Plymouth City Council’s leader and deputy leader have welcomed the launch of a strategic rail blueprint for the South West Peninsula and said it should be used as a rallying call for rail investment to drive economic growth in the South West. Student accommodation in Plymouth to be restricted Plymouth City Council will take a more stringent approach to planning applications for student accommodation in the future. At the Full Council meeting in November, Leader Councillor Ian Bowyer announced that as the number of student flats either currently being built or that have already been granted planning permission - combined with student homes of multiple occupancy - is more than enough to cater for predicted student numbers, there will now be new restrictions and student accommodation applications will have to meet detailed criteria. There will be more than 7,450 bed spaces in large-scale purpose built student accommodation – a 50% increase

Councillor Bowyer said: “We are very proud that Plymouth is a vibrant, student friendly city and that our three universities host an estimated 22,200 students who make a valuable contribution to life in Plymouth and the local economy.

“Growth projections suggest student numbers are not going to grow significantly in the foreseeable future and we know that we already have enough purpose built accommodation for first year students that are considered to have the greatest need.

“However, we have received a lot of feedback from local residents that there are too many student flats springing up across the city, and that some of these are too concentrated in particular areas – we have heard this both anecdotally and through consultation responses to our Joint Local Plan (formerly Plymouth Plan). We

Drake Foundation Awards night Stay up-to-speed Plymouth’s Drake Foundation held its annual Spirit of the Community Awards celebration night at Plymouth University. The event attracted over 100 guests, including the Lord Mayor of Plymouth, city councillors and award nominees. Plymouth Drake Foundation was established to help the city’s young people reach their full potential. As a community charity the Foundation believes that the future prosperity of Plymouth is linked to releasing the aspirations of its young people. This year the charity have launched its Imagine campaign, which aims, over the next 12 months to lay the groundwork to help 4000 young people to achieve their full potential.

The evening was supported by the Plymouth University, Santander, Murray Volkswagen and Satori. Tim Manns from Radio Plymouth hosted the event. Other inspirational speakers included Arthur Ainslie, Chair of Plymouth Drake Foundation. The three winners of the awards were; Kieren Perry (Plymouth University’s Student Volunteer Award), Stonehouse Action (Plymouth City Council Community Award) and Millfields Inspired (Plymouth Drake Foundation Community Award). Hannan Sloggett, from Stonehouse Action said: “We are so pleased to have been given this award. We’ve called her Crystal and she’ll be on display at Union Corner recognising everyone who has contributed to making Stonehouse Action a success”. The evening also saw the launch of a raffle to win a Murray Volkswagen UP! car, who are supporting the draw. Only 2000 tickets are available for this draw, which are selling at £10 each. The total amount raised on the night was £5,000, which included £1600 pledged by city councillors, and was match funded by Santander. People travelling in and around Plymouth can now get updates on roadworks by email. The council has launched a weekly roundup, with details of planned (non-emergency) works that are starting over the coming week, as well as ongoing works for major transport schemes. The council’s highways contractor Amey is responsible for co-ordinating works carried out by utility companies, developers and other organisations as well as the Council’s own repair, maintenance and improvement works. It does everything it can to co-ordinate works and minimise their impact on the city’s transport network but sometimes essential emergency works have to be carried out at short notice. Where works are likely to cause significant disruption the council and Amey make every effort to publicise them in advance – through the media, online and using advance warning boards and digital messaging signs on the roadside. Victorian Plymouth is focus for historian Chris Robinson

Ever since finding a copy of WHK Wright’s Illustrated Handbook to Plymouth, Stonehouse & Devonport, 100 years after it was first published in 1879, local historian Chris Robinson has tried to imagine how wonderful it would have been if that Handbook had been really well illustrated photographically, rather than just relying on the odd line drawing every few pages.

To a certain extent his latest volume ‘Victorian Plymouth’ goes part of the way towards achieving that. However, Chris says that he was also mindful of the fact that Wright was describing a rapidly changing Plymouth and that actually the town changed more in the Victorian era than it has done at any other time in the last 1,000 years, notwithstanding the devastating fourteenthcentury Breton raids and the calamitous aerial blitz of the Second World War. Essentially, he suggests those changes in the late nineteenth century were the product of a peaceful and dramatic population increase (sixfold across the century) but, in some respects, the changes were just as destructive, especially to the historic fabric of the town. Plymouth’s first school (established in 1561 and built in 1615) was pulled down to make way for a new Guildhall, as was the town’s first hospital (1630). Palace Court, where Catherine of Aragon had been so royally entertained in 1501, was demolished and replaced by a Board School, thatched buildings in Old Town Street were replaced and then demolished to allow the street to be widened, electricity cables to be laid and the electric tram to be accommodated. A large section of Ebrington Street was also felled, ancient buildings in Bedford Street were removed — the Island and the Globe among them. thoroughfares, dozens of overcrowded old buildings were reduced to rubble in the name of slum clearance and the town’s first municipal dwellings took their place. By the end of the century Chris says that Plymouth was said to be one of the most modern towns in the South West. The new book chronicles many of these developments, along with changes around the Hoe, Sutton Harbour and the neighbouring towns – Devonport and Stonehouse. We are also treated to a pictorial tour around the relatively rural satellite towns and villages of St Budeaux, Crownhill, Compton, Mutley, Mannamead, Lipson, Plympton, Plymstock, Hooe and Mount Batten. All in all it’s a fascinating look at Victorian Plymouth as the Victorians themselves saw it and described it and it’s another major contribution to the bookshelves of anyone interested in the story of this historic area. Pennycross nursery celebrates ‘good’ rating from Ofsted Mama Bear’s Day Nursery in Pennycross is celebrating Ofsted inspection success. The nursery in Springhill Green that caters for youngsters aged from three months to five years was awarded a ‘good’ rating after an inspection of the service. The report noted: “Partnerships with parents are strong, helping to provide children with continuity in their learning. Parents actively participate in special events and fun days. “Managers work well with other professionals to identify all children’s needs and help them make good progress. Staff support individual children well and use specific strategies. “Staff maintain children’s good levels of self-esteem… and develop close relationships with new parents and children, helping them to feel confident and safe. “Staff monitor children’s progress well and plan activities relating to their specific interests and needs.”

Comedy Avengers assemble A group of Devon based comedians will host an evening of free comedy in Plymouth as part of a new regular night.

Sandi Smith, Marcus Gill, Louis Burgess Tom Glover, David Arnold, Richard James, Alf and Frankie Dore will write brand new, original material for each of the monthly shows and perform for the first time at these gigs.

The new coalition of comics are hosting free shows across the South West under the banner ’The Comedy Avengers’ and it will include a monthly show at The Fortescue pub in Plymouth on the fourth Thursday of every month.

These nights will be free entry in order to give Devon audiences a cheap night out full of laughter and opportunity for the acts to develop their sets in front of a local crowd.

The comics, who perform nationwide on the professional circuit and have won a number of awards between them, offer a variety of styles including props, one liners and musical comedy as well as straightforward stand up.

As well as the regular Avengers, there will be occasional guest performers in order to encourage fellow new talent and to help the burgeoning South West comedy scene develop, a scene already full of many promising new acts.

Two prosecuted for Disabled Blue Badge Fraud Two people have been prosecuted by Plymouth City Council’s Corporate Fraud Team for Disabled Blue Badge fraud. Jocelyn Ruffle, of Chudleigh Road, Plymouth pleaded guilty at Plymouth Magistrates on Tuesday 22 November to using the Blue Badge that belonged to her deceased husband Peter Ruffle to park in Tavistock Place in October 2015. She was sentenced to a conditional discharge of 12 months and ordered to pay £450 court costs and a victim surcharge of £15. Andrew Renouf, of Pentille Road, Plymouth, pleaded guilty to using his mother in law, Olive Silcox’s Blue Badge to park in the disabled bay in Courtenay Street car park in November 2015. He was fined £270 and ordered to pay £450 of court costs. He was also ordered to pay a £27 victim surcharge. Councillor Ian Darcy, Cabinet Member for Finance for Plymouth City Council, said: “We are committed to tackling Blue Badge fraud and this sends a clear message that it will not be tolerated in Plymouth. This is the latest in a number of successful prosecutions for the Corporate Fraud Team. Blue Badge prosecutions in Plymouth are estimated to have saved around £114,000 in Plymouth. This included four Blue Badge prosecutions, 53 cautions, and raising 272 Blue Badge incident reports.”

The House that Jack Built Christmas Charity Appeal Independent shops in The House that Jack Built in the Barbican will be supporting the Plymouth Domestic Abuse Service as their nominated charity for Christmas 2016. The businesses are aware that Christmas can be an extremely difficult time of year for some families, and the Plymouth Domestic Abuse Service provides a vital service for local vulnerable women and children over the festive period. Carols at Ford Park Ford Park Cemetery’s annual evening carol service has completely sold out, so an extra carol service is being arranged for Wednesday December 7 at 2pm. Torr Lane residents plant cherry trees

Local residents have raised money to provide eight new cherry trees for Torr Lane. Many people love the spring cherry blossoms but unfortunately the existing trees are now dying. In 2013 eight new trees were planted but this year more are required to fill the gaps. Planting is to take place on December 6 and the residents are hoping that people will join them to celebrate the event from 3.30 to 5.30pm at Trinity Reform Church in Torr Lane. 8

Plymouth Soroptimists spent a weekend recently wrapping up 52 very special Christmas boxes to be sent to orphans in Moldova.

The boxes are sent through the Mustard Seed Appeal, with whom the Soroptimists have been working for the last 12 years. The shoe boxes contain warm scarves, hats and gloves, but also basics like shampoo, soap, toothbrush and toothpaste. As well as these items such pencils, erasers, calculators and sweets are included, but there’s always room for some small toys and games.

Plymouth City Council will introduce alternate weekly rubbish collections from May next year. This means that households will put out their recycling bin one week and their non-recyclable waste bin the following week. The proposal will help the city achieve the Plymouth Plan vision of recycling 50 per cent of Plymouth’s waste by 2034, by increasing the current recycling rate by between five and nine per cent. It will also achieve total savings of £750,000. Under the proposals, the service will also be modernised, using technology to become better co-ordinated, with waste, cleansing and grounds maintenance teams working in the same areas together to get the job done. A bin composition study commissioned by the council revealed that 82 per cent of the city’s brown bins were less than three quarters full, indicating that the vast majority of bins would have room for more than a week’s worth of waste, particularly coupled with more recycling. It also found that 20 per cent of brown bins contained material that could have easily been separated for recycling.

Property News from Jack Merriott of Cross Keys Estate Agents Well what can I say about the property market at this point in time? The first question everyone asks me is ‘Will Brexit affect the value of my house?’ The honest answer to that is Brexit has not changed anything as it currently stands. As a country, we have made a decision to leave the European Union but not acted on it and can’t do anything really until Article 50 has been triggered. So what has changed?, the local property market is probably at its best for quite some time. If you look at the market there are five different types of property: Low end – great for investment

First time buyer – normally flats and small homes under £125,000 Family properties – between £125,000 and £250,000 Higher Family homes - £250,000 to £400,000 High end – properties over £400,000

With the government increasing the stamp duty level on all second home transactions, a lot of previously active landlords have shelved their plans to buy. This is because as the extra stamp duty would mean that they would not see much profit from the first years’ rental, therefore it is not such an attractive buy

Plenty of demand for good quality family properties unless the property is priced at an absolute steal. First time buyer historically were in their twenties and single, now we are finding increasingly that they are in there thirties and usually either married or partnered with better deposits and higher income allowing them to jump from the traditional first step straight up to the family properties. Families will always change - births, deaths, marriage, divorce, children going to university and families relocating for work purposes, this means that the demand on these family properties has not gone away in the slightest. Higher family homes are usually four or five bedrooms and need a bit more TLC or cost to keep up with maintenance and running costs. We are finding that these home owners are now looking to downsize to cut back on their regular outgoings which in turn mean that they are looking at downsizing to the family market properties.

The high end properties will move as and when the want or need arises and normally has little impact on the rest of the market So in conclusion, we have three active types of buyer all wanting the same types of properties making the family market the most buoyant that it has been for quite some time. I have recently just sold my own house, a three bed semi detached in a cul-de-sac location close to a very popular primary school. I had 12 viewings in four days and agreed a sale on the fifth day. As a result of that, two of my neighbours also decided that if these are the prices that they are achieving then they would see if we could sell their houses. Both of the other properties were sold in days of them coming to the market at the asking price. Good quality two bed houses in good residential areas and three bed houses old or new in various areas across the city will always sell and quickly –

especially if your agent is proactive and known for selling these types of properties. There is a real shortage of good quality family sized and accurately priced properties coming to the market, but the amount of active buyers is still rising. STOKE DAMEREL STUDENTS ARE GOING PLACES THANKS TO GOOGLE EXPEDITIONS From a classroom looking out over the rooftops of Plymouth hundreds of students were transported to the battlefields of World War I and Mount Everest thanks to Google Expeditions.

The Google team visited Stoke Damerel Community College for the day in November to take students through a range of expeditions including transporting them to the Jazz Era and the North Pole. Students equipped with Google Cardboard VR viewers go on expeditions with a teacher acting as a guide to lead groups of ‘explorers’ through collections of 360 degree and 3D images while pointing out interesting sights along the way. Staff from the college attended a training session before guiding 22 groups of students through a variety of virtual tours throughout the day. One Year 7 student even had his own special expedition – exploring the Great Barrier Reef up close. Sean Moore’s English teacher Justine Hardie arranged the session for him after he wrote a heart-warming and descriptive story about being able to breathe underwater. His 20 minute-long Expedition - which was designed for Google by Sir David Attenborough - took him underwater to see the coral reef and afterwards he said it was ‘absolutely amazing’. “I really felt as if I was there,” said Sean, 11. “It was a very special lesson and I’ll remember it for a long time.

I really want to go and see the Great Barrier Reef for myself now.” Media studies teacher Darren Towers, who organised the event, took one of his classes into a newsroom environment for their Google Expedition before taking them for a swim with sharks. “We are extremely grateful to the Google Expeditions team for coming to the College,” said Darren. “It took our students to places and eras they wouldn’t normally be able to access - a truly unique learning experience.” Mr Towers said he is now considering investing in a set of Google Cardboard viewers for the college - recently every Sixth form student has been given a Chromebook to use and Google Classroom is also being rolled out across the college. “The response from both students and staff has been so positive that we want to have more access to Google Expeditions,” he added. “The potential to enhance learning is incredible.” Jennifer Holland, programme manager, Google Expeditions, said: “Expeditions is a powerful learning tool. It provides a unique opportunity for supplemental learning by giving students new ways of exploring the concepts and places they are studying,” she said.

Closure order on Cattedown flats following antisocial behaviour

New community cafe to open in Victoria Park Martin Stephens of the successful Pavilion Cafe in Devonport Park is opening a second venture, much along the same lines as the community cafe in Devonport Park.

The lodge, which has been empty for the last five years, is being transformed into a downstairs cafe with additional seating upstairs, toilets and community meeting rooms, fully wheelchair accessible.

Park users can now sigh with relief in the knowledge that the redevelopment will also have toilets open for general use, in much the same vein as the community cafe in Devonport Park. Dog lovers will also be keen to discover that the cafe facilities will be dog friendly on the ground floor. Food and drinks will be served seven days a week from 9am to 6pm in the winter, and 7.30pm in the summer, every day apart from Christmas Day. With a menu and barrista coffee similar to the Pavilion Park Cafe in Devonport, customers can be assured of good home made food, competitively priced: just the thing to warm them up on a cold winters day! Michelle Quintrell of the Victoria Park Community Project said: “The cafe is part of our initiative to liven up the park, introduce new borders, and update the childrens’ play area. We are lucky to have a good turn out at our meetings from local residents and dog walkers keen to see an improvement, and have been able to welcome our councillors along too, Sam and Phillippa Davey and Mike Sparling.” Martin and Michelle both acknowledged the help they have received from Plymouth City Council. Plymouth Magistrates granted a three month closure order on 3E Teats Hill in Cattedown after the court was satisfied that the tenant Steven Edsel-Ford had caused nuisance to members of the public, anti-social behaviour, and that there was evidence of drug dealing and weapons at the flat, including knives, axes, machetes and crossbows. The order, which also takes into account the anti-social behaviour of visitors to the flat, came two days after the neighbouring flat at 3F Teats Hill, whose tenant was Neil Ashley Wright, was also subject to a ten week closure order. Initially we wanted to organise a litter pick but with the enthusiasm of the residents I spotted an opening for a community group to develop. The first meeting of 30 to 40 people was held at Devonport Café where there were lots of ideas of how they would like the park to develop. This became the first meeting of the Victoria Park Community Project. They are now a fully constituted group holding meetings monthly. “We have also been approached by SW Construction who have a group of apprentices and were looking for projects – so we are hoping to have them lend a hand to refurbish the toilets as well.” Caroline concluded, “It’s been amazing to see what a bit of team effort and working together has helped achieve for Victoria Park. Special ‘longest night’ service at Mutley Baptist Church Not everyone looks forward to Christmas and for the first time in Plymouth, Mutley Baptist Church is running a ‘Longest Night Service’ providing a time when people can sit with grief and sadness where no-one has to pretend. The service, which takes place on December 21 from 7.30pm to 8.30pm is being organised by Katie van Santen, the youth and children’s

administrator at the church. She said: “I’m running the service because of my own experience of losing my mum when I was 21, and the pain of everyone else’s joy at Christmas, every year for four or five years. “I’m so aware that issues such as bereavement, loneliness, losing a job, divorce, another year of not having a child can mean that all the hyped-up family-oriented happiness is heartbreaking.

“I know that this is the busiest time of year for Crosslines and probably so too for other listening and counselling services. Society tells us that being sad or lonely is failure, the Longest Night Service says those feelings are real and normal and need to be acknowledged, and a place to find hope in the darkness.” All are welcome to attend to find a place of quiet reflection during all the busyness of Christmas. There will be a time of prayer and mulled wine after the service.

Plymouth awarded £80,000 to improve the health and wellbeing of veterans Plymouth has been awarded £80,000 to improve the health and wellbeing of service veterans in the city over the next two years. The funding comes from proceeds from the LIBOR fines which were announced by the Government in the Autumn Statement in November 2016. The new Veterans Care Navigation Service is the result of an integrated bid by Plymouth City Council and Northern, Eastern and Western Devon Clinical Commissioning Group. The new Care Navigators will be independent from the military and local authority and their primary role will be to support veterans to navigate and choose health, care and wellbeing services to best suit their needs. The service will be comprehensive and embedded

within mainstream services. Councillor Glenn Jordan, Cabinet Member for Culture and Armed Forces Champion for Plymouth City Council, said: “This is fantastic news for Plymouth. We have a large population of veterans in the city, estimated at around 20,000 and we know that there is a larger proportion of mental health needs within this population. “The new service will help with the veterans’ transition back into civilian life and will complement the work already done by our Armed Forces Covenant in the city.” Johnny Mercer, Plymouth Moor View MP, said: “As a veteran myself, it has been no secret that one of my pledges is to bring a step change in how care for veterans is delivered both locally and nationally. “I have been impressed with how the team at

Scholarship programme for young footballers City College Plymouth and Plymouth Argyle have announced a new partnership initiative that allows talented young footballers to combine top-level training with full-time study. The Argyle Post-16 Scholarship Programme is a two-year programme based at Home Park, offering intensive football coaching together with a BTEC Level 3 Diploma in Sport. A typical day sees the students doing their studies in the morning and training in the afternoons, with matches played on Wednesdays. Having everything under one roof allows staff to

Fran’s fund-raising efforts are a cut above the rest! A recently opened Grooming Salon in St Judes has been pleased to partner with the Gables Cats and Dogs Home in order to raise money. Owner of Grooming Marvellous, Fran Heller explained, “In August and September, for every dog we groomed we donated £1 to the Gables. Then in October we went to the home, put all the dogs names into a hat and they drew the winner.” Actually one of the residents Amba the beautiful Alaskan Malamute drew the winner! (clearly very intelligent dogs at the Gables!) The winner was Alfie the Shihtzu who came in for his free groom in November. Grooming Marvellous raised a total of £79 for the animals at Gables. Grooming Marvellous opened in April 2016 and has gone from strength to strength due to the hard work and determination of Fran and her team. Fran has been a City & Guilds qualified groomer for seven years, but has been involved in pet care and grooming for almost thirty years, and is passionate about her work with animals. She explained: “I decided to raise money for Gables as I know only too well how desperately donations are needed as I started my career working with dogs as a volunteer at their premises in Prince Rock at the tender age of 13." Fran plans on holding a draw every couple of months to raise money for the home. For the months of November and December, the winner will receive a basketful of goodies, so now may be the time to visit the Gables to sweet talk Amba the Alaskan Malamute. Plym Valley Ladies Hockey Club 1st XI Captain Jenny Khong has presented a cheque for £671 to Nigel Taylor, local volunteer for Cancer Research UK Plympton Committee. The money was raised by the club at a recently held Hockey Fun Day at the Lipson Community College. Thrive Plymouth joins up with the national One You campaign Plymouth City Council has launched Year 3 of Thrive Plymouth, the city’s ten year framework for improving health and wellbeing, and reducing health inequalities. Launched in 2014, the first year of Thrive Plymouth focused on workplace wellbeing, engaging with 22,000 employees represented by 35 of the city’s largest employers, while Year 2 saw collaboration between the council and more than 50 local schools to encourage healthier lifestyles. Year 3 will see the city focus on ‘localising the One You’ campaign. One You is a ground-breaking campaign launched by Public Health England to help people improve their lifestyles. One You encourages adults to take part in a free online quiz called ‘How Are You’, which provides personalised recommendations and directs people to tools and advice created by experts to help them take action where it’s most needed.

Speakers at the launch event at Plymouth University included Karen Murrell, head of Public Sector Partnership Marketing for Public Health England. She told the audience of over 100 health professionals and representatives of a range of public sector organisations that poor lifestyle choices - such as smoking, drinking and lack of exercise - cost the NHS a staggering £11 billion each year and contributed to 40 per cent of all deaths in the UK. She said that the One You campaign was aimed at encouraging 40 to 60 years to live a healthier lifestyle as research showed that this would double the chances of being healthy at the

age of 70 and beyond. Dr Ruth Harrell, Plymouth City Council’s interim director of Public Health said that the One You campaign had been well received in Plymouth and that localising the campaign was an important step in highlighting health and wellbeing issues in the city. “Thrive Plymouth aims to generate collective action for social change around the main lifestyle choices that determine health and wellbeing. If we are free from tobacco, drink less alcohol, are physically active and eat healthily – we will feel better now and live longer, healthier lives,” she said. “Although we originally launched

Charity launches Crowdfunder appeal to give Plymouth a Buzz A Crowdfunding appeal has been launched by Buglife to plant wildflower meadows across Plymouth to help the city’s beleaguered bees and other pollinating insects. Following on from the success of last summer’s wildflower displays, the charity has plans to create more patches of wildflower colour in partnership with Plymouth City Council. New pollinator hotspots are planned for Crownhill, Devonport, Plympton, Southway, Stonehouse and other locations around the City. Plymouth Urban Buzz Officer Laura Larkin said: “Some amazing local volunteers have helped us have an enormous impact on our city. “The flowers they have planted have not only brightened up many of the roundabouts and road verges and improved a lot of shopping trips and commutes, but they’ve also been helping the local pollinator population.” Laura added, “As an extra incentive, if you donate more than £10 you get a chance to win a Buglife bee hotel to help pollinators in your back garden. Award-winning outdoor learning company Beach Schools South West have teamed up with South West Water to help promote clean water, conservation and seaside safety to youngsters in Plymouth this winter. The water company is adding its weight to a new pilot education project which will see children being taught both on the beach and in schools about taking care not only of themselves but also the life cycle of water and how to keep it clean. It will be part of free winter-time school sessions from Beach Schools South West who are offering to go into schools to give children talks on how to stay safe on the beach. The deal will see the award winning Column Bakehouse – Plymouth’s first and only social enterprise bakery – supply seven cafés and catering outlets on the Plymouth University campus as well as the professional hospitality kitchen, all run by UCSP Ltd. There’s no doubt about it, Christmas is special. The motto ‘if you can’t live a little at Christmas, when can you?’ adorns displays in the city centre, and beautifully done, too. There’s a lot of things that you should really be able to do at Christmas, even if you can’t, or don’t, do them at many other times of year. Cross Rhythms community radio station receives licence extension boost from Ofcom Plymouth’s community radio station Cross Rhythms has secured a further five year broadcast licence from Ofcom, guaranteeing the station will be on air until at least 2022. The pioneering work of Cross Rhythms Plymouth started in March 2007, after it was granted an initial five year licence by Ofcom, which was further extended in 2012. The station, which broadcasts 24 hours a day, 365 days a year on 96.3FM, is committed to promoting Christian values in the public arena as well as supporting charitable and public sector organisations which contribute to the strengthening of the local community. Cross Rhythms is manned by a team of enthusiastic and dedicated volunteers, led by station manager Dave Simpson. Dave said: “We are thrilled with being awarded a licence for a further five years! It is a very exciting time for the city of Plymouth with the upcoming spotlight on Mayflower 400 and to have our new licence running beyond 2020 is great news.

Youngsters from Tor Bridge Primary School in Plymouth have learned some valuable lessons about staying safe thanks to a special visit from Taylor Wimpey. The leading local housebuilder is building new homes at Cann Bridge Meadow off Miller Way – and is working with the school to promote the importance of health and safety. The schoolchildren enjoyed a special assembly which featured talks by the Cann Bridge Meadow site manager Nuno Nobre and sales executive Julie Doe. The pupils found out about the many different dangers that are posed by construction sites, from falling scaffolding, bricks and pipes to broken glass or sharp metal hidden in sand – and they even had a chance to try on high-visibility

Celebrating success of Pension Wise Citizens Advice Plymouth has welcomed new independent figures showing the success of Pension Wise, which the local charity delivers throughout much of Devon. An Ipsos Mori survey of nearly 2,000 Pension Wise customers across the UK revealed that 85% of people said that the guidance they received means they now have a better understanding of their pension options.

Following the pension reforms in April 2015, people approaching retirement have greater freedom over how they can use their pension pots. With a number of options available, people are now able to take a lump sum, take out an annuity or a mixture of both.

So far more than 600 events have been enjoyed by thousands of people, all of whom have had the opportunity to find out more about many different aspects of Plymouth’s proud history. Each year the festival programme includes a range of exhibitions, displays, special events and family activities. It also features a large number of guided walks, illustrated talks and behind-thescenes tours. Venues range from libraries, community halls and churches to country houses and historic landmarks. The festival will kick off on Saturday 6 May with ‘Local Studies Day’ – a special event packed with talks and presentations about heritage including the Restoration, the Victorian era and an update about the History Centre project. Other events during the festival will include a nationally touring exhibition looking at ‘Britain in the Fifties’ as well as displays and special events marking the 50th anniversary of Sir Francis Chichester completing his historic solo circumnavigation of the world.

Thought that might grab your attention!

Many of my previous articles have concentrated on how you can cut the money going out of your family budget. This month, I want to look at some of the tax allowances offered by the government, and give you a ‘checklist’ of things you may be able to do to cut the tax you pay, and therefore boost the amount coming into the family. I should say right at the start that these are all available within the laws passed by Government, and that none of these are contentious. You may choose not to take advantage of them, but the Government has deemed them acceptable ways of cutting your tax bill. Personal allowance Everyone, and I mean everyone including children, are entitled to a personal income tax allowance. Currently, this is £11,000 per year, and it is usually raised every year. Chancellors like to increase it by more than we expect, to present themselves as generous, but the current plan is for it to increase to £11,500 from April. Philip Hammond may well announce a bigger increase in his Autumn Statement, but I’m writing this before he stands up. Can you shift income around the family to ensure each member utilises their full allowance? It isn’t easy and there are some traps, but discuss it with an adviser if it is a possibility. Spouses and civil partners can transfer part of their allowance to each other, up to a maximum of £1,100. There are conditions, but the family could save up to £220 a year, or £18 a month.

If you let out a room in your own home (whether you rent or own it), you can earn up to £7,500 a year tax free. This is a big jump from last year. Only one limit can apply to each house, so co-owners would have to split the total between them. From April 2017, up to £1,000 a year can be earned tax free by renting out other space, such as a loft or a driveway, following changes made. This does not have to be part of your own home! Small traders A similar exemption applies to the first £1,000 of trading income, from April 2017. Dividends The first £5,000 of dividends received in any tax year are free of tax. This change took effect from 6 April 2016, so you can benefit immediately by switching ownership of your portfolio if appropriate. This is a particularly good way of funding adult children through University! Savings income A further tax exemption applies to interest received form banks and other financial institutions. £1,000 a year can be received tax free, and there is a further £5,000 nil rate band if your other taxable income is less than £11,000. (The allowance is reduced pound for pound if your other income exceeds that, until no allowance is left at £16,000). A warning Shifting income around a family group may impact on benefit entitlement

and there are strict anti-avoidance rules to be considered. Any change in circumstances may need reporting to the Tax Credits Office. Conclusion However, it is possible, with the Government’s approval to earn up to £27,000 a year tax free from April 2017, if the income fits the right boxes. And I haven’t mentioned ISAs, pension saving, gift aid and the EIS yet! Happy Christmas – I hope you can make the most of these Government ‘presents’. develop their interpersonal skills with the elderly residents in future years. “This is the fourth year Jiminy Wicket have run their introductory session for a new group of students and the way that Andrew and James run the project means they are an enriching experience for us all,” said Mrs Hannaford. ”The sight of the youngest members of our community interacting in such a meaningful way with some of the oldest and most vulnerable never fails to touch me.”

Lipson Co-operative Academy put everything into supporting Children in Need 2016, with a vast range of events spanning across the week there was sure to be something for everyone!

During the week, we welcomed Pudsey Bear for Pudsey Selfies and a tour of our school. We also raised significant funds through our inflatable speed cage, with another very special guest in the form of Pilgrim Pete who took on our students in penalty shoot outs.

Principal Lynda Budd said: “Children in Need and our Co-operative Values go hand in hand. Every child deserves access to opportunities regardless of socioeconomic background, race, religion or gender.

Staff even joined in the fun with our very own ‘Pudsey’s Bake Off.’ The competition was fierce and staff raised a whopping £180 from cake sales alone.

“As a school we want all of our students to have a supported and structured education and leave us with the necessary skills to go and compete in a fiercely competitive world. They can only do that with the support from our parents, carers and staff.

Mrs Budd added: “Our current running total is £610 but this is ongoing. We are so proud of our students for the way they have embraced giving and we look forward to presenting our final cheque to BBC Children in Need.”

City Council invests in major retail park Plymouth City Council has purchased a prime retail warehouse park in the city as part of a longterm investment strategy to promote the local economy and generate income.

As we all get used to diminishing funding from Central Government, we need to be entrepreneurial and look at other sources of revenue.

The council has used historically low borrowing rates to acquire the freehold interest of Friary Retail Park on Exeter Street which extends to around 81,000 sq ft.

“Taking over this park will also give some long term certainty for the existing tenants, which is good for their business, good for their staff as well as good for the wider city.”

The investment will provide the council with a long term income stream, secured against quality tenants who are unrepresented in the traditional shopping centre. These include Dunelm, Smyths Toys and Hobbycraft. Council leader Ian Bowyer said: “We are capitalising on our in-house property expertise and access to historically low borrowing costs to invest in commercial property in Plymouth. “This will boost the local economy, support jobs and generate long term sustainable income to improve the wider financial position of the Council. “After all costs, we estimate that the property will deliver an annual income from rents of over £500,000 a year and this will grow over time. That’s half a million worth of savings we don’t have to make elsewhere and it will help us protect vital frontline services.” Councillor Bowyer said: “Lots of councils are doing this.

The Royal Marines helped launch the BBC’s Children In Need Appeal in Plymouth by delivering Pudsey the Bear. The larger-than-life furry symbol was taken to the Royal William Yard by a speedy offshore raiding craft driven by Royal Marines from 1 Assault Group, which is based in HMNB Devonport. Lieutenant Colonel Neil Wraith said: “It’s a privilege to support Children in Need, a charity that changes the lives of disadvantaged children and young people.”

“We are already landlords of a significant amount of commercial property and have a good track record in maximising returns from our property estate.

This year over £1 billion has been spent on commercial property investments by local authorities elsewhere. This reflects the growing trend of councils taking advantage of the low cost of debt to acquire commercial property to generate a secure and steady income stream for the future. Those active have included Portsmouth City Council, Surrey County Council and Leeds City Council. The council currently has an existing investment portfolio worth around £80 million. Every year an average of £6.7 million worth of rent comes into the authority from these properties which range from small shops and retail parks to industrial estates. Councillor Bowyer added: “These rents help us to balance our budget, help us keep Council Tax bills down and enable us to continue to provide and protect key services to our residents.”

After completely selling out of cakes, the children were allowed to sit in the fire engines and learn about fire safety. Nursery manager Emma Hurley said: “We are great supporters of Children in Need every year and each one of our nurseries is taking part in their own unique activities to raise money for the charity. “This year the children took part in a bake off and then took their creations to the fire station. It was absolutely lovely when the firefighters flooded out and bought the lot! “They then let the children sit in the engines until their emergency alarms went off and they jumped into action right in front of us, getting their protective outfits on and driving off to

the emergency. When the children got back from their visit they role played in the garden as firefighters so I think it made quite an impression on them and the staff! “Not only was this a great fundraiser for Children in Need, it was also a great exercise to promote an understanding of different occupations, the community, people and how they help us. This week we have been focussing on the topic of safety, which also tied in nicely. The nursery group, which runs settings in

Paignton, Torquay and Plymouth, raises money for Children in Need every year. The family-run Mama Bear’s Day Nurseries provide care for children from three months to five years. There are now 22 settings across Bristol, Somerset and Devon all of which will be raising money for Children in Need. Mama Bear’s Day Nursery is a family-run business. The Day Nurseries are aimed at providing children with their first vital level of education to give them a head-start when they start at primary school.

The visit came ahead of a tribute and armed forces charitable benefit match to armed forces personnel at Home Park on November 19, when Argyle took on Grimsby Town FC. Club Manager Derek Adams said: “We were delighted to accept the invitation to see over HMS Argyll as she nears the end of her refit. “The club’s affiliation to Argyll is very important to us and to the community. Meeting plenty of the Green Army who serve on board ship and work at the dockyard reminded the players that, when they pull on the green shirt on match-day, Argyle means so much to so many people.” HM Naval Base Devonport was central to the community in the same way as his club and the visit was part of extending the long friendship between two ‘venerable’ Plymouth institutions, Mr Adams added. Club captain Luke McCormick said: “The lads feel really privileged to have been shown around HMS Argyll. Going behind the scenes allowed us to seen the innermost workings of the ship, which was a real eye-opener for us. We are proud of the link between Argyll and the club.” Commander Toby Shaughnessy, HMS Argyll commanding officer, said: “HMS Argyll is delighted to be re-establishing our long-running affiliation with Plymouth Argyle FC after a prolonged period of upkeep and regeneration. “It’s great to have them visit the ship. Refugee from Plymouth represents Red Cross at the Cenotaph Parade

Remembrance at sea... The crew of HMS Bulwark and the embarked company of 42 Commando Royal Marines from Plymouth took part in a remembrance Day service off the coast of Somalia and remembered a former member of the crew. Forming up on the flight deck before the heat of the day set in, the Remembrance Sunday service was led by the ship’s chaplain, Father Charles Bruzon and over 500 sailors, marines, soldiers, and civilians gathere to reflect and perpetuate the memory, courage and comradeship of those who have served their country.

Abdulghani Leily, 49 from Mount Gould, has been volunteering with the Red Cross refugee service in Plymouth since 2013.

He said: “It was very clear that the demand for IT was increasing. We have offered IT maintenance courses, European Computer Driving License courses, and advanced IT courses – all have been very successful.”

On Remembrance Sunday, Abdulghani joined his Red Cross colleagues, along with representatives from other organisations in the Civilian Services Contingent, to form part of a guard of honour around the Cenotaph during the Service of Remembrance. The event, led by the Queen, was attended by thousands of former servicemen and women, politicians and the general public as they gathered to pay their respects.

After the Naval Service roll of honour for 2016 was read by the Plymouthbased ship’s Executive Warrant Officer, Warrant Officer John Dewhirst (Royal Marines), the ship’s saluting gun marked the start of the twominutes silence and three wreaths, representing the Royal Navy, Royal Marines and British Army were laid at the foot of the ensign staff. Captain James Parkin, captain of HMS Bulwark said: “The annual Remembrance Day service is an important opportunity for all of us to show our gratitude and remember all those who fought for our nation, not only during the First World War, but in all other conflicts since. Being able to do so today, in this area of the world, is particularly poignant.’’

A Syrian Refugee living in Plymouth was one of 12 British Red Cross volunteers from across the UK to represent the charity during the annual Cenotaph Parade in Whitehall on Remembrance Sunday.

Before coming to the UK three years ago, Abdulghani was an IT Lecturer at the University of Syria. He also worked as an inspector at the Ministry of Education, setting up national and international courses to develop IT teaching.

Marines (4ASRM) belonging to the ship said: “Today’s service has been particularly poignant for 4 ASRM as it is almost 10 years to the day since Marine Jason Hylton, previously of 4 ASRM in Bulwark was tragically killed in Iraq, when his raiding craft hit an improvised explosive devise on the Shatt al-Arab waterway.’’ In his memory, one of the two Royal Marines messdecks in Bulwark is

known as ‘Hylton Barracks’. Fleet Amphibious Flagship HMS Bulwark remains deployed as part of the UK’s Joint Expeditionary Force (Maritime) Task Group deployment and is now operating in the Arabian Sea and Gulf of Aden. The ship is planning to return to Plymouth before Christmas and commence handover of duties as the nation’s on-call assault ship to sister ship HMS Albion next year.

As the conflict in Syria intensified, Abdulghani and his family fled their homeland and travelled to the UK to seek sanctuary. They settled in Plymouth where Abdulghani began volunteering with the Red Cross. He has helped to set up the Welcome Project for asylum seekers recently arrived in the city and used his skills and experience to develop IT courses specifically for refugees.

Now working as an IT teacher in Plymouth, Abdulghani continues to volunteers for the Red Cross. When the opportunity came to represent the organisation at the annual Remembrance Day parade, he immediately applied. “I love the Red Cross and am very grateful for all the opportunities that volunteering has offered me. I was very proud to represent the organisation at the Cenotaph – it was a great experience.” The Red Cross Movement still plays an important humanitarian role in conflicts around the world providing vital support for refugees; reuniting families torn apart by war, and helping people rebuild their lives when the fighting stops. Across the county, Red Cross staff and volunteer stook part in smaller-scale Remembrance Day events in many towns and villages, laying poppy wreaths and observing two minutes of silence to remember those killed or injured during conflict. Prestigious award for Derriford’s Claire

A talented chef from Plymouth has been named the winner of the ‘Young Highland Chef of the Year’ competition.

A Mannamead woman has been honoured for her vital work at Derriford advising on changes which improve the situation for individuals and patients.

James Huyton, 23, a former City College Plymouth Chefs Diploma student has achieved great things since completing his studies. He has spent the last two years working as the chef de partie at the three AA rosettes Lovat Hotel, in Fort Augustus near Loch Ness, in Scotland.

Claire Underdown, organisational development facilitator, was named as the winner of the ‘NHS Living the Values’ award at the South West Leadership Recognition Awards. The awards, run by the South West Leadership Academy, celebrate leaders at all levels and across all professions, regardless of position or level of professional qualification - just those who have ultimately improved people’s health and the public’s experience of health and social care, and who we are truly proud to work alongside. The ceremony, which was held at Bristol County Ground, was attended by shortlisted nominees from across the region, all of whom had been shortlisted by their colleagues and peers. Claire was nominated by chief operating officer at Plymouth Hospitals NHS Trust, Kevin Baber, who said of her: “Claire is actively visible in both clinical and nonclinical settings and is well known and highly regarded by staff across many settings and all levels of the organisation. “If Claire identifies that staff are in need of support at work, she will either offer this support personally (for example by following up on issues or offering some

coaching) or seek to identify someone to provide this. “In her daily practice, Claire is an ambassador for the staff voice and works constantly, both directly and through others, to improve this at all levels and sections of the workforce. “Whatever work Claire is involved in, her energy and enthusiasm is all focused on ensuring that staff, and therefore patient, experience is improved.” Claire added: “I am truly delighted to win the ‘Living the Values’ award from the South West Leadership Academy. It’s been amazing to get so many positive comments and support from friends and colleagues across the Trust.”

Young Highland Chef is an annual competition that invites people aged 18-30, from around the Highlands, to submit a three-course menu on paper. Eight applicants are then selected to prepare their creations at a live cook-off. “I entered the competition to take me out of my comfort zone, to test my ability and gain more confidence,” said James. “I was very nervous during the competition and while I wasn’t convinced my courses were 100% right, I was happy with my final submissions. “I couldn’t believe it when they told me I had won. The judges told me that my mackerel starter was their favourite dish of the day, which meant an awful lot to me. It just goes to show that hard work and

Chaz Talbot, Academy Manager Hospitality and Catering at City College said: “Huge congratulations to James. It is always great to hear

about our former students and their successes. He has excelled at what he loves and we hope he continues to work hard and develop in his chosen career.” The prize was a week’s work experience at the Roux brothers’ Michelin- starred restaurant, Le Gavroche, in London, £500 prize money and a £500 set of knives.
