turnout at the 10th annual event. “It’s our biggest turnout yet,” he said. “We ran out of our 25 dozen hot dogs at 1:30 p.m.” Free activities at the trails, including fat biking, skiing and snowshoeing, were available between 10 a.m. and 4 p.m. Free hot dogs, hot chocolate and cookies were also available, and maple syrup taffy was available for P2 ➤ purchase from a local producer.

ONTARIO – Teachers unions across the province have threatened to strike on Friday, Feb. 21 as an act of solidarity against their employers and the province. The largest teachers unions that will be participating in the strike include the Association des enseignantes et des enseignants franco-ontariens (AEFO), the Elementary Teachers’ Federation of Ontario (ETFO), the Ontario English Catholic Teachers’ Association (OECTA) and the Ontario Secondary School Teachers’ Federation (OSSTF/FEESO). This will be the first time that teaches have taken a job action on this scale since 1997. Nearly 200,000 teachers will be on a one day strike, closing an approximate 5,000 schools across the province. “We are already seeing the effects of this government’s reckless education cuts,” says OECTA President Liz Stuart. “The Ford government is reducing supports for students with special education needs and mental health issues. It is squeezing students into overcrowded classes and forcing high school students to take e-learning courses. If we allow the government to implement its plan fully, thousands of teaching positions and tens of thousands of course options will be lost.” Education Minister Stephen Lecce released a statement on Tuesday, Feb. 11 asking AEFO and the other unions to stay at the bargaining table. “We look forward to the opportunity to negotiate to reach a settlement that keeps students

Public updated on upcoming quarantine at Nav Centre NICK SEEBRUCH

CORNWALL, Ontario – Members of the media and local officials were invited to the Nav Centre on Monday, Feb. 17 to get an update on the impending quarantine of potentially over 200 Canadians currently aboard the Diamond Princess cruise ship. Rebecca Hickey, Senior Public Relations Officer with Nav Canada, Mayor Bernadette Clement, Dr. Howard Njoo of Public Health Canada and Dr. Paul Roumeliotis of the Eastern Ontario Health Unit (EOHU) gave short statements updating the public on the situation and took questions from media. “Cornwall did not get to choose to have this quarantine here, but we do get to choose how we react to this,” said Mayor Bernadette Clement in her opening statement. The Diamond Princess, currently docked in Japan, has so far had over 300 cases of COVID-19 (novel Coronavirus) diagnosed on board. The federal government announced on Saturday night that it would be flying those Canadians home. All Canadians who are being repatriated will first be screened for any symptoms of COVID-19. Any passenger presenting with symptoms will not be allowed to board and will instead be transferred into the Japanese healthcare system for treatment. The plane carrying the Canadians will land at Canadian Forces Base Trenton, where they will be screened again before going to the Nav Centre where they will be under quarantine for a period of 14 days. When asked why the quarantined patients will not be staying in Trenton, which already has a quarantine setup, Dr. Njoo explained that the site there was already full with evacuees from other parts of Asia. “I am also here to remind all of the federal government officials that Cornwall is not Trenton,” said Mayor Bernadette Clement. “This is our unique situation and I want to

make sure that federal government agencies recognize that this is not a community with a history of a military base in our community as there is in Trenton.” Dr. Njoo explained to the public that Canada’s health system was on top of the COVID-19 situation. “I know that across Canada, there is concern and worry about the novel Coronavirus,” Dr. Njoo said. “I want to start by saying, that to date, we have been successful in identifying all of the cases in Canada, treating them appropriately, and quickly sharing information across jurisdictions to limit the spread of the virus. Our health system is working exactly as it should.” Dr. Njoo also outlined the conditions of the stay of the repatriated Canadians at the Nav Centre. Njoo explained that the passengers of the Diamond Princess will have to remain in their rooms while under quarantin e at all times, except for limited amounts of outdoor leisure time every day. The patients will be told to remain a minimum of two meters from others, and also will have to wear gloves and sanitary masks while outside. Additionally, the government of Canada will be providing 24/7 security of the quarantine. “At no point will the general public have access to, or be able to come in contact with individuals in quarantine during their 14 day stay at the Nav Centre,” Dr. Njoo said. The matter of cross jurisdictional communication has been a point of concern and frustration amongst elected officials in Cornwall and the surrounding area. MP Eric Duncan released a statement earlier on Monday calling the communication of this matter to local officials an “absolute failure.” When asked why local officials were not informed about the quarantine at the Nav Centre, Seaway News was told to direct this question to the government’s general inquiries media line. about the possibility of a quarantine taking place at the Nav Centre, Rebecca Hickey stated that talks had been ongoing for weeks. Kim Coe-Turner, General Manager of the Nav Centre, clarified that they were told that the quarantine would not be happening, and that they were also caught by surprise when the Global Affairs Canada announced the move in a late Saturday night press release. Mayor Bernadette Clement said that she initially had reservations due to the lack of communication from the government, but she said that the press conference assured her that the lead agencies were ready to keep her and the residents of Cornwall informed and answer any questions. “I’m feeling much more confident that going forward we are going to have the federal government, the lead agencies filling that void,” she said. “When there is a lack of information, it is quite normal for people in this area, in any area, to feel worried because their needs around information were not being met.” Clement went onto explain that promoting effective communication with the federal government was a priority of hers. “My job is to say that. My job is also to say that we need to move past that as well,” she said. “I’m not going to live in a place of

frustration. I can’t, because there is too much to do and too much communication that needs to take place with the residents of Cornwall. And the people of Akwesasne, and the people of the Counties. There is 115,000 people here who want information. My job is to make sure that the federal government is communicating directly with the people of Cornwall.” Representatives from South Glengarry, The United Counties of SD&G and Akwesasne. “More information please, more information,” Clement went on to say. Earlier in the day, Dr. Paul Roumeliotis of the EOHU inspected the Nav Centre’s quarantine site. “I was quite relieved yesterday,” Dr. Roumeliotis said at the press conference. “I walked around with our Infection Control Manager from the Health Unit to look at where the pod is going to be. This is a completely isolated building. It is only connected by a tower and a tunnel, so looking at the way the quarantine is going to be setup . . . I can tell you that I’m very comfortable, as is my team, who are infection control experts, that the procedures in place will adequately protect the passengers coming from abroad, but very importantly, the staff at the Nav Centre and Cornwall and the surrounding area.”

“I mean, six or seven years ago it was -18 Celsius and still about 100 came out. But today is just incredible. In just volunteers we have 40 people,” said Tibi. “Some families only come once a year…they should come more often.

ALEXANDRIA, Ontario – For the eighth consecutive year, the Glengarry Sports Hall of Fame held their annual Polar Bear Dip fundraiser. There were 18 people who took a dive into the frigid waters of Island Park. Rodney Shepherd, one of the organizers of this year’s event says that the fundraiser usually brings in around $8,000 to $10,000

and that money is used to help cover costs like maintenance at the Glengarry Sports Hall of Fame, which is a community supported organization. Shepherd took the plunge this year. He said that he once saw the annual New Year’s Eve Polar Bear plunge and wanted to try it himself. “It is a shock,” Shepherd said. “There are about 20 seconds there where you can’t catch your breath.”

After an entertaining and illuminating Filmfest, the Aultsville Wednesday Night Movie Series is back with master filmmaker Pedro Almodóvar’s Pain and Glory (2019). The semi-autobiographical drama features a superb and award-winning lead performance from Antonio Banderas, and marks the eighth time Banderas has collaborated with the director. CORNWALL, Ontario – St. Lawrence College will soon be offering their own homegrown nursing program after a recent announcement from the province of Ontario. The provincial government of Premier Doug Ford is now allowing colleges to once again offer Registered Nursing (RN) programs. Save for Queens University and the University of Toronto, all other institutions offer RN BA degrees through a collaborative partnership with another institution. While St. Lawrence College has offered a nursing program for nearly 50 years, for the past 14 years they have had to deliver their

program through a par tnership with Laurentian University. Dr. Barb LeBlanc, Associate Dean, Baccalaureate Nursing Programs for St. Lawrence College explained the importance of this new development for the institution and its students. “I like to tell people that when they are in Eastern Ontario, especially Cornwall or Brockville, that the nurse looking after them is probably an SLC grad,” she said. “This will continue now that the province is allowing students to get educated in the communities they call home.” Dr. LeBlanc explained that St. Lawrence College will now be able to design their own

“Colleges and universities will be able to choose whether to deliver their programs collaboratively or on a standalone basis. For colleges, this will be the first time they would be able to offer the Bachelor nursing degree independently of a university partner,” McDonell went on to say. Council votes to exempt veteran’s associations from taxes

CORNWALL, Ontario – The puck will drop for the 14th Bishop Cup on March 11 at the Cornwall Civic Complex at 6 p.m. The annual rivalry game between the St. Joes Panthers and the Holy Trinity Falcons senior hockey teams also serves as a fundraiser for the St. Vincent de Paul Society. While the current win/ loss record of the Bishop’s Cup is 11-2 in favour of St. Joes, Thom Racine, one of the event organizers says that the Bishop’s Cup is more important that who wins and who loses on the ice. “The game is bigger than the result,” he said. “My main goal was to create an atmosphere where kids can bring their kids to this game and keep the tradition alive. For the kids, this might be the biggest crowd they ever play in front of, so the excitement is there.” Racine said that he’s been organizing the Bishop Cup for 14 years now and hopes to continue for a lot longer. Last year, the Bishop Cup raised $2,000 for the St. Vincent de Paul Society. Racine is

CORNWALL, Ontario – At their meeting on Monday, Feb. 10, Cornwall City Council unanimously passed a motion to fully exempt veterans associations from all municipal taxes. The Ford Government had already enacted a full municipal tax exemption for all branches of the Canadian Legion in Ontario. The Cornwall Army Navy Air Force Club asked that they also be considered for a full tax exemption. City of Cornwall Administration presented a report to Council recommending two options, the first asking that a full exemption be extended to the Army Navy Air Force Club, the Navy Club, and the Royal Canadian Air Force Wing 424. The second option presented to Council was that they direct administration how to proceed. City Chief Financial Officer Tracey Bailey told Council that the total amount of taxes that the city collected from the two organiza-

tions was roughly $19,000. “It’s not really a ton of money for our Corporation in the grand scheme of things, but it would go a long way to these organizations,” said Councillor Dean Hollingsworth. Councillor Glen Grant, who admitted that he was a member of the Army Navy Air Force Club, said that these organizations were competing with local businesses. “They’re competing with restaurants and businesses in town, taking tax away from people who pay 100 per cent tax,” he said. Grant asked to see financial statements from the organization and moved to defer the motion, but was defeated. “I think our veterans have paid enough,” said Councillor Eric Bergeron. Council unanimously voted to extend a 100 per cent tax exemption for the Army Navy Air Force Club, the Navy Club, and the RCAF Wing 424 through to 2029. While the maintenance of all sidewalks within the Township throughout the winter is not feasible, the Township assesses which sidewalks are to be plowed/salted to provide safe travel for pedestrians and commit to maintaining an excellent level of maintenance to those selected sidewalks. All sidewalks that are not maintained, will be seasonally closed by by-law, and a comprehensive list of maintained sidewalks will be posted to the Township website to keep residents informed. Also, during the February 12, 2020 Council Meeting, Council accepted a donation of a rescue snowmobile and basket from the Ottawa Fire Service and Constance Bay Firefighters Association to help us improve our rescue service. With our proximity to the Long Sault Parkway and the many snowmobile trails in the area, this new equipment could prove to be vital to saving lives and accessing an emergency situation. We’re very fortunate to be the recipient of this kind donation and would like to thank the Ottawa Fire Service and Constance Bay Firefighters Association. Finally, the Township is undergoing an extensive Service Delivery and Process Review specifically designed to assist in finding efficiencies, defining mandates and responsibilities, and developing performance targets. The outcomes from this review are expected to improve the level of service across all departments of the Township through efficient procedures, cost effectiveness, and appropriate direction for all staff. We continue to strive toward the best level of service we can provide our residents, and these are just some of the initiatives that will help us achieve those goals.

I’m sure that all of you have heard by now that over the weekend, it was announced that the Nav Centre will be host to over 200 Canadians who will be undergoing a quarantine. These 200 Canadians are coming from a cruise ship in Japan, aboard which there are over 300 confirmed cases of COVID-19, or the novel Coronavirus. First of all, I know that these Canadians will be welcome in our community and well taken care of at the Nav Centre. No one will be able to board the flight from Canada who is showing any symptoms and they will then be screened again when they land in Trenton. The health unit has inspected the Nav Centre’s quarantine area and approved of it and the procedures in place. The health unit says there is no risk to the public, and I believe them. The virus itself does not appear to be very deadly. According to the latest information, it is fatal in approximately two per cent of cases. What was really scary about this was the lack of a communication plan on the part of the Canadian government. The Nav Centre itself stated that it only found out that the quarantine was actually happening after the information was made public, although, they had been in discussion with the federal government about the possibility of using the Centre for weeks. No local representative, elected or otherwise, was notified about this until after the announcement was made. MP Eric Duncan stated that he didn’t get an update until Monday, two days after the announcement. Duncan was absolutely right that this was an “absolute failure” of communication. When I asked government and Nav Centre representatives at a press conference this week why no one locally was advised of this decision in advance, I was told to message the government’s general inquiries inbox. On Saturday night, I had reached out to three government ministries with questions about the quarantine, the Department of National Defense, Health Canada and Global Affairs and as of the time of writing this, I have not received any answers. What this failure has led to is conspiracy theories and false information and panic spread primarily through social media. I have heard some people believe that a boat full of Coronavirus patients will be pulling up to Cornwall harbour. This is absolutely incorrect. Others have stated that our health system will not be able to withstand this situation, that is also

incorrect. The federal government will be responsible for the health of those in quarantine. All of this, could have been avoided if the decision makers made an effort to create an effective communication plan. Information could have been distributed in a controlled manner. Our local officials should have been fully briefed before the announcement was made. After the announcement was made public there should have been a communications centre already in place to quickly and easily disseminate information. This is not the first time that the federal government has left our local representatives in the dark. The same thing happened two years ago when refugees were sent to the Nav Centre. I’m glad that Mayor Bernadette Clement has been so forthcoming distributing any information she has to the public through social media videos. She has also was very active in this week’s press conference and went a long way to set the tone. She said that we could not afford to be frustrated by the situation and how it came about. She’s right, there is no time for that right now. I know that she and Eric Duncan will ensure that the government gets the message that they need to do better. The job in front of us know is to do our best to get the message out there that these quarantine patients are welcome. They have been through an ordeal for the past few weeks, and there is still more yet to come, and they deserve to be shown, love and acceptance. Caring about the community Dear Editor, People and their comments. If you want to know why our city looks bad sometimes, it is the ridiculous comments made by council members like Glen Grant on Monday night about Terry Muir. For Mr.Grant to make the statement that Terry Muir does not care about this community is foolish. I have worked side by side with Mr.Muir on most of the events that have been brought to this community, I have co-chaired some events with Terry, and I know you have no CLUE about the amount of time, effort and personal sacrifice it takes to make something happen for the community. How do I know this? I have

never seen you volunteering at any of the events and let me add that a good portion of the events Terry was not always in the best of health -stomach cancer, heart attacks… the list is long. What keeps him going the smiles on, you guessed it, the community that attends the events. Why do you think he got involved with the fire ban? The community wanted him to, so Terry being Terry said “ok I will help out” as the community is fed up with the likes of you and the city in a whole. Did I mention that Terry’s wife just got released on Sunday from hospital? She had open heart surgery, and still Terry made the meeting on Monday, for his community. From events like

breakfast with Santa, the Santa clause parade, RibFest, Agape, Optimist toy drive…I don’t have enough space to put it all down, not to mention all the awards the man has been given - the one big one being The Governor General Sovereign Medal for Volunteers. Do you know what the main criteria is for such a prestigious award? Passion, dedication and commitment to community which are the driving forces behind the volunteers who receive Sovereign

Medal for Volunteers, do you have one? No, I don’t think you do. Your greatest achievement has been getting reelected. You owe Mr.Muir a public apology the same way you made that senseless derogatory comment, as you obviously don’t know this man, and you obviously don’t care what a petition with thousands of signatures from the community members mean. Talk about not passing the smell test. Literally. This week in 1938 a Cornwall man, convinced that his axe was stolen by another town resident, had police search the suspect’s residence. In those days a private citizen could ask for a search warrant. The search by Const. Allan Clarke produced an axe which the complainant claimed belong to him. Against the advice of Police Chief Fred Seymour he filed a charge of theft against the alleged axe thief, claiming he had solid proof that it was his axe. When the case came before the no-nonsense Magistrate P. C. Bergeron, the accused produced two witnesses who swore under oath that he had purchased the axe handle a month earlier. Then his accuser took the stand. He told the magistrate that he knew it was his axe because he recognized the smell of the wood on the axe handle and recognized a few nicks. An unimpressed magistrate announced, “Case dismissed!” The accused walked out of the court

Quand l’écriture de la scène, la création littéraire, la diversité artistique et le spectacle ne font qu’un CORNWALL, Ontario - Dans le cadre du Mois de l’histoire des Noirs, l’ACFO-SDG invitait les jeunes et les adultes à s’inscrire à un atelier d’écriture créative avec YAO qui se déroulait le 8 février dernier. « La créativité en français, dans toute sa diversité, fut très riche. 22 personnes ont écrit des textes fascinants et, à la fin de l’atelier, la lecture a permis de mettre en lumière ces talents d’ici – c’est un succès qui me rend fière

Le transport scolaire a été annulé le jeudi 6 février et le vendredi 7 février, dû aux conditions météorologiques. C’est ainsi que nous nous demandons « Qu’est-ce qui se passe à l’école lors d’une journée d’intempérie ? » Les journées d’intempéries c’est lorsqu’il n’y a pas d’autobus car il y a trop de neige et de glace sur les routes. Cela peut être dangereux pour la sécurité des élèves et des conducteurs car les autobus peuvent glisser sur les routes. Toutefois, même quand les routes sont dangereuses, l’école demeure ouverte. Il y a des élèves qui se rendent à l’école à pied et d’autres en voiture. Lorsque les autobus sont annulés, les classes n’ont souvent même pas la moitié de leurs élèves ! Selon Mme Amanda, secrétaire de l’école, il y avait en moyenne 200 élèves à l’école le jeudi et le vendredi. London Grenier nous dit : « J’étais vraiment surprise quand j’ai appris cette information parce qu’il y a habituellement environ 500 élèves à l’école ! » Pendant ces jours d’intempérie, dans nos classes, nos enseignants nous donnent des activités et des travaux pour approfondir ce qu’on a déjà appris. Parfois, l’horaire de la journée change car il y a moins d’élèves et l’enseignant doit reprendre le travail avec les élèves absents. Alexis Glaude, élève qui était présent le jeudi et vendredi, nous affirme : « J’aime quand on change l’horaire car des fois on a un bloc d’arts et un bloc d’éducation physique dans la même journée ! » Hélie Laroche ajoute : « De plus, parfois notre classe est jumelée avec d’autres classes. C’est amusant ! »

The Waterfront Trail is a true gem for outdoor enthusiasts - and a big attraction for visitors. In the summer months, it’s not unusual to encounter visiting cyclists on the trail, be it day-trippers, small groups or fullblown cycling tours. Cycling tourism is a growing sector and it presents a tremendous opportunity for Cornwall and area. To that end, Cornwall Tourism will be showcasing the amazing cycling offerings in our area at the Montreal Bicycle Show this weekend at Olympic Stadium. The show is Canada’s largest cycling consumer show and over 20,000 visitors are expected to attend. It’s a chance to speak directly with cyclists in Quebec, a key market for Cornwall. The show runs from Friday, February 21st to Sunday, February 23rd and we are at Booth 152. If you happen to be going, make sure to stop by and say hi!

It’s one of several trade shows that Cornwall Tourism will be attending in the coming months in preparation for the busy tourism ahead. Other planned shows include the Outdoor Adventure Show in Montreal, the 55+ Lifestyle Show in Ottawa and the Sport Events Congress in Edmonton. Visitor Guide has arrived! For the first time ever, TASTE will be challenging the local restaurants to grill-up their most impressive grilled cheese sandwich. A good grilled cheese sandwich is already delicious, but what could make it even better, is knowing that it is also supporting a good cause. TASTE Tour: Grilled Cheese Edition is partnering to support Beyond 21. The Hub for Beyond 21 is a local non-profit organization dedicated to supporting adults with special needs. GLEN WALTER, Ontario – The Place St. Laurent subdivision in Glen Walter entered their fourth phase of expansion, with an official ribbon cutting ceremony being made on Friday, Feb. 14. The development surrounds Yacht Blvd. in Glen Walter and the latest phase will see 13 lots developed. “Place St Laurent is the only subdivision in Glen Walter to offer lots with all services: municipal water and sewer, fiber optics, natural gas, and Cornwall Electric. These services coupled with the covenants designed to

preserve the integrity of the subdivision, and with the communal benefit enjoyed by the residents of Place St Laurent with their access to the St Lawrence River and Place St Laurent’s dock make this subdivision decidedly sought after and held in the highest regard,” said Irene Cameron of Remax. Cameron went on to explain that the growing number of jobs in Cornwall and the surrounding area has created the need for more housing. Our real estate market has experienced significant growth in the last five years,” Cameron said. “Where we are still one of the most affordable places to live in Canada, the

average sales price for a single family home in Cornwall and South Glengarry saw a 21.87% increase between 2015 and 2019, and the average number of active single family home listings on the market decreased by 51.6% when comparing the average number of homes available for sale on MLS for Cornwall and South Glengarry in 2015 (409 homes) to 2019 (198 homes).” Cameron explained that there were a few contributing factors to the rise in housing prices and the decrease in stock. “Bob Peters, Division Manager, Economic Development for the City of Cornwall, advised that a definite contributing factor was the
