammonium nitrate ADOT photo explosives for the north and south access Crews working to replace the Hell Canyon Bridge have used massive cranes, bulldozers roads, and the north roadway approach. The current bridge was built in 1954 and has shown signs of deterioration in recent years. “Everyone’s excited to have the bridge complete,” Stump said. “[Without it] we were looking to have to continue the maintenance.” Crews are currently working on columns and a new bridge surface for the new structure, and Legare said crews plan to switch traffic to the new bridge by early summer 2016. After traffic switches over, demolition of the old structure is scheduled to be complete by fall 2016. Work is expected to be completed in early 2016. FLAGSTAFF, Ariz. (AP) Winter in the Southwest and West Coast could be fraught with flooding, evacuations, power outages and landslides because of El Nino, and federal officials have released their emergency plan and have given tips on how to be prepared. Officials with the Federal Emergency Management Agency released a disaster plan for how they plan to respond to El Nino, a warming of the Pacific Ocean that can bring devastating weather. FEMA officials also participated in a mock exercise to test their reactions. “I'm in the business where I can’t get back time, you can’t reverse things,” said Bob Fenton, a regional FEMA administrator. “My experience is you need to prepare for these threats when the likelihood or probability is high, that you need to make sure you’ve taken the necessary actions to bring down those risks.” Here are some details in FEMA’s plan:

Problems started the second week of December when first one and then several more winter storms blew through, dropping two feet of rain in some areas in less than a week. “We had a lot of high water,” Torres said. “What really slowed people down were the high water areas along the coast where we had the tidal influence. We had rivers that were flooding, and we had high tide at the same time. We had high water at all kinds of locations. There were areas that had 20 to 25 inches of rain last week. Even more. There was an ungodly amount of water in the system.” Oregon’s Highway 101 is also known as the Pacific Scenic Byway. It stretches 363 mi. (584 km) between the borders of Washington and California and draws visitors from all over the world for its stunning vistas from high atop the headlands, to low along the rivers, bays and the Pacific Ocean. While the summer months are considered the peak visitor months, travelers come year round — many just to witness the very storms currently wreaking havoc on the roads and beyond. More of those storms, however, may cause some delay in getting the

roads repaired. “We can only do so much work in this water,” Torres said. “Some of these areas are unstable. Even when we reopen them we will have to monitor them.” Once, the section is stable enough for crews to start on permanent repairs, they’ll excavate some of the area, let it settle, then bring in rock and gravel to try to build the area up. They’ll pave when they can, Torres said. “It’s going to be rough. People need to understand we are going to open these areas, but it won’t be smooth. It’s going to be rough. We don’t guarantee the lane will stay open. When you do a temporary fix, you hope it holds up. Safety is our number one concern. These are areas that continually move. They are active and unstable. We’re going to do what we can to ensure that a wash out doesn’t happen. But if we get another deluge of rain, then all bets are off. You just don’t know what is going to happen. These are areas very prone to landslides and sinkholes.” With Highway 101 closed, residents needing to travel south of the small town of Wheeler to the larger Tillamook, where many are

employed, had little choice but to take a detour of about 100 mi. (160 km). Even under good driving conditions it would make the normally 35minute commute a two-hour journey one way. Highway 101 was not the only road closed by the heavy rain. Oregon 131, also in Tillamook County, was closed after a failed culvert led to a large sinkhole. Likewise, Highway 22 on the county border. Both also will require major road repair, Torres said. “These are all emergency projects,” Torres said. “We can expedite them as fast as we can get them done. We don’t have to go through the normal bidding process.” Even as the north coast dried out from the storms, the state was warning travelers on the central and south coast to beware of flood conditions. “Landslides can be triggered by intense rainfall,” said Bill Burns, engineering geologist at the Oregon Department of Geology and Mineral Industries (DOGAMI). “Be aware of the potential landslide and debris flow hazard during this storm, and travel with caution. “Debris flows are rapidly moving, extremely destructive landslides. see ROADWAY page 36

Impact on California The disaster plan focuses heavily on California, where one in five residents lives in flood-prone areas. Land scorched by wildfire is susceptible to flooding and landslides. Coastal areas could see higher tides of up to 8 ft. (2.41 m) around Christmas. A levee breach, river swelling and rapid snow melt put the Central Valley at the highest risk of flooding. Ground hardened by drought won’t allow rain to soak in, leading to what’s called overland flooding, FEMA said. The drought also could be somewhat of a blessing in that California’s reservoirs have plenty of room to catch rain. Arizona and Nevada Much of Arizona is desert, so it’s at a lower risk of flooding. But flash flooding and rapid snow melt remain a concern. American Indian tribes like the Havasupai, whose reservation is deep in a gorge off the Grand Canyon, and the Navajo Nation likely will seek federal disaster declarations because of limited resources and infrastructure, FEMA said. The impact to Nevada will depend on how much rain and snow falls on the east side of the Sierra Nevada. Hiring Push FEMA is looking to recruit 500 people in the region who it can call on to respond quickly to disasters. The agency is encouraging engineers, and those with experience in social work, construction, cost estimation and the environment to apply for temporary jobs. The agency said it will be looking for people throughout the winter. What You Can Do to Be Ready FEMA says less than 20 percent of Americans have a plan for what to do before, during and after disasters that can leave them without power, heat and a way to get out of town. Officials say people should have enough food, water and supplies for nearly a week. Government Web sites have information on how to evaluate your home for flood risks, hazards and general disaster preparedness. Fenton said people in low-lying areas who don’t have flood insurance also should consider buying it soon because it won’t take effect for 30 days.

What began as one man’s desire to put a smile on the faces of a couple of disadvantaged kids at Christmas has evolved into a major charity drive. With help from a local contractor, more than 1,000 bicycles are donated every year in the Sacramento area. Corey Wilson, general superintendent of Anrak Corporation, a Sacramento, Calif., asphalt milling contractor, was first motivated to do something in 2003. As he was driving through a low-income area a few days before Christmas, he asked himself what he could do. Bikes, it occurred to him, were the obvious answer. Every child wants and needs a bike, he reasoned. Wilson purchased three

bikes that first year, and went through the neighborhood looking for kids who could use them. He continued his solo effort for the next couple of years. In 2005, Wilson happened to mention what he had been doing for Christmas to Mark Anderson, Anrak owner and president. Anderson’s interest was sparked, and he immediately asked how he could help. With Anderson’s donation of $1,000 and money he had raised from friends and family, Wilson was able to purchase enough bikes for 40 kids from area Walmart stores. Moving any historical building can be a challenge, but moving a 400-sq.-ft. (37.16 sq m) plywood and stucco restaurant thrown up with materials from the hardwood store, takes the task to an entirely new level. Keeping the original Taco Bell restaurant intact while moving it was just one of the challenges the nonprofit We Are The Next faced last month after it contracted with corporate Taco Bell to truck the restaurant 47 mi. (75.6 km) from its original home in Downey, Calif., to Taco Bell’s corporate headquarters in Irvine, Calif. “Our biggest worry was the construction of the building,” said Katie Rispoli, executive director for We Are The Next, which she describes as a civic engagement group that uses preservation for its message. “Unlike most historic buildings, this was not made of brick. It was not sturdy and constructed with 100-year-old trees, but actually built of plywood with stucco. “We had to get permits from eight city governments, and both L.A. and Orange Counties and CalTrans,” Rispoli said. “It was a lot of permitting which was all done by our organization. It was a very extensive process to get all the permits aligned. To get everyone to agree on path of travel, same day and same time was definitely a challenge.” When moving time came, the crew from Brandt House and Building Movers cut the restaurant — about the size of a two-car garage — from the slab foundation. Next, they created an interlocking system of iron beams running through the building. “One went through the food service windows and went out through the back door,” Rispoli said. “Another, through the other side of food service window. They had to create holes in the walls for it to go through the building. Before the steel beams, I was wary of the building. But we had a great structural team working on it. We had it evaluated a couple of times. The building is very small, but about right down the center is the walk-in refrigerator. The wall of that refrigerator was so thick, it had held up the roof. There was almost no bowing of the plywood, which was very fortunate. “Once the beams were in place, they used a series of poles to lift the building. They got it lifted just a couple of feet and drove the trailer underneath it. Essentially, they backed up the truck into the opening beneath the building and lowered it back down on the trailer bed.” The restaurant stayed on the trailer for about five days while workers went through the little building and removed historical artifacts, such as the microphone for ordering from the exterior of the building and the

Five California Highway Patrolmen — three in the front, two in the back — provided the escort. “For the first 10 minutes it was really nerve wracking,” Rispoli said. Then, they passed a woman watching from her car. “She rolled down her window and said, ‘Goodbye Taco Bell,’” and that was the ice breaker. After that it wasn’t really nerve wracking. It was pretty exciting.” They stopped at no red lights, thanks to CHPs, and a little more than three hours later at 1:30 a.m., they arrived in Irvine. But in six months they may be doing the move all over again. Taco Bell is now trying to figure out how best to utilize the building spokesman Matt Prince describes as “arguably the most influential in our company’s history.” To figure that out, they are turning to fans for their input. “We truly would like their feedback where they’d like the building to go,” Prince said. “It could stay here at corporate as museum, or go back to Downey as a community space or as a working restaurant. Viaduct Being Built for Massive High-Speed Rail Project VIADUCT from page 1

The California High-Speed Rail Authority is the lead agency for planning, designing, building and operation of the high-speed rail project, which is the first such system in the nation. The project is expected to be completed by 2029. Trains will travel at more than 200 mi. (322 km) per hour, making it possible to travel 382 mi. (615 km) from San Francisco to Los Angeles in less than three hours. Construction of the first viaduct began in June after several years of challenges from farmers who face loss of land and opposition forces opposed the high price tag of the project. Two more viaducts will be built along a 29-mi. (47 km) section from Madera south to downtown Fresno. In addition to the viaducts, a dozen grade separations will be constructed. Grade separations are a means to avoid disrupting traffic flow on other transit routes when they cross each other. They normally consist of tunnels and bridges. Along with the Fresno River viaduct, workers have begun work on rail underpasses at Tulare and Ventura streets in downtown Fresno, and at Highway 180 just east of the downtown area. Construction crews will construct two additional viaducts in north Fresno, including one over the San Joaquin River. They will build a crossing over Golden State Boulevard, Cedar and North Avenues and at Highway 99. Each construction phase is referred to by the rail authority as a “construction package.” A $985.1 million contract was awarded to package 1 low bidder Tutor Perini/Zachry/Parsons joint venture to construct the first 29 mi.

In June, workers began constructing the foundation for the viaduct and have since worked on the 1,600-ft. (488 m) viaduct structure in segments. They started by assembling rebar cages and digging holes for production piles that serve as the foundation for the bridge columns. After the cages are inserted in the ground, concrete is poured into the cages and left to cure for approximately three days. The foundation must be strong enough to support high-speed trains traveling at speeds exceeding 200 mi. per hour. About 86 million lbs. (39 million kg) of rebar will be used on

Because of the length of the route and geographical differences, work is broken up into separate sections. Each of the sections will need individual Environmental Impact Reports completed before significant work can begin on the section. Also some farmers and business owners are opposed to giving up buildings and pieces of their land to eminent domain. Tinoco sees positive impacts for local businesses and workers. “The mission of the California HighSpeed Rail Authority is to utilize as many local small businesses as possible,” she said. “The improvement of city infrastructure for many of these communities is also a priority.” Tinoco said the right of way process in acquiring parcels for the project can sometimes take longer than some might expect. “But our team has been working diligently to move forward and meet project deadlines,” she said. Not Everyone ‘On Board’ High-Speed Rail LOS ANGELES (AP) Democratic state Assemblywoman Patty Lopez of San Fernando said she is withdrawing support for California’s high-speed rail project amid opposition in her district and that five other legislative Democrats also are reconsidering their support, the Los Angeles Times reported Dec. 9. Lopez told the newspaper she believes the $68 billion project would harm her mostly Latino, working-class district, which includes Pacoima, San Fernando and Sylmar. The rail route would cut through the district. The first-term assemblywoman said the issue should go back to voters, who approved nearly $10 billion in bonds for the project and other rail improvements in 2008. She said the state should focus its spending on higher priorities such as water, jobs and homelessness. “The money we are going to spend on it is crazy,” she said. Lopez is not the first Democrat to oppose the project as cost estimates have grown and construction has lagged; Lt. Gov. Gavin Newsom, a candidate for governor in 2018, is the highest-profile Democratic opponent. Legislative approval for bullet train funding passed the state Senate by a single vote in 2012.

Lopez declined to name the other potential legislative opponents to the newspaper. Legislative support is not needed for the project as this stage, after lawmakers approved a dedicated funding source from pollution fees two years ago. The project to link Northern and Southern California by high-speed trains is among Gov. Jerry Brown’s top priorities. Hundreds of protesters from Lopez’s district turned out at a rail board meeting in Los Angeles this summer, many opposed to a proposal to tunnel through the Angeles National Forest. Lopez won a surprise upset last year when she unseated Democratic Assemblyman Raul Bocanegra. She is expected to face Bocanegra again next year, along with Democratic San Fernando Mayor Joel Fajardo, a vocal critic of the high-speed rail project. The proposed routes have drawn criticism throughout the state, first in the Central Valley and now in Southern California. Caterpillar Adds High-Production B-Series Tandem Rollers oscillation that ensures mat contact and a smoother ride over uneven surfaces. An offset hitch option extends coverage up to 6 in. (17 cm) and simplifies control next to obstacles. It delivers excellent performance on longitudinal joints by pinching the edge with the lead drum and sealing the joint with the trailing drum. The CB64B is equipped with 79 in. (200 cm) drums, while the CB66B and CB68B utilize 84 in. (213 cm) drums. The Cat C4.4 engine rated at 142 hp (106 kW) comes standard with eco-mode and automatic speed control, leading to uniform compaction, fuel savings, reduced sound levels, and ultimately lower operating costs.

Caterpillar Inc. added high-production BSeries Tandem vibratory rollers that include the CB64B, CB66B, and CB68B models. These machines are 13 to 15.4 ton (12 to 14 t) compactors that feature wider drum widths, high-flow water spray system, increased operator comfort, and enhanced technology to help operators and machines perform at higher levels. Many of the technological enhancements are offered through Cat compaction control. They include autoadjustable compaction (AAC), pass-count and temperature mapping, machine to machine communication, and compaction meter value (CMV). Auto-Adjustable Compaction (AAC) Simple operation and optimized compaction help contractor’s lower costs. Autoadjustable compaction optimizes compaction by delivering the highest amplitude possible without de-coupling or over-compacting. The technology includes both the front drum and rear drum — a Cat exclusive. This system is able to adjust through the full range of amplitudes in as little as four seconds for excellent performance and uniform compaction throughout the mat. Pass-Count and Temperature Mapping Pass-count and temperature mapping systems provide real-time visual references of the passes made and asphalt mat temperatures present. Distractions, fatigue, multitasking and nighttime operation can affect how well an operator executes the rolling pattern on an asphalt mat. Where did I stop on the previous pass? Did I go back far enough on the return pass? Did I provide enough overlap on the previous pass? Is the mat temperature too hot, too cold? These are just a few questions that operators may have throughout the day. By utilizing Cat compaction control technology, second-guessing can be eliminated. Machine to Machine Communication This system helps keep rolling patterns in sync by sharing coverage and pass-count

Compaction Meter Value (CMV) CMV technology uses a drum-mounted accelerometer to measure and record forces of the vibrating drums. A calculation derived from the recorded forces is used to create a unit-less value that provides an indication of stiffness. This unit-less value calculation is referred to as a “composite stiffness value” that indicates stiffness of the current and supporting layers beneath the drum. The system is capable of utilizing RTK level accuracy to provide the highest level of global navigation satellite system positioning (GNSS) and

New F800T Offers High Visibility, Enhanced Productivity Atlas Copco’s Dynapac F800T tracked paver joins the company’s 10-ft. (3 m) highway class paver range. The paver meets Tier IV Final emission regulations and enhances productivity through operator comfort and optimal visibility, according to the manufacturer. The operator has high visibility of the paving surface with the paver’s dual, swingout operator platforms. The dual operator platforms swing out from each side to give the operator a clear view of the work site. The platforms also eliminate operator fatigue from prolonged leaning that can occur when an operator strains in a stationary seat to get a clear view of the work surface. Ergonomically designed control panels allow the operator to focus on paving and look out for nearby workers. All control and operational switches are grouped according to purpose and frequency of use, which allows the operator to quickly adjust paving settings without hampering production or risking safety. The F800T is equipped with a six-cylinder, Cummins diesel engine that meets Tier IV Final emission standards and minimizes ownership costs. The sixcylinder engine reduces strain on

engine components that typically occurs with four-cylinder engines, which as a result, minimizes maintenance costs and servicing downtime. Atlas Copco designed the F800T with features that maximize mat quality and tackle varying job requirements. Its Dynapac feed control system, for instance, eliminates material segregation and ensures continuous, uniform material flow by using four ultrasonic sensors and a thin center chain box auger system. The four sensors detect material heights and gaps to optimize both the auger and conveyor speed. The conveyor’s 6-in. (15 cm) wide chain box ensures continuous, uniform material

flow to the center of screed. And the augers have 17-in. (43 cm) diameter flights — among the largest in the industry — that eliminate centerline segregation. The paver also can be equipped with an optional, integrated hydraulic tunnel to eliminate material spillage toward the track and provide efficient material head. The F800T is equipped with a Carlson EZIV08-15 front-mounted electrical screed. The screed gives the operator an 8- to 19-ft. (2.4 to 5.8 m) working width and a mat as

high as 1 ft. (.3 m). A 34-kilowatt, hydraulically driven generator heats the screed to eliminate sticking and maintains a frequency control at 60 hertz regardless of the load or speed of the engine, which allows users to connect night lighting accessories to the machine. Atlas Copco also offers safety edges, berm attachments and bolt-on extensions for greater paving efficiency. The paver requires minimal maintenance, which safeguards the operator’s uptime. The multifunction display on both operator consoles shows any engine- and paver-related fault codes so operators and technicians can diagnose problems and choose corrective actions. They will transport boulders and logs in a fast-moving soil and water slurry. “People, structures and roads located below steep slopes in canyons and near the mouths of canyons may be at serious risk. Caution should be used when traveling.” According to DOGAMI, the most dangerous places include: • Canyon bottoms, stream channels and areas of rock and soil accumulation at the outlets of canyons. • Bases of steep hillsides. • Road cuts or other areas where slopes of hills have been excavated or over-steepened. • Places where slides or debris flows have occurred in the past. Ed Malzahn, Ditch Witch Founder, Industry Icon, Passes Away at 94 The Ditch Witch family announced the passing of the company’s founder and industry icon Ed Malzahn on Dec. 11. He was 94. Gus Edwin George Malzahn (Ed), of Perry, Okla., was the son of Charles and Bertha (Wolff) Malzahn. He was born on July 3, 1921, in Perry, Okla. Mr. Malzahn graduated from Perry High School in 1939 where he was an Eagle Scout, played football, played in the band and participated in several theatrical plays. He was known to pull out his cornet and play “Dear Old Perry High” if you asked. After high school he completed a degree in mechanical engineering at Oklahoma A&M College (Oklahoma State University) where he met the love of his life, Mary Corneil. Mr. Malzahn was very enterprising. As a young boy, he always had a project to engage his interests. He cast silver dollars for his friends at age 13, resulting in a visit from the FBI. He built a remote control spotlight at age 17 that caught the attention of the Air Force when he was caught “spotlighting” aircraft…again resulting in a visit from the FBI. He was always tinkering with something. Even in his later years he always had a project, with the latest being the conversion of a Perry landmark, the Masonic Lodge, into a multi-unit residence. But, no matter what project he was working on he always had time to roam the halls of Ditch Witch as “bull of the woods” to find treats for his sweet tooth, blow bubbles at a birthday party, or make a special delivery of roses from his garden. Mr. Malzahn changed the way the world’s utility infrastructure is installed and maintained when he launched the first service line trencher, the Ditch Witch model DWP in 1949 from a small machine shop in Oklahoma. That small shop grew to become Ditch Witch, a Charles Machine Works company, which today employs more than 1,500 workers, and has more than 175 dealerships and branches serving 195 countries. The company has produced and sold more than half of the world’s trenching machines. “Ed was the inspirational leader of the Ditch Witch and the Charles Machine Works family for over 65 years,” said Rick Johnson, chief executive officer of Charles Machine Works. “He possessed a sharp mind, strong rural work ethic and generous spirit — all of which he used to better those around him.” Recognition of Mr. Malzahn’s accomplishments as an industry leader and innovator included his induction into the Oklahoma Inventors Hall of Fame, American Rental Association Hall of Fame, Construction Equipment Hall of Fame and North American Society for Trenchless Technology Hall of Fame. He also was named Inventor of the Year by the Oklahoma Bar Association: Patent, Trademark and Copyright Section. The needs of the community and its residents were always a priority to Mr. Malzahn, who held deep Oklahoma roots. His efforts as a civic leader and philanthropist included volunteer service and financial contributions to numerous organizations and boards at the local, state and national level. As a family man, Mr. Malzahn’s family life extended to his work life. Charles Machine Works has remained a family business since its creation, even after global success. Mr.

California Leads Pack in Job Growth EMPLOYMENT from page 1

Between November 2014 and November 2015, 44 states and the District of Columbia added construction jobs, with California adding the most (41,000 jobs, 5.9 percent). Other states adding a high number of new construction jobs for the past 12 months include New York (30,500 jobs, 8.9 percent), Florida (29,300 jobs, 7.2 percent) and Colorado (12,000 jobs, 8.3 percent). Hawaii added the highest percentage of new construction jobs during the past year (12.5 percent, 3,900 jobs), closely followed by Nevada (12.3 percent, 7,800 jobs), South Dakota (12.3 percent, 2,700 jobs), Arkansas (12.0 percent, 5,600 jobs) and Idaho (11.4 percent, 4,200 jobs). Six states shed construction jobs during the past 12 months. West Virginia lost the highest percentage and total number of construction jobs (minus 14.5 percent, minus 4,600 jobs). Other states that lost jobs for the year include Rhode Island (minus 6.7 percent, minus 1,100 jobs), North Dakota (minus 4.4 percent, minus 1,600 jobs), New Mexico (minus 0.7

percent, minus 300 jobs), Pennsylvania (minus 0.6 percent, minus 1,500 jobs) and Maine (minus 0.4 percent, minus 100 jobs). Florida added the most construction jobs between October and November (10,600 jobs, 2.5 percent). Other states adding a high number of construction jobs include New York (9,100 jobs, 2.5 percent), Texas (9,000 jobs, 1.3 percent) and Massachusetts (4,800 jobs, 3.6 percent). South Dakota added the highest percentage of construction jobs during the past month (5.6 percent, 1,300 jobs), followed by Iowa (4.6 percent, 3,700 jobs), Massachusetts and Vermont (3.5 percent, 500 jobs). A dozen states lost construction jobs during the past month while construction employment was unchanged in the District of Columbia. Pennsylvania shed more construction jobs than any other state (minus 4,600 jobs, minus 1.9 percent), followed by North Carolina (minus 4,200 jobs, minus 2.2 percent), Kansas (minus 1,500 jobs, minus 2.3 percent), Illinois (minus 1,500 jobs, minus 0.7 percent), North Dakota (minus 1,300 jobs, minus 3.6 percent) and Arkansas (minus 1,300

jobs minus 2.4 percent). Delaware (minus 3.6 percent, minus 800 jobs) and North Dakota lost the highest percentage of construction jobs between October and November, followed by Arkansas, Kansas, North Carolina and West Virginia (minus 2.2 percent, minus 600 jobs). Association officials said many firms report that some positions are going unfilled because of the broad shortage of qualified workers. The redesigned, proportional joystick provides better grip and further increases ease of control. The Case SCR solution is provided by Fiat Powertrain Technologies (a CNH Industrial company) and has proven itself in on-road trucking, heavy earthmoving and agricultural applications. The technology is now being outfitted to benefit smaller engine ranges, including CTLs. “The SCR solution is easy and relatively hands-off — operators who remember to top off their DEF tank while refueling will notice no other day-to-day changes,” said Warren Anderson, brand marketing manager, Case Construction Equipment. “There is no diesel particulate filter [DPF] to maintain or replace, and SCR allows for a more efficient use of fuel as all diesel is consumed in productive effort instead of regeneration.” The new radial-lift TR340 weighs 10,000 lbs. (4,536 kg) with a rated operating capacity (ROC) of 3,400 lbs. (1,542 kg) and a bucket breakout force of 8,700 lbs. The verticallift TV380 weighs 10,550 lbs. (4,785 kg), provides 7,510 lbs. of bucket breakout force and an ROC of 3,800 lbs. (1,723 kg). Both machines are rated at 90 gross hp, produce 282 ft./lbs. of torque and increase hydraulic flow rates (standard: 24.2 gpm [91.6 Lpm]; high-flow: 37.6 gpm 142 Lpm]). The 25.5gal. (96.5 Lpm) fuel tank extends runtimes and ensures that the machine works the entire day without refueling. SCR: Easy, Efficient Tier IV Final SCR is an after-treatment system that lowers exhaust temperatures and does not use fuel to burn off particulate matter — great for fuel savings compared to solutions with DPFs. SCR technology is more efficient and requires less maintenance than DPFs, as it does not require filter replacement or upkeep. It also removes complexity for operators and maintenance staff by eliminating regeneration associated with DPFs. Heavy-Duty Features Case offers new heavy-duty features on each model as standard equipment. This

includes a heavy-duty 950 CCA battery for consistent starts in cold weather, a more robust rear door for added protection, standard front and side lighting for working all hours of the day, a block heater and an easyaccess remote jump-start. These features add strength and reliability in all working conditions. EZ-EH Controls Allow Flexibility The TR340 and TV380 offer an EZ-EH (electro-hydraulic) setup menu with nine adjustable speed and control sensitivity settings that can be adjusted effortlessly as applications change. This allows the operator to match controls to their preference for comfort and greater productivity. A single rocker switch alternates between the Case “H” operating pattern and ISO pattern controls for operators who are comfortable with one style or the other. New operator handles with detents improve controllability and feathering by providing greater responsiveness to the actions/movement of the machine, according to the manufacturer.

Undercarriage Offers Stability and Performance All Case Alpha Series compact track loaders feature a dozer-style undercarriage, designed for stability on steep slopes and excellent performance in muddy and sandy terrain. The rigid track frame features fewer moving parts than suspension track systems, making it more durable and easier to maintain. The new CTLs feature triple flange rollers, which help prevent de-tracking on inclines by using dozer-style rollers with a larger inner-diameter flange positioned between the track lugs. Comfort for the Operator The TR340 and TV380 offer one of the largest cabs in the industry at nearly 3-ft. (.9 m) wide. It features an enclosed, fully sealed cab pressurized against noise and dust, and the industry’s lowest entry threshold for easy access in and out of the cab. The cab-forward design provides 360-degree visibility with excellent site lines down to the bucket edge, curb lines and to the rear of the

machine. Features that further improve visibility include standard heavy-duty front and side lights, a skylight, ultra-narrow wire side screens, and a large and curved rear window. Maintenance Made Easy Routine service points are all located at the rear of each machine, so operators can quickly access the engine, filters and fill points. The battery is now housed behind its own side-entry panel at the rear of the machine for easy access and service. JCB’s Compact Backhoe Delivers Big Machine Performance JCB launched its 3CX compact backhoe loader, delivering big machine performance for confined job sites. A pioneer of the compact backhoe loader, with its 2CX (not currently available in North America), JCB is taking the concept to a new level, to meet the demands of tomorrow’s construction sites. The 3CX compact is well-suited for the utility, cemetery and municipal markets and ideal for use on construction projects in urban areas with space constraints, according to the manufacturer. Maximum Versatility The 3CX compact combines the digging power and ease-of-use of a compact excavator, with the capabilities of a compact wheel loader, yet it is far more than simply a digging and loading machine.

Backhoe loader, compact excavator and skid steer loader attachment compatibility allows the 3CX compact to work with a widerange of attachments and handheld tools, for maximum versatility and utilization. A 19 percent increase in hydraulic flow, at 26 gpm (98 Lpm), in combination with standard excavator pilot controls, gives the 3CX compact increased controllability for operators familiar with both compact excavators and backhoe loaders. Up to 20 gpm (75.7 Lpm) of bi-directional auxiliary flow allows a wide range of hydraulic attachments to be used, including augers, increasing the versatility and productivity of the backhoe. The 3CX compact is available with two fixed or extended dipper lengths at the rear. At the front end, the loader comes with a range of buckets that can be supplied with optional cutting edge for road stripping applications. A load over height of 9 ft. 9 in. (3 m) and max forward reach at full height of 3 ft. 8 in. (1 m) allows easy loading of trucks and other high-sided vehicles. The machine also can be ordered with a hydraulic quickhitch, for faster attachment changes. The six-in-one bucket makes the

3CX compact the ideal machine for a host of jobs on site. Pallet forks and specialty attachments, such as sweepers, add to the machine’s versatility. Low Emission Driveline The 3CX compact is powered by a low emission Tier IV Final JCB Diesel by Kohler engine, delivering 74 hp. This highly efficient engine meets both U.S. and European emissions standards without the need for a costly diesel particulate filter (DPF) or any exhaust after-treatment or exhaust fluid. The engine drives through a three-speed hydrostatic transmission to all four wheels, for maximum traction across difficult site conditions. The hydrostatic transmission offers a 25 mph top speed for travel between sites. The transmission also features a creep mode, which allows the operator to run at high engine rpms to power high-flow attachments such as road planers, with a maximum travel speed of just 2 mph. The hydrostatic transmission eliminates the need for a gearshift lever or a clutch, ensuring maximum ease-of-use. Heavy-duty JCB axles with an optional limited slip differential helps reduce wheel slip

in tough conditions. An intelligent braking system disengages the transmission to increase efficiency and reduce component wear. Riding on equal-sized wheels, the 3CX compact has selectable two- and four-wheel steering. A turning radius of 19 ft. (6.7 m) to the outside of the wheels with brakes engaged and 22 ft. without brakes makes the machine highly maneuverable and easy-to-operate on tight urban job sites, according to the manufacturer. Optional bucket and stabilizer street pads are available to prevent damage to roadways. In combination with a hand-held hydraulic tool circuit and a host of high power attachments, such as breakers and patch planers, the 3CX compact is an ideal machine for road maintenance. Parallel lift loader arms ensure maximum load retention and JCB’s smooth ride loader suspension system (SRS) is standard, improving comfort for the operator while limiting spill from the front bucket. Operator Comfort Pilot controls are standard on the 3CX compact, reducing operator effort and increasing controllability. The comfortable operator’s cab provides plenty of storage capacity

with easy-to-reach gear selector. The operator benefits from a fully adjustable suspension seat and can adjust temperature inside the cab through the heater and optional air conditioning system. The hood design is slim, providing maximum visibility for the operator. A laminated front screen, reinforced glass and rear window protection improves safety. Flat glass permits simple replacement of broken windows. Two front and four rear halogen work lights deliver maximum worksite visibility. Hyundai Unveils Tier IV Final 9A Series Compact Excavators Hyundai Construction Equipment Americas recently began delivering its new 9A series of Tier IV Final-compliant compact excavators throughout the United States and Canada. These machines range from 1.8 to 9 ton (1.7 to 8.2 t), and include the miniR17Z-9A, R25Z-9A, R35Z-9A, R55-9A and R60CR-9A models and the midi-R80CR-9A model. “The new Hyundai 9A series compact excavators are all about bringing big power to small spaces. Each model features an environmentally friendly engine that provides impressive performance and reduced fuel consumption,” said Corey Rogers, marketing manager, Hyundai Construction Equipment Americas. “Our customers in the building, landscaping, road and bridge, site prep and underground markets in particular will appreciate the hefty power, durability and reliability of these compact machines, along with their ability to work productively in confined spaces.” The new Hyundai 9A series models R17Z-9A and R25Z-9A are powered by Kubota engines, and the R35Z-9A, R55-9A, R60CR-9A and R80CR-9A are powered by Yanmar engines. Both the Kubota and Yanmar engines provide efficient fuel combustion and reduced noise. The product line gives contractors a choice of models in each of six popular weight classes: 1.8, 2.7, 3.5, 6 and

9 ton (1.7, 2.5, 3.5, 5.5, 6.0 and 8.2 t). Comfortable, Durable Operating Environment “Like all Hyundai construction equipment, the Hyundai 9A series compact excavators are designed for maximum performance, precision and versatility, with features and technology that make the operating experience more comfortable, more ergonomic and more user-friendly,” Rogers said. The spacious, ergonomically designed cabs deliver reduced noise and increased comfort and visibility. A tilting left-side console makes it easier for the operator to enter and exit the cab, and the left and right control levers are located for convenient access. An adjustable suspension seat and plenty of space helps reduce operator stress and fatigue. The cabs on the Hyundai 9A series machines are all TOPS, ROPS and FOPS certified. Other safety features include optional boom and arm cylinder locks, and an optional overload alarm. An optional lever pattern change valve, positioned for easy access, on the R25Z-9A and R35Z-9A models allows joystick control to be changed from SAE to ISO pattern, depending on operator preference. The advanced LCD cluster on the Hyundai R55-9A, R60CR9A and R80CR-9A allows the operator to select other machine preferences. The same monitor

and R35Z-9A allows operators to work near buildings, in single lanes on roadways or in other confined settings. The variable undercarriage on the R17Z-9A — which can be adjusted to between 3 ft. 3 in. and 4 ft. 3 in. (1 m and 1.3 m) wide — allows the most compact machine in the line to work in even the tightest limited-space work environments.

Enhanced reliability features on the 9A series compact excavators include bushings designed for long-life lube intervals, wearresistant and noise-reducing polymer shims, and integrated preheating systems, which extend service intervals and reduce machine downtime. JLG G5-18A Proves Ideal for Confined Spaces or Overhead Restrictions The JLG G5-18A super compact telehandler is ideally suited for work in confined or congested spaces and any application with overhead height restrictions. Operators appreciate the enhanced visibility over the engine side of the machine and comfortable cab, designed to reduce operator fatigue. It features a tight 127-in. (322.6 cm) turning radius, enabling movement through crowded job sites and a stowed height of less than 76 in. (193 cm). The G5-18A features a maximum lift height up to 18 ft. (5.5 m), an extended outreach of 11 ft. (3.3 m), and a 5,500-lb. (2,495 kg) maximum lifting capacity. The machine also offers a variety of attachments for versatility in handling jobsite challenges. The G5-18A was redesigned in 2013 to provide enhanced reliability and serviceability. urphy Auction held a sale in Kenmore, Wash., on Dec. 5. More than 1,000 bidders were registered for the event.

Even with heavy rain and wind, hearty auction goers bid on excavators, dozers, wheel loaders, backhoes and forklifts. Also up for sale were rock trucks, tractor trucks and more than 150 service trucks and cars. Customers spent big on excavators. IronPlanet Holds CAT Auction Services Sale in Las Vegas

ronPlanet conducted a CAT Auction Services unreserved public auction in the greater Las Vegas area on Dec. 11, 2015. The auction marked IronPlanet’s fifth major regional CAT Auction Services event this fall. Hosted by Cashman CAT, featured sellers included Hawthorne CAT, Peterson CAT, Quinn Company, Western States CAT and Western States Contracting. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) CEG Zach Summers, pictured with a Cat 308 excavator, was on hand for the auction. Summers is the Caterpillar BCP industry rep for the northwest. The crowd is poised to bid on the next item available for sale.
