In this issue SITES looks at sustainability, security and safety both in the built environment as well as cyber safety. The cost benefits, environmental benefits and the health benefits all point to the possibility of a carbon neutral city. A new study points to cyber-attacks as the top threat for businesses for a second year in a row. The threat has been highlighted in the fifth annual BCI Horizon Scan report.

The BCI Horizon Scan report, a research study produced in association with the British Standards Institution (BSI), assesses business preparedness, looking at continuity strategies employed by companies.

Professionals from 568 organizations globally participated in the production of the report. It provides an insight into the top 10 threats facing businesses today.

“The year 2015 saw a number of high-profile businesses across the world hit by cyberattacks, so it is reassuring to see that so many are aware of the threat it poses,” said Theuns Kotzé, Regional Managing Director, BSI Middle East and Africa.

“Our research finds it to be the top concern in six out of the eight regions surveyed,” said Kotzé.

According to the report, cyber-attacks remain a top threat, followed by data breaches and unplanned IT and telecom outages.

Every organization faces different risks throughout their lifetime. These can range from minor threats to large crises that can threaten your reputation and ultimately your business.

Being prepared is critical for an organization to mitigate risks. Having a comprehensive risk management system in place will help minimize the impact on a company’s reputation, business and brand.

“However, we remain concerned to see that businesses are still not fully utilizing the information available to them to identify and remedy weaknesses in their organizational resilience,” said Kotzé.

“It is difficult to conceive that either investors or employees will be reassured that the leaders of the organizations they trust are making strategic decisions without an effective evaluation of risk.

“Ultimately, organizations must recognize that, while there is risk, and plenty of it, there is also opportunity. Taking advantage of this means that leaders can steer their businesses to succeed by not just surviving, but thriving,” added Kotzé.

For more than a century, BSI has been challenging complacency to help organizations perform better, reduce risks and achieve sustainable growth.

BSI pioneers standards to support better risk management, including an Information Security Management System (ISO/IEC 27001), a Business Continuity Management System (ISO 22301) and a CSA Star Certification (cloud security) and a Risk Management System (ISO 31000).

Alternative dispute resolution in Qatar To settle a legal dispute in Qatar, there are traditionally two options: Negotiate with the other party, or commence formal dispute proceedings such as arbitration or litigation in the Qatari courts.

Formal disputes, when not resolved in a timely manner, can become very expensive for those involved – in terms of finances, personnel, time, and opportunity costs. The tangible expenses alone, including the legal team, expert witnesses, the dispute resolution process itself, are significant. The less obvious costs, including company resources, lost commercial opportunities and damaged business relationships, are also considerable, although more difficult to quantify.

But what if there were a different way? This article explores other options available to parties in dispute; options which could lead to solutions which benefit both parties, take less time to conclude, and end up costing less financially.

Overview of alternative dispute resolution When a contractual dispute arises, the parties usually look to their contract to tell them how that dispute should be resolved. The vast majority of contracts in Qatar, especially for construction projects, prescribe litigation in the Qatari courts or a form of arbitration.

On larger projects, there may sometimes be an escalation provision in the contract which requires the parties to negotiate for a certain period of time before they push the litigation button. These provisions are included so that there is an opportunity to meet and settle their differences before formal proceedings are commenced.

Although negotiation in this context is arguably the simplest form of alternative dispute resolution (or ‘ADR’), other types of ADR exist, including mediation, early neutral evaluation and expert determination.

However, perhaps because of the relative rarity of ADR processes in construction contracts in Qatar, it sometimes comes as a surprise to clients that any dispute can be referred to ADR, with the permission of both parties to the dispute, irrespective of what the contract specifies. In appropriate circumstances, ADR can offer significant time and cost savings over litigation or arbitration, as well as putting the parties more in control of the dispute whilst preserving both business relationships and confidentiality.

This article explores the nature of various forms of ADR and offers some guidance as to when it might be advantageous to consider their use.

Types of ADR There are many different forms of ADR, depending on the circumstances and the • type of dispute. In a construction context, references to ADR usually include the following:

Negotiation: The most flexible and informal of the ADR methods. Parties attempt to reach agreement on the matters in dispute without the assistance of a third party, and any agreement reached can be formalised within a settlement agreement.

Negotiations are usually private and therefore reputations, relationships and commercial information can remain intact and secure. However, until the parties formalise their agreement, neither party is bound.

Caution should be exercised at the outset of negotiations if concessions or admissions are to be made, as there is no principle of ‘without prejudice’ in Qatar, and such concessions or admissions can therefore be referred to in later formal proceedings as evidence of a weak argument. An effective way to protect against this is for the parties to first enter into a confidentiality agreement, which contractually restricts future references to the settlement discussions.

Mediation: A process whereby parties, with the assistance of neutral third party mediator, identify the issues in dispute, explore the options for resolution and attempt to reach agreement. Like negotiation, the discussions are private and not binding until an agreement is reached and formalised.

However, unlike negotiation, the presence of a mediator will often reduce confrontations, and can introduce more creativity and flexibility into the process.

The additional value which a skilled mediator brings to the process is the ability to guide the parties towards solutions which may not have been previously considered or which a court might not otherwise be able to impose. The mediator will not make any binding decision on the merits of a party’s case, but it can often be helpful to use a mediator as a sounding board to evaluate informally the strengths and weaknesses of the case and discuss the realistic prospects of success. This often brings a new perspective to negotiations, breaks deadlock and helps maintain precious relationships.

Agreements reached during mediations will need to be formalised in a settlement agreement before they become binding.

Early Neutral Evaluation: Here, a neutral third party gives a nonbinding evaluation of the

merits and flaws of a dispute, and the strengths and weaknesses of each party’s case. The evaluator is usually an expert in the relevant sector, or an experienced legal professional.

The parties will usually present their case, together with the relevant evidence, to the evaluator as if it were an arbitration or court proceedings.

The process of having to formulate the arguments into pleadings, collate the evidence, and review and evaluate the other side’s case, as well as have the dispute considered neutrally and dispassionately, can often provide a degree of ‘realism’ to the proceedings and can assist the parties to break deadlock. However, the evaluator’s opinion is not binding and can be ignored by the parties if they do not agree with it.

Early Neutral Evaluation can be used as an ADR process in its own right, or simultaneously in conjunction with other forms of ADR. • E xpert Determination: The parties contractually agree to allow a neutral third party decide the merits of the parties’ cases, and for the eventual decision to be contractually binding and enforceable. The third party is usually an expert from a relevant industry, and this process is therefore suitable for highly technical matters. However, it can also just be a shorter (and cheaper) form of conventional dispute resolution, as the parties are in control of the timeline and the format of the proceedings. For example, they could agree to a condensed timeline, how issues will be evidenced, whether expert witnesses will be permitted, and how costs will eventually be split. A possible issue with expert determination in Qatar is that if one party did not accept or abide by the expert’s decision, in breach of the expert determination agreement between them, the Qatar courts might not necessarily recognise the expert’s decision as a court judgment (as would be the case in some other jurisdictions).

Instead, the Qatar courts may require the parties to re-litigate the issues, and then make their own finding as to liability.

However, there are ways to structure expert determination agreements so that the expert’s decision becomes a debt between the parties, which mitigates this risk to some degree.

are often required by the English courts to undertake mediation before proceedings can be initiated, and the UAE courts are following suit by mandating mediation prior to court proceedings in certain circumstances. However, in Qatar there is no obligation to undertake ADR unless it is an existing contractual requirement.

By their nature, ADR processes are consensual, and are only usually successful when both parties subscribe to the potential benefits. As such, ADR is sometimes avoided because there is no guarantee that it will ‘work’ by culminating in a binding and satisfactory settlement.

Without genuine commitment and top-level involvement from both parties, ADR can be just wasted money and time or, if used vexatiously, can be a stalling tactic. However, even if no binding agreement is eventually reached, the parties will often have a much better understanding of the issues in dispute, as well as the other’s motivations and ‘bottom lines’. This, in itself, can save a great deal of time and money in any subsequent litigation or arbitration.

Despite the potential drawbacks to ADR, used property it is a very powerful means of resolving disputes cheaply, quickly, flexibly and privately, and often leads to settlements which are not only acceptable to both parties, but are more likely to be implemented. In addition, because commercial relationships and market reputation are so important in Qatar, ADR can help the parties avoid acrimony and adverse publicity by reducing the confrontation associated with a formal dispute.

Lighting the way for carbon neutrality

Governments around the world show their commitment to the creation of smart and sustainable cities

STREETLIGHTS in the centre of Adelaide are being fitted with smart technology as it moves closer to its goal of becoming the world’s first carbon neutral city. Adelaide City Council has partnered with tech giant Cisco and lighting specialist Sensity to modify more than 60 lights along Pirie Street and Hindmarsh Square in the heart of the CBD. Adelaide City Council Business Solutions Team Leader Sonjoy Ghosh is overseeing the smart city pilot projects.

He said the lighting trial would increase energy efficiency and provide insights into maintenance. “Smart LED lights now allow us to monitor on a light-by-light basis the energy consumption of each of the street

lights,” he said. “It also allows us to program different lighting scenarios such as dimmability with the help of presence sensors. We can detect when someone is walking on the footpath or driving on the streets and we can increase the brightness of the lights when it is needed. “We will also have remote notifications of when streetlights aren’t working.

This will allow us to respond more proactively and it will reduce our overall maintenance costs.”

Conference discusses smart parking trends Have you ever been to a public place in Doha and leave there without visiting it because there is no parking space available? That’s not an uncommon occurrence in Doha, especially during the weekends.

Well, you don’t need to worry about that anymore.

With new trends like smart parking facilities, parking phone applications and automated car parking solutions coming to Qatar soon, commuters will be able to make informed decisions based on real time parking space availability data, even before they leave home.

Different global and Qatar transport trends were explored by Neil Walmsly, Middle East Planning Director at ARUP, during the recent Smart Parking Qatar Conference.

Walmsly said that as a society we had a mindset that we were entitled to a parking space; that’s why many of us would go again to a place where they had been before and find it difficult to have a parking space.

However, he quotes the author of Traffic in Towns book as saying, “If we continue to design our cities for cars and not people, we will end up with a city that is very nice for cars but not for humans”.

Walmsly estimates that any car spends an average of 1-2

hours only on the road, this means that it needs a parking space at 90% of the time.

This creates several challenges for traffic planning.

And although Walmsly considers traffic congestion as the natural consequence of rapid population growth fueled by economic growth, he suggests smart planning of transit-oriented development.

Smart planning options would include shared use of parking for different user groups to minimize supply and maximize utilization for instance.

Market-priced parking as one piece of an integrated multi-modal transport system is another option. Walmsly also suggests development models that favor mixed usedevelopment, which can actually be seen in some of the districts under construction in Qatar like Msheireb or Lusail city. Walmsly speculates that in 10 to 15 years of time, we will be buying mobility as a service rather than a car.

He refers to some of the recent developments in parking trends like the different parking applications and the growing movement for using parking spaces for other things.

He points out that there is a need to move from conventional transport planning, which has proven inefficient over the past decades and its techniques have reached their effective limit in most

The conference in progress. cities, to non-conventional transport panning that optimizes investment benefits and creates sustainable and safe systems.

One trend he thinks would increase use of public transport in Qatar is the “park and ride” concept for metro stations.

“When planning parking systems and public transit systems, things like long stay and short stay parking being facilitated at the extremities of the public transit network should be in mind,” he says.

In another presentation, Dr Kim Jraiw, Manager of the National Traffic Safety Office in Qatar, said that Qatar needed to implement Trans-

port Demand Management (TDM) now or later, because it couldn’t keep building roads forever. He stressed the need for non-conventional thinking to enhance transport, roads and parking.

He expected that in future, smart parking would see a move away from the conventional process of manual ticketing, etc to provide information before departure from home to users on the level of parking availability.

Dr Jraiw recommended the development of a national smart parking plan that is integrated with the National Transport Demand Strategy.

He said there was a need to consider two main issue

when it comes to smart parking: infrastructure and transport policy.

Dr Jraiw gave the example of the city of Nice, in France, where smart parking managed to minimize operational parking cost by 30% and reduce congestion and pollution by 10%.

This was possible because it proposed the best route to take to the available parking space and created link with services such as bicycle use.

Fees also adjusted in line with the level of congestion and carbon emissions.

Joe Ruggero, vice president of global development at Park Assist, said that the market was heading to camera

based car parking guidance systems, while older options are phasing out.

The camera-based system allows for tracking of consumer parking behaviors, data on real time parking space availability, and a Park Finder- a service that allows you to know where your car is if you have forgotten where you have parked.

Audience at the conference expressed several concerns over the fire safety of multistorey smart parking systems.

Many noted that most of these systems were designed for lightweight small cars which are less common in Qatar where SUVs are a popular choice.

Global conference underlines importance of urban greening

There is a close link between greening the city, economic sustainability and livability

The importance of “living green” was brought to the attention of 16 countries at an International Green City Conference recently.

Becoming the greenest city in the world, using plants to manage stormwater threats, how to implement greening and change the public mindset, how buildings need to be able to “heal people and the benefits of a ‘Green City’ ”, were all on the conference’s agenda.

Organized by the International Association of Horticultural Producers (AIPH) and the Canadian Nursery Landscape Association (CNLA), the event was held in Vancouver, Canada.

Sponsored by TD and Davey Trees, it attracted delegates who are committed to greening city landscapes.

Vancouver is working towards being the greenest city in the world by 2020.

The former Mayor of Vancouver and Premier of British Columbia, Mike Harcourt, opened the conference by demonstrating that Vancouver has had an environmental focus since the 1980s when they were already looking at alternatives to cars and different energy sources

as well as planning the city to be more sustainable.

For a long time it has been a philosophy of Vancouver that there is a close link between greening the city, economic sustainability and livability.

Vancouver Urban Forest Strategy which has a target of achieving 22% tree coverage in the city by 2050 was introduced by Bill Stephen from the city of Vancouver. In a densely populated city, this is a big challenge as growing space has reduced with city development, but initiatives such as “Street tree cooling networks”, the “citizen forester” and planting 150,000 trees by 2020 will all help in reaching the goal.

A powerful case for “living buildings” and “living green infrastructure” and how buildings need to be able to “heal people” was given by Steven Peck, President of Green Roofs for Healthy Cities.

His organization is aiming to secure one billion square feet of green roofs in North America by 2022.

Many cities across China have invested billions of dollars in becoming greener at a scale that vastly exceeds other countries. Professor Li Xiong, Dean, of the School of Landscape Architecture at Beijing Forestry University, has been closely involved in developing the standards for Chinese Garden Cities.

The standard for garden cities is tough and implemented firmly, but the social, environmental, health and economic benefits in China’s Garden Cities are plain to see.

Transport infrastructure investment continues to rise in Qatar Increased city bus travel set to relieve regional road congestion

As the public transport sector across Qatar and other GCC countries continues to expand in response to ever-growing demand, the city bus segment in particular is proving one of the preferred areas for investment by regional transport authorities. While substantial infrastructure investment has always been a key element in the region’s growth strategy, the necessity to grow and modernise regional transport offerings has never been greater.

Driven by growing urban populations as well as upcoming world class events such as the Dubai World Expo 2020 in the UAE, the FIFA World Cup 2022 in Qatar and increasing numbers travelling to Saudi Arabia

annually to perform rites of religious pilgrimage, there will be a substantial upsurge in the numbers of passengers to be moved around the region’s cities.

According to the latest World Bank report on population projections, nine out of ten in the GCC are due to live in cities by 2050 with the urban population rising by 49% to over 68 million.

In contrast, the global average of city dwellers will be only 66%.

As the number of both residents and visitors to GCC countries increases year on year, so too does the necessity for local authorities to provide easy, reliable, safe and cost effective methods of public transport and alleviate pressure on their city’s road systems.

Authorities across the region have been taking great strides to address the ever-growing transportation needs of their populations. In 2014 it was announced that GCC countries were committed to investing USD$121.3bn in land and transport infrastructure. Since then, public transport invest-

ment has increasingly been a priority for local governments, with city bus transport in particular, a key element to providing the region’s growing cities with a safe and efficient transport solution for their residents and visitors.

Jithesh JV continues: “Efficient and responsible public transport requires a holistic and long-term approach and GCC countries have long recognised this and have taken action.

“Industry studies show that an investment of approximately $1.1 billion will allow a country to build just 15kms of metro line, 60kms of tram line but up to 200km of bus priority lanes.

That is a significant difference and when we consider the other benefits of city bus transport such as traveller comfort, saftey and operating efficiency, the investment makes sense.

Growth in this sector can also be seen in other Middle East markets such as Egypt, and in 2015 Volvo Buses delivered 150 city buses to the city of Alexandria and 90 Volvo city buses have also been delivered to Alexandria so far this year. We are focussed now on delivering similar success stories in GCC countries.”

Green village proves high value of low-carbon living

A green village with minimum 7.5 star energy efficiency ratings is proving near-zero carbon communities are not only achievable but can also save residents money Lochiel Park in South Australia is increasingly been seen as a model green village where residents enjoy sustainable living using the best technologies available.

Originally proposed as a demonstration project, in less than a decade, the Lochiel Park Green Village has become an award-winning green village.

The “village”, in South Australia’s capital Adelaide, consists of about 100 suburban homes powered by rooftop solar.

Water-efficiency measures include rainwater for re-use as hot water and recycled stormwater for toilets, washing machines and irrigation.

The homes use less than onethird of the energy usually needed to maintain thermal comfort and include features typical of low-carbon dwellings such as energy efficient lighting, solar hot water and appliances.

South Australia’s first zero carbon home was completed at Lochiel Park, a Renewal SA project, in 2013.

The carbon dioxide produced by the home over its 50-year life will be offset within 32 years through cutting-edge sustainability systems.

Researchers at the University of South Australia studied the energy consumption and generation of Lochiel Park Green Village.

The investigation looked at the value propositions of the zero carbon housing policy and found that homes generated more energy than they consumed.

Lead researcher Stephen Berry said the financial benefits could also be applied to the broader population.

“We looked at the value proposition from two perspectives.

One from the perspective of the homeowner, where we found that the net benefits from having a zero carbon home could be around $25,000 across the life of their home,” he said.

“Second, was the benefit to the wider community.

For every dollar invested, the community would receive almost $2.50 in economic gain.

By having super efficient homes that can cope with heat waves stress conditions, you will end up lowering the cost for everyone in the community as well.

“If we were to move towards this kind of building standard, we could see around $1.3bn

across the state. Even though we collected our data from Adelaide, the concept is equally valid in other climates. In fact, the more extreme the climate, the greater the benefits become.”

Lochiel Park homeowner Willie Smyth said his home allowed his family to feel comfortable throughout the year and eliminated almost all energy costs.

“We hardly use any heating in the winter.

Even in the summer, the only time we have to use some air conditioning is when it is very hot, and once the house reaches a good temperature it can stay that way for some time,” he said.

“We ended up with no electricity bills. The only energy bill we have is our gas bill. That’s a relatively small amount in itself.”

Dr Berry said having carbon neutral homes also helped improve the mental health of homeowners.

“The people living in Lochiel Park have no fear of the cost of energy because they actually generate as much energy as they use. The fact that none of them have an electricity bill helps to reduce the stress of owning a house,” Dr Berry said.

“Most of the residents were also of one mind in thinking that they were helping with the environment, which helped with their mental wellbeing.”

The research was funded by the Cooperative Research Centre for Low Carbon Living (CRCLCL), which is pushing for a national zero carbon housing standard.

CRCLCL Chief Executive Deo Prasad said Lochiel Park was proof that whole communities could be developed to become close to carbon neutral.

“It has been possible for people

to build individual homes that are zero carbon, or near zero carbon homes. But this project shows that it can be expanded on a bigger scale,” he said.

“There are multiple co-benefits of living in one of these homes.

The cost benefits, environmental benefits and the health benefits all point to the fact that there will one day be a carbon neutral city.”

Qatar embarked on a similar experiment a few years ago, but on a much smaller scale.

House) experiment was developed by Qatar Green Building Council (QGBC), Kahramaa and Barwa Real Estate Group (BRE) as part of the “Baytna” project; an experiment to raise awareness of the importance of green building practices and sustainable development.

Alstom and Qatar Rail unveil design of Lusail Citadis tram Alstom and Qatar Rail have unveiled the design of the Citadis tram of Lusail which will circulate on the four-line tramway network.

The design of the Lusail tram, with its front shaped like the bow of a vessel, is inspired by the dhows, the traditional boats of the area.

The tram’s blue tones reflect the sea, inviting passengers to climb aboard and take a cool break from the heat of Qatar.

The interior design echoes features of local architecture, incorporating touches of yellow that recall the Lusail flower. Commenting on the unveiling, Abdulla Al Subaie, Qatar Rail’s Managing Director, said: “Across our projects, our build and design stages have been guided by the powerful coming together of tradition with modernity.

“Deeply entrenched in Qatari culture and heritage, the Lusail tram designs celebrate the convergence of our country’s history with groundbreaking technologies and cutting-edge solutions.

Railways in June 2014, an integrated tramway system contract for the engineering, procurement, construction, testing and commissioning of four tram lines, totaling 38km (of which 10km underground) with 30 stations.

The contract includes the supply of Citadis trams, power supply, signaling and track works.

The consortium is composed of Alstom and QDVC, a Qatari shareholding company in charge of civil works (51 % Qatari Diar and 49% VINCI

Construction Grands Projets) The Citadis tram for Lusail is 33 meters long in single unit, which contains five cars, and can accommodate 207 passengers in “common” and “family” classes. It can be coupled to double its capacity.

The tram features the latest technologies such as the permanent magnet motors which reduces energy consumption.

The Lusail tramway will be powered via Ground Power Supply (APS) - a 12-year proven technology for catenary-

free operation - on all the lines at-grade.

The solution which is able to operate in harsh climatic conditions without compromise on performances allows to preserve aesthetics of city centers.

With 17 integrated tramway solutions projects awarded, Alstom is the world leader in this field. Alstom is currently managing the construction of seven integrated tramway systems, including Cuenca (Ecuador), Rio (Brazil), Sydney (Australia) and further

projects in Algeria.

The Citadis trams for Lusail will be manufactured in La Rochelle (France) for the first five trams and the remaining ones in Barcelona (Spain).

The following Alstom’s sites in France will be involved in the project: Le Creusot for bogies, Ornans for the engines, Tarbes for drive, traction chains and equipment, Villeurbanne for onboard electronic systems and passenger information, Valenciennes for interior design and SaintOuen for the tram design.

GCC Building safety standards in focus at “Safety Design in Buildings Conference”

The leading debate platform will focus on safety and fire professionals in the construction industry

S

afety design in buildings started in Dubai as it was felt at the time that there was not enough technical information in the public domain. The conference then moved to Abu Dhabi and now there is one held in Qatar as well.

The committee prides itself on its strong technical know-how and their ability to work with the technical professionals to set benchmarks for the industry.

The conference attracts all the best technical experts in their particular specialist field and so keeps attendees up to date on all the relevant information. In the first session, Mr. Gilles Vandevoorde spoke about Building Enclosure Commissioning (BECx).

Gilles Vandevoorde is the General Manager, Building Sciences, GCC at Intertek.

He described the building stages in the Middle East and emphasized on the fact that we were “Trying to build a fridge inside an oven!”.

Vandevoorde said that

buildings need to be looked at within all the building physics such as air, water and structural but also in seismic, acoustic and fire.

The comprehensive process of BECx refers to the façade design for Building Enclosure Commissioning, which has only recently become a used standard in the Middle East.

It is required in the wellknown IBC code which was adopted in the region since in the GCC we have very similar climate than in Nevada or Arizona.

Vandevoorde further said that about 50% of energy loss in any building is cause by air leakages.

Unfortunately not enough attention is focused on air leakages and it continues to present a challenge for the region.

He also said that research shows that 85% of post construction expenditure is related to damages created by water including water leakages, moisture or condensation.

Parts of New Orbital Highway will open to traffic by the end of 2017 HE the Minister of Municipality and Environment Sheikh Mohamed bin Abdullah Al Rumaihi has visited the sites of contract two and four of the New Orbital Highway and Truck Route project.

The project, undertaken by the Public Works Authority, Ashghal, provides an expressway linking the North and South areas of Qatar.

The Minister was received by Ashghal President Nasser bin Ali Al Mawlawi, Infrastructure Affairs Director Jalal Yousef Al Salhi, Ashghal’s Expressway Department Manager Nasser Ghaith Al Kuwari and Ashghal Technical Office Manager Abdulla Al Attiyah.

Before the tour, the Minister held a meeting with the project’s consulting and contracting representatives as well as Ashghal officials during which he received a detailed briefing about all four contracts of “The Orbital” Highway.

The main lanes of contracts two and four are set to open to traffic by the end of 2017.

The project is located to the west, north and south of Doha, and it will see the construction of around 200 km of new dual carriageway stretching from Mesaieed in the south to west of Al Khor in the north.

The Orbital road will include 22 main interchanges, including bridges and underpasses, that will connect it to the main streets and expressways of the East-West Corridor Project, Salwa Road, Dukhan Highway and Al Shamal Road.

When complete the Orbital will provide a swift and efficient highway that will provide better connectivity for Qatar’s most important industrial areas;

namely Mesaieed, New Hamad Port, Dukhan, Al Khor, and Ras Laffan, without the need to travel through the main residential communities of Al Wakrah, Doha and Al Khor. This will help alleviate congestion and better manage vehicle movement in these areas.

Consisting of seven lanes in each direction, the new highway and truck route provides heavy vehicles with their own separate roadway with two truck lanes in each direction, allowing traffic to flow freely and safely along main expressways.

The Orbital will become nationally significant in the movement of people and good around the country.

It is designed to manage up to 1,500 heavy good vehicles (HGV) per hour in each direction; it can cater for general traffic volumes at approximately 8,000 vehicles per hour in

each direction.

Major infrastructure improvements will be implemented as part of the project, including a storm water drainage network, treated sewage effluent networks for irrigation, communications networks, street lighting and ITS. Allowance for a long-distance rail and freight rail lines has been accommodated. The project will provide services infrastructure, including underpasses for camels, weighing stations, side road parking bays, green landscape and metal beam guardrails along the road.

During the site tour, the Minister inspected the works on contract two of the Orbital. This contract starts at Salwa Road, passing through Dukhan Highway and North Road, and up to the North Relief Road.

It encompasses approximately

The Minister also visited the worksite of contract four which consists of a 42km, stretching from Dukhan Road up to west of Al Khor city.

This contract includes five multi-level interchanges as follows: Local Access Road, Gharrafa Road, Al Mazroo’a Road, Al Khor Link Road and North Road.

Singapore gets its first carbon-negative house

Named after its owner, the B House generates more solar energy than it consumes, costs the same as similar properties in the area, and shares many features with Singapore’s black-and-white colonial bungalows, say its designers, in a report on eco-business.com.

The house was designed by Pomeroy Studio, a Singaporebased design and architecture firm.

The “carbon negative’ is able to produce more energy than it uses, resulting in a net surplus of energy and an overall carbon negative rating, by in-

corporating features of the colonial black-and-white bungalows; such as generous roof overhangs, large verandahs for outdoor living and entertaining, and variable shutters that could keep the sun out but allow the air to flow in. It also uses solar panels to generate clean energy.

The building, completed in 2010, wanted to include the typical elements of traditional South East Asian and colonial homes.

“What started as a carbon zero project would eventually become a pioneering operational carbon negative house in Singapore,” he added.

The household energy consumption for a typical family of five in a “normal” home is estimated at 12,500 kWh per year,

while a family of five in the B House is expected to consume about 8,000 kWh. The 100 square meters of polycrystalline photovoltaic solar panels on the roof are expected to generate 16,720 kWh per year, allowing the house to generate surplus energy that could be supplied back into the grid.

The design of the house is modular, allowing prefabricated

modules to be manufactured off-site, improving quality and reducing wasteful off-cuts, the studio said.

Furthermore, materials with low eco-toxicity and high recyclable content were used throughout, and water-harvesting equipment with a water saving system expected to save up to 465 cubic meters of water per year.

ACTS completes investigations and surveys for Doha Metro

Advanced Construction Technology Services (ACTS), a leading consulting organization in the field of construction materials and geotechnical engineering, has completed geotechnical investigations and geophysical surveys on five construction packages of the metro lines being executed in Doha.

The Doha Metro will be one of the most advanced rail transit systems in the world.

It will have four lines – namely the Red, Green, Gold and Blue – planned over a total length of approximately 240km and will feature 106 stations over the whole network.

Designed to cover the Greater Doha area, the Metro will be underground for the central city networks and will mainly be at ground level or elevated while at the outskirts.

In line with the terms of the investigation contracts, ACTS worked on the Red Line South Elevated and At-Grade with FCC Construction, SA – Yüksel İnşaat, AS - Archirodon Construction (Overseas) Company, SA - Petroserv Limited Joint Khaled Awad Venture, while carrying out ACTS Chairman. geotechnical investigations and engineering services along with the related testing works on another four of the main metro construction packages.

ACTS deployed 16 drilling rigs, state-of-the art field testing equipment and six geophysical teams consisting of experts.

The work package included pumping tests and necessary in-situ tests at the stations and along the tunnel/elevated structures alignment, in addition to its geotechnical investigations and geophysical survey (for cavity mapping) assignments.

ACTS Chairman Khaled Awad said: “Today’s construction projects call for specialization and the adoption of game-changing technologies to ensure the delivery of the highest quality work.

“ACTS’ unique specialization in surface and underground rail projects positioned us well for this multi-project challenge.”

ACTS was commissioned to do quality control work on megaprojects such as King Abdulaziz International Airport and the Kingdom Tower, the world’s first kilometer-high skyscraper currently under construction in Jeddah.

MATURITY AND ACCELERATED CURING CONCEPT OF MATURITY The rate of gain of strength of concrete depends on the reaction rate of the cement and additions with water (hydration). In common with all chemical reactions, the rate of reaction depends on the reaction temperature. Higher reaction temperatures give higher rates of reaction, e.g. the concrete gains strength more rapidly when its temperature is higher. Accelerated curing is the process by which the temperature of the concrete is raised artificially by applying external heat to speed up the rate of gain in strength. Cube strength is a function of the concrete mix proportions, the time between casting and testing, and the temperature(s) at which the cube was stored. Therefore, for a particular mix, it should be possible to produce a relationship between time and temperature to predict maturity and strength. This is the purpose of maturity laws. For the measured or calculated temperature–time history at a point in a concrete section, the maturity law is used to calculate the maturity at that point and hence the strength of test cubes of equal maturity to that point. Traditionally, maturity was expressed in units of °Ch, but recently the trend has been to express the maturity as being equivalent to ...days at the standard curing temperature of control cubes (20 ° C in the UK).

Hilton Worldwide all set to increase its portfolio in Qatar

Qatar is witnessing a major growth in its infrastructure in advance of the 2022 FIFA World Cup, spurred by its ambition to become a major hub for business, industry and tourism within the Middle East.

Hilton Worldwide, which already operates Hilton Doha as well as the recently-opened Double Tree by Hilton Doha - Old Town, is to increase its Qatari portfolio with a further seven projects currently under development, including the region’s first Curio, a Collection by Hilton brand, expected to open at the Mall of Qatar later this year.

Conrad Hotels & Resorts, Hilton Worldwide’s luxury brand, has announced the signing of a management agreement with Assets Real Estate Development Company for a new property in Doha.

The 325-room Conrad Doha is expected to open in early 2019.

QNB receives regulators’ nod to buy Finansbank

Qatar National Bank (QNB) has received regulatory approval from the Central Bank of Qatar and Turkey’s Banking Regulation and Supervision Agency to acquire Finansbank.

QNB, the Gulf’s largest lender, announced in December the deal to acquire Turkey’s Finansbank from National Bank of Greece in December for 2.7 billion euros ($3.08 billion).

The share transfer to QNB will take place once remaining regulatory approvals were received. QNB said it would confirm the deal once the process had been completed.

General Conditions of Tenders - Full Documents for the Tender can be obtained from Contracts Department (CD) against a Non–refundable fee paid to PWA Account No. (0013-001813-052), Qatar National Bank together with a copy of the Company Registration and a Company Authorization letter.

- Project document may be examined at Al-Faisal Tower(1), Ground Floor, Al Corniche before purchasing from PWA. - Each Tender must be accompanied by a Tender Bond, either in the form of a “Certified Check” or a “Tender Bond’’ issued by a Bank acceptable to the PWA” in the amount mentioned above valid for (120 days). Any Tender received without the proper guarantee will not be considered.

- The Tender shall be submitted in two separate sealed envelopes (technical and financial offer) and both envelopes must be enclosed in a third sealed envelope which shall bear the tender number, subject and closing date.

- All Tenders shall be submitted in original and one copy or they will not be acceptance.

Tenders shall be delivered at or sent to arrive not later than 1.00pm local Doha time on the closing date and deposited in the relevant Tender Box of concerned Tenders Committee’s Chairman at PWA. - The successful Tenderer shall provide a Performance Bond in amount of ten (10%) percent of the Contract Price endorsed by an approved local bank in Qatar.

Tenders Conditions: - You can get a copy of the documents of this tender / tenders of the Central Tenders Committee during official hours, against payment of the tender documents witch you can retrieve it.
