The Christmas tree was placed at its traditional location at the City Hall plaza on Pitt St. Elaina Heuston helped Santa light the tree this year. “She was the first one down here with a canned good donation,” said her grandmother Line Heuston-Hanley.

Mr. Mills will assume his role as CAO on Wednesday, November 27, 2019 and will be officially appointed by Council at the December 2, 2019 Regular Council Meeting.

Mr. Mills has many years of experience across SDG and brings a knowledgeable perspective on both unique challenges and opportunities in South Glengarry. A longstanding background in the field of education, he also most recently worked as Superintendent of Schools for the Upper Canada District School Board. Mr. Mills is actively involved as a member of a variety of community organizations throughout Cornwall and SD&G including being a member of the Fundraising Committee for Beyond 21 and a Committee Member for the St. Lawrence River Institute.

CORNWALL, Ontario – It was a packed house for the United Way of SDG’s seventh annual signature campaign in the community, the Wine & Gourmet Tasting.

“It has been a fabulous night,” said UW Executive Director Juliette Labossiere.

Taking place at the Nav Centre on Saturday, Nov. 23, the Wine & Gourmet Tasting is the prime fundraiser of the United Way’s winter fundraising season.

“This event is really fun because it kicks off the holidays, people are in a really good mood and they don’t mind spending a little extra money on those auction items because they know it’s going back to a good cause and it’s a good time to give,” said Labossiere.

Guests had the opportunity to try a variety of wine, cheeses, cider and beers, all of the alcoholic and non-alcoholic variety.

In addition to the delicious tastings, there were also a variety of live auction items and prizes with proceeds going to support the Untied Way and the 16 local non-profit organizations that depend on their funding. Live auction items included a trip to Quebec City,

a three-course dinner for six at Sheep’s Head Bistro and a hot tub. Prizes eligible for anyone who bought a ticket to the event included a designer wallet with $1,000 in cash from Welch LLP and $5,000 earrings from Pommier Jewellers.

The most anticipated prize however might have been the wine tree from Olson Fab (tree not included). The winner received 52 bottles of wine. Guests to the event who were more in the mood for beer, there was also a beer tree with 12 cases.

“I think there’s a really good vibe around the United Way. We have 16 partner agencies now, two new ones this year…I think more than ever our agencies are really working towards not doing just good work but excellent work, and combating together for poverty reduction. I think people are catching wind we are not just a fundraising agency, we are so much more. You can feel the support.

People are happy to be here and happy to give,” said Labossiere.

Labossiere thanked the continued sponsors who have shown support throughout the Seven Years of Generosity, as well as all of the contributing committee chairpeople. She earlier than expected as guests and sponwas happy to see the band started playing sors were excited to get up and dance.

CORNWALL, Ontario – Scotiabank confirmed in an email to Seaway News on Thursday, Nov. 21 that it planned to close its call centre in Cornwall, the Cornwall Contact Centre, in 2020.

“Scotiabank has announced that it will be restructuring its Canadian Contact Centre network. Starting January 2020, we will be integrating our Cornwall operation into our Ottawa and Toronto Contact Centres,” wrote Patricia Hsiung Director, Canadian Banking Communications, Retail in an email to Seaway

News.

Hsiung did not specifically state that there would be no layoffs as a result of the closure.

“Scotiabank has a long tradition of treating our employees fairly, equitably and with respect. Every effort will be made to minimize employee impacts,” she wrote.

This story will be updated with fundraising totals as soon as they become available.

The Contact Centre opened in 2010 with 26 employees, by 2015 that number had grown to roughly 100.

Hsiung confirmed that the closure of the Cornwall Contact Centre would not affect the Cornwall branch of Scotiabank located on Brookdale Ave.

Lowe’s Cornwall one of 34 ‘underperforming’ locations, set to close Riverfront Retirement Centre soneill@seawaynews.media

CORNWALL, Ontario – Our city’s Lowe’s storefront may close as soon as Jan. 2020 following a company-wide strategic review, which has announced the closure of 34 ‘underperforming’ stores across Canada.

Cornwall Seaway News reached out to Lowe’s Cornwall employees and management staff, via phone, email and in-person conversation, but were not given any comments on the matter.

The closure announcement was made following a Lowe’s webcast conference call that employees could take part in at 9 p.m. on Tuesday, Nov. 19. A more extensive announcement, which includes North American sales reports and a full list of locations that will be closing, was released on Lowe’s website here.

RONA Brockville, along with seven other Ontario locations, and 12 locations in Quebec are included on the list of home-improvement stores that are set to close.

Cornwall Lowe’s opened its doors in early May of 2016, with company officials estimating a $16 million price tag associated with the building’s construction. The store employs approx. 120 to 140 individuals, and an additional 30 to 40 seasonal workers. In November of 2018, Lowe’s announced the closure of 31 stores across the country and Cornwall’s location did not appear on the list.

“Although we still have work to do, I am confident we are on the right path to build a better Lowe’s and generate long-term profitable growth. We are committed to the Canadian

market and are taking decisive action to improve the performance and profitability of our Canadian operations…I would like to thank our associates for their commitment and dedication to serving our customers and communities,” said Marvin R. Ellison, Lowe’s president and CEO, in a press release.

History is coming full circle at a new Cornwall retirement residence on the shores of the St. Lawrence River in Cornwall.

The former East Front Public School, a staple on Montreal Road for decades, is now known as the Riverfront Retirement Centre and the vision for a top-tier home for those in their senior years is quickly taking shape.

“We are taking something that might have been lost, and we’re turning it into a dwelling that is going to benefit the community,” said Brian Kennedy, general manager. “We have individuals who had children that attended the school, we have teachers and staff who have told us they want to live here.

“We provide many services to offer our clients a comfortable lifestyle by filling their needs,” said Kennedy. “We are committed to the preparation of home cooked meals to ensure the well-being of our residents.”

Built in 1934 and closed in 2016, East Front Public School was purchased in 2017 by two partners from the Eastern Ontario region. Their goal? To convert this once educational establishment into a retirement residence to give a new purpose to a heritage building.

“It’s important for the owners to preserve the physical appearance of the original establishment to conserve the history and heritage that it brings to the community of Cornwall,” said Kennedy. “Riverfront received the Heritage award in 2019.”

Riverfront will open its doors Jan. 1, 2020. More than 80 residents will be welcomed in the first phase of the project and another 40 in the second phase next year. Rooms are still available.

CN Rail strike over NICK SEEBRUCH

CANADA - CN Rail has reached a tentative agreement with the Teamsters Canadian Rail Conference – Conductors, Trainpersons and Yardpersons union.

The announcement of the deal was made on Tuesday, Nov. 26 and ended a strike that was causing propane shortages and other economic woes across the country.

The union began their strike last week on Nov. 19. Their main issues with their employer were fatigue, workplace safety and a lifetime cap on benefits.

The 3,200 striking rail workers and conductors are expected to be back on the job by 2 p.m. on Tuesday. No strike action will take place while the vote on the agreement is being undertaken by the union. The deal is expected to be ratified within eight weeks.

“We want to thank our customers for their patience and support and assure them that CN is preparing to resume full rail operations as soon as possible,” said JJ Ruest, president and chief executive officer of CN. “I would also like to personally thank our employees who kept the railroad moving safely at a reduced capacity. CN and its people are committed to moving the North American economy by providing freight service that enables economic growth.”

The strike negatively affected farmers, including those in SD&G, due to CN’s key role in the transportation of propane. With the winter months coming, CN announced that during the strike, it would not be delivering any propane. This meant that farmers were unable to dry their corn in many cases, with local distributors, such as MacEwen’s choosing to focus on supplying propane for heating

When asked for his views on the matter, Deputy Mayor Lyle Warden said that he was in favour of the idea of allowing backyard chickens in residential areas, if it were properly executed.

“I think with the proper parameters, I’m okay with it,” Warden said. “I’ve seen it permitted in areas more urban than ours, but there have to be guidelines. We don’t want someone to have 50 chickens in their backyard.”

Warden suggested starting with a pilot project, perhaps in South Lancaster itself, to see how an amended by-law would work in practice.

LANCASTER, Ontario – South Glengarry Council heard a pitch from Julie Hehir to amend the zoning by-law that prohibits the keeping of chickens in residential backyards at their meeting on Monday, Nov. 18, 2019.

Hehir and her husband live in South Lancaster with their three children, and five chickens that live in their backyard.

“I got the chickens as our pets and they supply us with eggs. They are friendly and cuddly. My children love to feed them. We have no rooster as to keep the noise level down. The children have the responsibility of collecting the eggs every day,” she explained to Council.

Hehir also pointed out that the chickens help with her home-grown vegetable garden and also help to fight pests such as ticks.

“I like to grow all my vegetables for the winter. I can preserve as much as I can to get us through winter without purchasing,” she said. “I did notice an increase in insects last year and my yield was not what it could have been. I thought to myself and realized that my best option was to get eating machines (chickens). This summer they ate the pests.

I think they could do better if I was able to let them free range but I will concede to just keep them in a pen. Chickens eat ticks. With

The Year in Review report summarizes major private and public sector development activity that has occurred in Cornwall over the past 12 months.

“We continue to see positive investment activity that is creating employment opportunities in a variety of sectors,” said Bob Peters, Manager of Cornwall Economic Development.

“Existing companies are expanding and adding new technology, while at the same time we are welcoming new businesses to the city – both large and small.”

Team Cornwall has hosted the meeting since 1998, and although its members make up a large portion of the audience, the meeting is open to all. As always, the meeting is expected to attract a number of special

NEWINGTON, Ontario – The Township of South Stormont will be undertaking upgrades to the Newington Water Treatment Plant. On Tuesday, November 26, 2019, the pressure tanks will be brought off line which may result in low water pressure within the water distribution system. This may happen over several short durations of time up until Thursday, November 28, 2019. The Township of South Stormont, as the Owner of the drinking water system, is advising all people on the Newington Drinking Water System to boil their tap water before drinking it, because of the potential for low water pressure in the drinking water system serving the area. The BOIL WATER ADVISORY is in effect until further notice.

To avoid possible illness, you must bring the water to a rolling boil for at least one minute before drinking it. Let the water cool down before using or drinking. Boiling the water will kill any harmful microorganisms in the water.

Until further notice, use boiled water or an alternate source of safe drinking water (such as bottled water) for: • Drinking • Making ice cubes, juices or other mixes • Preparing baby food or infant formula • Preparing food, including washing fruits and vegetables • Gargling or brushing teeth or dentures • Hand Washing • Wash hands with bottled water, or boiled

then cooled water.

If using non-boiled tap water, wash hands with liquid soap and dry thoroughly. Then rinse/sanitize using one of two solutions: Alcohol-based hand disinfectant containing more than 70% alcohol, or Mild bleach solution (see below for instructions).

Bathing Toddlers and young children should not take baths or showers as they are likely to ingest water. Give sponge baths instead.

Adults, teens and older children can safely take showers.

Washing and Cleaning Dishes, cutting boards and countertops can be washed with soap and water and then disinfected with a strong bleach solution (see below for instructions).

Laundry can be done as usual.

Contact your doctor if you experience ongoing symptoms of nausea, cramps, diarrhea, jaundice, headache or severe fatigue.

To date, NO cases of illnesses are being investigated to determine if they are linked to the community’s drinking water.

The Township of South Stormont will monitor the water quality in the distribution system and will continue to work closely with the Eastern Ontario Health Unit to determine when the Boil Water Advisory can be lifted.

Many will say that the City of Cornwall has been around 47,000 residents for as long as they can remember.

This City Council has chosen to make population growth a strategic priority over the next four years. There are benefits to being a growing city, particularly when it comes to the local economy.

Cornwall needs more workers if it is going to grow economically. Despite recent closures of three employers in the City of Cornwall, there are still many jobs available for those willing to take them.

We’ve previously reported that Olymel has a program where it temporarily will bus in new employees to Cornwall from Montreal. Also, I believe that Walmart Logistics is always searching for more help at their operations in Cornwall.

I believe that Cornwall has two main strategies that it can pursue if the city wants to grow its population. The good news is that these strategies depend on assets that Cornwall already has and all that is required is a little investment in marketing them properly.

First of all, Cornwall is already an affordable community to live in. Our hydro costs are much cheaper especially when compared to our neighbouring rural areas. A weakness I believe Cornwall is facing is a lack of housing, affordable or otherwise.

According to the Canadian Real Estate Association, Cornwall has seen an 8.5 per cent increase in home sales in 2019 from the previous year. With the demand for homes on the rise, so is the price of homes.

Over the summer, Cornwall administration floated the idea of exploring short-term affordable housing to help attract workers to the city and give them time to get on their feet. I think that the City of Cornwall should also meet with developers and explore options on how to encourage more residential construction.

I know that when developmental charges were introduced, some contractors warned that these charges would lead to a reduction in the number of homes built. Perhaps it is time to open those books and see if that is the case?

Cornwall also has the advantage of being an attractive community for immigrants.

Along with the affordability of living in Cornwall, the City also is close to other major city centres, which can be advantageous to those who wish to commute, or those who are looking to move, but don’t want to be too far from family.

Cornwall also has a strong bilingual heritage that would be attractive to French speakers.

As recently as this month, members of the French community in Cornwall met at City Hall to discuss ways to encourage Francophone immigration to the City.

Cornwall is positioned strongly to grow, but this is still an issue which should be treated with some urgency.

I feel that the City should direct its Economic Development Department to formulate a 10-year plan for population growth in Cornwall. As it stands now, Cornwall likely won’t breach 50,000 people until well into the 2030s. Cornwall has a meticulous plan to manage the develop the waterfront lands, why not have a meticulous plan, with clear performance indicators, for population growth in Cornwall.

Jim McDonell: Queen’s Park Report In our office and across the riding, I often meet seniors who are struggling to keep pace with the spiralling cost of living. Basic dental care is expensive and out of the reach of many seniors. They are often forced to ignore small issues and endure the discomfort until it escalates into a major medical problem. This week, I am proud to announce that our government took another step in its promise of making life more affordable by rolling out dental coverage for low-income seniors. Eligible seniors can now apply to the program online (www.Ontario.ca/ page/dental-care-low-income-seniors). They can also contact their Eastern Ontario Health Unit for an application and further information. This program, not only will improve the quality of life of the seniors who helped build our province, but help free up expensive emergency room resources.

Another key priority of this government is to make Ontario open for business. To this end, the provincial government announced funding support to two of our local businesses. Biscuit Leclerc in Cornwall has been approved by a modernized Eastern Ontario Development Fund (EODF) to receive $1.5 million. This grant will help Biscuit Leclerc establish a new peanut-free food processing and production facility in Cornwall that will create 59 jobs. The government wants to ensure the EODF is there to help businesses grow, invest and create good jobs for Ontarians. The EODF and its sister program for southwestern Ontario will make government investments of more than $100 million over four years into successful business applicants. The program also offers complementary services and supports that include advisory services, compliance approvals, skills and training support assessments, and information on tax credits.

Upper Canada Creamery in South Dundas also received a Canadian Agriculture Partnership (CAP) grant of $37,582. This grant will help the company complete

projects that will increase food safety and labour productivity while reducing waste.

The CAP program is a five-year, $3-billion commitment by the Ontario Ministry of Agriculture, Food, and Rural Affairs (OMAFRA) and the federal government to support the agri-food and agri-products sectors. CAP also provides funding for expanding agri-businesses to train workers in the safe operation of new equipment.

Applications for the partnership grant began in February of this year, and I am happy to see that it has already helped to assist 2,400 projects initiated by farmers, processors, agri-businesses, and sector organizations.

As our farmers struggle to harvest their crops during these difficult weather conditions, the Hon. Ernie Hardeman, Minister of Agriculture, Food and Rural Affairs, has been busy announcing new measures that will help the agriculture sector prosper. The ministry appreciates the ability of the farmers and agri-business sectors to adapt to the changes in crop specialization and market conditions. Consultations are taking place to reduce red tape and grow untapped economic opportunities across the sector. The production of biogas has been ignored as a solution for our greenhouse gas reduction strategy, and we believe that our farmers could be part of this solution. Studies show that the $35-million biogas sector could be grown by 50 percent over the next five years. The program could also help food processors lower their waste disposal footprint at landfills and save municipalities millions of dollars. At the same time, more organic materials will be returned to the land, helping to build soil health and fertility. We will continue to work with our partners to look for new opportunities and help our businesses grow and create new jobs.

ONE FINAL THING Until four years ago Ron Ruckstuhl was living a normal life.

That changed when the former Cornwall businessman (Computer Sense) now living in New Brunswick was diagnosed with a terrible neurological disease called Lewd Body dementia. At age 49, he was told that if the disease followed its normal course, he had four to seven years left. At the top of his bucket list was to see a Leafs game in person. Thanks to his son in concert with broadcaster/media celeb Paul Bisonnette, Sportsnet, the Leafs and

Auston Matthews, it came to be - the game in Toronto (against Los Angeles) along with a post-game visit to the dressing room where Matthews, who came through with a promised goal, presented him with an autographed stick. Check it out on You Tube - “Ron Ruckstuhl hockey game”.

City voters used a wide broom of historic breadth at the ballot box in the 1958 municipal election.

When the 13,179 votes (57% turnout) were counted, the council table had seven new aldermen (as they were called), a council cleansing that has never been matched.

Mayor L. G. (Archie) Lavigne survived, beating off challenges by Dr. Elzear Emard and Ald. Nick Kaneb. Lavigne, the incumbent, was on the mayoral ballot for the first time. He had been promoted to mayor by his colleagues after Mayor Emile Menard, former Cornwall Township reeve, died just seven months after being elected in one of the greatest mayoral upsets in city election history, beating Cornwall’s longest serving mayor, Aaron Horovitz.

The final mayoral count: Lavigne 5,422 (39%), Emard 4006 (30%), Kaneb 3,751 (29%).

Kaneb outpolled his two opponents in three of the six wards but finished far behind Lavigne and Emard in the two heavily populated east Cornwall wards. In Ward One he garnered 280 votes while Lavigne and Emard each topped 1,000.

The seven new aldermen were N. J. Bonneville (Ward 2), Ralph Carrara (Ward 1), Doug Fawthrop (Ward 3), Arthur Cardinal (Ward 1) , Rheal Lemire (Ward 2), Gerald Parisien (Ward 4), Larry Keen (Ward 6). Parisien, who succeeded Ed Lumley, would go on to become a three-term mayor (1975-1985).

Re-elected were Donald Murray (Ward 6), Bernie Miller (Ward 3), Robert MacDonell (Ward 4), James Ross (Ward 5), Harold Shields (Ward 5). Among the defeated was Cornwall’s first female member of council, Mary Mack. She finished a distant third in Ward 3.

Cornwall Ontario - Cornwall’s economy is in the spotlight when Team Cornwall hosts the popular Year in Review meeting on Wednesday December 11.

Each year Cornwall Economic Development complies a report of major investments, achievements and other positive events that has taken place over the past year. For the past 22 years, that report is released publicly via a presentation to a gathering of well over 300 businesses and community leaders. Once again the Year in Review meeting will be held at Galaxy Cinemas on Second Street. Doors will open at 7:00 a.m. and the meeting will begin at 7:30 a.m. sharp.

The Year in Review report summarizes major private and public sector development activity that has occurred in Cornwall over the past 12 months.

“We continue to see positive investment activity that is creating employment opportunities in a variety of sectors,” said Bob Peters, Manager of Cornwall Economic Development. “Existing companies are expanding and adding new technology, while at the same time we are welcoming new businesses to the city

De plus, un mentor de l’École nationale de l’humour spécialisé en gestion de carrière, étant lui-même le gérant de l’humoriste vedette international « Sugar Sammy », les initiera à l’entrepreneuriat collectif en collaboration avec le Conseil de la Coopération de l’Ontario et mécènESS. Que ce soit par l’entremise d’une tournée dans les écoles secondaires, de prestations

humoristiques à différents événements et festivals, de la diffusion de podcasts et de la création de matériel au contenu original, ces jeunes de 19 à 30 ans feront partie d’un réseau d’humoristes, créateur d’emplois, qui assurera la relève en Ontario français. Quoi de mieux pour célébrer la francophonie ontarienne que de partager et faire valoir, par le biais du rire, l’importance de la langue française et de son héritage.

Pour rejoindre un très grand nombre de personnes, d’organismes, d’entreprises et d’institutions, des podcasts humoristiques et des extraits de prestations humoristiques seront enregistrés et diffusés sur les médias sociaux, des spectacles seront produits en province célébrant la francophonie et un E-book sera publié virtuellement pour promouvoir l’écriture humoristique jeunesse sur des moments marquants de la francophonie. Le réseau des diffuseurs intéressés par l’humour, créé par Réseau Ontario, accueilleront à bras ouverts les prestations humoristiques conçues par ces jeunes humoristes talentueux.

Célébrer la francophonie ontarienne par la réécriture humoristique d’anecdotes et de faits historiques et contemporains sera une première. CORNWALL, Ontario – Royal LePage Performance Realty is all set for its Christmas House Tour fundraiser.

Taking place on Saturday, Nov. 30 from 10 a.m. to 4 p.m. tourists will have the chance to see seven different stops, and many will be beaming with Christmas cheer.

The Home for the Holidays fundraiser will be raising money for Maison Baldwin House, a protective and support service for abused women and their children.

“The goal of this fundraiser is to raise money for Maison Baldwin House. Last year’s fundraiser raised $7,000. Royal LePage supports women’s shelters in general,” said Karen Boulerice of Royal LePage.

Boulerice said that the tour will be a great time for Christmas lovers.

“The homes are all really different and really spectacular,” she said. “The homeowners are really Christmas fanatics. They called us to volunteer for the most part. It is mostly their Christmas spirit that they want to showcase.”

There will be one stop in South Stormont on Headline Rd., one in South Glengarry on South Branch Rd. and another in South Stormont in the Rosedale Terrace neighbourhood and the rest are located in Cornwall.

Each home will have catered food and door prizes, which include catering gift cards.

Seaway News “The Chat” podcast sees Sue Stewart and Patrick Larose talk about the trends of the day and interview fun local guests.

Dan Gagne, General Sales Manager of Riverside Chrysler Dodge Jeep Ram Ltd. says that his dealership sees supporting the podcast as a way to reach a new younger audience.
