Superior Police Report
According to state law, police may arrest suspected offenders by two methods. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven guilty in a court of law. Only criminal citations are listed. All damage amounts are estimates. Items are given to The Superior Sun by the Superior Police Department and reflect information available at the time the report is compiled. Activity listed July 12-25 July 13 Jerlynda L. Sanchez, 41, Ft. Apache, was arrested at milepost 227 on Hwy. 60 and was charged with driving on a suspended license. She was cited and released. An accident on private property was reported in the 500 block of Hwy. 60. July 14 Daniel R. Alvarado, 52, Superior, was arrested in the 400 block of Highlands Dr. and was charged with aggravated harassment and false reporting to law enforcement. He was transported and booked into the Pinal County Jail in Florence. July 16 A hit and run accident was reported in the 300 block of

Bridge St. Edward C. Contreras, 53, Superior, was arrested in the 100 block of Sunset Dr. and was charged with aggravated domestic violence. He was transported and booked into the Pinal County Jail. July 17 Violation of a court order was reported in the 100 block of Lobb Ave. July 18 Benjamin D. Duarte, 38, Superior, was arrested in the 800 block of Brown St. and was charged with allowing an unauthorized minor to drive. He was citied and released. July 19 Erica J. Robles, 38, Superior, was arrested in the 100 block of Kellner Ave. on three failure to appear warrants issued out of the Pinal County Sheriff’s Office and one failure to appear warrant issued by the Arizona Department of Public Safety. She was transported and booked into the Pinal County Jail. July 20 Vehicle theft was reported in the zero block of Pinal Ave. Blaine Wesley, 40, Peridot, was arrested in the 400 block of Main St. and was charged with promoting prison contraband, theft of services and disorderly conduct. Clean Up on Aisle 9 … Progress Made T
his update will be a little longer than a minute to read. It has been a long while since I have written an update. I am a proud member of the Superior Optimist Club; one of the reasons I enjoy my membership with this international organization is because of the Optimist Creed. There is a line in the Creed that says, “Forget the mistakes of the past and press on the greater achievements of the future.” It is not always easy to forget mistakes, but the one thing for certain is that we must learn from our mistakes and then we move on, with intention and integrity. Our Town Staff and Town Council has been working diligently to move forward and fix many problems our Town has been facing. Those issues have included
mounting HURF and Excise Tax Debt and major infrastructure problems at our Waste Water Treatment Plant. There was a huge pile of asbestos-contaminated trash at our Transfer Station and our finance department needed an overhaul to prevent future financial mismanagement. Superior sure experienced many organizational stresses during the great recession that helped to create some of these critical problems. But one thing for certain, our Town never gives up. Even during our worst times, our local non-profits like the Chamber, LOST and Optimist Clubs kept working to maintain many important activities in our community. I am proud to announce that this week our Transfer Station is finally cleaned up. The Town was facing hefty fines from ADEQ if we did not get this problem

resolved. With a tremendous amount of hard work by our Public Works crew and inmate labor, the transfer station is now completely cleaned. We completed this project eight months ahead of schedule and $50,000 under budget. Roads: everyone is frustrated with the potholes and aging roads in our humble town. Even our young drivers share their frustration about the condition of our roads. One of the reasons our roads are in such bad shape is that there was not a focus on keeping up with regular road maintenance. For almost four years, the State of Arizona was withholding our Transportation Excise Tax funds because the Town did not develop a repayment plan to pay the funds that were misspent. The HURF/Excise Tax funds should have been used for ongoing road maintenance. Earlier this spring, we were able to prove that we had repaid our Excise tax debt, and finally the $400,000 which was being held in suspense was paid to the Town. Town Administration used that funding to purchase better equipment which Continued on page 13

Nora Miramon has been a friendly face at the Superior Town Hall for 12 years. In 2006 she was hired to be a Customer Service Representative, she also held the role of Deputy Town Clerk and also provided administrative support to the Superior Police Department during her service to Superior. Nora is retiring after serving in the capacity of Deputy Town Clerk. In this position she was responsible to managing the cemetery, keeping minutes at town meetings and also assisting the Town Manager/Clerk with elections and other administrative support to the Town of Superior. Maintaining all of the town’s records was another critical responsibility that entailed filing and preservation of the Town records. “I really enjoyed working with our residents and customers,” said Nora. It is one of the things that she will miss most about working for the Town. Nora also helped many families in their time of need, when they were planning funerals for their loved ones. The most difficult part of her job, she explained was managing the Clerk duties. “There are so many details and they have to be just right,” she explained. Nora has worked with three different Mayors and several Town Managers, and said she is glad to see so many good things happening in Superior, these days. Nora is looking forward to spending time with her husband Freddie and enjoying their retirement together. She’s hoping to be able to spend more time with her grandchildren and their families as well. First on the agenda for Nora and Freddie will be spending some time in the cool country and maybe a ride on the Grand Canyon Railway in Williams, Arizona. Thanks, Nora, for your service to the community and congratulations on your retirement.

Kearny Elks helping schools with donation for supplies The Kearny Elks Lodge recently donated a total of $750 to local elementary schools in Kearny, Superior, and Hayden-Winkelman. Past Exalted Ruler Frank Buso presented a check of $250 to be used for classroom supplies to the principals of each school; Rochelle Pacheco of Ray Elementary in Kearny, Ken Major of John F. Kennedy Elementary in Superior and Pam Gonzalez of Leonor Hambly K-8 in Winkelman. Elks National Foundation instituted a one-time Anniversary Grant program to celebrate the 150th anniversary of the Elks through service to the community. All Elks lodges nationwide were eligible to apply for the $1,500 grant and use the funds for a charitable purpose such as relieving the poor and advancing education. At Easter this year Kearny Elks used the remaining $750 of the grant to provide 28 food boxes to area residents. Elks member Rod Chase worked with Norm’s IGA to secure special pricing for the food boxes which allowed the Elks to distribute 20 food boxes to our neighbors in need. Because the grant program was so successful with Elks Lodges helping communities nationwide, the Elks National Foundation is continuing the program this next year.

Using technology to advance toddler and preschooler learning SAN MANUEL (July 25, 2018) – For families of babies, toddlers and preschoolers, saying no screen time is easier said than done. Technology isn’t going away and neither is the desire to make sure that kids are prepared for a world filled with computers at every turn. The American Academy of Pediatrics recommends no exposure to screens for children under 2 years old. But as the child gets older, families can use technology and
interactive media to support learning and, ultimately, relationships. By managing screen time and choosing developmentally appropriate technology, adults can actually extend children’s learning, according to the National Association for the Education of Young Children and the Fred Rogers Center for Early Learning and Children’s Media at Saint Vincent College. It’s important to note that not all technology is
equal when it comes to use with young children. Early childhood organizations make distinctions between passive, non-interactive technology such as certain television programs and DVDs versus age-appropriate websites, phone apps and television programs that allow for the child to be active, create, think critically and problem solve. “A great alternative to media use that is non-engaging, such as a child sitting alone watching a television show, is to use an app or
other technology that involves age-appropriate learning and allows parents to engage their children in conversations that grow their vocabulary or allow for an exploration of the senses,” said Kelly Lubeck, First Things First program manager for family support and literacy. Judge Arnold Estrada recently announced his candidacy for re-election as Justice of the Peace for the new justice court precinct that covers East Pinal County, including Queen Valley, Superior, Kearny, Dudleyville, Mammoth, San Manuel, Oracle, SaddleBrooke Ranch, SaddleBrooke, and Eagle Crest, also known as Precinct #5. “It is important that we have someone who knows the issues that affect our communities,” Estrada said, “plus the management skills, respectful personality, and sound judgment to run a court.” Estrada has served nearly 12 years as a justice of the peace and received extensive judicial training from the Arizona Judicial College. He is experienced with deciding cases but also for managing the administration of the justice court; and as a cost-saving measure, he has performed the same functions as the city judge for Mammoth. ·”As an active member of our community, who raised his family in San Manuel, worked in mining and smelting, and later in public service, I have seen first-hand the problems our communities face every day; and as a Judge, I am grateful for the privilege to help protect our community and especially our senior citizens, the young, and the vulnerable,” said Estrada. Before becoming a judge in 2006, he served in the Pinal County Attorney’s Office for several years, focusing on elder abuse issues, where he gained the attention of former Governor Janet Napolitano, who honored Estrada with a Distinguished Service Award. He also became a member of the Arizona Crime Prevention Association and the Eastern Pinal Regional Coalition Against Domestic Violence, and he graduated from the National Crime Prevention Institute and served as a mediator for the state Attorney General’s Office. During this time, Estrada is also credited
with helping to bring a dialysis center to the area and worked to secure RICO funding for organizations throughout Eastern Pinal County, including numerous school programs, such as after school programs, baseball, softball, and archery. Estrada’s record of public service is long and distinguished, including volunteer service for seven years on the Mammoth-San Manuel School Board, coaching Little League for 17 years, and honorably serving in the United States Army. According to Estrada, what is most important in his life are his faith and his family. He is an active member of St. Bartholomew’s Catholic Church in San Manuel, where he has been a Cursillista since 1981. “I am blessed to be a husband, father, grandfather, and great-grandfather,” said Estrada. “I am also pleased to announce the endorsement ofUSW Local 915, Asarco workers.” “I know there are a lot of issues that kids and adults are dealing with at school and at home. Many times when a person appears before a judge, it becomes a matter of guidance, sometimes a firm hand, sometimes a gently nudge.” Judge Estrada will be on the ballot for the upcoming primary election on Aug. 28, 2018. “I am proud of my service to my community and my Country,” said Estrada, “and I humbly ask for the opportunity to continue to serve as your justice of the peace in the new Justice Precinct #5; I greatly appreciate your vote and support.”

Arizona deploys hundreds of firefighters to California wildfires The State of California is calling for help and Arizona is ready to answer that call. Recently, the Arizona Department of Forestry and Fire Management received multiple orders for personnel and equipment to head to California to help with more than a dozen fires burning there, including the two largest, the Carr and Ferguson fires. As of today, nearly 75 engines and 375 fire personnel from Arizona, including crews
from Golder Ranch, Oracle, Globe and Superstition Fire Districts, are in California on various assignments. A majority of those crews will be directly assigned to the Carr and Ferguson Fires. Others will provide local fire department station coverage, some will be assigned as initial attack resources for new fire starts, and others will preposition in anticipation of the next round of lightning forecasted for California. “These fires are taking out anything and
everything in their way, taking lives and destroying property. The fires are burning at an alarming intensity and high rate of speed. California needs more boots on the ground and the state of Arizona is committed to sending all the resources we can. We will do everything possible to assist our neighbors, but we also have to be mindful we cannot thin our resources at home. Please keep all of our Arizona firefighters, and all of the men and women
working these fires in your thoughts,” said State Forester Jeff Whitney. The 98,000-acre Carr Fire, burning in Shasta County, has forced the evacuation of more than 30,000 residents and destroyed nearly 1,000 structures. The Ferguson Fire, burning near Yosemite, is nearly 57,000 acres and is 30% contained. Arizona firefighters are also supporting other states, including Montana, New Mexico, Nevada, Oregon, and Washington.

Superior-Kearny Justice Court The Superior-Kearny Justice Court and the Superior Municipal Court will be moving to 355 Alden Rd to the Kelly Haddad Justice Center in Kearny, beginning May 21, while the building located at 60 E. Resolution Copper to remove hazardous materials from West Plant; abatement work from historic mining activity enters next phase Superior, Ariz. — (July 27, 2018) As part of the ongoing reclamation work at Resolution Copper’s West Plant site, activities to remove hazardous materials from smelter buildings, including asbestos, will begin Monday, Aug. 6. Resolution Copper submitted formal notification of its abatement plans to Pinal County Air Quality Control District last week. Work crews will be using mobile equipment, and trucks. These vehicles associated with abatement activities, which are scheduled to occur weekdays from Aug. 6 through Sept. 14, will use the site’s rear entrance in order to minimize disruption to downtown traffic. The health and safety of workers and the community is the highest priority. In order to ensure that all work is done in the safest manner possible, abatement of hazardous materials from buildings slated for removal is an important step prior to demolition activities. In the notification provided to Pinal County, Resolution Copper identified the mechanisms for removing the materials containing asbestos from the smelter buildings, along with the specific measures the company will take to prevent emissions of asbestos into the air during the work. “We are focused on completing this work in a way that protects the health of our workers and our neighbors in Superior,” said Dr. Casey McKeon, Resolution Copper Environmental
