City Manager Erdal Dönmez to retire In January, Erdal Dönmez announced his retirement, effective late April. Dönmez was appointed City Manager in November 2010 after serving 10 years, first as Assistant City Manager and then as Deputy City Manager. “On an exciting, and rather sad note on my part, is my announcement to retire. I’ve been working 17 years in Coral Springs and 16 years prior to that in the City of Miami. I believe there is no perfect time to retire, but this is probably as good as it gets. I’m very humbled and proud to have been your City Manager. I want to thank all of you – the Commissioners and senior staff. I truly enjoyed working with all of you.” The City Commission accepted his resignation with regret but thanked him for his years of service. “You took the City from an unstable position in the midst of a recession and brought it back to being one of the best cities around. We refocused on making improvements, on Under the Sun • Spring 2017
cleaning up the City, making it a better place to live and that’s unbelievably commendable. I want to thank you for your years of service to the community,” Vice Mayor Dan Daley said. Dönmez also expressed his appreciation to the City employees, who deliver exemplary service to the public. “I believe that in the past 17 years, I learned much about myself, the community and how to manage an organization with a budget in excess of $200 million. On top of that, it was the most difficult of economic times. It was a huge responsibility and I believe with everybody’s help, we managed to make the City, in almost every area, equal or better to pre-recession levels of service. I’m so grateful to have the Commission and staff working in harmony. We are truly an example to public and private organizations, and I am very proud to say that,” Dönmez added. The City is currently conducting a nationwide search for a new City Manager.

Building our Future Fire Stations 43 & 95 are two of the many projects funded by the $12.45 million Public Safety General Obligation Bond that voters overwhelmingly approved at the November 2014 election. The bond was also used to build a permanent Safety Town Building, upgrade the public safety communications system and renovate the Crime Scene Investigation Building. “Most public safety projects are now complete or very close to opening their doors,” Mayor Skip Campbell said. “All of this new infrastructure impacts our City’s ability to better deliver services.”
Upgraded Public Safety Communications System ($5.5 million) The first project completed was the new digital P25 communications system, replacing outdated dispatch equipment for 911 calls and improving Police and Fire radio and GPS coverage to keep them – and the community – safer. Renovated the Crime Scene Investigations Building ($950,000) It didn’t take a detective to figure out this top-performing team of crime scene technicians needed more space. The renovated building broke ground in May 2016 and was completed in November.
Rebuilt Fire Stations ($5.1 million) The ribbon cutting ceremony for Fire Station 43 took place in March. Station 95 is nearing completion, opening in April. Firefighters will serve the community from updated buildings designed for the needs of today’s first responders.
Created a permanent Safety Town Building ($900,000) It took 11 months, and now this beautiful building in Kiwanis Park is a safe place to deliver a fun and educational experience for the City’s preschoolers and elementary-aged students. In addition to learning fire safety, kids also receive training on bicycle, pedestrian, canal and animal safety. The summer Safety Town program will continue its tradition in this new facility. A free CPR smartphone app called PulsePoint is now available for Coral Springs and Parkland residents. This smartphone app uses sophisticated locationbased services and notifies subscribers who have indicated they are CPR trained that a sudden cardiac arrest event is nearby. The alert is triggered by our 9-1-1 center at the same time that Coral Springs Firefighter/ Paramedics are dispatched. “For each minute that CPR or defibrillation is not given to a cardiac patient, their chances of survival decrease by 7 to 10 percent,” Fire Chief Frank Babinec explained. “While the Fire Department has an impeccable response record, seconds can save lives. This is why we are reaching out to residents and local business owners to help us in cases of cardiac arrest.” The app uses advanced GPS technology to notify subscribers within a quarter mile of a cardiac arrest event and where the closest automated external defibrillator (AED) is located. “We encourage anyone who is CPR trained to download the app,” Babinec said. “You could help save a life.” The app is free and is available for download for both iOS and Android devices. Code Compliance is here to help Community aesthetics are a top priority in Coral Springs. That’s why our Code Compliance Division is working hard with residents, property owners and businesses to keep properties up to code. Code Compliance looks for common violations related to landscaping, building maintenance and general upkeep. Awareness of these common violations can have a positive impact on property values and the community’s image. “Our community has high standards when it comes to aesthetics and we want to partner with residents and businesses to keep property values high,” Code Compliance Manager Jaci Foster said. Code officers provide coverage citywide seven days a week. Officers are available on weekends to meet with residents. Residents can also report issues and code violations at their convenience, along with a photo and GPS location using the myCoralSprings app or by visiting CoralSprings.org/help. Requests are automatically routed to the Code Compliance office and are looked at by the Code Officer within 48 hours. Residents can opt to receive notifications on the status of their submissions. The app is available for both iOS and Android devices, and is available on the City’s website. What to do if you get a notice Should you receive a notice, reach out to your code officer. Speak with them about the violation, and they will work with you to help meet compliance. You can also view the status of violations on our website. CoralSprings.org/code

Coral Springs, are you prepared? We were very fortunate that Hurricane Matthew did not make landfall in South Florida this past season, but it begs the question: Are you prepared? City staff is constantly working, year round, to make sure the answer to this question is yes. There are a great deal of resources available for our residents at CoralSprings.org/emergency. The key to success is planning now, while there is no emergency. The following includes some tips to get you started: CodeRED City staff utilizes a system called CodeRED to rapidly warn our residents about various emergency situations. Registration is free and open to residents and businesses. CodeRED is an automated voice messaging service that delivers information to your home, business or mobile phone. You must have a Coral Springs address to sign up, but can register several different numbers, including an out-oftown contact person. The system dials each number in its database three times and leaves a message should no one pick up. All information is stored on a secure database that is filtered directly to the Coral Springs Police Department, which is responsible for administering CodeRED. Residents may register online.
Staying Informed Before, during and after a storm, the City prioritizes communication with our residents. To accomplish this mission, we use a variety of communication systems. First, you should go to Coralsprings.org for a complete list of information. You can also tune into CityRadio 1670am for up-to-date emergency information. CityTV 25 on BlueStream Cable or Channel 99 on AT&T U-Verse will also broadcast emergency information. Following the City of Coral Springs Facebook page is also a great way to connect directly with our staff and even allows you to ask questions. Being Prepared Our success during a storm is dependent upon the resilience of our entire community. A very important piece of this is your family’s level of preparedness. It’s important for you to be fully self-sufficient for at least three days. This means that you should have enough non-perishable food, water and medication to last you and your family during this period. In preparation for the season, which begins June 1st, you should also make an emergency plan for your family including important information such as contact numbers, insurance information and a designated contact outside the region.

As part of a pilot program, the City has changed its office hours effective now through September 29. The new hours for City Hall will be Monday through Thursday from 8 a.m. to 5:30 p.m. and Fridays from 8 a.m. to 3 p.m. City Hall offices affected by the schedule change include: City Manager’s Office, City Attorney’s Office, City Clerk’s Office, Human Resources, Financial Services, Communications and Marketing, and Public Works Administration. “The expanded office hours will provide greater convenience for residents and businesses,” City Manager Erdal Dönmez said. At the conclusion of the six-month pilot, management will evaluate the effectiveness of the program.
Hours of Operation for other City services: Community Development, located at The Walk, will be open Monday through Thursday from 8 a.m. to 5:30 p.m. and Fridays from 8 a.m. to 3 p.m. Water Billing, Building and Code Compliance will be open Monday through Thursday from 7:30 a.m. to 5 p.m. and Fridays from 7:30 a.m. to 2:30 p.m. Fire Administration will be open Monday through Thursday from 7 a.m. to 4:30 p.m. and Fridays from 7 a.m. to 2:30 p.m. Hours are unchanged for the Coral Springs Gymnasium, our Tennis facilities, and the Police Records Division. Passport Services available at City Hall in the Mall Need to renew or file for a new passport? The City Hall in the Mall office is a Passport Acceptance Facility for the U.S. Department of State. Located at the Coral Square Mall, the office offers a full range of U.S. passport services, including U.S. passport books, passport cards and passport photos. Hours of operation are Monday through Friday, 10 a.m. to 6 p.m., and Saturday from 10 a.m. to 4 p.m. No appointment is necessary, but you should be in line at least 30 minutes prior to closing to avoid any disappointment. It is now peak season for processing passports and it could take up to 6 weeks for routine processing. Expedited processing is available at an extra charge. In an effort to better serve our residents who have developmental or cognitive delays, the Coral Springs Police Department created a Special Needs Database. This initiative provides officers and first responders with pertinent information regarding a person with special needs. Information requested includes: recent photo, home address, school (if applicable), special needs diagnosis, caregiver contact and other information that would allow us to better understand the registered person’s special needs. Keeping an eye on crime trends The Coral Springs Police Department continues to remind residents that car burglaries are the most prevalent crime in our city. Criminals often target vehicles that are left unlocked or have valuable items in plain view. These crimes commonly take place during late night and early morning hours. Coral Springs focuses on Corporate Park improvements There are currently 76 acres of undeveloped land in the Corporate Park of Coral Springs. This land is ideal for distribution, logistics, and manufacturing facilities. The 442-acre Corporate Park offers convenient access to the Sawgrass Expressway, the Florida Turnpike, and I-95, and includes more than 3.7 million square feet of industrial business space, including Lupin Pharmaceuticals. In 2016, the City of Coral Springs, the Sunshine Water Control District and the newly-formed Property Owners of Coral Springs Corporate Park Association began to work cooperatively to address three long-standing issues in the Corporate Park: safety and security; drainage; and code compliance. “We’ve had great support from property owners, and they are working with us to make our Corporate Park stand out in the South Florida region,” Deputy City Manager Jennifer Bramley said.“ Together we can make the Corporate Park a better place to work and do business.” The progress on safety, security, and drainage improvements are already in process. The last component, code compliance, is currently being approached as a joint effort between the City and the Association. CSPD announces new Investigative Initiative Residents can now assist the Coral Springs Police Department investigate crimes in your community. The Criminal Investigations Unit is requesting residents who utilize exterior surveillance systems to add their information to the newly created Video Surveillance Database. In the event a crime takes place in your neighborhood, a detective or officer may contact registered home surveillance system owners to obtain video, which may provide leads to an investigation. Seniors are invited to attend the Fashion Show on April 19 from 11 a.m. to 1 p.m. The show will provide seniors with crime prevention information and raise awareness of public and private sector service employees who assist the community. Broadway Camp set at Center for the Arts
Children learn valuable lessons at Safety Town It’s always reassuring when you see a child look both ways before crossing the street. That is just one of the many key safety elements children learn at Safety Town. Children, ages 4 ½ to 6 ½, are introduced to real-life situations through this educational program – including pedestrian safety, 911, fire prevention, poison control, bicycle safety and child lures. Kindergartners participate in the program during the school year, but if you want your little ones to get a head start, you can sign them up for one of our summer sessions starting June 12. The child-size town features working traffic signals, street signs, crosswalks, miniature houses and small tricycles, along with a variety of interactive stations. Participants will get to enjoy the new permanent building, which opened earlier this year. Registration for Safety Town is set for Saturday, May 6 from 9 a.m. to 1 p.m. at the Safety Town Building in Kiwanis Park. Cost is $60, and participants must meet the age requirement as of June 2016. Proof of age, such as birth certificate or passport, is required at registration. Young aspiring actors will have a chance to take the stage at the Next Stop Broadway camps throughout the summer. The camps start in early June and run through August, offering participants real-life training in all aspects of theater. The Coral Springs Museum of Art is celebrating 20 artfilled years this summer. It has come a long way since it opened its doors in 1997. Over the past two decades, the Museum has showcased innovative and ethnically diverse exhibitions, and provided eclectic and creative art classes for adults and children. Executive Director Julia B. Andrews joined the Museum in 2013 as the Education Director. Since becoming the Executive Director in January 2015, Andrews has brought new, creative ideas that have garnered attention from our community. This past January, the Museum hosted its second annual Sacred Art Tour, where a group of Tibetan Buddhist Monks demonstrated their ancient art form and created the sacred sand mandala. The Museum also offers specialty programs, such as Kaleidoscope: The Beauty of Autism and Art, which offers programming designed exclusively for children with Autism Spectrum Disorders, and Art for Warriors, which presents therapeutic art programs for veterans. “We have an amazing team that is making concerted effort to design powerful programming and captivating exhibitions that appeal to all generations,” Andrews said. “We want guests to feel welcome and to immerse themselves in the experience that is art.” And that’s not all. Couples are now saying their “I do’s” in the Museum’s main gallery surrounded by the wonderful art on display. These are just a few things happening at the Museum, and Andrews is even more excited for what’s to come in the future. The anniversary celebration will continue throughout the summer, as the exhibition will showcase eclectic works of the Museum’s permanent collection from June to August featuring artists such as Ira Reines, Yuroz, Britto, Renzo, Jota Leal, Yaacov Agam, Hunt Slonem, Sergey Fedotov, William DeBilzan, Pablo Cano, and Tom De Vita, to name a few. As a prelude to the anniversary exhibition, the Museum is hosting the astounding works of local artists Virginia FiField, Stanford Slutsky and Emmy winner artist Alisa Grodsky through mid-May. On September 15 from 7 to 10 p.m. the Coral Springs Museum of Art will be hosting its annual Masterpiece Event with this year’s theme as an ode to the Museum’s 20 years of service to our community. Funds raised support the Museum’s art programs and exhibitions. Summer in the Studio Don’t let the heat get the children down this summer – come and have them stay cool, and get creative, at the Coral Springs Museum of Art and its art camp for kids. The weekly camp for children ages 6 to 16 begins June 12, 2017 and runs through August 18, 2017. While registration is ongoing throughout the summer, early registration is suggested as session space is limited and classes fill up quickly. The Coral Springs Museum of Art provides year round art classes for children and adults, but summer camp includes: ceramics, digital animation, digital photography, stop motion animation, exploring sculpture, drawing, painting, papiermache, comic book design, cartooning, and so much more! Each of the weekly 3-hour morning and afternoon sessions are taught by professional artists and include all supplies. Contact the Museum for details and pricing. Family FunDay The Museum of Art offers Family FunDay the second Saturday of each month, except during the summer months. These unique creative sessions allow families to put down those gaming or smart devices to come together and create amazing works of art. Grab a mimosa and enjoy live jazz at the ArtWalk on Sunday, April 30. “Savor the Notes” Jazz Brunch will be held in conjunction with the Farmers’ Market from 10 a.m. to 2 p.m. The event is free but food and refreshments will be available for purchase. Local vendors including The Cook and The Cork will feature brunch specialties near the main stage and there will be a Market to Table area featuring Farmers’ Market vendors. Tennis Center offering free lessons in April It’s never too late to try something new. Why not give tennis a shot? The Tennis Center of Coral Springs is offering free lessons for adults who have never played before or have not played in more than 5 years. “This is the first time in a few years we are offering free lessons and we hope people take advantage of this great offer,” Tennis Director Kevin McCarthy said. “People who have never picked up a racket before may find out they really enjoy the sport. Celebrate Independence Day at Mullins Park Celebrate Independence Day with us at Mullins Park. The City’s Fourth of July celebration will be an evening of dazzling fireworks and entertainment for the entire family. Come out and celebrate on Tuesday, July 4. Starting at 6 p.m., enjoy free family fun, bounce houses and entertainment. The fireworks display will begin promptly at 9 p.m. The event is free, but there will be fees for food and refreshments. Parking will be available for a $3 fee at the Coral Springs Gymnasium, so come early. There will also be $3 parking available at the main Mullins Park/Center for the Arts parking lot. Leave your pets and alcoholic beverages at home, as they are not allowed in the park. In the event of inclement weather, the event may be canceled. Get your baskets ready and join us for a free Egg Hunt! Families with young children, ages 3-7 years old, are invited to celebrate at our “Hoppin’ Into Springs” egg hunt on Saturday, April 15 from 9 to 11:30 a.m. The event will be held at Mullins Park, located at 10000 Ben Geiger Drive, on the fields behind the Gymnasium. Any fireworks that explode, fly in the air or lift off the ground are illegal. Airborne fireworks run the risk of damaging property or causing serious injury to users. City’s voluntary flood program rewards community The City of Coral Springs participates in a voluntary flood program called the Community Ratings System or CRS. The CRS rewards communities for implementing programs above the minimum requirements of the National Flood Insurance Program. Portions of the CRS include maintaining and providing elevation certificates, maintaining wetlands, and analyzing repetitive loss areas. Elevation Certificates are required for all new and substantially improved structural projects. Coral Springs maintains copies of elevation certificates and makes them readily available to inquiring residents. If you’d like a copy of an elevation certificate, then please contact the Building Department at 954-344-1025. FEMA published an updated Flood Insurance Rate Map in 2014. The map can be somewhat tricky to read, but if you would like assistance reading the map, then please call the Engineering Department at 954-344-3458. In addition to providing assistance with the map, the Engineering Department will provide property protection advice as well as perform a site visit if needed. There are homes in Coral Springs that have encountered flooding for various reasons. The City has conducted a repetitive loss analysis of these properties. If you would like to
know if your property is within a repetitive loss area or near any areas that might be problematic, then please contact the Engineering Department at 954-344-3458. Wetland areas Some areas are kept in a natural state to serve as a tool against flooding. A majority of the wetland areas in Coral Springs are freshwater retention areas dominated by Cypress trees. A few examples of natural wetlands located throughout the City are Whispering Woods Park, Tall Cypress Park, and Orchid Park. Be prepared Citizens can be prepared for flooding by checking to see if their property is located within a flood zone on the City website, and by registering for emergency alerts through Code Red. Code Red is the City’s emergency notification system and is used to warn residents about inclement weather, flooding and other serious emergencies.
