Stretching from Santa Monica, Calif., to I-95 in Jacksonville, Fla., Interstate 10 (I-10) is the fourth-longest interstate in the country. In Arizona it is known as the Pearl Harbor Memorial Highway and the Arizona Department of Transportation (AZDOT) is currently overseeing a $76.4 million project to widen 2.33 mi. (3.7 km) of I-10 to four lanes in each direction between Ruthrauff Road and Prince Road in Tucson, to accommodate increasing traffic volumes and match the downtown Tucson stretch of I-10 recently widened to the same four-lane configuration. “Major improvements that are planned as part of this Interstate 10 project also include reconstructing the Prince Road traffic interchange so Prince Road will pass over the Union Pacific Railroad tracks and I-10, as well as updating the

Employment Numbers on Keystone XL Gains Rise, 18,000 Jobs Added Industry Approval Seventeen national construction associations joined Associated Equipment Distributors (AED) in comments supporting the U.S. State Department’s Draft Supplemental Environmental Impact Statement (EIS) for the Keystone XL pipeline permit application and urging swift approval of the project. The State Department issued the EIS in response to TransCanada’s May 2012 application to complete the proposed pipeline segment from Canada to Nebraska. In addition to the environmental findings, the report concludes the project would support more than 42,000 jobs, translating to $2 billion in earnings for workers. Direct expenditures associated with building the pipeline, such as construction and material costs, would total approximately $3.3 billion. “From equipment and material suppliers to contractors and manufacturers, the construction industry agrees: the see KEYSTONE page 28

Construction industry employment climbed for the tenth consecutive month in March, as the sector added 18,000 jobs and surpassed 5.8 million employees for the first time since September 2009, according to an analysis of new government data by the Associated General Contractors of America. Association officials cautioned that the industry may soon experience both layoffs for some skilled trades and shortages of others, unless policy makers boost infrastructure investment and allow importation of needed workers. “The nearly steady expansion of construction payrolls since hitting bottom in January 2011 brought the industry’s unemployment rate down to 14.7 percent last month, the lowest March rate since 2008,” said Ken Simonson, the association's chief economist.

“Unfortunately, the decline is less a result of the 370,000 construction hires than because more than a million and a half experienced workers have left the industry since its peak by taking other jobs, retiring or leaving the workforce. That makes shortages of skilled workers increasingly likely in high-demand crafts such as pipefitting, welding and some residential activities.” The 5.802 million construction workers employed in March constituted an increase of 162,000 or 2.9 percent from a year ago and included many, but not all, nonresidential segments as well as residential construction, Simonson noted. Residential building and specialty trade contractors added 14,800 workers in the month and 77,800 (3.8 percent) over 12 months. Nonresidential see JOBS page 28

You’ve heard the old investment adage: “It takes money to make money.” There’s a similar truism with construction equipment: It takes the right tools and attachments to grow a business. If your company has already invested in a skid steer loader, compact track loader or a compact excavator, then you’re already strategically positioned to expand your operation. A well-paired attachment for one or all of those machines can improve versatility, create more project control, delay the purchase of a dedicated piece of equipment and — more importantly — open up new revenue sources. Attachments can allow contractors to maximize existing machine assets for more than one purpose in a wide variety of applications. “By simply adding new and different attachments, contractors can increase their duties, time and profits on any particular job. They will enhance utilization of capital pieces that they already own, without large additional cash investments,” said Mike Fitzgerald, loader product specialist of Bobcat Company.

Specialists to Generalists During the boom years when work was more plentiful, it was common practice for some contractors to specialize within specific construction markets. Today, many of those same businesses are finding success shifting away from specialization and capturing more work by repurposing their equipment for related projects within an application. ties, excavation, demolition and paving, to concrete work, building and site preparation and even seasonal snow removal. For instance, an additional attachment or two could allow a contractor to complete a key task that was previously subcontracted. According to Justin Odegaard, loader product specialist of Bobcat Company, an attachment can provide compact equipment owners the ability to do work that may be scheduled one or two weeks ahead or after a contractor’s standard part of the project. “If you select the right attachments, you’re using your equipment longer to complete more work on a project before hauling it to the next job site,” Odegaard said. He also pointed out that as a contractor expands its capabilities, he can gain more control on a specific job. “If a concrete contractor only does finish concrete work, he may be at the mercy of others who do all the prep work. If the prep contractor is behind and can’t get to your job, there is no way you will finish up on time,” he added.

Getting the Edge in Competitive Markets While augers and hydraulic breakers are two of the most highly demanded attachments for construction contractors, some manufacturers offer more than 70 attachments for compact equipment that can create distinct advantages in today’s competitive market. An excavation contractor who only digs the basement or footings of a residential construction project may be missing some profitable expansion opportunities, said Fitzgerald. “Contractors can easily perform soil preparation from rough through final grades with attachments such as a box blade or soil conditioner. Attachments Give Contractors Edge in Competitive Market Attachment vs. Dedicated Machine In the initial stages of evaluating the attachments that can assist expansion efforts, look to find the tool that will provide the best return in the shortest time frame with the least cost possible. Whether attachments are rented or purchased, one of their greatest advantages is increasing utilization of existing capital investments without requiring a large cash commitment. However, it’s always smart to evaluate the potential point that an attachment becomes such a significant part of a business that it transitions into the acquisition of a dedicated machine. “A good guideline to follow is if you are using a specific attachment 50 to 75 percent of the time on an individual loader or excavator, then you may want to consider a dedicated machine. Your loader or excavator will then be available for additional work on the job site,” Fitzgerald said. ATTACHMENTS from page 11

An angle broom is a handy attachment that can windrow millings in one direction so the material can either be picked up with a bucket or removed by a sweeper attachment. Multi-Carrier Versatility When considering whether to take on new work, attachments can provide more versatility and profitability for the dollar compared to some other equipment acquisitions. With some manufacturers’ attachments, compatibility extends across loader and excavator lines for greater efficiencies and economies of scale. Some also have been designed to vertically integrate with the machine’s electronics and hydraulics. While each type of loader or excavator has its own set of performance benefits in certain conditions, some of today’s attachments are interchangeable to provide flexibility and convenience for an equipment fleet that needs to be responsive to multiple job sites. “If a company’s excavator with an auger attachment is located on one job site, but the auger attachment is needed somewhere else, you don’t have to move the excavator just to

be able to use an auger at a different job site. Your skid steer loader or compact track loader can do the job,” Odegaard said. It’s also easier to take a business into different directions when attachment changes in the field or shop are fast and simple. For example, instead of just using an excavator to dig trenches, demolition contractors find that they can use the machine’s reach to break up concrete in tight places that only an excavator’s arm can access. By attaching a hydraulic breaker to a compact excavator, it’s transformed from a digging machine into a concrete demolition machine. To switch between the hydraulic breaker and a trenching bucket on an excavator, or replace a bucket with a pallet fork, landscape rake, auger, grapple and more on a skid steer, most machines offer quick-tach systems and accessories for their machines that allow operators to make exchanges without leaving the cab. With the ability to tailor your capital investments to secure a greater share of construction work, attachments can empower even the most conservative entrepreneurs to explore new revenue sources. Long Bridge widening project was the most significant construction project of 2012, the Associated General Contractors of America announced March 8. As a result, the projects’ contractors, Massman Construction Co., Traylor Bros. and IHI Corporation, known as MTI, was the grand award winner while 16 other firms received the association’s Alliant Build America Award in other categories. “These projects are shining examples of the construction industry at its finest, demonstrating tremendous skill, hard work and steadfast determination,” said Joseph H. Jarboe, the association’s president and senior vice president of Bethesda, Md.-based Clark Construction Group. “The winners are setting the standard by which all construction projects should be judged.” MTI was tasked with renovating one of the three primary Mississippi River crossings in the greater New Orleans area with one the busiest ports in the United States. The bridge renovation project used an innovative method of lifting entire spans of both upstream and downstream widening trusses that allowed the widening of the bridge to be done more safely, efficiently and with minimal impact of vehicular, rail and maritime traffic. The completed project doubled the driving surface width and improved ramps and intersections on both sides of the river providing a safer commute for the citizens of Jefferson Parish. The Alliant Build America Awards recognize the nation’s most significant construction projects. A panel of judges, representing all areas of construction, evaluated an impressive number of submissions this year, assessing each project’s complexity, use of innovative construction techniques and client satisfaction, among other criteria. The awards, which were announced during the association’s annual convention in Palm Springs, are considered by many to be the most prestigious recognition of construction accomplishments in the United States. Caterpillar Unveils MH3049, MH3059 Material Handlers With an operating weight of 111,000 lbs. (50,349 kg), the MH3049 is the first of several new wheeled material handlers that Caterpillar will introduce in the greaterthan-25-tons class. Coming immediately behind the MH3049 is the new MH3059 at an operating weight of 130,000 lbs. (58,967 kg). The new Cat material handlers are purpose-built to work productively and durably in industrial, scrap recycling and waterway applications, while affording maximum protection and convenience for the operator. A “ground entry and exit” with a step-in cab enhances safety for operators and service personnel. Both of the new material handlers are powered by the Cat ACERT C9 8.8L engine featuring an electronically controlled, mechanically actuated, unit-injector fuel system that uses multiple-injection fuel delivery for optimum power and economy in all operating situations. The MH3049’s C9 engine is rated at 300 hp (224 kW) while the MH3059 engine is rated at 325 hp (242 kW). High strength structural steel and advanced welding techniques ensure structural integrity; a powerful hydraulic system provides rapid response with efficiency; a Cat C9 ACERT engine delivers reliable, fuel-saving performance; and new serviceability features simplify maintenance. These design elements combine to provide lowcost operation and maximum value for the MH3049 and MH3059 customers, according to the manufacturer. Structures and Hydraulics Major structures use continuous welds that incorporate extensive chamfering and beveling to reduce stress concentration. Both the booms and sticks are constructed from single piece top and side steel plates eliminating the need for seams and internal baffles. The upper frame is designed specifically to dissipate loads transferred through the front linkage and counterweight, and the lower frame’s tapered design evenly distributes loads and reduces stress. Oversized pins and bushings strengthen pivot points. In addition, extensive finite element analysis and strain-gauge testing throughout the design process ensure long-term durability,

according to the manufacturer. Using a closed-center, two-pump, loadsensing implement hydraulic system with electro-hydraulic pilot control, hydraulic pumps generate only as much oil flow and pressure as required for the application, yielding powerful, rapid response and fuelsaving efficiency. To further enhance overall hydraulic power and efficiency, the machines regenerate boom-down oil flow, reducing the volume of oil the pumps must produce. Reflecting the precise hydraulic design, the machines divide hydraulic functions between the upper and lower main control valves, with the upper valve managing the boom, stick, work tools, cab riser and cooling circuits, and the lower valve controlling travel, steering and outriggers. This provides optimal flow management to allow multiple machine functions to occur at the same time without compromising performance. An independent closed loop swing system maintains swing priority at all time. The hydraulic-oil cooler, working with an auto-reversing fan, is positioned away from the independent engine cooling system to ensure optimum operating temperatures

between 140 F and 160 F (60 to 71 C), which protects oil quality, extends component life and promotes optimum machine performance. Operator Safety and Convenience The hydraulic cab-riser system features “ground entry and exit” with a step-in cab, enhancing safety for operators and service personnel. Cab height on both machines is adjustable up to an eye level of 18.75 ft. (5.70 m) on the MH3049 and 23.5 ft. (7.2 m) on the MH3059. On the MH3049, raise time from ground level to maximum height is approximately 14 seconds; lowering time from maximum height to ground level is 12 seconds. Similarly, the raise time from ground level to maximum height on the MH3059 is approximately 17 seconds and lowering time from maximum height to ground level is 13 seconds. Adjustable sensors control the height of the cab above the ground. A manual safety override in the cab allows the operator to lower the riser in the event of engine power loss. The MH3049 and MH3059 are equipped with an impact-absorbing falling objects

guarding system (FOGS) that protects the operator from flying or falling debris in the work area. An adjustable limiter prevents work tool contact with the cab, and loadholding valves on hydraulic cylinders prevent sudden uncontrolled drop of the boom, stick, cab, or outriggers. Images from the standard rearview camera are displayed via a high-definition color monitor. A separate monitor displays operating parameters, start-up fluid-level status, machine warnings and activated work functions, which are controlled with the joysticks. The machine’s operating system allows operators to set functions according to preference and provides maintenance reminders, diagnostic capabilities and outof-specification alerts. Serviceability and Work Tools The fiberglass gull-wing panel on the engine compartment’s right side and the top panel are supported by gas struts, giving ready access to the routine maintenance points in a spacious, lighted compartment. The engine-oil filter and fuel filters are easily accessible through a right side panel at ground level. An automatic lubrication system services most upper and lower grease points on an adjustable working-time interval, and the grease reservoir requires refilling only at approximate 400-hour intervals. To facilitate machine diagnosis, Cat equipment technician diagnostic connectors are located in the cab and on the side of the engine. The MH3049 and MH3059 feature medium-pressure flow from a separate valve for tool rotation and a high-pressure circuit from the main pumps to operate the open/close functions of typical tools, such as orangepeel grapples, clamshells, and log grapples. A separate pump is used to provide hydraulic power to operate a generator for an optional scrap magnet. The generator features a Cat solid-state magnet controller that eliminates typical maintenance issues and is supported and warranted through Cat dealers. For more information, visit www.cat.com. Performance Petroleum has developed a solution for construction businesses that require compliant containment equipment that prevents harm to the environment. The quick containment liner (QCL) was designed to comply with all regulations as well as containment of petroleum products by preventing them from permeating into the environment. Jon Mayer, president of Performance Petroleum, with more than 30 years in the fuel business and developer of the QCL said “. . .during our RDS process, a number of our customers needed to comply with the new regulation “Duty to Prevent” ruling (MN Statutes 115E.02). We developed the product to meet the new regulations set forth by various agencies. The Duty To Prevent ruling requires companies to have liners placed under equipment to prevent permeation of harmful liquids into the earth. We’ve observed countless job sites where there is total ignorance of this type of compliant equipment; the QCL is not like the kiddie pool from the toy store or the poly roll-out sheets that are used pervasively. Our product is an affordable, compliant and portable one where we’ve received 100 percent positive feedback. It can be used on a temporary or permanent basis and is interlockable. Customers like the QCL and it works in tandem with other equipment on job sites. Our product has been very well received by government agencies and I believe it is ready to be distributed to a larger customer base.” The QCL conforms to the MPCA and EPA regulations and also of upcoming regulations in the construction arena, including those involving Storm Water (40 CFR 141.722), Best Management Practices (BMPs) and Land Use Control. building and specialty trade contractors, along with heavy and civil engineering construction firms, boosted employment by 3,000 in March and 84,400 (2.3 percent) since March 2012. “In contrast to the broad gains in most construction segments, employment in public works construction has been flat or falling,” Simonson said. These counts, which lag the overall industry totals by one month, show a drop of 3,500 employees (1.5 percent) in highway, street and bridge construction from February 2012 to February 2013 and a pickup of only 1,000 (0.7 percent) in water and sewer system construction. At the other extreme, Simonson said, oil and gas pipeline construction employment soared by 16,300 (14.5 percent) and power and communication system construction employment jumped by 14,400 (13.0 percent). Association officials said that these diverging employment patterns mean it is essential for the industry to be able to recruit workers from abroad if necessary to fill gaps in critical segments. It is equally important that the public sector stop underinvesting in vital highway and water infrastructure, they said. “Construction is now adding jobs at a faster clip than the economy as a whole, but there are twin threats to both the industry and overall economic expansion,” said Stephen E. Sandherr, the association’s chief executive officer, “To keep the economy on track, the nation needs up-to-date infrastructure that can deliver energy, goods and people. Policy makers need to do their part by investing in public infrastructure and by allowing construction to import workers when needed.”

Construction of the bridge over the railroad and I-10 will overcome traffic congestion and peak hour back-ups caused by the 40 to 60 daily trains passing through the existing interchange, while also looking ahead to dealing with Union Pacific plans to double the number of tracks at the location. Pulice Construction Inc., of Phoenix, Ariz., is prime general contractor for the job, which also involves three bridges, six box culverts, and numerous cast-in-place retaining walls. Work on the project began in September of 2011. The contract is of 26 months duration and AZDOT currently projects the job, including application of rubberized asphalt to this section of roadway, will be completed in the first half of 2014. “There are always issues you run into on the project, but the partnership with ADOT has been a major component in solving the issues we have encountered thus far, which have included utility conflicts, design issues, schedule conflicts, unsuitable or collapsible soil conditions, and maintaining continuous access for surrounding businesses and the traveling public,” a Pulice Construction spokesperson said, adding that since the company is Phoenixbased the majority of the management staff has to commute to and from Phoenix each week. Pulice Construction is fielding a large fleet of equipment for the job, including: • 50, 60, and 70 ton (45, 54, 64 t) Linkbelt rough terrain cranes, which are lifting wall form panels, reinforcing steel, steel beams, and so on according to capacity. • Caterpillar TL1255 telescopic and TH460B forklifts, which are moving large pallets of material, temporary barrier, deadmen, heavy tools, and small equipment around the job site. • 710G John Deere 4WD backhoe, which is grading dirt and aggregate materials as well as other tasks.

• 345 Caterpillar 6000 trackhoe. It is handling digging, trenching, removals, and loading large quantities of material. • 2 EA 160H Caterpillar motorgrader for scraping/grading, as well as a 613C Caterpillar elevation scraper. A Case 570MXT tractor loader, 966 Caterpillar 6000 loader, and a 966F Caterpillar wheel loader also are working on the job. In addition, a 710J John Deere backhoe loader is carrying out pipe trenching for underground utilities and storm drain and other work and a Caterpillar 330 hydraulic wheel excavator is handling pipe and storm drain excavations. A 744J John Deere loader is digging and loading dirt and materials from pipe and storm drain excavations. Other equipment includes a CEC double deck screening plant to blend aggregate base material and asphalt millings to be reused on the project, a Caterpillar 825 pad foot compactor, and a Komatsu PC50 MR-2 excavator. Dust congestion is controlled by a Caterpillar 613C 5K gallon, Kenworth 4K gallon, and Caterpillar 4K gallon water trucks. A 60 ft. (18 m) boom JLG personnel lift 600S hoists workers to unreachable locations in order to perform various tasks safely, and 15 Ford F-250 ¾ ton pickup trucks transport workers and haul tools and equipment around the job site. “Pulice employs roughly 60 plus people on the job site with job levels ranging from project management and superintendents to laborers,” the spokesperson said. “Crew sizes vary based on work activity and type of work being performed at the time. Eight different crews are working in different areas on different facets of the project: dirt and excavation, bridge and structures, underground utilities, and concrete work.” In addition to its own personnel, Pulice Construction has engaged a couple of subcontractors. “McNeil Bros. Inc. will handle the majority of the flatwork and all highway Portland Cement Concrete Pavement (PCCP) work on the project, including installing catch basins, sidewalk, concrete curb and gutter, concrete transitions, driveways, and barrier for this section of I-10,” the company

In 2013, construction work will be focusing primarily on the east side of I-10. “Eastbound I-10 drivers will begin traveling on the newly constructed eastbound I-10 lanes later this month [March] and westbound lanes construction will begin April 2013. The eastbound I-10 frontage road will be open in late spring and a new eastbound I-10 exit ramp will be open at Prince Road in late spring. All other Prince Road entrance and exit ramps, as well as the underpass, will remain closed,

while Prince Road will remain open outside these areas,” said Krugel. About The Company Pulice Construction was founded in 1956 by William A. Pulice, one of ten children of an immigrant coal miner. The use of spring leafs over four separate rubber block packs offer stability and articulation, while also allowing the needed clearance for larger tires and brake components required in construction and vocational applications. New Trailer Offers Flexibility

Rogers Brothers Corporation recently designed a 55-ton (50 t), platform deck trailer for a Buffalo, N.Y., company to haul assorted pieces of construction equipment for its customers. The trailer features Rogers CobraNeck detachable gooseneck design, which adjusts for various ground clearance positions thus saving time that would be spent in changing ride height settings. The gooseneck is adaptable to multiple tractor fifth wheel heights. Unlike many 55-ton capacity trailers, which require the load to be spread evenly across the full length of the deck, this trailer can handle a load concentrated in any 13 ft. (4 m) of the 25-ft. (7.6 m) long platform deck. The adjustable deck height is standard at 18 in. (46 cm) fully loaded.

A full depth “bucket pocket” at the rear center of the deck and “boom trough” in the rear frame provide additional space to couch excavator booms/buckets to minimize loaded machine height for increased overhead clearance. Standard on all CobraNeck models is the universal neck support, a twin leg neck support jack system that is stronger and has greater reach than previous designs. John Deere’s 250,000th Backhoe Rolls Off Assembly Line

The John Deere Construction & Forestry Division marks a production milestone with the completion of its 250,000th backhoe loader at the Dubuque Works factory on March 1. The model 310SK backhoe loader was purchased by Phoenix-based NPL Construction Co., which took delivery of the machine at a special ceremony at the Dubuque Works facility. “Backhoes have been our bread and butter since the first model rolled off the line over 40 years ago,” said Byron Taylor, plant manager at the John Deere Dubuque Works. “Our employees, many of which have had a hand in backhoe assembly since the beginning, are proud to meet this milestone.” John Deere Worldwide Construction & Forestry President Michael J. Mack joined employees and NPL Construction Co. at the Dubuque Works factory to celebrate the 250,000th milestone. “The piece of equipment we are recognizing today is only a single representation of the long line of backhoe models that have evolved right here in this factory,” said Mack. “It is a testament to the innovation and quality engineering we at John Deere pride ourselves in thanks to insight and input from stakeholders at every stage of the supply chain, from engineer, to line worker, to customer.” The John Deere 310SK backhoe loader, part of the KSeries, is the latest of more than 50 different backhoe models that have been produced at the Dubuque Works factory since 1971. The 310SK is part of the K-series backhoe loader line introduced in 2012. Powered by a certified Interim Tier IV/ Stage III B John Deere PowerTech engine, the 310SK

comes equipped with a five-speed powershift transmission that allows top speeds of 25 mph, with an alternative to upgrade to the smooth and efficient AutoShift option. The single loader lever with integrated electrohydraulic auxiliary control provides productivity and physical operator comfort, while standard features such as JDLink and Service ADVISOR Remote provide piece of mind. “This is an exciting milestone for John Deere and all of the construction dealers that work hard every day to get these machines out in the marketplace,” said West Side Tractor Sales Vice President Diane Benck. “It’s twice as exciting for West Side that one of our outstanding customers, NPL, has been a great part of this success and is receiving this symbolic backhoe.” NPL Construction Co., a nationally recognized leader in energy distribution construction, has worked with John Deere for more than a decade and will be adding the 250,000th backhoe to its fleet.
