Superior Police Report According to state law, police may arrest suspected offenders by two methods. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. BLM seeks public comment on proposed Ray Land Exchange with ASARCO mining company; Proposal could create Arizona jobs while improving public land access TUCSON, Ariz. – The Bureau of Land Management (BLM) is seeking public comment on a proposed land exchange that offers the potential to retain and create hundreds of Arizona mining jobs, as well as create new supporting jobs within nearby communities, while improving access for hunting and other recreation on public land in the state. Today’s release of a Draft Supplemental Environmental Impact Statement (EIS) kicks off a 90day comment period, beginning on Nov.
17, during which the BLM is collecting public input before moving forward in the decision making process. Under the proposed Ray Land Exchange with ASARCO LLC, a mining company, the BLM would acquire 7,304 acres of land in Pinal and Mohave Counties, a move that would consolidate checkerboard land ownership in those areas and improve access to existing public lands for hunting and other recreation. In exchange, the BLM would transfer 10,976 acres of public
lands near ASARCO’s Ray Mine Complex and Copper Butte properties in Pinal and Gila Counties, near Kearny. ASARCO holds existing mining and mill site claims on those public lands near the mine and if approved, would likely expand mining operations. “Responsible development of natural resources, coupled with shared conservation stewardship, has the potential to benefit local communities and America,” said BLM Gila District Manager
Scott Feldhausen. “We are committed to hearing from local communities about the use of public lands in their backyards.” Additionally, the BLM has scheduled a series of public information open houses in communities near the Ray Mine and the offered lands in Mohave County. The Town of Superior, along with help from the Chamber of Commerce’s Blight Mitigation Committee, has set out to “spruce up” vacant or abandoned houses in Superior. A list of 67 homes have been identified that are unsafe, unsightly, in violation of Town Codes or just plain need help. Public Works, with the help of inmate crews, are removing unsafe items and cleaning up the yards, the Chamber is doing a quick paint job to brighten them up and the Town will install a product called Secure View windows. It’s a clear plastic product that is very difficult to break. The intent is to help Rebuild Superior to the Town it deserves to be. Technology, Engineering, and Computer Information Systems Pathways at Central Arizona College PINAL COUNTY, Ariz. – The technology, engineering, and computer information systems pathways at Central Arizona College (CAC) are developed to serve the students and the needs of the community and businesses in Pinal County and beyond. The goal in designing these pathways was to provide students a flexible and equitable approach to obtaining skills and knowledge that will help them attain their education goals. The flexibility of the pathways is reflected in the various entry and exit points into and out of the technology, engineering, and
information systems programs. The equity aspect lies in providing students awareness of possible futures, which they may not have thought about, and the opportunity of low risk exploration. Students in Pinal County high schools interested in learning skills and obtaining certificates or associate’s degrees in advanced technology education can take various technology related curriculum offered at CAC. The curriculum in these fields have been carefully crafted through input from industry in the county to ensure that

students obtain skills and knowledge that will meet the needs of the employers in the county. Students within the technology area, however, will also have an opportunity to explore the possibility of entering an engineering transfer program or a computer information systems program where they can obtain certificates, associate’s degrees, or transfer. This means that technology students, with a minimum of risk, can test their ambitions and decide whether an engineering transfer program or a computer information systems program could be a better alternative for them. Similarly, students who enter engineering from high school, but find it unsatisfactory, can easily switch to the myriad of offerings in the advanced technologies or computer information systems. With CIS Network Administration, Cyber-Operations and Informatics, students have a transfer path to UA South, which they can complete without leaving Pinal County. An instructor from UA South provides face-toface instruction at CAC while another part of the program is covered with online classes. Although technology and the computer information systems are established programs at CAC, engineering is new. The engineering transfer degree uses a guided pathways approach and provides students the opportunity to complete almost two years of their four-year engineering degree at CAC. All the courses taken in the engineering pathway at CAC will be 100% transferrable to ASU and NAU. All but one course is currently transferrable to UA. This means a significant tuition savings for students and their families, which makes the engineering degree financially more accessible to many students in Pinal and nearby counties. Besides the various mathematics, science, and computer information systems courses needed for the first two years of engineering, the new engineering curriculum has a redesigned Introduction to Engineering (EGR102) course, and two new courses that are being offered in 2018. The EGR 102 course redesign provides a heavily project-based approach that integrates engineering and advanced technologies. This means that students will be able to practice the engineering design process by working with instructors in engineering and technology on various projects in diverse technical fields. This approach will expose students to both well-structured and real-world projects, broaden their perspective about engineering and technologies, help them identify areas of academic interest, and provide them a broader perspective and awareness of the vast possibilities in engineering and technology education at CAC. The new 2018 engineering course offerings at CAC also include two new engineering courses that are transferrable to Arizona State University and Northern Arizona University: (1) Digital Design - EGR120, which is a required course for electrical, software and computer engineering and computer science students; and (2) Circuits I - EGR222, a course which students in aerospace, civil, mechanical, biomedical, electrical, Continued on page 13

Superior Airport masterplanning underway In late 2016, the Town of Superior was awarded a grant from the Arizona Department of Transportation Aeronautics division to conduct a master plan for the Superior Municipal Airport. The Airport is located west of Superior off of US 60 and is home to a dirt airstrip. When the US 60 four-lane expansion construction was started, the Town used their funds from the sale of the airport easement to fund the match for the grant. Coffman and Associates were awarded the contract to complete the study. Last week Coffman and Associates hosted an open house to share their current findings on the plan. The master plan is about half way completed; the Airport Technical Advisory Committee will meet again in early 2018 and will host another public meeting for input following that meeting. The plan currently identifies three alternatives to improve the airport infrastructure in order maximize the potential uses of the airport for airplane
parking, helicopter landing zone for both tours and medical purposes and business park development. The airport property does cross US 60 to the north, that plan also includes potential land use for that area. Several aviation enthusiasts have requested that the dirt air strip remain in the plan, as it provides a unique training ground. The three alternative development plans call for the run way to be paved, but the dirt strip could be accommodated. In the past year the Town of Superior has made some improvements to the airport, at the request of the Federal Aviation Agency, those improvements have included new fencing to keep the cattle off the run way and regular grading of the runway. The Superior boys’ basketball team is surprisingly still searching for its first win of the 2017-18 season after dropping its first three games, two by lopsided margins. The Panthers’ closest defeat was at Duncan on Nov. 28 in a game the Wildkats won, 43 – 32. Junior Steven Ybarra scored a team-high 17 points to lead Superior, which is without a senior on a roster that includes six juniors, two sophomores and four freshmen. Kale Major, a junior, had six assists while Jared Moreno had a team-high six rebounds. Cedric Mendoza, Ybarra, and freshman Dominic Hernandez each finished with five rebounds in the loss. Lady Panthers drop a pair of games to start season By Andrew Luberda Copper Area News The Superior girls’ basketball team lost its first two games of the 2017-18 season against Duncan and Ft. Thomas. Junior Alexa Sandoval scored a team-high 11 points on
4-of-8 shooting from the field and 4-of-5 from the freethrow line in the Lady Panthers’ 37 – 20 season-opening loss at Duncan on Nov. 28. Hailey Neal, who had a team-high 10 rebounds, and Marlee Estatico scored four and three points, respectively. Sandoval, Estatico and Tatianna Babino pulled down six rebounds apiece in defeat.
The Lady Panthers did tally 13 steals against the Wildkats, including four by Sandoval and two each by Anisah Cardenas, Augie-Lou Hing and freshman Dolores Ramirez. Upcoming games: Dec. 7 at Bowie/San Simon and Dec. 11 at Baboquivari. Both games are scheduled for 5:30 p.m.

The original Ray Land Exchange Final EIS (FEIS) was issued by the BLM in 1999, and was approved on April 27, 2000. After 10 years of appeals and legal challenges, the Ninth Circuit Court of Appeals held that a major premise of the environmental impact analysis contained in the 1999 FEIS was flawed. Gems, Minerals & Geology at the BTA
Pinal County has world-renowned and diverse geology, including rich deposits of copper ore and gemstones such as peridot and turquoise. Learn how this came to be, and explore local geology, during a day of presentations and guided tours hosted at Boyce Thompson Arboretum (and included with $12.50 daily admission). Buy gemstones and jewelry from an array of vendors with exhibit tables set up near the Visitor Center from 9 a.m. to 4 p.m. Educational sessions begin at 9:30 in the Lecture Room with a 30-minute slideshow where professional geologist Scott McFadden explains basic principles of geology, making plate tectonics easier for all ages to understand. That’s followed at 10 a.m. when ASU Geology Professor Steve Semken will explain the origin of minerals and rocks found in the area, followed by a guided walk down to Queen Creek to interpret the rocks we find there. At 1 p.m., ASU Planetary Geologist Laurence Garvie will present a slideshow and talk about the minerology of meteorites (he curates ASU’s acclaimed collection of extraterrestrial rocks that have crash-landed on our planet); and throughout the morning Geologist Phil St. George will demonstrate gold panning. Public Notice REQUEST FOR PROPOSAL FOR DEBT COLLECTION SERVICES INTRODUCTION: The Town of Superior is requesting proposals from collection agencies willing to undertake the collection of delinquent utility accounts. Any agreement entered into as a result of this Request for Proposal (RFP) may be non-exclusive. 1.0 Definitions Contractor – the firm(s) or agency(ies) awarded a contract in accordance with the Request for Proposal. Town of Superior – the Town Council of the Town of Superior, Arizona. 1. Information required in the Request for Proposals The Request for Proposals should include the following: 1) A summary of the business, agency, or firm. 2) The name, business address, and telephone number of the individual that will act as the contact person, and the number of employees employed by the firm. 3) The years of experience the Contractor has in collections of unpaid debts. 4) The experience of the firm and staff with municipal and local government debt collection issues. 5) A copy of applicable licenses and the amount of insurance coverage that will be obtained. 6) The technical resources available to the Contractor in the pursuit of the collection of accounts. 7) A list of at least three (3) references with contact information. If the Contractor has any experience in the collection of local or municipal government accounts, please include a list of all of those local or municipal governments and include a contact person for each. 8) Information on the desired compensation for services. 3.0 Presentations by Contractors The Town of Superior may ask any Contractor to make an oral presentation and/or demonstration without charge to the Town. 1. Services Requested: The services to be performed shall include but not be limited to the following: 1) Contractor shall undertake collection of delinquent utility accounts that are referred to the Contractor. 2) Contractor must have the ability, personnel and resources for collecting in the State of Arizona. 3) Perform collection activities including, but not limited to, formally demanding payment of each collection item and/or seeking an arrangement satisfactory to the Town under which the collection item will be paid. 4) Collection shall be subject to all applicable federal, state, and local laws, rules, and regulations. 5) Contractor must be licensed to do business in its area of expertise in the State of Arizona. 6) Contractor shall maintain the appropriate insurance(s) required to perform the respective operation(s) and activities proposed as required by State Statutes and regulations. Each Contractor shall have a minimum of $1,000,000 in professional liability coverage. 7) Contractor shall maintain appropriate records, including financial records that can be audited. 8) Contractor shall provide periodic performance reports detailing individual account information. 9) Contractor shall not litigate or compromise any undisputed debt for less than its full value. 10) Contractor shall submit any disputed amount to the Town for review and research before continuing with the collection process.
11) Contractor shall refer any debt it deems to be collectible through litigation to the Town for authorization to pursue further collection efforts. 12) Contractor shall have sufficient information technology capabilities to provide the Town with detailed and timely reports indicating collection efforts. 13) The Town will review and have final editorial approval of all printed formats of collection notices and telephone scripts used by the Contractor for collection of past due accounts. 1. Contract 1) The content of this RFP, all addenda, and all provisions of the successful proposal deemed pertinent by the Town may be incorporated into a contract and become legally binding. 2) The Town of Superior reserves the right to cancel the contract without cause with a minimum thirty (30) days written notice. 6.0 Right to Audit Records In the performance of this Agreement, the Contractor shall keep books, records, and accounts of all activities related to the Agreement in compliance with generally accepted accounting procedures. All documents, papers, books, records and accounts made or received by the Contractor in conjunction with the Agreement and the performance of this Agreement shall be open to inspection and shall be retained by the Contractor for a period of three (3) years after termination of this Agreement. 7.0 Evaluation Process A Selection Committee will evaluate proposals. In addition to the materials provided in the written responses to this RFP, the Selection Committee may request additional material, information, or references from the Contractor or from others. 8.0 Awards The Town of Superior reserves the right to award the contract(s) to the Contractor(s) which the Town deems to offer the best overall proposal(s).
