The Gift of Hope Through Milestone Blankets
F
irestone’s Mindy Faulkner finds success in business by giving back to families who suffer loss. She says, “I have a rainbow baby, the first baby born following the loss of a baby to miscarriage, stillbirth, neonatal death, or infant loss. Many families have a hard time talking about the loss of a baby. Mindy also did. She was still working through the loss of her baby, when her daughter was born, her rainbow baby. People don’t realize it takes a long time to heal and move forward after the loss of their child. One day while driving, Mindy determined that she wanted a business that helped people and gave back to the community. After suffering her loss, Mindy decided to make Rainbow Milestone blankets. This is a blanket for the new rainbow baby which has the words, “I am the rainbow at the end of the storm." She calls her business Spread Love, LLC, because that’s what she does: spread slove everywhere she can.
These blankets are a simple way to help someone heal while benefitting the new rainbow baby. Plus, Mindy gives 10% of all sales to local non-profits that help with grief and loss counseling. She understands how hard it is to deal with loss. She finds the rainbow blankets open up conversations about infant loss. For some, it is the first time they’ve ever talked about their own loss. These discussions further healing. Mindy says, “When I look at my milestone blanket, I don’t just see my rainbow baby, I also remember my child that came before. It can be emotionally difficult, but it is very healing. “To me, it feels like I’m honoring the child that came first,” she shares. The next blanket she makes will benefit an organization who helps rescue abandoned babies. Mindy says, “Most of my life has been built on hope, sacrifice and the belief that love can cure all.” She is
determined to help others with intention and purpose in a meaningful way. It will be on the market by the first of the year.
She shares that it is humbling and fun to see a family’s reactions to her product. "The love that people have for the blanket has made the whole process worth it. ow does one say thank you? Words seem inadequate for me today. Since our world was turned upside down on September 19, we have had numerous people step up to help us with some significant needs in our life. The Mr. had a heart attack on his 80th birthday and spent a month in the hospital recovering. Friends, friends of friends or just those who knew someone, all have taken time to assist in many areas to make life for us as normal as possible. These people constantly amaze us for taking time from their busy lives to give generously of their talents to take care of such things as car repairs, raking leaves, house cleaning, meal preparation, etc. Saying “Thank You” is an expression of gratitude of feelings that ultimately comes from the heart. The Carbon Valley has the best people anywhere. They truly care about one another and we are truly thankful to all who have helped us during this trying time. This year our holiday table will be dressed in its finest linens. The hurricane lamp will softly burn, casting a warm glow on the boughs and ornaments surrounding it. But, we will be waiting. What will we bring to our holiday table this year? Our table will be laden with generous servings of Thanksgiving; plates will hold hearty portions of Glad Tidings, Love and Good Cheer; Christmas cups will overflow with Joy; We will end it with huge helpings of Hope piled high on the dessert plates. From our hearts, The Mr. and I wish you the many miracles of Christmas throughout the season and all year long. 5th Annual St. Vrain Ranch Christmas Light Walk Where: The walking path between Saddleback Avenue and Sage Avenue in the St. Vrain Ranch subdivision. The Entrances to the path are: 1. From the west, on Devenshire St. between Saddleback and Sage Avenues. 2. From the center, on St. Vrain Blvd between Saddleback and Sage Avenues. 3. he Carbon Valley Rotary Club is accepting nominations from the public in four categories of community service: 1st Responder (Firefighter/EMS or Law Enforcement), Education, Community Adult (18 yrs and older) and Community Youth (17 yrs and younger). Anyone can submit, anyone can win. Rotary wants to recognize area residents who have donated their time toward either a specific community project or who continue to aid the community on an ongoing basis. Selection will be based on the nominee’s effort in going above and beyond in serving the community, and their dedication to improve the quality of life within the Carbon Valley area. Area Mayors’ Report—For those of us who do not attend meetings FIRESTONE MAYOR, BOBBI SINDELAR
I want to be the first to wish you a very happy holiday season. I hope that you are enjoying the holiday events in our area – from the Firestone Police Department’s Santa Cops event to the Carbon Valley Holiday Fest – there are so many ways to get into the holiday spirit and celebrate with our community! As the year ends and we are spending time with family, friends and loved ones, I’ve been reflecting on the successful year we have had, here are a few highlights broken down by department area: ♦ Administration ● In April, after serving as the Interim Town Manager since May of 2018, the Board of Trustees hired A.J. Krieger to serve as the Town Manager. He has made great contributions already, and is serving as an excellent leader to Town staff. ♦ Economic Development ● Focusing on attracting retail, restaurants and primary employers to Firestone. ● Hosted a marketing booth at the largest retail convention in the nation promoting Firestone’s retail opportunities and its great and growing demographics to retailers, developers and brokers. ● Increased visibility and knowledge of Firestone’s commercial development opportunities through direct marketing to key decision makers and networking.

Projects in Town – The economy has stayed relatively strong, and interest rates and unemployment are low. With a stable economy comes development, and the Town of Mead is seeing that unfold. As noted in previous Mayor Reports, multiple residential and commercial developments are in the works. That said, smart growth continues to be a priority of mine, and our staff is working hard with landowners and developers to keep Mead a great community. One of the critical items for development is infrastructure. Over the past few months, we have witnessed the closures of roads and bridges to accommodate these necessary infrastructure projects – connecting utilities like water and sewer lines to new development. As you can see, we’ve had a very busy year. Thank you to all of the hardworking, committed Town staff who show up every day to serve the needs of Firestone residents, businesses and neighbors. From Town Hall to Public Works, Planning and Development, and the brave men and women in blue at the Firestone Police Department who keep our residents and streets safe each and every day – thank you from the bottom of my heart for everything you do. I am also grateful to have such an activated group of volunteers who spend time throughout the year giving back to our community. Last, but certainly not least, I want to recognize the veterans in our community. Thank you for serving our country and protecting our freedoms. It’s my honor and privilege to serve the Town of Firestone alongside our Board of Trustees. Thanks to each of you for your tireless commitment and many contributions to making the Town of Firestone the thriving and special community it is. Board – This past month, the Board of Trustees received quarterly information from our town committees, the Planning Department, and on a proposed Metropolitan District Ordinance for future adoption. The Board revised our Mead Municipal Code with several updates and a resolution in support of the Town of Mead’s Inclusion into the Boundaries of the Carbon Valley Parks and Recreation District (CVPRD) – inclusion in the CVPRD is dependent upon voter approval. The Board also approved the agreement between the Town of Mead and Life Stories Child & Family Advocacy for the Provision of Joint Child Victim Services as well as a regular election to be held as a mail ballot election on Tuesday, April 7, 2020. Lastly, the Board accepted the Wastewater Rate and Fee Study plus the adjustments to the Sewer Plant Investment Fees and Sewer User Fee. If you are unable to attend the Board of Trustees meetings, the meetings are video recorded to watch at your convenience. View meetings at www.townofmead.org/boardoftrustees. Community – Activities: I would like to invite you and your family to Christmas in the Park on Saturday, Dec. 7. This fun
event starts at 2:30 p.m., with crafts for 1st through 5th graders. Christmas crafts for children in pre-kindergarten and kindergarten begin at 3:30 p.m. While the craft activities are free, parents must register their child online. The Parade of Lights kicks off at 5 p.m., followed by the tree lighting and carolers at 5:30 p.m., free chili dinner at 5:45 p.m., and Santa between 6 - 8 p.m. More information, including craft registration, can be found at www.townofmead.org/ parksandrec/page/special-events. The safety of the traveling public is the paramount concern of the City.
Dacono has an adopted snow response plan and map to serve as a guide for city operations and to inform roadway users how snow removal is prioritized. Factors affecting snow and ice control operations include snowfall rate and accumulation; moisture content; temperature; time of day, night, or week; wind velocity; and the duration of the storm. The City’s goal during any snowstorm is to keep primary streets open and safe for the public so that traffic continues to move safely and efficiently on city streets. Although the City strives to keep all lanes of traffic moving during extreme weather conditions, travel may be limited to one lane of vehicular traffic in each direction. While the City will attempt not to block residential and business driveways with plowed snow, it is very likely to happen. The use of street sanding abrasives and chemicals will be dictated by specific weather and road conditions of each snow event. Don’t forget, sidewalks must be cleared of snow by the property owner within 48 hours of the end of a snow storm.

Festival of Lights This holiday event takes place on Saturday, December 7 from 6pm-8pm in Crist Park (105 Fifth St.). Erie's Country Christmas and Parade of Lights The Erie Chamber of Commerce is busier than Santa and his Elves planning this year’s Country Christmas and Parade of Lights. Historic Downtown Erie will be ablaze Friday, December 6, with festivities and all the fun of the season. Come out an enjoy Santa’s Workshop, Local School Choirs, Complimentary S’Mores roasted over the fire, a Living Nativity Scene, Free Hayrides and the Parade of Lights followed by a visit from Santa! The Weld Community Foundation Youth Littler Fund granted $3,250 to Brigit’s Bounty Community Resources (BBCR), which will allow the organization to start its first-ever low-cost After School Program. For the past few years, BBCR has offered a low-cost Summer Garden Camp. With the grant from the Weld Community Foundation Youth Littler Fund, BBCR will be able to expand its low-cost educational programming in 2020 to serve the community year-round. New Frederick Town Manager The Mayor and Board of Trustees are excited to announce the selection of Bryan Ostler as Frederick's next Town Manager. e read a lot about popular paint colors, interior designer’s go-to colors and client favorites. They’re the top selling colors at paint stores for one reason - they work. They’re versatile. They’re neutral. These tried and true colors withstand the test of time. Some of them have been around for many years and are still great choices today. From Sherwin-Williams: Pure White - a neutral white, at the middle of cool and warm, Tricorn Black - a true black, great for contrast. Perfect Greige - what is says, the perfect mix of gray and beige. Accessible Beige - beige with a touch of gray. Agreeable Gray - a lighter gray we recommend the most and everyone loves. It just works! Honorable mentions from SherwinWilliams are Sea Salt - a green with a touch of gray, but depending upon the lighting it can be greenblue. Icelandic - a nice light blue,
or Blissful Blue - bluer, brighter, but still light, perfect for farmhouse and country decor. Passive - a gray with no undertones. We’re considering it for our living/ dining room next time we paint. In the beige department consider Softer Tan, Natural Linen and Kilim Beige. We also recommend Evergreen, particularly for woodwork. From Benjamin Moore: White Dove - by far one of the best whites, on the warm side but only with a touch of yellow. Chantilly Lace - clean white. Edgecomb Gray - another griege, Gray Owl - tricky, has green undertones, but can go blue. Revere Pewter - a taupey gray, Stonington Gray - the original stormy gray. (Ben Moore says grays are the ultimate neutrals.) Muslin and Putnam Ivory - both nice tans, Hawthorne Yellow - uplifting, but not too bright, Palladian Blue - beautiful, actually from their green family. Old Navy - surprisingly calming. Linen White - a nice ivory color. Keep in mind your local paint store can mix just about any color from other paint brands.

f a Veteran is enrolled in the VA Health Care system and admitted to a non-VA emergency room or urgent care facility for a life-threatening medical emergency, the number to call for the VA Authorization Office is 1-800-795-0773. The Veteran would have to call within 72 hours of being admitted to an ER (or urgent care). They will have to leave a message, but the automated message walks the Veteran through what information is needed. A Veteran DOES NOT have to call this number prior to calling for an ambulance or being admitted to the ER but must do so within 72 hours post admission. This allows VA to assist the Veteran in coordinating necessary care or transfer and helps to ensure that the administrative and clinical requirements are met for VA to pay for the care. irst LEGO League is an international organization that combines STEM education with the greatest toy ever invented: LEGO. Every year, thousands of teams compete in four categories: Robot Games, Core Values, Innovative Solution to a realworld problem and Technical Judging. Mission Robotics has entered a team for seven seasons now. Mission robotics is a team made up of homeschool students. They are from around the Carbon Valley and they practice at New Horizons Christian Church in Dacono. Follow the progress on Facebook or at www.missionrobotics.webs.com. Teams at qualifying tournaments around Colorado advance to State tournament, then qualify for Nationals and ultimately the World Finals. Instead of telling you about a local team, the SuperBots, I’ve asked these 5th8th graders to express their tournament experience. ~ Coach B This was one of the best experiences of my life. I liked seeing other teams’ solutions for the robot games. ~ Maverick I found that we were super busy. I had a great time and I can't wait to go to state! ~ The Shadow I had a good experience. Everyone acted how they should, and teams were respectful. ~ Lizard It was fantastic. It was my first time on the team. We get to go to the state tournament. ~ The Flash Erie was fun with nice people and loving judges. Teams had great projects and
smart engineering. Using Legos to get teams to create and work together was a great decision from FIRST and LEGO. ~ The Law The robot games were exciting and nerve racking. We had small problems such as getting our prototype through the doors into the school and in our programming, but together we overcame. ~ Goose I couldn’t talk because I had laryngitis. This was my last year on the team and it was my best year. We got First Place trophy for Core Values! ~ Yoshi Looking at different robots that other teams made was exciting for me, as I saw how they solved their missions. For my first year on the team I am glad this went well. t has been suggested in humans that CBD can cure everythingfrom headache to hemorrhoids and everything in between Anecdotal evidence has gone a long way in spreading the word that CBD pet products are safe and beneficial. But how does it really affect our pets? Is it Could Be Dangerous or helpful? There are few studies about CBD in dogs- about safety and efficacy of a CBD product- that have been published. It is being studied for myriad conditions ranging from managing chronic osteoarthritis, anti-inflammatory properties and as antiseizure meds in epileptic dogs that were already on anticonvulsant medications. Dogs with arthritis that were taking CBD supplements had similar effect as dogs that were on nonsteroidal antiinflammatory drugs (such as Carprofen). Dogs showed decreased pain and were more active. But dogs with epilepsy did not have reduction in seizures. No studies were conducted about CBD effect in cats. In several studies, the only side effect observed in dogs was increase in liver enzyme, ALP (alkaline phosphatase)similar to the dogs that were on non-
steroidal intiinflammatory drugs. As with any supplement or vitamins, these products are not approved by FDA. There are no regulations or dosage recommendations. Because premarket assessment is not required in these products, neither quality, safety or effectiveness of the product can be assured. Analysis of several products by FDA in recent years revealed that the CBD content varied. In many products there was much less than shown on the label. Some products didn’t have any CBD at all. It is good to remember that CBD is not a panacea and will not help or improve many conditions. But if you decide to try CBD for your dog the most important consideration is having a reliable source. The manufacturer should be able to show assays that check for purity, concentration, and consistency. It should be tested for pesticides, fungicides and heavy metals by an independent laboratory. A
few days before Christmas, and all through my house, Mrs. C. stirs up goodies to feed the hordes of the Coleman tribe who will soon descend on our place to feast and celebrate just like in most of your homes. One of the best ‘holy days’ of the year is upon us, and while many write Xmas on their greetings, I’m convinced that leaving Christ out of Christmas is equivalent to leaving your wife home alone on your anniversary while you go out and celebrate! It seems ridiculous that the annual celebration of God visiting Planet Earth should be ‘dumbed down’ for the sake of a few atheists who don’t know He exists as I do. Have they ever considered that something they don’t yet know might be the God I worship? Or do they claim to know everything there is to know? If the latter is the case, then I feel more sorry for them than I did before… Jesus is the finest part of the Christmas holiday, and to gain the most from this part of the year give a good listen to the many songs that speak of the One who came to die for your sins. Listen to Handel’s Messiah and feel the grandeur of this
King of kings. You can also be blessed at a church Christmas Eve or Christmas Sunday service, and area churches will go all out to make it a special treat for all who attend. Abundant Life does Christmas Eve at 4:30 pm and Sunday service at 10:00 am if you don’t already have a good church home. Come join us. At this season of the year you hear and read a lot of “Peace on earth, goodwill towards men,” and it may shock you to learn that wasn’t originated with Hallmark. That phrase was first uttered on the night Jesus was born in a stable in Bethlehem, when angels from the realms of glory sang it to some scared shepherds outside the town. They announced that a Savior had been born, and the shepherds hastened to go see this Babe for themselves. A few months later some wise men showed up from the East, and they too came and knelt at the feet of this Baby boy, and then left His parents some costly gifts. Probably astronomers, they followed a star for many miles to find and greet this Christ Child. Wise men still seek Him, and you would do well to discover all He can do for you to brighten your holiday, your family,
really great thing for your future and your present. So don’t put it off longer- many of you have ‘thought about it’ but have been waiting for a more opportune time. This is that time. “Today, if you hear His voice, do not harden your hearts.” This Christmas can become the best one you ever experienced in your life. Let it start with and end with the One about whom most all the songs are sung. His name is Jesus, and He awaits your response. Don’t keep Him waiting.

Millions today around the world call Jesus “Lord”, and this Christmas would be a perfect time for you to get in spiritual shape by acknowledging Him as your own personal Lord and Savior. You will never regret such a decision, and when you personally arrive in eternity your voice will join myriads of myriads of others around the throne of that same Babe of Bethlehem, although now He is truly the King of kings. Our Creator God longs to have a personal relationship with you, and you need to know that being in good standing with the God of the universe has to be a

Dry Needling: An Exciting New Therapy Offered at Teamwork Therapy & Sports Performance in Frederick First thing first; What is Dry Needling?
D
ry Needling is a skilled therapeutic technique performed by a physical therapist using filiform needles to penetrate the skin and/ or underlying tissues to affect change in body structures and functions for the evaluation and management of neuromusculoskeletal conditions, pain, movement impairments and disability. (FSBPT 2015) The needles utilized in Functional Dry Needling (FDN), as practiced at Teamwork Therapy & Sports Performance, are very small in diameter, solid, and have a rounded tip. The phrase “dry” is meant to emphasize that no substance is injected into the body, and in fact the needles used in the technique lack this capability. Dry Needling is an evidence based technique and is recognized as such by the Federation of State Boards of Physical Therapy among others. FDN has been proven to be effective in treating pain and dysfunction within the neuromuscular system.

In an effort to restore bodily function a licensed Physical Therapist applies the needles to trigger points within muscles. Trigger points, often identified as points of pain or hyper-irritability (although this is not always the case), may cause dysfunction within the neuromuscular system due to muscle fiber shortening which causes compression to local tissues and compromises circulation while also increasing sensitivity in the area. Low voltage electrical stimulation may be utilized to help activate this muscle twitch and increase recruitment and response of muscle fibers.
Yikes! Does it hurt? No, FDN is not a painful technique, although many patients do not consider it a relaxing experience. A local twitch response is triggered in the effected muscle at the trigger point, which can feel similar to a quick muscle cramp, or a dull discomfort. Electrical stimulation can also lead to mild discomfort during the therapy.
What are the real benefits of Dry Needling? The physiological effects of FDN include increased blood flow to the triggered area, decreased banding of muscle fibers, decreased spontaneous electrical activity, and various biochemical changes to local tissues. Put plainly, the immediate effects of a FDN session include increased range on motion, decreased pain, increased muscle fiber recruitment that results in increased strength.

Alternative Health Care: Acupuncture The Diaphragm
A
nother muscle that deserves special attention is the diaphragm. The diaphragm separates the upper and lower torso, and greatly influences aspects of the other physical structures of the upper and lower torso. For example, since the diaphragm contracts and expands with each inhalation and exhalation, proper strength and flexibility is necessary for breathing and speaking - the diaphragm attaches to the inner aspect of the lower six ribs, the back of the sternum and the xiphoid process. Special note: the esophagus travels through the diaphragm, so tension held in the diaphragm can create a negative impact on the function of the esophagus. The diaphragm influences the lower torso because it also attaches to the front of the first, second and third lumbar vertebrae. There are more details and excellent anatomical views on-line. The point of bringing up some of the associations of this important postural muscle is that the health of the diaphragm affects health concerns such as lower back pain, incontinence, digestion involving the esophagus and stomach, speaking, fear and anxiety. Knowing the attachments and associations of the diaphragm, this easily brings us to thoughts about the emotional aspect of the muscle. People and animals tend to hold tension in the area of the diaphragm and this forces us to take shallow breaths during fearful and anxious events. According to Chinese medicine, the Kidney (lumbar region) is the seat of fear and courage. And the Heart in the upper torso, the seat of anxiety and joy. The
diaphragm is between the Kidney and Heart and influences these energies and other muscles and organs. Let’s go further upward to the throat and consider speaking and breathing. When the diaphragm muscle is consistently tense due to anxiety or fear from situations where we are afraid to speak up for ourselves or others, or holding back tears, creating the “lump in the throat” - this creates stagnation in the area. Whether due to an injury or consistent stress, muscles will sometimes stay tense long after the event is over. The diaphragm physically touches many other muscles and organs, so it is best to keep the diaphragm free from constraint so that other muscles and organs are not placed in a position of tension as well. When we breathe, be aware of the downward contraction during inhalation and the upward relaxation of the muscle during exhalation. As far as acupuncture is concerned, we do not attempt to reach the diaphragm directly, this is unnecessary. We energetically reach the diaphragm in order to help balance the system. Qualified Listeners Rallies Community to Help Paraplegic Korean War Veteran

ndy Short, 83-year-old Korean War Veteran in Frederick, CO, became paralyzed October 2014 from a virus attacking his spinal cord leaving him confined to a wheelchair. His old wheelchair ramps were becoming dangerous and needed replaced. Since his only route from inside the home to the front driveway is down the back ramps, through the patio gate, and across the lawn, he also needed a sidewalk poured to get to the driveway to access transportation. He reached out to Qualified Listeners for assistance. Partnering with the Sterling, CO VFW, Qualified Listeners received a grant from the Home Depot Foundation and, with the help of 25 Team Depot volunteers coordinated by the Firestone Home Depot, not only were the immediate needs addressed but front step handrails were installed; trees, shrubs, and debris were removed; and the patio was refurbished and landscaped. Many players were involved in this project. The front handrails were donated and installed by Capital Lumber; concrete was donated and poured by CTS Cement Manufacturing; Frederick Public Works coordinated the trash removal; Waste Connections of Colorado donated the roll off dumpster; American Legion Post 1985 Auxiliary provided lunch for the volunteers the first day; Bella Rosa Golf Course Restaurant provided lunch on the second day; and Eldorado Springs Water donated bottled water. “We are so grateful to Qualified Listeners for making this project happen and for all the wonderful volunteers – it’s totally overwhelming to us”, says Libby Short, wife of Veteran. “Andy has never been able to drive his wheelchair outside like he does now and because of the new handrails this is the first time in five years he’s been able to set on the front porch.” “This is the third project we’ve partnered with Home Depot for home improvements for Veterans”, comments Greg Goettsch, Founder and Executive Director of Qualified Listeners, “and the completion of each project has been a life changing experience for them and their family. Weld Commissioner Meetings Live Streamed

his week the Board of County Commissioners launched a new tool that will help interested citizens stay up-to-date with county business – live streaming their Monday and Wednesday board meetings. “A few residents asked for the ability to be able to watch Board meetings remotely, so we looked into a program that would tie into our existing records management system,” said Commissioner Chair Barbara Kirkmeyer. “Now residents can view the agenda, the minutes (at a later date) and the video all on one screen.” To access the live feed, viewers can either click the Quick Link on the www.weldgov.com homepage or visit the Commissioner page under Departments. Viewers can either watch videos live or view past meeting videos on demand. “This is a great addition to our communication tool box,” said Commissioner Scott James. “This was something I really wanted the county to provide to our residents, so I’m excited to see we have a system now in place that will do just that.”
FFFD Hosts 15th Annual Community Santa Run

he Frederick-Firestone Fire Protection District will host its 15th annual Community Santa Run December 19-22. The Santa Run has become a community tradition that residents and Fire District personnel have come to look forward to and enjoy. The Santa Run consists of four nights, where the Fire District personally leads Santa throughout residential neighborhoods in Frederick, Firestone and its surrounding areas. Kids and parents can meet Santa, see a fire engine, and greet firefighters without leaving the safety of their neighborhood. United Power Files with PUC for Tri-State Exit Price Cooperative Seeks Solution to Provide More Renewable, Cost Effective Power to Members
U
nited Power, a member-owned electric cooperative serving Colorado’s northern front range, has been investigating its power supply options with Tri-State Generation & Transmission over the last several years, as is the fiduciary responsibility to its memberowners. As part of its investigation, United Power filed a request for the Colorado Public Utilities Commission (PUC) to exercise its authority to establish a just, reasonable, and nondiscriminatory exit charge from Tri-State Generation & Transmission. Tri-State is a cooperative generation and transmission association headquartered in Westminster, Colorado which provides wholesale power to 40 utilities across four states, including United Power. “United Power members deserve clean, affordable energy and we have an obligation as a cooperative to look out for the financial interests of our member-owners. We have been working for the last few years on solutions with Tri-State that would allow the co-op the flexibility to add local resources, or purchase lower cost power from other sources,” said John Parker, Chief Executive Officer for United Power. “Conversations regarding our power agreement with Tri-State have stalled and the cooperative is seeking out all possible alternatives to build in rate reductions and offer more renewable options to our energy mix.” Power purchase agreements with Tri-State limit the purchase of additional power by United Power to just five percent of total power requirements. United Power, along with several other cooperatives, championed a bylaw change that would allow Tri-State member cooperatives to enter into partial requirement contracts. These new partial requirement contracts are an essential component of any successful plan to de-carbonize Colorado electricity generation consistent with Colorado state policy objectives by reducing United Power’s reliance on Tri-State’s high-priced, carbonintensive power mix. Not only that, they would allow the cooperative to better meet demands for local renewable energy projects, and ultimately reduce costs for United Power members. Since the resolution was passed earlier this year, the two parties have been unable to come to agreements on proposed solutions, and recently Tri-State placed a moratorium on all partial power and buy-out conversations until mid-2020. “By not allowing United Power to move forward in a timely manner to seek additional energy sources, Tri-State is effectively holding this cooperative and our members hostage,” said Parker. “We are seeking partial requirements and/or buy-out solutions that are in the financial interests of the Tri-State cooperative family, and mutually beneficial to the ratepayers we serve. A full disclosure of a fair and just exit package is the information United Power needs to evaluate and ultimately make effective choices for our members.” Colorado’s Public Utilities Law gives the Commission broad jurisdiction over public utilities like Tri-State, thus United Power has asked for their intervention to obtain a fair exit price and pricing methodology from Tri-State.

Frederick Announces New Town Manager
T
he Mayor and Board of Trustees are excited to announce the selection of Bryan Ostler as Frederick's next Town Manager. The Board will officially appoint Ostler and approve his contract during their November 12, 2019 regular Board meeting. Ostler is scheduled to begin his role with the Town of Frederick on Monday, November 25, 2019. "The Board of Trustees and I are very excited to welcome Bryan back to the Frederick team," said Mayor Tony Carey. "We are confident that Bryan's years of experience in municipal government, combined with his passion and commitment for Frederick, will serve this community well as we look toward the future." Ostler has worked in the public sector for over 15 years, most recently serving as Deputy County Manager in Adams County, Colorado. He previously worked for the Town of Frederick as the Administrative Services Director and served for a period as Interim Town Manager. During his time in local government, Ostler has gained extensive experience in strategic and operational leadership. Ostler holds a Masters in Public Administration from the University of Colorado Denver. Bryan, along with his wife Shaunna and their three children, are longtime residents of the Town of Frederick. "I am excited to have the opportunity to serve the community that I have lived in for over ten years and to work with a great team of employees, Board and residents," said Bryan Ostler. Ostler was one of three finalists selected from an initial pool of 65 candidates. The Board of Trustees held interviews with the three finalists, which included opportunities for staff, Board and community input, on Monday, October 28, 2019. Ostler was sworn in at Town Hall at 6:30 p.m. on Tuesday, November 12, 2019, with a small reception to follow.
Frederick Ballot Measure 2A Passes
A
ccording to preliminary voting results, Frederick voters said yes to Ballot Measure 2A. The measure asked Frederick residents whether or not they want to put in place a 1% sales and use tax to be paid by any person who purchases taxable items in the Town of Frederick. The tax would go into effect in 2020, and all revenues from the tax would be spent on police services only. "We are grateful for the support from the community. Ultimately, the citizens of Frederick are the winners of this election," said Police Chief Todd Norris. "These additional resources funded by the ballot initiative will ensure that we continue to meet the high expectations of the community as growth continues." An increase in population prompted the measure, and the number of calls for service has doubled since 2012. Still, due to the lack of a dedicated revenue source, the police department's staffing levels have not kept up with the growth and service demand. Also, calls for service requiring two or more officers have increased while current staffing levels do not always accommodate two officers per shift. Funds from the passing of 2A will add needed personnel and equipment, improve recruitment and retention of officers, replace the outdated records management system and strengthen proactive policing efforts to enhance public safety. Mayor Tony Carey stated, "I am so proud the community has recognized the importance of our policing needs. The passing of 2A will allow our police department to continue to provide programs and services at a level our residents expect from their town."

he Government Finance Officers Association (GFOA) announced that the Town of Frederick has received GFOA’s Distinguished Budget Presentation Award for its 2019 budget. According to the GFOA’s press release announcing the award, “The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting.” In order to receive the budget award, Frederick had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well the budget serves as: • A policy document • A financial plan • An operations guide • A communications device Budget documents must be rated “proficient” in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award. There are over 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted on GFOA’s website, GFOA.org. St. Brigit Episcopal Church To Celebrate Winter Solstice
D
o you need a break from the hectic pace of the holidays? If so, come relax at a special contemplative service in celebration of the Winter Solstice on Saturday, December 21, 6:00p.m. at St. Brigit Episcopal Church. All are welcome to attend. The Winter Solstice Service is part of St. Brigit’s Áit Caol (Gaelic for “A Thin Place") se-ries inspired by The Wilderness service at St. John’s Episcopal Cathedral in Denver. Áit Caol services mark the Winter and Summer Solstices as well as the Spring and Au-tumnal Equinoxes. These unique services incorporate live Celtic music, meditation are-as designed to reflect the chosen scriptures and a contemporary liturgy (order of service). All aspects of the services reflect the seasonal theme and are quite differ-ent from St. Brigit’s regular services. Attendees sometimes travel as far as 50 miles to experience Áit Caol services which combine ancient Celtic spirituality with Christian theology. Although the ancient Celts regarded Winter as the season of dormancy, darkness and cold, the coming of lighter days after the Winter Solstice brought a more festive mood. To the Celts, this return of the light was a reason to celebrate nature’s continuing cy-cle. Some believe Christmas, celebrating the birth of Jesus, the Light of the World, was set in synchronization with the Winter Solstice because, from that point onwards, the days began to have more daylight. The tradition at St. Brigit is to observe the Solstice by re-flecting on God’s presence with His people, even in the midst of darkness. Christmas also is referred to as Yule, a pre-Christian festival observed at the time of the Winter Solstice. Fires were lit to symbolize the heat, light and life-giving properties of the returning sun. St. Brigit’s Winter Solstice Service will end with a bonfire. At-tendees will be invited to symbolically release anything that represents darkness in their lives by writing its name on a piece of paper and burning it in the bonfire. October 19, 1933 ~ October 13, 2019 ELAINE ZADEL born October 19, 1933 to Thelma and Nicholas Angulas in Longmont Colorado. She is preceded in death by her husband George, her parents, sisters Rose Lewis and Kathryn Bell and a brother George Angulas. She married George Lincoln Zadel on June 30, 1950. They had five children Johnny (wife Mary), James William Katsaros, Patricia Sudbeck (husband Rick), Theodore Zadel and George Gregory Zadel. She has 16 grandchildren Jonathan Zadel (wife Julie), Christopher Zadel (wife Jennifer), Benjamin Zadel (wife Ruby), Molly Norgen (husband Troy), Tillie Subdeck, Hanna Felker (husband Tyler), Maggie Sudbeck, Nellie Sudbeck, Kayla Contardo (husband Kevin), Elizabeth Zadel, Leah Zadel, George Zadel Jr, Caroline Zadel and Grace Zadel, James Katsaros and Niki Katsaros. Elaine has 9 Great grandchildren, Devon and Rylan Zadel, Caidance and Logan Zadel, Deanna and Madalyn Zadel, Stella and Pearl Norgen and Scarlet Felker. She loved spending time with all her children, grandchildren and great grandchildren. Elaine and George moved from Frederick Colorado in 1951 to Pueblo Colorado where he and Elaine lived for many years. Elaine and George later moved to the country outside of Johnstown after George retired. Her husband George passed away while living in Johnstown at age 59 in May 1988. Elaine lived in Longmont, Colorado where her father had a restaurant. Her
m o t h e r worked at the restaurant where Elaine ate all of her meals. She loved to go to the movie theatre in Longmont o f t e n watching one movie every day. When her father Nicholas retired, they moved to Frederick when she was in 8th grade. That is where she met and later married George Zadel. Elaine is remembered as being a hard-working woman that helped George her husband with the many rentals that were always in need of repairing, painting and cleaning. She later managed and ran a Liquor Store in Johnstown, Colorado. She was a fabulous cook. She also loved to garden and canned many wonderful jars of pickles, peppers and tomatoes. She loved to travel and made many trips to Greece to visit relatives. She also traveled to Europe, Italy, New Zealand and Australia. A visitation was held from 4:00 pm – 6:00 pm Wednesday, October 16, 2019 at Carroll-Lewellen Funeral Home. Mass of Christian Burial will be held at 10:00 am Thursday, October 17, 2019 at St John the Evangelist Catholic Church 1730 W. 12th St, Loveland Colorado. Interment followed at Longmont Mountain View Cemetery.
Mead Police Respond to Fatal Disturbance Along Interstate 25

n Sunday, Nov. 24, 2019, the Mead Police Department received a call of a disturbance on I-25 near the 148-mile marker. Additional callers reported that two males were physically fighting alongside the interstate. When officers arrived, they found one of the males, a 62-year-old man, unconscious on the ground. They immediately performed CPR and called for medical assistance. The parties involved were traveling in two separate vehicles and were unknown to each other prior to this incident. All remained on scene as the officers investigated the incident, and several witnesses stopped to assist officers. The injured man was transported to the Medical Center of the Rockies, where he was pronounced deceased. A 33-year-old man was detained by the Mead Police. He was later released pending charges. The Mead Police Department would like to thank the Weld County Sheriff ’s Office, Firestone Police Department, Colorado State Patrol, Weld County District Attorney’s Office and Platteville Police Department for their assistance with this incident. This incident is considered an active investigation, and anyone with information should contact the Mead Police Department.

rederick High School cheerleaders have been working hard behind the scenes of cheering on their sports team to victory. This year Frederick has been working hard on their routine to compete in Colorado’s first ever state Game Day competition. On November 13th the team competed against Tri-Valley and Northern League teams and placed 3rd. On Saturday November 16th the team celebrated their victory at Greeley West Winter Blast completion by placing 2nd. Head coach Suzie Triplett is coming on her 3rd year at Frederick and has loved every moment watching her team and the program grow together. She is working hard with the team as they prepare for the state competition on December 6th at the Denver Coliseum! She is accompanied by her coaches Ally Hewell, Abe Castañeda, Erica Kimble and Whitney Goates. The team consists of
