City officials approve City’s 2017 Annual Budget City officials approved the Business Plan and Annual Budget for Fiscal Year 2017 at the Second Public Budget Hearing on September 21. While the City’s property tax rate did not increase, remaining at $4.7982, the average single-family homeowner will see an increase of $8 this year in additional property taxes because property values have increased. The millage remains one of the lowest in Broward County. Wall Street has again affirmed Coral Springs’ AAA General Obligation Bond credit rating. Both Fitch Ratings and Standard & Poor’s (S&P) have given the AAA rating with a stable outlook to the City’s General Obligation Bonds. The AAA rating is the highest bond rating an organization can earn. As an AAA rated city, the City of Coral Springs has saved millions of dollars in interest. Under the Sun • Fall 2016
The City is leveraging its exceptional financial capacity to build momentum and turn renderings into reality. Using low interest debt, a multitude of priority capital projects are currently underway, such as repairing the 50-meter pool at the Aquatic Complex, replacing and resurfacing athletic fields and courts, as well as many roadway, lighting, and pedestrian improvements throughout the City. A new municipal complex, the primary impetus for downtown development, is rising from the ground. The adopted budget for Fiscal Year 2017 includes these projects, as well as many more initiatives geared toward enhancing the City’s appearance, safety, infrastructure, and economic development. Penny at Work Residents to vote on penny surtax
Broward County voters will be voting on a penny surtax on the November 8, 2016 General Election ballot. Voters will see two questions on the ballot asking for a half-penny surtax increase in Broward County. Parks All City parks will receive either new equipment or maintenance and repairs to better serve our residents. Courts will be resurfaced and fields will be renovated at all major parks, including Cypress, Mullins, North Community, and Betti Stradling. Smaller neighborhood parks will receive shade covers, new playgrounds, fencing and lighting, as needed. Irrigation systems will also be upgraded throughout the City. Students from both Coral Glades and J.P. Taravella High Schools will enjoy new amenities by 2021. Funds from the surtax would result in an auditorium for Coral Glades and a stadium for J.P. Taravella.

Public Safety To better serve residents, the Coral Springs Fire Department will replace its emergency fleet, bunker gear, breathing apparatus, as well as defibrillators and other patient equipment. Our Police Department will deploy body cameras, purchase protective vests, and replace marked and unmarked vehicles. A new command post vehicle will also be purchased to replace the 17-year-old model currently used. Construction for a tactical training facility, as well as updates to the Gun Range will be included. Lastly, a parking garage will be added to ensure the protection of public safety fleet during emergency events, such as a hurricane.

New Safety Town building to be unveiled this Fall The City’s new permanent Safety Town building in Kiwanis Park will soon open! Our Safety Town program has been in place for almost three decades. Each year, kindergarten students in the City of Coral Springs attend an educational field trip coordinated by the Police Department to Safety Town where they learn important and valuable lessons about safety. During the summer months, volunteers and members of Kiwanis, in conjunction with the Police and Fire Departments, run the Safety Town Summer Camp. G.O. Bond Updates During the November 2014 election, voters approved $12.45 million for Public Safety General Obligation Bonds. Progress on these initiatives is well underway, with completion of most of the projects on the horizon. Public Safety Radio & Communication Equipment: Installed and operational. Reconstruction of Fire Stations 95 and 43: Construction is well underway for these two projects, which are being worked on simultaneously with completion in January 2017. Construction of the new Municipal Complex on Sample Road is well underway, including the parking garage with additional capacity in order to encourage and support economic development and events in our Downtown area. The 74,000 square-foot complex will house City Hall, along with the Chamber of Commerce and offices for federal and state elected officials. The building will include more than 1,000 square feet of community meeting rooms, which will be open to non-profit organizations and other agencies. Once the construction contract was awarded in April 2016, finance staff and the City’s financial advisor began preparing documents and talking with bond rating agencies. On September 14 the City completed the bond issuance for the Municipal Complex. These bonds are the last piece of a multi-year financing strategy to pay for this important project in the most cost-effective manner. The City’s AAA General Obligation Bond rating (see article page 6) was affirmed by both Fitch and Standard & Poor’s during this bond issuance process, which contributed to the very competitive 2.7% interest rate the City received on this borrowing. Wall Street awards Coral Springs highest credit ratings Wall Street has again affirmed Coral Springs’ AAA General Obligation Bond credit rating. Both Fitch Ratings and Standard & Poor’s (S&P) have given the AAA rating with a stable outlook to the City’s General Obligation Bonds. The AAA rating is the highest bond rating an organization can earn. According to Fitch, “Coral Springs’ ‘AAA’ rating reflects Fitch’s view of the city’s exceptional financial capacity to address challenges associated with typical cyclical economic fluctuations and a low long term liability burden.” S&P praised Coral Springs for having a strong economy, very strong management, and very strong debt and contingent liability position. S&P noted that “The rating also reflects our opinion that Coral Springs’ well-embedded management practices and policies will likely sustain at least strong budgetary performance, and maintain the city’s very strong reserves and liquidity.” “Once again, we’re proud to have Wall Street agencies recognize the City’s commitment to long-range planning,”
Mayor Skip Campbell said. “Both credit ratings are a reflection of the City’s strong management and it greatly benefits our residents in the long run.” Much like an individual’s credit rating, a bond rating is a measure of an organization’s credit worthiness. AAA bond ratings represent the highest quality investment with the smallest degree of risk. As an AAA rated city, the City of Coral Springs has saved millions of dollars in interest. In addition, both agencies have assigned the highest rating possible of ‘AA+’ to the City’s 2016 Special Obligation Bonds which were issued to finance a portion of the cost of the City’s new Municipal Complex, parking garage and related site and infrastructure improvements. “The City of Coral Springs takes great pride when it comes to managing our taxpayers’ dollars,” City Manager Erdal Dönmez said. “We don’t take this responsibility lightly, and it is encouraging to know that Wall Street recognizes our efforts.”

Holiday season excess waste guidelines Since the Christmas holiday falls on a Sunday in 2016, waste collection will not be affected this year. Historically, there is significantly more solid waste generated during Christmas week. On the first collection day after Christmas (December 26, 27 and 28), residents may place additional garbage in plastic bags or cans aside the GREEN CART. Waste Pro will be sending additional vehicles to collect the overage. Please keep in mind that this special provision only applies to the first collection days after Christmas. Here are some tips on what to do with your excess holiday trash: • Recycle all the paper (including wrapping paper and boxes), cans, bottles, and other recyclables in the BLUE CART • Large cardboard and excess boxes stacked together may be placed for collection with the bulk waste (on the first collection day of the week) • Christmas trees may be placed for collection with the bulk waste (on the first collection day of the week) or brought to the Waste Transfer Station on Saturdays or Sunday afternoon. The Station will be open on Saturday, December 24, but closed on Sunday, December 25. • Old electronics (computers, televisions, etc.) are recycled at the Waste Transfer Station at the west end of Wiles Road on the first Saturday of the Month (for example, January 7).
Waste Station open on MLK Holiday The Waste Transfer Station will be open on Monday, January 16 for any resident who wants to drop off bulk trash, including appliances, furniture, carpeting, and any recyclable materials. No commercial waste or raw garbage is accepted at this station. This service is free and available to Coral Springs residents only. Please remember that two forms of identification are required for proof of residency. The Waste Transfer Station is open weekends from 8 a.m. to 5 p.m. and is located on Wiles Road at N.W. 126 Avenue. CoralSprings.org/wastepro

Zip codes will now reflect city as Coral Springs The zip codes 33065 and 33071 will now default to Coral Springs instead of Pompano Beach. Previously, there were 12 zip codes that defaulted to Pompano Beach, including four that were partially or entirely inside Coral Springs. The post office reviews boundaries every 10 years, but denied Coral Springs’ requests to have it corrected. Mayor Campbell and U.S. Congressman Ted Deutch reached out to the local post office, as well as to the postal service legislative affairs office requesting to have it changed. “It was our number one issue, and Congressman Deutch took care of it,” Mayor Skip Campbell said. “The fact is, the people of the City of Coral Springs deserve this,” said Deutch. “With all these addresses standardized for accuracy, Coral Springs will hopefully receive even better delivery, and more importantly, its a long-standing issue that’s been resolved.” Currently, 33067 and 33076 overlap with neighboring cities and will not reflect this change. Another review will be held in the future for those zip codes.

Firefighters to host Cancer Awareness Pasta Dinner The Coral Springs Fire Department will be hosting a Cancer Awareness Pasta Dinner on Saturday, October 29 from 4 to 9 p.m. at Fire Station 80. This event is open to the public and for a $5 donation, residents will receive a plate of pasta prepared by Coral Springs Firefighters, along with salad, bread and a beverage. Donations, including proceeds from t-shirt sales, will benefit the Coral Springs Firefighters Benevolent Association and the American Cancer Society. Thanksgiving donations needed Help make someone’s holiday season a little brighter. Each year, the City requests donations to create Thanksgiving baskets for local families in need. Join the cause by donating the following non-perishable items: canned yams, mashed or flaked potatoes, stuffing, gravy, cranberry sauce, canned corn and green beans, canned fruit, and cookies. Monetary contributions are also appreciated. All donated items are placed in baskets, along with a gift certificate for a turkey, ham or main dish, and distributed through local religious institutions to preselected families. One of the many reasons the City of Coral Springs is such a great place to live, work and raise a family is the quality of service provided by our Coral Springs Police Department. Recently, the department’s Community Involvement Unit was selected at the Crime Prevention Unit of the Year by the Florida Crime Prevention Association (FCPA). They were recognized for their efforts to develop crime prevention and community outreach initiatives which include: Lock It or Lose It, Make a Call, Make a Difference, Community Walk and Talk, Coffee with a Cop, Summer BreakSpot (a police-run summer camp for underserved youth), a special needs database, and toy drives. Passport services available at City Hall in the Mall City Hall in the Mall offers many services at one convenient location, including passport applications and photos, fingerprinting, and notary public services. No appointments are necessary for any passport services. City Hall in the Mall is open Monday to Friday from 10 a.m. to 6 p.m. and Saturday from 10 a.m. to 4 p.m. The office is located within Coral Square Mall at 9239 W. State of the City 2017 The City will highlight its accomplishments over the past year, thank its volunteers and end the night with a concert for the annual State of the City event. The event date and entertainment will be announced in the Fall. State of the City will be held at the Center for the Arts, located at 2855 Coral Springs Drive. The event is free to Coral Springs residents and tickets are available first-come, first-served at City Hall and City Hall in the Mall beginning January 3, 2017. Seniors can sharpen their driving skills at the next Smart Driver Course set for Wednesday, October 19. The class is from 9 a.m. to 3 p.m. and reviews the current rules of the road, defensive driving techniques, and how to operate a vehicle more safely. Attendees will learn how to manage and accommodate common age-related changes in vision, hearing and reaction time. This class is open to all adults. Course costs $15 for AARP members or $20 for non-members. Participants who successfully complete the course will be provided with a certificate for their auto insurance agency. Most agencies will allow for a discount on auto insurance premiums for up to three years. Participants must register in advance. New restaurants, retail stores opening After much anticipation, 4 Rivers Smokehouse opened in September. Known for its award-winning brisket and pulled pork, this family-owned fast-casual restaurant first launched in Orlando in 2009. The restaurant is located in The Walk at 2660 N. University Drive. In addition, City officials are happy to welcome Orchard Supply Hardware to Coral Springs. The home improvement retailer is expected to open by the beginning of December. This is one of three locations in Florida, and one of the first stores to open outside of California and Oregon. Orchard Supply Hardware is located at 2322 University Drive, just north of Royal Palm Blvd. “Our business community continues to thrive and retailers of all sizes are choosing Coral Springs,” Mayor Skip Campbell said. In other developments, Cleveland Clinic is preparing to develop a medical office complex near University Drive and the Sawgrass Expressway. Police detectives take proactive approach to prevent fraud In the span of a few days, two employees from different stores called the Coral Springs Police non-emergency number to speak to an officer because a customer was buying gift cards or wiring money – and they believed the patron may be the victim of a scam. It turns out both employees were correct. After hearing the reports of the potential victimization, one detective remarked, “It would be nice if there was a sign so that people who are being victimized would realize it before wiring money or purchasing gift cards.” That statement led to an initiative to prevent such scams. Detectives from the Economic Crimes Unit designed a poster in the shape and color of a stop sign to include a warning and information directly from the Coral Springs Police Department. The Economic Crimes Unit placed these signs at every location that offers wire transfer services and gift card kiosks with the goal to prevent further victimization from scammers. The signs state the following: Don’t be a victim of a telephone scam! Beware of any phone callers asking you to buy a gift card (Green Dot, Reloadit, etc.) or to wire money because of the following: • The IRS is coming to arrest you? • Your FPL electric will be shut off? • Your loved one is in trouble or in jail? • You received a check but must send some of the funds back via wire transfer? The evening celebration begins at 7 p.m. at the Coral Springs Center for the Arts, 2855 Coral Springs Drive. Tickets are available for purchase at Community Relations at City Hall or at City Hall in the Mall. On Monday, January 16 – the King Holiday – the City’s Martin Luther King, Jr. Committee hosts a Diversity & Leadership Day for high school and middle school students. The event, which will be held at the Northwest Regional Library, begins at 8:30 a.m. and ends at 1 p.m. This is a “Day On, Not a Day Off” and offers students an opportunity to learn what Dr. King stood for by participating in interactive activities and listening to a motivational speaker. Students interested in attending should sign up at their respective schools. A Scholarship Program has also been established for the past 18 years which awards funding to financially needy high school students wishing to attend a higher institution of learning. High school students are invited to attend the new, revamped “UniTown” – a place to learn how each of us is different and discover how each of us is alike. This local “retreat” is for students interested in learning leadership skills and diversity topics. Students will share their culture, gain a better understanding of other groups, and prepare themselves for leadership roles in their schools and community. Students will meet at Coral Glades High School on Friday, November 18 from 3:30 to 8:30 p.m. and Saturday, November 19 from 9 a.m. to 4:30 p.m. for two days of fun, team building activities. This January will mark the 20th anniversary of the opening of the Coral Springs Museum of Art. Fall Exhibitions Be sure to visit the Museum exhibitions thru November 20, 2016. The Museum will feature three talented artists with extremely different styles. The Museum’s Main Gallery will host Ira Reines and an Erté Retrospective. Reines draws inspiration from Michelangelo, Rodin and Bernini to create his profound sculptural pieces. His art explores the relationship between man and the cosmos, order and chaos. John Patrick Kelly will be in the Kuhn Gallery exhibiting a collection of his oil paintings. His surrealistic pieces combine fantasy, eroticism, humor and a deep understanding of life. Art by Jo Ann Nava will also be on display in the East Gallery. The years spent restoring and reproducing milk paint finishes for 18th century Swedish furniture heavily influenced materials used in her contemporary art. Her paintings and murals give the work an old palette. Classes available for all ages The Coral Springs Museum of Art offers an array of classes for all ages that are run on a monthly basis. All classes are taught by professional, accomplished artists who are experts in their medium of choice. Choose from classical subjects such as watercolor, painting and drawing, or new digital classes featuring 3D computer animation, computer game design and much more! Farmers’ Market returns to the ArtWalk The Coral Springs Farmers’ Market returns to the ArtWalk on Sunday, October 9. The market will feature vendors selling fresh and organic produce, herbs, baked goods, pastas, as well as a variety of gourmet foods, including olive oil, fresh mozzarella, guacamole, jams, honey and more. There will even be pet treats available for your furry companions. “We are looking forward to our second season at the beautiful Coral Springs ArtWalk. A lot of your favorite vendors will be returning with some new products for you to sample while you stroll,” Market Manager Colleen Sullivan said. The Farmers’ Market, sponsored by The Cagan Team from Coldwell Banker, will run from 9 a.m. to 1 p.m. the second and fourth Sunday through April 2017 (except in November and December due to the holidays). ArtWalk events planned for upcoming season Last year’s events at the new ArtWalk in Downtown Coral Springs were a huge success, and planning has begun for this season’s upcoming gatherings. The Coral Springs Farmers’ Market will begin its season on Sunday, October 9 from 9 a.m. to 1 p.m. – and continue with dates through April 2017 (see sidebar). The Coral Springs Community Redevelopment Agency will host the Savor the Notes Jazz Brunch in conjunction with the Farmers’ Market on November 13 and April 23. Celebrate the holidays at Downtown in December, which this year will take place on Saturday, December 10 from 5 to 10 p.m. Fun winter surprises, including a chance of snow, are predicted for the third year of this family favorite. The popular Unplugged event will be held Saturday, February 18 from 6 to 10 p.m. Relax with friends and enjoy local craft beer and wine paired with acoustic music, food trucks and life-size games – all under the stars. Trick or treat at the City’s Haunted House Bring your superheroes, princesses and cartoon characters to our family-friendly Halloween Haunted House. The haunted house will be at the Coral Springs Gymnasium, 2501 Coral Springs Drive. Children will wander through a non-scary haunted house that weaves through the indoor classrooms and then have a chance to play in bounce houses and slides. Trick-or-treaters will get their share of candy as they leave. The haunted house is scheduled for Friday, October 28 from 5 to 7:30 p.m. and Saturday, October 29 from 2 to 7 p.m. The cost is $5 per child, $2 per adult. CoralSprings.org/events

Tennis Center offers lessons by top instructors
Whether you have never picked up a tennis racket before or you are an experienced tournament player, the Tennis Center of Coral Springs offers something for everyone. Just this past summer, the Tennis Center added a new tennis professional, Heather Nobler, to the team of instructors. She was ranked #1 nationally in the over 30 division as a player in both singles and doubles, among other accolades. “We are very pleased to have the opportunity to add a Tennis Professional of Heather’s caliber to our staff,” Tennis Director Kevin McCarthy said. “She has tremendous experience as both a player and instructor, and has worked with both juniors and adults extensively.” Tennis is a year-round sport, so there are always opportunities to hit the tennis courts. The upcoming sessions begin October 3 and November 14, and run for four weeks. Group classes for children and adults are available on weekdays and Saturdays. Kreul Basketball returns The Kreul Classic is celebrating its 27th year in Coral Springs. This national basketball tournament held each December has benefited the community by both bringing national attention to Coral Springs and awarding academic scholarships to local students. One of the most anticipated prep tournaments of the year, the prestigious event tips-off December 19 at Coral Springs City Gymnasium with premier teams from around the country, including from Coral Springs High, Coral Springs Christian and Coral Springs Charter. Games takes place over four days, with the championship finals on Thursday, December 22. The tournament schedule and pairings will be announced in mid-November. kreul.com
Holiday Parade will ‘Light Up the Night’
A Coral Springs tradition will “Light Up the Night” as the annual Holiday Parade travels along Sample Road on Wednesday, December 14. The parade will feature brightly-lit and decorated floats from Coral Springs Drive to City Hall. Each year, the parade draws thousands of spectators and more than 60 floats, bands and other entries. Awards will be given in both nonprofit and business divisions. Sponsorships are now available and are a great way to promote your business to thousands of local consumers. Before the holiday parade, individuals and families are invited to participate in the Coral Springs Holiday Mile running race along Sample Road at 6:15 p.m. The start location is at the northeast corner of Sample Road and Coral Springs Drive (in front of the CVS). The event is timed with awards, which is open to runners of all ages and abilities. Participants must pre-register online for $15, and are asked to park at the Center for the Arts.
