LETTER TO THE EDITOR Judge Nancy Discher: Re-elect a seasoned candidate As your Justice of the Peace for the Limited Justice Court, Precinct 5 in Oracle, I am happy to announce my re-election campaign for the new judicial term of January, 2019 through December, 2022. The last four years as your Judge, I have worked with our amazing Court Staff overseeing the following cases: Orders of Protection; Suppression Hearings; DUI’s; Civil Procedures up to $10,000; Small Claims up to $3,500; Traffic Court; Pretrials; Forcible Detainers; Search Warrant request/issuances for all of Pinal County; and Jury and Bench Trials. As the Judicial Officer, assisted by the Court Staff, we have successfully complied with the Minimal Accounting Standards, and the Court Operations Audit Review in 2017. Also, to meet the Arizona Supreme Court Security Standards, i ensured the installation of video and audio recording equipment, court and parking lot cameras, panic buttons and Security Officers in
place at the Oracle Court to protect our constituency, staff and citizens. During my 30-year business career, I completed several courses in criminal justice and legal aspects of business, civil actions, and medical forensics. As a nursing and hospital executive, and executive business consultant. I was responsible for assuring compliance with local, state, and federal guidelines and statutes. My business relationships were with the legal and law enforcement communities, small and large business leaders, educational entities, politicians, and most importantly a vast cross section of citizens from children to the elderly, mostly those who were vulnerable and with complex situations seeking resolutions. My husband, Michael, is retired from Delta Airlines and the U.S. Air Force, Air National Guard. My son, David, is a graduate of University of Arizona with a
degree in Aerospace Engineering. He lives with his wife, Cheryl, and four children in Texas. We have been residents in Arizona for over 36 years. Michael is a native of Arizona. My extensive business, advanced education, and four years of experience as Judge in the Limited Justice Court will ensure that I will meet the challenges of serving all citizens fairly and competently in both courts in the new Precinct 5. It has been my honor to serve you these past four years, and I look forward to serving you for another four year term. Strategic Plan To Address New Precinct 5 Court Challenges: This new Precinct 5 will cover an enormous geographical area, including the Copper Corridor of Pinal County. The Court looks forward to serving all citizens from the rural areas, as well as those from the towns and urban settings. Having been a professional healthcare
clinician/nurse and serving as a judge, both disciplines require a commitment to serve all, regardless of background, ethnicity and socioeconomic origins. Non-partisanship after the election is paramount. The court is here to uphold the law while considering each defendant as an individual, assisting them to a positive resolution/pathway. Our new expanded precinct will require expertise in advanced technologies, complex database configurations, and the leadership of a court staff to meet all challenges. The Team we have in place is ready to meet your court interactions, and consists of judges (presiding and pro-tem) and court staff with over 100 years of combined experience. Re-elect Judge Nancy Discher to the Best Court Team fully prepared and ready to meet and exceed your court experience. /s/ Nancy Discher Justice of the Peace, Oracle
Ease young kids into Halloween for a smooth experience SAN MANUEL (October 15, 2018) – Halloween can be a fun time of year, but for infants, toddlers and preschoolers – who often can’t distinguish between fantasy and reality – scary experiences can ruin the holiday. Easing young children into Halloween is one of the best ways to have a smooth and safe holiday for young children. For parents and caregivers, being on the lookout for fears and anxieties about Halloween is the first step. Know that fear is a common experience for young children exploring the world around them, not just on Halloween. This type of social-emotional learning is a large part of early childhood. Helping young children work through their emotions is a skill that will serve them later in life. According to the
American Academy of Pediatrics, parents are encouraged to talk to their child about their fears and anxieties with a sympathetic ear. • Do not belittle or ridicule your child’s fears, especially in front of his peers. • Do not try to pressure your child into being brave. It takes time to confront and overcome anxiety. • Instead, a parent can encourage, but not force,
them to progressively come face-to-face with the fear. First Things First offers these additional tips for minimizing anxiety and helping young kids enjoy Halloween. Teach kids the difference between real and imaginary. One way to do this is to connect to something kids already do – like playing dress-up or pretend. Talk with your child leading up to Halloween about how
people will be dressed up and how costumes – while some can be scary –aren’t real. Choose costumes and decorations carefully. Something may be cute or funny to us, but uncomfortable, scary or downright dangerous to
young kids. Consider how long your child will wear a costume. Avoid masks, which can be scary and restrict vision; try facepainting instead. If your child is old enough, let her help choose a costume. Practice for trick-ortreating. This is more
than just what to say to get candy. Talk about holding hands when crossing the street and going only to well-lit homes. Remind kids that some people will be strangers, but that you will be with them the entire time. Continued on page 20

Arizona Halloween 100 Years Ago
I
n the fall of 1918, World War I was nearing the end. As children looked forward to the Halloween season, a real horror appeared around the world including Arizona. The Grim Reaper that would be known as the Spanish flu. This 1918 influenza pandemic would kill over 50 million people before it subsided in 1920. One of the deadliest natural disasters in human history. October of 1918 was the worst month for deaths. In early October, states and many cities and towns around the country including Arizona enacted strict quarantines to prevent the spread of the flu. Schools were closed and parents were told to keep their children off the streets. On Oct. 9, the Arizona Republic newspaper reported: Tucson now closed up. Following the discovery of 27 cases of Spanish influenza here today, acting Mayor Bernard tonight issued a proclamation closing all theaters, schools, churches, pool halls and other public places until further notice. Towns such as Jerome, Prescott, Kingman, Clarksdale, Morenci, Metcalf, Clifton, Superior, Hayden, Winkelman Ray/Sonora and Prescott posted armed guards at all entry roads and prevented anyone from leaving or entering town. Public funerals were forbidden as were any public gatherings. The quarantines would be modified as time passed. Some towns lifted the quarantines then reinstated them as more cases of the flu were reported. As Halloween approached, children were hopeful that the quarantine would be lifted but that would not happen. Halloween in most of Arizona would only be celebrated at home. No big parties were allowed and there would be no trick or treating. On Halloween night 1918, some kids went out into the night and although they could not get any candy treats, they still found they could play some tricks. In Phoenix, newspapers reported that kids had barricaded streets, upended signs and pulled up street signs and pulled three fire alarms. Firefighters had showed up to find no fires in progress. A fourth alarm appeared to be true as when firefighters showed up they found a vehicle on fire. The fire was probably set by frustrated kids unable to celebrate Halloween. In Hayden boys barricaded some of the streets and carried garbage cans and placed them on the front doorsteps of some of the homes. On Nov. 11, 1918, in the town of Prescott, the quarantine could not stop a celebration which was described as “the 4th of July, Frontier Days, New Years, Halloween and street fair all combined.” It was the first Armistice Day a celebration of the end of World War
HISTORICAL PERSPECTIVE By John Hernandez San Manuel Miner I. Despite the prohibition law, liquor flowed freely. Fireworks were shot off and there was dancing in the streets. In December the quarantine was finally lifted. The city government of Douglas made an ordinance that everyone out on the public streets of town must wear a gauze flu mask. Anyone not wearing one would be arrested. It is estimated that 6,000 Arizonans died from the Spanish flu in 1918. For many families it was a bad year and an All Hallow’s Eve to be forgotten.

Rainy weather fails to dampen
While entertainment was cancelled Saturday due to inclement weather, Tri-Community residents still turned out for the annual Copper Town Days, held at the Lower Arcade in San Manuel. The Elks opened their doors to any who wanted to dry off. Most, though, stayed outside with the food and information booths and car show. A new event this year was the Slot Car Races. Miner Swimmers do well at CDO Classic
On Saturday, Oct. 13, Miner Swimmers competed in the CDO Classic Swim Meet at the Oro Valley Aquatic Center. Over 400 Swimmers from 19 schools from across Southern Arizona competed at the meet. The cool rainy weather made for less than ideal conditions for the outdoor competition, but the Miners stepped up and made the best of it. The Girls team finished in 12th place with 65 points and Boys Team finished in 10th place with 83 points. The Miners Swimmers competed admirably with the bigger schools. The Girls Relay team of Rianna Estrada, Star Chavez, Darien Apuron, and Jasmine Smith achieved a season best time of 2:21.5 in the Medley Relay on their way to an 8th place - finishing only behind schools with over 1,000 students. The Boys Relay teams of Michael PrimeroPredgo, Hunter Hill, Daniel Garcia, and Evan Apuron finished in 7th place in the
200 Freestyle Relay with season best time of 1:43.1 and in 8th place in the 400 Free Relay with a time of 4:01.8. Darien Apuron earned a spot on the awards podium with a 3rd place finish in the 100 Butterfly, swimming a very fast time of 1:02.48. Also earning an award at the meet, was Evan Apuron who swam the 200 Individual Medley to a 2nd place finish with a very good mid-season time of 2:03.05. Coach Alex Gort was proud of the way the team leaders performed. “Team Captains Darien Apuron and Daniel Garcia had great swims in tough conditions.,” the coach said. “As Seniors and Team Captains, they really showed the importance of making the most of any opportunity. Hopefully teammates will learn that important life lesson from the meet.” Miner Swimmers will host Amphitheater and Tanque Verde High
Schools at the Mammoth Pool on Thursday, Oct. 18, for their final home
meet of the season. The meet begins at 4 p.m.

Turnovers costly in Miner loss at Globe By Andrew Luberda San Manuel Miner
The San Manuel football team turned the ball over too many times, squandering prime scoring opportunities, in its 47 – 28 defeat at Globe last Friday night. “I thought (we) played hard, but it’s hard to overcome turnovers especially in the red zone,” San Manuel head
coach Damon Lovato said afterwards. “We had a good week of practice, and the boys executed the game plan. We had over 400 yards of offense, so we were moving the ball well.” The Miners totaled enough yards, just not enough points. The loss essentially eliminates No. 26-ranked San Manuel from the playoffs. With two games remaining in the season, Lovato expects his team to maintain focus and
Soccer day in San Manuel
finish strong. “It’s about pride both in yourself and the school,” he said. “We want to take care of Senior Night here (on Oct. 26), so that’s not hard to motivate the guys for.” The Miners visit Miami this Friday, when the Vandals will celebrate Homecoming. “It’s not hard to get the guys up for that game and play the spoiler,” Lovato said. The final two games are also an opportunity for players to make their mark as coaches begin to look forward to next season. “Coach Ivy, the rest of the staff, and I are working on schemes we will use going into next year on both sides of the ball,” Lovato said. “I will continue working on the spread offense that we moved to a few weeks back and he will keep adding wrinkles to our defense heading into the offseason.” Up next: San Manuel visits Miami on Friday, Oct. 19. Kickoff is scheduled for 7 p.m.

Emergency physicians provide Halloween safety tips for parents WASHINGTON — It is estimated that more than 41 million children will trick-or-treat nationwide this Halloween. The nation’s emergency physicians offer a few tips to make sure that your child stays safe and that any fright is the fun kind - that doesn’t include a health scare or trip to the emergency department. “Emergency departments do typically see an uptick in visits on Halloween,” said Vidor Friedman, MD, FACEP, president of ACEP. “Some of the most common injuries are motor vehicle accidents, falls, or hand lacerations from pumpkin carving mishaps. Taking the appropriate precautions will help you make sure that your child gets treats from friends and neighbors, not treatment in the emergency department.” Continued on page 14

Continued from page 12 Trick-or-Treating • Children should not walk alone in the dark. Try to go as a group, in a familiar neighborhood, with at least one adult chaperone. Seek organized festivities (schools, churches, etc) if possible. • Bring flashlights. Visibility is important even at dusk, and its especially important to remain visible to cars. • Stay on the sidewalks when walking at night. If you must cross the street, obey all traffic signals. • Discuss how to interact with strangers. Make sure your child knows to never accept rides from people they don’t know. Candy • Avoid candy that is not wrapped in its original wrapper. • Don’t eat too much. Children (and adults) can get sick from over-eating candy. • Pay attention to labels. Edible marijuana and related products are becoming more common and can resemble food that looks harmless. You don’t want to accidentally ingest, or let a child ingest, something with a harmful substance in it that could easily be
mistaken for a common cookie or brownie. • Know which candy contains common allergens, such as peanuts. Be prepared with allergy medication, if necessary. Costumes • Make sure costumes are visible at night. Use reflective tape. Avoid costumes that are hard to walk in or could cause a child to trip (baggy pants, oversized shoes, etc). • Avoid costumes that obstruct the child’s sight or vision. • Dress appropriately for the weather. It could be cold or damp and you’ll want to avoid slipping and falling, or putting a child at risk for hypothermia. • Avoid masks if possible. If your child must wear one, make sure it is well-ventilated. • Make sure costume fabric, wigs and beards are made of flame-resistant materials. • If a costume has an accessory, make sure it is made from flexible material and that any knives, swords, wands or pointed objects have dulled edges. • Use hypo-allergenic makeup and remember to remove it before bed. Decorations
• Keep Jack-O-Lanterns with lit candles away from children and at a safe distance from the doorway in order to avoid burns or fires. • Adults who carve pumpkins should exercise caution. Supervise older children and teens using any sharp tools. Young children should not carve pumpkins. One way they can help is by drawing the designs or removing the pumpkin pulp and seeds. • Consider purchasing a pumpkin decorating kit. The designs could eliminate the need for freehanded carving and the included tools may be safer than typical kitchen knives.
