Neuss out as Superior Police Chief following Council vote, Ensley takes over as interim chief

Desire to move Police Department in new direction, ‘critical issues’ cited for decision By James J. Hodl Superior Sun David Neuss was removed as Superior’s Chief of Police after the Superior Town Council voted unanimously on March 8 to terminate his contract with the town. Replacing him as police chief on an interim basis is Sgt. Christian Ensley, a current member of the Superior Police Department. In voting to terminate Neuss, council members cited a need for the Superior Police Department to move in a new direction, including a return to basic police functions. But members also hinted that their decision was prompted by “critical issues raised during the past week.” While these critical issues were not raised at the meeting, town government had earlier released a statement, “On Thursday March 1st, we became aware of allegations of misconduct involving a commander with the Superior Police Department. We immediately contacted the Pinal County Sheriff and requested they conduct an internal investigation into the allegations. The Commander is now on paid administrative leave pending the results of the investigation. We are not at liberty to discuss any other facts or details, as this is currently under investigation.” These issues however prompted Superior government to move quickly to revamp the Police Department complete with new leadership. Being an at-will employee, the Council voted to terminate him now rather than later. Neuss had been Superior’s Chief of Police for the previous four years and had been promoted to the position from within the ranks. In addition to serving as Chief, Neuss served for several months as interim co-town manager with then Fire Chief Todd Pryor in early 2016 following the resignation of Margaret Gaston in the wake of reports then-mayor Jaime Valenzuela had misused the town credit card. Interim Chief Ensley has worked as a police officer in all but two of his adult years when he joined a relative’s software business. He has been employed by the Superior Police Department since 2015, holds a bachelor’s degree in administration from Northern Arizona University, and is bilingual (English and Spanish).

Council members voted to give Ensley a trial period through early June to prove he is up to the job before deciding whether to conduct a hiring search outside the town. Several council members indicated they would prefer promoting from within the Superior Police Department to develop a more cohesive link between police and local citizens. In other Council business, members voted unanimously to create a 4% bed tax on hotel, motel and other temporary lodging inside Superior. The tax would apply to charges made for use of such lodging. The ordinance (18-144) also creates penalties for lodgings not collecting the tax. Also approved was Ordinance 18-145 that authorizes the Superior Police Department to submit fingerprints to the Arizona Department of Public Safety for criminal background checks or current or prospective employees. The ordinance corrects ambiguity in an earlier law as applied to background checks of employees of the Superior Fire Department. The Council voted to authorized the drafting of Request for Proposal advertisements to attract investors to purchase and rehabilitate properties along Main Street owned by the town. These properties the Belmont Building and the former police headquarters. The purpose would be to revitalize Superior’s downtown area by bringing in new businesses that would attract people and generate revenue. Investors attracted by the ads would have two years to initiate a development project or the property would revert back to the town. Town Manager Todd Pryor presented the Council with the first draft of the Superior Town Budget for 2018-2019 that balances revenue sources and town expenses at $6,515,007. “Superior faces many budgeting challenges in the next year with significant increases in the cost of employment due to insurance rate and pension fund increases, and the slow increase in the minimum wage,” Pryor told the Council. He bemoaned that most of the salary increases for town employees will go to those with the lowest salaries to keep them ahead of the Arizona minimum wage, which went to $10.50 an hour this year and to $11

next year. Pryor noted that with the cleanup of the transfer station half done, it will cost Superior another $200,000 to complete. This will draw down the town’s reserves and limit the amount of revenues available for new projects. However, the town’s cashflow remains positive and cash reserves should increase slightly during the coming year, Pryor said. Working from the draft proposal, Council members are expected to create a final 2018-2019 Town Budget by June 14.

Legends of Superior Trails Inc. F

or well over two decades, several agencies and organizations have been working to develop outdoor trails and recreation attractions. It first started when staff within in the Tonto National Forest started to strategize on how to preserve and interpret the remaining ruins of Pinal City. Then the Arizona Trail completed their segments through the area. The leaders from these organizations needed connection with leaders in Superior to truly start moving their projects forward. Around 2010 with support from the Town of Superior and the Arizona Trail Organization, these passionate residents and other groups formed a subcommittee to develop a connector trail from the Picket Post trail head to the Airport in Superior. The Town of Superior also finalized an agreement with Resolution Copper to allow access to the Old US 60 Highway to the tunnel. With these two projects in place the group named their trail system “Legends of Superior Trails” otherwise known as The LOST. In 2015, the committed members of the sub committee decided to form their own non-profit organization, which allows them to apply for grants, raise funds and help further promote, build and maintain trails in and around Superior. When the new highway was constructed, the route alignment used as a Gateway Community Trail was obliterated. All was not lost (pun intended). ADOT has provided funding to the Tonto National Forest to rebuild the trail and the forest service has approved an environmental clearance to build the new Gateway Community Trail through Arnett Canyon. The new trail alignment will travel through a lush riparian area and have three access points which will allow for a variety of day hike choices along with an easy way for through hikers to travel to Superior and avoid walking along the highway. The group is also working closely with the Town of Superior to develop walking trails around the US 60 Park and further develop the trail from the Airport to the US 60 park accessing BHP property along Queen Creek. The LOST hosts one annual event each year in February along with other mini events for their members and stakeholders. You can join in on the fun and help build trails, protect them and enjoy some quality recreation activities in Superior with their members. Membership starts at $20 a year. You can learn more about

membership online at www.lostinsuperioraz.org. This year the LOST will be participating in Arizona Gives day through the Arizona Non-Profit Association. This will allow people to provide tax-deductible donations through online giving to the LOST. The LOST plans to use their funding to work on additional trail connections and interpretation. The mission of the LOST Inc: Provide Superior sustainable outdoor recreation opportunities. Their vision: LOST is Found! Superior has become Arizona’s premier outdoor recreation destination. Leading the LOST are: President Mila Besich-Lira, Treasurer Suzie Ketron, Secretary, Steve Estatico and board members: Anthony Huerta, Jim Schenck, Daren Julian, Scott Wood, Pamela Dalton-Rabago, Melissa Rabago and Pete Casillas. Ex-Officio members are: Anthony Huerta and Pablo Burghard.

Live concert, art reception Saturday at the Arboretum Celebrate St. Patrick’s Day by wearing something green – and physically BEING someplace green on Saturday, March 17! Boyce Thompson Arboretum has guided tours, a lunchtime concert by singer-songwriter Steve Holmquist, and a gallery opening from 1-4 p.m. where photographer Lisa Langell invites guests to check out her new exhibit. It’s also the second weekend of BTA’s big Spring plant sale fundraiser; guided tours around the main trail are daily this month at 10:00 a.m. Weekend walks include special wildflower walks Saturday and Sunday at 1 p.m.; a guided bird walk Saturday at 8:30 a.m., Plants-Of-The-Bible walk Saturday at 1:30 p.m., and a Tree Tour Sunday

at 1:30 p.m. Daily $12.50 admission includes live music, too. Guitarist Steve Holmquist celebrates the town of Superior and surrounding Superstition Mountains with original ballads (Superior State of Mind, Shadow of the Wind, Borrowed Time, Greasewood Flats); his songs evoke history and heritage. Steve will serenade passersby in the visitor center breezeway March 17 with a lunchtime Saturday concert from noon until about 1:30 p.m. Pickup takeout from any of Superior’s restaurants (pizza at DeMarcos or Edwardo’s; red chile burro combo from Los Hermanos - or a tasty, healthy Asian noodle dinner from Jade Grill) and dine in the open air

NOTICE OF PUBLIC INFORMATION WORKSHOP regarding the ongoing Airport Master Plan for

SUPERIOR MUNICIPAL AIRPORT Tuesday, March 20, 2018 5:30 - 7:00 p.m. Superior Town Hall Auditorium 199 N. Lobb Avenue, Superior, AZ 85173

EVERYONE WELCOME! OPEN HOUSE FORMAT....DROP IN ANYTIME For more information, please contact the Town of Superior: 520-689-5752 or Coffman Associates: 1-800-574-6334 www.superior.airportstudy.com

of bistro tables behind the gift shop. “We’re annual members at BTA and I enjoy sharing my songs and stories with others who love the gardens,” says Steve. “Picketpost Mountain, Apache Leap, and the surrounding Superstitions ... this place is so rich in history and beauty – it stimulates creativity, and I believe that with any visit to Superior or for a walk in the desert we always leave here a little better than we arrived.” Gallery Opening Saturday Acclaimed Scottsdale photographer Lisa Langell invites guests to her ‘meetthe-artist’ opening Saturday afternoon. A creative blend of her varied careers in interior decorating, photography and floral design fills the Visitor Center art gallery this month – showcasing aesthetic clean lines, dreamy, ethereal imagery, and textures within her photography and art.

Click either of the images linked at her gallery page on BTA’s website – they’re linked to a downloadable or printable coupon to visit the Arboretum on March 17 as Lisa’s gallery opening guest! “The joy - or rather, euphoria - that I find in photographing moments in nature happens at least twice for every successful image. First occurs in the field with my camera when I lose my sense of time and immerse myself and my lens in the world around me. Photographs are akin to a visual language: they communicate only when viewed by another person. My second wave of joy occurs when my work shares emotion and moments to a viewer who takes a moment to look and listen.” Read more at cals.arizona.edu/bta; connect with 10,000 fans (Arboretum staff, annual members and volunteers) at facebook.com/btarboretum
