Rep. David Cook working on bill to help small towns and counties gain additional HURF dollars For the past several years, the State Legislature has been reallocating Highway User Revenue Funds (HURF) from the Cities, Towns and Counties to fund the Arizona Department of Public Safety. This has put an extreme amount of pressure on all the communities but the smaller ones often get hit twice as hard because they have limited growth and sales tax revenue. Rep. Cook introduced HB 2514 this year into the legislature that will increase HURF funding to small towns and cities that have a population under 7,500 and counties with populations under 250,000. The bill passed through the House of Representatives and is now awaiting approval in the Senate. If approved in the Senate, the Governor will need to sign the bill.

The bill will allow for a one time boost in funding creating two funds in the HURF budget to allocated these funding increases. Rep. Cook realized early in his term that the current funding received by these small towns, did not stretch far enough for many substantial projects to be completed. His hopes is that this one time funding stream will help the small towns and counties to accomplish a significant road project or two. For the Pinal County communities of Superior, Kearny and Mammoth, this funding would be an additional boos to the $300,000 they will received from the Pinal RTA. If approved the communities of Miami, Globe, Kearny, Hayden, Mammoth, Winkelman and Superior will all see increases to their HURF budgets in the 2018-19

budget year. Each of the 44 communities that meet the population requirement will receive an additional $100,000 along with a percentage increase based on populations. This would mean an additional $134,837 for Mammoth, $107,935 for Winkelman, $114,563 for Hayden, $168,779 for Superior, $140,845 for Miami and $269,162 for Globe. Velasquez held on $2 million bond

Brittany Velasquez remains in jail following her arrest and subsequent charge of two counts of murder after her two children were discovered dead in her vehicle last week. She’s being held on a $2,000,000 secured bond. A non-witness preliminary hearing was scheduled for Tuesday, April 3, in the Pinal County Superior Court in front of Judge Henry Gooday. Last week, Superior Police were called to her residence in the 100 block of N. Richard Ave. for a report of two unresponsive children. Both children, ages 2 years old and 10 months, were found in the vehicle strapped into their car seats and pronounced dead. Pinal County Sheriff Mark Lamb, at a joint press conference with Superior Police last week, said that evidence at the scene indicated foul play. “We will be releasing more information as the autopsy and toxicology come back which will give us a clearer idea of what we’re dealing with,” said Lamb. Results from autopsies performed on the children will not be available for several months, according to Navideh

Forghani, the Public Information Officer for PCSO. Superior Interim Police Chief Christian Ensley said that the police department has had contact with Velasquez about seven or eight times over the past two years, one contact in early January this year resulting in a report to Child Protective Services. Ensley said CPS took no action

on that report. “This is a serious incident. This is a small community,” Ensley said. “This (type of case) is unheard of for us.” No other information was available at press time. Copper Area News will continue to follow this case and report as information is made available.

Supervisor Cline creates Gila County Youth Work Program Gila County Supervisor Woody Cline has been out and about attending the council meetings of communities in his Gila County supervisor district. Cline was elected to the Gila County Board of Supervisors in 2016 and upon his election, he started to learn that many of the youth in Gila County were in need of services and opportunities. He became concerned when he learned that the homeless youth population was growing in Payson and that many of the anti-drug programs were not as effective. He wanted to develop something that would create new opportunities for the youth of Gila County also developing a program that could be sustainable into the future. He used his Constituent Services funds to develop a Youth Employment Program for Gila County and expanded the program by using funds from various county employment budgets. Last year the program had 17 participants in the program. These youth worked within the County and with the Forest Service in Payson and Young. Their goal this year is to increase the program to 20-25 participants. One success that Supervisor Cline shared was a student who wanted to become a lawyer, they were able to place this young adult in a work program within the Gila County Attorney Office. Supervisor Cline’s goal is to reach as many young adults as they can with the employment program. The employment program will be held over six weeks in the Summer, the work participants will be required to attend an orientation and work readiness training. The training

will include the following subject: punctuality, attendance, presenting a neat appearance, exhibiting good conduct, showing initiative and reliability and assuming the responsibilities in maintaining a job. The program is open to all youth who reside in Gila County. Following the orientation program, the youth will be matched up with different departments within Gila County, the youth will then work within those departments. Supervisor Cline has invited the local

municipalities in Gila County to provide funding for youth in their communities and to also consider being a site host for the youth to work at. The program costs about $3,024.00 per student, which covers the cost of the employment. The youth will be paid for the six weeks they are employed though this County program. The Towns of Hayden and Winkelman were considering sponsoring students to participate as well as providing a work place opportunity.

LETTER TO THE EDITOR Please clean up after your dogs I love living in Kearny and consider it my home. To me it is a beautiful place. I also enjoy walking my dogs around the lake. It is so peaceful there. There is just one drawback. Other people walk their dogs out there too, but with one difference. I clean up after my dogs, and they do not! I have seen young couples take their kids out there and there is dog feces everywhere. Even on the footpath to the lake. I carry a plastic bag-and paper towels with me so I can clean up after my dogs. Talk to anyone that knows me or see’s me walking them. They will tell you I clean up after my fur babies. I feel it is a health issue and not a pleasant sight to see. No matter where I am, I clean up! Let me ask you all a question. “Do you want someone

else’s feces in your yard?” My guess is the answer would be NO! So why do you let them do it out there? It is a place for the entire community to enjoy. There is a sign posted regarding the leash law and cleaning up after your pets. The Ordinance is: 16-199. Maybe the Town could find a few extra dollars and put a pole and bags up. Maybe even more signs around the the lake for that very purpose. I am just one person, but have talked to other people who feel the same way. They appreciate and commend me for cleaning up after my dogs. The lake is not the only place this happens. It’s at the park and the Little League field too. Kids play in these places. Come on people!! Please be respectful of other. We as adults need to set the example for the young ones. /s/ Laura Smith

Water is Precious

ealtors say location is everything, but in Arizona water is everything. No matter where your property is, if there’s no water it’s worth zilch. This is a growing realization as Arizona continues to grow in population. The Town of Kearny is working long and hard to assure a good water future and is making good strides. The well in the foothills is now on line, and all the equipment is working fine. Even this new water, however, might not be enough for the town this summer. The Gila Water Commissioner has reported that the San Carlos Reservoir has dropped 33 feet in one year, and reserve capacity has dropped from 248,000 acre feet to 50,000 acre feet in the same period. The allowed draw for Kearny will be about half what it was last year. The new well will help, but what it can provide until the other wells come on line is an unknown quantity. Town Manager Anna Flores has kept the Town Council aware, and it responded with a call for lower water usage in Kearny through a reduction in the watering of plants, washing of cars, and other measures such as moving from grass to desert vegetation. There is a real determination to keep the municipal pool open. The last drought year was especially hard on children and young parents. The town will keep working on new water outside the Gila River jurisdiction, as well as new water infrastructure to prevent water loss. See Town Hall for a letter with more information on the situation. Every four years towns which have the Home Rule option are required to bring it up again for voter approval. Home Rule allows a community to seek financial grants, making it possible to have funds in addition to the anticipated budget. Hearings in Kearny will take place on Tuesday, April 10 and Monday, April 16 at 7:30 p.m. There are several ways to help the Teeter family, whose home was destroyed by fire last

Public Notice PUBLIC NOTICE OF HEARINGS the Town Council of the Town of Kearny will hold two public hearings on the proposed alternative expenditure limitation – home rule option as follows: April 10, 2018 and April 16, 2018 7:30 p.m. Kearny Town Hall – 912-C Tilbury Drive By order of the Town Council of Kearny, Arizona. week. Mike and Lisa Migliore have established a Go Fund Me campaign (under Kindra, Senna, and Family) and an account has been set up for donations at the Ray Federal Credit Union. The Whistle Stop Café has a donation jar, and there may be others around town. Please be generous. Thank goodness we have a fine volunteer fire department. They were on duty from 4 a.m. until late morning, and kept the fire from spreading. The Pinal County Courthouse rededication is Friday, April 13, at ten in the morning. Former Supervisor Lionel Ruiz will speak, and several Haddad family members will be on hand. There will be light refreshments. The spring Art Show sponsored by the ARTUS Group of local artists will be offered free to the public on Sunday, April 15, from 2 p.m. to 4 p.m. in the Little Galley of The Church of the Good Shepherd in Kearny. The artists will be on hand and refreshments will be served. Oils, acrylics, and pencil works will be shown. Some will be for sale. The Second Annual Golf Tournament of The Infant Jesus of Prague Catholic Church will take place Saturday, April 21, at the Kearny Golf Course. It’s a four man scramble beginning at 8 a.m. There will be other events as well, and food and drinks will be sold. Golf carts are limited, so early registration is suggested. Four telephone numbers are available for more information. All are 520 area codes: 363-7120; 665-9944; 665-1144; and 331-9236. The cost is $40 per player.
