LETTER TO THE EDITOR From Family First: A Powder of Magic New Year’s Day up in the high desert brought us a beautiful snowy wonderland! Clear, cold, and fresh air was there to compliment the event. Growing up back east in a small town in Ohio, I cannot count the times I have woken up to cold wintery mornings! Each time though it amazes me, I am awe struck by the beauty of it all, how does God do that? Every night that it gets cold enough, my granddaughter is messaging on the phone; did it snow? Even though she was

born and raised here in the Arizona desert, she is fascinated by the snow! As soon as she can talk her mom and dad into it, she and her brother are on their way up to grandma and grandpa’s to play in the snow. The top layer of the snow this time was a light powdery dust and the first thing she did was throw the snow in the air to watch it sparkle in the sunlight! down the hill in saucer sleds and finally snow angels to cap off the day! Some soup and hot chocolate with the last of the Christmas cookies and the day is done. As the family was all leaving, the car was loaded and everyone was in the car except my granddaughter. She was off by herself, the snow, a powder of magic again floating in the air, this time I swear it stopped for a few moments midair so my granddaughter could save the day, God does that sometimes you know! As each New Year passes, we all reflect on the past year, the good, the not so good, while we resolve to do better in the next. I think the children know better than us sometimes, just enjoy the day, take in the beauty and be amazed at what is in front of us! At Family First we thank God for a great year in 2018. We are expecting God to do great things this New Year 2019! We look to see the children in story time, to encourage the moms, dads and grandparents along with everyone who comes into our doors. We will stop a few moment to save the day! Our prayer for all is for a prosperous, healthy New Year. It will be the best ever as you have not experienced it yet. You never know what you will wake up to! God Bless, /s/ Frank and Clare Grochocki

Government shutdown affecting local communities When you pick up this article and read it on Wednesday, Jan. 9, 2019 the United States Federal Government will have been partially shut down for 18 days. The shut down comes after Congress refused to fund the $5 million dollars for a border wall and border security with Mexico. To date this is the second longest shut down and if the Government remains shut down through Saturday, it will be the longest shut down since the Clinton Administration. This shut down is beginning to have some effects on local communities that use the

services of Central Arizona Governments (CAG). The agency is the regional Council of Governments who administers federal funds from various departments such as the Environmental Protection Agency, Department of Transportation, Housing and Urban Development for the Gila and Pinal Counties and the incorporated communities in those counties. With the Government in partial shut down it has affected the the ability for those federal agencies to issue their reimbursements and funding. For CAG and the region,

Deborah Hughes, the Gila County Assessor, has announced that it is time to sign up for the 2019 Widows/Widowers or Disability Exemption. This program provides important benefits to property owners. Here’s how: Who Is Entitled To An Exemption? Some Widows, Widowers, and Totally Disabled Persons Age 18 or over, may be eligible. If Qualified, How Does One

Benefit? The “LPV Assessed Value” of your property may be reduced up to $3,965 of “LPV Assessed Value”. Is the Exemption For My House Only? No, the Exemption is applied to Real Estate first, then to a Manufactured Home or Mobile Home, and lastly, to an Automobile. What Are The Qualifications? You must be a Resident of Arizona and Total Continued on page 10

this means that the staff at CAG has been furloughed and are only working three days a week. Many local communities have projects at CAG for grant writing, which could impact meeting required deadlines. Member agencies of the CAG are looking into providing advance funding to the agency to help keep it afloat during the shut down. The City of Globe will be voting to advance funding to CAG this week. For the Copper Corridor Economic Development Coalition, their housing program that is funded by the United States Department of Agriculture is partially on hold as USDA employees are on furlough and unable to process applications and checks for the projects. The current Food Hub Expansion project through the Southern Gila County Economic Development Corporation is still moving forward but the agency is expecting that reimbursements will be delayed until the USDA is open and fully functioning. For the individual municipalities, they have not been affected significantly other than delays on projects at CAG, however for those communities who are working on larger federal grant projects those projects could be affected if the shutdown continues to go on. For those traveling, there is growing concern

about the safety of our airspace and air travel as many TSA security agents who work at the airports are working without pay and many are not coming into work. Those planning to travel by air should expect delays at local airports. As nationwide news continues to report, National Parks are closed and those that are still accessible have overflowing toilets and trashcans. Governor Doug Ducey has issued an order to keep the Grand Canyon National Park open to the public using State funding however the Tonto National Monument near Roosevelt Lake is currently closed. Employees at the Bureau of Land Management and National Forest Service are also on furloughs and for the Legends of Superior Trails Inc. in Superior that means crews working to complete the Arnett Canyon Segment are unable to complete their work. Winkelman Mayor Louis Bracamonte expressed his concerns that essential programs that fund food stamps and social security could be affected and create additional hardship on local residents of the Copper Corridor. At press time Social Security checks are not being affected but the funding for food stamps could be affected which may create additional need at local food banks in the area.

At right, quite a few families headed to Oracle to play in the snow. One restaurant in town reportedly ran out of food due to the unexpected visitors.

agriculture sales. It also highlights that the county also ranks in the top one percent in cotton, cottonseed sales, milk sales and inventories of cattle and calves. While looking over the study, District 3 Supervisor Steve Miller said that he knew Pinal County ranked high in agriculture production, the numbers were still an eye opener. “I look at these numbers and it doesn’t surprise me that we are a top supplier of milk and other dairy products in the state,” Miller said. “But you look at the nationwide numbers and you realize that we are a major player when it comes to agriculture production for the United States. Emphasis on ‘a major player’.” The study also placed the county in the top four percent of all counties in acreage for barley, corn and forage crops. “If you want to know why water is so important to Pinal County,” the Supervisor stated, “just look at this study.” In a hypothetical irrigation water loss, the University of Arizona said the effects on Pinal County and its economy would be enormous. If there were a loss of 300,000 acre feet of water, the study estimated the following: · $63.5M to $66.7M loss in gross farm-gate sales (this accounts for seven percent) · $94M to $104M loss in total county sales (farm and non-

Continued from page 5 farm sales) · $31.7M to $35M loss in county value added (this includes net farm income, profits in other industries, employee compensation and tax revenues) · 240 to 480 in full and part-time jobs lost Pinal County Economic Development Program Manager Tim Kanavel said the loss would be not only felt in Pinal County, but across the nation. “Anytime you have a stoppage or slowdown in production, prices go up,” Kanavel said. “This study shows damaging effects across the county, but the U.S. consumer would be feeling the ripple from such a cutback in water.” Statewide, the study reports that Pinal County accounts for the following: · 45 percent of cattle and calf sales · 42 percent of cotton and cottonseed sales · 39 percent of milk sales · 22 percent of other crops and hay sales “Our farming community is the backbone of our economic development success,” Todd House, Board of Supervisors Chairman said. “Many of these operations are family owned and have stayed that way for decades. They have been through the up and downs and have always supplied our county, our state and our nation with the agriculture goods we need.”

When it came to the agribusiness totals, the study found that a quarter of Pinal County manufacturing jobs are in this sector, providing 33 percent of the total manufacturing wages. The latest numbers available to the study are from 2016. During that time Pinal County’s economy was a major beneficiary when it came to the contribution of On-Farm Agriculture and Agribusiness. The study showed the following from On-Farm Agriculture: · $1.1B in sales · $372.8M in value added to the county · Nearly 5,200 full and part-time jobs Looking at agriculture and agribusiness as a whole: · Nearly $2.3B in sales · $611.1M in value added to the county · More than 7,500 jobs “I know a lot of the economic development news coming out of Pinal County has to do a lot with hi-tech and the future of transportation,” Supervisor Miller said. “But we cannot and will not forget that Pinal County ranchers and farmers plays a major role in producing the goods that feed and clothe America.” The Board of Supervisors will be considering a resolution regarding this study at their upcoming Jan. 9, regular session meeting.
