Commission approves sale of Public Safety General Obligation Bonds On January 21, 2015, the City Commission approved the sale of the Public Safety General Obligation Bonds that voters overwhelmingly approved in the November election. The bond, which was approved by 71.65% of the voters, will be used to fund the replacement of Fire Stations 43 and 95 ($5.1 million); Crime Scene Investigation building renovation ($950,000); replace the aging Safety Town trailer with a permanent structure ($900,000); and upgrade the public safety communication equipment ($5.5 million). “In November, our citizens voted whole-heartedly in favor of these vital public safety projects,” Mayor Skip Campbell said. “I am proud to report we have finalized the deal that will provide our first responders the tools they need to keep our neighborhoods safe and have provided our beloved Safety Town a permanent home.”

Five financial institutions responded to the City’s request for proposal in mid-December. An evaluation of the proposals revealed the 15-year term to be the most cost effective borrowing option. While the shorter term loan adds about four dollars per year to the debt service millage for the average household, it will actually save the average household twenty-six dollars over the life of the loan. “In addition to the savings stemming from the shorter term borrowing,” Director of Financial Services Melissa Heller said, “borrowing from a private lender rather than a public bond sale resulted in significant savings in the issuance costs for this transaction.” The City borrowed $12.45 million at a fixed interest rate of 2.40%. Downtown and ArtWalk take shape

Downtown Coral Springs is on its way to becoming a reality. With the ArtWalk already underway and plans started for the Municipal Complex, officials envision Downtown Coral Springs as a public space our residents will enjoy. Located along the north side of NW 31 Court, the ArtWalk will serve as a venue for outdoor events, such as craft shows, green markets and other public events. The four-lane road will become two lanes separated by a median. The ArtWalk will tie into the Downtown Pathways project being built along Ben Geiger Drive (NW 29th Street), which will provide pedestrian and bicycling connections to the downtown area, Northwest Regional Library, Broward Health Coral Springs, Mullins Park and the Center for the Arts.

An art piece was recently selected to be installed at the ArtWalk this Fall. Artist Zachary Knudson of The Glass Artist is a Coral Springs native. “It is truly an honor and a blessing to be given the opportunity to create such a prominent work of art in the center of town, especially because I grew up here,” Knudson said. “My hope is that this sculpture will put a smile on everyone’s face when they walk through it and perhaps inspire a few young artists along the way.” His piece, Beyond, is a 13 foot tall infinity glass sculpture with powder coated aluminum and LED lights. Coral Springs will be the first known City in the world to have an infinity sculpture of this style and magnitude. Rendering, Beyond, In February, residents were by Zachary Knudson also given the chance to leave their mark on the ArtWalk during our annual Family Fun Day. Residents of all ages “Made Their Mark on the ArtWalk” by painting two culvert boxes. The boxes were later installed in the underground canal culvert, making the participants a permanent part of the ArtWalk. The ArtWalk construction is on schedule to be completed by Fall 2015. In 2014, the old City Hall South was demolished, bringing us another step closer to developing the Municipal Complex. In December 2014, the newly elected Commission discussed the plans for the Municipal Complex and agreed that it should be constructed in the Downtown area. The Municipal Complex development is underway and is expected to be completed in 2017.

The new ArtWalk and Municipal Complex will catalyze redevelopment of the downtown area, and create a sense of place for residents and commercial owners. “Completion of the ArtWalk is a big step forward in the Downtown effort. We are progressing from plans to pavement and our residents and businesses have a lot to look forward to as projects like the ArtWalk, the Municipal Complex and the Downtown Pathway become a reality,” Deputy City Manager Jennifer Bramley said. Congratulations to our ‘A’ rated schools Our schools continue to make a difference in our children’s education. This past January, the Coral Springs Charter School once again received an “A” rating for the 11th consecutive year. “Coral Springs Charter School is proud to be an “A” rated school for 11 consecutive years. This accomplishment is a direct result of our dedicated staff and students. We thank our parents for supporting an outstanding culture that continues to pay off with performance,” Charter School Principal Gary Springer said. If you visit the City’s web site often, you will have noticed a brand new look and feel. Visitors to the site can enjoy new content, better navigation, an improved event calendar, more photos and video, and a fresh layout. The clutter-free design will make it easier for users to access City information and services. For visitors browsing the site on a mobile device, the design is responsive and will resize to fit the device screen. “The web site is an important tool in our effort to communicate with the community,” City Manager Erdal Dönmez said. “This redesign allows us to better organize and present City news and other valuable information. We hope our residents and business owners find it useful.” Updates to the web site will continue over the next several months as the City looks to build upon the design of the site and integrate more solutions to better serve its residents and businesses. Government Academy to start in April Gain valuable insights into local government at the City’s Government Academy, which will give residents an inside look into how this organization approaches local government. The program, set to begin on April 16, will meet from 6 to 8:30 p.m. for four consecutive Thursdays. Participants will learn about the wide variety of CIty services and become familiar with local government related issues, which will help foster potential community leaders by equipping them with essential information to share with other residents. During the course of the academy, the participants will meet City Commission members, the City Manager and staff. The Government Academy is free and open to residents 16 and older. All sessions will be held at a location within the City and dinner will be provided. Each year nationwide, about 300 children under age five drown in swimming pools. In Florida, drowning is the leading cause of death for this age group. In an effort to decrease fatal and non-fatal drowning incidences of young children in our community, the Pediatric Drowning Prevention Task Force was created. The Task Force is a collaborative effort of Broward Health, the City of Coral Springs, and Water Smart Broward. The majority of children who drown in home pools were not expected to be in or even near the pool. The loss of a child is devastating to parents, siblings, relatives and to a community. It’s important that parents speak to their child about water safety. Here are some ideas to start with: • Don’t go near a pool without an adult. This is the most important water safety conversation to have because it is so simple. • If you see someone struggling in the water, don’t jump in to help. Run and get an adult. • And if you fall into a pool, don’t panic, turn around, find the wall and climb out or yell for help. Practice this skill in the pool with your child. Have the child practice wearing clothing to experience the sensation. Parents, remember this: It can happen to you. Take ownership of your child’s safety. Never rely on responsible behavior from your child, another child or other adults. Don’t multitask. Pool time means your full attention is needed to properly supervise. Drowning happens quickly; most children who die are under water for as little as 4 to 6 minutes. Drowning is a silent event. Children are frequently found at the bottom of the pool during a party or family gathering. They are unable to cry out or struggle once drowning begins. Have a response plan. If your child is missing, check the pool first and know CPR. “Dry drowning” can occur an hour to 24 hours after a potential drowning incident. During an incident, a child breathe in small amounts of water and should be examined by a physician. April Pool’s Day and City swim programs The City of Coral Springs will be hosting April Pool’s Day on Saturday, April 11 at the Coral Springs Aquatic Complex. This event will focus on drowning prevention and pool safety education, as well as be a fun experience for young learners. For details, visit our web site at CoralSprings.org/events. Help us by Recycling Right Each year millions of Americans recycle, but little do they know that cities spend millions of dollars removing items that shouldn’t be in the recycling stream. One of the challenges to single-stream recycling is the increase in contamination. The processing facility that receives the residential recyclables is designed to sort certain materials. Folks tend to toss additional items into the larger roll-out carts, and that can jeopardize the success of the program. Contamination happens when non-recyclable items are mixed in with recyclables items. Paper smeared with food or grease cannot be processed with clean paper and can ruin a newly made product if it is not caught before it goes to the factory. Greasy pizza boxes are a prime example. Paper plates and used napkins should also not be placed with the recyclables. Too much contamination is the reason manufacturers reject tons of recyclable paper each year. “Our bins have labels with pictures that show what is and what isn’t recyclable,” Solid Waste Coordinator Peter Foye said. “It’s important that items such as plastic grocery bags aren’t tossed in the recycling carts.” Most grocery stores and outlet chains like Walmart have bins at their entrances for plastic bags.

Plastic and polymer products numbered 1-7 may be put in your Single Stream recycling cart. Remember to rinse out containers and bottles. Items such as plastic plates or toys should not be placed in the recycling cart. Residents are encouraged to recycle their newspapers, cardboard, catalogs, magazines and other clean paper, as well as all the glass and plastic bottles, metal cans and other materials listed on the cart label. Fill the carts with the right materials. Use the plastic bags for various uses around the home or take them back to the grocery store or other retail outlets that have drop-off bins. Interested in learning the ins and outs of our Police Force? Sign up for the next Citizens Police Academy which starts on Wednesday, April 8. The Citizens Police Academy provides residents and City business owners with an inside look at how your police department operates and what it does for you as a citizen of Coral Springs. For participants, the Citizens Police Academy is a thorough look at how each topic – from the police budget to traffic enforcement to criminal investigation – relates to and affects our own community. The program utilizes classroom instruction, hands on activities and live scenario training to give participants a firsthand experience of law enforcement. The Citizens Police Academy is open to any resident or business owner over the age of 18. In addition, consent for a background check is required prior to admission into the program. The Academy meets every Wednesday night for 14 weeks at the Public Safety Building. After completing the Citizens Police Academy, graduates can continue their police education by joining the Alumni program. In addition to meeting every other month, alumni are asked to assist the Police Department at special events, such as the Holiday Parade, Our Town America and other events. CoralSprings.org/police

Want to learn self-defense tactics? The Coral Springs Police Department is empowering women at their upcoming Rape Aggression Defense (RAD) class in April. Ladies ages 13 and older will learn tactics to use when faced with a potentially dangerous situation. The program focuses on repetition, practice and muscle memory to help women survive during a struggle. Participants will have a chance to practice what they learn during live scenarios. RAD meets on four consecutive Tuesdays, and the next session begins Tuesday, April 21 from 6 to 9 p.m. at the Public Safety Building. The course is physically involved, but no prior self-defense experience is required. Participants must register in advance for a $25 refundable fee. New location set for next Shredathon Avoid becoming a victim and bring any personal documents to the City’s next Shredathon, where they will be shredded for free on site. The City’s next Shredathon event is scheduled for Saturday, May 16 from 9 to 11 a.m. at the Sportsplex, 2575 Sportsplex Drive. Please note that there is a limit of three boxes per vehicle. Each additional box of paperwork will be accepted for a $5 donation toward the Coral Springs Police Explorer Post. Please refrain from bringing paperwork in plastic bags. Once the truck is full, no other paperwork will be accepted. This service is free and open only to Coral Springs residents. Learn self-defense tactics

Did you lock your car? In the past few months, there has been an increase in reports of theft from vehicles. In December, 84% of these thefts occurred from unlocked cars. The Coral Springs Police Department encourages residents to set an alarm on a phone or computer to remind you to lock your vehicle. Most often, these crimes are taking place in the middle of the night when residents are sleeping. Once a thief has your belongings, it is difficult to recover them. Take a proactive approach to preventing this crime. Make checking your car doors a habit. Set a reminder to check your car doors, and remove all items of value. Coral Springs Fire Academy renamed

The Coral Springs Fire Academy was recently rebranded as the Coral Springs Regional Institute of Public Safety (CSRIPS). The facility became fully accredited by the Council on Occupational Education (COE) and is now the only school in the region offering Minimum Standards for Firefighter, EMT and Paramedic. If you’re looking to start your career in Public Safety, CSRIPS is the perfect choice. All classes run year round with options for either day or night classes. The school has also partnered with Coral Springs High School to offer their students a head start on their post high school plans. As early as freshman year, students can begin an introduction to EMS class continuing with courses for either Firefighter or EMT. For more details on these programs,

please contact Coral Springs High School at 754-322-0500. The Institute of Public Safety is more than an academy for people looking to join the ranks of becoming a firefighter, EMT or Paramedic. Coral Springs Fire rolls out new rescue trucks The Coral Springs Fire Department rolled out its newest rescue trucks recently after a long design process. The 2014 Freightliner extended cab rescue vehicles hold a custom Taylor Made patient compartment. This new rescue truck was designed from the ground up. A committee of firefighters, fleet personnel, and other administrative staff worked together over several months to design a vehicle with the specific needs of the department in mind. The first and second new rescue trucks are on the streets now, while two other identical trucks have been ordered and are scheduled to be delivered sometime in the next quarter. The new fleet vehicles give the department new technologies and time saving features that enhance the existing service model. The rescues feature dual A/C units, 3rd row seating for additional crew members, interior and exterior LED light packages, built-in medication refrigerators, and an electronic narcotic safe for the management of controlled substances. “These new trucks will bring better technology into a truck

designed exclusively by our members that will give them the tools they need to provide the best care for our residents,” Fire Chief Frank Babinec said.

Before your heart is set on buying a home, do your homework. Some properties on the real estate market may have expired building permits, or unresolved code violations or fire inspection cases. Prior to closing, the title company should research permit and inspection histories on the property. If an expired permit is discovered, it could often result in additional expenses and delays, or cancellation of the property sale. An expired building permit is a building permit for work to be performed that did not progress to completion or was completed without having received all required approved inspections. Having an expired building permit may represent a safety or maintenance issue. Property owners should ensure that all past, present, or future building permits are completed, and inspections approved and closed out. The status of a building permit can be verified by calling the Customer Care Center at 954-344-1025 or by submitting a request via CoralSprings.org/expiredpermits. Code and fire inspection cases may be looked up online as well via govnow.coralsprings.org.

Did you know? A permit is required to construct, enlarge, alter, repair, move, remove or demolish any buildings, structure or part thereof. The following all require a building permit: • All new construction work • All alterations to existing construction • All tenant improvements • General maintenance or repair work which does not change the occupancy and the value of which does not exceed $1,500 in labor and materials may qualify as an exception • A change in type of use (i.e., office changing to a restaurant) • A/C or water heater change-out • Heat pump/heater recovery change-out • Tub/shower pan change out • Electrical service/meter can change-out, repair or alteration • All repairs due to a fire • Replacement of exterior doors or windows • Any work to fences • Replacement of sky light • Any change to an electrical system This list does not itemize all work requiring a permit. If there are any doubts as to whether a permit is required or you have any questions regarding obtaining a permit, call the Building Division at 954-344-1025.

New fence regulations approved by Commission Residents and contractors should be aware of some recent changes to the current fences, walls and hedges portion of the Land Development Code. Residents are now allowed to mix fence materials. In addition, fences may be stained a wood color or painted white, as long as a paint application is submitted and the color is approved. As a reminder, all fences may be a maximum height of six feet at the side and rear of the property. Fencing materials allowed include shadowbox wood and PVC (vinyl) as well as vinyl coated chain link, aluminum rail and wrought iron. All elements of a fence must be within the property line. Shrubs are also needed along perimeter fences adjacent to a street, linear park or any body of water. However, if a black or bronze fence is used that faces water, landscaping is not necessary. Residents within a homeowners association should be sure to get pre-approvals since they may have more stringent requirements. Safety inspections required for older buildings Is your building approaching its 40th birthday? If so, you may be receiving a notice from the Coral Springs Building Division. Most large commercial or multi-family buildings that are 40 years of age or older are required to have a safety inspection performed by a registered architect or professional engineer within 90 days of the notice. This program is required throughout Broward County and calls for a structural and electrical safety inspection for buildings 40 years or older and every ten years thereafter. One- and two-family dwellings, U.S. Government, State of Florida buildings, schools under the jurisdiction of Broward County School Board, and buildings built on Indian Reservations are exempt from this program. The program also exempts all buildings under 3,500 square feet. In the event that repairs are deemed necessary, the owner has 180 days in which to obtain any required building permits and correct the structural and/or electrical deficiencies. After the repairs are made, the architect or engineer must re-inspect the building. A signed and sealed letter from the architect or engineer must be submitted to the Building Division certifying that the required safety inspection has been performed and that no repairs are required. City offers amnesty period for Business Tax applicants

Safety Town program can save lives

Coral Springs is offering a Business Tax Amnesty program to encourage established businesses that have not applied for a Business Tax Receipt to apply with the City. This program allows businesses or independent contractors who have been doing business in Coral Springs prior to October 1, 2014 the opportunity to apply for their local business tax receipt with the City without a penalty. The amnesty period is in effect October 1, 2014 through September 30, 2015. Assessment of back taxes plus penalties will be waived for qualifying applicants. The applicant must pay for the previous year and current year in order to be eligible for the program. This amnesty period is established for all classifications that are listed in the City of Coral Springs Land Development Code (Local Business Tax Receipt and Regulations). This section is available on the City’s web site, under Code Compliance. Employees receiving a W-2 statement from their Coral Springs employer are NOT required to obtain a business tax receipt.

It’s important for children to learn key safety elements early on, and Safety Town makes sure of that. Children ages 4 ½ to 6 ½ are introduced to real-life situations through Safety Town, including pedestrian safety, 911, fire prevention, poison control, bicycle safety and child lures. The hands-on safety education has proven to be quite effective among children. Coral Springs kindergarten students participate in a short CoralSprings.org/business 954-344-5963 version of the program during the school year, but the full version is open to children over the summer. The child-size town features working traffic signals, street signs, crosswalks, miniature houses and small tricycles, along with a variety of interactive stations. Registration for Safety Town is set for Saturday, May 2 from 9 a.m. to 1 p.m. at Safety Town in Kiwanis Park. The cost is $60, and participants must meet the age requirement as of June 2015. Proof of age, such as birth certificate or passport, is required at registration. Looking to sharpen your driving skills? A Driver Safety Class is set for Wednesday, April 22 from 9 a.m. to 3 p.m. Other upcoming dates are Saturday, May 23 and Wednesday, June 24. This driver safety course reviews the current rules of the road, defensive driving techniques, and how to operate a vehicle more safely. Attendees will learn how to manage and accommodate common age-related changes in vision, hearing and reaction time. This class is open to all adults and costs $15 for AARP members or $20 for non-members. Participants who successfully complete the course will be provided with a certificate for their auto insurance agency. Most agencies will allow for a discount on auto insurance premiums for up to three years. Participants must register in advance. Committee seeks donations for MLK, Jr. Monument In honor of the legacy of Dr. Martin Luther King, the MLK Committee plans to install a sculpture in his memory as part of their Silver Anniversary Celebration year. The very impressive three-dimensional monument, designed by Dari, will be permanently installed at the Northwest Regional Library on University Drive. This prominent location will attract the much-deserved attention, recognition and respect Dr. King merits, as many families and local students visit the library daily. Vietnam Memorial Wall coming this October The Moving Wall is coming to Coral Springs this October. In honor of the men and women who served in the Vietnam War, the Wall is a replica of the original memorial in Washington D.C. listing the names of more than 58,000 Americans who lost their lives in service to their country. Commissioner Lou Cimaglia has been working with the Veterans Coalition to bring the Moving Wall to our City. “The whole purpose of this is to bring the Wall to the people. They say when you go there, it’s an emotional experience,” Commissioner Cimaglia said. The Wall will be on display at the Sportsplex from October 22 to 26, 2015. There will be ceremonies planned daily to commemorate the Vietnam veterans. Residents will have the opportunity leave mementos at the Wall. Items will be sent back to Washington D.C. to The Moving Wall Museum. The Veterans Coalition is sponsoring this initiative and there will be fundraisers throughout the year to raise the $5,000 needed to cover costs. Residents can help the cause by buying a brick for $50 from the Coalition. Spring Exhibitions Be sure to visit the Museum’s new exhibitions now through May 23. The Museum’s Main Gallery will host Rainer Lagemann: Shaping the Square and James Verbicky: Iconicity. In Shaping the Square, Rainer’s sculpture captures the human body in motion – a freeze frame of classic, timeless gestures and emotions. Rainer uses hollow metal squares to sculpt the human form, creating works that elicit both the strength and delicacy of the body. Verbicky debuted the media paintings, mixed media works that stimulate the viewer with both content and texture in 2010. The three dimensional surfaces transcend traditional painting and venture into the realm of sculpture. Pop Goes the Comics will debut in the Museum’s East Gallery. Enter the world of Comic and Pop Art as seen through the eyes of five artists with different artistic styles. Guest Curator Lenore Stern Morris has brought together these artists – Jose Delbo, Charles Fazzino, Marvin Gralnick, Nelson De La Nuez - the King of Pop Art, and Al Razza in an exhibition that will delight children of all ages. Celebrate EarthFest at new location Your kids will have a wild time at EarthFest on Saturday, April 18 at the Sawgrass Nature Center. Register for Half Marathon and 5K on March 28 There still may be time to register for the Coral Springs Half Marathon and Race for Women’s Wellness 5K on Saturday, March 28. The half marathon will begin at 6 a.m. and the 5K at 7:30 a.m. Both races will benefit the Broward Health Coral Springs Lisa Boccard Breast Cancer Fund, which provides free mammograms to women in our community who can’t afford them. Runners and walkers of both the half marathon and 5K will start at the Coral Springs Tennis Center on Sportsplex Drive. From there, participants will continue on a fast, flat and paved course that winds through the City. Cost is $85 for adults for the half marathon. The cost for the Race for Women’s Wellness 5K is $35 and $15 for students 19-and-under. The Half Marathon will include a goodie bag, aid stations, Dri Fit t-shirt, finisher medal, age group race awards and post-race refreshments. Registration closes on March 27 and prices will go up as the event nears.

Come and enjoy music with your family and friends at Betti Stradling Park for the City’s free Family Concert at the Park. Studio 54, an energetic dance band, will perform on Saturday, April 25 at 7 p.m. Parking and admission is free. Blankets, lawn chairs and coolers are welcome, and refreshments will be available for purchase. Please refrain from bringing glass containers, alcohol and pets. Exciting Spring lineup at Center for the Arts The RRAZZ Room series continues with Rock & Roll Hall of Fame Inductees, The Shirelles, starring original & founding member Beverly Lee, on April 18 at 7:30 p.m. Singer Vonda Shepard is also coming to the Center for the Arts! She was on every episode of the award winning, hit television series Ally McBeal and served as music producer for the show. She will be perform for the RRAZZ Room on May 15 at 7:30 p.m. The RRAZZ Room in the Museum of Art offers a unique and intimate venue. Broadway camp comes to Coral Springs Young aspiring actors will have a chance to take the stage at the Next Stop Broadway camps throughout the summer. Disney’s Frozen has been such a hit, kids will enjoy Frozenthemed activities all summer long. The camps start in early June and run through August, offering participants real-life training and expertise. The sessions take place in the Coral Springs Center for the Arts, our hometown professional theater with experienced actors and technical staff. Participants learn much more than acting

skills, including openness, confidence and self-esteem. The following sessions are available this summer: • Teen Camp: Into the Woods – July 6 to August 7, Ages 14 and up/Grades 9 and up.
