his period of economic challenges is an obvious reminder of the importance of managing a country’s potential well. In such a business environment, the Novi Sad Fair becomes a place and instrument for the promotion of economic opportunites locally, nationally and regionally. The incentives to be provided both by the state and provincial governments – in order to implement strategically important citizen interests, develop local governments and regional connectivity – will be presented at unique events like investment, energy and construction fairs in Novi Sad. This is an opportunity to publicly present the possibilities of economic and social development on the basis of interregional and cross-border cooperation and market integration, as well as increasing co-

herence among local communities. he aim of last year’s Investment Fair was to create an environment for the presentation and promotion of the projects of local governments (cities and municipalities), i.e. a place where foreign and domestic investors could gain insight into the complete investment potential of Serbia. This year the goal is to present the investment potentials of the region and the real estate market in one location, but also to review all advantages of cross-border co-operation, whether that be through exhibitions or business meetings, as well as to establish a dialogue between relevant participants. s we are aware of the importance of launching a dialogue on economic reconstruction, stabilisation, the modernisation of state administration and the improvement of regional co-operation, we believe that the Investment Fair is a perfect event to present the need and the willingness of the Western Balkan countries to co-operate with each other in a way that they will co-operate in the EU in the future. he visits of regional delegations, such as from Slovenia, as well as already established mutual interests in strengthening economic co-operation – especially when it comes to writing projects in the field of innovations and new technologies - will be an excellent opportunity to attract new capital to Serbian municipalities; as well as allowing the municipalities to utilise their own resources and capacities, particularly when it comes to wind energy, waterpower and biomass, for which the country has solid prerequisites. Varaždin and Styria have all expressed an interest in such projects. Continuing good cooperation established in the Danube-KrisMoris-Tisa (DKMT) region, which encompasses Vojvodina and four regions of Hungary and Romania, as well as the already established good relations with the Italian region of Friuli Venezia Giulia, provide a significant incentive for the development of future projects, devising various approaches to investors and establishing business incubators and industrial zones. uring the process of European integration, EU regions play an important role in ensuring the development of the new European concept. Vojvodina, as a member of the Assembly of European Regions, as well as the Novi Sad Fair, as a company with a good international reputation, are central meeting points for such market participants. The fact that there are about a hundred Euro regions today, coupled with the fact that Western Europe’s regions are economically stronger and more successful than their counterparts in the rest of Europe, made us even more determined to make the Novi Sad Fair a place where transnational regional co-operation projects will be implemented in line with the Council of Europe’s Convention on the Cross-Border Co-operation of Territorial Communities. n collaboration with the highest state institutions, ministries and provincial secretariats, the Novi Sad Fair will organise expert meetings at its Invest Expo Fair, with the help of institutions will also participate in the fair, including the Ministry for the National Investment Plan, Ministry for Environmental Protection and Spatial Planning, Ministry of State Administration and Local SelfGovernment, the Provincial Secretariat for Economy, the Provincial Secretariat for Energy and Mineral Resources, the Provincial Secretariat for Local Governance and Intermunicipal Co-operation and the Provincial Secretariat for Regional and International Cooperation. eminars, meetings, conferences and training sessions are an important segment of the Invest Expo Fair. to discuss the implementation of regional development plans aimed at strengthening institutional capacities in underdeveloped areas. odernisation, reconstruction and building infrastructure are of utmost importance in our region, whether we are talking about road transport or revitalising and reconstructing bridges and border crossings, which are all part of the overall European transport infrastructure. The Fair presents an opportunity to establish a dialogue about effective designation of space, i.e. about the liberalisation and efficiency of services used in finding a business location, as well as the development of new business spaces. This is why the Construction Fair is held at the same time, bringing added value to the integrity of the whole development chain. he final stage of any investment project is related to construction and construction is one of the key development branches of the economy. The Construction Fair is similar to other regional fairs in terms of having a real estate segment, but also when it comes to organising the Energy Fair with participants of great importance for the construction sector. his provides an opportunity for both construction materials and machinery producers, as well as other types of construction companies, to get the lowdown on new investment locations and plans for the energy sector. The Novi Sad Fair will pay special attention to building houses that conserve energy. Moreover, the implementation of a new law on construction and spatial planning in Serbia is to be considered, as is the use of environmentally friendly building materials. Energy has a special strategic importance for the country, as it does at the global level, which is why the fair will give this topic due attention. he development strategy of the Novi Sad Fair, which envisages our venue as the central place for business meetings in Serbia, simply confirms the importance of an event like the Investment Fair. e should bear in mind that it was Vojvodina that established co-operation with many regions in the past, which is why the province is the leader in implementation of European projects and foreign investments. This will be an incentive for both the participants of the Investment Expo Fair and professionals that will come to attend the Fair.

Goran Vasić, director general of the Novi Sad Fair mental protection, creating integrated labour markets and developing joint employment initiatives can be presented at these kinds of events. his event will provide opportunities to discuss the strengthening of administrative capacities, which are necessary for the implementation of European standards and regulations, as well as to initiate projects in the areas like development of industrial zones, the use of energy resources, advancing utility systems, etc. Furthermore, the issue of efficiently usuing state funds is motivation enoough for local governments to participate in the Investment Fair. Irig offers a swift and simple approach to disseminating information and documentation necessary for carrying out further business operations. “Our job did become harder in the sense that we don’t get as many inquiries as in previous years, while some previously announced investments and re-investments have been postponed for 2010. However, VIP does not complain. Aside from Bernardi, we are also engaged in a project devised by Denmark’s Grundfos Company, which plans to invest at least €80 million and hire 550 workers in the Municipality of Inđija. With these two investments alone, VIP will have a record year. We are also working on several smaller projects dealing with investment scope of between 20 and 25 million Euros, while there are also other projects worth one or two million Euros each. INCENTIVES FOR INVESTORS The City of Zrenjanin offers potential investors free land for construction, equipped with all necessary infrastructure. Industrial parks in Zrenjanin have been fitted with electricity and gas, waterworks - including a sewer system - and telephone and internet lines. In interim periods of construction, Zrenjanin also offers new investors space in former public enterprises. Zrenjanin boasts a highly-qualified, experienced workforce at significant cost-savings compared to European standards. Zrenjanin’s administration is known for its speed and efficiency, while the City also has a professional service staff to assist investors throughout the process.

Dear readers, t was you, the readers, who gave us the thumbs up for the last two editions, hence we thought that even at this time of the global economic downturn we need to continue presenting our investment potentials. This creates new business opportunities, on the one side, and on the other it prepares us for the investment cycle that is definitely set to arrive following the crisis.

wo questions are typical for these turbulent times: where do opportunities lie and how can we emerge from the crisis? We believe that Vojvodina’s investment potentials offer the answer to both questions.

he majority of analyses carried out at an international level has shown that there are two sectors which haven’t been that hit by the crisis: energy and agriculture. Vojvodina, with its 1.7 million hectares of arable land, has huge, albeit untapped, potential that we can loosely call agribusiness. Establishing more intensive co-operation, primarily between farmers and the food processing industry, is an important development opportunity for Vojvodina. In this context, VIP is preparing a sectoral study that will identify the investment potentials that are observed within the framework of the EU market.

O

ur experience shows that renewable energy sources in Vojvodina also have immense potential and we have noticed that many foreign and domestic investors are becoming interested in this area. Wind generators, biogas, biomass and small hydro-electric power plants have been recognised as opportunities. In collaboration with the provincial government and the Secretariat of Energy, we have prepared the initial documents that will serve as the investment basis for both domestic and foreign investors.

side from the aforementioned sectors, we have identified projects in so-called ‘traditional sectors’ like real estate, metal processing and the machine industry.

e would like to use this juncture to the fullest in order to position Vojvodina as a region with exceptional prerequisites; a region that facilitates development, long-term success and attains the professional performances of the leading EU regions.

n co-operation with the provincial government, we have launched several programmes in response to the current economic situation. These are going to provide support to our economy: from providing work subsidies of €1,300 per new job created and financing first time employment, to launching educational programmes like additional training for ICT and CNC technologies.

In order to gauge his success in this direction, as well as to discuss other issues, we spoke to Chairman Egeresi.

hen he was appointed chairman of the Vojvodina Assembly last year, Sandor Egeresi said that he

It’s been a year since you came to office. Are you content with results achieved so far and, if so, have your expectations been met? I am partially satisfied with the results. It is indisputable that European integration is of key importance for the Autonomous Province of Vojvodina (APV). Without intensive co-operation with many European regions, Vojvodina remains in a cultural, political, and economic vacuum. Bearing in mind its geographical position, history, culture and tradition, we can say that Vojvodina is an integral part of Central Europe. Vojvodina is an untapped resource of the Republic of Serbia in terms of establishing economic, cultural and political communication with the countries that surround us and are already in the EU (Hungary and Romania) or are EU candidates (Croatia). During last year we tried to promote new political practices and adhere to the principle of trying to comprehend “how much of the future should be incorporated in the present.” We tried to understand the altered local and regional context and promote new policies. So, our emphasis was on the following: strengthening and promoting regional inter-parliamentary dialogue, initiating and becoming part of various European regional initiatives and fostering tolerance and inter-

The fact that the draft Statute and draft law on transfer of jurisdiction of APV are not included in the National Parliament’s agenda clearly speaks volumes about the lack of political will to define European integration as a priority and the clear-cut goal of Serbia’s foreign policy. In your opinion, then, the European integration of Serbia is closely associated with the country’s further decentralisation? Yes, the issues of Vojvodina’s autonomy, regionalisation and the decentralisation of Serbia are all issues pertaining to the country’s democratisation and democratic consolidation. Issues regarding the decentralisation and regionalisation of Serbia aren’t merely issues of functionality, but also the future of Serbia. Research shows that a state’s financial strength depends on the jurisdiction assigned to its regions. The European Union attaches a lot of importance

“...the impression is that the central government does not understand the importance of messages emanating from other parts of Serbia.” to strengthening regions, with almost 40 per cent of the EU’s total budget allocated to regional development and co-operation projects. By signing the EU Stabilisation and Association Agreement, Serbia took it upon itself to undertake the process of regionalisation. Unfortunately, the impres-

sion is that the central government does not understand the importance of messages emanating from other parts of Serbia. The prevailing attitude is still that regionalisation and decentralisation are weakening state unity. Hence the anti-Statute campaign, insinuations that autonomy means

separatism and resistance to the establishing of Vojvodina’s representative office in Brussels. All of this stems from a failure to understand the fact that Europe uses the principle of subsidiaries as its fundamental functioning principle. The most functional, rational and efficient way of dealing with problems is to resolve them at the closest level to that at which they appear. Fear of change, freedom and autonomy is reflected in the insinuation that the draft Statute is an act of separatism on Vojvodina’s part. There are no separatist aspirations here, because Vojvodina has traditionally cherished its autonomy and Serbia has enjoyed its statehood for years. Vojvodina 2009/2010 The Investors guide / 11

“I don’t think we should use the economic crisis as an excuse for a lack of political will to strengthen institutions...”

When do you expect Vojvodina’s Statute to be adopted in the Serbian Parliament? What is the dilemma about this Statute? The Chairman of the Vojvodina Assembly has done everything possible to adhere to the Constitution and the laws of the Republic of Serbia, as well as fulfilling the obligation of passing the draft Statute. I have been defending, and will continue to defend, the decision made by Vojvodina’s

Assembly in a consistent, principled and responsible manner (89 of 120 MPs in Vojvodina’s Assembly voted in favour of the draft Statute). I have offered to establish a new dialogue with the region of Central Serbia’s representatives of major cities and regions. We all agreed that centralised Serbia will only bring us symmetry in poverty and will not lead to progress and prosperity for all citizens of Serbia. The fact is that delaying the inclusion

STRATEGY FOR NEW INVESTORS “The Vojvodina Assembly is entitled to prepare development strategies for those areas that come under its jurisdiction. The Assembly’s Chairman is tasked with presenting the potential of Vojvodina and opening the door to potential investors. “In order to strengthen Euro-regional co-operation, we have been establishing contacts and inviting potential investors. Look at Styria, which currently supports 140 projects at the local level in Vojvodina. The provincial administration has had excellent co-operation with Styria so far and, in the coming months, we will extend our parliamentary collaboration by bringing the parliamentary committees of the two provinces closer together. 12 / The Investors guide Vojvodina 2009/2010

of the draft Statute and the draft Law on transfer of jurisdiction for Vojvodina onto the National Parliament’s agenda will just postpone the European future of Serbia (pursuant to the terms defined by the constitutional law, the province’s Assembly forwarded the new Statute to the National Parliament of the Republic of Serbia on 15th October, 2008.). The many concerns and campaigns that have been launched publicly, questioning the decision to forward the Statue to the National Parliament, simply serve to confirm the fact that certain political powers in Belgrade cannot let go of a rigid matrix of centralism. The delay in giving consent to the draft Statute has brought several peculiarities to the surface: the mental matrix of centralism is still prevailing, the Belgrade political elite does not understand the reality and genuine needs of citizens living in ‘the rest of Serbia’ and are, unfortunately, ready to demonstrate an obvious violation of constitutional principles. Serbia will remain paralysed for months because of the permanent constitutional crisis and the fact that a large number of laws, including the new Statute of Vojvodina, haven’t been harmonised with the Constitution. In your opinion, has the economic crisis effect the arrival of new investments and the reinvestment activities of existing investors in Vojvodina? Yes, it is quite evident that the economic crisis has affected investment levels in Vojvodina. However, I do think it is important to stress the lack of a clear legal framework that would define inherency, powers and the responsibilities of Vojvodina, as well as the issue of property and income, which are hampering and blocking potential investments to a large extent. I don’t think we should use the economic crisis


as an excuse for the lack of political will to strengthen institutions, co-ordinate and regulate the legal and economic environment that would be friendly, harmonised with European standards and provide a secure framework for potential investors. Last year you pointed out that in order for Vojvodina to attract new investments, it is vital for the province to be allowed to conclude business agreements with investors. has anything changed for the better in that respect? No, but I maintain my opinion. Let me reiterate: by not adopting the Law on transfer of jurisdiction to Vojvodina, and by keeping the provisions of the draft law that says that most issues of Vojvodina’s jurisdiction will be regulated by subsequently adopted national laws, Serbia will remain

The competences that the province should have in agriculture, transport and water supply have all been blocked. We have been feeling the direct consequences of centralisation for two decades and now we are all paying the price. The average poverty rate in Vojvodina is the highest in Serbia, standing at 9.2% - according to research

conducted for the purpose of the National Poverty Strategy in March 2009 (Central Serbia’s poverty rate is 8.9% and the state level is 7.8%). The price we pay because of centralisation means that we are now in a position to compete in poverty, but not in wealth and progress. There have been manipulations with the issue of political and social solidarity, while Vojvodina – with the highest poverty rate in Serbia – is being asked to live in solidarity with the rest of Serbia.

ecent investments in Vojvodina, more precisely in the Municipality of Pećinci, have shown that a well focused strategy for attracting foreign direct investment is yielding results, despite the global economic crisis. To find out if there any negative effects being felt at all in Vojvodina in light of the global crisis and what the provincial government is planning to tackle the downturn, as well

The global crisis is being felt everywhere, but the current level of unemployment does not deviate significantly from the usual number of layoffs in Vojvodina’s companies. Statistics says that our economy has shown considerable vitality. I have to emphasise that the provincial administration is doing everything in its power to combat the crisis and we have had very significant investments this year. As a result of co-operation between the Executive Council of the Autonomous Province of Vojvodina and the Italian region of Friuli Venezia Giulia, the Italian company ‘Bernardi’ SpA will invest almost €300 million in the municipality of Pećinci. The investment has a pronounced marketing effect, aside from its financial significance, and has sent sent a positive signal to other investors that it is worth investing in Vojvodina. Let me illustrate... Between 2000 and this day, a total of five billion euros of foreign investments come to Vojvodina, with the Executive Council of Vojvodina providing logistical support through the Vojvodina Investment Promotion Fund (VIP). In addition to that, through various Executive Council programmes, we provide support to investors seeking to create new jobs. Considering that we have a few projects in the pipeline, Vojvodina has a chance of becoming successful at attracting foreign investments during these very difficult times.

We are doing everything in our power to improve conditions for enticing foreign investments: from developing infrastructure and promoting the idea of establishing a development bank in Vojvodina, to developing detailed regulations and adopting the general spatial plan. Moreover, Serbia’s tax policy is much more favourable than in neighbouring countries. Of course, we have some problems, but also a determination to resolve them. According to the information at our disposal, no foreign investors have left Vojvodina so far, which is certainly a good indicator to other investors who are planning to invest in Vojvodina. Are Austria, Italy, Germany and Slovenia still considered as the leading investors in Vojvodina?

INCENTIVES I believe that investment incentives, such as providing subsidies for new jobs in the amount of €1,300 and offering a favourable tax policy, will single Vojvodina out as an important investment area.

Our province’s strategic interests are reflected through co-operation with regions across Europe, with the aim of creating new opportunities to strengthen our institutions, implement European standards and, of course, fortify overall economic co-operation. Italy, Germany, Austria and Slovenia are still our biggest partners and the leading investors in Vojvodina, with the largest investments made in the commercial, financial, metal processing and construction sectors. These countries are

continuing to show the greatest interest inr investing in our region. The Republic of Slovenia is our traditional partner and this country’s investments are growing year-on-year. As of 2003, some 23 Slovenian companies have made important investments in Vojvodina and created numerous jobs, like Cimos, Gorenje, JUB, Perutnina Ptuj, Trimo and many others. Then we have Austria-based Erste Bank, ATB Sever and Biener Berger; German companies STADA and Linde Gas, as Vojvodina 2009/2010 The Investors guide / 15


INTERVIEW the Executive Council of Vojvodina offers to investors in the form of employment programmes for all branches of the economy. Through these programmes, we will allocate 130,000 dinars for each new job in the Province, regardless of whether it has been created in an existing company or new one. There are also favourable tax policies and a good price of land, as additional stimuli for foreign investors.

Our strategic goal is to work with regions across Europe, to strengthen the economy and implement European standards well as Italian companies like Pompea and STG, which is currently building a large smelting plant in Sremska Mitrovica. What can Vojvodina offer potential investors at present that would sway them to invest in this Serbian region? In addition to a great geographical position, Vojvodina’s advantages are reflected in a combination of educated, a high quality workforce and its economic potential.

Financial and tax incentives for foreign investors, as provided by the Republic of Serbia and the Autonomous Province of Vojvodina, are also important, as is the Free Trade Agreement with Russia. We have one of the lowest tax rates in the region; there are grants for employing new workers and a ten-year tax exemption for investments over 600,000 dinars. Other incentives that make Vojvodina even more attractive for investments are benefits that

T

he regionalisation of Serbia is a process that will take place in the future. This process is necessary not only because it leads to a more efficient, faster and cheaper administration, but also because it is imperative in the process of European integration. Regionalisation means more development and more investments. In order to receive funds from Europe, Serbia needs to define itself regionally. I would like to outline that it is very important to Vojvodina for Serbia to undergo a regionalisation process. The subjects that Europe holds in high regard are the citizens, local governments and regions, in that order. Therefore, the strategic goal of the state and provincial government is to join the European Union, which can be achieved much easier if we are a regionalised and decentralised state.

Do you work together with individual municipalities in Vojvodina to help them become more active in attracting new investments? The state, the province and local governments have a joint task of maintaining a positive tendency when it comes to the influx of foreign investments. In addition to partnership activities carried out via various funds and programmes established by the Executive Council, we are assisting local governments through education and relaying positive experiences from the region. The Vojvodina Investment Promotion Fund is also working on attracting investments to the province together with the 45 local governments, in order to improve their capacity to draw in foreign investments. VIP works closely with municipalities in Vojvodina, helping them to write development projects, set up business incubators and industrial zones, as well as instructing local authorities on what kind of approach to take towards investors and advising them on their appearances at specialised fairs. Are you happy with VIP’s work? The Vojvodina Investment Promotion Fund (or VIP) was founded in August 2004, in order to encourage the influx of foreign investment in Vojvodina. For almost five years, VIP has been successfully providing necessary support and assistance to investors in order for them to find the best possible investment opportunities in our province. Each foreign company that invests in Vojvodina brings new jobs, which is certainly the most important advantage for the citizens of Vojvodina. These companies also modernise production plants and apply new technologies, which in turn brings new skills and new knowledge, benefitting our education system, which will be fully


harmonised with the needs of the European market in time. In this way, we are going to create an even better business environment and raise the competitiveness of Vojvodina’s economy. The companies which are financially sound will stay in Vojvodina and re-invest here. Such a good business environment will attract other investors too. Since its establishment until Bernardi’s investment, VIP has contributed to the creation of over 8,000 new jobs. What steps will the Executive Council of Vojvodina take to create a favourable investment climate for both foreign and domestic investors? Our strategic goal is to work with regions across Europe, to strengthen the economy and implement European standards. Through the process of regional co-operation, as an instrument of our country’s development policy, we are going to continue to attract foreign investors. Despite the economic crisis, we are not giving up on our main priorities of development and employment. In the previous period we achieved very good results in our fight to tackle unemployment in the province. The year before last, we reduced the unemployment rate by over 20 per cent, while last year we managed about 15 per cent through various programmes devised by the Executive Council. The new technologies and new materials programmes were very successful, in addition to the Development Fund programmes, the Guarantee Fund programmes and those implemented by the Secretariat of Labour and Employment. All of these programmes will be implemented this year too. We have also introduced six new employment programmes, which are all helpful to investors in terms of the Executive Council providing grants for each new job, regardless of the job being created in an existing company or a new one. We provide very strong financial support to each new shop, company or farming estate, while the programmes for trainees will help young graduates to find employment after completing the trainee programme. The Executive Council will continue to implement this policy in the future too, regardless of the economic crisis.

he Vojvodina Investment Promotion Fund (VIP) was founded by the Assembly of the Autonomous Province of Vojvodina as an official regional agency tasked with providing investment incentives and aimed at giving support to foreign investors at the start of their commercial operations in Vojvodina. VIP became fully operational in December 2004. One of VIP’s main tasks is helping

You recently promoted a major investment in Pećinci. What kind of investment is that? We have presented one of the biggest real estate investments on the territory of the Autonomous Province of Vojvodina, made by Bernardi Company. According to the investor, the company will invest a total of €250 million and hire close to 5,000 workers. In the initial stages, Bernardi will construct an outlet shopping centre that will stretch across 40,000 square metres and be completed by December 2010. The mall will employ close to 1,000 people. In the following stage, the company will build an amusement park, then the Brico Centre (covering 30,000 square metres), which will be something like Sweden’s IKEA. The centre will also have a section with smaller shops that will be built on 100,000 square metres. The whole complex will have a crafts and retail centre, as well as a hotel with 250 beds. VIP worked on this project for a whole year and, considering the aggravated situation with FDI influx, we consider it a great success. To what extent has the global downturn affected the amount of FDI reaching

ESTMENT MAP Vojvodina at the end of 2008 and so far in 2009; has it made your job harder? Our job did become harder in the sense that we don’t get as many inquiries as in previous years, while some previously announced investments and re-investments have been postponed for 2010. However, VIP does not complain. Aside from Bernardi, we are also engaged in a project devised by Denmark’s Grundfos Company, which plans to invest at least €80 million and hire 550 workers in the Municipality of Inđija. With these two investments alone, VIP will have a record year. We are also working on several smaller projects dealing with investment scope of between 20 and 25 million Euros, while there are also other projects worth one or two million Euros each. So, we are hoping that this year will be a success. What sets Vojvodina apart from other regions of Serbia in terms of the advantages it offers investors? Maybe Vojvodina doesn’t stand out that much. Nevertheless, there are certain things that are organised differently in terms of land books, infrastructural equipment, availability of locations and workforce, proximity to EU markets, etc. These are just a few factors that make Vojvodina an interesting investment location. I think that VIP and the provincial government play an important role here by jointly developing tools aimed at presenting Vojvodina to investors, thus making it even more attractive. What are the principal reasons for investing in Serbia, or more precisely Vojvodina, today as opposed to the other regions of Southeast Europe?

...the agribusiness sector overall is very important for Vojvodina and offers great potential both for domestic and foreign investors We do have to admit that Romania is much better positioned than both Vojvodina and Serbia. That country has significant FDI influx, though that has been somewhat reduced as a result of the economic crisis. However, Romania is a more attractive investment location than we are. We believe that this is more of an issue of image than what Romania can offer in real terms – in that sense Vojvodina is quite competitive. Investors can see that for themselves once they come here. Other neigh-

bouring countries – Bosnia & Herzegovina, Macedonia and Montenegro, have a different geographical position and are somewhat more challenged in terms of infrastructure than we are. We have at least three important strategic reasons for investors to come here: supplying the EU market, supplying the Southeast European market, and have a base in close proximity to their mother companies. Furthermore, there are huge markets available to them following Serbia’s signing of free trade agreements with the Russian Vojvodina 2009/2010 The Investors guide / 19

We do have to admit that Romania is much better positioned than both Vojvodina and Serbia Federation, Belarus and now Turkey. What are the most attractive branches for investing at the moment? Investors today are more cautious about where they invest. They are organised differently and are looking for partners to develop joint investments with. The most attractive sectors for investing are agribusiness – especially the food processing industry, metal processing, IT and ICT, renewable energy sources. Furthermore, in the follow-

PLANS We have just completed a comprehensive project called ‘After Care Tour 2009’, during which we visited 81 foreign companies and talked to investors about the business climate. According to their information, positive tendencies are expected in autumn. We believe in the potential of attracting foreign investments and our estimate is that some of these projects will start to be implemented in the third or fourth quarters of this year. This is when investors are going to search for new investment destinations more actively. ing period we expect a greater contribution to the social and economic development of Vojvodina to be provided by tourism, particularly spa and river-based tourism. Can you tell us about some of the larger companies that have expressed an interest in investing, or are already planning to invest, in Vojvodina? It is VIP’s policy not to comment on ongoing projects, i.e. not until the investor makes a decision for his intentions to be made public. I can only say that despite the reduced number of inquiries we’ve received, due to the economic crisis, we are in the midst of negotiations and daily contact with several companies. I expect positive changes to happen in the area of foreign investments in the third and fourth quarters of this year. Have VIP’s operating methods changed this year to cope with the altered climate and what is your plan for attracting even more investments in the future? Our operating methods haven’t changed, but we have certainly adapted to the new conditions. We are trying to implement ongoing projects and are focusing on those that could be implemented this year. We are also using this time to prepare ourselves for what the future brings. We have organised two seminars to take place in June: one covering renewable energy sources and the oth-

er dealing with developing supply chains in food industry. These are both devised with a view to attracting foreign investments to these sectors. We are also preparing a study for the agribusiness sector, which should be completed by the end of this year. Once we elaborate our sales arguments, we are going to turn to investors. We think that the food sector, i.e. the agribusiness sector overall, is very important for Vojvodina and offers great potential both for domestic and foreign investors. I don’t think we should use the economic crisis as an excuse for the lack of political will to strengthen institutions, coordinate and regulate the legal and economic environment that would be friendly, harmonised with European standards and provide a secure framework for potential investors. Last year you pointed out that in order for Vojvodina to attract new investments, it is vital for the province to be allowed to conclude business agreements with investors. has anything changed for the better in that respect? No, but I maintain my opinion. Let me reiterate: by not adopting the Law on transfer of jurisdiction to Vojvodina, and by keeping the provisions of the draft law that says that most issues of Vojvodina’s jurisdiction will be regulated by subsequently adopted national laws, Serbia will remain in an institutional vacuum. The economic consequences of not adopting the draft Statute and the draft Law on transfer of jurisdiction to Vojvodina are numerous. The competences that the province should have in agriculture, transport and water supply have all been blocked. We have been feeling the direct consequences of centralisation for two decades and now we are all paying the price. The average poverty rate in Vojvodina is the highest in Serbia, standing at 9.2% - according to research conducted for the purpose of the National Poverty Strategy in March 2009 (Central Serbia’s poverty rate is 8.9% and the state level is 7.8%). The price we pay because of centralisation means that we are now in a position to compete in poverty, but not in wealth and progress. There have been manipulations with the issue of political and social solidarity, while Vojvodina – with the highest poverty rate in Serbia – is being asked to live in solidarity with the rest of Serbia.


- THE LEADER OF THE METAL PROCESSING INDUSTRY OF THE REGION

At the end of April, a contract on the sale of a 70% stake in FKL was signed with the Serbian Privatisation Agency. This investment and the accompanying investment programme are worth €1 and €1.5 million respectively. Who is the new owner and what sort of timeframe do we expect for the new bosses to invest additional capital? The new majority owner of FKL a.d. Temerin is a consortium formed by Russian company ZAO Tehnika Servis from Voronezh and Dragan Rodić, the long-time director of the factory who is representing both the factory’s management and employees in this case. The concept that we applied during the privatisation was based on maintaining continuity of the current company profile and its development, as well as finding strategic partners able to provide support to the management in order to continue with our plans. It is important that the strategic partner has enough potential to enable the factory, which has over 500 employees, to continue operating and developing in the coming period. We believe that by signing the privatisation contract we have laid a solid foundation for implementation of the aforementioned ideas and that, in the upcoming five-year investment cycle – as stipulated in the contract – we are going to reorganise and modernise the factory so that it can rival similar factories around the world. I would like to underline that the process of defining the company’s ownership structure is still incomplete and the factory will remain open to all interested investors willing to get involved in our work and invest in our development projects via some form of recapitalisation, which could be important not only for Serbia, but the whole region in the future. It is worth mentioning that FKL is the only remaining manufacturer of roll bearings on the territory of the former Yugoslavia. With this in mind, we would like to invite all interested parties to contact us if they think they could benefit from involvement with our company.

FKL exports a significant share of its production. How much do you actually export and how much is sold on the domestic market? To what extent has the economic crisis affected your company’s operations? FKL today exports more than 80% of its total production worldwide. Last year’s exports were worth €9.5 million. Our most important customers are located in the EU, Russia, Iran, Mexico, the countries of the former Yugoslavia and elsewhere. We are particularly proud of our business and technical co-operation with SKF, a major global player in this field. We are also present on the Russian market, with the help of the new majority owner, and are also opening a new market in Iran. This project is especially important in the time of the global economic crisis, since the crisis is not so pronounced in Iran, due to the specificity of its economy and the country’s geo-political position. These three directions of our operations, alongside the domestic market, make up the foundations of our business diversification, which will provide long-term security and ensure that we can successfully overcome the global market turmoil that we are feeling today, while firmly remaining on the ground during future

What are your plans in terms of the overall development of FKL’s business operations? I already partially responded to this question in my previous response when I mentioned our strategic development plans, but if we are talking about plans for the immediate future, they won’t change much. At the time of the privatisation process, the factory’s management remained very active and bought a relatively modern factory in the town of Sokolac in Bosnia & Herzegovina. This factory dates back to 1989 and was designed by SKF, but because of the civil war the factory didn’t work much. Subsequently, the factory’s complete production was transferred to Temerin. It will be reopened this year and will double our production capacity. Once that factory becomes operational, we will be fully prepared - both technologically and organisationally - to work for a renowned global carmaker that we have already established contact with. By so doing, we will utilise all of the advantages of our country and the region to the fullest, in order to surpass our competitors from China and elsewhere in the Far East. FKL already has number of subcontractors from Serbia, but in order to implement the aforementioned project we will need

For that reason, we are now able to deal relatively successfully with the current situation and, despite reduced operations on certain markets, we are maintaining a critical business mass that enables us to see the end of the crisis; to prepare and make ourselves able to return to the position we occupied before. in Europe. The new legal framework allows the transfer of profit made in Serbia abroad, while special incentives for reinvesting are bringing profit back to the Serbian market. 3. INFORMATION AND COMMUNICATION TECHNOLOGY ICT was a small sector in Vojvodina, but it has experienced rapid growth during recent years and still has significant potential. It is the key enabler of growth in other sectors, which is the reason why ICT is one of the primary targeted sectors in our Investment Promotion Strategy, but also one of the important reasons why ICT has a guaranteed future in Vojvodina. Furthermore, the Vojvodina Provincial Government is doing a great job of supporting start-up companies in ICT by establishing business incubators as one of the measures for improvement of Vojvodina’s socio-economic environment. Vojvodina’s capacities for high quality and low cost services make it a perfect location for near-shore outsourcing, all this in the same time zone and within an hour or two’s flight of you. he Municipality of Ada is situated in the very heart of eastern Vojvodina on the right bank of the River Tisa. It covers an area of 228.6km2, of which around 2 200km is arable land. Novi Sad is 72km away and Belgrade Airport 151km. Ada municipality, with its five settlements, is sprawled ideally along the right bank of the River Tisa. Around 19,000 inhabitants live in this area, with the majority population being Hungarian, followed by Serbs and other ethnic communities. There are currently1,532 unemployed people in Ada Municipality. The municipality is part of a good road and rail network that links it to other regions in Vojvodina. Ada is located only 50km from the national borders with Hungary and Romania, while the European E-75 motorway is some 50km away.

libunar is situated in southern Banat along the BelgradePančevo-Vršac-Romania railway. It covers an area of 602km 2 and is 78km from Belgrade Airport and 133km from Novi Sad. Alibunar has a population of 22,954(2,978 unemployed). The Municipality is intersected by the Belgrade-Vršac-Romania motorway (thoroughly reconstructed in 2005) and the international Belgrade-Vršac-Bucharest railway. The DTD Canal runs along the municipal border. MUNICIPAL ECONOMY Agriculture is the most developed branch of Alibunar’s economy. A well-known agricultural and industrial complex is based in Banatski Karlovac, while there is also the construction material industry, meat processing, a textile factory and a cannery. patin is situated in West Bačka. The municipality covers 333km2 and has 32,813 inhabitants (according to the 2002 census). It also has an exceptionally good geographical position, is close to the state borders with Hungary and Croatia, and is situated on the River Danube. All of this makes Apatin an especially attractive location. Many economic, tourist, sports and recreational activities have added to Apatin’s tourist appeal and helped make it the leader in hunting tourism in Serbia, as well as spa and sport tourism in the region.

MUNICIPAL ECONOMY Between 2002 and ‘08, 21 of the 34 companies operating in the municipality were privatised. However, the privatisation processes for six companies were annulled due to the failure of new owners to adhere to conditions. Some 15 agricultural, food and wood processing companies were operational in Apatin on 31st December, 2008. The two most important companies are the Apatin Brewery (Apatinska pivara, owned by Interbrew) and PIK Jedinstvo. We have 14 companies operating in the shipbuilding and processing sectors, with the Apatin Shipyard and Vero Company (footware producer) taking the lead. There are also 15 catering companies and five engaged in transport and construction, with Rapid and Saint Gobain the most prominent in this sector.

The most important investment awaiting implementation is construction of a goods & transport centre and a harbour that will employ between 2,000 and 3,000 people. A feasibility study has been written for this project in four languages. Apatin is home to the first international marina in Serbia, boasting 400 berths with 120 suitable for yachts and the rest for smaller boats. Each berth has its own water supply, electricity and lighting, in addition to the marina being home to Serbia’s first petrol station on the water. INCENTIVES FOR INVESTORS Aside from those offered by the state, the municipality offers incentives to both domestic and foreign investors in the form of reduced utility fees, favourable land lease, tax exemption for urban planning projects and issuing building permits. The industrial branches suitable for investing in Apatin are those that comply with t he Envir onmental Protection Study and the Law on Classification of Business Activities.

ačka Palanka is in South Bačka County. Occupying an area of 579km2, it has a favourable geographical position, due to its proximity to the Danube and because the municipality lies at the intersection of important roads and the DTD Canal network. The Danube links the municipality to the rest of Europe and the Black Sea, while a network of regional roads links it to cities like Novi Sad, Sombor, Subotica and Šid (in Serbia) and Ilok and Vukovar in Croatia. Bačka Palanka is a border municipality that’s just a river bank away from Croatia. The Danube has both transport and tourist potential, while Bačka Palanka has been identified as a suitable micro-location for constructing a marina. MUNICIPAL ECONOMY Bačka Palanka has 45,962.79 hectares of fertile agricultural land. The dominant land usage branches are crop, fruit and vegetable growing and vineyards, while the municipality also has many livestock farms. Industrial production is also developed, with the biggest manufacturing companies being: Tarkett (floor coverings), Nopal (manufacturer of electrical installation materials), Merkur (production of leather accessories), Nektar (fruit and vegetable processing), Carlsberg Srbija Čelarevo (brewery), Fertil (producer of mineral fertilizers), Soufflet (malt production), Majevica (agricultural machinery and tools), Bačka (abattoir) and Kovis BP (production, trade and service company.) INDUSTRIAL ZONES The municipality has two industrial zones in

the town of Bačka Palanka: the north industrial zone (114 hectares) and the south industrial zone (210 hectares). There are also industrial zones in Obrovac (7 hectares), Nova Gajdobra (12 hectares) and Despotovo (3.5 hectares). The initial lease prices for construction land deemed suitable for building business facilities are: extra zone (downtown) 2.37 din/m2; first zone (Bačka Palanka) 1.99 din/m2; second zone (Bačka Palanka) 1.47 din/m2; third zone (Bačka Palanka) 1.11 din/m2; fourth zone (Čelarevo) 0.43 din/m2; and fifth zone (urban settlements) 0.08 din/m2. INCENTIVES FOR INVESTORS The initial lease prices for construction land deemed suitable for building facilities that are considered important for the development of the municipality (such as swimming pools, sports terrains, boat race routes, tourist facilities, etc.) are 80% lower than other lease prices. When it comes to incentives for hiring new workers, investors are granted the following subsidies: 10% for hiring up to 20 workers; 20% for 21 – 50 workers; 30% for 51 – 100 workers; 40% for 101 – 200 workers and 50% for companies hiring over 200 workers.

BAČKA TOPOLA

GATEWAY OF VOJVODINA Vojvodina’s first industrial park and logistics centre expects investors

ačka Topola is located in the heart of Bačka, 35 kilometres from the Hungarian border, between Subotica and Novi Sad. The municipality stretches over 596 square kilometres and is home to 38,000 inhabitants in 23 towns, villages and hamlets. Bačka Topola has an excellent geographical position, lying as it does at the very intersection of important roads. We are just three kilometres from the motorway and are on the route of Pan-European Corridor 10. The international Belgrade – Budapest railway line also runs through the industrial park. MUNICIPAL ECONOMY The municipality has a long industrial tradition and boasts several successful companies that could encourage a further influx of working capital. Agriculture is the most dominant economic branch, with several industrial sectors also active. Several industrial branches originated from the agricultural sector, including food processing, textiles, leather and fodder industry. When it comes to metal-processing industry, we have developed capacities with a steel foundry, production of wood cutting tools, ironmongery, electrical metal processing and chain and metal production. Bačka Topola has plenty of tourist potential, especially in terms of sightseeing tourism. Every year we host the famous Zobnatica Equestrian Games, while on 15th September is the annual Days of Bačka Topola event.

INDUSTRIAL ZONE The first industrial park and logistics centre (VIP – LC) in Vojvodina was built in Bačka Topola. The park has direct access to the railway and there are 15 companies currently operating in the existing industrial zone, with over 1,500 employees. The gross surface area of the park covers 125 hectares and there is a possibility of acquiring an additional 5,000 square metres. The industrial zone has electricity, running water and gas, while sewage and waster water filter units are currently being designed. The zone has phone lines and internet connections. The net sale price is three Euros per square metre (plus VAT), excluding infrastructure. The Vojvodina Industrial Park and Logistics Centre (VIP-LC) is the zone’s vendor.

ečej Municipality is precisely in the middle of Vojvodina’s section of the Tisa River, on the border between the sub-provincial regions of Bačka and Banat. The municipality has a good geographical position and network of roads connecting it to Novi Sad, Srbobran, Bačka Topola, Senta, Novi Bečej and the rest of Vojvodina. Bečej is linked with Banat via the Tisa dam. MUNICIPAL ECONOMY The biggest companies here are Sojaprotein, PIK Bečej-Poljoprivreda, Fadip (Fadip’s privatisation was recently anulled), Linde gas Srbija, SP Laboratorija, Knott -Autoflex YUG and Bag&Deko. Bečej is a distinctly agricultural area, with 44,000 hectares of arable land. The town also has two thermal water springs and is known as a spa town, though the existing spas need to be reconstructed and new ones built. The thermal springs could also be used for heating purposes.

Bačka Canal runs through the zone and can be used by smaller ships, while the River Tisa is just two kilometres away. There are 12 land plots in Block 124 that are ideal for workshops and similar production. However, they are currently fully leased. Blocks 131 and 135 (ttl 21 hectares) are regulated for agricultural land to be converted into construction plots. This land is owned by the state and private owners. INCENTIVES FOR INVESTORS Bečej offers an industrial zone completely equipped for greenfield investments, as well as incentives for those hiring significant numbers of workers in new factories.

ela Crkva lies on the River Danube and is a border municipality located in north-eastern Serbia, southeast of Vojvodina and Banat respectively. The M-7/1 road, connecting Zrenjanin to the Kaluđerovo border crossing (Romania), runs through our municipality. Bela Crkva stretches across 353km2. It consists of 14 towns and villages, and has a population of 20,367. MUNICIPAL ECONOMY Two strategic economic branches have been developed in the Municipality of Bela Crkva – agriculture and tourism. Bela Crkva is a town boasting a wonderful landscape, old streets and Baroque buildings, which makes it a unique tourist haven. The town lies in a fertile winegrowing valley at an altitude of 89.5 m/ASL. The rivers of Karaš and Nera run through the municipality, while in the western section of the town there is a group of seven reservoirs, the DanubeTisa-Danube (DTD) Canal and the Danube itself. The Deliblatska Desert (also called the ’European Sahara’) is a unique nature reserve located only 15 kilometres from Bela Crkva, while the municipality boasts hunting and game breeding grounds covering an area of over 1,500 hectares. This area is also a bird habitat. Agricultural plots are the most important natural resource and they cover a total of 77 per cent of the municipality’s territory. The entire territory is 33,345 hectares, with 21,499 hectares repre-

senting ploughed field, 6,158 hectares of meadows, around 160 hectares of vineyards and orchards and 2,704 hectares of forestland. INDUSTRIAL ZONE The Nera Industrial Park is located in the existing industrial zone, which covers an area of over 14.26 hectares. The zone is perfect for developing business, production and warehouse facilities. It also has appropriate infrastructure, such as roads, a water supply system and electricity. eočin lies along the northern slopes of Fruška Gora, beside the Danube. The Municipality covers 186km² and has a population of 16,086 (1,814 unemployed). It is just 70km from Belgrade’s Nikola Tesla Airport and a mere 17km from Novi Sad. Most of the municipality’s eligible workforce of 10,997 is employed in Novi Sad. MUNICIPAL ECONOMY A large part of Beočin’s economy is based around cement production, with the world leader in construction materials, Lafarge, owning a cement plant in Beočin town. In addition, the local authorities are exerting efforts to utilise the area’s extraordinary natural resources and favourable strategic position for the development of SMEs in the sectors of tourism, agriculture (vineyards/orchards), as well as trade and services. The municipality offers quick and easy access to one of the most important European communication routes: Corridor 7 (The Danube), while the proximity of Novi Sad and the E-75 motorway ensure that Beočin has good transport links. As Beočin is beside the great Danube and Fruška Gora National Park, and is home to vineyards, orchards, historic monasteries and stunning countryside, the municipality has genuine untapped eco-tourism potential.

RENOWNED FOR WINE Čoka is attractive for the development of hunting and fishing tourism

he Municipality of Čoka is located in northeastern Vojvodina between the Tisa and Zlatica rivers. Covering an area of 321km², Čoka is comprised of seven settlements: Čoka, Sanad, Ostojićevo, Padej, Crna Bara, Vrbnica and Jazovo. Čoka is 170km from Nikola Tesla International Airport and 92km from Novi Sad. The Municipality has a population of 13,832, mainly Hungarians and Serbs, and there are 1,394 residents registered as unemployed of a total of 9,087 eligible workers. Čoka is located in the area bordering Hungary (30km from the border crossing and around 22km from the state border). International motorway E-75 intersects this municipality, while it is also intersected by the river Tisa and the DTD Canal network (navigable canals, irrigation and tourism). MUNICIPAL ECONOMY With a favourable geographical position on the crossroads between Senta, Kikinda and Zrenjanin, Čoka’s economy is growing (food processing industry, agriculture, and oil wells). The Municipality is also well-known for its vineyards, viticulture and famous Čoka wine sellers. Austrian company ATB Sever has its manufacturing facilities in this municipality. There are several small lakes in the vicinity of Čoka: Stara or Mrtva Tisa and Jama. There is also a large fishpond belonging to the DTD Water Management Company and a modern pheasant farm – all of which make this municipality attractive for the development of hunt-

ing and fishing tourism, but also vineyard and wine tourism, which is being developed in Vojvodina. Inđija is a strategically important location, lying at the crossroads of highways and railroads connecting Belgrade and Zagreb on one side, and Sofia-Belgrade-Subotica-Budapest on the other. Inđija’s strategic location on Pan-European Corridors 10 and 7 (the Danube), coupled with its proximity to Nikola Tesla Airport, make this municipality very attractive. MUNICIPAL ECONOMY There are 3,760 registered businesses in Inđija, 90% of which are privately owned. rig is one of Vojvodina smallest municipalities, covering an area of 230km², and the town of Irig is Vojvodina’s highest municipal administrative centre. Irig municipality includes another twelve settlements: Vrdnik, Dobrodol, Satrinci, Jazak, Grgeteg, Neradin, Krušedol Selo, Krušedol, Prnjavor, Rivica, Mala Remeta and Velika Remeta. Irig municipality is 60km from Belgrade’s Nikola Tesla International Airport and 20km from Novi Sad. This multiethnic municipality has a population of 12,329, with 1,714 elligible workers registered as unemployed. Irig is well connected to major transport arteries, with the most important road route being the M-21 motorway (Novi Sad-RumaŠabac) and main road R-130 (Beška-IrigBeočin). INCENTIVES FOR INVESTORS The local authorities consider themselves partners to investors. They provide incentives for locations, construction land lease, education and expediting permit procedures. The local development plan has outlined the food processing industry, tourism and the service sector as priorities. There is also a possibility of utilising thermal springs and the close proximity of the border promotes the development of logistical and transport services.

INDUSTRIAL ZONE Industrial zone, Block 8, is located beside the R-119 regional road and the railway station. It covers 3.75 hectares of land, though it is currently being expanded to cover 7 hectares. The relevant infrastructure is only 120 to 500 metres away, while the motorway is 15 kilometres away. The municipality is currently building a sewage system and plans to complete construction of the remaining infrastructure. The industrial park is located in the Horgoš work zone at the intersection of the M-22.1 and R-119 roads. The Horgoš border crossing is four kilometres away, while the railway station and Corridor 10 are also nearby. This location is suitable for developing clean industries and the service sector. Block 11 could accommodate a water park, as it is quite close to the spa. The infrastructure in Block 11 is only several hundred metres away and the plan is to build sports and recreational

he Municipality of Kikinda is situated in North Banat and has 70,000 inhabitants.

ble for the food processing industry. It stretches over 19 hectares of land, but only 4.5 hectares are available for use.

MUNICIPAL ECONOMY A special terrain calls for a special type of economy, agriculture and services. Crop growing is dominant in Kikinda’s agriculture, followed by cattle breeding. Arable land covers close to 70,000 hectares, i.e. 90% of the total area, and 11% of the municipality’s inhabitants are engaged in agriculture. The average price of state-owned land available for lease is 10,000 dinars. The land is irrigated over 3,000 hectares through the subsidiary of the Danube-Tisa-Danube (DTD) Canal. The municipality is known for its clay and sand deposits. T In terms of tourist attractions, we offer Suvača, a dry mill which still uses horse power and is one of only two such mills remaining in Europe. The Mammoth of Kikinda is also a great attraction. Kikinda has both thermal and medicinal springs, while there is a medicinal spring in Banatsko Veliko Selo where the water reaches a temperature of 80ºC. There is also a possibility of developing spa tourism, particularly with the Romanian border nearby.

INCENTIVES FOR INVESTORS The Municipality of Kikinda offers various incentives for both domestic and foreign investors in terms of qualified workforce, acquiring necessary work and production permits, as well as production locations. Some four per cent of the Kikinda population are junior college graduates, while four per cent are university graduates. Most of the workforce has completed high school. The Kikinda area is also known for its quality road infrastructure and developed IT network. Close to 200,000 tonnes of oil and around 90 million cubic metres of gas are extracted in the municipality each year. That is almost half of the country’s entire oil production and a third of gas production. KOVAČICA

ovačica is situated in Southeast Vojvodina and covers 419km2. The town of Kovačica, the administrative and geographical centre of the municipality, is 47km from Belgrade. The River Tamiš runs through the north-western part of the Kovačica municipality, while the eastern section is covered by the Deliblatska Desert. The municipality is also traversed by the Pančevo to Kikinda regional railway line. According to the 2002 census, the municipality of Kovačica has 27,860 inhabitants of diverse ethnic background with a majority of. Slovaks (41%). The Municipality is a heterogeneous community and an interesting combination of four languages, alphabets, religions, cultures and customs.

MUNICIPAL ECONOMY Some 84.02% of the municipality’s total territory is covered by arable land - top class crop fields, orchards, vineyards and meadows. Over four fifths of Kovačica’s arable land is chernozem – the most fertile earth on the Pannonian Plain, known for producing high yields.

INCENTIVES FOR INVESTORS Land in the industrial zone is privatelyowned, with the municipal authorities being an intermediary between the investor and the land owner. The price of the land, which is determined by way of an agreement between the investor and the land owner, goes up to €2m2. The shortest period of time needed for issuing building permits and other licences is two days, provided that the required documentation is complete.

ovin stretches across an area of 730.05km2 and has 36,806 inhabitants in 10 towns and villages. The municipality’s advantage is its geographical position: located in South Banat County, it is connected to the rest of the region by a network of roads and is just 55km from Belgrade, 34km from Pančevo and 13km from Smederevo. The Deliblato Desert nature reserve covers 39.9% of the municipality’s territory. Kovin is proud of its multiculturalism and Serbian, Hungarian and Romanian all representing official languages. Thanks to good relations with the Diaspora, the municipality plays an active role in crossborder co-operation. Popular regular events include The Days of the Cyrillic Alphabet and the October Art Salon. Athletes from Kovin compete in top national competitions and Kovin has a women’s basketball club and the Radnički Karate Club, whose members often compete for Serbia.

INDUSTRIAL ZONE Kovin has an industrial zone with electricity, a water supply system, gas supply and phone lines. It is connected directly to the first class national highway (M-24). Currently, the municipality is compiling a detailed plan to regulate the industrial block in Kovin (Block 119). INCENTIVES FOR INVESTORS The municipality has a spatial plan in addition to the general plan according to which the municipal authorities have assigned 90 hectares of land for building a harbour. Industrial Block 119, which is located to the rear of the planned harbour, stretches over 30 hectares. There are various incentives for investors, including a reduced construction land fee and favourable fees for construction land regulation, coupled with a reduced fee for unequipped construction plots and various employment incentives. The Municipality of Kovin has adopted a spatial plan, general plan and overall regulation plan for all towns and villages in the municipality, which significantly expedites the issuing of building permits. The municipal authorities strictly adhere to legal deadlines for issuing permits and other documentation.

Moreover, the municipality has developed metal and food processing industries, brick and medicine production, wood and coal processing industries, thermal spas, etc. Kovin has 812 university graduates, 1,026 junior college graduates and 10,719 inhabitants who have completed high school.

KULA

IDEAL SPA DESTINATION The municipality is ready to accept public-private partnerships in the construction of tourist facilities The Municipality of Kula is situated on Vojvodina’s fertile plain at the crossroads between Novi Sad (52km), Sombor (40km) and Subotica (60km). Belgrade is 132 km from the municipality of Kula. The Bački Breg border crossing with Hungary is 66 km away and 38 km away is the Danube port of Bogojevo and the border crossing to Croatia. The first class M-3 state road runs right through the municipality, while the international railway (Vienna– Budapest–Belgrade) is just 10 km away and the local railway (Sombor–Sivac–Crvenka–Kula– Vrbas) traverses through the municipality. The DTD Canal also passed through the Kula municipality. MUNICIPAL ECONOMY Of a total area of 481 km², agricultural land covers 43,348 hectares, i.e. 91.44%, dominated by meadow black soil and carbonated black soil. The total area of agricultural land under public ownership amounts to 10,059 hectares.

The aim is to develop a spa tourist centre which would utilise the natural resources of thermal waters in the region of Razvala to offer spa rehabilitation and sports recreation services to users from the whole region. Through the urban plan of the Municipality of Kula, the zone set aside for this project has been defined as a tourist recreation segment. Three months are needed for construction of the geo-thermal well, while 12 months are required for realisation of the tourist recreation facility ‘Razvala’. The project’s creation and detailed hydro-geological investigations, plus research/exploitation of the hydro-thermal well and hydro dynamic and hydro-geological research are worth 30,000,000 (€ or RSD??) (finances provided by the budget of the Municipality of Kula and AP Vojvodina), while the construction of the spa tourist centre is valued at €10,000,000. The project’s owners are the Municipality of Kula and private investors. There is also the planned reprocessing of a nine hectare allotment within the total 25 hectare area for relaxation, sports and recreation (owned by the municipality of Kula). Moreover, the municipality also requires construction of lacking roads and power supply network from the budget of the municipality of Kula. The municipality is ready to accept public-private partnerships in the construction of tourist facilities.

INDUSTRIAL ZONE Industrial zone ‘Block 66’ is being constructed in Kula, thus creating infrastructure conditions for the influx of domestic and foreign investments, start-ups and the development of economic activities in order to create new job opportunities and enhancement the local quality of life. ali Iđoš stretches over 8,100 hectares and is located alongside the international highway connecting Belgrade to Budapest. Mali Iđoš is 48km from Subotica and 50km from Novi Sad, while the municipality is connected via the main road M-22 (Subotica – Belgrade) and international highway E-75 is only a kilometre from the village of Feketić. Mali Iđoš is 145km from Nikola Tesla International Airport, while the Čenej airport is just 38km away. The Novi Sad Port on the River Danube is 50 kilometres away, while the Belgrade – Budapest railway passes through the municipality, stopping at both Mali Iđoš and Lovćenac.

MUNICIPAL ECONOMY Mali Iđoš has an agricultural character, with both businesses and farms growing wheat, maize and sugar beet. The municipality has significant available workers in the leather, metal and food processing industries, which are considered traditional locally. The Mali Iđoš Tourist Organisation is engaged in preserving and protecting tourism values, as well as developing tourist activities in the municipality. We have the traditional Cherry Days event, which takes place in Feketić, and Dombosfest, an art festival in Mali Iđoš. The Zobnatica tourist & recreation centre is nearby. Here racehorses have been bred for over 200 years.

he Municipality of Nova Crnja is located in northeast Banat and covers an area of 273 square kilometres. Its main transit road is international road M-7, which connects Zrenjanin with Serbia and Romania and runs over the municipal territory. MUNICIPAL ECONOMY The municipality boasts a cooking oil plant, Banat, as well as a Serbian-Russian joint venture company in Srpska Crnja, producing readymade meals, and the Subotica Veterinary Institute. Over 50% of the municipality’s employed population are engaged in agriculture, making it the top sector by far. The most important commercial branches are the processing industry, retail trade, vehicle/motorbike repairs and educational activities. According to the National Employment Service, most unemployed people in Nova Crnja have completed primary education or at least two years of high school. Close to 25% of the unemployed population are high school graduates, while quite a lot of citizens have completed junior college or university studies. The municipality’s development advantage lies in thermo-mineral springs suitable for healing spa treatments, as well as the arable land that covers seven sections in the municipality and clay deposits, which are currently being exploited. The border crossing

with Romania is nearby, which contributes to the development of transit tourism. Moreover, there is an extensive canal network and a well developed road infrastructure. INDUSTRIAL ZONE The Municipality of Nova Crnja has an industrial zone and a detailed spatial plan – a prerequisite for compiling project documentation (the municipal authorities have written main projects for the entire infrastructure in the industrial zone). Now that the municipality has authored the main projects, it is now possible to devise principal projects for infrastructural systems. Basic infrastructure – electricity, roads, gas pipeline, water supply system, telephone lines, ADSL and sewage – are all nearby. The municipality has good potential for the development of tourism, with thermal springs of water reaching temperatures of between 60 and 80ºC. There are also opportunities to develop hunting and fishing tourism, thanks to the fact that the municipality is rich in forestland and game wildlife.

he City of Novi Sad is the capital of the Autonomous Province of Vojvodina. It is situated on the left bank of the Danube, just across from Fruška Gora mountain and national park. It is 92km from Belgrade and 87.91km from Belgrade’s Nikola Tesla Airport. Novi Sad has an official metropolitan population of 333,895 – making it Serbia’s second city – though estimates claim that more than 450,000 people live in Novi Sad. and remains far superior to those of other parts of Vojvodina. ovi Bečej occupies an area of 609km2 and, according to Serbian Statistical Office data from 2005, has a population of 25,918. The municipality has 7,764 eligible workers, of which 4,460 are permanently employed and 3,304 are unemployed. The average net salary in the municipality is 25,682.00 dinars. Novi Bečej lies on the left bank of the River Tisa and is linked to the Danube near Bezdan and Bela Crkva via a network of canals. The Belgrade-Timisoara (Romania) railway passes through the municipality, connecting Belgrade to Romania via Pančevo, Zrenjanin and Kikinda, as well as Subotica to Szeged. he Municipality of Novi Kneževac lies in north-eastern Vojvodina, in northern Banat. The bridge over the River Tisa, connecting Novi Kneževac and Kanjiža, along with the bridge between Čoka and Senta, play an important role in linking North Banat to Bačka, both at a local and regional level. The bridges are important for international traffic passing the Horgoš border crossing. Currently, a road connecting Crna Bara and Novi Kneževac, which will form part of the future Banat Highway, is being constructed. This will substantially shorten travel times and facilitate the transport of goods towards Central Serbia.

MUNICIPAL ECONOMY The economic branches that are developed and suitable for investing in our municipality are the food processing industry, agriculture and the production of compost and biogas from agricultural debris. Aside from this, various cereal crops are grown, as well as onions, peas, beans, fruit, etc. The municipality has quite a lot of unused arable land at its disposal, suitable for growing various crops, primarily medicinal herbs. The authorities plan to build a melioration system which could supply close to 3,500 hectares of arable land with water. Possibilities for the development of both urban and rural tourism are further enhanced due to the close proximity of the Hungarian and Romanian borders. There are also thermal springs on the municipality’s territory, which can be used for heating residential areas.

The average monthly salary in the municipality, as recorded in December 2008, was 33,877 dinars net (in the production sector) and 44,793 dinars net (in non-production sectors), which is an increase compared to the same period in 2007. INDUSTRIAL ZONE Novi Kneževac has a work zone located in Block 74 on construction plots #3120, 3100, 3122 and 514/7, covering an area of 123,879 square metres. The zone is located on the outskirts of Novi Kneževac. The zone is partially equipped and divided into five lots of differing sizes. Sewage, water supply, access road R-111 and light fixtures have all been added to the industrial zone. Novi Kneževac’s industrial land plots are suitable for light industries, such as food processing. All that remains to move into the zone is to connect the water and sewage systems to the existing infrastructure, carry out installation of a gas system, install a telecommunications line and connect to the electricity distribution grid.

džaci is located in western Vojvodina near the River Danube. It covers an area of 411km² and is 130km from the Belgrade Airport and 70km from Novi Sad. povo Municipality, located in South Banat, is 30 kilometres from Belgrade and Pančevo and 40 kilometres from Zrenjanin. It is home to 11,016 inhabitants and covers an area of 203 square kilometres. Company Utva has production facilities stretching across 1,600 square metres in Opovo, while the company has a total area of 5.5 hectares at its disposal. Utva has its own power source and is on the site of the former machine processing industry. One building that formerly housed a school and textile company Plantex from Plandište in Opovo covers 1,500 square metres, while there is an abandoned school in Baranda (256 square metres), which occupies plot of 1,442 square metres. This facility could be used for business purposes and is available for lease. The municipality’s General Plan for Overall Resources envisages the opening of a contemporary spa in Baranda, an area naturally awash with medicinal mud (peloid). Furthermore, the municipality has authored a project entitled ‘Design of the Tamiš Riverside for Developing Fishing Tourism’.

ančevo is located at the confluence of the rivers Tamiš and Danube, on the very edge of the Pannonian Plain. It is the administrative, economic and cultural centre of South Banat and one of Serbia’s most important industrial centres. The City of Pančevo, with its nine satellite villages, covers an area of 755km2 and has a population of 128,447. It is just 15km from Belgrade and 40km from Nikola Tesla Airport. It has good road and rail connections with Belgrade and lies along the main road E-70 to Romania. Pan-European Corridor 10 passes only 17km from the city and Pančevo is on Pan-European Corridor 7, which makes the city’s links to Central and Southeast Europe very attractive for business. PERMITS AND DEADLINES The legal deadline for issuing a building permit is 15 days from the day the documentation is submitted. In practice, the Spatial Planning Department issues the permit one to three days before the legal deadline expires. MUNICIPAL ECONOMY Apart from a well developed agriculture sector, the economic branches that are also active in the municipality include leather tanning, rubber and footware making, production of construction materials, metal processing, graphics, the food industry, transport, retail trade, crafts and catering.Several factors contribute to the fact that Ruma is a prominent location on the investment map of Serbia. Firstly, there is Ruma’s close proximity to metropolitan areas like the cities of Belgrade (50 kilometres) and Novi Sad (35 kilometres). The Nikola Tesla Airport is only 35 kilometres away, while the E-70 motorway and the Corridor 10 railway line both run through Ruma’s outskirts. The East industrial zone is located in the eastern part of the town and has excellent access to the M-21 main road, as well as regional roads R-106 and R-103. The South industrial zone covers an area of around 40 hectares in a construction section. The zone has access to R-103 and R-106 regional roads and is in close proximity to the M21 main road (connecting Novi Sad and Šabac). The South-West industrial zone occupies an area of 37 hectares in a construction section. It has access to both the R-103 and R-106 regional roads and is suitable for production and processing activities, service providers and storage. The zone is equipped infrastructurally. ečanj is located in eastern Banat. It covers an area of 523km² and is comprised of the following settlements: Banatska Dubica, Banatski Despotovac, Boka, Busenj, Jarkovac, Jaša Tomić, Konak, Krajišnik, Neuzina, Sutjeska, Šurjan, with Sečanj as its administrative centre. Sečanj is 70km from Novi Sad and 110km from Belgrade airport. Sečanj’s 11 settlements have a combined population of 16,377. The municipality’s multinational structure comprises a majority of Serbs, followed by Hungarian and Romanian minorities. Currently, 2,646 of the municipality’s working population of 10,476 are unemployed. The Zrenjanin-SečanjVršac motorway and five regional roads intersect Sečanj, which borders Romania. INDUSTRIAL ZONE LOCATION 1: West district – Sečanj; Total area: 36.02 hectares; Type of ownership: State owned; Facilities on the site: 2 hectares, 27aacre 72m2; Intended use: Construction of industrial premises, SME’s, warehouses. The regional road Zrenjanin-Vršac passes by this site, while the Zrenjanin-Vršac railroad runs along the north side of the site. Apart from two factories already working in the zone, one plot is leased and will house a new factory for cattle food. The access road is Zrenjanin – Vršac and a bypass is planned in the future. Power connection (transformer) is provided in the zone. Plans are in place to install water supply connection and an optical fibre cable. A gas pipeline is provided, though it is necessary to build a more powerful station. Installation of a sewage system is currently underway. The necessary planning and regulatory documentation already exists. The permitted occupation level is 70% and the construction index 2.

MUNICIPAL ECONOMY Sečanj municipality is a medium-developed municipality in the context of Vojvodina. The area with the greatest development potential within the municipality is around the town of Sečanj. Sečanj’s waters are rich in fish, providing great potential for fishing tourism. However, agriculture is certainly the main branch of the economy, employing the largest part of the local population. Oil and natural gas exploration began in the mid-19th century and nowadays, due to large areas under forest and rich watercourses, the Municipality of Sečanj has great potential for the development of hunting and fishing tourism.

SENTA

FAVOURABLE INVESTMENT CLIMATE The municipality offers many exemptions and stimulating investment incentives

he Municipality of Senta is situated in northeast Bačka in northern Vojvodina and North Banat County. It has 25,568 inhabitants and occupies an area of 293.4 km2.

MUNICIPAL ECONOMY Senta is located on an important intersection of roads. The M-24 main road and regional roads R-119, R-119.1 and R-122 pass through the municipality, while our proximity to the border with Hungary is one of the municipality’s strategic advantages. There is also the River Tisa, which has an international jetty suitable for reloading cargo and also a terminal for containers, construction materials, liquid fuel, etc. The processing industry is the most important economic branch, making up 50% of the municipality’s revenue.

INCENTIVES FOR INVESTORS Following the municipal authorities’ decision of 29th December 2008, potential investors are offered many stimulating investment incentives, such as exemption from paying local utility fees for a period of three years on condition that an investor provides permanent employment for at least five people. There are also many other incentives available. The municipality has a long tradition and clear vision of the future. It has been making progress in achieving sustainable economic development yearon-year. The municipal authorities are trying to create as favourable a climate as possible for investors who plan to start doing their business in Senta and, thus, contribute to the municipality’s economic development.

INDUSTRIAL ZONE The Senta municipality has two industrial zones, one in the West and one in the South. The West industrial zone stretches across 38 hectares, while the South industrial zone occupies an area of 125 hectares. Both sites are equipped with the necessary infrastructure. In order to expand the South zone, the municipality bought a former hemp factory which is suitable for a brownfield investment, while there are other unoccupied land plots that are ideal for greenfield investments. The total surface of the factory and accompanying land is 20.29 hectares.

Moreover, the municipal authorities can assist investors in establishing contacts with other relevant authorities. SRBOBRAN

SUITABLE FOR INDUSTRY

rbobran is situated in northern Vojvodina, 33km from Novi Sad and almost 100km from Belgrade. The E-75 motorway, M3 and M22 main roads all pass through the municipality, as do regional roads R129 and R-120. The DTD Canal also runs through Srbobran, while borders with Hungary, Romania and Croatia are 70 kilometres away.

MUNICIPAL ECONOMY The most important economic branches are agriculture and food processing. Srbobran is rich in high quality arable land, has a multitude of waterways and a good climate. The municipality has thermal springs with favourable temperature, ground water is usually used to irrigate crops, while the Great Bačka Canal is used for water transport. The other economic branches in the municipality are wood processing, furniture production, rubber accessories production and construction business. There are oil deposits and larger gas deposits, which are currently being exploited, while clay is widely used in the municipality. The municipality’s geographical position, raw material base (used by the food processing industry), network of roads and proximity to metropolitan areas are all good prerequisites for building industrial facilities. It is particularly noteworthy that land plots can be leased for free.

remska Mitrovica is the administrative centre of the Vojvodina region of Srem. The municipality covers 76,153 hectares, has 88,745 inhabitants and is a conurbation of three towns (Sremska Mitrovica, Laćarak and Mačvanska Mitrovica) and 23 villages. In accordance with the Law on Territorial Organisation, the Serbian Government opted to grant Sremska Mitrovica city status. Sremska Mitrovica is only 60km from Belgrade, 55km from Novi Sad, 30km from Republika Srpska and 35km from Bosnia & Herzegovina. An international motorway along PanEuropean Corridor 10 runs alongside Sremska Mitrovica. The Belgrade – Thessaloniki railway passes through the city, which also boasts a harbour on the left bank of the Sava.

MUNICIPAL ECONOMY Sremska Mitrovica’s most significant economic branches are food processing, metal and wood processing, shipbuilding and agriculture. The average monthly salary is 24,272 RSD. The education structure of the unemployed in Sremska Mitrovica shows that 29.32% have completed three years of high school, 27.17% have graduated high school, 1.08% have a junior college diploma, while 3.13% are university graduates. Sremska Mitrovica has excellent natural, cultural, historic and tourist potentials, which all represent excellent development possibilities. The town is also home to the ancient Roman imperial palace of Sirmium, special nature reserve ‘Zasavica’, monasteries on the Fruška Gora, the River Sava, etc. Sremska Mitrovica is also a multi-cultural city, just like most contemporary cities.

INDUSTRIAL ZONE Sremska Mitrovica has fully equipped industrial zones. One zone is located along the international motorway (Sever) and the other is positioned at the entrance to the city from the direction of Šabac (Jezero). Both industrial zones have adequate infrastructure (electricity, water supply, sewage, gas, telephone and internet connections). The Sever industrial zone stretches across 280,000 square metres, while Jezero covers 240,000 square metres. INCENTIVES FOR INVESTORS The initial price of land is €2.67m2. There is a possibility to amend the business purpose of the land and the municipality has adopted all relevant planning acts, enabling construction to commence immediately after purchasing land. An investor is not obliged to pay a construction land fee to cover utility expenses, providing he hires over 100 people in his production facilities or purchases over 2,000m2 of land. If an investor buys a facility bigger than 2,000m2 and hires over 30 workers, he is granted a repayment period of 10 years, with a three-year grace period. The municipality has put together a taskforce to assist investors obtain the required documentation in the shortest possible period. The municipal authorities take great care of investors in Sremska Mitrovica, since they are an excellent recommendation for any future investments.

SREMSKI KARLOVCI

TARGETING TOURISM Four defined sites constitute the organisational layout of Sremski Karlovci’s industrial zone concept, enabling the phased implementation of various contents

T

he Municipality of Sremski Karlovci is located in the extreme northeast of Srem on the slopes of Fruška Gora, beside the Danube River. It spreads over an area of 5,054 hectares and is home to 8,839 inhabitants. It is some ten kilometres away from Novi Sad, and 57 km from Belgrade. The town is situated along the international road M-22, Belgrade–Subotica, as well as next to the international railway line Istanbul–Warsaw.

MUNICIPAL ECONOMY The municipality is ideally located and has numerous opportunities to attract tourists, businesses and potential investors. The municipality has set aside an area next to the Danube for the development of a sports-recreation centre. This very attractive space covers a total area of around 20.40 hectares. Of this total, 13.84 hectares is to be designated as riverbank area, while around sixand-a-half hectares will be water surface area, i.e. the Danube. These components, as well as the construction of a marina nearby, will enable the development of motorboat tourism.

Here two existing facilities shall be preserved: the Sports Fishermen’s Association ‘Dunav’ (Danube) and a business facility with a fishing tackle shop. The second site, an area of around three hectares, is planned to be set aside for sports and recreation activities, primarily for the construction of a sports centre, including a football field, handball and tennis courts, as well as other accompanying elements. The third space, an area of around six hectares, includes planned units like a campground, a beach area for caravan camping, trailers and tents, tourism facilities, catering and supplies, as well as business facilities. One and a half hectares are intended for beach space, for which special regulations are planned. The largest part of the third area consists of a forest vegetation belt, which contains a campground with space for tents and a plateau for caravans. The fourth space, covering around five hectares, has been set aside for settlement to house weekend fishermen. The construction of bungalows grouped into three rows is planned for the settlement. The fishermen weekend settlement is located in the forest vegetation belt. Preliminary urban solutions propose around 30 fishermen houses, each on a base area of up to 30 square metres.

tara Pazova is situated in Southeast Srem and has an outstanding geographical position, lying as it does just 30km from Belgrade and 40km from Novi Sad. All important roads run through the municipality: the Belgrade to Zagreb motorway (E-70), which is part of Corridor 10, the Belgrade – Novi Sad motorway (E-75), the M22/1 main road and R-106 and R-121 regional roads. The international railway connects Stara Pazova to Subotica and further to Munich in the north, and to Niš and Greece in the south. Nikola Tesla International Airport is just 25km from the centre of Stara Pazova, while the Batajnica military airport is only eight kilometres away. The Danube runs through the eastern section of the municipality, which ensures Stara Pazova is fully integrated into the transport network. The Municipality occupies an area of 351km2 and comprises a total of three towns and six villages. According to the last census (April 2002), 70,000 people live in the municipality.

INDUSTRIAL ZONE Work zones have been defined according to Stara Pazova’s Spatial Plan until 2025. In the town of Stara Pazova there are the North work zone (85 hectares, partially equipped), the West work zone (58 hectares, equipped); East work zone (108 hectares, partially equipped), the South West work zone (376 hectares, partially equipped) and the Volarsko polje entrepreneurial zone (123 hectares, partially equipped). This marks a total surface area of 750 hectares. The town of Nova Pazova has a work zone in Block 25 (58 hectares, equipped), work zone Block 18 (6.7 hectares, equipped), the Berbernica entrepreneurial zone (12 hectares, equipped) and a multifunctional work zone (50 hectares, unequipped). This covers a total of 126.7 hectares. The village of Krnješevci boasts the South work zone (637 hectares, mostly unequipped), while the Central work zone is a special non-urban work zone that’s exterritorial to the towns and villages (350 hectares, unequipped).

MUNICIPAL ECONOMY Aside from possibilities for investing in industrial capacities, we should mention the possibility of investing in agriculture, tourism and residential construction, particularly considering the close proximity of regional centres (Belgrade and Novi Sad), as well as the fact that 24km of the Danube run through the municipality. So far, several large investments have been made in agricultural and residential capacities, and we believe this tendency will continue.

INCENTIVES FOR INVESTORS The municipality is currently working on devising an incentives plan for investors who opt to invest in the municipality of Stara Pazova.

he Municipality of Šid borders Croatia and Bosnia’s Republika Srpska. The municipality occupies an area of 687km2, is comprised of 18 rural local communities and the town of Šid and, according to the 2002 census, has a population of 38,973. BORDER ZONE The municipality has a total of eight border crossings and our priority in the coming period is to complete the utility infrastructure and modernisation of the border railway stations in Šid (building a station terminal, extending the railway tracks, etc.). The equipping of all border crossings in the municipality (particularly international border crossings) will be carried out following the opening of each border crossing.

TRANSPORT Šid’s exceptional geostrategic position has been severely underexploited in the previous period. However, in light of new geopolitical circumstances, the Municipality of Šid now has an excellent development opportunity in terms of three main types of transport (road, rail and water). itel is situated in the extreme Southeast of Bačka, between the rivers Danube and Tisa. Aside from these two navigable rivers, Titel also has border rivers and two main roads – one connecting Novi Sad and Zrenjanin via Šajkaš and Titel; the other connecting Novi Sad and Zrenjanin via Šajkaš and Žabalj. These two roads, along with the river routes, add to Titel’s good geographical position, as well as providing better transport connections between Titel, Novi Sad and Zrenjanin. The municipality is also connected to Belgrade via the Danube, while there is a road and rail bridge over the Tisa and the municipality is connected to Srem via the bridge near Kovilj. MUNICIPAL ECONOMY Agriculture is the dominant branch of the economy in Titel, comprising 80 per cent of the municipality’s revenue. Aside from agricultural production, there is also industrial production, retail trade and health related services. The municipality boasts 19,600 hectares of arable land, with close to 12,800 hectares privately owned. Almost 90 per cent of the municipality’s population is engaged in agriculture. All branches of agriculture are represented in the municipality: crop growing, cattle breeding, fruit and vegetable growing, viticulture and fish farming, while forest covers a total of 400 hectares of land. In terms of industrial production, the most dominant branch is metal processing and construction material production, as well as processing

wheat, fruit and vegetables. There is also a micro factory producing plastic materials. In terms of tourism, the municipality is best known for its sports, hunting and fishing tourism, which are enabled thanks to the land configuration and close proximity to rivers. INDUSTRIAL ZONE The municipal spatial plan envisages the establishing of work zones all over the municipality’s territory, with the maximum utilisation of natural resources. Apart from the work zone in Titel, other zones do not have utility infrastructure. Construction of infrastructure in the Titel work zone is set to be completed soon, providing the zone with a paved road, water and sewage system and electricity supply. INCENTIVES FOR INVESTORS When it comes to incentives for investors, the municipality of Titel can currently offer quite cheap construction land equipped with the relevant utility infrastructure.

he Municipality of Vrbas is situated in the southwest of Vojvodina and consists of seven settlements: Vrbas, as its administrative centre, Bačko Dobro Polje, Kosančić, Kucura, Ravno Selo, Savino Selo and Zmajevo, covering a total area of 376km². The municipality has a population of 45,852 citizens. In this multi-national community, Serbs represent the majority population, followed by Hungarians and Ruthenians. Some 8,899 of the municipality’s residents are currently registered as unemployed. A favourable geographical location and transportation infrastructure justify the municipality’s importance as the central hub of the central Bačka region. The following important roads intersect Vrbas: Sombor-Vrbas-Bečej, Vrbas-Bačka Palanka and Vrbas-Subotica, while the Novi SadSubotica road and the international motorway E-75 also pass nearby. The provincial capital of Novi Sad is some 43km away from Vrbas. Vrbas is situated near the Belgrade-Budapest international rail line and local roads Novi Sad-Sombor and Sombor-Bečej. Moreover, the well-developed network of the DTD Canal intersects the territory of Vrbas Municipality and Belgrade’s Nikola Tesla International Airport is 107km away.

Surprisingly for Vojvodina, industry employs more than agribusiness: industry accounts for 56.5% and agriculture 26.3% of the municipality’s total gross domestic product. Hunting tourism has the longest tradition in the Vrbas municipality, with the richest and most significant hunting grounds to be found in the Savino Selo district and the Kucura hunting grounds, which are especially famous for hare hunting. The Town Museum has a rich Motherland Collection, including a great number of archaeological and ethnological exhibits and the town’s most beautiful architectural gems include the buildings of the Town Hall, Museum, Orthodox and Catholic churches and the Gymnasium high school.

ršac is located in the South-eastern section of the Pannonian Plain along the Belgrade-Timisoara motorway. It is 85km from Belgrade and 14km from the Romanian border. Aside from a developed road infrastructure, the Vienna-Budapest-Belgrade-Bucharest railway also runs through Vršac. The municipality has close to 54,000 inhabitants and an eligible workforce of 36,794. Future investors can count on an educated and skilled workforce. The average monthly salary in the municipality in September 2008 was €463.90 net. The Serbian Infrastructure Ministry recently presented a project to construct the E-70 motorway (BelradePančevo-Vršac) that will connect PanEuropean Corridors 10 and 4. The Spatial Plan of the Republic of Serbia envisages that this will be the main transport artery between Serbia and Romania. It will also provide better connection between Belgrade and Pančevo and will link Vršac to the rest of Serbia and Belgrade.

ZRENJANIN

renjanin has over 140,000 inhabitants and covers 1,326km2, making it one of the biggest cities in Serbia. It is seen as an attractive investment location, due to its geographical position and infrastructure, access to (and a marina on) the Rhine-Main-Danube river canal on the Begej river, as well as the largest C-class airport in the Balkans.

MUNICIPAL ECONOMY Prior to the ‘90s, Zrenjanin had a reputation as the ‘largest food producer in the Balkans’ for its large food processing capacities. It is also known for its chemical, pharmaceutical, textile and metal industries. The City is an active participant in the World Bank’s Doing Business in Southeast Europe project and for 2008 was announced as the best in Serbia and second best in Southeast Europe, according to the World Bank’s report benchmarking 22 cities in the region of SEE on the Ease of Doing Business. Zrenjanin also has a reputation in the field of high-technology and is home to the Mihajlo Pupin Informatics Faculty and the country’s first business incubator.

abalj is in South Bačka in the centre of Vojvodina. It is 90km from Belgrade and has 27,530 residents in four towns and villages. The municipality covers 400km2, while arable land covers a total of 32,255 hectares. The M-7 main road (Novi Sad-Zrenjanin), R-122 regional road (Bečej-Titel) and L-104 local road (Žabalj-Temerin) all pass through the municipality. The municipality also has abundant waterways like the rivers Tisa, Stara Tisa and Jegrička, as well as the DTD Canal network. MUNICIPAL ECONOMY The most important economic activities in the municipality are agriculture, wholesale and retail trade and the processing industry (sugar processing and mills). According to Serbian Statistical Office date from 2005, around 42% of the municipality’s revenue comes from agriculture, hunting, forestry and water resources, with 78.3% of the total income generated by privately owned estates and companies. INDUSTRIAL ZONE There are two industrial zones in the municipality: the Žabalj East Working Zone and Đurđevo Working Zone. Unfortunately, the working zones do not have required infrastructure, though both are in a great location, situated as they are along the main road M-7 (Novi Sad – Zrenjanin) and just 10 kilometres from the international road E -75. The zones cover 42 hectares and lie 20km from Novi Sad, 25km from Zrenjanin and 65km from Belgrade. The municipality needs to write project docu-

mentation for the Žabalj working zone, while it needs to adopt a detailed regulatory plan for the Đurđevo Working Zone. The industrial zones are intended for building industrial complexes, providing urban services, constructing warehouses and depots, as well as other production facilities. The economic branches most suitable for investments are agriculture and tourism. The most important and most attractive tourism potential in this area lies in the rich fauna that enjoys special significance when it comes to the development of hunting tourism. The municipality has many swamps and ponds that stretch across the alluvial plains. There are also moors, fens and fish ponds. The most attractive location for tourism in the municipality is Čurug, which is in the vicinity of the Dead Tisa (Mrtva Tisa) river. The Municipality covers an area of 525km² and, besides the town of Žitište, it comprises the settlements of Banatski Dvor, Banatsko Karadjordjevo, Banatsko Visnićevo, Medja, Novi Itebej, Ravni Topolovac, Srpski Itebej, Torak, Torda, Čestereg and Hetin. The municipality’s transportation structure is based on watercourses, which connect Žitište with the Danube. These include the Begej Canal, Stari Begej and the River Tamiš.
