OBITUARIES W. Wayne Babb On May 17, 1953 in Superior, AZ, W. Wayne Babb was the first child born child to Shelby Babb and Emma Babb (Cook). He grew up in Southern Arizona and attended Superior High School where he met his first wife, Cindy Goss. Wayne and Cindy had two children, Shelly (Alan) Essex and Robert (Kim) Babb. Wayne settled in Mammoth, Arizona where he met his second wife, Shawn Peters. They recently celebrated their 37th wedding anniversary. Wayne and Shawn had one son, Tyrell (Stacey) Babb. Wayne held many professions and always took what he learned from one profession to make him more successful

with the next. He was a miner, a railroad repairman, and eventually landed a job as the Head of Maintenance at Central Arizona College and where he worked since 1981. After retirement, Wayne and Shawn traveled to different places every summer. He had many hobbies of which playing music was his favorite. The list of instruments he played was long and included guitar, mandolin, standup bass. Wayne enjoyed hiking, fishing, hunting and all things outdoors, working with his hands, rebuilding cars, remodeling his home, and most importantly spending time with his family. If anyone needed assistance, Wayne would always go out of his way to help. Never sharing an ill word about anyone, Wayne truly had one of the kindest hearts of

any individual. His advice was invaluable, and he was a role model for many. He lived a life of adventure and did not shy away from trying new things. Wayne enjoyed challenges and pushed others around him to always aim high and embrace challenges of their own. Every person who knew Wayne is a better human being for it. On July 23, 2018 Wayne left behind a large, loving family that includes his wife Shawn Babb, his children Shelly, Robert and Tyrell, a brother, Robert (Laura) Babb, numerous nieces, nephews and cousins. Wayne had 6 grandchildren and 5 great-grandchildren.
Victor Borboa Victor M. Borboa, passed away July 19, 2018. The longtime resident of Mammoth is survived by his wife of 58 years, Jesusita and son, Victor Jr. Victor served in the US Army. And was a Korean war veteran. He worked at Magma/BHP mine for 41 years. He loved baseball and was a big Arizona Diamondbacks fan. He had three brothers and four sisters, Rodolfo Borboa, Jesus Borboa (deceased), Gilberto Borboa (deceased), Dora Neil, Gloria Pico, Delia Coronado (deceased), and Margarita Guillen (deceased). Services were held in Mammoth, Arizona at Blessed Sacrament Catholic Church on Friday, July 27. Obituaries are published free of charge in the San Manuel Miner. OBITUARIES Raul ‘Tony’ Lopez Raul “Tony” Lopez, 67, passed away peacefully at his home in Aravaipa on July 16, 2018. Tony was born in Ray on Aug. 20, 1950. He was a construction worker, as well as working for Kennecott Mining. Tony loved motorcycles and was an avid rider. He was a “brother” to many. Well known for his love of dogs, there was never a stray he would turn away. Tony is preceded in death by his son, Paul. He is survived by his loving wife of 50 years, Janet; three sons, Francisco Martinez of Aravaipa, Marcos Lopez and Levi Boy of Arizona; daughter, Carolyn Bakues of California; his mother and stepfather, Carmen and Lalo Casillas of Dudleyville; grandsons, Pablo, Patrick and Fernando; granddaughter, Samantha; and three greatgranddaughters. A memorial is pending.
Oton A. Villegas
Oton A. Villegas of Dudleyville passed away peacefully at the VA Hospital in Tucson on Monday, July 23, 2018. He was surrounded by his family. Oton was born Jan. 2, 1924 in Hayden. He was in the U.S. Navy and was based in Hawaii during World War II. Oton worked for Asarco for 42 years. He enjoyed hunting and golfing. Later in his life, he enjoyed gardening and his Mary Feeds Business. Most of all, he enjoyed having his large family visit. Oton is preceded in death by his parents, Manuel O. Villegas and Luisa Aguirre; his siblings, Mary Morales, Lupe Amador and Jesus Villegas; and his grandson, Alex Ruiz. He is survived by his wife of 70 years, Mary; his children, Oton (Virginia) Villegas, Lilo (Carlos) Garcia, Mary Lou (Philip) Verdugo and Art (Pat) Villegas; 17 grandchildren, 32 great-grandchildren and two greatgreat grandchildren. Services for Oton will be held at the San Pedro Valley Baptist Church In Dudleyville on Saturday, Aug. 11, at 10 a.m. Oton is already greatly missed by his family.

LETTER TO THE EDITOR Town Manager offers open letter to Mammoth residents I am writing this letter to all concerned Mammoth residents. There has been a lot of work accomplished this year by the Public Works personnel and the Mammoth Town Council. All persons need to know that all the improvements to the town were approved by our town Council. This shows what an excellent job our council is doing to improve our town with our small allotted funding. This is also the end of our fiscal year report. Water storage tank # 2 was refinished in 2016-2017 paid for with CDBG Grant Funds. Tank #1 was refinished this year using our CDBG Grant funding (Both good for 20 years). The sewer ponds aeration pumps were all repaired with one extra for a back-up. The main electrical lines were repaired and have been trouble free for over a year. Number 4 well has been converted to true 3 phase power with three new transformers installed and complete re-wiring of the well pump. Well electricity has been cut by 1/3rd. An IGA was passed with the county and a new radio tower was constructed at the sewer ponds. This new tower will give the town access to the new digital dispatch radio service in the future. A new sewer connection was installed at Cecil Trucking. The Town is now in compliance with all homes and facilities connected to sewer and water (A town ordinance). A new pump was installed at the pressure tank serving four customers. The old pump will be used as a back-up when repaired. The swimming pool showers have been repaired and all floors re-painted. The diving board was rebuilt, painted, and is now in excellent condition. For continued operation the town needs to budget and plan for a pool re-finish. The side walls are starting to disintegrate and tiles need to be replaced. One problem here is the funding. Pools are on the bottom of the list for grants. Possible grants
from casinos or Mines? The Community Center has been re-modeled and is in constant demand. New laminate flooring has been installed. More tables were purchased. The interior has been painted and we have received many compliments. The rest rooms are the next to be remodeled in 2019. The booster pump station is in good operation after new pumps, Cla-Val’s were installed. Cast iron impellors were installed on both pumps and are holding up great. We have a back-up booster pump and a back-up Cla-Val for immediate repairs if the machinery breaks down. The ball fields have been repaired where needed. Two new dug-out roofs were installed at the softball field. The back stop and bleachers have been repaired at both fields. Sprinklers have been repaired at all parks and ball fields including the soccer field. Public Works has started to re-model # 5 well. It is in need of new breaker and service panels along with the installation of true 3 phase power and should be completed in 2019. The Town Council has approved new LED highway lighting but we need to find the money to replace all high pressure sodium lights. There will be a large savings in power when completed. The town’s police cars have been maintained on a monthly basis but all three needs to be replaced with newer models. We have been replacing with used parts from old cars but the town needs to put this on the priority list. Future plans for the town are: A grant of $417K to include new electronic water meters. Also, in this grant new water main valves (approx. 275) will be purchased. This grant has been approved and will be facilitated by Continued on page 10

Hollywood Heroes & the Walk of Fame
read the news this past week about someone destroying Donald Trump’s star on the Hollywood Walk of Fame. I was more shocked by the fact that there was a Hollywood Star honoring Trump than the actual criminal act of damaging this property. To me, the Hollywood Walk of Fame was meant to honor the greats of movies, television, music and the entertainment industry. Have our standards of greatness declined that much? When I think of the Hollywood Walk of Fame, I think of the big name stars of their time both popular and talented. Names like Humphrey Bogart, Lauren Bacall, Marilyn Monroe, John Wayne, Sidney Poitier, Paul Newman, Joanne Woodward, Betty Davis, Judy Garland and so on. What’s Donald’s claim to fame? He was the producer of the Miss Universe Pageant for a number of years and he was the producer of and appeared in the NBC reality tv series. Come on, using that criteria, Stormy Daniels should have a star. She’s made more films than him and has also entertained millions. She has won Best Actress and Best Supporting actress as well

The Pinal County Sheriff’s Office has issued a sex offender notification for the Oracle area. Terry Lee Whitten has reported that he will be living in the 600 block of W. Pajaro St., Oracle. Whitten is 6’ with brown hair and hazel eyes. He is 160 pounds and is Caucasian. He was convicted in 1984 for sexual assault and was convicted through a plea bargain in 2018 of attempted address/ name change of sex offender after being arrested for failure to register with Pinal County Sheriff’s Office. He is considered to be a Level 3 offender. The Pinal County Sheriff’s Office is releasing the above information pursuant to A.R.S. 13-3825, the Community Notification on Sex Offender Law. Notification must be made when certain sex offenders are released from the Arizona State Prison, accepted under an interstate compact or released from the county jail back into the community. Offenders are categorized into three levels: Level One (low risk to the community), Level Two (intermediate risk to the
community), and Level Three (high risk to the community). The individual who appears on this notification has been convicted of a sex offense, which allows for community notification. He is not wanted by the Pinal County Sheriff’s Office at this time. This notification is not intended to increase fear; rather it is our belief that an informed community is a safer community. The Pinal County Sheriff’s Office has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he chooses. Citizen abuse of this information to threaten, intimidate, or harass sex offenders will not be tolerated. Sex offenders have always lived in our communities; but because of Megan’s Law, law enforcement is now able to share this information with you. Deputies caution that any use of this information to threaten, intimidate, harass or create an act against another person will result in prosecution.

Arizona deploys hundreds of firefighters to California wildfires The State of California is calling for help and Arizona is ready to answer that call. Recently, the Arizona Department of Forestry and Fire Management received multiple orders for personnel and equipment to head to California to help with more than a dozen fires burning there, including the two largest, the Carr and Ferguson fires. As of today, nearly 75 engines and 375 fire personnel from Arizona, including crews
from Golder Ranch, Oracle, Globe and Superstition Fire Districts, are in California on various assignments. A majority of those crews will be directly assigned to the Carr and Ferguson Fires. Others will provide local fire department station coverage, some will be assigned as initial attack resources for new fire starts, and others will preposition in anticipation of the next round of lightning forecasted for California. “These fires are taking out anything and
everything in their way, taking lives and destroying property. The fires are burning at an alarming intensity and high rate of speed. California needs more boots on the ground and the state of Arizona is committed to sending all the resources we can. We will do everything possible to assist our neighbors, but we also have to be mindful we cannot thin our resources at home. Please keep all of our Arizona firefighters, and all of the men and women

Those fees pay for the operation expenses for the dump. Any extra money is used for community betterment. These funds have been used to purchase the CERT trailer and supplies which allows the CERT volunteers to provide support for our firefighters and law enforcement during large incidents in Oracle and the southeastern part of Pinal County.

Oracle Firewise presents AED to Living Word Chapel
On Wednesday July 25, 2018, Oracle Firewise donated an Automated External Defibrillator (AED) to the Living Word Chapel. Mary Harris, President of the Firewise Board presented the AED to Mike Sloan, an elder at the church. Other Firewise members were present as well as Oracle Fire Chief Robert Jennings. Firewise will provide training for church staff in its use. They have provided AEDs for other non-profits in Oracle including the Oracle Public Library, Mountain Vista school and Rite of Passage. Pinal County helping pave the way to an Oracle adventure
It’s going to be easier to get to Arizona Zipline Adventures near Oracle thanks to a soon- to-be-completed $245,000 Pinal County road project. The final phase of the improvements to a gravel stretch of the South Mt. Lemmon Highway are scheduled to begin on Wednesday, August 8. Completion is expected about two weeks later depending on the weather, according to

Salinas says the roadwork will greatly reduce the dust associated with the current stretch of gravel road. The work on the roadway will not require lane closures, she notes, but there will be traffic control throughout the twoweek period when county employees will be operating heavy equipment. Brandon Luthy, co-owner of Arizona Zipline Adventures along with Emily Goff, advises people coming to the their business to allow for some extra time to get through the construction area. Arizona Zipline Adventures features five ziplines ranging in length from 400 feet to 1500 feet and riders attain speeds of up to 60 miles per hour. The business also offers a year- around schedule of special events, hosts teambuilding activities, and is known for its dining venue, Peppersauce Kitchen, which overlooks the scenic San Pedro River Valley.

Since the attraction opened, those seeking a day of fastmoving fun on the ziplines have had to navigate a curvy, sometimes dusty, 6.7-mile stretch of the South Mount Lemmon Highway to reach their destination. The road project was begun two years ago with the purchase of new rights-of-way. The road was realigned to eliminate many of the curves, new guardrails were installed, and drainage improved. The final phase of the project improves a mile-and-a-half dusty gravel portion of the road from where the asphalt pavement ends about five miles south of Oracle to just beyond the entrance to Arizona Zipline Adventures. Salinas says the roadwork will be done in two identical steps. First the gravel will be graded, and then a thin layer of liquid asphalt will be sprayed on the road, followed by layer of rock chips, which will be rolled flat. After a few days to “cure,” any loose chips will be swept from the road and process repeated. After the second layer of chips is spread, rolled, allowed to cure and swept, the project will be complete.

Monsoon season continues on Coronado National Forest; rain may accompany thunderstorms, lightning can ignite wildfires An active monsoon season is in full swing across Coronado National Forest, bringing thunderstorms and with them the potential for lightning-ignited wildfires. Precipitation may or may not accompany thunderstorms. “Dry” lightning without
wetting rain can ignite wildfires, as has recently occurred across the Coronado National Forest, particularly on the Safford Ranger District. Such ignitions are expected to continue until significant rainfall reaches all parts of the Forest. To
report smoke or a wildfire please call the Tucson Interagency Dispatch Center at (520) 202-2710. While some lightning-ignited fires will be immediately evident, others may remain undetected for several days until conditions become favorable for them to grow into observable incidents. Wildland firefighters are positioned across the Forest to respond to new ignitions. Fires occurring near residences, recreation sites or other “values at risk” will be suppressed. Those burning in more remote areas will be managed to accomplish land management objectives which include reducing hazardous fuel accumulations and
restoring overall forest health. Precipitation moves across southeastern Arizona sporadically. While some areas of the Forest have received rainfall, other areas have not. Significant rainfall is needed to overcome dry conditions which remain in some parts of the Forest. It is anticipated that sufficient rain will eventually fall to reduce wildfire activity and pause the Coronado’s year-round fire season. Visitors to the Forest are encouraged to always practice fire safety, during every season of the year, and to be vigilant to build safe campfires and extinguish them completely before leaving them for any reason.

CAG. Many thanks to Alan Urban and Ken Hebert for their hard work at CAG. A $30K grant has been applied for to pay for engineering costs for a USDA loan to replace all water mains in the town (PER). This is a search grant for low income towns to pay the engineer through USDA. All applications for our USDA loan/grant have been turned in for the total replacement of all old water pipes in the town. The total loan will be over $3M. Now, if approved, the town will need to consider on how to repay the loan. The RTA tax money has built up to $2.6M at Pinal Co. The town has submitted a plan to repave streets in bad repair using the $300K a year allotted to us with those tax monies. These tax funds
will be available to the town for the next 20 years. Special thanks to Councilman Sloan. Bob shows up several times a week to offer his help. He goes over the agenda and voices his concerns with myself and office staff. The town audits are caught up and were 4 years in arrears. Many thanks to Pat Walker Consulting and Colby & Powell for their management of our finances. I will be leaving at the end of this year. Contrary to uneducated belief I am not making the salary of persons working here in the past. I am making $30K less a year. San Pedro Valley Lions host international students By John Hernandez San Manuel Miner On Saturday, July 14, 2018, the San Pedro Valley Lions Club hosted 10 international students and their staff escorts. They provided a Mexican food lunch and some gifts for the students. Some knit items were provided by the San Pedro Valley Needle Group. This was the 5th consecutive year the local Lions club has hosted the students, who are part of the C. Kirby Smithe Lions Youth Exchange program. This youth exchange program allows for up to 10 students each year to visit Arizona for a two week period. The students stay with a host family which provides the students the opportunity to
observe the American way of life and the host families get to learn about other cultures. The students get to travel and experience a number of sites and communities around Arizona. In 2018 they will be visiting the areas of Nogales, Bisbee, Tombstone, Globe, Sierra Vista/Ft. Huachuca, Morenci, Sedona, Flagstaff, Kayenta, Monument Valley, Holbrook, Tucson, Grand Canyon, etc. Along the way, they meet with local Lions clubs who provide meals and entertainment for them. This year’s students and their countries of origin follow: Eric Sundsov, Norway; Eyal Kapon, Israel; Marie Lourioux, France; Matias Lintala, Finland; Josefine tho Seeth, Germany; Florent Vanden Bergh, Belgium;

ARTICLE II The time of commencement of this corporation shall be the date that the Articles of Incorporation are delivered to the Arizona Corporation Commission. The corporation shall have perpetual existence. ARTICLE III The known place of business of the corporation shall initially be 3502 N. The social club is intended to be an organization exempt under Section 501(c)(7) of the Internal Revenue Code and Regulations as may now exist or as may hereafter be adopted and an organization to which contributions made are deductible under Section 170(c)(2) of the Internal Revenue Code and Regulations as may now exist or as may hereafter be adopted. Without limiting the foregoing, the initial and planned business of the company will be to operate a social club which promotes pleasure, recreation, social activities and other charitable purposes. ARTICLE V Notwithstanding any other provision of these Articles, the corporation shall not carry on any act or activities or transact any business not permitted to be carried on (a) by a corporation exempt from Federal Income Tax under Section 501(c)(7) of the Internal Revenue Code and its regulations as that Section and regulations now exist or may hereafter be amended or under corresponding laws and regulations hereafter adopted, or (b) by a corporation contributions to which are not deductible under Section 170(c)(2) of the Internal Revenue Code and its regulations as that Section and regulations now exist or may hereafter be amended or under corresponding laws and regulations hereafter adopted. No substantial part of the activities of the corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the corporation shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office. ARTICLE VI No part of the net earnings of the corporation shall inure to the benefit of, or be distributable to its members, directors, officers, or other private persons, except that the corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purpose of the corporation. The corporation shall have all the powers of a non-profit corporation as provided by the Arizona Revised Statutes relating to non-profit corporations. ARTICLE VII Upon dissolution of the corporation, the Board of Directors shall, after paying or making provision for the payment of all liabilities of the corporation, dispose of, deliver or distribute all of its assets to an organization or organizations organized and operated exclusively for the recreation, health and social purposes, which shall at the time qualify as exempt organizations under Section 501(c)(7), of the Internal Revenue Code of 1954 and Regulations as may at that time be in effect, or shall be distributed to the federal, state or local governments for a public purpose. ARTICLE VIII The Bylaws of the corporation shall govern the conduct of the affairs of the corporation. The corporation shall not have members, but instead shall be governed by a selfperpetuating Board of Directors. The eligibility requirements, obligations and rights of the directors shall be as provided in the Bylaws. The power to alter, amend or repeal these Articles of Incorporation and the Bylaws or to adopt new Bylaws shall be vested and reserved to the directors as specified in the Bylaws. (2) for any violation of ARS 10-3833, or of any future corresponding version of such statute, pertaining generally to a distribution of the assets of the corporation, or (3) any transaction from which such person directly or indirectly derived an improper benefit. ARTICLE XI The Board of Directors shall be comprised of the number of persons fixed by the Bylaws, but shall not be less than two, nor more than fifteen. The Board of Directors of the corporation shall have the power to elect a successor Board of Directors in such manner, subject to such qualifications, and upon such terms and conditions and with such rights and privileges, including voting rights, as may be provided from time to time in the Bylaws of the corporation and as are not inconsistent with any provision of these Articles of Incorporation. Attorney’s Office has gone to the dogs Recently, the Pinal County Attorney’s Office began production on a video featuring the newest member of their staff, Pilot: a nationally certified Service Animal that has been trained and approved to work in all facilities and in public. Debbie Boyle, his caregiver and handler, has had him for two-and-a-half years and is a Victim Advocate in the Victim Services Division.Pilot is a member of Court House Dogs Foundation and has met all standards set by Assistance Dogs International. He will accompany victims in the courtroom, thereby alleviating fear and anxiety experienced in such a setting. Pinal County Attorney, Kent Volkmer, said, ““Science has proven that allowing individuals in high stress situations to interact with facility animals can help to provide comfort, decrease anxiety and release endorphins that have a calming effect. Science has also shown the simple act of petting an animal produces an automatic relaxation response.” Pilot will be available for both children and adults. He has been meeting the judges in Pinal County and has been warmly welcomed.

The Living Word Chapel Vacation Bible School Mega Sports Camp was a hit this summer. The camp was held from July 23 – 27 and featured basketball, baseball, cheerleading, and track.
