It gives me a great sense of pride to be introducing the Copyright Agency’s second Reconciliation Action Plan.

The Copyright Agency’s vision for reconciliation is to connect and engage with Aboriginal and Torres Strait Islander creators, organisations and communities to develop strong, mutually-beneficial relationships that will increase cultural education, knowledge of rights and respect for creators. We do this, particularly, through the licensing of words, artworks and images, and the payment of the resale royalty right to artists.

First Nations artists, authors and publishers are our members and we support them by ensuring they receive fair payment when their works are reproduced within education, in government and commercial settings and when their artworks are licensed or resold, through the resale royalty right. Over 64% of the artists receiving resale royalties are Aboriginal and/ or Torres Strait Islander artists – the majority in remote and regional areas – and they have received 38% of the more than $5m of royalties generated by the scheme so far.

We have also provided a platform for Aboriginal and Torres Strait Islander authors and illustrators to reach at least 3.8 million school students through our Reading Australia initiative. Fifty-six books by Aboriginal and Torres Strait Islander writers or illustrators are promoted on the site, 26 of which are linked to specially-written free resources for teachers.

And, by the end of 2018, there will be another 14 resources added to the site, a 50% increase.

Our Cultural Fund, too, provides significant support to Aboriginal and Torres Strait Islander artists and organisations. In 2016–17, $128,000 went to organisations and individuals including Queensland Theatre Company’s New Work Residency program which saw Cairns actor Jimi Bani (Mabo, The Straits, Redfern Now) develop the play, My Name is Jimi, and author Sally Morgan begin work on a collection of stories in verse examining the effects of colonisation on Aboriginal peoples.

Our first two year RAP, from 2015-17, was developed across the business and implemented in the spirit in which it was developed – with diligence, commitment and respect. We have reported on its outcomes to Reconciliation Australia.

This new plan outlines the specific commitments we are making as an organisation, as well as the measurements for implementation and the successful operation of the initiative.

The vitality of Aboriginal and Torres Strait Islander cultures is necessary for a modern, successful Australia and we support the development of projects which benefit Aboriginal and Torres Strait Islander communities and provide opportunities that promote the creators, their works and achievements.

Our RAP will assist us in keeping our focus constant, and growing and building on vital relationships with community partners and leaders.

Our business The Copyright Agency is a not-for-profit rights management organisation that enables the use of text and images in return for fair payment to writers, visual artists and publishers. We connect users and creators of content, providing licences for the use of copyright material such as text, images, art and survey plans, and we manage the education and government licences, as well as the resale royalty scheme for artists (by Government appointment). Our members commit 1.5% of revenue every year to our Cultural Fund, a philanthropic initiative which provides vital grants to enhance the profile of Australian creators and supports our dynamic writing, publishing and visual arts sectors. We represent more than 5000 Aboriginal and Torres Strait Islander visual artists and work with more than 40 Aboriginal and Torres Strait art Islander centres.

Our mission is to provide simple ways for people to reproduce, store and share words, images and other creative content, in return for fair payment to creators.

After a successful five-year Services Agreement, the Copyright Agency and Viscopy formally merged on 30 November 2017.

This change was overwhelmingly supported by the membership of both organisations who voted for the change, and will mean more revenue to Aboriginal and Torres Strait Islander visual artists through reduced administrative fees.

The Copyright Agency provides a national Aboriginal and Torres Strait Islander education program for Aboriginal and Torres Strait Islander artists and writers, which provides practical skills for the protection, documentation and remuneration of their creative works. The agency provides information on copyright, moral rights, licensing, the Resale Royalty Right and opportunities available through the Cultural Fund. We have travelled to many regional, remote and urban communities across the country, delivering our program to inform and benefit Aboriginal and Torres Strait Islander artists and writers.

Our vision Our administration of the Resale Royalty scheme for visual artists delivers real benefits to Aboriginal and Torres Strait Islander artists, especially in remote and regional Australia and our Reading Australia initiative provides students and teachers with access to a wide number of text by Aboriginal and Torres Strait Islander writers and illustrators.

The Copyright Agency’s Cultural Fund supports projects that benefit Aboriginal and Torres Strait Islander artists, writers and publishers. The Cultural Fund was set up in 1995 by the Copyright Agency’s Board to enhance creative projects in the creative community. The Constitution allows for 1.5% of Copyright Agency ‘s revenue to be allocated to the Cultural Fund. In 2017, nine projects were supported by the Cultural Fund that promoted engagement with Aboriginal and Torres Strait Islander cultures, including a three-year commitment to the National Indigenous Story Awards and to the Art Gallery of New South Wales’ outreach education program ‘HOME: Aboriginal art in NSW’.” For more information on our Cultural Fund, please visit: copyright.com.au/culturalfund/ The John Fries Award is our annual $10,000 emerging visual artist prize and many Aboriginal and Torres Strait Islander artists have been finalists such as Vincent Namatjira, Kittey Malarvie, Maureen Baker, Jason Wing and Ben Ward. These artists have had notable success in their careers after exhibiting in the John Fries Award.

The Copyright Agency employs approximately 100 staff; and has one Torres Strait Islander staff member and one Aboriginal Board Director.

Our organisation is national, reaching out to members across all regions and internationally from our Sydney based office.

Our RAP

Our reconciliation journey to date

This Reconciliation Action Plan (RAP) was developed with the support of the Copyright Agency’s Board and management team. We also acknowledge the support of Reconciliation Australia.

To ensure we are respecting Aboriginal and Torres Strait Islander peoples and cultures, the Copyright Agency uses and promotes an Aboriginal arts protocols document developed by the Aboriginal and Torres Strait Islander Arts Board at the Australia Council for the Arts. As a part of this protocols document, the Copyright Agency’s CEO has committed to opening all significant events with an Acknowledgment of Country.

Creating an integrated RAP for our organisation gives us the opportunity to make our engagement more effective with the many Aboriginal and Torres Strait Islander creators in the arts and literature community.

A working group of committed staff members and managers drawn from across the company developed and helps implement the plan. The members of our working group are: 1. Our Reconciliation Action Plan champion, who is responsible for driving internal awareness and engagement, is Rosanna Arciuli, Member Communications and Stakeholder Relations.

We have an Acknowledgement to Country displayed prominently in the reception area of our office to remind our guests and employees of the importance of using and understanding Aboriginal and Torres Strait Islander protocols and to pay their respects and acknowledge Traditional Owners past, present and future.

As Copyright Agency works with so many Aboriginal and Torres Strait Islander artists and writers, we believe that having a Reconciliation Action Plan is crucial for providing culturally appropriate services to our members and promoting their works to the wider community. We have experienced a very positive response to internal events and communications connected to our Reconciliation Action Plan. In 2017, the three solus newsletters sent to staff saw a sixty-five percent engagement rate, while our morning tea fundraiser for Indigenous Literacy Day was attended by thirty percent of staff raising over $250 for the Indigenous Literacy Foundation. Based on a recommendation from our Reconciliation Action Plan committee, the Indigenous Literacy Foundation has become one of three nominated charities for our Workplace Giving scheme.

We organised 2 staff events for the 2018 National Reconiliation Week. In May, Copyright Agency member Larissa Behrendt, Chair of Indigenous Research at UTS, spoke to staff at a morning tea event about her new documentary film After the Apology. We then held a free exclusive screening of the documentary for staff. Staff also organized an educational quiz celebrating the history of reconciliation in Australia.

Copyright Agency’s Cultural Fund provided WA Indigenous publisher Magabala Books with a grant of $33,550 in 2018 to deliver specially created teaching resources for 15 Indigenous stories, via the agency’s Reading Australia website, in partnership with the Australian Literacy Educators Association. The Copyright Agency believes Aboriginal and Torres Strait Islander Histories and Cultures is a cross-curriculum priority in Australian schools.

National education program The Copyright Agency provides a national education program for Aboriginal and Torres Strait Islander artists and writers, which provides practical skills for the protection, documentation and remuneration of their creative works. We have travelled to many regional, remote and urban communities across the country providing information on copyright, moral rights, licensing, the Resale Royalty Right and opportunities available through the Cultural Fund.
