The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed

Beverly Meade Miller, age 88, passed away Thursday, Nov. 30, 2017, at home in Tucson, AZ. Born Oct. 30, 1929, she was a resident of Arizona all of her life. She worked at St. Joseph Hospital as a microbiologist for 25 years. She is survived by Raymond Miller, Lila Adams, Beatrice Jo Miller-Kohlberg, Kitty Miller, grandchildren Jenny Miller, Bria Kohlberg, Court Donner, and numerous

LETTER TO THE EDITOR Local impacts of tax bill Taxpayers and voters of the Tri-Community and Copper Corridor will soon come face to face with what the Tax Cut and Jobs Act means for our communities. Based on demographics of the region, it’s clear that most local taxpayers won’t be major beneficiaries. In fact, Eastern Pinal taxpayers will be big losers if adding a trillion + dollars to the federal deficit triggers cuts to entitlement programs like Medicare, Medicaid, Social Security and Food Stamps. Rich people and big corporations aren’t located here so their gains won’t be felt here. At best a handful of small businesses may benefit at the margins from changes in tax rules regarding treatment of pass through profits. Another handful who currently deduct contributions to churches and charities may gain from a doubling of the standard deduction. But religious institutions and non profits themselves may be losers as local donors lose tax incentives to make contributions. On the job growth front, Eastern Pinal County needs investments in infrastructure, education and training to both grow and access good paying jobs. Tax cuts targeting big corporations and the super wealthy will produce none of the above. Even a best case scenario put forward by corporate tax cut devotees fails to envision a surge in good paying jobs to replace those lost to mine, mill and smelter closures in places like San Manuel, Mammoth, Oracle, Hayden, Winkelman, Kearny and Superior. Many Tri-Community residents will recall that what closed the San Manuel mine, mill, smelter and refinery, when still profitable wasn’t the price of copper, labor contracts, environmental regulations, the corporate tax
rate or some combination thereof. It was demands made by a multi national corporation - BHP Billiton headquartered in Australia - for an unattainably high return on capital investment and a tax write off that Congress is leaving untouched in current negotiations. Of course, the well being of workers and their families never figured in these corporate calculations any more than the well being of ordinary tax payers figured prominently in congressional deliberations. The rock solid heart of the new federal tax cut legislation is not “middle class tax cuts”, which are uncertain and, at best, piddling, but huge cuts designed to make Corporate America more profitable than it currently is. Ironically because 35% of US corporations are owned by foreign investors the payoff to them from this legislation is gigantic. The claim that going deeper into debt to aid big business serves the common good is ridiculous on its face. Congress, as of this writing, is wrapping up the Tax Cut and Jobs Act before sending it to the President for his signature. Unsurprisingly their most recent move is to make additional cuts to taxes on the wealthy. What we now know is that when the tax bill’s impacts are finally tallied through real life experience, there will be a few big winners and and lots of losers including our children and children’s children who will assume responsibility for the nation’s staggering debt load. If the citizens of the nation can’t stop this massively unpopular legislation now, opportunities for redress at the next election in November, 2018 loom on the horizon. /s/ Frank Pierson Oracle, AZ

Good Things Happening
ome good things happened along the Gila this week. The new center behind Kearny’s town library was dedicated last Friday. The Pinal County Courthouse, also in Kearny, has received extensive physical improvements. The people of Riverside had a “town square” celebration complete with a visit from Santa Claus, other food and fun, and a large display of lights. And the people of the Copper Basin are reaching out in many ways to provide Christmas gifts, especially for children. The old youth center behind Kearny’s library has been a building in search of a purpose. The folks at the library had a vision for a multi-purpose program involving not only the young people, but a space for community projects to take place. Over the last few months, with the help of volunteers, the Friends of the Library, the Town of Kearny and ASARCO the building has been transformed, inside and out. New cabinets, new paint and substantial equipment for youth activities have come about. The date of the dedication, on a Friday, recognized that one of the building’s purposes is for young people. The Friday program for youth has already been a going proposition, and the building’s new look will only make things better. The courthouse in Kearny has been receiving many improvements from Pinal County. It now sports a new efficient furnace and air conditioning system. This week the walk and curb at the entrance were improved with a strikingly-designed ramp to make the building access easier. Other improvements have been put in place, too. Last week, in this paper, Pinal County Supervisor Pete Rios wrote that the county plans to continue supporting the Free Saturday at the Kearny transfer station. He mentioned that the county would provide service every other month. That led to questions like, “Does this mean that the Town of Kearny is taking away the other Saturdays?” Well, on a happy note, the answer is that the usual schedule of the second Saturday of each month will continue. I know that the volunteers who make this service possible are glad for its continuance. This is an

The folks at Good Shepherd Church in Kearny, who have a new pastor and are still working out service times, announce that regular Sunday worship will be at 9 a.m. with coffee hour and refreshments both before and after worship. They also invite everyone to their 3:30 p.m. service of Lessons and Carols this Sunday, just before the sunset betokens the coming of Christmas Eve. The Light House Assembly of God is offering a series of Financial Peace University classes, with Carol DuBois and Amber Barton offering their leadership. The weeks courses begin on Thursday, January 18 at 6:30 p.m. and will end in March. This is a serious program, and has been very helpful to many people in handling their finances in a better way. Annie’s Mammoth Memories
n her memoirs, Annie Forbach said she had been born in 1891 along Aravaipa Creek where her parents, James and Caldonia Brandenburg, had settled just a few years previously. Annie was the youngest of her siblings who were James (Jim), William, May, and Robert, and before Annie was old enough to go to school, her mother moved to Mammoth, Arizona each Fall so May and Robert could attend school. They lived in a house that the family owned there, and their mother kept boarders who were men who worked at the mill there, as the mine was in full operation. Annie also said that Mammoth was a very busy town with lots of businesses, among them the general merchandise stores of Mr. E.E. Putman (who was also the Post Master) and E.W. Childs. Annie stated that during her first year of school in Mammoth, there was an epidemic of diphtheria and an elderly Army doctor, Doctor Pool, took over the care of the sick people. After Annie’s sister, May, was married, Annie stayed with her sister and continued school in Mammoth which she stated was an “old type” mining town; that the Schultz, Collins, and Mohawk group of claims were being worked at the town of Schultz, five miles northwest of Mammoth; that the ore was sent by an aerial tramway in big iron buckets to the stamp mill in Mammoth; and that the gold was milled from the

ore and smelted into gold bars and shipped to Tucson where it was shipped to other markets. Annie stated that after two sons had been born to her sister, May, her sister was glad to have Annie stay with her through the school year, and she helped with the housework and care of the children.. One errand for her sister that she disliked was having to go through town past three saloons to get yeast from a Chinese restaurant so her sister could make her bread. She said the saloon bartenders didn’t always look before they threw water out on the street or sidewalk, and there was always several Chinese men lounging about , some sleeping, and others smoking the long Chinese pipes with opium. Make the gift buying experience for young kids easy, by keeping it simple
SAN MANUEL (December 2017) – Every year there’s a hot new toy that sells out and drives parents to race from store to store in search of the latest gadget or stuffed animal. This year, make the gift buying experience for the youngest kids in your life easier. When it comes to promoting learning for children 5 and younger, basic toys and quality time with adults are the best gifts an infant, toddler or preschooler can receive. First Things First has compiled some suggested toys by age and stage that promote learning and language development. Books are one of the best gifts for all ages. Daily reading has been shown to help young children develop language skills and increase vocabulary – both crucial if they are going to be good readers in the future. Other good choices for different age groups include: For babies under 1 year old, focus on toys that stimulate curiosity. Babies are fascinated by their surroundings, especially faces and bright colors. They enjoy playing hideand-seek with different objects. Look for things such as: • board books • safe, chewable toys • toys with mirrors For toddlers between 1 and 3 years old look for toys that
encourage imagination and problem-solving such as: • pretend versions of everyday objects • balls to roll or catch • building-type toys, including fill and dump varieties. • matching and sorting toys • large crayons or markers with plain paper • simple puzzles For preschoolers, which covers ages 3 to 5, look for toys that help them relate to each other and the world around them include: • dress-up clothes • simple board games • counting and letter games • sports equipment suitable to their size • musical instruments • art supplies such as play dough, safety scissors, glue, etc. Another thing to keep in mind is that parents and family members talk the most to babies when they are engaging their child with books and traditional toys, rather than electronic toys that claim to promote language development. Young children learn through play, through experimenting with the world around them and through interaction with other kids and adults. The best toys are those that appeal to the way their minds work. Those toys

As has happened in days of yore, children gathered in classes, at home, snuck a little private time and took their opportunity to reach out in thanks to Santa, and, in hope of delightful gifts under the tree come Christmas morning. Ray High School inducts seven into National Honor Society
Bearcats improve to 5 – 1 By Andrew Luberda Copper Area News The fifth-ranked Ray boys’ basketball team improved to 5 – 1 following a pair of victories last week against rival Hayden and Superior. Three different players scored in double figures in the Cats’ 63 – 45 win versus Hayden on Dec. 12, including Stone Patterson, Richard Valenzuela and Anthony Lopez. Patterson had a game-high 18 points while Valenzuela and Lopez scored 13 and 10 points, respectively. One night later, the Cats defeated Superior, 52 – 41. Jaden Pace, a junior, had 12 points to lead all Ray scorers. Valenzuela and Patterson were next, with nine and eight points, respectively. Up next: Jan. 9 at NFL Yet Academy and Jan. 11 at Miami. Both games are scheduled for 7 p.m.

Six CopperArea football players named All-State By Andrew Luberda Copper Area News A total of six football players from Superior, Ray and Hayden high schools were named to the 2017 Arizona Football Coaches Association 1A All-State Team. Three members of the Ray football team – Dyllin Lopez, Fabian Valenzuela and Nathan Molar – earned honors. “The awards of these three Seniors are made possible only by the ‘Total Team Contribution’ that was displayed on and off the field,” Ray head coach Frank Lechuga wrote in an email to Copper Basin News. #56 Dyllin Sanders-Lopez was selected to the AZFCA and AIA All State 1st team – Defensive Line and also to the AZFCA DIV 1A Top 30. Dyllin was also selected DIV 1A East Defensive Player of the Year and led all of DIV 1A with 15.5 sacks for a total of 144 total yards lost; #25 Fabian Valenzuela was also selected to the AZFCA and AIA All State 1st team – Offensive Wide Receiver and also to the AZFCA DIV 1A Top 30. Fabian ended the season with Touchdowns in 6 of 7 categories ( 6-Passing, 7- Rushing, 4-Receiving, 1- Interception Return, 1- Punt Return and 2 Kick Return ) coming up short only in the Fumble Return Category.; #22 Nathan Molar was selected to the AZFCA and AIA All State 2nd Team – Defensive Linebacker. Nathan had a total of 80 tackles in which 30 of them were solo tackles that lead the team. Nathan’s speed and agility allowed him to close in quickly on opposing ball carriers with a force “Second to None” on the Bearcats defense. Arizona looks to make a penny on copper industry By Leah Gilchrist Arizona Sonora News Copper’s value is on the rise, and equipped with new mining technology, Arizona has a promising future in producing the nation’s copper. The value of copper hit $3.20 in mid 2014, before taking a dive to $2.50 in early 2015. It took a significant dip into an all time low of $1.60 in 2016. Now, copper value is rising again, passing $3 for the first time since 2014, according to the NASDAQ stock exchange. Arizona produces 65 percent of the nation’s copper, leading the copper industry in the U.S. As mining continues to become economically feasible, new mine sites have been proposed across the state. New technology for mining had made the production process more sustainable after the U.S. Environmental Protection
Agency set the Clean Air Act into place in 1970 and the Clean Water Act in 1972. “We better hope it’s very sustainable, because mining is in the foundation of society,” said Brad Ross, the Co-director of the Lowell Institute for Mineral Resources. Ross said technology to pull copper from the ground is always changing and improving as new technology is created. Copper has become a staple not only in its consumption, but also as a source for jobs and the economics of the state. “We use the most up-to-date technology, and control on technology helps sustainability.” Ross said, describing methods modern technology used to keep environmental impact low. Lane closure continues on State Route 77 near Mammoth The Arizona Department of Transportation advises drivers to plan for the following restriction on SR 77 near Mammoth as a four-month pavement-improvement project continues: • Southbound SR 77 will be closed between Hollywood Drive and Camino Rio for road improvements from 7 a.m. to 5 p.m. daily through Friday, Dec. 29. There will be no closures on Monday, Dec. 25, in observance of Christmas. • Drivers should allow plenty of extra travel time and plan for delays. A pilot car and flaggers will guide traffic through the work zone. • Watch for intermittent shoulder closures on north- and southbound SR 77 from milepost 113 to milepost 120 through April 2018. The $4.3 million, 120-day project is located in Pinal County, north of Mammoth, between mileposts 113 and 120. The work includes milling the existing asphalt and replacing it with new asphalt and a double chip seal coat application. Drivers should proceed through the work zone with

The in-situ recovery method digs beneath the bedrock and injects a solution, which dissolves the copper and allows it to be pulled up through the ground. last around 25 years, following passing regulation and a testing period. The Florence Copper Project is expected to create over 700 direct and indirect jobs in Arizona, with 480 jobs directly related to the mine. The Florence Copper Project is expected to bring a $3.4 billion in economic uplift to the state, with $2.1 billion economic uplift to Pinal County. According to Kinney, the hard rock mining industry has created 31,800 jobs in the state, with 12,000 directly related to the mines. In 2014, mining brought a total economic impact of $4.29 billion. While mining is deeply rooted in the history of Arizona, it won’t be returning to any of the historic mining boomtowns any time soon. The proposed mining sites are new sites built with new technology to pull untapped copper. “There’s a very slim possibility,” said
Carrie Gustavson, the director of the Bisbee Mining and Historical Museum. In many of the towns in the southeastern region that originally supported the state’s copper mining, there are now environmental reclamation processes taking place to recover the environment after years of practice that was not sustainable. “There’s a huge difference between the mining we see now and the mining we saw 100 years ago.” Gustavson said. Bisbee, home to the Copper Queen mine, was built on mining copper. Public Notice Public Notice ARTICLES OF INCORPORATION OF MCKINLEY EDUCATIONAL INITIATIVE File No. 2238615-0 The undersigned, acting as incorporator of a nonprofit corporation under the Arizona Nonprofit Corporation Act (“ANCA”), Arizona Revised Statutes Sections 10-3101 through 10-11702, hereby adopts the following Articles of Incorporation for such corporation: ARTICLE I NAME The name of the corporation is the “McKinley Educational Initiative”. The corporation shall hereafter be referred to as the “Foundation”. ARTICLE II PURPOSE AND CHARACTER OF AFFAIRS The Foundation is organized and shall be operated exclusively for charitable and educational purposes within the meaning of I.R.C. § 501(c)(3). These purposes shall include, but are not limited to, enhancing the lives of adults and children through motivational presentations and materials to improve self-image, improve life skills, and promote overall health. The Foundation may carry out its purposes directly or by making gifts, grants or other payments to qualified organizations. The ARC/NEPC training center has more than 30 clients from the Copper Corridor’s towns of Superior, Kearny, Hayden, Winkelman, Mammoth, San Manuel and Oracle according to Director Francis Chavez. “ARC’s eight staff members provide job training, independent living skills, leisure and recreational activities to our clients,” Chavez said.
Clients and staff of the ARC-NEPC location in Kearny were happy to meet the Knights of Columbus and receive their $500 donation recently.
