U.S. Forest Service seeks public input on criteria for Resolution Copper mining debris tailings site

Concerns on how site would affect local life and the environment sought at two workshops By James J. Hodl Copper Area News Officials with the U.S. Forest Service and Tonto National Forest will conduct two public

workshops this month to collect information on what the public deems important with regard to mine tailings as the Forest Service analyzes alternate locations for Resolution Copper’s proposed tailings facility.

Resolution Copper’s General Plan of Operations (GPO) for a large-scale copper mine near Superior proposes that tailings (the waste material left over after processing) be pumped as a slurry to a tailings disposal facility located on national forest land between the towns of Queen Valley and Superior. The tailings facility would grow in phases, and eventually occupy about 4,400 acres (including associated structures) of national forest land. The first workshop is scheduled to take place March 21 from 5 to 8 p.m. in the Superior High School located at 100 Panther Dr. (formerly 100 Mary Drive) in Superior. The second session is set for March 22 from 5 to 8 p.m. in the Gilbert Southeast Regional Library located at 775 N. Greenfield Road in Gilbert. “The workshops are not intended as a ‘vote’ for any specific alternate tailings location,” according to U.S. Forest Service Project Manager Mary Rasmussen. “Instead, using given workshop criteria, the sessions will allow attendees to provide feedback on what they feel are the most important variables to consider for a tailings location. “This feedback will give the U.S. Forest Service a means for evaluating alternate tailings locations using stakeholder derived interests and values,” Rasmussen explained. The workshops are part of an ongoing effort to develop and Environmental Impact State-

ment (EIS) for approval of Resolution Copper’s GPO concerning proposed large-scale mining operations in the Oak Flats area. It is separate from a parallel EIS being developed concerning public use of the Apache Leap area west of Oak Flats that Resolution Copper traded with the U.S. Forest Service to secure copper mining rights at Oak Flats. Of special concern is how the modern copper mining technology Resolution Copper will use to remove copper deposits deep underground through vertical shafts by employing a technique called block caving. The method requires less blasting and drilling when compared to traditional mining. Copper concentrate extracted by this process will under the Resolution GPO be pumped 22 miles southwest along the existing Magma Railroad corridor for additional processing. Tailings left after processing will be disposed at a tailings facility 5.5 miles northwest of Superior on 4,400 acres of Forest Service land, according to Mary Morrissett, senior metallurgical specialist with Resolution Copper. At the two workshops – which are open to all members of the public – Forest Service representatives will provide updates on the EIS process, describe the alternatives development process, and solicit input on the criteria being used to evaluate alternative tailings storage Continued on page 12

Guzman Family recognized as Grand Marshals for Apache Leap Mining Parade

The Superior Chamber of Commerce has taken the opportunity to recognize many of the pioneering families of Superior, the families who have been in the community for generations, the families in which many of the local history and legends are told from. This year the Chamber board decided to recognize the Guzman Family during the 2017 Apache Leap Mining Festival The Guzman family has spanned over six generations in Superior. The matriarch of the family Manuelita Guzman is buried at the Historic Pinal Cemetery and her decedents continue to devote much time and energy to the Historic Pinal Cemetery. She is buried in the same cemetery that the famed Mattie Blaylock Earp is buried just west of town. Locals will recognize many members of the Guzman family who have been involved in the community over the years:

Albo Guzman who is a longtime business owner in the community and most will never forget the love and generosity given by the late Manuel and Mary Guzman who gave their life to serve the Catholic Church and programs like Project Happy Face/ Superior Food Bank. Manuel and Mary have several children and grandchildren who still continue to serve in the community today. The Guzman family came to Superior for the opportunity to work in the Magma Mine. They originally started in Metcalf, Arizona. Metcalf was a community near Morenci/Clifton before the open pit mine was expanded. Albo Guzman’s father, Mike started Guzman Construction in 1941 and the company played a huge role in the development of Superior and the Copper Triangle area. Several branches of the Guzman Family tree will be riding in the parade as the

Several generations of Guzman guys at a recent family reunion. Grand Marshals this weekend. The family is looking forward to celebrating this recognition and enjoying the Apache Leap Mining Festival. The parade will begin

at 10 a.m. on Saturday, March 18. If you would like to join the parade contact the Superior Chamber of Commerce at 520689-0200.

Members of the Guzman Family made the trek in 2013 to the Pinal Cemetery to view and clean the gravesite of their matriarch, Manuelita Guzman.

SunFlour Market T

he quaint coffee shop residents had been asking for has been open for nearly a year! Located at 149 Main St. in Downtown Superior is the SunFlour Market. The market features a wide variety of high quality hot and cold coffee beverages, Italian sodas, old fashioned Coca Colas along with fresh deli sandwiches and homemade soups just like your grandmother might make. The coffee brewed at the market is a specialty blend called the “Superior Blend”. The coffee is actually roasted and ground by Sky Island Roasters in Oracle, Arizona. Willa enjoys baking many of the sweets and baked goods in the shop. She does sell many other baked goods that are procured from other local bakers in addition to the baked goods that she enjoys baking. Willa and Joe Ficarra opened the store in November 2016 and the couple has been busy every day since they opened the shop. In addition to the many food, baked goods and drinks available, the market features a wide assortments of gifts, antiques, home decor and if you are looking for local art, several local artists and jewelry designers sell their wares from the marketplace. One of the things they enjoy most about having a business in Superior is serving their customers and the residents of Superior. SunFlour Market has a patio that is also available for rent for private parties or events. Every Saturday, the market hosts a Farmers Market on the patios. “About 3-4 vendors set up, depending on what is in season,” explained Willa. Willa’s advice to her fellow business owners and future entrepreneurs: “Your business becomes almost like your child, it is something you have to work on everyday. If

Happy beautiful faces at the SunFlour Market. you are going to go into business, you need to love what you will be doing,” she said.

Former Lady Panthers’ player Salcido enjoying successful transition to college By Andrew Luberda Superior Sun After helping the Superior softball team win a state title as a junior in 2015, now-graduated Gabby Salcido accepted a scholarship to play at Paradise Valley Community College during her senior season. Salcido was one of the best players in the state as a junior and a senior, as evidenced by her career .539 batting average, 26 homeruns, 27 doubles, 98 RBI, and 124 hits in 69 high-school games. The question was: How would those numbers and overall success translate at the next level? After not cracking the starting lineup in the fall, Salcido went to work. “I had to work hard for my position,” she said. “I didn’t have a starting spot for fall ball, but I worked really hard and now I’m starting at second (base).”

Salcido admitted there’s been an adjustment in moving to other side of second base from where she played in high school but she’s “getting the hang of it.” On offense, so far this season, Salcido is hitting .263 with three doubles, a homerun and five RBI for the 10 – 10 Pumas. The biggest adjustment from high school to college has been the level and intensity of competition in addition to balancing academics and athletics. A familiar face helped Salcido with the latter during her first semester at college. “My whole day is about softball now,” she said. “My first semester I was everywhere; I couldn’t plan my day out and I was struggling. But my dad talked to me, told me I needed to get it together and he taught me how to plan my day. Now I’m doing well.” As a collegiate student-athlete, Salcido says she doesn’t have much, if any, of a social life, but she acknowledged playing the sport she loves

Public Notice TOWN OF SUPERIOR Public Hearing Regarding Use of CDBG Funds The Town is expected to receive approximately $417,726 in FY2017 federal CDBG funds from the Arizona Department of Housing Regional Account (RA). The Town may also apply for $300,000 in FY2017 CDBG funds from the State special projects (SSP) account. CDBG funds must be used to benefit low-income persons and areas, alleviate slum and blight or address urgent need. A public hearing will be held 7 PM on March 30th, 2017 at Superior Town Hall, 199 N. Lobb Ave., Superior, AZ 85173 to gather citizen input on the use of the CDBG funds. Examples of possible uses include the following: 1. 2. 3. 4. 5.

Public infrastructure (e.g., water, wastewater, street improvements); Community facilities (e.g., parks, health clinics, libraries, senior or youth centers); Housing (e.g., owner-occupied or multi-family rehab, utility connections on private property, new housing constructed by a non-profit); Public services (e.g., paying the salary of an additional staff person to expand a Head Start program, purchasing a van to transport persons with disabilities, equipment and rent to start a new job training program); and Economic development (e.g., a loan to a business for job creation, microenterprise development, acquisition of land for an existing business expansion).

For more information about the hearing, grievances, or the CDBG program; or to receive assistance in formulating prospective project ideas for presentation at the hearing contact the following: Name, Title: Alan Urban, Community Development Manage Organization: Central Arizona governments (CAG) Address: 1075 S. has made a positive impact in her life. “I’ve made so many new friends,” she told the Superior Sun. “They’re going through the same thing as me, so we understand what each other is going through. When I do have some time, I’m usually at the field, hitting.” Salcido’s parents, Dora and Joseph, are her biggest fans. They attend just about all of Gabby’s games and she finds comfort in looking in the stands and “knowing exactly where they are.” Dora, who served as an assistant coach on the Lady Panthers’ staff during Gabby’s career, is watching her daughter with a different eye these days. “When we go to the games, we’re excited for her and her teammates,” Dora said. “Before it was us getting everything ready for her, but now it’s her responsibility. She’s growing up and it’s amazing to see her playing at the next level.” Indeed, it is. And with great success too.

RESOLUTION WORKSHOPS Continued from page 4

facility locations. The sessions will include a question-and-answer period. A document summarizing the scoping process for the Resolution Copper Project and Land Exchange Environmental Impact Statement (EIS) was issued on March 9 and is available online at bit.ly/2mjNsCV. The report lists concerns raised during a 2016 comment period including the views of 133,396 people who participated in the public scoping meetings and cover a variety of environmental and social criteria. Among concerns raised by the public in 2016 include if the tailings site has the potential to affect the municipal water supply of Superior and local air quality. Could the tailings have an effect on local flora, including trees such as the Arizona alder, willow, cottonwood and sycamore? Or the Arizona Hedgehog Cactus? And could the tailings bring in noxious and invasive weeds to the area? Could the tailings site likewise

endanger local wildlife, including ocelots, the Lowland Leopard Frog, and the Yellow-Billed Cuckoo? The report also lists public concerns that the entire Resolution Copper operation could increase area noise pollution, and traffic along U.S. 60 and Arizona Routes 79, 177, 88 and 24, and even the streets of Superior. A full list of issues and concerns can be found on pages 130 to 141 in the report. Persons unable to attend the workshops can participate in an online version that will be available at the project website at www.resolutionmineeis.us between March 23 and April 5. The workshops are only one step in the EIS process, so no type of decision on the tailings site will be forthcoming in the immediate future, said John Scaggs, public affairs specialist with the Tonto National Forest. “The EIS is projected for completion in late 2020, but I emphasize that is a projection,” he emphasized.

Panthers consistent in a pair of wins By Andrew Luberda Superior Sun The Superior baseball team defeated both Mogollon and Pima last week by identical 11 – 1 scores. Junior Marcos Bueno had two hits, including a triple, and drove in two runs in the Panthers’ win against Mogollon on Mar. 7. Edgar Galindo, a senior, also had two hits with an RBI. Sophomore starting pitcher Steven Ybarra picked up his first win of the season, going four and two-thirds, allowing one run on three hits with four

strikeouts and four walks. Senior Austin Navarrette pitched one-third of an inning in relief and fanned the only Mustangs’ hitter he faced. Against Pima last Friday, Edgar Galindo had a hit and three RBI while Kale Major, who earned his third straight win as the starting pitcher, helped himself with two hits and two RBI. Major, who lowered his ERA to 1.50, pitched five innings, allowing a single run on five hits with seven strikeouts and three walks. It was the sophomore’s thirdstraight game in which he fanned at least seven opposing batters.
