OBITUARIES Guadalupe B. ‘Lupe’ Bejarano Guadalupe B. “Lupe” Bejarano, 73, passed away peacefully surrounded by her loved ones on March 1, 2018. Lupe was the youngest of 7 children, born on Dec. 11, 1944 in Morenci, AZ to Anastacia and Manuel Bailon. Lupe was a graduate of Morenci High School in 1963, then attended Beauty School and worked a short time as a beautician in Duncan, AZ. It was there Lupe met the love of her life and married on June 30, 1966, prior to Lito’s deployment to Vietnam. In 2016, they celebrated their 50th wedding anniversary. Lupe was a stay-at-home mom to her three children.

When they became school aged, Lupe went to work for Coronado Elementary School as a school monitor/aide. She supported her children and grandchildren throughout the years in their many sports, clubs and fundraisers. Lupe loved her family and especially loved spending holidays and get-togethers with all her grandchildren. She was thoughtful and a very giving person. You would always find her in the kitchen cooking or baking whatever her grandchildren desired. When she was not busy in the kitchen, she enjoyed frequenting the casinos. Guadalupe is preceded into heaven by her parents, Anastacia and Manuel Bailon, and siblings, Jesusita B. Pineda, Amelia B. Serna and Jose P. Bailon. She is survived by her loving husband, Margarito “Lito” Bejarano; son, Margarito Bejarano Jr. (Beatrice) of San Manuel; daughters, Judy B. Rupio (Robert) and

Beverley Bejarano, both of Mesa; siblings, Emma LaMere (Jack) of Nebraska, Carmen Garcia of Tempe and Frank Perea Bailon of Pima; grandchildren, Angel Bejarano, Frankie Bejarano and BeDelia Bejarano, all of San Manuel, Renae Rupio, Kayla Rupio, Rhianna Rupio, all of Mesa, and Oceanana Kitchen also of Mesa; great-grandchildren, Illeanna (Illy) Bejarano of San Manuel and Baby Cesar Avelar due on March 7, 2018. Services will be held at St. Bartholomew Catholic Church, 609 W. Park Place, San Manuel, on Thursday, March 8, 2018. Viewing is at 9 a.m., Rosary at 10 a.m. with the Mass to follow. Interment will be at Valley View Cemetery in Mammoth.

Ramona Acedo Lopez, 93 years old, passed away on the morning of March 4, 2018 in Tucson, Arizona. She was born in Yuma, Az on June 30, 1924. The family moved from Yuma to Esqueda, Sonora when her mother became a widow. She grew up in Esqueda and had a wonderful childhood. She was the third child out of nine children. She married Cornelio L. Lopez, the love of her life, in 1943 and they moved to Hayden, Arizona. They were married for 63 years. She had five children, Cornelio (Cecilia) Lopez, Josefina (Frank) Zapata, Micaela (Dennis) Wasko, Gerri (Chacho) Bracamonte, Arturo Lopez (deceased) and Anita (Hector) Leyvas. She leaves behind numerous grandchildren and great-grandchildren. Monchi (Ramona) loved to do arts and crafts, especially cascarones. She was very active in the small community

of Hayden. She was a devoted member of the St. Joseph’s Catholic Church and a rosary leader. She was very devoted to her family, extended family, friends and neighbors. Her mission in life was to lend her hand to anyone in need by feeding and sewing for people. She was a very caring, loving and generous woman. She was loved by many and will be missed dearly. Services will be held in Hayden, Arizona at St. Joseph’s Catholic Church on Thursday, March 8, with viewing at 8:30 a.m., Rosary at 9:30 a.m. and Mass at 10 a.m. Following the service she will be laid to rest next to her husband at Mountain View Cemetery in Hayden. Regional forum has local economic development groups ‘talking trash’

The Copper Corridor Economic Development Coalition in conjunction with the Southern Gila County Economic Development Corporation conducted a regional Rural By Choice Forum. The topic for the forum? Blight. The communities throughout the Copper Corridor have all faced ongoing problems with abandoned and dilapidated structures and negligent property owners. Compounding the problem, each of the communities face lack of financial resources and staff resources to truly combat the problem effectively. One of the key issues that the forum addressed was the property tax valuations and the appeal process on property taxes. For several communities in the region, there are properties where the property tax valuations are appealed even when there are functional businesses on the same block. The appeal process is often conducted and granted by the state Board of Equalization, which is appointed by the Governor. The forum attendees are hoping to change that policy to allow local communities to comment or weigh in on any property tax appeals. Leaders from throughout the Corridor shared their experiences. Two panel discussions were held which included local officials sharing what they are doing to combat blight and a panel of representatives from the Arizona Department of Environmental Quality shared resources on the Brownfields grant program that is available though the agency to help assess and repair environmental problems in buildings. They also shared various resources that are available through Keep Arizona Beautiful programs. Local entities sharing their experiences were Todd Pryor with the Town of Superior who shared the current strategy

Sue Anderson with the Superior Chamber of Commerce and Michelle Yerkovich, Code Enforcement Officer with the City of Globe, both shared their recent successes in managing blight and hosting community clean ups. Mammoth-San Manuel School Board facing major decision about unification By Jennifer R. Carnes San Manuel Miner

In the face of declining student enrollment and massive reductions in funding, the Mammoth-San Manuel Unified School District Governing Board is once again facing a decision that would mothball two more campuses. The board is considering creating a centralized campus for pre-K-12. Pending final approval, all students will be housed at the San Manuel Jr.-Sr. High School. The Mammoth STEM and First Avenue Elementary Schools will be closed. The time frame? All work and the schools unified at one campus by August 2018, in time for the beginning of school. On Saturday, March 3, the board held a meeting in the district auditorium to hear from residents, parents and teachers about the proposed campus unification. A few spoke out against the unification, fearing that putting younger students with older students would create a harmful atmosphere for the more vulnerable students. Annie Martinez, a parent who lives in Mammoth, cited recent school violence at middle schools and high schools in Coolidge and Casa Grande. She is concerned that bullying of younger

students may result in injuries or even suicide. “What is the cost of an elementary school child’s life?” she asked the board members. Junior high English teacher Denise Fisher disagreed with the idea that older students would bully or harm younger students they might come in contact with on campus. “I think our older kids will rise to this,” she said. “We have good kids.” She has spoken at length with her students about the possible transition and most were excited about the prospect, asking if they could start a reading program with the younger students and whether they could help out in the elementary classrooms. “This is about helping out kids,” she said. Martinez did agree that a K-12 school could work, but that the board needed to take its time and not do everything in a couple of months. Debbie Mansager, a teacher at First Avenue Elementary School and former teacher at Mammoth Elementary School, agreed that it could be done, but not by August. “It needs to be done slowly,” she said. She suggested doing the unification in stages, leaving one elementary school open while the classrooms are renovated at the Continued on page 20

Local elementary students celebrate Cat in the Hat’s creator By John Hernandez San Manuel Miner

We looked! And we saw him! The Cat in the Hat! It was Dr. Seuss Week, Feb. 26 - March 2, 2018 and schools around the country celebrated the writings of the good Doctor and his 114th birthday, March 2.

The Mammoth Elementary STEM School celebrated with different events. On Wednesday, Feb. 28, and Thursday, March 1, community leaders read some Dr. Seuss books to the students. Sgt. kids. She read 10 Apples Up On Top. Friday, March 2, was Dress Up Day the Seuss Way where the students could wear their pajamas or wacky outfits. At First Avenue Elementary, Family Night was held on Thursday March 1. Besides reading Dr. Seuss books, there were exhibits related to his stories in different class rooms. One exhibit was based on the book, Oh, the Places You’ll Go, and featured a world map and clothing from different cultures around the world including Scotland, Germany and Mexico. Kids and parents got to go inside a portable blow up Starlab Planetarium.

Mountain Vista Cougars open softball, baseball season with a win, a loss By John Hernandez San Manuel Miner

The Mountain Vista Cougars baseball and softball teams hosted the Hayden Lobos in the first games of the season on Monday, Feb. 26. The Lobos baseball team overpowered the Cougars 15 to 1. The Lady Cougars handled the Lobo girls’ softball team easily with a 14 to 2 victory. The Cougars have a tough schedule traveling away on their next four games beginning at Superior on Monday, March 5, and San Carlos on March 7. They will not play at home until Monday, March 26, when they face Ray. The Mt. Vista Cougars softball team

Jr. Miners open baseball, softball season with a tough loss and super win By John Hernandez San Manuel Miner The San Manuel Junior High Miners baseball and softball teams opened their season at home on Monday Feb. 26, against the Superior Panthers. The baseball team had a tough opener, losing decidedly to Superior 13 to 3. The Miner girls’ softball team started their season with a bang, soundly defeating the girls from Superior 14 to 3.

Sea Lions Swimmers had eventful February During the month of February, the Sea Lions Swim Team competed in four different swim meets around the State. This is the time of year that Junior Olympics and State Championship Meets are held. To earn a spot at these meets, swimmers must achieve qualifying times

at USA sanctioned swim meets in advance of the championship meets. Over the first two weekends in February, several Sea Lions swimmers attended the Last Chance Meet in Sahuarita on Feb. 3 and the Sweet Heart Meet at the Forty-niner County Club in Tucson on

Feb. 10. Sea Lions Swimmers achieved a total of 39 personal best times at the two meets, including seven Junior Olympic Qualifying times. Ethan Kellam (12) qualified the 100 IM, Mia Dale (12) qualified the 100 IM and 50 Butterfly, and Andres Valenzuela (16) qualified the 400

time standards to enter and is one of the largest swim meets in Arizona, attracting over 1,000 swimmers from Arizona, California, New Mexico and Colorado. Sea Lions swimmers had an outstanding meet, achieving 52 personal best times in the grueling four-day event with prelims in the mornings and finals in the evenings. AJ Lopez (14) swam fast enough to qualify for the State Championship Meet in five events (100 Backstroke, 100 Breaststroke, 100 Butterfly, 200 IM, 50 Free). Mason Stewart qualified in the 100 IM. Riley Stewart (14) earned a Silver Medal in the 50 Breaststroke. Evan Apuron (14) earned 6 Silver Medals (50, 100, 200 Butterfly, 100, 200 Breaststroke, 100 Freestyle) and earned the 3rd place High Point Award. Evan also achieved his first Sectional Qualifying Time in the 200 Butterfly swimming a time of 1:59.96. Sectionals are the Championship Level that represents one quarter of the United States (Arizona is in the West Sectional for USA Swimming). The following weekend of Feb. 23-25, 10 Sea Lions attended the Junior Olympics at Cactus Pool in Scottsdale. Swimmers won seven events and achieved seven State Qualifying times at the meet while achieving a total of 35 personal best times. Ethan Kellam won the 1650 Freestyle in a State Qualifying time of 22:08.38. Ben Fister (12) won both the 200 Butterfly and the 100 IM, finished 2nd in the 200 Backstroke and 200 IM,

and finished 3rd in the 1000 Freestyle. Mason Stewart finished 2nd in the 100 Breaststroke with a time of 1:24.69 – fast enough to qualify for State. AJ Lopez had the meet of his life winning five out of the six events he swam earning state times in all of them. AJ won the 1000 Freestyle (11:20.71), 100 Freestyle (55.02), 200 Butterfly (2:21.74), 200 Backstroke (2:19.06) and 200 Breaststroke (2:36.16). After a very successful February, the Sea Lions looking forward to March with many swimmers scheduled to compete in the State Championship Meets over the next few weeks. The Sea Lions Swim Team practices in Oro Valley during November – March while the water is too cold to hold practice in San Manuel or Mammoth. Public Notice Pinal County is considering the lease of property located at 1034 E Mount Lemmon Highway, Oracle, AZ 85623 (Parcel # 308-03-127c) to Creative Community Solutions, Inc., an Arizona Non-Profit Corporation. The County is authorized by A.R.S. § 11256.01(A) to lease land to a nonprofit corporation without auction; and The Material terms of the lease are: TERM. This Lease Agreement shall commence upon execution by both parties hereto, and shall terminate ten (10) year(s) thereafter unless terminated sooner as provided below. RENEWAL. This Lease Agreement may be renewed for up to three (3) successive five (5) year periods, for a total potential term of 25 years. In order to renew this Lease, Lessee must give notice of its intent to renew 60 days prior to the expiration of the current Lease term. RENT. Tenant agrees to pay County $1.00 per year and on each anniversary date of the Lease thereafter during the term. USE OF PROPERTY. The Lessee shall use the Property to establish and maintain a community learning garden to grow fresh produce and provide community learning opportunities and to fulfill grant activities as needed. It is understood that the Tenant may also permit individual garden plots and grow produce to be sold to help pay for garden costs and sustainability. TERMINATION. Tenant shall pay for all light, power, water and sewer charges, relating to the Property, from the date of occupancy. Tenant is responsible for all maintenance and repair of the Property during the term of this Lease and any extension thereof. Upon termination of the Lease, Tenant shall surrender the Property to County in a condition and state of repair of not less than the condition and state of repair in which the Property existed on the date Tenant took possession, except with regards to County approved Tenant alterations covered in item #10 below. Tenant is allowed to remove all personal property that is not affixed at the end of the lease, including watering systems, timers, garden tools, equipment, pvc tubing, supplies, vehicles and other property as may occur. COUNTY IMPROVEMENTS. County will provide the following: Prior to Tenant taking possession, County shall: a. Re-establish electric service to the site and ensure existing lights/outlets are in operational order; b. Re-establish water service to the site and ensure existing plumbing is in operational order; c. Pump existing septic tank. Within 18 months of Tenant taking possession, County shall: Supply 50% funding (not to exceed $3,000) for a site kiosk to include historical information about Wood Field. SITE IMPROVEMENTS. Tenant is responsible for making project specific site improvement(s) which could include fencing, pvc piping, spigots and related garden irrigation materials, shade ramadas, vegetation removal, concrete slab removal and produce wash station. County will reimburse Tenant for the above improvement(s) in an amount not to exceed $15,000 Tenant shall provide documentation (receipts, invoices, quotes) to County prior to reimbursement. TENANT ALTERATIONS. Tenant shall maintain the Property in good condition and shall not alter, repair or change the Property without the prior written consent of the County. Such consent shall not be unreasonably withheld. Unless otherwise provided by written agreement, all alterations, improvements and changes shall be performed either by or under the direction of the County, but at the Tenant’s expense unless reimbursed under paragraph 9 above. Such alterations, improvements and changes shall remain a part of the Property and be surrendered with it at termination of the Lease. INSURANCE. Tenant agrees to provide, pay for and maintain, during the term of this Lease and any extensions thereof, at its sole cost and expense, a policy or policies of insurance of the following types: a. Comprehensive general liability insurance and property damage insurance with insurers reasonably acceptable to County, which shall name County as additional insured. Tenant will furnish County with certificates of such insurance and an endorsement on each such policy whereby the insurer agrees to give County at least thirty (30) days written notice, prior to the alteration, cancellation, amendment or other occurrence that in any way affects the coverage provided. The insurance required pursuant to this paragraph is as follows: Comprehensive Liability with Single Limit $1,000,000; and Property Damage of $1,000,000. b. Fire insurance covering the improvements, with extended coverage and endorsement with insurers in a form reasonably acceptable to County. Such insurance shall be in an amount of not less than 100 percent of the full replacement value of the improvements. If the improvements occupied by Tenant are partially or totally destroyed by fire or other casualty such that they are untenable, Tenant may terminate the Lease or may utilize the insurance proceeds to replace all improvements. If no such claim is timely made, forfeiture of all interest in the seized property of any person who does not so claim will be applied. A person who has failed to timely file a proper claim will not be a party, will not be represented, and will not receive further notice of any proceeding. By law, no extension of time for the filing of a claim may be granted. The Complaint, when filed by the State, may be pursuant A.R.S. § 13-4311, or it may seek relief under all of A.R.S. § 13-2314, particularly (C), (D), (E), and (F), as well as under A.R.S. §§ 13-4312, 13-4313, and 13-4314. The property was seized for forfeiture by peace officers of the Pinal County Attorney’s Office and/or other Arizona law enforcement agencies. If you have not previously received notice of its seizure for forfeiture, this is also notice pursuant to A.R.S. § 13-4306(C). Owners, interest holders and/or claimants who have filed a claim may have remedies available pursuant to A.R.S. §§ 13-4301 et seq. In some circumstances, a person claiming a lawful interest may file, within fifteen (15) days of notice of seizure for forfeiture, an application under A.R.S. § 13-4310(B) to obtain a hearing on the provisional return of the property pending the outcome of a judicial proceeding on its forfeiture. The State may refuse to release the property if: 1) the bond or cash tendered is not in an amount equal to the full fair market value of the property; or 2) the property is retained as contraband or as evidence; or 3) the property is particularly altered or designed for use in conduct giving rise to forfeiture. If you post bond or cash in lieu of the property, the bond or cash and not the property will be subject to forfeiture. If you wish to post a bond or cash in lieu of the property, you may contact the Attorney for the State. If no Notice of Pending Forfeiture is made within sixty (60) days after the seizure of the property for forfeiture, any owner or interest holder may request release of the property, pending further proceedings pursuant to the forfeiture statutes, to be commenced within seven (7) years after actual discovery by the State of the last act giving rise to forfeiture. The request should be addressed to the Attorney for the State and should show that the requestor is an owner or interest holder. If the Attorney for the State declines to authorize release of the property by the seizing agency, the request may be addressed to the Superior Court for the County of Pinal. Any attempt to hide, transfer, convey, or sell any interest in any property seized for forfeiture, or to deposit it with a third party, place it beyond the jurisdiction of the Court, diminish its value or commingle it with other property may result in forfeiture of other property of equal value. If the property is conveyed, alienated, encumbered, disposed of, received, removed from the jurisdiction of the Court, concealed, or otherwise rendered unavailable for forfeiture, these acts may constitute facilitation of money laundering and money laundering, for which you may be criminally liable. Additionally, you may be sued for the fair market value of the property together with reasonable investigative expenses and attorney’s fees, in addition to other criminal and civil remedies for fraud. Jr./Sr. high school to accommodate the younger students. But the school district may not have time. Terry Newman, the M-SM School Board President, admitted that this decision is entirely about numbers and boils down to: “How much money do we have for our kids’ education?” The school district is aging. Buildings that are considered “brand new” are actually 30 years old. Heating and cooling equipment, likewise, are aging. At First Avenue Elementary School, the A/C units are 20 years old and will need to be replaced if the district intends to keep using the campus. The cost? The district would need to replace 32 A/C units at a cost of $8,000 each for a total of $256,000. Mammoth Elementary also has its own set of issues. The administration has estimated that to bring Mammoth Elementary School to full capacity is estimated at nearly $500,000. • The A/C and heating units in the bandlab area were struck by lightning and the cost to replace is $30,000. • The gym boiler is non-repairable and the cost to replace is $50,000. • The gym coolers are not functioning at this time. One is repairable at a cost of $8,000 and the remaining ones need to be replaced ($30,000). • The cafeteria roof needs replacing. $51,000 • All of the classroom A/C units were installed in 1999-2000 and are at the end of their serviceability. The cost to replace all 36 units is $288,000. On the classrooms still in use, the district has had to replace three compressors and several fan motors. Enrollment in the district has been on a steady decline since the mine closed in the late 1990s. In 2000, when the district closed Gardner Middle School, enrollment was 1,249. Enrollment slipped to 1,100 when the district closed Avenue B. In 2009, when the district reduced

the enrollment at Mammoth Elementary School and created the STEM school, enrollment in the district was 1,049. Enrollment is now 710. Along with the decline in enrollment, there has been a significant decline in funding to the district. From 2013 to 2018, funding for the district has gone from $5,478,266 to $5,191,321, a decrease of nearly $300,000. Federal funds for special education students and Title I and II, have decreased by 10% yearly. The district, like other small and large businesses, have had to adjust for an increase in the minimum wage and increases in the costs of fuel, utilities, food, etc. The cost of running each of the facilities: • Mammoth Elementary School – $475,000 • First Avenue Elementary School – $1,400,000 • Jr./Sr. High School – $1,800,000 Unification, School Superintendent Julie Dale-Scott explained to the members of the public attending Saturday’s hearing, “puts budget money into the students rather than the buildings.” “Schools are central to this community,” Newman said. “We need to take this on as a community.” The governing board seems resigned to the unification. But the biggest question is what is an appropriate time frame. “We’re not saying that three months is a viable time frame,” Newman said, “just that it’s a time frame.” The board must make a decision at next week’s board meeting. The meeting is set for 6:30 p.m. on Tuesday, March 13, at the district office. The public will have the opportunity to address the board during the Call to the Public.
